AGADIAN City––Youth group Anakbayan renewed calls for the immediate arrest of a former army general linked to alleged abductions, disappearances and murders of political activists.

Anakbayan blamed the massive human rights violations to the government’s anti-insurgency campaign called Oplan Bayanihan.

Among those who remain missing since their abduction seven years ago were university students Karen Empeno and Sherlyn Cada-

pan.

Local police gets 9 new patrol cars ZAMBOANGA City––From a fleet of small prowl jeeps, the local police force now have nine new all-terrain pick-up trucks to augment its mobile patrol in the city.

The trucks were handed over to the Zamboanga City Police Office by new mayor Maria Isabelle Salazar to equip police stations in far-flung villages.

Salazar, who was the Deputy House Speaker before being elected as mayor, vowed to provide more

vehicles and other equipment to the police. Climaco previously donated vans to many villages in Zamboanga during her stint in Congress.

The police force and villages had been using small jeeps called multi-cabs provided by the previous Lobregat administration, but those did not last long.

Salazar said the pick-up trucks, converted into mobile patrol vehicles, will equip police precincts

and make them more capable in responding to emergencies and atrocities in Zamboanga.

“We envision a safe and crimefree Zamboanga City enjoying a vibrant, investor-friendly economy that will serve the global community, able to provide jobs to its people and can secure a better future for our children,” she said.

Zambo airport increases terminal fee ZAMBOANGA City––The Zamboanga International Airport (ZIA) has increased its terminal fee from P40 to P100 per passenger effective last Monday.

This came after the Civil Aviation Authority of the Philippines (CAAP) approved last year’s request of the ZIA to increase its terminal fee.

However, ZIA manager Celso Bayabos said they originally recommended for an increase of P150 per passenger but CAAP only approved a P60 increase for this year.

Bayabos said the new P100 terminal fee will be increased to P150 by June 2014 according to the conditions set by CAAP in grant-

ing approval to increase the terminal fee.

Bayabos said this amount will not be enough for the planned operational and maintenance needs of the airport terminal considering the dilapidated state of the facility.

He said the local airport’s share in the collection

of terminal fee is only 10 percent since 90 percent is being turned over to the CAAP-central office.

The facilities of ZIA are not at par with airports in the cities of Manila, Cebu, Davao or even Cagayan de Oro. Although the airport is named as an international

airport, it has stopped servicing international flights in the last few years.

ZIA used to serve planes plying the ZamboangaSandakan route in Sabah.

Zambo City police chief relieved from post ZAMBOANGA City––The police commander of Zamboanga City in the southern Philippines was sacked from his post as gun attacks and killings continue unabated.

Sr. Supt. Edwin de Ocampo was replaced Senior Superintendent Jose Chiquito Malayo, who heads the Police Regional Intelligence Division in Zamboanga.

Chief Inspector Ariel Huesca, a regional police spokesman, has confirmed that De Ocampo was relieved and that Malayo is the new chief of the local police force.

Police did not give details about the sudden relief of De Ocampo. But

it came hours after a police officer Hussin Mushin was shot and seriously wounded by a lone gunman in the village of Lower Calarian.

Mushin, who is assigned at a police detachment in Sacol Island, was rushed to hospital.

De Ocampo quickly blamed family feud as the motive of the attack.

Gun attacks and killings are a common occurrence in Zamboanga City where hired killers are actively operating.

Hundreds of people had been shot and killed here over the past years.

De Ocampo was previously removed from his post due to the

unabated killings, but had been taken back by the former mayor of Zamboanga City Celso Lobregat.

Just recently, hundreds of students of the Ateneo de Zamboanga University held a prayer rally following the killing of one of its alumnus Justine Raphael Wee, 22, was shot in the head by a lone gunman wearing a motorcycle helmet at a roadside eatery along Veterans Avenue here.

Most of the murder cases in Zamboanga remain unresolved and police and local government officials usually blame the killings to either family feud or grudge. mindanao star

Kagay-anon Restaurant’s Teamwork for a Winning Pinakbet Pinakbet was one of the featured Filipino dishes in the “Sooo Pinoy National Search for the Ultimate Pinoy Dish”, a joint project of Unilever Foodsolutions, Philippine Daily Inquirer (PDI) and Department of Tourism.

An Ilokano dish mainly consisting of ampalaya, eggplant and okra, and often tossed in sautéed garlic and shallots, ginger and ripe tomatoes, slices of pork liempo, and crackling pork, Pinakbet has traditionally been spiced with bagoong na isda (fish paste), providing the lucky diner with a wide variety of tastes including salty, sweet and sour.

Although it shares most of the features of this favorite Pinoy dish, it’s the extra oomph in the Pinakbet of Kagay-anon Restaurant in Limketkai Center which led to its selection as One of the 10 Best Pinakbet in the Philippines by Sooo Pinoy.

“A team from Unilever and PDI will go out and nominate food outlets that best serve a particular dish,” said Jhao Carandang, Unilever sales executive. “For instance, Kagay-anon was nominated among others in Mindanao and by certain criteria they bested other nominees across the Philippines.”

Carandang said ‘mystery judges’ visited the nominated outlets to judge the particular dish and the Top 10 restos or hotels judged to be best in a particular dish would be featured based on these criteria ‘Taste’ (balance of flavor, texture and aroma); ‘Presentation’ (creativity, use of ingredients) and ‘Value for Money’ (serving size, quality of ingredients and overall dining experience).

“We didn’t expect to be selected so we were all happily surprised when the call informing us of our selection came through,” said Mrs. Francisca Limketkai, owner of Kagay-anon Restaurant.

And it wasn’t just the owners and workers of Kagay-anon either who were excited over the win.

“Until this time, we still have a steady stream of orders for our pinakbet as a result of that selection which was posted in The Philippine Daily Inquirer,” said Russel Awat, restaurant manager.

Although it’s a dish that has migrated to practically all corners of the islands, one thing which makes Kagay-anon’s Pinakbet special is its presentation inside the half of a fresh squash gourd.

Even renowned chefs from Metro Manila like Myrna Segismundo of

Restaurant 9501 who tasted their pinakbet noted the dish’s remarkable presentation.

That was the inspiration of Mrs. Limketkai, who inherited her lifelong zeal for cooking from her father Tan Sing Liat, who also loved to cook. Her sister, Mrs. Nena Velasco, also inherited their father’s culinary chops, being the moving spirit behind Countryside Steakhouse, a fine dining establishment which shares the same building with Kagay-anon.

Even as an elementary student, Mrs. Limketkai was already learning to cook, and her favorite dish then was sotanghon guisado (rice vermicelli) that her aunt, who was her mentor, allowed her to cook on special occasions.

When she took over in 1997 for brother-in-law Lorenzo who started

Kagay-anon at a nearby site in 1991, one of the first things she did was to expand the menu, one of which is their now famous Pinakbet.

Mrs. Limketkai said the reason behind the success of their unique recipe is the teamwork between herself, chief cook Edgar Illana and resto manager Ms. Awat. No new menu item enters the Kagay-anon’s list unless these have been tasted by Mrs. Limketkai.

“She has this unique ability to know what ingredients have been used to cook the dish and she can tell also what needs to be enhanced or toned down,” Ms. Awat said. Together, they conduct random quality control tests on all items coming from the kitchen supervised by their chief cook.

This exactly is what Austrian Chef Norbert Gandler said local chefs need to make it to the next level. Gandler will once again be back to head the distinguished panel of judges for the 17th Kumbira slated in August 14-16 at the Limketkai Center Atrium.

Gandler, who acted as chair of the board of judges many times in the past, notes how competing chefs, (especially in the professional category) tend to make short-cuts as time goes on; hence, the crying need for more executive chefs who are “experienced, responsible, and have the right attitude” to control quality and keep on testing new ways to make things better.

With the tested team of Kagayanon Restaurant keeping close tabs on its menu, it’s poetic justice that the process of improving the city’s cuisine has already started in the restaurant which proudly bears its name.

UPDATING OF INFORMATION AND TECHNOLOGIES ON POSTHARVEST AND MECHANIZATION. Envisioning postharvest and mechanization development for the agriculture and fishery sector of the country, the Philippine Center for Postharvest Development and Mechanization-Applied Communication Division (PhilMech-ACD) recently briefed the Department of Agriculture – Regional Field Office 10 (DA-10) for an updating of information and technologies on postharvest and mechanization. Attended by its representatives from the Regional Agriculture and Fisheries Information Division, banner programs, attached bureaus and agencies, Dr. Rodolfo P. Estigoy (left), PhilMech-ACD head said, that the meeting primarily aimed to convey to the department’s key informants on the agency’s current infrastructure programs on postharvest and mechanization, including Rice Mechanization, which seeks to contribute in increasing the current level of rice productivity by 5%; agricultural tramline system, which intends to minimize the drudgery of transport of agri-produce and farm inputs; and cold chain, which targets to address the inefficiencies in the perishable agri-fishery sector using cooling technology to preserve the quality and prolong the shelf life of agri-produce. Likewise, he introduced breakthroughs such as the cashew nut sheller, multi-commodity solar tunnel dryer, charcoal-fired cabinet oven, and coffee depulper, among others, in which he recognizes that although farmers may have resistance to change in using such technologies, Dr. Estigoy encouraged the attendees to persuade more farmers for the availment of the abovesaid innovations to “transform the future of agriculture.”

Lanao Norte receives P5.8M farm equipment

TUBOD, Lanao del Norte-With its unwavering effort in attaining food security and sufficiency, the Department of Agriculture-10 (DA-10) has turned-over P5.8 million worth of farm equipment in support to rice production to the provincial government of Lanao del Norte, during the Agri-Aqua, Livestock and One Town One Product (OTOP) Fair conducted in celebration of the 54th Founding Anniversary of the province.

The farm equipment which includes one unit of combine harvester, six units of shallow tube well, seven units of power tiller, 12 units of rice cutter and one unit of drilling rig is expected to benefit local farmers in the province.

Dangcagan, Bukidnon – ANCHORED on the Philippine government’s target of achieving ample supply of rice by the year 2013 and onwards, the Bukidnon Agricultural Productivity Center (BAPC), one of the research stations of the Department of Agriculture – Regional Field Office 10 (DA-10), recently conducted its 3rd Rice Farmers Technology Forum on June 28, 2013, in this town.

The said activity primarily aimed at showcasing inbred rice varieties, namely NSIC Rc 158, 212, 214, 222, 224, 226 and 240, and organic rice seed growth to rice farmers.

Technical experts from the station have imparted the characteristics of various inbred rice varieties, including their reaction to pests and diseases, eating quality,

and in making the province competitive in the aspect of agriculture by initiating livelihood opportunities to farming communities, establishing agri-related

Pa who raped daughter is shot in Zamboanga PAGADIAN City––A father accused of raping and impregnating his 14-year daughter was shot and seriously wounded in an attack by a lone gunman in Zamboanga del Sur, police said.

The report said the 47-year old man is facing criminal charges after his daughter, who is now sixmonths pregnant, told her family that she was abused by his own father.

The girl’s mother is also pregnant, according to police investigator SPO2 Alberto Capadngan. “We have taken the statement of the girl, her mother and a grandmother, including one of her uncle, and we are still trying to find out whether her father also abused her other siblings. They are ten in the family,” he told the Mindanao Star. Police said the man, who worked as a motorcycle taxi driver, was rushed to hospital after being shot by motorcycle gunmen in the village of Upper Landing in Dumingag town.

No individual claimed responsibility for the shooting, but police investigators suspect that the attack was connected to the rape of the teenager.

SULU––A senior Sulu provincial government official has denied reports that 2 Muslim filmmakers, who were kidnapped by rebels, had coordinated with the local authorities.

Sisters Linda and Nadjoua Bansil were seized on June 22 while filming in Patikul town together with members of the Sultanate of Sulu Darul Islam.

Their brother Mohammed Bansil told TV 5 that several people in Sulu - among them FazlurRahman Abdulla, executive director of the Sulu Area Coordinating Center; and Dr. Sahiron Amirul, the provincial cooperative officer - have assured the safety of his sisters.

But Abdulla said he did not know any of the sisters and have not met them personally.

“I do not know them personally and have not met with any of them. Had they contacted or visited us, we could have provided ample security and assisted them in their filming. I am not blaming them for what happened, but just wanted to clear

things out regarding the media statement of the Bansil family,” he told the Mindanao Star.

He said somebody may have been using his name to escape the blame and liabilities for the kidnapping of the Bansil sisters. “We are so willing to assist anybody who wanted to film or shoot in Sulu provided they should coordinate with the provincial authorities for their own safety,” Abdulla said.

Abdulla said he and other provincial officials were saddened by the kidnapping of the two sisters.

Bansil said other personalities who assured the safety of his sisters were Yazir Rajim, of the Sultanate of Sulu Darul Islam and Nash Abduhadi, a coordinator of Kusug Bata Sug. “Without the assurances of their Tausug friends, we would never have allowed Nadj and Lin to go to Sulu, knowing from news reports and some friends about the risks,” Bansil said.

-oooDID LAWMAKERS RECEIVE DONATIONS FROM MONOPOLIES? The claim of two senators that they will keep “watchful eyes” on existing monopolies on water and other utilities providing basic services to Filipinos is a bit amusing to me. Indeed, without intending to belittle the attempt to monitor these monopolies by Senators Francis Escudero and Vicente Sotto III, may I ask: how can two senators alone make a difference in championing the cause of abused consumers?

Two votes in a collegial body of 24 will hardly make a dent, especially in passing legislation to curb abuses, unless the other senators would be willing to help. But then, supposing some of these colleagues received campaign donations from these monopolies in past elections?

Will those who received donations from the monopolies be as eager to investigate their alleged abuses?

I guess that the only way that Escudero and Sotto can really help consumers to jumpstart their fight against abuses by monopolies is to expose the extent of the monopolies’ influence among lawmakers, by compelling them---the monopolies, I mean---to disclose who they supported and how much they contributed to each and every lawmaker in all the elections participated in by them in the past.

-oooWHAT DOES “WEALTH SHARING” MEAN? Pardon my ignorance, but can chief government peace negotiator Miriam Coronel Ferrer explain the Constitutional and statutory bases for entering into a “wealth-sharing” agreement with known rebel groups, like the Moro Islamic Liberation Front (MILF), in recent developments?

I mean, is there a law that justifies a duly-constituted and sovereign entity like the government of the Republic of the Philippines to be sharing the natural resources of the country which, under the so-called regalian doctrine in political law, all belong exclusively to the State or to the Republic? Would not sharing the wealth and natural resources of the country amount to giving up its sovereignty? Two sectors watched by BSP

TWO sectors very closely watched by the Bangko Sentral, as it performs its price stability mandate, are the equities market and the real estate sector.

For good reason.

Historically, these two sectors have experienced major swings in prices, causing economic and financial imbalance.

For this purpose, the BSP periodically holds Environmental Scanning Exercises (ESE) with key players from the public and private sectors to discuss trends in these important areas.

Why worry, one may ask, if all seems to be going well.

The short answer is that

these markets are really unpredictable. Gains now may become losses tomorrow.

The transitory nature of the foreign portfolio investments made in the stock market, for instance, makes the equity market vulnerable to reversal of flows as what is happening now as we write. It is not without good reason that such investments are also referred to as “hot money.”

Lessons should also be learned from the 2007 US property market meltdown.

Young Subanons commemorate environment month in Zamboanga Norte

ZAMBOANGA del Norte––As members of the Subanon tribe, they lovingly call themselves children of the earth. Their ancestors thrive on hunting and farming since time immemorial. However, 16-year old Mary Anne Lumanjal, a Subanon and fourth year high school student, has only just realized that the kaingin (slash and burn) method of farming the tribe is using is destructive to the environment and is contributing to climate change.

With kaingin, a farmer indiscriminately cuts trees and burns it down to create a clearing that enables him to plant upland rice and root crops. The Subanons, like a lot of rural farmers in the country, have been practicing the method for centuries now.

Mary Anne and 59 other young Subanons are members of the Youth for Environment in School Organization (YES O), a group of students organized by teachers of Canatuan National Elementary and High School through a memorandum order released by the Department of Education (DepEd). Its objective is to instill love and care for mother Earth in the minds of the youth.

Guiding the youth A week ago, YES O members underwent a three-day seminar workshop and camp conducted by the Community Relations and Development Office (CreDO) of TVI Resource Development Philippines Inc. (TVIRD), in collaboration with the company’s Environment Department, Department of Environment and

Natural Resources (DENR) Mines and Geosciences Bureau (MGB) and Mindanao Tripartite Youth of the Ulama-Bishops Conference - a Non-Government Organization in Zamboanga Peninsula. The activity was in celebration of Environment Month.

Through songs, dances and poems written both in Filipino and English, the students dramatized their commitment to protect the environment. They were also taught how to make handicrafts using recyclable waste materials.

Mary Anne shared that before the entry of TVIRD and during the regime of the illegal miners, kaingin was rampant in Canatuan in the town of Siocon.

“This was reduced since many of my relatives now work with the company. However, many are still practicing it despite the company’s education campaign that showed its ill effect to the environment,” she said.

“Our elders should understand that deforestation is one of the causes of climate change.

In fact, 15% of carbon emission is to due to deforestation and kaingin contributed a lot to this,” she added.

Heavenly Grace Herbadon, a classmate of Mary Anne, shared her view as well and said: “Kaingin will reduce the remaining forest patches that we have, aside from those who wantonly cut trees for cooking purposes. Many of our elders refused to understand its ill effects. We must intensify our education campaign to let them understand.”

Angelica Tumangkis, another classmate of Mary Anne, emphasized the importance of correct solid waste disposal as one measure that saves ‘dying’ rivers and environment in a poem she wrote.

“When I wrote that poem, I wanted to convey the message that environmental protection is urgent and that it should be done now. I hope that our Elders understand how urgent it is,” she said.

At the end of the training, Jana Jane Dacubor, regional coordinator of the Mindanao Tripartite Youth of the Ulamah-Bishops Conference, commended the youth for their commitment to help in environmental protection.

“I hope to see you successful in your avowed duty to preserve nature,” she told the students.

Georgina Fernandez, Ecosystem Management Specialist from the DENR, told the students that wild animals and micro-organisms living in forests balance the biodiversity. “If people continue to practice kaingin wild animals and even insects perish. Nothing will balance our biodiversity,” she told them.

Saving forests first Lumanjal whose father works for the Maintenance Department of TVIRD is bent on saving the forest in Siocon and in the adjacent town of Baliguian where she learned that a nesting ground of the Philippine Eagle

was discovered by the Wild Life and Park Bureau (PAWB) of the DENR in 2007 “I want this to be stopped. It endangers the natural habitat of the eagle. I want the Eagles to be protected,” she said.

In its report and supporting photos, PAWB identified the forest of Barangay Linay, in Baliguian as nesting ground of the Philippine Eagle. In August 11, 2007 a breeding pair of Philippine Eagles was discovered nesting in an old tree in Barangay Linay, according to the report. It also said that the nesting site is just 369 above sea level - the lowest recorded for Philippine Eagles.

The DENR declared the area as a Philippine Eagle “critical habitat” through RA 1947 or the Philippine Wildlife Act. Forester Hiya Jaapar, of the DENR, also revealed that another nesting site of the Philippine Eagle was found in Sibuco, another town adjacent to Siocon.

“The more that we should protect our forests here,” Herbadon quipped.

Reforestation Gemma Tolentino, TVIRD’s Subanon forester, said that at the moment the company has already planted and grown a total of 360,000 trees of diverse species inside and outside its 508-hectare mining concession area.

The company operates its copper-zinc project in Canatuan, the ancestral lands of the Subanons. Canatuan is a sub-village of Tabayo.

“The number of trees we’ve planted is five times in density compared before our entry in

Canatuan, which was a haven of illegal miners before,” she disclosed.

Tolentino said that as the company prepares the community and its employees for the pending conclusion of its mining operations by the end of the year, the Environment Department has almost re-vegetated the remaining 64-hectare affected areas.

“We’ve only affected about 199 hectares within our Mineral Production Sharing Agreement (MPSA) area, and another 26 hectares that belong to our Certificate of Ancestral Domain Title (CADT) lands. These remaining affected areas have yet to be planted with trees intercropped with natural grown trees found in Canatuan. Funds for the final rehabilitation phase are already placed in a government-owned Bank,” she said.

As highlight, participants and organizers participated a tree planting activity conducted at K. Mais Primary School, a newly-opened school at Sitio Solonsangan, just a kilometer from the company’s process plant.

Mary Anne, Angelica and Gemma all firmly believe that environmental protection start from one’s self. They belong to the tribe’s young generation who are conscious that while it is just and right to mine their mineralrich lands, it is also their avowed responsibility to rehabilitate what were disturbed not only for future Subanons but for Mother Nature as well. All are aware that their land is a source of life, and that one cannot exist without the other. (Mindanao Star)

Who bombed the shuttle?

ZAMBOANGA City––Police are searching for a man who tossed a grenade at a bus in Zamboanga City in southern Philippines, officials said.

Officials said 8 people were wounded in the attack. The man lobbed the grenade as the bus owned

In an e-mail to the Philippines News Agency Thursday, PAOCC identified the suspects as Orlando Daniel and Beniin Bacaltos.

Daniel was arrested at around 6:30 a.m. of July 3, while onboard ML Julmina bound for Sabah via Bakungan, Taganak Island in Tawi-Tawi.

PAOCC also intercepted 48 passengers believed to be potential victims of human trafficking. The passengers were composed of 36 adults and 12 minors who came from Davao and Zamboanga provinces.

Police said the gunman, who sneaked from an opened window of Roberto Pretila’s house in Ali Alsree village in R.T. Lim town and shot him, but missed. The gunman escaped, but Pretila’s baby was wounded in the shooting.

Pretila told the police the bullet that missed him hit the baby who was sleeping in the crib in another room. The infant was rushed to hospital, he said.

It was not immediately known if Pretila has identified his attacker, but police said an investigation is going on to determine the motive of the shooting. No individual has claimed responsibility for the shooting, but killings and gun attacks are a daily occurrence in the province.

Atty. Refran of the Philippine Stock Exchange talked about the stock market, recent developments (e.g. PSEi levels, market capitalization, capital raised, alternative investments, etc.).

Atty. Refran’s message: The current economic and market situation are not the same as in those years leading to the property bubble burst in 2007.

Atty. Refran then presented the efforts of the PSE to improve the market, including new projects (e.g., offering an online trading platform for retail brokers, having its own depository, establishment of a new issuer disclosure system to improve provision of data to investors, as well as implementing short selling locally) as well as offering new products to expand the menu of investment choices for investors (e.g. exchange traded funds or ETFs, PERA accounts, and having index options and futures contracts similar to that in Singapore).

In his presentation, Mr. Young of Colliers gave the participants a view on the recent developments in the property market.

Generally, Mr. Young thinks there is no property bubble yet. For him, asset price bubble is characterized by rapid price increase. The

market is unsupported by affordability; hence demand is increasingly speculative.

Clearly, there is no office supply bubble. There is low vacancy rates which is driven by supply shortfalls. As far as prices are concerned, rental rates are seen to grow by 5-10% in 2014. Lastly, office rental rate in Manila is still the cheapest in Asia, signifying that we have not been re-rated yet by market players, which is an indication of the absence of a bubble.

Also, Mr. Young said it is not accurate to say that foreigners are to blame in the perceived build up of the property bubble, since foreigners play a very small part in the Philippines commercial property market.

In the latter part of his presentation, Mr. Young shared how other countries intervened to prevent bubble build up. Most interventions, he said, were in the form of taxation of properties and transfers of properties to discourage speculative purchases.

Prof. Enrique Soriano III of the Ateneo Graduate School of Business also said there is no cause for panic at the moment in the property sector.

However, supply of mid-rise and high-rise building should be monitored.

He said the challenge now is in sustaining the momentum, and this can be done by extending the development beyond Metro Manila, ensuring those who borrow from banks fully comply with real estate requirements, and monitoring of new borrowing by inexperienced property builders/developers.

True to its mandate, the BSP will continue to conduct similar exercises with concerned sectors and stakeholders. Maintaining price stability is – and should be – a group effort.

Anotado and Osorio, who were then detained at Fort Bonifacio, filed for a petition to bail this year, while Palparan and Hilario are still in hiding.

“We can’t merely expect the government to work this out. For 7 years, Palparan is at large. Oplan Bayanihan, which was Aquino’s version of Arroyo’s Oplan Bantay Laya, is still strongly implemented in the country. Members of progressive organizations suffer on harassment and surveillance. Even human rights violations, such as extrajudicial killings and enforced disappearances, increased in number,” Mariel May Moralde, spokesperson of AnakbayanDavao City, said in a statement to Mindanao Star.

Anakbayan, the group which Sherlyn is a member, has been urging the captors to surface the missing students, and for authorities to capture Palparan and the others accused in the crimes.

“A lot of youth activists were harassed and were put under surveillance. Some were even threatened and afterwards, disappeared. Cleve Arguelles, Christian Tuayon, Vencer Crisostomo, who were all members of Anakbayan, had experienced these things.

Moralde stressed the truth on repressing students from being active in joining progressive organizations inside universities and identifying young activists as members of the New People’s Army, just like what happened to Karen and Sherlyn.

Among its main functions is to oversee the implementation of the Program of Action by all of the NDFP’s organizations including the NPA; and to receive complaints of violations of children’s rights and refer them for appropriate.

In a statement, the special office’s chairwoman Connie Ledesma said, “The Special Office for the Protection of Children (SOPC) of the National Democratic Front of the Philippines (NDFP) takes strong exception to the false and biased reports of the UN Office of the SRCAC on the so-called recruitment and use of children by the New People’s Army (NPA).”

Last month, the UN released its 2012 report on the violations committed against children. According to the report, there are 26 children who were recruited by armed groups in the Philippines.

Eleven of the said 26 children were recruited by the NPA, the rest were recruited by the Moro Islamic Liberation Front (MILF), the Abu Sayyaf Group (ASG) and the Armed Forces of the Philippines (AFP). The NPA, ASG and the MILF are also cited in the report as “persistent perpetrators” of the use of children in armed conflict.

“The Abu Sayyaf, NPA and MILF continue to be cited in the UN blacklist of parties that recruit or use children, kill or maim children, commit rape and other forms of sexual violence against children, or engage in attacks on schools or hospitals in situations of armed conflict,” the report said.

Ledesma belied the UN report saying that the allegations of the UN SRCAC are baseless. “After consultations with its regional representatives, the SOPC has confirmed that the allegations by the UN SRCAC of recruitment and use of children by the NPA in 2012 are baseless.”

She said that “those claimed to be child soldiers are civilians whom the AFP had illegally arrested, detained and tortured or killed during military operations under what the Manila government calls ‘peace and development projects’ against communities suspected of supporting or under the influence of the revolutionary movement.”

Ledesma added that all of those children happened to be in areas close to where armed encounters between the AFP and the NPA took place. “One was killed because of indiscriminate gunfire by AFP soldiers; others had been traumatized by artillery and aerial bombardments and were arrested while attempting to seek refuge in nearby communities.”

Ledesma further said, “The AFP practice of targeting children in communities and presenting them as child soldiers was again exposed on June 23 by the Mindanao Human Rights Action Center (MinHRAC) when they presented to the media three teenagers who were arrested and detained by the AFP in Kulasi, Sultan Kudarat, for purportedly being rebels when they were actually refugees who were attempting to return to their homes with adult companions to get their belongings after having evacuated from their community due to an armed encounter between the AFP and the NPA.” Ledesma said the policies and programs of the NDFP to protect the rights of children are clearly stated in its Declaration and Program of Action for the Rights, Protection and Welfare of Children.

“This document is strictly followed by all the allied organizations of the NDFP, which include the NPA and the Communist Party of the Philippines (CPP).”

Minimum age requirement According to the NDFP, since 1988, the Political Bureau of the CPP’s Central

Committee stipulated that the NPA may only recruit persons who are 18 years old and older as armed fighters for its combat units. Furthermore, on Oct. 15, 1999 the Executive Committee of the CPP issued the “Memorandum on the Minimum Age Requirement for NPA Fighters” reaffirming the minimum age of 18 for NPA fighters. In 2002, the policy of the minimum age was reiterated at the 11th Plenum of the CPP Center Committee.

A research conducted by an independent think-tank Ibon Foundation commissioned by the Unicef showed the strict compliance of the NPA on the said minimum age requirement of 18 years old for NPA fighters. The research also showed that respondents are also well aware of the minimum age requirement for NPA fighters.

“As far as the research team saw, there is general compliance with the CPPNPA-NDFP’s minimum age requirement policy. None among the fighters in the NPA units encountered were below 18 years old even as a few currently active NPA guerrillas joined when they were between 14-17 years old (the last being a 16- and a 17-year-old in 2003),” the research read.

The research also showed that there are under-aged applicants who want to join the NPA; however, these applicants are being turned away. “There were firsthand and secondhand accounts of under-aged youth who tried to join the NPA as full-fledged combatants but who were not accepted because of their age.

These emerged during the various focus group discussions and during individual interviews and can be taken as indicating efforts at strict policy implementation.” The research also showed that those who violate the said policy were meted with disciplinary action.

The research entitled “Uncounted Lives: Children, Women, and Conflict in the Philippines” covered the period of 2001-2005 in eight communities where armed encounters between the military and either the NPA or MILF occurred.

Meanwhile, Ledesma urged the UN SRCAC to advice its Philippine Country Task Force for Monitoring and Reporting (CTFMR) “to be more discerning and circumspect in the performance of its functions by exercising basic due diligence and not relying solely on reports by agencies of the Government of the Philippines (GPH) such as the AFP, Department of Social

Welfare and Development (DSWD) and Commission on Human Rights (CHR).”

“The CTMFR as befitting its mandate should investigate the situation on the ground by talking to the people in the concerned community – the parents, teachers, independent human rights groups and even local officials. The illegally arrested and detained children have suffered enough and should not be coaxed or coerced into making false statements and incriminating admissions while in the presence of GPH officials,” she added.

On the other hand, newly elected city mayor Romeo Pulmones said he immediately organized the City Disaster Risk Reduction Management Council (CDRRMC) upon his assumption as acting city mayor on April 16, 2013 per advice of City Interior and Local Government Officer Paulina Gadiano. CDRRMC was inactive during the previous administration.

Mayor Pulmones further said he would give priority the activation of the CDRRMC which is now undergoing reorganization.

“We will empower all its members and the Barangay Emergency Response Team (BERT) through trainings and provision of new equipment to be used in times of disaster,” he said.

Brand new school supplies poured in during the rainy opening of classes as the National Grid Corporation of the Philippines (NGCP) launched its Balik Eskwela project.

Implemented for the second time since 2010, the Balik Eskwela aims to build meaningful relationships with host communities while conducting massive information drive on transmission line and public health and safety.

NGCP hopes that the project will create awareness among the students and residents of the communities to encourage them to become instruments of transmission asset protection.

Simultaneous distribution was conducted among 50,000 elementary students in selected schools in Luzon, Visayas and Mindanao.

One set of school supplies is composed of a bag, pencils and notebooks printed with the NGCP mascot, “Linoy” (Linya para sa Pinoy), and value-laden messages on line safety and anti-pilferage on the front and back covers.

More than 160 public elementary schools all over the country benefited from the corporate social responsibility project.

Employees of the company took part in the event, volunteering to distribute school supplies to areas as far as Kalinga in North Luzon and Maguindanao in Mindanao.

Partner distribution utilities and directly-connected customers also provided support through coordination with local government officials, Department of Education representatives, and school administrators, particularly for schools located in far-flung areas.

revived the Balik Eskwela project because we recognize that school supplies are a big expense for these less fortunate students. It is our little way of relieving them of the burden of having to worry about small items like notebooks and pens.”

NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid.

It transmits high-voltage electricity through “power superhighways” that include the interconnected system

of transmission lines, towers, substations, and related assets.

As a responsible corporation, NGCP supports the communities hosting its transmission facilities, which it considers as a true partner in nation-building.
