BOC asked to give seized rice to poor

The City Council has adopted a resolution requesting the Bureau of Customs of Cagayan de Oro to distribute the 5,000 bags of confiscated smuggled imported rice

to less fortunate families in the city.

Estimated to cost P9 million, the rice shipment was confiscated by BOC in line with its continuing drive against smuggling in

this part of the country.

C ouncilor Juan Sia, who authored the resolution, proposed that every poor family be given five kilos of rice each.

It may be recalled that

during the flag raising ceremony at City Hall last Monday, Mayor Vicente Emano and Vice Mayor Acenas conferred a Plaque of Commendation to District Customs Col-

lector Atty. Ma. Lourdes Mangaoang for successfully implementing a no nonsense drive against smuggling, which led to the confiscation of the smuggled goods.(JBD/asf)

The city also successfully provided employment facilitation, through the holding of a job fair last June 14 and 15, 2012

1,797 applicants were hired on the spot.

The certificate of recognition was handed by DOLE Assistant Director Crispin Danub during the flag raising ceremony last Monday. Public Employment Service Office Manager Juvy Paza also received recognition for facilitating the implementation of these and other projects.(LCR/asf )

DA award outstanding rice achievers

CAGAYAN de Oro City - For meritorious commitment and performance in government’s pursuit to advance the rice sector, the Department of Agriculture (DA) will honor the 2012 Agri-Pinoy Rice Achievers throughout the country, including two municipalities and 11 agricultural extension workers (AEWs) from Region 10 on March 15 at the Philippine Convention Center in Manila.

Envisioning the country as a surplus supplier of rice, with the year 2013

as its earliest target, the Department lauded the towns of Kapatagan, Lanao del Norte and Opol, Misamis Oriental for being the year’s outstanding rice municipalities.

Meanwhile, emerging as commendable extension workers are Sagrada P. Alvarez of Oroquieta City, Agnes Garcia Sue S. Butalid and Bonida A. Onos of Clarin, Misamis Occidental.

Other honorees in said category are Emerita P. Capayas, Fedelina M. Cuaresma, Manuel P. Sabillo, Fe A. Enriquez, Violeta B. Florin, Ma. Luisa Q. Gabu-

tin, Estrella M. Morilla and Josefina J. Sabillo of Kapatagan, Lanao del Norte.

Exemplifying as excellent rice towns, the DA chose the above achievers based on the following criteria, but not limited to the following conditions: increased rice production, area harvested and percent contribution to the national/provincial rice production; total number of rice-related projects initiated and rice farmers served; and high quality rice seeds utilization.

The department likewise selected the extension workers by going over through

the services they have rendered in terms of number of trainings/Farmers’ Field Schools conducted, trainings attended, among others.

The municipalities will be awarded P1-million worth of agricultural projects while the extension workers will be granted P 20,000 each as cash incentive.

MARAWI City - Four kids from the Marawi City School Division topped the recently concluded Metrobank Math Challenge 2013 regional eliminations.

Siddiykh Goling, Majit Rasul Macaalia, Ishihaya Magumpara and Moh’d Yusoph Marohom bested other math-enthusiasts from the nine participating Schools Division in Autonomous Region in Muslim Mindanao (ARMM).

Goling and Macaalia won in the Team Category for

the Fourth Year level while Magumpara and Marohom emerged as winners in the same category for the Grade Six level.

Goling and Magumpara also won as regional champions in the Individual Category for Fourth Year and Grade Six levels, respectively.

Cost and effect

The election fever coming to a pitch, we wonder who are the front-runners in the Senatorial race. Talk to taxi drivers and the common tao, for pulse taking, and you’ll be surprised at a variety of answers. They have their own line-up and they can give reason for their choices. Obviously, they think beyond the slogans, which they believe aren’t platformbased, insensitive to the needs of the poor sectors, and indicative of a lack of strategy to win over the more educated.

Students, of course, would be much interested on the educational background of the candidates.

And the inquisitive ones would be asking about their stock performance in office. These two factors, mainly, brought Senator Miriam into limelight when she ran for the highest national office.

At this point, the role of social media would lend support to the essential need for added information or even dis-information on the candidates.

The internet generation 18 years old and above, will play a big role in the selective process that precedes the actual voting.

This bears watching.

We believe the cost of running their candidacy can be greatly reduced by social media. This can also affect the bandwagon strategy that the candidates employ towards the end of the campaign.

Undoubtedly, the cost of traditional media in terms of print,television and radio advertisements, fixed under Comelec standards, would require campaign strategists to project far better info on their candidates.

Face and name recall may suffice. But the more me aningf ul approach would be the classic platform of the individual candidate that can capture the imagination of the voters.

Who among the candidates can tackle economic issues like unemployment and industrial development, for example?

To be sure, current efforts of government that aim to improve the situation, such as the conditional cash transfer for the poor, public-private partnership in new investments and a two-tiered wage system - innovative as they are--can see further improvements.

The task of the new set of Senators is to support and impel new programs that would solve the recurrent problems of unemployment and narrowing the income gaps between the rich and the poor.

Growth without development is a smashing success in the countryside, like a soap opera or telenovela with a huge following. But consumerism that fired the growth isn’t enough over the next medium term. Sustained development is the key.

The elections can address this. Local candidates must also accept the challenge. Slogans are costly, but a platform for reforms can come in handy and more effective.

Phl hits desired economic gains – Popcom

CAGAYAN de Oro City - The Philippines has attained more than the 6 percent ideal economic growth rate to match the population growth.

Commission on Population Executive Director Tomas Osias said that there is no specific formula in determining a certain population growth consistent with or ideal for

a sustainable economic growth, but if population data in relation to economic growth is analyzed, the ideal growth rate for economic development should be 6 to 8 percent.

Osias added that population growth should stabilize to less than 1.9 percent, otherwise, the country’s economic gains will be consumed by the social services that are required by the growing population.

He said a slower population growth could open a window of opportunity for the public to enjoy the benefits of the so-called demographic dividend.

A demographic dividend occurs when a decline in the population growth rate changes the age distribution of the country’s population so that the government can allocate more resources for investment in economic

activities and family welfare than to the needs of its young population who are mostly dependents.

Osias said if there is high population growth, the dependency burden is also high, meaning a productive member of the population has to work double time to support two or more members of the family.

OROQUIETA City - Some 374 candidates are running for the 190 elective posts in Misamis Occidental in the May 13, 2013 local elections.

Of this number, 132 or 35 percent are running under the Liberal Party; 82 or 22 percent under the National Unity Party; 68 or 18 percent independent candidates; 46 or 12 percent Nacionalista Party and another 46 or 12 percent United Nationalist Alliance.

Data at the provincial Commission on Elections (Comelec) also show that 11 candidates are running un-opposed or that only one candidate each is running for the following posts: For Mayor and Vice Mayor of Oroquieta City and the towns of Concepcion, Panaon, Sapang Dalaga and Tudela and for Vice-Mayor of Calamba.
