Mindanao Container Terminal (Sub-port) suspends operations

Cynthia Villar elated over inclusion of LPPCHEA on Ramsar List of WII

Former Las Piñas Representative Cynthia Villar said she is happy that the Las Piñas-Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) is included on the Ramsar List of Wetlands of International Importance.

“The inclusion of LPPCHEA on the Ramsar List of Wetlands of International Importance is very good news indeed. We should be proud of the recognition, and at the same time, we are encouraged even more to protect it,” said Villar.

LPPCHEA is the sixth Philippine site designated as ‘Wetlands of International Importance’, it was included on the list on March 15.

The others on the list are: the Tubbataha Reefs National Marine Park in Sulu (listed on December 11, 1999); the Agusan Marsh Wildlife Sanctuary (listed on December 11, 1999); the Naujan Lake National Park in Oriental Mindoro (listed on December 11, 1999); the Olango Island Wildlife Sanctuary in

Cebu (listed on January 7, 1994); and the Puerto Princesa Subterranean River National Park in Palawan (listed on June 30, 2012).

The Philippines joined the Ramsar Convention in 1994.

Signatories to join the Convention agree to “include wetland conservation considerations in their national land-use planning,” and commit to implement and promote “the wise use of wetlands

in their territory.”

The Convention on Wetlands—signed in Ramsar, Iran on 1971— is an intergovernmental treaty that embodies the commitments of its member countries to maintain the ecological character of their Wetlands of International Importance and to plan for the “wise use”, or sustainable use, of all of the villar /P5

CSWD implements programs for PWDs The City Social Welfare and Development Department headed by CSWD officerdesignate Nena Salon continues to serve the needs of children and Persons with Disabilities (PWDs).

Based on the quarterly report submitted to the City Council committee on social services chaired by Councilor Nadya Emano, Children/Youth/Persons with Disabilities Data Integration activities were held in the different barangays during the period.

Assistive and other devises were also provided to the PWDs in Canitoan, Gusa, Consolacion and Canitoan.

According to the CSWD,

last February 4, 2013, three wheelchairs were turnedover by the Church of Latter Day Saints Charities to the city. On March 7 and 8, 2013, wheelchair fitting was done to 19 PWDs while two others were provided each with a walker.

The report indicates that the Community Improvement Division conducted orientation for skills training to PWDs, together with the parents of Day Care Children and Pagasa Youth Association last February 13, 2013.

In line with the intention to help PWDs, the city government recommended the issuance of Philhealth cards for 95 PWDs, which

are now being processed.

It was learned that the project proposal for the holding of a sportsfest for PWDs, which will have a wheelchair race, basketball on wheels, basketball for polio victims and goal ball for the blind, is now being mulled.

During the next quarter, the CSWD will be planning and preparing the project proposal for the National Disability Prevention and Rehabilitation Week (NDPR) in July 2013, which will benefit some 500 PWDs and will continue the registration of PWDs for the issuance of IDs and booklets. (JBD)

30 Cagayan de Oro barangays to receive multicab vehicles

C AGA Y A N D E ORO CITY - Additional 30 city barangays will receive, today, through their respective punong barangays and other barangay officials, multicab vehicles at the Department of the Interior and Local Government (DILG) Regional Office 10.

This brings to a total of 80 units of multicab vehicles procured through the Priority Development Assistance Fund (PDAF) of Senator Aquilino Martin L. Pimentel III. The initial 50 units were already turned-over to the recipient barangays, February 25.

As envisioned, the vehicles are primarily to be used to address the apparent lack of mobilization of the city barangays, especially those in the far-flung areas

and communities, which invariably affected and hampered the efficient and effective delivery and implementation of the basic social services to the people.

With the intensive efforts of the government to implement reform programs at the grassroots level for the betterment of our barangays, these vehicles can surely facilitate the smooth coordination with the barangays officials and the agencies concerned with the implementation of these programs and ensure sustainability of the identified projects, not to mention the utility of these vehicles in times of disasters and calamities, said Director Rene K. Ensure message is clear – DSWD

Cagayan de Oro City -The Department of Social Welfare and Development (DSWD) Field Office 10 here has reiterated its call to all Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) workers to make clear on the message they are disseminating to both beneficiaries and nonbeneficiaries.

This is to ensure the elimination of misconception of the beneficiaries about the control of politicians or parties over Pantawid Pamilya and other programs of DSWD. Lawyer Araceli F. Solamillo, DSWD Field Office 10 Regional Director, said both beneficiaries and non-beneficiaries must be accurately informed on the selection and delisting processes of the program.

“This is to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal

agenda,” she emphasized.

Meanwhile, Pantawid Pamilya Regional Project Coordinator Kenneth Haze Sanchez disclosed that posters and tarpaulins are now displayed during pay-outs to shun partisan politics.

“We want to insulate the program from partisan politics,” Sanchez said.

The Bawal ang Epal Dito campaign focuses on the message that only the DSWD can delist a beneficiary if he or she is not following the conditionalities of the program.

Bawal ang Epal Dito confronts the issues of external pressures and eliminates the misconception of the beneficiaries about the control of politicians or parties over Pantawid Pamilya and other programs of DSWD. More importantly, it seeks to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal

With the upcoming midterm elections, some politicians may use the program to gain leverage.

THE Holy Week somehow reminds us of the true character and value of time which we often take of granted. Time, for many of us, is just an unavoidable element in life which we try to measure in terms of seconds, minutes, hours, days, weeks, months, years, etc.

For sure, if we limit our attitude toward time in that level, nothing beyond the calendar year, we would have a very poor and shal-

And who would even think that he has the human capacities and attributions to head the One, Holy, Universal and Apostolic Church—without the grace and providence of God? The same realities as above said, affirm the following truths: That the Catholic Church could have been only founded by Christ Himself Who was, Who is, and Who will be her Life, her Guide and Light from

her foundation to the end of time. That the Catholic Church wherefore could not but be protected and directed by the omniscient and omnipotent God Himself through Jesus Christ.

That the weakness of the Church originates from her human members, in the same way that her strength and wisdom come from God the Father through the Holy Spirit.

In the course of human history, quasi innumerable men and woman have founded their own different churches, sects or religious groupings—under one interesting name/title or

another. But as such institutions have but human beings as their authors and leaders, slowly but surely, they eventually disappear with the death of their founders.

This is especially true when a church is inherited by the children or relatives of the founder. And understandably so: What is merely human passes away with humanity.

And there is the Catholic Church. Many people—even churchmen themselves with different offices and given titles—repeatedly attempted to get rid of her across the ages, by reason of anger, hatred and/or other vicious deeds. But She is still up and about. There is the Catholic Church that some people curse, despise and trample upon. But She will still be around and well when they ultimately come to pass as mere mortals. In fact, the Church now has another Sovereign Pontiff

Holy Week low understanding of a very important resource in life.

But thanks to God, because of the inescapable demands of life and our needs, we can’t help but put more meaning and purpose to our time.

That’s why we have schedules, plans, deadlines, and we classify time into school years or fiscal years, for example.

Just the same, we need to realize that time has a much deeper meaning and purpose than just the practical one or other considerations and criteria that only give us some earthly benefits.

Our time is actually a time with God. We need to reinforce this belief, making it an abiding conviction that should guide us always in our thoughts, words and deeds. God is with us. That’s what Emmanuel, another name for Christ, means. We are not

left alone. We are never alone even if physically we are in solitary confinement.

Time, therefore, is the basic resource given to us

by God himself, our Creator and Father, to work out the very purpose he created us or put us into existence. Far from the common attitude that considers time as just pure time without God, we need to reinforce the belief that our time is a time with God. Whatever we do in time, whatever happens to us in time, is supposed to take place not only with us alone, but also with God. Thus, a fundamental attitude we need to cultivate is that we need to live always in the presence of God. It would be an anomaly if we live otherwise.

While we, through sin, can disengage our time from God and his wonderful plans for us, we can always

make up because our time has also been redeemed by God through Christ with his redemptive work and made to continue throughout time in the Holy Spirit and the human instrumentalities made by Christ to make this ideal real.

Our time is now objectively connected with the eternity of God, and has shifted from conditions perishable to imperishable.

This is the ideal level which we have to aim at if we want to have a complete and proper understanding of time.

This affirmation is based on what St. Paul once said about the “fullness of time.”

Someone said: “Death is the worst part of life!”

A famous entertainer once said: “I’m not afraid to die, I just don’t want to be there when it happens!” Unfortunately, when it’s our time to die we don’t have any choice but to be there! Death is a fact of life that none of us can escape! Sooner or later, every one of us is going to stand alone and look death in the face!

Don’t forget, the statistics and chances of death are 100%, it never fails: one out of every one people die!

No one has ever gotten out of it alive! It doesn’t matter how rich, powerful, strong, or healthy we are—we’re all

going to die! It may be a few more years or next week. So are you ready now?

But almost worse than the fact of death is the fear of death. In the back of our minds we know that every day we’re getting closer and closer to the day we die. But is our death the end of us?

Does death have the last word? Does it destroy our plans for living and take away all our hope? The answer’s quite simple: it depends on how and who you’re living for.

When it comes to death, Jesus Christ has been there and done that. He walked right into the grave and jaws of death…and came right back out alive! Jesus Christ,

not death, is the One Who has the last word. He’s the only person in history who could do it—for one simple reason: He’s God Himself.

So we never again have to fear death! You see, if you’re living His way every day in a personal relationship with Him, Jesus said He’s going to lead you safely through death into eternal life with Him. Will death have the last word in your life? Not if you choose to live for Jesus Christ!

Only Jesus can get you through death—safe and alive! Only He speaks the last word! And it’s the word not of death but of eternal life to every person who

will truly believe and live for Him. So today, why not ask Jesus to forgive you for living your way and ask Him to take full control of your life? That’s when you can start living every day with no fear… not even of death!

SRMI implements SDMP CAGAYAN DE ORO CITY - SR Metals, Inc. (SRMI) is currently implementing its own Social Development and Management Program (SDMP) to improve the quality of life of the people within its mining operational area in Tubay, Agusan del Norte.

Also aimed at establishing strong relationship between the company and the people, SDMP carries such programs as capability-building, health, education and nutrition, among others.

It has so far conducted a 20day beauty care training to 10 residents of Barangay Santa Ana, beginning March 14, this year, offering courses in hair cutting, hair firming, coloring, rebonding, dressing, make-up, manicure, pedicure, foot spa and massage therapy, under the supervision of Mr. Christiansen Cutamora, a certified hair dresser and stylist, and certified massage therapist.

Under the SDMP health com-

ponent, medical/dental missions were initiated, benefitting 1,395 residents of Barangays Santa Ana, Binuangan and Poblacion Dos. Held on February 17, 23 and March 2, this year, with SRMI nurses, three physicians and one dentist, such medical/dental missions also gave out free consultations, medicines and vitamins.

The activity was made possible with the help of Barangay Chair Lucy L. Ciudad, Barangay Santa Ana Kagawads Giovani L. Pioco and Juanito G. Bigcas, and Hon. Benjamin Montero and Purok Dos President Arnulfo Bagnaran, with the other barangay officials.

In the field of education, SRMI-SDMP has conducted the second batch of Computer Literacy Program (CLP) starting March 1, this year, to 10 youth students.

The CLP, which already had 35 graduates since 2012 in the four direct impact areas (DIA),

was conducted considering that computer nowadays is in demand and proven useful in every establishment.

On top of the CLP are graphic and photo editing, along with the offered courses in word processing, spreadsheet and presentation package application.

After the three-month training, the students were made to undergo Computer Hardware Servicing NC II of the Technical Education and Skills Development Authority (TESDA).

A feeding program was also done, March 13-16 this year, in barangays Binuangan and Poblacion Dos, benefiting 193 children age 0-71 months.

The program was aimed to reduce cases of malnutrition in Puroks Abucay and Beto, Barangay Poblacion 2; and in Brgy.

The liturgical time makes time sacred and not just mundane, and infuses it with spiritual, redemptive and supernatural dimensions. The liturgical time plays out the infinite and abundant value of the redemptive work of Christ that took place in history but is now stretched out all throughout time and into eternity.

This is the context in which we have to consider the Holy Week.

The Holy Week is the climax of the liturgical year since it represents the sharp transition from our state of sin, expressed in all our suffering we live through the Holy Week, to our state of glory and victory with the resurrection of Christ.

The darkest and the brightest moments of our life are acted out in the Holy Week. The ugliest of our malice and the fairest of the love of God which is offered to us to live out is dramatized and sacramentally presented to us in Holy Week.

Let’s be quick to savor this true character and value of Holy Week therefore, from the triumphal entry of Jesus to Jerusalem on Passion Sunday that starts the Holy Week, to Holy Thursday when Christ instituted the Holy Orders and Holy Eucharist, to Good Friday and then Easter Sunday.

We are greatly blessed, but through the cross!

wetlands in their territories “The international treaty organization has recognized LPPCHEA’s global importance to biodiversity and the need to give it special protection from various threats. LPPCHEA is the so-called ‘last bastion’ in Metro Manila and faces various threats” said Villar.

Ramcar Convention cited on its website that LPPCHEA “faces threats” such as “ongoing land reclamation projects and mangrove cutting”, and “waste from nearby cities (that) accumulates along the coast” Despite being declared as a critical habitat in 2007 by Proclamation No. 1412, there are existing plans to reclaim the area.

Villar is very vocal about her opposition on the planned 635.14-hectare Manila Bay reclamation project that will also affect LPPCHEA. She filed a petition for Writ of Kalikasan on March 16 against the said project, which the Supreme Court granted on April 10 last year. The writ of kalikasan was issued but not a temporary environmental protection order or TEPO—without a TEPO, the contractor can still proceed with the projects.

A series of hearings, which wrapped up only a few weeks ago, was held at the Court of Appeals. Villar herself took the court stand on October 12 as petitioner and witness. Villar’s group is aiming for the issuance of a

permanent environmental protection order, so that the reclamation project will be junked altogether.

“I have repeatedly talked about the catastrophic effects that the proposed Manila Bay reclamation project will bring about—including the damage to the bird sanctuary as well as to the mangrove forest and marine habitat.

The worst of which, is that it will cause severe flooding in 37 barangays in Bacoor, 11 in Paranaque and 17 in Las Piñas. Floods with a depth of as much as 5.12 meters or equivalent to a two-storey high building,” cited Villar.

LPPCHEA serves as a sanctuary to migratory bird species from as far as Siberia. According to the Wild Bird Club of the Philippines, Metro Manila has 150 species of birds, 72 of which are found at LPPCHEA. It is the only bird sanctuary located in an urban setting, thus it is considered as the ‘last bastion’. (END) Description of LPPCHEA on the Annotated Ramsar List of Wetlands of International Importance: Las Piñas-Parañaque Critical Habitat and Ecotourism Area (LPPCHEA): A coastal wetland in Manila Bay situated within the metropolis of Manila, comprising two interconnected, mangrove-covered islands, shallow lagoons and coastline. A Presidential Proclamation in 2007 designated the site as a ‘Critical Habitat’ for the survival of threatened, restricted-range and congregatory species. At least 5,000 individuals of migratory and resident birds have been recorded at the site, including about 47 migratory species such as the vulnerable Chinese Egret (Egretta eulophotes). The most important of the resident bird species is the vulnerable Philippine Duck (Anas luzonica) which breeds at the site. Records from 2007-2011 show that the site supports at least 1% of the estimated population of Black-Winged Stilts (Himantopus himantopus) using the East Asian-Australasian Flyway. The site faces threats associated with being located near densely populated areas.

Waste from nearby cities accumulates along the coast and heavy metals and other organic contents coming from residential and industrial effluents affect surrounding areas. Other threats include ongoing land reclamation projects and mangrove cutting. Efforts to ensure the long-term conservation of this site are ongoing.

Bayani Challenge can combat poverty

CAGAYAN DE ORO CITY - Gawad Kalinga (GK) Founder Tony Meloto called on the Filipino youth to show their love of country by developing the culture of heroism, as this could become a leverage in combating poverty.

The call was sounded by the GK Founder at the opening ceremonies of the March 23-27, 2013 Bayani Challenge, held at Bulua Covered Court in Cagayan de Oro City, attended by volunteers from various schools, government agencies and non-government organizations in the city.

“The Bayani Challenge is the most exciting event that is happening, today, in 37 different sites, in 33 provinces, nationwide. ‘Pagganitong nagsasama ang lahat ng Pilipino, matatapos na ang kahirapan sa Pilipinas,’ (If all Filipinos stay united, like this, then poverty in the country will be put to an end),” Meloto said.

“Ang Pi l ipi nas ang pinakamagandang bansa sa Asya. Payamanin natin

ito, para wala ng Pilipino na puputa sa ibang bansa para magtrabaho!” (The Philippines is the most beautiful country in Asia. Let us develop and enrich it, so no more Filipinos will go abroad to work),” he told the volunteers, who were mostly students.

“Kung araw-araw nating gagawin ang pagtutulungan at wala nang awayan, babalik ang tiwala natin sa isat-isa. Marami tayong magagawa para masiguro ang kinabukasan ng mga kabataan. Lahat tayo ay magiging bayani at hindi natin mararanasan ang magutom,” (If we do the Bayani Challenge, everyday, and stop the bickerings, our trust with each other will come back. We can do so much for the future of the children. We will become heroes and will never go hungry), Meloto said.

A new version of the EDSA People Power, the event challenges all Filipinos to put a halt to bickering and complaining and take the opportunity to be part of the solution and become a modern day hero.

It invites volunteers to

join the activity to compose the “Army of Hope Builders” who will work together to rebuild schools, homes and communities, in the Bayani Challenge identified areas.

Meanwhile, the fiveday event in Cagayan de Oro includes a variety of activities to build houses at the GK SM-BDO and GK Shell Villages in Barangay Canitoan and refurbish schools in Bulua Central School, Puerto National High School, and Kilometro 5 Elementary School.

Also included are the conduct of operation “Tuli” at GK Berjaya Village in Barangay Upper Camamanan, clean-up in the coastal barangays, conduct of Paraisong Pambata sessions at the Canitoan Elementary School and at Xavier Ecoville.

Nightly cultural shows have also been arranged where the GK songs and dances take place, including the conduct of Pilipinas Natin, Bayani Hunt competitions and Talentadong Bayani, as well as a victory/awarding program. (RCAguhob/PIA10Misamis Occidental/jdelpf)

Civil Service Comm. R-10 sets deadline for outstanding state workers search

CAGAYAN DE ORO CITY - The Civil Service Commission in Region 10 (CSC-10) announced that interested nominators for the 2013 Search for Outstanding Officials and Employees have until March 29 to submit their nominations.

The search is open to any public official and employee, or a group of employees, who have exceptional or extraordinary performance or any superior accomplishments that had nationwide impact on public interest, security, and patrimony.

This prestigious annual search is administered by the Honor Awards Program (HAP) Secretariat of the CSC

and forms part of the Commission’s advocacy in promoting a culture of excellence and in recognizing and rewarding men and women for outstanding work performance or for consistent manifestation of exemplary ethical behavior in public service.

Lawyer Lourdes Clavite-Vidal, CSC-10 regional director, said the search has three awards categories, namely, the Presidential Lingkod Bayan Award, the Outstanding Public Officials and Employees Award or the Dangal ng Bayan Award, and the CSC Pagasa Award.

She said the Dangal ng Bayan award is an individual nomination while the other two categories include group or team nominations in

addition to individual nominations.

Nominations may be submitted to the CSC regional office 10 at Vamenta Blvd., Carmen, this city, or to the Civil Service field offices in the region.

Sun Cellular’s Postpaid segment registered a 15% growth on the back of increasing average revenue per user (ARPU), and the strong take up of its midlevel plans. By end 2012, Sun Postpaid revenues climbed up to almost PhP8 billion.

“It is not just our entrylevel plans that are getting the attention of the market.

Since last year, our industryleading mid-level plans that we introduced through our ‘Sundroid Rush campaign’ have fueled our revenue increase,” said Orlando Vea, Chief Executive Officer of Sun Cellular.

In October last year, Sun Cellular brought another first to the market by offering postpaid bundles that feature a smartphone handset paired with a tablet for as low as P600.00 a month. Dubbed as the “Sundroid Rush”, Vea said that this campaign signaled a turning point in the company’s efforts to attract subscribers to Sun’s higher plans and thus making this a significant driver in increasing ARPUs. These plans also became platforms for increasing mobile internet usage which further boosted revenues.

Sun Cellular increased its postpaid subscribers by 16% to 1.6 million subscribers in

2012. “Being the first in the market to have reached one million postpaid subscribers more than two years ago, we are positive Sun Cellular is on a clear trajectory to regain the market leadership in postpaid subscriptions,” Vea added.

E lab orat ing on t he growth in ARPUs, Sun Cellular’s Chief Operating Officer Charles Lim said that more and more subscribers signed up for high-range plans from Plan 600, Plan 999 up to Plan 1699.

“Sun has been known for its strength in the entrylevel postpaid segment, and these remain to be our growth drivers. We are just glad that the innovative plans that we launched last year towards the higher plans were also warmly received by consumers,” Lim explained.

Sun Cellular’s Senior Vice President for Postpaid, Broadband, and New Business Marketing Ricky Pena explained that the ‘Sundroid Rush’, while originally intended as a promo, has become one of the categories in Sun’s postpaid line-up.

Following the success of the Plan 600 Alcatel bundle, Sun introduced just last month its Sundroid Plan 999 – Samsung bundle edition,

and very recently, a Plan 450 variant that carries the MyPhone bundle edition.

“We continue to build our brand equity by addressing new market segments, hence the launch of the most affordable Sundroid Tablet+Smartphone offer for as low as P450 a month.
