CAMP Evangelista, Cagayan de Oro City – The new inspector general (IG) of the Fourth Infantry ‘Diamond’ Division (4ID) of the Philippine Army assumed post, yesterday morning, in ceremony held here.

international visitors from such countries as Korea, Japan, Malaysia and the Middle East.

“This can be part of our reintegration efforts for OFWs since they are familiar with the customs, culture and even languages of countries that send a lot of tourists our way. It will also help put our tourists at ease since those looking after their needs are former workers in the countries that they came from,” Villar, a noted social entrepreneur, explained.

She also noted that OFWs in different parts of the world could also be harnessed as tourism ambassadors by both the DOT and DFA. “Equip our OFWs with

promotional materials and develop a program where they can speak to the business community and other sectors in the countries where they work. These OFWs are very patriotic and many of them are loved by their employers and coworkers,” she stressed.

Known by her campaign monicker “Misis Hanepbuhay”, Villar said that the tourism industry is a fast-growing sector and both the national and local governments must work together to outbeat other rival countries in terms of tourist arrivals.

According to the DOT website, the Philippines welcomed over 4-million foreign visitors in 2012,

marking the first time for the country to go over the 4-millionth threshhold.

Korea continues to be the country’s largest visitor market with 1,031,155 arrivals, accounting for 24.13% share of the total visitor volume. The said market rose by 11.45% from its arrivals of 925,204 in 2011. Another record was achieved by the tourism industry as it is the first time that a source market of the Philippines reached its 1 millionth visitor.

“Many OFWs from Korea are able to speak the language fluently. They can be trained to become professional tour guides and interpreters,” Villar pointed out.

DepEd orders public schools to comply with ‘no-collection’ policy

THE Department of Education (DepEd) has reminded public elementary and secondary schools to strictly comply with the department’s “no collection” policy during graduation rites.

Through DepEd Order No. 9, series of 2013 released to all bureau and regional directors, schools city/ division superintendents, and heads of public and private elementary and secondary schools, Education Secretary Armin Luistro reiterated the department’s policy issued in 2012 as well as other guidelines in the conduct of this year’s graduation rites.

“In line with the government’s austerity program, the DepEd reiterated its graduation rites policy as contained in DepEd Order No. 9, series of 2012,” Luistro said. The order stated that “public school heads (SHs), teachers and other DepEd personnel should not be allowed to collect any graduation fees or any kind of contribution for the graduation rites.”

Luistro said that only Parents Teachers Associations (PTAs) “may give donations in cash or in kind for the graduation ceremonies and celebrations.” When it comes to requirements for graduation, he added that “no non-academic projects should be imposed” by the teachers or the school heads among their students.

To ease financial burden of parents, Luistro said that “no extravagant special attire or extraordinary venue for the ceremonies should be required.” To those who want to avail themselves of the yearbook, he stressed that contributions for it, if any, “should be on a voluntary basis.”

Luistro noted that “graduation rites should not be exercised in splurging display of pomp and pageantry but should be Spartan affairs which exhort civic duties, sense of community and personal responsibilities and should be memorable, exciting and animated without baggage of extra cost and excessive spending.”

Furthermore, he added that “the graduation rites should be conducted in an appropriate solemn ceremony befitting the graduating students and their parents and shall not be used as a political forum.”

For the graduation rites for school year 2012-2013, DepEd said that the focus should be on the theme, “Building the Nation’s Future Leaders Through the K to 12 Basic Education Program” or the “ K to 12 Basic Education ProgramTungo sa Paghuhubog ng mga Makabaging Lider ng Bansa.” The graduation rites should be scheduled either on March 18 or 19, 2013.

Every year, complaints on collection of fees and other graduation-related concerns reach the DepEd despite its constant reminder to school heads and teachers and all other concerned to make the event “solemn, focused on the students and their parents, and not be used as a venue for political forum.”

Seven years after the approval of R.A. 6975, on January of 1991, the Philippine Congress amended it, in 1998 R.A. 8551 was passed into law and it has empowered and recognized the value of Criminology graduates and most importantly the Criminologists.

The efforts of the Criminology predecessors is now reaped by the new breed of Criminologists benefiting not only from the academic training inculcated but more so with legwork, networking, linkages, and voluntarism of the predecessors of the Criminology discipline curving the kind of Criminology education and the benefits attached thereto.

However, we the stake holders of the Criminology profession has a duty to pay it forward to the next generation of Criminologists.

While we recognized the rights and benefits we enjoy today as Criminologists we feel its not yet enough and complete.

We need to push more legal mandates that would empower us and protect this profession.

Protect not only from the invaders, but protect the name that it would not be tarnished nor blemished with corruption in material, moral, ethical, academic incompetence, political, social and cultural degradation.

We have strongly supported the action initiated

by Congressman Antonio H. Cerelles (Second District of Zamboanga Del Sur), who vigorously filed House Bill

6497 and House Bill 6498 amending the provisions of R.A. 8551 and R.A. 9263 respectively.

The amendment is anchored primarily on the qualification of the PNP, BJMP, and BFP that the minimum qualification for appointment to any of these agencies should be B.S. Criminology graduate, and must have passed the Licensure Examination.

We need to embrace wholeheartedly the developments as this would cement the destiny for a better future of our criminologists.

I am calling all Criminologists to all rally behind these House Bills and pull our resources together, as we push our respective congressman in our respective congressional district to support these initiatives. agenda /P5

CAGAYAN de Oro City The Commission on Elections Region 10 (Comelec-10) is now accepting applications from government officials and members, AFP and PNP for local absentee voting not later than March 15; and members of media not beyond March 31.

In Resolution No. 9637, early voting for members of the mass media in the May 2013 is allowed, as they may not be able to vote on election day due to news coverage and reporting of the conduct of elections.

Acting COMELEC Regional Director Noli R. Pipo

said, government officials and employees, including the AFP and the PNP are allowed to vote for national positions in places where they are not registered, but where they are temporarily assigned to perform election duties, as provided under Executive Order No. 157 and Republic Act No. 7166.

As such, they can submit their applications to their heads of offices, supervisors and commanders.

The word teacher connotes imparting knowledge by lessons in school. But it doesn’t end up there.

Teacher performs different several tasks. Roles and responsibilities of teacher have a wide scope. Teachers will not only teaches lessons which is to develop the intellectual capacity of pupils but also to the whole/total aspect of every young individual. Several problems arise in a classroom setting.

Teacher handles different pupils with different traits beliefs, customs and traditions, family upbringings and many others. These are the reasons why different pupils behave differently.

As teacher to these pupils, it needs different methods and techniques just to win the attention of these pupils. If teacher has the heart also to treat each pupil equally and fairly with

love and care, certainly these pupils will be motivated to learn and become achievers someday. It is also believed that teacher’s factor plays a significant role to the academic achievement of the pupils.

Teachers serves as role model to their pupils. If pupils feel that they are love by the teacher, absenteeism and dropout rate can be prevented and of course achievement rate increases.

In contrary, if teacher manifests traits like being unconcern, strict, unfriendly and unapproachable to their pupils it surely resulted to poor performance and failure rate increases too.

So teacher must possess the qualities of being resourceful, creative, innovative, intelligent and most of all must have a heart to love the profession as being a TEACHER.

DOT-R9 welcomes the Wild Bird Club of the Philippines to Zamboanga City

T

he Department of Tourism (DOT) – Region IX welcomed President Michael Lu, Vice-President Gina Mapua, Secretary Maia Tanedo and Jops Josef of the Wild Bird Club of the Philippines (WBCP) to Zamboanga City last February 15, 2013. The visitors, who stayed in the city for three (3) days, conducted an ocular inspection to assess whether Zamboanga City is suitable to be the venue for the 9th Philippine Bird Festival.

The Wild Bird Club of the Philippines was established in July 2003 to

promote bird watching as a hobby and the responsible enjoyment of nature. It works with the Department of Tourism to promote the country as a bird watching destination. WBCP was also a recipient of a World Bank Environmental Champion award in 2005.

The Philippines is one of the four countries that hosts annual bird festivals. The other countries are Taiwan, Malaysia and Thailand. The usual activities undertaken during the bird festivals include lectures, bird call contests, film showings

and a bird watching trip for the delegates. To date, the Philippine Bird Festival has taken place in Manila (2005, 2006), Cebu (2007), Palawan (2008), Bataan (2009), Davao (2010) Dumaguete (2011) and Manila (2012).

Bird Clubs from the Asian region that have participated regularly include countries like Thailand, Japan, Taiwan, China, Malaysia and Singapore.

Furthermore, the club officers’ three-day ocular inspection began at the Pasonanca Natural Park which was featured in Volume 2 of the book entitled “Birdwatching in the Philippines.” The natural

park showcases Mindanao-endemic species such as the Zamboanga Bulbul (Ixos rufigularis), White-eared Tailorbird and the Mindanao race of the Wattled Broadbill.

Classified as an important Bird Area (IBA), it has three possible bird watching stations: Intake, Cabonegro and Baluno Research Station. It covers an area of 17,414 hectares which serves as a breeding ground for endemic bird species and various forest animals. The natural park has 43 species including the Steere’s Pitta (pitta steerii), Rusty Crowned Babbler (stachyris capitalis) and Rufous-tailed

Jungle-flycatcher (rhinomyias ruficauda), to name some.

The other bird watching sites that the club officers visited were Bog Lake, Zamboanga Ecozone, NJB Farm, Zamboanga City State College of Marine Science and Technology, Plaza del Pilar,

Paseo del Mar, Baluno and Sta. Cruz Island. At the end of their trip, they reported that 78 species were sighted in the city.

Zamboanga City will most likely be the venue of the upcoming 9th Philippine Bird Festival.

Guests from all over the

world and the Philippines will be gathered in the city for three days of bird watching adventures and discussions. The festival will give the city an opportunity to promote its natural assets, wild bird conservation efforts, ecoadventure activities and cultural heritage. It will also encourage collaboration among conservation organizations and the local government, and foster birding as an ecotourism activity.

Through this endeavor, DOT and the Wild Bird Club of the Philippines hopes to inspire more Filipinos to become bird watchers and enthusiasts.
