50 barangays to receive vehicles today

CAGAYAN de Oro City – Fifty barangays of the city will receive, this morning, their respective multicab vehicles at the Department of the Interior and Local Government (DILG-10) regional office.

The keys will be handed over through the punong barangays concerned, according to DILG10 Regional Director Rene K. Burdeos.

Said vehicles are part of the 80 multicab units procured through the Priority Development Assistance Fund (PDAF) of Senator

Aquilino Martin L. Pimentel III. Director Burdeos said, the remaining 30 units will be delivered to the corresponding number of barangays.

As envisioned, the said vehicles are primarily to be used in addressing the apparent lack of mobility, especially in the far-

flung barangays even as they help smoothen the delivery and implementation of basic social services to the people.

Moreover, with the intensive efforts of government to implement reform programs at the grassroots level, the vehicles can facilitate effective coordination, among

the barangays officials and the agencies concerned in program implementation.

Such vehicles are also expected to ensure sustainability of identified projects, not to mention their utility in times of disasters and calamities,” Director Burdeos added. (ACWF/jdelpf

CAGAYAN de Oro City – The First Membership Assembly of the Mindanao Press Alliance for Sustainable Development (MinPressDev), February 22, at Pryce Plaza Hotel, this city, went well with the participation of 35 media

practitioners, government information officers and corporate communications officers from all over Mindanao.

The day-long activity was keynoted by Development Management Officer-V Olie Dagala of the Mindanao Development Authority (MinDA), who de-

scribed MinPressDev as the kind of media organization that Mindanao needs these days, facing the challenges brought about by what he described as “new normal” situations.

He suggested a tie-up on sustainable development efforts between MinDA and MinPress-

Dev, which is an apolitical, non-sectarian and non-profit organization envisioned to establish a stronger network among public and private journalism practitioners in this part of the country.

Habitat considers CDO shelter model

CAGAYAN de Oro City has become a worldwide model for having able to build a considerable number of permanent shelters within such a very short period, according to Ms. Bernadette Reyes of Habitat for Humanity (HFH).

In fact, she said, shelter officials from Great

Britain, Malaysia and other parts of the world have come to do research on how everything has been done by the city government.

HFM has been directly involved in the construction of permanent houses for typhoon survivors in Cagayan de Oro. “We could have not

done it without the support of the city, which has always been concerned for the speedy construction of such houses,” she further said.

by Gawad Kalinga’s Toots Besinga, saying “it is the organization’s pride to participate in rebuilding the city after Typhoon Sendong.”

Bukidnon’s Kaamulan festival opens Feb 22

MALAYBALAY City - This year’s “Kaamulan” festival reeled off, Feb. 22, in a splendor of cultural rituals, songs, dances, and many more colorful presentations seen only in this part of the country.

Governor Alex Calingasan said this ethnic festival enables tourists to learn about the rich culture and heritage of the Bukidnon tribes.

“Ka amu l an fe s t iv a l showcases what makes us matchless like the display of authentic art of woodwork, beadwork, patchwork, basket weaving, paintings by tribal artists, including indigenous musical instruments,” the governor said.

DepEd, NCCA create arts and culture education program

THE Department of Education and the National Commission for the Culture and the Arts (NCCA) have agreed to formulate and implement programs to mainstream arts and culture in the Philippine basic education system.

The memorandum of agreement signed by the two agencies is in line with the proposed upgrading of the curriculum under the K to 12 Basic Education Program that seeks to enhance the special education program for the arts.

“This means that we are

recognizing the arts as one of the innate talents of Filipinos and can be a source of steady livelihood for our people when properly nurtured in the schools” said Education Secretary Armin A. Luistro, in a statement.

As stipulated in the agreement, DepEd and the NCCA will collaborate to conduct cultural education programs that also include teacher training on the aspect of art and culture and the development of training modules and instructional materials.

The NCCA is mandated to ensure the widest dissemination

of artistic and cultural treasures across the Filipino society here and abroad. It will work closely with DepEd to develop an intensified arts and culture education program in public and private schools and ensure the continuous training of cultural workers and administrators.

“Part of our mandate at DepEd is to make schools the most important venue for the teaching and learning of culture and the arts and further enhance our love of country and pride in our rich heritage,” added Luistro.

Guidelines on selection of honor students

THE education has released new guidelines in choosing honor pupils and students from Grades 1 to 10 following the reforms introduced under the K to 12 Basic Education curriculum.

Secretary Armin Luistro of the Department of Education (DepEd) said to determine the top ten, pupils/students shall be ranked using the 7-3 point scheme. The 7 points are for academic performance while the three points are for co-curricular activities.

Based on DepEd Order No 74 series of 2012, Candidates for honors in Grades 1 to 10 shall be drawn from the top ten students at the advanced level. They must not have a final grade lower than 85 (proficient level) and they should have no grade at developing level (75-79) in any quarter, said

the DepEd on its website.

Luistro said: “We have to put weight on other activities that are not academic in nature as part of school nurturing that focuses on other aspects of a child’s total development.”

All candidates for honors must be of good moral character and have not been subjected to any disciplinary action within the current school year. Achievements in specific academic disciplines such as Math, Science, English and in curricular areas such as sports, arts and campus journalism, shall also be given recognition, the education department stated on its website.

Under the enhanced K to 12 curriculum, the learning areas in elementary are Mother Tongue, Filipino, English, Mathematics, Araling Panlipunan, Edukasyon sa

Pagpapakatao and Music, Arts, Physical Education and Health (MAPEH). For high school, the subjects are Filipino, English, Mathematics, Science, Araling Panlipunan, CP-Technology and Livelihood Education, Edukasyon sa Pagpapakatao and MAPEH. The new grading system uses descriptive remarks and is more illustrative of the proficiency level of students.

Under the new grading system, students are assessed based on the level of proficiency starting with Beginning (whose numerical equivalent is 74% and below), Developing (75%-79%), Approaching Proficiency (80% to 84%), Proficient (85-89%) and Advanced (90% and above).

The guidelines are implemented starting school year 2012-2013 for Grades 1 and 7.

RESEARCH has shown that children whose parents read to them become better readers.

In the United States, At least, 82 percent of children aged 3-5 who were not yet enrolled in kindergarten were read to by a family member three or more times in a week.

However, children with multiple risk factors, such as having a mother with less than a high school education and living in poverty, were less likely to engage in literary activities with their families, the same study showed. Only 67 percent of children with two or more risk factors were read to at least three times a week, compared to 83 percent of those with one risk factor and 92 percent of those with no risk factors.

Most of the increases reported in literary activities between 2003 and 2009 were for children considered less at risk for school failure. In the United States, eight graders scored high in both mathematics and science than students from 38 countries that participated in an international study. In mathematics, the average U.S. score was higher than the score in 17 countries, similar to that of six countries, and lower than that of 14 countries. In science, the average US score was higher than the score in 18 countries similar to that of five countries, and lower than that of 14 countries.

Countries scoring above

the US in both mathematics and science included Australia, Canada, Japan, and the Netherlands. Countries scoring below the US in both subjects included Indonesia, Italy, Turkey and the Philippines. New Zealand and Bulgaria scored about the same as the US on both assessments.

These statistics reveal suspicions that more and more Filipinos are becoming poor communicators and with low comprehension rates, especially in the use of the English language and calculations in Mathematics.

This is compounded by the fact that the number of mothers with less than high school education and those living in poverty will likely increase the number of those who will fail to engage in literary and mathematical activities with their families. Their children become vulnerable to quit school.

Educators are encouraged to realize its effect and must design educational programs to improve the reading, communication and mathematical computation skills of either the young mothers or children who have risk factors in remaining in school.

The value of reading cannot be compromised and, if neglected, may affect the capability of young Filipinos to communicate even with their own neighbors and perform basic mathematical computations.

ARMM brings HELPS to Lanao del Sur

MARAWI City - The Autonomous Region in Muslim Mindanao (ARMM) has brought its convergence program to the province of Lanao del Sur. Called ARMM Health, Education, Livelihood, Peace and Governance, and Synergy (ARMM HELPS) is the banner program of the regional government that aims to reach out to constituents with basic services.

The program was initially launched in this city on February 13 and eventually extended to the towns of Ditsaan-Ramain, Ganassi and Taraka.

The services included free medical and dental services, pneumococcal

and tetanus toxoid vaccination, diabetes screening, pre-natal screening, eye examination and surgery, and supplemental feeding for pre-school kids.

Social pension for indigent senior citizens and PhilHealth cards were also distributed.

The Department of Social Welfare and Development (DSWD), likewise turned-over a warehouse and a solar dryer to officials of Barangay Cabingan, this city and Barangay Rantian in Ditsaan Ramain town, under the Community Development Assistance (CDA) component of the ARMM Social Fund Project (ASFP).

Moreover, some 1,100 seedlings of jackfruit, durian, rambutan and man-

gosteen; 450 packs of palay starter seeds; 10 bags of corn seeds; 1,200 pockets of assorted vegetables; 45 bags of OPV corn seed; and 2,400 pieces of technoguide amounting to P320,000 were distributed by the Agriculture and Fisheries department to four barangays in the province.

The Bureau of Fisheries and Aquatic Resources (BFAR), on the other hand, handed out 20 sets of gill net; 100,000 pieces of tilapia fingerlings; and 20 units of fish pots in each of the municipality.

The region’s Education department also conducted a proper hand washing drill, among the students and distributed thousands of hygiene kits, containing a toothbrush, toothpaste and

soap.

The launching of the ARMM HELPS convergence program in the province was highlighted by the groundbreaking for the concreting of Tubod-Ganassi and Masiu-Ganassi road projects, under the Contract Package 1 for Lanao del Sur, amounting to P24 million.

The ARMM HELPS Convergence Plan was first launched in Al-Barka and Lamitan City in Basilan, February 6 and 7, this year.

The same program was also launched in the island province of Tawi-Tawi, February 18 and Sulu on February 20.

Similar activity takes place in some parts of Maguindanao, today and tomorrow.

Classroom shortage solved before 2013, says PNoy

of this rich heritage, the Bukidnon provincial government annually celebrates Kaamulan from February 18 to March 10, where local and foreign tourists flock to witness the popular street dancing and tribal wedding.

Kaamulan is from the Binukid word “amul” which means to gather. It is a gathering of Bukidnon tribes for a purpose.

It can mean a “Datuship,” a ritual, a wedding ceremony, a thanksgiving festival during harvest time, a peace pact, or all of these put together.

It celebrates the customs and traditions of the seven ethnic groups that originally inhabited Bukidnon region namely Talaandig, Higa-onon, Umayamnon, Manobo, Tigwahanon, Matigsalug, and Bukidnon.

“Are you in or out?” is the title of the song of sandarac Park who was a finalist of Star Circle Quest.

This song would also fit those people who have no idea even a little bit of digital literacy. As I heard this term what comes into my mind is high technology. As I surf the internet I have learned that digital literacy is the ability to locate, organize, understand, evaluate and analyze information using digital technology. It involves a working knowledge of current high technology and an understanding of how it can be used. It encompasses more than just computer hardware, software, internet, cell phones and other digital service. A person using these skills to interact with society may be called a digital citizen.

If we try to observe nowadays, we can say that many of the people are already digital literate. We can see plenty of internet cafes especially in cities. School age children were already computer literate.

They were even better than their parents sometimes. In businesses, we can observe that they are already using digital technology to facilitate their work more efficiently and fastly. Those ‘ who are digitally

literate are more likely to be economically secure. Even in applying for jobs, one of the qualifications is to be computer literate or digitally literate. With the presence of computers and other portable devices, business and other jobs are performed even without the presence of the client. Just by surfing the net, one can already have access to business. There are even jobs that can be applied on line Even in education, schools are continually updating their curriculum for digital literacy to keep up with accelerating technological developments especially in secondary levels.

Classrooms were provided with computers or there is a computer room for student to have their computer lessons their. There are even course materials available to students online.

One of the most common hobby now is the face book and twitter. If one has no account of this especially for the youth, then can they be called out? Through the face book, people were connected all over the world.

However, where does the problem to this digital literacy comes in specifically in education? It is when there is no

budget intended to implement this curriculum or if there is, it is lacking or not enough. It is when teachers are not digital literate themselves. According to former Education secretary Jesli Lapus, a resistance to change is the main obstacle to improving the nation’s education in the globalize world. There are plenty of educators who are digitally illiterate and therefore have no capability to teach their students. If they are also given a chance to study, they find it hard to accept it in their system that this technology is the trend now.

The challenge now it to evaluate ourselves if we are in or out in this quest for digital literacy. As teachers we know that digital literacy is inevitable simply in doing our outputs. We need computer, cell phones, internet and other gadgets to make our output possible.

Therefore we must not b resistant to change and find alternative in coming up with gadget especially if we do not have one in ours school. We can always apply our creativity and innovativeness in dealing with this problem. As such, we can be responsible mentors and digital citizens of our country.

Comelec deputizes DILG, NAPOLCOM, PNP

OROQUIETA City - The Commission on Elections (Comelec) has deputized the Department of the Interior and Local Government (DILG) the National Police Commission (NAPOLCOM) and the Philippine National Police (PNP) in connection with the May 13 mid-term elections.

Said agencies are to make effective measures to prevent members of civilian vigilante units and barangay tanods from engaging in partisan political activities or any act of terrorism, intimidation, coercion, harassment or reprisal.

They are also tasked to take steps to prevent private security agencies from acting as private armies of any candidate or as campaigners for terroristic or violent acts against persons during the election period..

Likewise, they have been tasked to look into the existence of any armed group organized to commit, or which is committing or

attempting to commit, acts of terrorism, or threats to intimidate or coerce any person to vote for or against a candidate, and to suppress or prevent said acts of terrorism or threats.

Meanwhile, the PNP has been told to effect no changes in the assignments of its personnel, during the election period from January 13, 2013 to June 12, 2013, without written permission from the Comelec.

Pursuant to Comelec Resolution No. 9571 promulgated on Dec. 6, 2012, the above-mentioned agencies are also tasked do the following functions: Provide security to polling places, polling. centers/voting centers, such other places or building, as the Comelec, through

the Election Officer (EO) so requires.

Provide security to the personnel of the Comelec, its deputies and other persons performing election-related functions and the election paraphernalia, equipment, forms and supplies.

Deploy, at the least time possible, troops for election duty in coordination with the Regional Election Director and the Provincial Election Supervisor (PES) in the said province.

Make available, at the least time possible, land, air and water-craft assets, communication systems and other equipment, in connection with the delivery and retrieval of election equipment, supplies, forms and paraphernalia. comelec /P2

Education for Indigenous People

The commitment of the present Administration to provide EDUCATION without prejudice to the SOCIAL STATUS as well as the TRIBAL DISTINCTION of every Filipino instigated the latest directive issued by DepEd Secretary DR. ARMIN A. LUISTRO, FSC to mark INDIGENOUS PEOPLE as priority in the latest innovative programs designed by the Department of Education.

As a conventional educator calls it - IP takes front seat! Indeed, the affirmation of Indigenous Peoples’ precedence over the other sectors of the community boosts the identity of the “Natives”. It gives them a chance to lead a normal life. It proliferate their self-esteem. It offers equal opportunities among the populace and makes them feel special.

Typically, a person belonging to Indigenous Tribe is ILLITERATE. Their nomadic nature deprives them of the chance for a

formal learning. Their inhibitions forbid them to mingle with their fellowmen thereby divesting them of accessible means for knowledge and skills development so with other opportunities relished by an ordinary individual. Their literacy prospects generally ripped-off from them by their own inferiority complex, chauvinism and bigotry. This is a very sad truth we must accept about our ethnic Brethren.

As a Primary School Teacher, I suggest to augment the scholastic innovations for Indigenous People and develop it into a locally inclined system. For instance, rather than discussing the aspects of IGOROT, IFUGAO, and DUMAGAT culture, why don’t we encourage our pupils in BUKIDNON to study the seven tribes of the province?

It must be more interesting to know the cultural attributes of the MANOBO. I find it more fascinating to be aware of the

physical metamorphoses between the TIGWAHANON and the MATIGSALOG. I believe it is important for the younger generation to be familiar with the adobe of the UMAYAMNON, to distinguish the ancient weapons used by the TALA-ANDIG to that of the HIGA-ONON. The idea of a free and equal edification regardless of the tribal affiliation, social status, or capability to pay for such education is the best modification introduced by the present administrators of the Dep Ed. In my own point of view, this is the best bequest we can hand down to our successors as EDUCATORS of the modern time.

Notwithstanding the authorities and schemes designed by the experts for the Indigenous People, I am grateful for the program intended for the IP and I salute my colleagues who painstakingly worked hard for such Innovation.

New media group to help mitigate calamity risks

THE Mindanao Development Authority (MinDA) has vowed to involve the members of the newly-organized Mindanao Press Alliance for Development (MinPressDev) in the government’s effort to prepare for the so-called “new normal” situations, referring to disasters and calamities that Mindanao was not used to having, but are becoming regular occurrences these days.

MinDA Development Management Officer V Olie Dagala told members of the media, information officers and civil military operation officers who attended the 1st MinPressDev Assembly held on February 22, 2013, at the Kamagong Hall, Pryce Plaza, at Carmen Hills, Cagayan de Oro City, that he sees potential partnership between the Mindanao Communicators Network (MindaComNEt) and the MinPressDev. “This (MinPressDev) is the kind of media organization we have been looking for and we see a possible tie-up here on matters of information coordination, especially in times of disasters and calamities or in what is now called “new normal” that are affecting our lives here in Mindanao,” Dagala said.

Dagala said that forging an inter-partnership is also very useful in achieving “value-chain” and “supply chain” for purposes of attaining sustainable development among regions.

Dagala particularly announced the government’s effort to develop Mindanao via the “East-West Lateral” against the old integration scheme for Mindanao projects using “Circumferential Planning.”

Formerly known as MEDCo, MinDA, which was created by virtue of RA 9996, will establish an Area Management Office here in Cagayan de Oro to look after developments here in Northern Mindanao and the Autonomous Region in Muslim Mindanao (ARMM).

“Mindanao needs a permanent agency that integrates Mindanao’s agenda and effectively articulates these agenda to national government priorities. Hence, a permanent agency that looks beyond regional concerns and integrates and harmonizes efforts at a Mindanao-wide perspective is needed. It will also function as an agency that will strengthen the participation of Philippines focus areas (Mindanao and Palawan) in the BIMP-EAGA,” Dagala explained.

Among the functions MinDA will have are the following: Formulation of an integrated development framework for Mindanao; Integrate Mindanao-wide peace & development programs and projects; promote & facilitate investments; and act as the Philippine Coordinating Office for BIMP-EAGA (PCOBE).
