The activity was also aimed at checking the readiness of individual soldier at the Division Headquarters, in terms of equipment and physical strength to ensure that they are all ready for

deployment when needs arises.

Weather info dissemination strengthened THE city government of Cagayan de Oro is looking into a partnership with Smart Communications Inc. for the use of a web-based Info-Board that makes weather forecasts, disaster alerts and other vital information faster and easier.

It can be recalled that Smart has conducted an orientation on the system at the

City Disaster and Risk Reduction Management Office (CDRRMO).

Smart was then represented by Laurence Dadula.

The info board will enable the city government to send early warnings, through cellphones, to different barangays especially during calamities or disasters. (LCR/ asf)

ECC, DOLE converge in advocacy Iligan LGU’s joins CAGAYAN de Oro City - The Employees’ Compensation Commission (ECC), an attached agency of the Department of Labor and Employment (DOLE), together with DOLE-10, have conducted an Employees’ Compensation Program (ECP) and DOLE Livelihood and Skills Seminar, here in the city, February 28.

The seminar was in line with the ECC’s objective to intensify awareness on the ECP and various programs of DOLE, and pursuant to Labor Secretary Rosalinda Dirnapiiis-Baidoz’s directive to strengthen linkages between the DOLE attached agencies and regional offices.

This, in an effort to efficiently and conveniently implement the DOLE programs and projects.

It was also a mode of information dissemination to keep the public abreast of the social protection and safe work program available for them.

The ECC Team discussed the three main components of the EC Program, such as prevention, compensation and rehabilitation services.

A portion of the seminar was allotted to the various livelihood and skills programs implemented by DOLE. The participants were received

by Atty. Johnson G. Canete, DOLE-10 regional director, while ECC Executive Director Stella Zipagan-Banawis officially opened the activity.

ILIGAN City - The local government of Iligan, through the City Civil Registrar’s Office (CCRO), joined the entire country in celebrating the Civil Registration Month (CRM) last February.

Activities included premarriage counseling on Responsible Parenthood; Gender And Development (GAD)-related Issues; mass wedding; and distribution of Womb–to-Tomb Newsletter.

Also part of the celebration were the mass turnover of Mobile Birthright Project registration outputs to

barangay beneficiaries; and awarding of plaque and certificates of appreciation to United Nations High Commissioner for Refugees (UNHCR) and officers who helped the Tropical Storm Sendong survivors last December 2012.

Highlighting the month’s activity was the free issuance of birth, death and marriage certifications on February 27.

Patunob Festival: A way to renew vows, celebrate good health

CAGAYAN de Oro City - Residents and visitors of Binuangan, Misamis Oriental observe a traditional yet sacred way of celebrating faith, life and good health through the Patunob Festival held every first week of February.

To honor their patron saint - Our Lady of Lourdes, people from Binuangan hold several activities which include a parade, cultural show, trade fair, fluvial float and boat race.

Binuangan Municipal Planning Officer Manuel L. Saligumba, over-all chairman of the 2013 festivity, said for this year, eight barangays participated in the cultural show and fluvial float. These are Poblacion, Mosangot, Mabini, Dampias, Valdeconcha, Kitamban, Kitambis and Nabataan.

“We traditionally celebrate the Patunob Festival on Feb-

ruary 10 to 12. On the third day of celebration, our parish priest Rev. Ricardo A. Dancela, SSJV, leads the fluvial float accompanied by Binuangan fisher folks and devotees,” Saligumba said.

During the fluvial float, devotees say their prayers and sing songs of love to their patron saint. The parish priest also gives his prayers for the safety, good health and bountiful blessings of the fishermen.

The boats, which are part of the fluvial float contest, accompany the Our Lady of Lourdes float and are decorated with flowers and colorful streamers. The criteria in choosing the winners of the said contest depends on the creativity, relevance to the celebration and visual effect to the viewers.

After the fluvial float, Rev. Dancela puts on the Our Lady of Lourdes apparition on the head and shoulders of the

devotees.

“Such act is a way to show that we are seeking for good health from the Birhen sa Lourdes and it is also a manifestation of faith renewal, and submission to the Blessed Virgin Mary,” Saligumba explained.

Saligumba said about 5,000 visitors arrive annually for the festival and to seek healing from illnesses. He said the water that flows out from the feet of the Birhen sa Lourdes apparition situated beside the church is said to be miraculous and many residents and even visitors attest to its healing power.

Our Lady of Lourdes is a title of the Blessed Virgin Mary which was invoked by the Roman Catholics to honor the Marian apparitions which are said to have taken place before various individuals on separate occasions around Lourdes, France. (RTP/PIA10)

Implementation of wage system to encourage workers to work harder

CAGAYAN de Oro City - The Regional Tripartite Wages and Productivity Board (RTWPB) in Northern Mindanao said the implementation of the two-tiered wage system will motivate workers to work harder and above par.

RTWPB 10 Secretary Estrella Pahalla said in a media forum that the new scheme which highlights productivity and performance in wage fixing will result to improvements in workers’ productivity.

The two-tiered wage system consists of a fixed “floor or minimum wage” and a flexible wage based on the productivity of the

worker and the performance of the enterprises and industry.

She said the first component is mandatory to protect vulnerable workers from undue low wages. It will be issued as a wage order and is set higher than the family poverty threshold to ensure that it meets the basic needs of workers and their families.

However, it should not exceed the average wage or the capacity of employers to pay.

The second component, which is voluntary, is an enterprise productivity incentive scheme over and above the mandatory floor or minimum wage. The RTWPBs will issue advisories

as reference of workers and enterprises in the implementation of productivity incentives scheme.

Pahalla said the twotiered wage system is the product of studies, observations and a series of consultations led by the National Wages and Productivity Commission (NWPC).

She added that it is in response to the President’s 22-point labor and employment agenda to protect workers, and strengthen tripartite cooperation.

Pahalla also clarified that the two-tiered wage scheme is just a shift in the approach of wage fixing and is still under Republic Act 6727 or the Wage Rationalization Act. (APB-PIA10)

DILG 10 partners with DSWD 10: Safeguard Pantawid Pamilya from Epals

Cagayan de Oro City -- The Department of Social Welfare and Development Field Office 10 here has found a new ally in its intensive information campaign to insulate Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) from partisan politics.

This after Lawyer Rene K. Burdeos, Regional Director of the Department of Interior and Local Government (DILG) 10, issued a memorandum order asking provincial and city directors and municipal local government operations officers in Northern Mindanao to assist DSWD Field Office 10 in safeguarding and preserving the program against any political party or candidate who wants to take advantage on the program for their political agenda.

In his two-page memorandum dated February 26, 2013, Director Burdeos said the authority and implementation of which is solely within the powers and responsibilities of the DSWD, shall not be, in any manner, used as a tool nor avenue for the perpetration of Epal acts and activities.

“You are therefore ordered to zealously assist in the information campaign and communication drive of the DSWD pertaining to the nature as well as its proper implementation, within your territorial areas of responsibilities and concerns, of the Pantawid Pamilyang Pilipino Program and coordinate with your respective local government units in the furtherance of the same.

“Furthermore, you are ordered to keenly assist in safeguarding and preserving the implementation of the program in the course thereof from and against the commission and perpetration of the (prohibited) acts prescribed in the Bawa ang Epal Dito campaign, especially during the election/campaign periods where a political party or candidate uses, for its/his insidious political agenda and undue advantage, the Pantawid Pamilya to deviously foster its/his political agenda,” the order said.

The order of DILG 10 Regional Director came after Lawyer Araceli F. Solamillo, Regional Director of DSWD Field Office 10, wrote a letter to Burdeos asking for assistance in the information campaign of the agency that aims to insulate the Pantawid Pamilya and other programs of the DSWD during the election campaign period.

The Bawal ang Epal Dito campaign also aims to intensify communication efforts ensuring that beneficiaries are accurately informed of the selection and delisting processes.

It focuses on the message

that only the DSWD can delist a beneficiary if he or she is not following the conditionalities of the program.

Bawal ang Epal Dito confronts the issues of external pressures and eliminates the misconception of the beneficiaries about the control

of politicians or parties over Pantawid Pamilya and other programs of DSWD. More importantly, it seeks to empower the beneficiaries to know their rights and to be vigilant of individuals and/ or groups who plan to use the program to push for their

personal agenda.

With the upcoming mid-term elections, some politicians may use the program to gain leverage. Through the Department’s Grievance Redress System (GRS), beneficiaries are encouraged to continuously give feedback if they

find some politicians who are allegedly claiming to have the authority to enlist and delist them from the program.

Over the past years, the DSWD has been consistent in performing its functions within the tenets of accountability and transparency.
