THE National Youth Commission (NYC) has reiterated its call to schools to comply with the Commission on Higher Education’s (CHED) directive against ‘No Permit, No Exam’ Policy.

NYC Chair Leon Flores III cited ‘No Permit, No Exam’ as one of the many Students’ Rights and Welfare (STRAW) violations that Filipino students still face.

The Cagayan de Oro Emergency Assistance and Communication Center (COMCENTER) has responded to 360 calls for assistance during the month of February, this month.

Comcenter Manager Ric Pabayo told the City Council committee on police, fire and public safety that such calls were related to traffic incidents, robbery/ theft/snatching, stabbing/ hacking, family trouble, threats, nuisance public disturbance/intoxication, bank/pawnshop alarm and fire alarm, among others.

Same calls were either made p ers ona l ly, and through radio, telephone or mobile calls.

Meanwhile, the East

and Westbound Terminal and Public Market (EWTPM) was able to collect P1,202,767.68 from February 25 to March 3, 2013.

EWTPM Officer-incharge Perla Asis reported to the City Council committee on economic enterprises that the bulk of the amount came from the Westbound terminal operations, which totaled P133,156.

Collections from space rentals at Westbound Terminal was P50,834.08, the market earned P303,024.35, while the fish landing area, P35,826.

A Second Look at Hansen’s Disease One of those diseases that is not socially appetizing , is LEPROSY, or Hansen’s Disease. Leprosy is equated with sanitaria or the so called leper colonies.

People tend to shy away from these places as well as avoid contact with people diagnosed as such. The disease has been present since time immemorial and even with the present generation, where certain diseases has been eradicated already, Leprosy still persists. I was impressed actually by the concern shown by a Dermatologist friend , who, on one of our moments of “ bonding time” she mentioned to me, the need for a clinic that can screen possible patients, making diagnostic test available, since medications can be accessed for free.

Leprosy is caused by a bacterium, Mycobacterium leprae, which is of the family that causes tuberculosis. It has a very long incubation period, meaning, it will take months , from time of contact with an untreated

It can affect all age groups, though children are more commonly affected, both males and females. The disease is passed from person to person through droplets from the mouth or nose, or close physical contact when there is a break in the skin.

The clinical manifestation or symptoms may somewhat vary, depending on whether one has the tuberculoid or lepromatous form. Where the former has a more localized effect and is less widespread, the latter is more generalized, affecting the peripheral nerves of the skin, hands, feet and mucous membranes, juts the same, both will have affectations of the skin, problems with sensation. The skin lesions

may appear as sores, or present with discoloration, appearing lighter or paler than one’s normal skin color, with numbness or lack of feeling. Nerve involvement accounts for the loss of sensation or feeling. Physical disfigurements and infections are complications that an affected patient may have.

A medical history of close contact with an untreated patient, and a physical examination finding of the skin lesion , which may present as a sore, a discoloration or as nodules and bumps, is very important.

Once, a clinical impression of Leprosy is arrived at, the next step would be to perform a biopsy. A biopsy simply means the taking of a sample from the lesion or

nodule. If one wants a bigger and deeper bite, then, a punch or an incision can be done. If the entire lesion is removed, excision is the choice. The tissue taken is then submitted to the Laboratory for processing and histopathologic studies.

A skin shave or scraping is the least invasive of the biopsies that can be done in the clinic. With a sterile lancet , the outer layer of the skin lesion is scraped and placed on a slide, and stained for microbiological studies, to identify the bacterium responsible for the disease. Although skin shave or scraping is limited in terms of identifying only the presence of the microorganism, it can already jumpstart treatment.

The importance of early diagnosis cannot be overemphasized. Once diagnosis is made, and treatment started, damage and disfigurements is limited, spread to others is prevented, thus, giving the patient a better chance of having and enjoying a near disease /P9

RTWPB-10 sets Productivity Olympics

CAGAYAN de Oro City - The Regional Tripartite Wages and Productivity Board in Region 10 (RTWPB-10) is calling all micro, small and medium enterprises (MSMEs) in the region to participate

in the 2013 Productivity Olympics.

The Olympics is a national competition for best productivity programs or practices focused on business excellence and resource management of MSMEs nationwide.

It is organized by the National Wages and Pro-

ductivity C ommission (NWPC) in coordination with all its tripartite boards.

The Olympics aims to intensify national awareness and commitment to quality and productivity.

It also seeks to enhance establishment’s performance in quality and pro-

ductivity, as well as, showcase the best productivity improvement programs and practices.

A c c o r d i n g t o RTWPB-10, awards and incentives await the 2013 winners such as Productivity Olympics trophy, cash award, use of Productivity Olympics 2013 award logo

for publicity purposes for three consecutive years, and priority endorsement to other training programs and services of the NWPC/ RTWPBs and other agencies of the Department of Labor and Employment (DOLE).

Interested MSMEs can download the nomination

form from the NWPC website at www.nwpc.dole.gov. ph or they may also inquire from the RTWPB office.

NorMin to further NYC opens application for Ship for strengthen anti- Southeast Asian Youth Program child labor program

CAGAYAN de Oro City Child labor focal persons in Northern Mindanao will converge here to further improve and strengthen the region’s anti-child labor program.

Lawyer Johnson G. Cañete, regional director of the Department of Labor and Employment (DOLE), said member-agencies and program partners of the Regional Child Labor Committee (RCLC) will meet on March 13 to tackle child labor concerns in the region.

Cañete, who also chair the RCLC, said the meeting will serve as a venue to discuss updates of the services, programs, and

projects implemented by service providers in line with the Philippine Program Against Child Labor (PPACL).

The PPACL works to transform the lives of child laborers, their families, and communities, towards their sense of self-worth, empowerment and development. It envisions a child labor-free Philippines.

The RCLC, on the other hand, is an institutional mechanism at the regional level which seeks to efficiently and effectively address child labor concerns in the region through intensified and collaborative effort of all program partners and stakeholders. (APB/PIA10/ jdelpf )

CAGAYAN DE ORO CITY, March 12 -- The National Youth Commission (NYC) region 10 is urging all qualified Filipino youth to apply for a chance to represent the Philippines in the Ship for Southeast Asian Youth Program (SSEAYP).

SSEAYP is an annual youth cultural exchange program between Association of South East Asian Nations (ASEAN) member

countries and Japan.

Now on its 40th year, SSEAYP continues to promote friendship and goodwill among young people of Southeast Asia and Japan.

The program is sponsored by the Government of Japan and is implemented in the Philippines by the National Youth Commission.

“This is one way of honing the skills of our Filipino youth; SSEAYP provides our

youth the opportunity to showcase their unique talent and truly become global ambassadors of goodwill,” said Commissioner Erwin Andaya, 40th SSEAYP National Organizing Committee Chair.

Delegates to the program will embark on a 52-day voyage across Southeast Asia and Japan aboard the Japanese Ocean Liner Nippon Maru.

The country program for the Philippines is scheduled on December 6 to 9, 2013.

The selected delegate will be one of the 28 participating youths between 18 to 30 years old as of April 1, 2013.

NYR Launching Highlights Caraga Region’s 18th Founding Anniversary Celebration Caraganons celebrated its annual commemoration for the establishment of Caraga as a region last February 22, 2013.

In its debut year, the celebration highlighted the culture and traditions of the Indigenous Peoples (IPs) in the region and giving value to their importance.

In line with the anniversary celebration, the Department of Agriculture – XIII took the lead in the Regional Launching of National Year of Rice (NYR) 2013 in Butuan City with the battle cry “SAPAT na BIGAS, KAYA ng PINAS”.

The event started with a parade and followed by a holy mass attended by a crowd of around 1,500 people which include tribal groups, LGUs, National Government Agencies, private sectors, academe, religious sectors, local media, farmers/producers and policy-makers.

The launching event highlighted the important role of every Caraganon to achieve sufficiency in rice and other staples, with emphasis on responsible rice consumption and less rice wastage. During the event, DA offered a free food tasting of rice and other food

PNP effects no changes in assignments

The Philippine National Police (PNP) has been told to effect no changes in the assignments of its personnel, during the election period from January 13, 2013 to June 12, 2013, without the prior written permission of the Commission on Elections (Comelec).

This provision is pursuant to Comelec Resolution No. 9571 promulgated on Dec. 6, 2012, which has tasked the PNP, to deploy, at the least time possible, troops for election duty in coordination with the Regional Election Director and the Provincial Election Supervisor (PES) in the provinces, Atty. Meanwhile, the PNP is tasked to assist the Comelec in implementing more effectively election laws and/ or rules and regulations, particularly the laws governing prohibition against military, policemen and provincial guards acting as bodyguards or security guards for the candidates.

No campaigning on Maundy Thursday and Good Friday

OROQUIETA City - Campaigning is not allowed on Maundy Thursday, March 28, and on Good Friday, March 29, the Commission on Elections (Comelec) said.

This is in reverence to the Holy Week and in order to give the people the full opportunity to ponder on its significance and to properly observe the traditions with religious fervor without prejudice

of interest.

This is also stipulated in Comelec Resolution No. 9385 entitled “Calendar of Activities and Prohibited Acts in Connection with the May 13, 2013 National and Local Elections,” Atty.

Stalin A. Baguio, Provincial Elections Supervisor of Misamis Occidental, said.

Also prohibited during these two (2) days are the following acts: Selling, furnishing, offering, buying, serving or taking intoxicating liquor, as

well as giving, accepting free transportation, food, drinks, and things of value.

Baguio also said campaigning is prohibited on the eve of the May 13 elections and all the same, furnishing, offering, buying, serving or taking intoxicating liquor are prohibited.

On the other hand, prohibited on May 13, Election Day, is voting more than once, or in substitution of another, as well as soliciting votes or undertaking any propaganda for or against

any candidate or any political party within the polling place or within 30 meters from it.

Other prohibited acts on Election Day are the opening of booths or stalls for the sale of merchandise or refreshments within 30 meters from the polling place and holding of fairs, cockfights, boxing, horse races, or any other similar sports, Comelec Resolution No. 9385 also stipulates.
