DBM okays city supplemental budget

THE city’s Supplemental Budget No. 2 has substantially complied with the provision of the Local Government Code’s audits implementing regulations.

This is contained in a letter of Regional Director Annabelle M. Atillo of the Department of Budget and Management (DBM10), approving the supplemental

budget within the General Fund and Special accounts: Economic Enterprises FY 2012.

The letter was directed to the City Council committee on finance and ways and means, chaired by Councilor Simeon V. Licayan.

Both involve the total amount of P8,619,000, as approved by the Sangguniang Panlungsod, under

Appropriation Ordinance No. 12489-2012, dated December 18, 2012.

Director Atillo pointed out, the appropriation for Productivity Enhancement Incentive to officials and Employees of the city is subject to the provision of executive order, as implemented by Budget Circular (BC) No. 2012-3.

The blessing of Macapari National High School was finally done by the Joint Together Society (JTS) and the Korean International Cooperative Agency (KOICA) through its founder Venerable Pomnyun Sunim last January 30,2013 at 3:00 P.M. at Macapari National High School, Macapari,D amulog,Bukidnon,Philip pines.Among the visitors during the activity were Hon.Romeo P.Tiongco t he Municip a l mayor, the Vice Mayor Hon.Facomeo Guitigan and SB members,JTS and KOICA officials,Barangay Chairman Hon Pepito H.Diez and Barangay Council,Dr. Ingrid G. The blessing has started by walking around the perimeter of the school campus,afterwards they entered inside the newly turned-over classrooms to talked and give message to the students who were in tacked through the guidance of the school in-charge and the two teachers with the School Division Superintendent who enjoyed talking with them and for the final briefing.

The founder give his message with the honorable Mayor and the Korean representative as an interpreter.He first acknowledge the people behind the success of the establishment of the school. He emphasized the value of education especially to the less advantaged, and that’s their advocacy.

With that big amount of investment, he challenged the students to be good and to study hard in return of the blessings they all have.

After the message giving of school supplies to the students and teachers was made.Finally,Dr. Ingrid G. Racoma gave her final message and challenges to the students and teachers to work hard, to do their share. to strive and study more and to campaign to increase the number of enrolles in order to increase the number of teachers.

She also had promised to address the needs financially and technically by sending competent teachers based on the number of students.

The activity ended by group pictorials and parting words of goodbye and hello with a big smile of thanks among the participants.

DepEd Bukidnon spearheads Seminar Workshop on Action Research Making By: Orlando Tinaco,T-111 Husayan Elementary,School,Kadingilan District

Design to provide teachers a wide range of knowledge in action research making and to elevate their competence and skills in the implementation of different interventions based on suggested recommendations, the DepEd Bukidnon had successfully spearheaded a series of Seminar-Workshop on Action Research Making in different schedules for Northern and Southern schools. The said educational activity kicked off last Dec. 21, 2011.Education Program Specialist, Dr. Ellen Azuelo has explained thoroughly the correct format of DepEd Format Action Research.

Accordingly, any action research to be conducted and studied by the teachers in the field must seek approval to the higher office for validation purposes. It was also suggested that a new DepEd format of action research,which is also currently utilized by public school teachers nationwide, must be strictly followed.

Here is the format of Action Research: 1. Situation 11. The Problem 111. Genetation and Alternative Solution 1V. Plan of Action ( includes the Objectives,Time Frame, Target Subject) V.Research Design VI. Finding of the Study V11.Conclusions and Recommendations V111. Reflections 1X.Bibliography During the seminar proper. the teachers were required to submit at least one output to be presented to the whole group.After the activity, the participants were given a certificate of participation and fact sheets which will be utilized by teachers for their re-echo sessions in their respective clusters or district.

A credit to the resource speakers who had taken up the cudgels to this outputbased activity,the different committees that extended their collaborative support of the DepEd thrust and programs in developing and honing the innovative skills of the teachers.

Bibingka Festival, a success

CAGAYAN de Oro City - The Philippines is not just a country of beautiful destinations but also a paradise of food and native delicacies. Its rich culinary culture had led to the creation of different festivities and events that help sustain the visitors’ arrivals both local and international.

One such celebrated events are the food festivals.

Filipino cuisine is one of the reasons why It’s More Fun in the Philippines and that is why festivals about food have been celebrated in the country and took part in the Local Governments different annual events.

In Northern Mindanao, one of the municipalities of Misamis Oriental once again celebrated a festival, which has formed a part of its tourism products, the “Bibingka Festival”.

Bibingka is a soft and spongy glutinous rice cake that is baked

and slightly browned on the surface and lined underneath with toasted banana leaves to enhance its aromatic flavor. It is topped with cheese or pinipig which has gained popularity in the culinary scenes in the country.

Backed by the Department of Tourism (DOR-10) and initiated by the local government unit of Manticao town, the Bibingka Festival 2013 ran between February 1 and 7, along the theme “Changes with Unity: Heading to a Sustainable Development of Manticao”.

The festivity was highlighted by the street dancing and tableau competitions on February 7.

Manticao is located west of Misamis Oriental, reachable by jeepney or bus ride from the West Bound Terminal of Cagayan de Oro City. The fare ranges from Php 80 to Php 120 per passenger.

Two years ago, international Filipino pianist Rudolf Golez collaborated with the Manila Symphony Orchestra (MSO) during the birth centenary of the cofoundress of Liceo de Cagayan University, Madame Elsa P. Pelaez.

I have gone to many countries some years ago and always I compared the Philippines to all the places I have gone to.

Perhaps because the latter is so close to me it always come out as the best of all the foreign countries I have seen.

One thing that surprised me though, is the fact that in our country so many people just roam around doing nothing while others sitting down in parks, in sidewalks, in vacant lots, just talking with each other or discussing important issues about politics and religion.

I surmised these people do not have job or perhaps they have retired one way or another or looking for job.

In some instances these people end up quarrelling among themselves when formal debates fail or whatever.

I have witnessed many times such incidents which ended up in fighting or shout-

ing because they could not settle the issues they are discussing. I would say the matter is the result of people who spend so much time doing nothing that results in misunderstanding or heated arguments. This is terrible and certainly not good.

But this thing, as I look at it, is part of our culture and habit. Filipinos have the ugly behavior of going around for nothing.

They leave the homes early in the morning, return at noon to sleep a little after lunch and go out again later in the afternoon.

This sort of program takes place everyday and some people are surprised why they do not run out of food or something.

They have money for transportation and some of them go drinking when darkness comes. As I said before, nobody dies of hunger in the country. Everybody has food

In Germany, the United States of America, Italy, Austria, Netherlands, Mexico, Canada, Czechoslovakia, England, Puerto Rico etc. that I had been to, I noticed nobody just walk aimlessly.

I rarely see people except in superstores, malls or elsewhere. I had not seen people in groups talking or discussing anything.

I assumed these countries have employment for everyone the reason why I did not

see anyone going astray.

They are just beautiful places and we all know them to be prosperous and rich.

I could see their style and culture are far advance than ours.

Of course, I met some of them in the airports, aboard jetliners, in train stations and in restaurants and superstores and surely I was delighted of their culture.

They smile to strangers, some say hello while others create a moment when they can talk to you.

They ask you from what country you come from, your citizenship or anything just to hold you for a moment.

And because I was in their place, I adopted the simple style of giving smile to everyone I met and engage them in a short talk. I discovered, for instance, that the Roman Catholic Church is strong and widespread in these places. foriegn /P5

‘Transfer of workers’ ban continuous

OROQUIETA City - There will b e no transfer of government employees during the election period - January 13 to June 12, 2013 - except when there's authority from the Commission on Elections (Comelec).

This is stipulated in Comelec Resolution No. 9581 t hat, “No public officials shall make or cause any transfer or detail whatsoever of any officer or employee in the civil

service, including public school teachers during the election period,” except upon prior written authority of the Comelec.

How to Involve Parents and Establish Effective Classroom Community

For more than eight years of real teaching-learning experiences, I have observed that most learners in school cut classes or absent in different excuses. I was very skeptical to make a first call to the parents or guardians, but when I have tried some actions, it is fulfilling and laudable! Often, most parents thanked me when I called them for a closed door conference. The momentum of my learners interests in reporting to classes had gradually changed. Parents can do a lot of things to influence the learners’attitude and interests in learning.

It is indeed ironic to say that many teachers nowadays do not fully tap the parents as the potential resources. Undeniably speaking, some teachers have not received such training in working forces with the parents. Oftentimes, they are doubtful to ask for parental supports. In fact, not all parents have the fullest experiences with school and teachers’ linkages. In this case, however, some teachers should reach out

to build a worthwhile and life-changing relationship and encourage a strongteacher involvement.

Once I deeply realize what an asset the parents represent,I desire to allay their concern and engage them as partners in the real teaching process. Parents,in turn, can share a colossal and valuable information about their children’s learning needs. In a long run, they can support the teaching goals and facilitate the activities like homework and projects making at home, They can help their children learn relevant skills as well as good study habits and some approaches to problem solving.

They will build meaningful moral support if the learners themselves face academic-related problems. If teachers encounter such difficulties with their learners,inform the parents or guardians, make cellphone calls or make home visitation even once a month is of great help.Then, make a habit of doing these from time to time and you just compare the differences.

DCCES Hosts Fiscal Mgnt. Orientation By: Orlando Tinaco, T-111 Husayan Elementary School, Kadingilan District

Crafted to orient school heads from the different districts in fiscal management and to be fully equipped with the new schema or proper practices of financial processes, the Don Carlos Central Elementary School successfully hosted the “ Enhanced School Heads Competence on Fiscal Management” The said orientation was kicked off last March 16,2012 in DCCES library Hub. More than fifty school heads from the Third Congressional Districts attended the orientation which also comprised the school’s officers in-charge and head teachers.

The orientation started with the formal opening program which was facilitated by the school host.

Mr.Mario Hernane, the Faculty Club President gave his warm welcome to the august body.

Some intermission numbers were given by select talented pupils.

Mr. Gilbert R. Ando, Public School District Supervisor of Don Carlos 1 district,spoke some bird’s eye view on the legalities and basis of fiscal management in the DepEd system.

The formal orientation proper was facilitated by Dr. Ellen Azuelo, Education Program Specialist .

Several were speakers with specific topics of discussions. Kassandra Joy Labadan explained her topic on writing a Check, Arachelle R. Galarpe exponded on Review on Cash Advance. Zairel Barete shared his expertise on Cash Advance using the Checkbook procurement Process. Richard C. Yahat clarified some reports on check disbursement Record, Accountable Forms,Report of Check Issued and Computation of VAT and non-Vat,the liquidation Issues and Concerns were also explained by Remecita Joyohoy and Arachelle Galarpe.

At the end of the one -day intensive orientation, Dr, Ellen Azuelo has motivated the strong force of administrators to follow the right schema of fiscal management to avoid future administrative cases.Participants were given certificate of participation.

They were also proactive to the outright advantages of the fiscal management procedures the DepEd Bukidnon strictly follows.

LDN Pantawid Pamilya grantees receive P18.5M SLP seed capital

Cagayan de Oro City – A total of P18,523,000.00 seed capital from the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) has been released to 3,435 Pantawid Pamilyang Pilipino beneficiaries in Lanao del Norte province recently.

These beneficiaries come from 181 Self-Employment Assistance sa Kaunlaran Areas (SKAs) in the province organized by Project Development Officers of SLP, in coordination with Pantawid Pamilya field workers under the Convergence strategy of the three core social protection programs of the agency.

Under the SLP, beneficiaries are allowed to get a loan ranging from P5,000 to P10,00 for their livelihood projects, which they themselves choose, Atty. Araceli F. Solamillo, DSWD Field Office 10 Regional Director, said.

These loans, which are community-based that do not bear any interest and do not need any collateral are payable in one year so that others can also borrow under the same set of arrangements, Solamillo said.

In Kapatagan town, the 57 SKAs with 1,035 members received P5,772,000.00 while the 41 SKAs with 865 members in Lala has granted P4,442,000.00.

The Pantawid Pamilya beneficiaries of the interior municipalities Nunungan, Salvador and Sapad received P400,000.00; P1,330,000.00, and P875,000.00 respectively.

Meanwhile, Sultan Naga Dimaporo town beneficiaries with 50 SKAs have P5,704,000.00 for their seed capital loan.

These beneficiaries, according to their project proposal, will be engaging in different types of livelihood projects such as handicraft making, hog fattening, cooking, buy-and-sell, among others.

The SKA members are all Pantawid Pamilya Set 1 grantees.

Aside from the 4P beneficiaries, qualified to borrow are those who are listed in the National Housing Targeting System (NHTS), Solamillo added.

To ensure the success of the SLP, a five-component program that starts with a partnership-building with the community, local government units have been developed

by DSWD. Included in the process is the social preparation involving a Participatory Livelihood Issue Analysis and Value Chain Analysis, as well as Financial Literacy and SelfAwareness for the beneficiaries.

Capacity-Building, including a Business Development Service and three-five (3 to

5) day trainings for the beneficiaries follow, after which the funding for the Micro Finance Institutions (MFI) comes about.
