Comelec public works ban starts March 29

Oroquieta City - Except for the maintenance of existing and or completed public works, no public funds shall be disbursed during the campaign period, from March 29 until May 13, 2013.

Section 261 of the Omnibus Election Code provides that no public official or employee including barangay officials and those of government-owned or controlled corporations (GOCC)

and their subsidiaries shall release, disburse or expend any public funds.

The prohibition, however, shall not apply to on-going public works projects commenced before the campaign period or similar projects under foreign agreements.

Meanwhile, such prohibition applies to any and all kinds of public works, except for the maintenance of existing and/or completed public works provided that not more than the average

number of laborers or employees already employed therein during the six-month period immediately prior to March 29, 2013, shall be permitted to work during such time.

As stipulated in Comelec Resolution No. 9585, is that no additional laborers shall be employed for maintenance work starting March 29, 2013 until May 13, 2013, and that work undertaken by contract through public bidding held, or by negoti-

ated contract was awarded, before March 29, 2013.

The Resolution also clarifies that work undertaken under the so-called “takay” or “pakyaw” system shall not be considered as work by contract.

Meanwhile, Comelec Resolution 9585 provides that payment for the usual cost of preparation for working drawings, specifications, bills of materials, estimates, and other procedures preparatory to actual construction

including the purchase of materials and equipment, shall be made and all incidental expenses for wages of watchmen and other laborers employed for such work in the Central Office and field storehouses before March 29, 2013.

Provided, that the number of such laborers shall not be increased over the number hired when the project or projects were commenced and that emergency work was necessitated by

the occurrence of a public calamity, but such work shall be limited to the restoration of the damaged facility.

Again, Comelec Resolution 9585 provides that no payment shall be made within five days before the date of election to laborers who have rendered services in projects or works except those falling under the above-mentioned conditions.

From the regional total of 15,813 cases, it posted the highest number of cases with 6,478 from January 1 to December 31, 2012, followed by influenza (3,364), typhoid fever (3,278), and leptospirosis (946).

The report shows that dengue cases for this period were 221.66 percent higher as compared to 2011.

In line with the President’s “Social Contract with the Filipino People” calling for, among others, transparent, accountable and participatory governance, this program was created, under Executive Order No. 43 – 2011, by the Human Development and Poverty Reduction Cluster (HDPRC), the Good Governance and Anti-Corruption Cluster (GGAC) and the Economic Development Cluster.

creation of the contract were the DILG, Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD) and the National Anti-Poverty Commission (NAPC).

The DILG is given the responsibility to implement the BUB Program, being the chair of the Regional Poverty Reduction Action team (RPRAT).

Thus, there is a need to mobilize its field officers in order for the Department to successfully implement the BUB process and to

effectively monitor the implementation of the BUB projects.

The DILG field personnel were oriented on their roles in the BUB implementation, in their coordination efforts with the different players and stakeholders pursuant to the DBM-DILG-DSWDNAPC Joint Memorandum Circular No. 3 series of 2012, and in the provision of technical assistance to LGUs for the compliance of requirements for BUB projects.

Nacaya cmte discuss action plans vs vandalism The City Council committee on police, fire and public safety chaired by Councilor Ian Mark Q. Nacaya during its meeting Wednesday discussed the plan of action of the Task Force AntiVandalism to strengthen the campaign against vandals.

The committee noted observations that vandalism is still existing and that even newly-painted building and commercial establishment are being vandalized. Minors are reportedly involved in the illegal activities, needing the participation of the Department of Social Welfare Development (DSWD) to address the problem.

By Rolando N. Sudaria, Associate Editor CAGAYAN de Oro City The newly-conceptualized Mindanao Press Alliance for Sustainable Development (MinPressDev) sets its First Assembly and Election of Officers on February 22, this year, at the Pryce Plaza Hotel in Cagayan de Oro City.

Lead Convener Joe del Puerto Felicilda said, MinPressDev is absolutely an apolitical, non-sectarian and a non-profit organization, which is envisioned to create a stronger network among media practitioners and information multipliers in Mindanao; and enhance the knowledge, attitude and skills of its members, through capability-building activities.

He further said, MinPressDev also aims to launch concerted information, education, communica-

tion and advocacy (IEC/A) activities re l at i ng to sust ainable development issues and concerns in this part of the country.

As soon as the first set of officers shall have been elected, the group registers with the Securities and Exchange Commission, or Cooperative Development Authority to give itself the most needed legal personality.

64 hurdle good governance seminar

By Cha Ladera CAGAYAN de Oro City Another set of participants from the 64 barangays of the city have finished the series of seminars on Barangay Good Governance, January 10, this year.

Spearheaded by the Office of the Ombudsman Mindanao Regional Office, in coordination with the Department of the Interior and Local Government Regional Office (DILG-10) and the Association of Resident Ombudsmen in Government Agencies of Region-10 (AROGA-10).

Similar activities were previously on June 7, 2012;

July 4, 2012; and August 23, 2012 in various venues, participated in by representatives from different barangays in Misamis Oriental.

In such sessions, the number of participants exceeded by more than 50% of target, but the secretariat led by AROGA-10 Treasurer Remy Occena of DA managed to accommodate everyone.

Topics included RA 6770: OMB Powers and Functions; Common Offenses involving Barangay Officials; Overview: Red Tape Campaign; and Rules on Adjudication under the Ombudsman Act, Civil Service Law, and the Local Government Code,

delivered by Assistant Ombudsman and OMB-CDO OIC Rodolfo M. Elman.

Graft Investigation and Prosecution Officer I Ma. Gemma Teresa L. Gavine of OMB-CDO touched on RA 6713: Norms of Conduct of Public Officials and Employees and RA 9485, otherwise known as the Anti-Red Tape Act (ARTA).

For over seven years now, these novelty items are sold in local and international markets which provides sustainable income to at least 37 workers and women entrepreneurs residing at the Dayawan Relocation Site in Villanueva. The women entrepreneurs have been formally organized into the San Roque Handmade Paper Products Multi-Purpose Cooperative. So far, the coop have increased its net worth to more than P1.1 million as of December 2012. The project is supported by energy firm STEAG State Power Inc. (SPI) through its Livelihood and Enterprise Development (LEED) Program.

MAMBAJAO, Camiguin, Feb. 6 (PIA) -- Latest regional agricultural statistics report discloses a 20 percent increase in inland fish production owing to increased fish catch of freshwater eel, carp and mud crab.

According to the Bureau of Agricultural Statistics (BAS), farmgate prices of inland fish species still rose despite the increase of production in December 2012, as influenced by high priced marine fish species.

About 13 metric tons of grigate tuna, roundscad, skipjack, big-eyed scad, and Indian sardines were unloaded in the island’s commercial landing centers.

A 300-square meter bangus fish cage, stocked with 7,000 fin-

gerlings was likewise noted in Lagoon, Benoni of Mahinog town.

parasitism of seaweeds in Mantigue Island, locally known as “bungotbungot.” a number of seaweed farms here

Ozamiz tops in NorMin 2013 RSPC

OZAMIZ City - The Ozamiz City Schools Division (OCSD) ranked first in the 2013 Northern Mindanao Regional Schools Press Conference (RSPC) held at the La Sallle University Arts Center, here recently.

Sharing the top spot with OCSD was the Camiguin Schools Division, followed by Misamis Oriental, which came in 3rd, Cagayan de Oro City, 4th and Misamis Occidental, 5th in rank, respectively.

Participated in by the SPC winners of the region’s 14 schools divisions, the RSPC included the competitions for the “Best,” both in English and Filipino, in the following: News Writing, Feature Writing, Editorial Writing, Editorial Cartooning, Copy Reading and Headline Writing, Sports Writing, Photojournalism, Script Writing and Radio Broadcasting and Collaborative Publishing, News Page, Feature/Literary Page, Editorial Page, Sport Page and Layout.

Meanwhile, Schools Division Superintendent (SDS) Rebonfamil R. Baguio of Ozamiz City, host of this year’s Region 10 RSPC, said pupils/students from OCSD bagged the following RSPC awards: English, Elementary Level Best in Photojournalism, Best in Script Writing and Radio Broadcasting, Best in News Script, Best in Infomercial, Best in Collaborative Publishing, Best Feature/ Literary Page and Best in Layout and Secondary Level - Best in Photojournalism.

DSWD-10 highlights solidarity in their 62nd Anniversary

CAGAYAN de Oro City- The Department of Social Welfare and Development (DSWD) Field Office 10 celebrated its 62nd anniversary, with the theme “Sama-samang Husay, Tungo sa Tagumpay,” by recognizing their partner agencies which greatly helped in the proper implementation of social welfare projects and have provided support during the past calamities that hit the region.

In their culmination night held at Pearlmont Inn on February 1, Atty. Araceli F. Solamillo, DSWD10 regional director, shared that, “DSWD has advanced its vision of a society where Filipino individuals, families and communities are empowered to attain an improved quality of life such that the Department becomes the world standard in the delivery of coordinated services and social protection programs by 2030.”

She also expressed her utmost

appreciation to their partner agencies and dedicated staff who worked hard especially during the onslaught of tropical storm Sendong.

For their core shelter project, Solamillo reported that the Department has already built 2,357 core shelter units as of January 25, 2013 with the aid of various offices that supported the Agency such as the 52nd Engineer Brigade under the leadership of Colonel Mutiangpili.
