AGAYAN DE ORO CITY – A 60-year old farmer organizer has been ‘abducted’ on her way to the eastern part of Misamis Oriental from the Makabayan partylist coalition headquarters in Barangay Camamanan, this city, morning of April 27, this year.

According to Richard Colao, secretary general of

the Kilusang Magbubukid ng Pilipinas (KMP-NorMin), Estelita T. Tacalan, widow and a mother of three, earlier had a meeting on electoral concerns at the Makabayan headquarters.

“Following that meeting, she was supposedly on her way to the eastern part of Misamis Oriental to plan out for the Labor Day celebration

with her colleagues when her mobile phones went unreachable,” Colao related.

Makabayan is a coalition of progressive partylist groups fielding candidates for various government positions in the May 13 elections.

Police files charges against Nunungan ambush suspects

CAMP ALAGAR, Cagayan de Oro City – Charges of ‘multiple murder and multiple frustrated murder were filed by the police against 16 suspects in the recent attack on Nunungan Town Mayor Abdul Manamparan and his convoy.

Police Chief Supt. Catalino B. Rodriguez Jr., PRO-10 director, said the Special

Investigation Task Group (SITG) has positively identified the suspects, based on evidence recovered from the crime scene and the testimonies of credible witnesses.

The vehicle used by the victims, a yellow dump truck with plate no. SKH-429, contained blood stains, several bullet holes and shattered windshield, he added.

Opening of route to subdivision favored Sinulat ni Arjay S. Felicilda, News Editor

The City Council committee on public utilities has nodded to the request of the Bellevue Homeowners

Association Inc. (BHAI) for a public utility route between SM City and the subdivision, extending to outlying villages.

This, after the committee consulted with concerned parties and agencies on the

feasibility and viability of the proposed route.

Four transport operators have so far been recognized by the BHAI board to serve the subdivision, now inhabited by some 500 homeowners.

In response, the committee has requested the Land Transportation Franchising and Regulatory Board (LTFRB) to open the route, but only for four multicab units. (with report from The Power)

PNP augmentation force arrives in MisOcc

OROQUIETA CITY - An augmentation force of close to 200 personnel of the Philippine National Police (PNP) from the regional headquarters in Cagayan de Oro City has arrived in Misamis Occidental, May 4.

P/Sr. Supt. David Y. Ombao, deputy regional director

for operations (DRDO) of PRO-10, said the augmentation force will complement the security requirements of the Misamis Occidental Provincial Police Office (MOPPO) personnel until election day on May 13.

This came two days after the security deployment plan for the Precinct Count Optical Scan (PCOS) machines,

submitted by the Misamis MOPPO, was approved by the Joint Provincial Security Control Center (JPSCC), during its final coordinating meeting, May 2.

The MOPPO plan was considered the most effective, economic and practical way of securing, not only of the deployment of the PCOS machines, but also

the voting centers, during the election day on May 13, said P/Supt. Ferrer Albarico, chief of operation and plans of MOPPO. Meanwhile, Albarico said personnel from the Provincial Public Safety Command (PPSC) have acted as security escorts in the distribution of Official Ballots from the Ozamiz Airport to the treasurer’s

offices of the provinces’ three cities and 14 towns.

He also said a total of 634 ballot boxes have all been accounted to have been received by the respective city/ municipal treasurers of the province, last April 22-23.

Of the three cities, Ozamiz received the most number of 104 ballot boxes, followed by Oroquieta, 72 and Tangub,

Cebu Pacific Air offers PHP99 seats to Dubai For October - December travel The Philippines largest national flag carrier, Cebu Pacific (PSE:CEB) allows even more travelers to visit Dubai and Manila, with a PHP99 (AED100) seat sale from May 7 to 9, 2013. This is for travel from October 7 to December 31, 2013.

CEB will launch direct daily flights between Manila and Dubai on October 7, 2013 . CEB will be the only Filipino carrier to fly direct to Dubai, which will be CEB’s first long haul destination.

Daily flights from Manila to Dubai are scheduled to depart at 4:40PM (Manila time), while flights from Dubai to Manila depart at 11:10PM (Dubai time). Do you plan to retire someday?

One of the most important questions we ask each individual as financial programming consultants goes like this: “Why do you strive hard to work and earn money each day?

What is it all for?”

In short, what drives and motivates you to do so?

Questions like this often stir up our inner philosophical musings. The world does not require you to have to get up and do work for the day, it’s a requirement you set for yourself ! And it’s a personal decision whether you do so or not.

But by not doing so, what does it mean? What effect will it have on your daily grind? It has been said that for us to have enough reason to seek and to do the “how to’s,” we should know and understand the “why’s” first.

Apart from many other alternatives, there is one common answer almost all individuals have to this question. And that is “retirement.”

Whether somebody is tied up with a family or not, everybody seems to like being able to retire in comfort someday! But what does “retirement” really mean for you?

Different people have varied concepts of being “retired.”

But for purposes of brevity, and to limit our discourse strictly within the confines of its financial aspects, retirement could perhaps best be defined as “that stage of your life where you are not obliged to strive hard to earn your keep, because you can live assured having enough monetary buffer to back you up indefinitely even for

When it comes to making personal choices, some people would like to be able to retire “early” so they

would be able to enjoy doing what they want to for the rest of their lives without the constraint of being forced to work just to pay for the bills and make ends meet.

Nevertheless, it would do you best to consider one very important aspect by asking: “What if it comes by force?”

The time to stop vote-buying Vote-buying in the Philippines has always been a part of any elections whether national or local.

While it gives joy and happiness to many electorates on elections day because of some amounts given to them by bad politicians, the consequence is tremendously ugly.

It gives life to corruption, bad management and leadership and insincerity in public service in general.

Vote-buying is a destruction of freedom, an immoral actuations by both the politicians and voters and a great shame to our Republic.

It is highly damnable stupidity, It is a joy of the devils.

Now is the time to stop this age-old tragedy in the country.

I wish the electorates know that politicians are determined to win no matter what.

They are willing to sell their last inheritance property to buy your votes.

Many who have less finances resort to cheating, harassments and all sorts of foolishness just to get your votes.

Many of us sell our votes because we thought it is part of our right.

Definitely, it is not but a part of election cheating or fraud.

So now is the time to stop selling your precious votes.

My younger son has always had a terrible fear of fast roller coasters. Those rides at amusement parks and fairs that zip around so fast that the people riding them scream the whole way.

But recently, my son decided he was going to ride one no matter how afraid he was.

He forced himself to sit next to me on the roller coaster, and I could almost hear his heart beating and racing he was so scared.

To tell you the truth, that roller coaster was almost too fast for me! When the ride was finally over and we were leaving, my son was so happy and proud of himself.

He kept saying again and again: “Dad, I conquered my fear!”

One of the important

secrets to success and happiness, which many people don’t know, is that on the other side of our fear is a much better life for us.

It’s only when we face and conquer our fears that we get past them and are free to reach our potential.

The great army general, George Patton, said: “Fear kills more people than death.” You see, death kills us only once, but fear kills us over and over again.

“It’s better to face danger one time than to live in fear your whole life.” Our fears will just keep chasing us as long as we keep running from them.

A wise man says: “Fear is a warning signal, not for us to close our eyes, but for us to open them wider, so we can face our fear head on to conquer and defeat it.”

DPWH-ARMM hires 400 part-time summer workers MARAWI CITY - The Department of Public Works and Highways (DPWH) in the Autonomous Region in Muslim Mindanao (ARMM) has hired 400 part-time workers for the agency’s summer job program this year.

DPWH-ARMM Secretary Emil Sadain said the recruits, who are mostly students, will take part in the agency’s “OplanLinis Bayan” Program, which includes the clean-up of major roads across the region.

He said the program is meant to keep roads free from distractions as well as

help maintain the cleanliness of the towns in ARMM. For this year, the agency made use of its generated savings to provide temporary jobs to at least 400 part-time workers which include students, out-of-school youths, unskilled workers and some Filipino deportees who were affected by the on-going

conflict in Sabah, Malaysia.

Each of the region’s eight engineering districts hired 50 part-timers to augment the equal number of regular workforce engaged in road clean-up.

Sadain said the parttimers will receive a daily wage of P250.

Consumers hit power contract signing in GenSan A consumer group in General Santos is decrying the recent events where energy-providing companies are allegedly taking advantage of the Mindanao power crisis to the detriment of the affected consumers.

Roy Sande of the Consumers Against Exploitation (CAE) decried the signing of the Power Sales Contract between SOCOTECO 2 and Peak Power, a subsidiary of a company, A Brown.

“This company did not only sign a very expensive contract. The signing itself was anomalous as the essential provisions of the contract were left blank,” Roy said. “Clearly,” he said, “this is a firm trying to take advantage of us here in General Santos City.”

The group also pointed out that the company has been singled out by human

rights groups in Mindanao for its participation in the harmful expansion of palm oil plants.

In General Santos, A Brown, through its subsidiary Peak Power, allegedly signed a contract with blank pages, the CAE claimed.

Pointing out the essential provisions that were left blank, Sande likened it to SOCOTECO 2’s “signing a blank check.”

He also pointed out that last week, Energy International (EI) participated in and won the bid by SOCOTECO II for a two-year diesel power supply for the EC. EI is not too well known in the local power industry. Their website (http://www.linkedin.com/ company/energy-international-corporation) states the EI, based in Michigan, USA, was established in 1979 as a company serving the HVAC Industry. EI is supplying contractors, consultants, municipalities, government agencies, airport & seaport authorities, as well as end-users and OEM manufacturers.

He said SOCOTECO 2 is not buying mere air-conditioners but power plants.

The consumer group pointed out that while EI submitted the lowest bid, it reportedly did not comply with the bid’s terms of reference (TOR).

The TOR required the bidders to post a cash performance guarantee in the form a check or remittance to be deposited to the account of SOCOTECO 2. EI, however, only submitted a Letter of Credit.

If the TOR were to be followed strictly, since an LC is not eligible as a performance guarantee, EI would have been disqualified from the bid. Only cash bonds were supposedly acceptable to ensure that only qualified bidders would participate.

Nonetheless, SOCOTECO 2 allowed EI to participate, he said.

Sande pointed out that if it were a Filipino company, it would have been disqualified right away.

The group also claimed that this same consortium did not deliver power plants they were supposed to deliver in the past. Cesar Hernandez of the consortium is the President of 3i that failed to deliver in 2007, 30 MW in Marinduque, Tablas, and

Romblon. This failure to deliver, according to the group, was in spite of the approval of the Energy regulatory Commission (ERC).

“In spite of this information, SOCOTECO 2 accepted their bid,” according to Sande.

“We, the consumers, will stand to lose because if the bidder cannot deliver, they have nothing to lose because they did not deposit any CASH bond,” said Sande.

The group vowed not to stop going against what they believe is a systematic exploitation by foreign companies of the Filipinos. “They might have the money and power now, but we are not going to stop until people, like EI’s and A Brown’s, are stopped by the Filipino people.

The group has called on SOCOTECO 2 to stop entering into contracts with these firms.

Comelec assures safety of more than 1,000 Government troopers, PCOS machines for Misamis Occidental NPAs clash in Bukidnon

OROQUIETA CITY, Misamis Occidental, May 4 (PIA) -- The Commission on Elections (Comelec) has given assurance that all 1,172 units of the Precinct Count Optical Scan (PCOS) machines intended for Misamis Occidental had arrived and are now stored and secured by the Philippine National Police (PNP).

This was revealed by Atty.

Stalin A. Baguio, Provincial Election Supervisor (PSE) during the final coordinating command conference of the Provincial Joint Security Control Center (PJSCC) held May 2, 2013, wherein the handling and deployment of the Automated Election System (AES) machines to all the cities and municipalities of the province were discussed.

Pursuant to Comelec

Resolution No. 9669, promulgated last April 17, it is the policy of the Comelec, in partnership with the PNP and the Armed Forces of the Philippines (AFP), to ensure that election results manifest the true will of the electorate.

This is done by protecting the sanctity of the official ballots and election paraphernalia and the AES machines, consisting of the PCOS and Canvassing and Consolidation System (CCS), Baguio said.

The same Resolution also provides that before the voting/canvassing, the custody and responsibility over the AES machines, peripherals and equipment, official ballots and other election paraphernalia shall rest in the Packing and Shipping Committee (PSC), while all the items are in its custody and the Forwarder, after they are dispatched by the PSC

for mailing to the intended recipients.

The Comelec Central Office has started dispatching to all the regions, last March 16, the election-related forms supplies, equipment and paraphernalia needed during the May 13, national and local elections, to courier/ forwarding companies engaged by the Comelec.

It has awarded the forwarding contract amounting of more than P490.08 million to Air Freight 2100, Inc., which was declared the Bidder with the Lowest Calculated Responsive Bid (BLCRB), for the Deployment of the AES machines and equipment, including the PCOS and CCS machines and paraphernalia for the six (6) regions of Mindanao, namely: Region 9, Zamboanga Peninsula in Western Mindanao, Region 10, Northern
