CAGAYAN de Oro City The Cagayan de Oro Port Management Office of the Philippine Ports Authority has launched the Port Safety, Health and Environmental Management System (PSHEMS) for containerized cargoes.

It was held at the base port of the city, GAD Hall, E.S. Baclig Administration Building, Port Area, Macabalan, this city.

“Today we are launching another project, the PSHEMS. Tt is encouraging to note that in the Philippines, there are only two ports which were identified where PSHEMS shall be implemented, namely in Cagayan de Oro and port of Iloilo, ”Atty. Edgar C. Pilar, port district manager of PDO Northern Mindanao,

said.

Engineer Renato Cardinal, program manager for the Partnership in Environmental Management for the Seas of East Asia (PEMSEA), said PSHEMS is a management system based on specific requirements set by the PSHE Management Code developed by PEMSEA. He added that the PSHE Management Code aims to provide port authorities or any other company operating within the port, whose activities may have an effect on the health and safety of people, environment, cargoes and port installation, with a voluntary standard against which to measure their performance of with regard to quality, safety and port /P5

City taps security guards as force multipliers

CAGAYAN de Oro City - The proposed tapping of private security guards, as force multipliers was discussed before the city council committee on police, fire and public safety, recently.

This, along the continuous effort of the city government to strengthen the peace and order drive in the city.

The meeting was attended by officers

of the Cagayan de Oro City Police Office (COPCO), headed by Police Sr. Supt. Graciano Mijares, and representatives from the Philippine Association of Detective and Protective Agency Operators, Inc. (PADPAO).

The committee chair said that “while there were several engagements in the past, the committee wants to be involved in an undertaking towards drafting an

agreement in a manner agreeable to all.”

On the part of COPCO, P/Sr. Supt Mijares informed the committee about the existing Memorandum of Agreement between the Philippine National Police and the PADPAO Region 10 Chapter to this effect.

However, he said, the agreement has not been implemented since.

DepEd: MTB-MLE for Better Learning By: MARY GLO BACARRISAS – CATARONG

T he D e p ar t m e nt of Education (DepEd) has started the MTB-MLE implementation just this school year, 2012-2013, in our basic education system for they want the learners to response rapidly and to express themselves totally in every teaching-learning process.

MTB-MLE or Mother Tongue Based-Multilingual Education refers to “firstlanguage-first” education, the schooling which begins in the mother tongue and transitions to additional languages particularly Filipino and English. DepEd believed that if a child cannot fully express himself, he is inhibited to ask more why’s and tend to just keep quiet or just agree with what the teacher says.

and local studies clearly showed the benefits to children who are educated under the MTB-MLE method and pedagogy.

Director Yolanda Quijano of DepEd’s Bureau of Elementary Education confirmed that based on studies the use of mother tongue in learning allows students to learn, read and write more quickly.

She added that learners learn a second and a third language more quickly when learning is first conducted in their first language. She also stressed that, these studies proved that learners who begin in their first language have more efficient cognitive development and are better prepared for more cognitively demanding subject matter. In other words, a

learner tends to be smarter if he starts his education using the mother tongue.

In order to make this curriculum a success for the learners, teachers also should be trained, be informed, and be given seminars on how to implement MTB-MLE as a new curriculum in the basic education system.

T h e re f ore , D e p E d Memorandum No. 357, series of 2010 was released to all regional directors, schools division/city superintendents, and heads of public elementary schools.

This is designed to develop competent, creative, and resourceful MTB-MLE teachers who can provide relevant learning opportunities and experiences to their life-long literate and numerate learners.

we’re all going to die anyway, right? We might as well go out in style and have fun while it lasts.

This is actually the way many people live.

T h e y t h i n k t h e y ’re free—through alcohol, drugs, sex with anyone they want, cheating for more money or status, and anything else that makes them feel good for awhile. But their life is a sinking ship! Instead of being truly free, they’re actually slaves to their own appetites and uncontrolled physical desires for pleasure.

Their life is empty and they’re desperately trying to fill it with all kinds of pleasures, pros-

perity, or power. Yet, even though they know in their conscience that none of these things satisfy them for long, they keep doing it.

Jesus Christ did not come to bring us a lot of strict, boring rules that take all the fun out of

life. He actually came to save us from hurting and destroying ourselves, so we can finally be free from our own greed and uncontrolled physical urges. As the Maker of life, Jesus’ commands are simply life’s principles for real satisfaction and success.

His ways are like wings to a bird or sails to a ship. So why not finally get yourself free from your uncontrolled physical pleasures or greed? Just ask Jesus to forgive you and start changing you daily.

Then you can begin to get the real satisfaction that lasts, not to mention be saved from sinking.

CAGAYAN de Oro City The Commission on Higher Education (CHED) Region 10 is now accepting applications for Student Financial Assistance Programs (StuFAPs) for the School Year 2013-2014.

Dr. Zenaida G. Gersana of CHED 10 said interested applicants should submit documentary requirements including an accomplished StuFAPs application form, two copies of duly certified high school report card for third year students and grades for the first three grading periods for fourth year students, three copies of the latest BIR Income Tax Return (ITR)/Certificate of Tax Exemption of parents and four copies of certificate of good moral character from the high school principal or guidance counselor.

CHED will prioritize courses on health sciences, information technology, ag-

riculture and related fields, engineering, teacher education, science and math.

Scholarships include the Full Merit Program amounting to P15,000 per semester and the Half Merit Program which is P7,500 per semester and which also covers Persons with Disabilities (PWDs).

Meanwhile, the “Tulong Dunong” grant-in-aid program provides P6,000 per semester and covers cultural minority groups, members of the hill tribes, solo parents and their children and senior citizens.

For those who want to avail Study Now Pay Later (SNPLP), P7,500 per semester will be allocated.

Gersana said qualified applicants must be a Filipino citizen of good moral character; must be a high school graduate or a candidate for graduation from high school; must have at least 80 percent general

weighted average (GWA) based on Form 138, combined gross annual income of parents must not exceed Php 300,000; must not be more than 30 years of age at the time of application except for rebel returnees and senior citizens and should be entering freshmen and/or college student in any curricular year level.

Speaking skills of the applicants was tested specifically on the good command of grammar, and their fluency in English.Various questions were asked by the administrators relevant to their field of specialization, situ-

ational questions appertaining to teaching , teaching methodologies and strategies.

After the interview the 44 applicants were evaluated on their teaching skills through a demonstration teaching.

PELC-based objectives were given to them as their lesson to teach.

Zarate, together with the principals-Aileen F. Dabon of Talisayan Central School,Carmelito Talipan of Babanlagan Elem.School,Justiniano Abueva of Sta. Ines Elem. School and Anthony Tosloc of Mandahilag Elem.School,witnessed and measured the expertise of the new teacher applicants.The

The search was not over. The teachers’ different talents and skills were rendered.

On February 8,2013,the 44 applicants showed their best.It was a talent / skill showdown.

Some shared their best in flower arrangement, sewing,masonry,cookin g,carpentry,haircutting , and many others.

The English proficiency test will soon be the next examination for the new teacher applicants.This will be administered by the division office.This is the final evaluation where whoever will be hired first will be identified.

Registered voters in MisOcc up by 5.61%

OROQUIETA City - A total of 355,350 registered voters had been noted in Misamis Occidental for the May 13, 2013 national and local elections.

This figure is actually higher by 18,875 or 5.61 percent compared to 336, 475, the total number of registered voters in the province, during the 2010 elections, Atty. Stalin A. Baguio, Provincial Elections Supervisor (PES), said.

Data at the PES Office show that the total number of registered voters in the 1st Legislative District grew from 158,616 to 165,918, an increase of 7,362 or 4.64 percent while that of the 2nd

District grew from 17,785 to 189,432, a increase of 11,573 or 6.51 percent.

Particularly in the 1st District, the municipality of Aloran posted the highest growth from 16,899 to 19,030, an increase of 2,131 or 12.61 percent, followed

by Lopez-Jaena with 9.31 percent and Jimenez, 6.8 percent.

However, those in Concepcion posted a decline of 197 and Panaon, 39 or down by 0.6 percent and 0.5 percent, respectively, with the former identified by the Department of Interior and Local Government (DILG) as an area of concern due MIsocc /P5

As value to the rice achievers’ meritable efforts, the municipalities will be

bestowed with P 1 million worth of agricultural projects while the AEWs will be granted with P 20,000 each as cash incentive.
