WITH the passage of the Kindergarten to Grade 12 bill in the House of the Representatives, a top education official urged heads of schools to focus its graduation theme on the K+12.

Armin Luistro, secretary of the Department of Education (DepEd), has earlied set the date for the graduation rites of Grade 6 pupils and fourth-year high schools on March 18 or 19.

As the graduation rites draw nearer, Luistro has reminded the heads of schools that the theme must revolve around the k+12 basic education program.

The K to 12 Program covers Kindergarten and 12 years of basic education (six years of primary education, four years of Junior High School, and two years of Senior High School [SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills develop-

ment, employment, and entrepreneurship.

The K+12 basic education program has six salient features. These are (1) Strengthening early childhood education (Universal Kindergarten) (2) Making the curriculum relevant to learners (Contextualization and Enhancement) (3) Ensuring integrated and seamless learning (Spiral Progression) (4) Building proficiency through language (Mother TongueBased Multilingual Education) (5) Gearing up for the future (Senior High School) and (6) Nurturing the holistically developed Filipino (College and Livelihood Readiness, 21st Century Skills) The K to 12 reform, which makes Kindergarten mandatory and adds two years of senior high school for a 12-year basic education curriculum, awaits the President’s signature to become law although the DepEd started to implement the program in 2011.

Movement Against Dynasties launched in Mindanao

The people’s initiative aimed at compelling Congress to pass an enabling law for the Constitutional provision banning political dynasties continues to gain ground with the recent launching of the Movement Against Dynasties (MAD) in Cagayan de Oro City last Sunday, March 3, 2013.

Leaders of the movement said the initiative was launched in three of Cagayan de Oro City’s largest Catholic churches: The Church of the Black Nazarene, the St. Augustine Metropolitan Church and the Our Lady of Fatima Parish Church in Barangay Camama-an.

“Our opening salvo in Mindanao aims to make voters aware of the proliferation of political dynasties and convince them not to vote for members of political dynasties in the coming elections,” said Quintin San Diego, MAD Chairman. “We are asking church goers to sign the petition proposing the enactment of an enabling law that will make the provision of the 1987 Philippine Constitution against political dynasties operational and penalize violators.

MAD is a nationwide nonpartisan organization of volunteers from socio, civic, and religious organizations, non-government organizations, cause -oriented advocates and university and college students mobilized under the aegis of Sec. 5 of Republic Act 6735, the Initiative and Referendum Act. “This provides the people to exercise the power of people’s initiative or referendum by getting at least 10 percent of registered voters, represented by at least three percent of registered voters in every legislative district of the entire country, to sign a petition that will be presented to the COMELEC to call for a referendum to enact and pass an enabling law on Section 26,” San Diego added.

Section 26 of the Constitution states that “The state shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.”

“After 26 years, congress has not acted on the proposed enabling law because 70 percent of legislators belong to political dynasties,” Danilo O. Olivares, MAD co-chairman, told local media covering the launch. “Neither the Supreme Court nor COMELEC can be expected to act on petitions to prohibit dynastic candidates from running for the simple nor convenient reason that the Constitution does not provide an enabling law.”

Olivares said however that they realize that the signature campaign may go beyond 2013 and well into the 2016 election.

However, he stresses that by doing the signature campaign all over the country now, they will be able to inform the people that political dynasties are prohibited by law, are wrong and are harmful to the country and as such it is up to the people who not to vote come election day.

MAD’s position is that there should be ONLY ONE ELECTED

In his homily during the noontime high mass Sunday at the St. Augustine Metropolitan Cathedral Archbishop Antonio J. Ledesma cited recent studies presented by the University of the Philippines, Ateneo de Manila University and other institutions which tend to show a correlation between corruption, poverty and violence.

“Political dynasties are corelated with corruption because there are no longer checks and balances when people from the same families are in office and

helping one another,” Bishop Ledesma noted. “Another correlation that these studies have borne out is that political dynasties are co-related with poverty itself.

The more the larger the political dynasties in government, the more poverty seems to persist in our economy.”

The prelate also cited how another study showed that 70 percent of public officials today belong to political dynasties.

“It is, I think, a sad commentary that our leadership cannot be more widely spread among people who are perhaps more mindanao /P5

THE name Jacob means in the Bible as “deceiver,” but more literally it means “grabber.”

To know Jacob’s story is to know his life was one of never-ending struggles.

His story would tell us that God promised Jacob that through him would come not only a great nation, but a whole company of nations, he was a man full of fears and anxieties.

He had a twin brother named Esau. Esau vowed to kill Jacob because of a statement said carelessly.

All Jacob’s struggles and fears are about to be realized.

Sick of his father-in-law’s treatment, Jacob has fled Laban, only to encounter his embittered brother, Esau.

As a result, Jacob does what we all must do. He confronts his failures, his weaknesses, his sins, all the things that are hurting him . . . and faces God. Jacob wrestled with God all night.

3,400 Asatidz in ARMM to take qualifying exam last March 2

MARAWI CITY, Lanao del Sur -- Around 3,472 Asatidz (plural for Ustadz) in the Autonomous Region in Muslim Mindanao (ARMM) who have passed the initial assessment are set to take the qualifying examination for the Arabic Language and Islamic Values Education (ALIVE) last, March 2.

The examination is a nationwide undertaking to determine the applicant’s capability in Arabic language and Islamic studies for them to qualify as ALIVE teachers in public elementary schools in ARMM and in the entire country, the region’s Department of Education (DepEd) said.

The qualifying exam will be administered by the National Educational Testing and Research Center (NETRC) in the different selected testing centers nationwide.

DepEd-ARMM said there are three select testing centers for the ARMM area. Lanao del Sur and Marawi City is clustered with Region 10; Maguindanao with Region 12; and the island provinces

of Basilan, Sulu, and TawiTawi with Region 9. The testing centers for these clusters are in Iligan City, Cotabato City, and Zamboanga City, respectively.

DepEd-ARMM Undersecretary Prof. Alzad Sattar said the applicants will vie for more than 2,000 slots effective June, this year.

He said the passers will undergo a Language Enhancement and Pedagogy (LEaP) training for 23 days before deployment to their respective area of assignments.

They can also avail the Accelerated Teachers Enhancement Program (ATEP) for 24 months training for free.

They will be considered as Bachelor of Elementary Education (BEED) graduates and will qualify to take the Licensure Examination for Teachers (LET) upon completion of the ATEP. And after passing the LET, they will be given a Teacher 1 item pursuant to D.O. 30, s. 2012. (DepEdARMM/APB-PIA10)
