Job fair hires 512 appliers

SG kills pal having ‘sex’ CAGAYAN de Oro City––A security guard shot dead his supervisor he caught sleeping with a woman in their workplace here Thursday morning.

Killed on the spot with five gunshot wounds on various parts of the body were Noel Japon,36,head security officer of Cagayan de Oro-based Mandarin Security Agency, of Alubijid, Misamis Oriental, and his alleged girlfriend Anna Fe Lara, 23, of Bagong Silang, Iligan City.

Police investigators at the Cugman police station here identified the suspect as Security Guard Danilo Bustillo.

According to the police, Bustillo surrendered after the shooting incident and admitted that he shot the head guard Japon out of “self-defense.”

Bustillo and Japon were security guards hired as watchmen of a company that sells Korean made surplus vehicles in Cugman, Cagayan de Oro City.

Police said that the shooting took place when Bustillo “accidentally” found out Japon and his girlfriend sleeping inside a bus in the company’s junkyard past midnight Wednesday.

Bustillo, who surrendered to police after the shooting, said that he was stunned to see Japon with a woman inside the unserviceable bus.

Bustillo alleged that he fired his gun on impulse for fear that Japon was reaching a gun to shoot him.

“I was acting on impulse when I fired the gun since I thought that Japon would should me,” Bustillo added.

Police said Bustillo reportedly fired seven bullets after the suspect reloaded his five-shooter service pistol.

Bustillo is now in the custody of the police as investigators are looking into the motive of the shooting.

GENERAL Santos City––A total of 512 job applicants were “hired on-the-spot” by various local and overseas employers during the Kalayaan or Independence Day job fair held in nearby Koronadal City on Wednesday.

Dominica Millan, Department of Labor and Employment (DOLE)-South Cotabato provincial director, said Thursday such figure comprise about 40 percent of the 1,269 residents from various parts of Region 12 that participated in the job fair.

DOTC mulls expansion of new Misor airport LAGUINDINGAN, Misamis Oriental––Even before the Laguindingan Airport could formally start its commercial operation on June 15, 2013, the Department of Transportation and Communications (DOTC) is already egging for its expansion.

After presenting the technical details of the new facility to President Aquino Tuesday, DOTC Secretary Joseph E. A. Abaya said the Laguindingan passenger terminal would be opening at its maximum planned capacity and may already need expansion.

“With a total area of 7,184 sq.m. and with a capacity of up to 1.6 million passengers per year, this [passenger terminal] is more than three times as spacious as the Lumbia airport and makes it one of the biggest passenger terminals in the country,” Abaya said.

He said the terminal is opening at maximum capacity thus, the need to immediately plan for its expansion.

The old Lumbia airport in Cagayan de Oro City had a passenger volume of 1.622 million passengers in 2012, according to figures from the CAAP Area IX office.

Other facilities of the new airport include a 736 sq.m. cargo terminal building, eight floor control tower and operation building with 744 sq.m. cab, administration building, crash/fire rescue building with one unit 90,000 liter crash fire vehicle and one unit

ambulance, maintenance building with one runway sweeper and one tractor mower, cold water receiving station, power house building and sewage treatment plant.

A four-lane airport access road links the airport to the Iligan-Cagayan-Butuan-Road (ICBR) and the cities of Northern Mindanao and Lanao del Sur in the ARMM. “As we look forward to the start of commercial operations in June 15, we see Laguindingan Airport as the new gateway to and from Northern Mindanao and a channel to an increasing flow of investments, trade and commerce,” said Director General William K. Hotchkiss III, Director General of the Civil Aviation Authority of the Philippines (CAAP).

However, the business sector led by the Oro Chamber and the Philippine Chamber of Commerce and Industry Region X remains adamant in its opposition to what it considers the “premature opening” of the airport.

After 22 years, Laguindingan airport starts commercial operation on June 15

LAGUINDINGAN, Misamis Oriental––After 22 years in the making, the P7.8 billion Laguindingan Airport will finally be open for business on Saturday, June 15.

Aboard a chartered Gulfstream aircraft, President Benigno Aquino III and his entourage landed Tuesday at the airport for its inaugural flight, “ending the debate” on its safety and paving the way for the start of commercial operations.

“This will be the gateway to Northern Mindanao and is one of our finest airports,” Aquino told the guests and public officials who gathered at the airport to watch the inaugural flight.

Aquino later led officials in inspecting the facilities of the 7, 184-square meter airport terminal building, which is expected to cater to 1.6 million passengers a year.

“Ito ang magpalago sa turismo dito sa Northern Mindanao (This will be a boon to tourism in Northern Mindanao),” Aquino said.

The President brushed aside the safety issues raised by the Cagayan de Oro Chamber of Commerce and Industry (Orochamber), which opposed the airport’s opening due to lack of modern navigational equipment like the Instrument Landing System (ILS).

“Laguindingan, even without the navigational aids, is safer than Lumbia

airport,” Aquino said.

Aquino noted that the old Lumbia airport is located near the mountains south of Cagayan de Oro while Laguindingan sits on a flat terrain near the seashore, an ideal location for airports.

The issue on safety has dogged the opening of the airport ever since Aquino ordered its opening on April 15, which was eventually changed to June 15.

“It is now the responsibility of the government.

They are opening the airport, they must face the consequence if something happens,” Orochamber president Efren Uy said.

Uy said the business sector was concerned on the safety of the passengers upon learning that Laguind-

ingan Airport will be opened without navigational aids that would help airplanes land safely.

The Civil Aviation Authority of the Philippines (CAAP) has promised that the ILS; VHF Omnidirectional Range Navigation (VOR); Meteorological Observing System (MOS); Precision Approach Lighting system (PALS); and Precision Approach Path Indicators (PAPI) will be installed by May 2014.

“We hope the government will hasten the installation for the sake of the safety [of passengers],” Uy said.

Uy said that due to lack of navigational devices, planes would be allowed to use the airport only from 6 a.m. to 6 p.m. daily for safety reasons.

He said this will limit the arrival and departure of airplanes from the present 28 flights a day in Lumbia airport to only 14 flights a day at Laguindingan.

“The reduction of daily flights will result to tremendous losses on the business sector,“ Uy said.

He estimated that losses in marine and cut-flower products alone will reach P250 million by the time the operations of the airport will be fully normalized next year upon the installation of the navigational devices.

Surpassing growth of its postpaid and broadband businesses In light of the increasing smartphone penetration in the country and growing popularity of internet access via the mobile phone, Globe Telecom looks at its mobile browsing business to bolster business growth and sustain momentum amidst an increasingly competitive and mature mobile market.

One of the thrust of the Department of Education (DepEd) to ensure that everything’s ready before the pupils and students are back to school for a new school year is the implementation of the Brigada Eskwela scheme.

As a teacher, I’m into this scheme since it does show that the education sector is of much concern to the welfare of the pupils and students not only in giving quality education but to other aspects as well.

Brigada Eskwela entitles the teachers, parents, stakeholders, and school official to clean school grounds, to repaint classrooms, to ensure classroom safety measures, and to fix everything in general before the classes start.

This year, public schools across the country have already conducted Brigada Eskwela just in time before the classes were officially opened on June 3. Public school teachers were hand-in-hand in making sure that their pupils and students are of safety and comfy.

With, I would like to commend the efforts exerted by the Department of Education in implementing schemes like this, and above all the public school teachers who have sacrificed their summer getaways just to provide extra service to the parents and their pupils and students alike.

And now that school year 2013-2014 has been officially commenced and that it was successful, kudos to the officials of the education sector and to all teachers who never failed to guide and teach our pupils and students, and to the parents who have worked also with us, with full support. YANGON -- Tourism ministers from the Association of Southeast Asian Nations (ASEAN) are committed to implementing tourism standards for the region and a common regional visa to ease travel barriers and boost tourism sector growth by up to 20 percent, according to the ongoing World Economic Forum earlier.

“We are trying to promote ASEAN as a destination by including two to three stops in one package,” a news release quoted Mari Elka Pangestu, minister of Tourism and Creative Economy of Indonesia, as saying.

The travel and tourism sector offers Myanmar an important opportunity to create jobs and boost employability, the release said.

Myanmar is also committed to boosting intra-regional trade with a common visa for ASEAN nationals to be made available in 2014, it said, adding that in the midst of an economic metamorphosis, the tourist sector is playing an important role in boosting

Myanmar’s urban and rural economies.

“Last year Myanmar received 1.06 million visitors. This year, we have been receiving visitors with a growth of 40 percent, but we want to get more,” noted U Htay Aung, Myanmar Minister of Hotels and Tourism, according to the statement.

Anthony F. Fernandes, group chief executive officer of AirAsia Malaysia and also a co-chair of the WEF on East Asia, said that Myanmar must consider how it wants to market its unique destinations, pointing out that with the availability of low-cost travel, young people are the drivers of growth in ASEAN’s tourist sector.

The 22nd World Economic Forum on East Asia, hosted by Myanmar for the first time, was formally opened at Myanmar International Convention Center in the country’s new capital of Nay Pyi Thursday.

At the forum, Myanmar, Cambodia, Indonesia and the Philippines

agreed to work on ASEAN Common Smart Visa and signed the Statement of Intent on SMART Visa.

The four countries expressed their intention to collaborate with relevant government agencies and other stakeholders to facilitate travel in the region by developing a common smart visa system.

The forum was inaugurated by Chairman of the World Economic Forum Klaus Schwab, Myanmar President U Thein Sein, Vietnamese PrimeMinister Nguyen Tan Dung and Lao Prime Minister Thongsing Thammavong.

The three-day forum includes several separate sessions covering agenda of acceleration of ASEAN integration and dialogue with Myanmarbusinesses and energy development.

The forum, under the theme “Courageous Transformation for Inclusion and Integration,” brings together over 900 participants including over 500 business leaders from 55 countries and the host country.

The elusive peace PEACE is theologically understood as not just the absence of war or armed conflict but a situation in life that is devoid of any form of fear because most, if not all, enjoy fullness and abundance of life.

From the theological understanding of peace, hopelessness as a result of poverty regardless of the degree of its intensity surely does not bring about peace.

Poverty, especially if it is so pervasive, just ensures un-peace in every aspect of human life in the level of the individual, families and society as a whole.

The current un-peace in the country is undeniably spawned by poverty. In fact, the poorer the locality or province, the more intense the un-peace is.

A deeper view Jesse E.L. Bacon II In localities or provinces classified by the government no less as belonging to the poorest, the un-peace there has been brought to the level of armed confrontation between the hopeless poor against the very government that has sworn before God and man to serve them. Unless the government looks at the current un-peace as the result of hopelessness triggered by abject poverty,

it’ll continue to hang on to the notion that this un-peace can be licked through the use of force.

The communist ideology that serves as the guiding star of the people who took it upon themselves to overturn the un-peace they are experiencing because of poverty is just incidental.

This rebellion will continue even beyond the lifetime of the present generation unless the government humbly accepts its error that employing the military option in solving this unpeace is not the best solution that should not even be considered as solution. Education department should improve competence of mentors In spite of the big budget for the Department of Education (DepEd), the department still faces perennial problems that appear to be without solution. By the way, the government reportedly allocated P292 billion budget for the education department for 2013. Earlier, we thought that the DepEd budget was about P238 billion for the current year. However, the P 238 billion budget was the amount Cris Diaz allotted in 2012.

One can just imagine the large sum of money intended for the education system compared to the budget allotted for social services. No wonder, one would always hear complaint about government’s inadequate provision of basic services to the masses of our people.

However, the people wonder on the education department’s failure to address problems on the lack of classrooms, books, and public school teachers in the country. Perhaps, there is something wrong in identifying the priorities of the country’s educational system.

For instance, the controversial K12 policy has drawn varied reaction among education experts. The implementation of an additional two years to the primary and secondary levels of the country’s educational requirements means additional expense. This is the reason of the sudden increase of the budget for the DepEd this year.

On the other hand, the parents suffer more of the new education policy since an additional number of years in the primary and secondary levels also mean additional expense. Education officials believed that increasing the number of years in the primary and secondary levels

would provide the students adequate skills that would qualify them for employment. By this time, an employed student may opt to continue a college education.

Everybody shares the obsession of the education officials to equip students with necessary skills. The problem, however, that the education system is facing today is not about skillful students. The problem is about “quality education.” It is the contention of education experts that students could only acquire necessary skills under competent mentors.

The training of competent mentors is one of the predicaments that the DepEd is trying to resolve. While public school teachers are required to hurdle the board exam for teachers, passing the teacher’s board does not guarantee of producing competent public school teachers.

Thus, there are strong recommendations that DepEd should spend more for the training of public school teachers in their specialized field of studies.

They said that this approach is much better than implementing the K12 program, which added burden to DepEd and parents.

Certainly, the regular training and exposure of public school teachers would improve their skills and authority in their field of studies. What are these trainings but seminars and workshops undertaken by experts and authority of specialized field of studies?

The DepEd could invite lecturers from other countries to train public school teachers. On the other hand, DepEd may also send teachers for further studies abroad to hone them in their specialized field in science and technology. simply installing closed circuit television cameras (CCTV) in practically every nook and cranny of all localities is stupendously the same with its solution to solve the un-peace as a result of poverty.

Guns and bullets no matter how legalized they may be can never improve the life situation of the poor. It is only by ensuring that the farmers in the countryside are always productive as farmers that poverty in the rural areas can be effectively addressed and thus eradicated. How to ensure that the farmers are productive year round? It is by seeing to it that farmers own the sizable farmland they are to be tilling.

Farmers productivity all throughout the year can likewise be ensured if government allocates a huge amount of public funds to subsidize the acquisition by every farmer of mechanized farm implements, acquisition of high-grade seeds and organic fertilizer, farm support such as farm to market roads and irrigation system and most of all ensure that their produce have a ready market that pays them just and fair prices.

Ensuring that the countryside is productive will definitely prevent the migration of the rural folks to the urban centers where they just end up as informal settlers with bleak future. A productive countryside will also ensure that the youth there are able to pursue tertiary level of education in areas where they can help boost the countryside’s productivity. It is only the government that can help ensure all these but is the government doing these?

In the 7.8 percent growth rate posted by our gross domestic product or GDP, agriculture’s contribution was nil. What does this tell us? It tells us that nothing good is happening in the rural areas where about 70 percent of the Philippine population resides. The lesson that we can learn from the first quarter GDP is that the government should address the concerns of the farmers if we dream of making the agricultural sector contribute substantially to the GDP in particular and the economy in general.

If the national government is not seriously addressing the concerns of the countryside folks, the local government units are not addressing the problems of the poor in their localities as well. Just look at the kind of programs or projects these local government units are allocating their funds for.

In Butuan, for example, the city government there is spent so much of their scarce resources in purchasing CCTV cameras, improving their natural park into a cemented one, buying a lot of radio airtime to paint a rosy picture of their thorny

In short he is such a multidimensional leader that he can attract different people in Indonesia.

The members of the voluntary association are now raising their fund with their own money, voluntarily, and planning to have a grand meeting. The most interesting phenomenon is that they will invite the volunteers not only from Indonesia but also from other countries, throughout the world.

The change of society from politically illiterate to politically literate is very important for any nation.

Such a condition leads to the society to be more logical and realistic rather than to be tendentious and sensitive. However, to get the prospective multidimensional leaders is not easy.

It needs a good synergy between intellectuals and political leaders. Yet, it is quite difficult to have such a synergy.

Love of country should always remain priority like CSR or corporate social responsibility or even personal social responsibility because it is of the same pool we derive talent from for our businesses and where our leaders come from.

The rich and the powerful that have influence are more to blame with all their time prioritized for personal gain.

The richer they get the more money they require, this we call simply greed!

The academe is not to be left out with their responsibility to the country to improve the home grown talents not necessarily just inside the campuses but in the economic and political arenas as well if need be.

The Church also has its fault all considering how splintered they are with their conflicting messages outside their own faiths. It has to be true; the more one reads the more confused the messages become.

Class suit vs Cowd, Rio Verde sought “WE received the complaint and we had to act on it!”

This was stressed by Councilor Alden Bacal, chair of the City Council committee on public utilities, adding that the class suit for mandatory injunction to be filed by the city against the Cagayan de Oro Water District and the Rio Verde Water Consortium, Inc. is in line with the city government’s efforts to solve water problems experienced by residents.

In response to the recommendation of the committee, the 16th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas enacted Ordinance No. 125972013 authorizing Mayor Vicente Y. Emano to file the necessary case in court to order the COWD to provide additional volume of water to amply supply the needs of the residents and the RVWC to deliver 40,000 cu. m. and the additional volume needed on a consistent flow 24 hours a day.

According to Bacal there have been complaints regarding inadequate water supply in the west side of the city but other areas on the east side are also experiencing the same problem.

He said the committee recommended the filing of a civil case against the companies based on the manifestation of the COWD regarding the contract it has entered into with the RVWC, which was disallowed by the Commission on Audit (COA).

“There is no other way to solve the problem as the COWD is bundled by its contract with the consortium,” Bacal cited.

Millan said 1,027 job seekers registered and applied for available local jobs while 242 others sought overseas work opportunities.

She said 442 of the applicants were immediately hired for skilled and professional job placements locally and 65 for abroad.

“Those who were hired onthe-spot were already advised by their employers to immediately report for work,” she said.

The official said the total onthe-spot hires in Wednesday’s Kalayaan job fair surpassed the 411 recorded during the preLabor Day job fair held at the same venue in late April.

She attributed the increase to the accessibility of the venue and the holding of the event during a declared special nonworking holiday.

Millan said that aside from the job fair, several attached agencies of DOLE also set their kiosks at the venue to provide advices to job seekers and other interested residents.

She said among them was the Technical Education Skills and Development Authority (TESDA), which offered job seekers with alternatives regarding the appropriate skills to pursue so they can easily get hired in the next fair.

Aside from the job fair, DOLE-12 also held the 1st Regional Career Advocacy Congress that was attended by around 200 representatives and officials of local companies and industries, career guidance counselors, public employment service officers and officials of colleges and universities.

Ofelia Domingo, DOLE Region 12 director, said they mainly discussed various problems and strategic solutions to the problem on job mismatches within the region.

“The participants committed to work out some measures that will cushion or minimize the job mismatches to also help address our problem on unemployment,” she said.

struct the airport. A budget of US13.36 million (around P570 million at current exchange rate) was provided for navigational equipment.
