CdeO inmates now closer to dreams

CAGAYAN de Oro City One-hundred twenty-five inmates at the Lumbia Detention and Rehabilitation Center have found themselves closer to their dreams.

This, after acquiring their

certificates of graduation from the Alternative Learning System (ALS) of the Department of Education (DepEd), January 25, this year.

Of such number, 52 inmates have finished Culinary Arts, 13 graduated from el-

ementary and 25 completed high school.

ALS in jails, as initiated by the Bureau of Jail Management and Penology (BJMP), primarily aims to equip deserving inmates with technical skills that may help them become pro-

ductive citizens while being in detention or even after serving their terms in jail.

This is along the Philippine jail system’s shift from punishment to rehabilitation.

“Learning behind bars is also a sustained response to the state’s declaration to

provide basic literacy to all,” said JSSupt Marlon C Torregue, officer-in-charge of BJMP-Region 10.

He added that the detainees may have done wrong, “but they are also humans, with potentials and dreams still waiting to be realized.”

THE East and Westbound Terminal and Public Market (EWTPM) collected P313,678.87 from January 21 to 27, 2013.

This is contained in the actual income report submitted by OIC-EWTPM Perla Asis to the City Council committee on economic enterprises.

from terminal operations amounted to P131,620.

Meanwhile, space rentals at the Westbound Terminal earned P12,786, the market yielded an income of P96,744.03, while the fish landing collected P36,111.

The income of the Eastbound Terminal during the period was P7,430.

CAGAYAN de Oro City Sixteen outstanding lupong tagapamayapa (peace committees) were recognized yesterday during the 2012 Regional Lupong Tagapamayapa Incentives and Awards (LTIA) for their exemplary performances.

Regional Director Rene K. Burdeos of the Depart-

ment of the Interior and Local Government (DILG10), said “this Award institutionalizes a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.”

The awardees were Barangay Kauswagan (Cagayan de Oro City) for HighlyUrbanized Cities category; Barangay Kalasungay (Malaybalay City) for Component Cities category; Barangay Poblacion (Kapatagan, Lanao del Norte) for the 1st-3rd Class Municipalities category; and Barangay

Kisolon (Sumilao, Bukidnon) for the 4th-6th Class Municipalities category.

CAMP ALAGAR, Cagayan de Oro City - The new regional director of the Philippine National Police (PNP) for Region 10, PChief Supt. Catalino Bagaslao Rodriguez Jr., has vowe d to mark his leadership with knowledge, attitude, skills and honesty (KASH).

Stressing his belief in intelligent and quality decision-making, he said that everything goes along the CODE-P program that serves as the PNP’s organizational bloodstream and umbilical cord in public service.

CODE-P stands for Competence, Organizational Development, Discipline, Excellence and

Professionalism.

P/Chief Supt. Rodriguez sums this up by quoting Confucius, as saying, “to see the right and not do it is cowardice.”

He said, the police force needs the right attitude to surmount the challenges they will face to assure public safety, adding that “public service is not merely authority but most importantly responsibility and accountability to the people they have sworn and protect.”

Your mind is a terrible thing to waste Think a minute…

Have you heard this expression, “It’s raining cats and dogs?” It was started in Europe in the 1500’s when many European houses had thatched roofs made from straw. At night time the animals would climb up on the roof to stay warm, including cats, dogs, and other small animals. But when it rained hard, the straw became slippery and sometimes the animals slipped and fell off the roof. So they started the saying, “It’s raining cats and dogs.”

It’s interesting how many of us go through life saying and doing things that often we don’t even know why we

do them. Like superstitions which don’t make any sense, yet many of us still believe them. But as we grow and learn more about life, we slowly begin to understand and change some of our incorrect beliefs and thinking.

We realize that some things we used to think and believe actually are not true, such as superstitions and racial prejudice.

It’s so important that we always keep learning, because our mind is a terrible thing to waste! Someone said: “You should always keep an open mind, but not so open that your brains fall out!” In other words, we need to use our mind

and conscience God gave us to sort through what’s true and what isn’t. We’re responsible to think and find out the truth for ourselves.

That way we won’t let others rent space in our heads! As a professor of mine used to say: “If you don’t know for yourself, you’ll get hustled and fooled all your life.”

This is why Jesus Christ came: to explain and show us the true way we were made to enjoy the life He gave us. He didn’t create us to stumble through life in the dark, not knowing the right way to live a successful life.

So why not ask Jesus Christ to forgive you for your past wrongs? Then ask Him to start showing you His way to true success and satisfaction. You’ve got nothing to lose and everything to gain.

Just Think a Minute…

Hard life everywhere

It seems the world is in crisis and everywhere in its four corners are experiencing some sort of difficulties in life.

Nations from Europe to the MiddleEast, Latin America, Asia and everywhere are having same problems of lack of employment, food, medicines and everything else.

There is scarcity in all matters that are usually needed everyday. This is because many of the capitalists which have been operating large business firms have gone low in its operations while others have closed business for some reasons.

Some countries in Europe have real hard life for its people. In North America which used to be heaven to millions of immigrants, is having millions of unemployed people too.

Everywhere, it seems is having the same problem.

People are stretching patience and are tightening

their belt much harder now.

Of course, ever yone knows this is temporary and soon there will be sunlight at the end of the tunnel.

Life is like this in the past and things turned to normal after a certain period of time.

The Philippines is lucky because its people know how to survive with whatever way no matter what.

When they find out food is running low, they go to the farm and plant anything from rice to vegetables.

They go fishing and go to the wilderness for anything useful. The country is rich with natural resources and everything you put on the soil grows.

Filipinos know how to survive in the midst of crisis.

No one ever died because of hunger no matter how poor a person is. Always he has something to eat.

He knows herbal medicines for each illness and surely in the absence of

Our government operates normally even during crisis because its people support it faithfully and honestly.

There is no way the administration can collapse because the strength of support is strong and permanent.

It never has in its history when people let loose its grip nor showed its loss of loyalty and love. No matter how they criticize their leaders, still the people sup-

port the government with sincerity and diligence.

Filipinos understand its leaders. A good number have mismanaged the country but still they forgive and forget and make intact the system.

In many countries, the people defend so much in their governments. They rely on employment from big firms as well as assistance from their leaders.

And when there is a collapse in these firms and slow down in the financial state of their governments, they go hungry and fall.

In the United States of America for instance people defend so much on welfare given by the government.

They were used to assistance and there is no way they can survive without the support of the establishment.

It is so nice the country is wealthy, solid and stable and it is able to support its life /P5

Batas Kasambahay sets labor standards to protect domestic workers

By Apipa P. Bagumbaran CAGAYAN de Oro City The newly-approved Batas Kasambahay or Domestic Workers Act sets forth the minimum legal requirements to be imposed on employers to promote and protect the welfare of domestic workers, the Department of Labor and Employment (DOLE) said on Monday.

The law defines the rights and privileges of domestic household workers, sets their minimum wage, and provides employment benefits for them, disclosed DOLE Regional Office 10 Director Johnson G. Cañete in a press briefing.

The Batas Kasambahay, also known as Republic Act 10361 or An Act Instituting Policies for the Protection and Welfare of Domes-

tic Workers, was signed

by President Benigno S. Aquino III on January 18, this year.

Under the law, the employer shall safeguard the health and safety of the domestic workers by providing for their basic necessities including at least three adequate meals a day, humane sleeping arrangements, appropriate rest and assistance in cases of illnesses and injuries sustained during service.

The new law further sets the minimum wage of domestic workers at P2,500 per month in the National Capital Region, P 2,000 a month for those employed in chartered cities and first class municipalities, and P 1,500 per month for those employed in other municipalities.

Cañete emphasized that domestic workers assigned to work in a commercial or industrial enterprise shall be paid the minimum wage applicable for that sector.

Aside from the standardized pay, domestic workers who have rendered at least one month of service will also be entitled to social benefits such as Social Security System, PhilHealth, and Pag-Ibig Fund, with the premium payments shouldered by employers if such workers receive a monthly pay below P5,000.

service stating the duties and responsibilities of the domestic worker; period of employment; compensation and authorized deductions; hours of work, rest days, and allowable leaves; and other conditions agreed upon by both of them.

They are required as well to pay wages of domestic workers in cash and provide a copy of the pay slip containing the amount paid in cash and indicating all deductions made.

Camiguin spends P10M in scholarship programs

MAMBAJAO, Camiguin The P10-million financial assistance from government is benefiting 1,939 provincial youth scholars and 175 Commission on Higher Education (CHED) scholars.

The fund was sourced from Priority Development Assistance Fund (PDAF) of the province’s lone district representative Pedro P. Romualdo.

Through this, grantees are freed from school fees and were also enjoying quarterly cash allowances.

Through its partner, the Camiguin Polytechnic State College (CPSC), students are honed in their chosen fields like engineering and

technology, agriculture, arts, sciences, education, eco-tourism and nursing, including technical vocational education and training (TVET).

Governor Jurdin Jesus M. Romualdo, likewise, acknowledged the assistance of the Technical Education and Skills Development Authority (Tesda) for implementing P1.1-million worth of training under its work scholarship program.

The fund extended assistance to CPSC and to the Camiguin School of Arts and Trades (CSAT), that helped 174 students.

Tesda’s private education student financial assistance (Pespa) also helped 52 needy student scholars.

All in all, Tesda’s TVET training has reached about 4,462 graduate beneficiaries in the province, last year. (JCV/PIA/jdelpf )

Tangub receives FMR Tangub City - Residents of barangay Tugas and Guinabot were delighted to accept the concreted 503 meter-length Farm-to-Market-Road (FMR) from the Department of Agriculture, Mindanao North Coast Integrated Area Development Project (DA-MNCIADP) on January 30, 2013.

In an interview with Brgy.

Guinabot Chairperson Bernardo Atay, he said that before the construction of the FMR project in the area, “lisod kaayo magdala sa among produkto nga saging ug kopras ngadto sa merkado kay wala mi saktong dalan. Karomata lang ang makaagi kay tungason kaayo. (It’s very difficult to bring our agriproducts such as bananas and copra because we don’t have road access. The only transportation we have were draft animals that can bring down our produce to the market which is laborious and expensive).

With the said aspiration realized, the residents can now own vehicles that can haul their produce from their

barangay down to the market. Travel time is shortened and they can now enjoy the access of a road network.

The farmer-beneficiaries are likewise happy as they can maintain the quality of their products and can further demand for reasonable price which will be beneficial for them.

On the other hand, Tangub City Mayor Philip T. Tan encouraged the residents to be responsible in maintaining the road so it could still be utilized by the succeeding generations. “We should love the project for this is our own.

The accessibility of this road depends on how well we take care of this.”

MNCIADP project coordinator Carlota S. The MOA further stipulates that in consultation with

the affected families, the DSWD and the city shall construct core-shelters, latrines, wash areas and kitchens, in accordance with HFHP specifications and standards.

It shall likewise engage volunteers for the project, particularly from among the beneficiaries and deploy adequate number of skilled workers adept with shelter structure technology.

CAGAYAN de Oro City, - Employees of the Department of Education (DepEd) will receive refund of premiums from the Government Service and Insurance System (GSIS) starting this month.

Ma. Cecilia Vega, GSIS Cagayan de Oro Branch Manager, said they will refund premiums in arrears previously deducted from the life insurance benefits of more than 73,000 DepEd employees including 28,279 active members, 35,759 pensioners and 9,329 separated members.

DepEd employees covered by the February refund are those whose Cash Surrender Value (amount paid to the policyholder upon separation from the service) or Maturity Benefit (benefit payable upon maturity of the endowment policy) were processed between 1997 to 2010.

The refund will be released through the eCard or UMID card but those without eCard or UMID card will receive the refund through checks.

According to the GSIS, the initial refund of P363 million was made possible by the payment of the Department of Budget and Management (DBM) of a 50 percent down payment of DepEd’s P6.92 billion in unpaid compulsory premium contributions representing the government share of nearly 800,000 teaching and non-teaching employees of the DepEd from July 1, 1997 to December 31, 2010.

The GSIS, DBM and DepEd signed an agreement September of last year to address the recurring concern on the nonremittance of premium contributions affecting the right of DepEd workers to avail themselves of their full GSIS benefits while in service and upon their retirement.

DepEd employees in active service will enjoy a proportionate increase in loanable amounts and potentially increased retirement and life insurance benefits after the complete settlement of unpaid premiums.

GSIS will also recalculate the benefits received by those who have already retired and will refund deducted amount representing premium in arrears that have already been paid by the DBM. Their pensions will likewise be adjusted. (GSIS/ APB/PIA10)
