Pag-IBIG membership now mandatory to all

CAGAYAN DE ORO CITY Membership in the Pag-IBIG Fund (Home Development Mutual Fund) is now mandatory for all Social Security System (SSS) and Government Service Insurance System (GSIS)-covered employees.

Membership also includes uniformed members of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection, Bureau of Jail Management and Penology and Filipinos employed by foreignbased employers.

Republic Act (RA) 9679 states: “Spouses who devote full-time to managing the household and family affairs, unless they also engage in another vocation or employment which is subject to mandatory coverage, may be covered by the Fund on a voluntary basis adopting as a basis of contributions one-half (U2) of the monthly compensation income of the employed spouse.”

DILG-R10 turns over 30 multi-cabs to CdeO brgys.

ANOTHER 30 units of multicabs were turned over by the Department of the Interior of Local Governments (DILG-10), Wednesday, to Cagayan de Oro City’s rural barangays.

Said vehicles were received by the respective punong barangays and other barangay officials during ceremonies held at the grounds of DILG-10 regional office.

That brought to a total of 80 multi-cab units for the city, acquired through the Priority Development Assistance Fund (PDAF) of Senator Aquilino Martin L. Pimentel III. It can be recalled that on Feb-

ruary 25, this year, the initial 50 units were released to different recipient barangays.

As envisioned, the vehicles are primarily to be used to ad-

dress the apparent lack of mobility, particularly in the far-flung barangays.

THE City Council is expected to authorize the city mayor to enter into a ‘disaster risk reduction’ agreement with officials of the province of Bukidnon and the municipalities of Talakag, Libona and Baungon.

According to Councilor President Elipe, chair of the city council committee on environment and natural resources, the agreement provides that the parties shall undertake climate change adoptation measures and disaster preparedness activities.

It also provides the enhancement of skills of local government officials and the communities in the operation and disaster management, advocacy, monitoring and data banking using up-to-date technology and community-based approaches.

Misamis Oriental tobacco prices nudge up to 57.2 percent The price of tobacco in Misamis Oriental in February is seen to have increased by as much as 57.2 percent from the previous year’s prices of the same month according to the results of the Consumer Price Index (CPI) conducted by the National Statistics Office.

The results also showed that since 2006, the increase in tobacco prices had already more than doubled (approximately 133.1 percent).

Also, the results revealed that in a span of only one month (from January to February) the increase was noted at 39.0 percent. This increase is maybe caused by the signing into law of President Benigno Aquino III of the Sin Tax Reform Law (Republic Act 10351) last December 20, 2012.

Alcoholic beverages on the other hand only showed minimal price hike which only had an inflation rate of 6.3 percent and a monthly percent change of 4.2 percent.

Non – food items in general showed an inflation

of 2.9 percent.

Highest inflation rate noted among the non – food items was observed on the Furnishings, Household Equipment and Routine Maintenance of the House at 13.2 percent.

The commodity group includes items like furnitures and furnishings, carpets and other floor coverings (8.1%), household textiles (3.0%), glassware, household appliances (4.4%), tableware and household utensils (6.5%), tools and equipment for house and garden (4.1%) and goods and services for routine household maintenance (19.0%).

Inflation rate for Electricity, Gas and Other Fuels was observed at 1.7 percent.

Since the year 2006, the commodity group showed an increase of about 41.4 percent.

Only the communication group showed a decreased inflation rate at 0.5 percent.

Primarily, this is highly contributed by the decreased of telephone and telefax equipment price.

UN-FAO appoints COA anew THE Philippine’s Commission on Audit (COA) was appointed as External Auditor of the United Nation’s Food and Agriculture Organization (FAO) for another six-year term during the 148th session of the FAO Finance Committee last March 19.

It was selected over other shortlisted candidates, Germany and United Kingdom.

This is the second time that the Commission will serve as FAO External Auditor. It was first elected

last June 2007 at the FAO Council’s 132nd session with a four-year term from 2008. In April 2011, its term was extended for the period 2012-2013 during the 141st session of the FAO Council.

“Our triumph in the Food and Agricultural Organization bid is a recognition of our distinct expertise in the field of international audit,” said COA Chairperson Ma. Gracia M. Pulido Tan. “This achievement is shared by all of us in the

Commission. I thank my colleagues in COA and all those who have extended their unwavering support in our campaign.”

To date, this is the Commission’s third international recognition under the leadership of Chairperson Tan. In May 2011, it was elected as External Auditor of the World Health Organization during its 64th Assembly in Geneva, Switzerland.

In March 2012, it was elected to a three-year term in the governing board of

the Asian Organization of Supreme Audit Institutions (ASOSAI) during its 12th Assembly in Jaipur, India.

(First of two parts) THE Sabah issue between the Philippines and Malaysia, dormant for so long, could not have returned at a more inopportune time.

It has come back to haunt us during election time in the Philippines and Malaysia, when politicians are looking for issues to exploit.

It is brought to the fore again when the Philippines is about to sign a historic peace accord with the Moro Islamic Liberation Front (MILF).

This is why the Philippine government seems unsure on what to do, and why President NoyNoy is made to look indecisive.

He is caught between the proverbial devil and the deep blue sea. Note also that the silence of the MILF on the issue is deafening. Just like President NoyNoy, it too, is caught in the middle.

OUR times, I believe, call us to be tough yet flexible, tolerant yet discerning. And now that we are in an election season, these qualities are in great need.

To be sure, the only and best way to acquire these seemingly contrasting traits is to be with God, to have a living relationship with him, where an intimate and ongoing conversation between him and us takes place.

Some people are questioning the feasibility of such a situation, that is, to be able to talk with God. I

don’t know where they get that idea, since as far as I as well as many others are concerned, God is everywhere and he wants us to talk to him.

We need to reinforce our belief that only in God can we have everything. Let’s be wary of suggestions, now becoming very popular, that there are things in which God has absolutely nothing to say or contribute and that we are just on our own to think, say and do whatever we want.

The Sabah issue is a teleserye with many love-hate triangles. The main triangle is among the Philippine government visavis Malaysian government visvavis Kiram Sultanate.

If the Philippine government backs the Kiram Sultanate’s claims all the way, it will confront Malaysia and jeopardize its peace accord with the Moro Islamic Liberation Front (MILF).

We should not forget that Malaysia is brokering the peace talks between the Philippine government and the MILF. If it sides with Malaysia and penalizes the Kiram Sultanate’s unilateral adventurism in Sabah, it will be accused of being a traitor to its citizens, Muslim brothers of the MILF in Mindanao.

For President NoyNoy, it is a case of heads I win, tails you lose.

residents in Sabah. Because of the Kirams’ “invasion” of Sabah and the resulting fighting between them and Malaysian police, the 800,000 Filipinos there are caught in the middle.

Many of them have fled back to Sulu and are giving the government a huge problem of feeding and finding jobs for them. This is one headache we could do without at this time.

Then there are the reports of Malaysian police brutality against the Filipinos in the areas where the Kiram Sultanate’s soldiers have taken refuge. If the Philippine government passionately denounces the atrocities, we will head towards a direct confrontation with a Malaysia where tens of thousands of overseas Filipinos work.

If the Philippine government says nothing about the abuses, it will be accused of betraying its own people and their human their rights.

Another triangle is

among the Malaysian government visvavis Kiram Sultanate visvavis Malaysian electorate. If the Malaysian government pounds hard on the Sultan’s “royal army” in Sabah, it can be accused of human rights violations. If it holds back on its punitive drive, the Malaysian electorate will think it is being too soft on foreign invaders on its soil, and lose the election.

These love-hate triangles are the reasons why the Sabah issue is taking long to resolve. It is not a simple case, as many of our political pundits seem to think when they press President NoyNoy for a quick resolution.

More than rules Think a minute…

A hotel sign in Tokyo, Japan had this rule on it: “Is forbidden to steal towels please. If you are not person to do such is please not to read sign.” Someone said that rules are like a fence around us. We need them to keep us inside so we won’t break out and hurt ourselves or others. We have rules at home, at work, at school, in sports, and for driving on the road. And if we move to another country and culture, we must learn to follow their rules.

Many people think Christians are a group of people who just try to follow strict, boring rules that are old fashioned and definitely not cool!

They think Christians can’t have any fun or freedom in life. We can’t do this or that, can’t go here or there. So they think being a Christian is like living inside a fence or prison wall that won’t let you out to

have fun and enjoy life. But that’s not true Christianity!

Jesus Christ Himself said He did not come to bring more rules to build a tighter fence around us so that we become prisoners. It’s just the opposite! Jesus said He came to set people free, so we won’t need rules to keep us honest or force us to love and forgive others.

Jesus isn’t nearly as interested in rules as He’s interested in YOU. He knows that if you’ll just let Him take full charge of your heart and character every day, He can start changing your life.

Then you and I won’t be like children who need a lot of rules to tell us what and what not to do. For example, if you truly love your neighbor, then you don’t need a rule to stop you from stealing from him, since you never steal from someone you really love and care about.

When God the Son

changes our heart and character inside, then everything we do comes from the new person we’re becoming.

Jesus’ love and power starts to set us free from being a prisoner to our selfish greed and dishonesty. So won’t you ask Jesus to forgive you for your wrong, self-centered heart? Then ask Him to start changing you, so you can enjoy the success and freedom of having Jesus’ character and life yourself, which is so much more than rules. Just Think a Minute…

Stakeholders sign commitment in water cooperation

CAGAYAN DE ORO CITY Stakeholders from public and private sectors here signed a commitment for water cooperation in the recently held United Nations World Water Day 2013 International Year of Water Cooperation with the national theme “Tubig para sa lahat, lahat para sa tubig.”

Engr. Edgardo C. Demayo, Office of the Senior Deputy Administrator Local Water Utilities Administration (LWUA), said water is everyone’s concern. We are here because this is an important issue. Water is life and it is finite, he stressed.

General Manager Rachel M. Beja of the Cagayan de Oro Water District (COWD) cited few key points during the event. One is that water transcends boundaries and knows no borders. She said that it is a shared resource of myriad uses.

Water is an agent to fulfill the basic human need; indispensable component of the environment

and plays a big role in socioeconomic development.

She hoped that we attain balance in the end and able to share water within ourselves evenly.

Through videos, leaders of the city particularly city mayor Vicente Y. Emano, Misamis Oriental governor Oscar S. Moreno, representative of the 2nd congressional district of the city Rufus B. Rodriguez, Oro Chamber president Efren T. Uy and Archbishop Antonio Ledesma, expressed their support to make sure water is provided adequately and in a reasonable price in the region.

The UN proclaimed 2013 as the International Year of Water Cooperation through UN General Assembly Resolution 65/154.

Diverse activities around the world will help raise awareness of the potential of and challenges to water cooperation, facilitate dialogue among stakeholders and promote innovative solutions.

do this and do that, just like any fawning politician would parrot, and yet they go against Church doctrine.

They even dare to say that the Church should change, otherwise it will be depleted of members, and that there would be a mass exodus of faithful to other sects, etc.

I would say, no problem, since the Church has always experienced this mass exodus in the past and it will still continue to have such thing in the future. Remember that even in the time of Christ, massive defections already took place, and in spite of the systemic persecutions through the years, it is still around.

That thinking of some of our Catholic politicians or politicized Catholics only show their poor and politicized understanding of what it means to be in the Church. It would indicate they think of the Church as a kind of prison such that they now are threatening a massive jailbreak.

Well, they can go ahead. No one is preventing them.

With moral issues now becoming more and more political, we have to make sure that God is in the middle of politics. Of course, there is such thing as autonomy of temporal matters like politics and business, and the oftenmisunderstood doctrine of the separation of Church and state, but all this does not mean God has no place in politics.

I am thinking of some groups vetting all the candidates as to their position about moral issues. Obviously, all this should be done in great delicacy and respect, with courteous dialogue and positive explanations made rather than indulging in gutter language and logic.

Also, that all this should be done with clear delineation as to what properly falls to the clerics to do and what the lay faithful ought to do. May God bless us all!

IDPP in full operation by September 2013

CAGAYAN DE ORO CITY - THE Mindanao power grid is expected to be stronger by 98 megawatts, once the Iligan Diesel Power Plant (IDPP) gets into full operation before the year ends.

This projection was made by officials of the Department of Energy (DoE) during the recent media energy reportage workshop here in the city.

The 100-megawatt IDPP is undergoing a six-month rehabilitation since March 18.

This early, no less than five electric cooperatives have placed reservations

with IDPP, namely the South Cotabato Electric Cooperative, 30 MWs; Agusan del Sur Electric Cooperative, 10 MWs; Zamboanga del Norte Electric Cooperative, 18 MWs; Zamboanga del Sur Electric Cooperative, 5 MWs; Agusan del Norte Electric Cooperative, 15 MWs, as well

as the Iligan Light Company, 10 MWs; and HOLCIM, 10 MWs. Based on the time-line, IDPP is able to generate some 15 MWs of power by end of April, 30 MWs by May, 50 MWs by June and 98 KWs by September, this year.

NPA shoots civilian in Misamis Oriental CAMP EVANGELISTA, Cagayan de Oro City - The New People’s Army shot a civilian at Sitio Sidlakan, Brgy Bangbang, Medina, Misamis Oriental, yesterday morning.

This occurred after the rebels harassed the Command Post of Bravo Com-

pany, 58th Infantry “Dimalulupig” Battalion located in same place.

The victim was Virgilio Legaspi, of legal age, poultry owner and fondly called “Tatay Beloy” by the local residents.

Reports have it that Tatay Beloy went out of his hut with a step-daughter to attend to his farm when fired upon by the rebels, hitting him in the stomach.

The soldiers responded, while the step-daughter gave Tatay Beloy first aid using medical items from the Combat Life Saver kit of the troops.

He was then evacuated to a hospital in Gingoog City for immediate medical treatment with the help of the local government unit of Medina.

As of this writing, Tatay Beloy was already out of

danger.

Meanwhile, one NPA rebel was killed in an encounter with troops from 5th Scout Ranger Company, 2nd Scout Ranger Battalion, Special Operations Command in Barangay Dalwangan, Malaybalay City early noon yesterday.
