ZAMBOANGA CITY (MindaNews) – Seven people were wounded when a fragmentation grenade was lobbed into a shuttle bus of the Philippine Fisheries Development Authority (PFDA) Monday in this city.

De Ocampo said the explosion injured seven of the 11 PFDA employees aboard the bus, which was

en route to the Zamboanga Fish Port Complex in Barangay Sangali.

He identified the victims as Jaafar Hasan, Orly Villareal, Emil Anitan, Eugene Lozano, Luciano Jelaga, Ombre Hamsirani, Jr. and Steven Sustento.

The victims, most of whom suffered shrapnel

wounds in their legs, were rushed to the Zamboanga City Medical Center.

The PFDA, which manages the Zamboanga Fish Port Complex, is a government-owned and controlled corporation attached to the Department of Agriculture (DA).

Local gov’t execs vow to make CDO climate-resilient

NOTING the threats the city is facing from a changing climate, local government executives yesterday vowed to pursue “green” policies and programs that will make a climate-resilient Cagayan de Oro. Local government officials, led by Mayor Oscar Moreno, however, admitted they don’t have the expertise needed to make this “ambitious” program a reality, thus, they need the help of all sectors, especially civil society organizations (CSOs) and non-government organizations (NGOs) that are championing climate change mitigation and adaptation, and disaster risk reduction programs.

Uy said he is willing to learn how he can best help his constituents in the first legislative district, especially his own Barangay Carmen — where he served as long-time chairman before becoming congressman — become disaster resilient since many parts of the district are very vulnerable to the impacts of climate change and environmental degradation.

He said Tropical Storm Washi (Sendong) was “a great learning experience” for him, which “made me more eager to run [for congressman] because I don’t want to bring my people suffering and serving the people is my passion.”

He said his main legislative agenda in Congress is to ensure that NGOs, NGAs (non-government agencies) and institutions that have the expertise in climate change adaptation, mitigation and building resilient communities are

supported by government to pursue their programs for the good of everyone.

Uy stressed that Cagayan de Oro can no longer afford a repeat of Sendong and Pablo, which devastated the city on December 16, 2011 and December 4, 2012, respectively.

that Cagayan de Oro is under constant threat from sea-level rise, flashfloods and other impacts from climate change due to its location and advance degradation of its environment, especially in the hinterlands.

Like his counterpart in the first legislative district, he urged the participation of every sector of the Cagayan de Oro society to ensure that the environment is adequately protected from further damage.

“Kagay-anons should also realized that they have a vital role to play in ensuring that the city become climate change-impact resilient like not throwing their garbage anywhere and follow the law on proper waste segregation,” he said.

For his part, Moreno said he will continue in the city what he started in the province especially in protecting Cagayan de Oro from climate-induced natural disasters and calamities.

Moreno said that his administration will make sure that the City Disaster Risk Reduction and Management Council (CDRRMC) will be functional and that the 20 percent Disaster Risk Reduction Fund will be invested in projects that will increased the resiliency of disaster-vulnerable communities, like those along the Cagayan de Oro River.

Under the Philippine Disaster Risk Reduction and Management Act of 2010 (RA 10121) local government units can spend up to 70% of the 20% DRR Fund for projects that increase the capacity of communities to respond to calamities.

Only 30% of the DRR Fund is reserved for disaster response.

Lami-Lamihan 2013: 30 years of ‘merry-making’ in Lamitan

ISABELA CITY, Basilan–– Celebration is a typical Filipino trait that expresses the unique characteristic of being happy and grateful, as one commemorates significant moments of one’s life through merry-making in the form of dance and music. And often this is shared by the community.

The idea of celebration and merry-making (maglami-lami ) for the Yakan’s of Basilan has led to the evolution of a local tradi-

tion called Lami-Lamihan observed annually during the last weeks of June. This culminates at the town fiesta—Catholic’s feast of the city’s patron Saint Peter the Apostle on June 29 where a unique exchange of beliefs and traditions of cultures happens. The Yakans, the local indigenous group who embraced Islam decades ago, showcased their unique culture of rituals, music, and dance for some two to three days ahead of the

local Christian Catholic fiesta tradition.

Decades of interaction and intermarriages result in a blend of culturallyrich community that combines the heritage of various peoples and cultures in the island province.

For fear of losing the unique local traditions, the local government conceived thirty years ago the annual Lami-Lamihan to remind and educate young generations about the beauty of

the Yakan culture.

Since then, the festival became the avenue for cultural preservation and development and promoted as a tourist destination.

For 2013, the LamiLamihan adopted the theme: “Lami-Lamihan: Ngayon, Bukas tuloy and kasiyahan (Lami-Lamihan: Today, Tomorrow onward to Merrymaking)” , to instill into young peoples’ consciousness of appreciating LAMITAN | page 8

The Yakans of Basilan Island This short introduction is based on a writeup by Reuben Muzarin, a Yakan, who is documenting his ancestral history and culture.

THE Yakans are the traditional settlers of Basilan Island in the Southern Philippines, situated to the west of Zamboanga in Mindanao. It is said that their typical physical characteristics are strikingly different when compared to the other ethnic Filipino groups (relatively high-bridged noses and tall stature).

Traditionally they wear colorful, handwoven clothes.

The women wear tightfitting short blouses and both sexes wear narrowcut pants resembling breeches. The women covers it partly with a wrap-around material while the man wraps a sash-like cloth around the waist where he places his weapon––usually a long knife.

Nowadays most the Yakans wear western clothes and use their traditional clothes only for special festivals.

IT is terribly offensive to have to read on a major broadsheet––two men kissing on the lips with passion at that. I can only imagine the damage to the kids who will see and read this. It is not enough it seems, that we have cross-dressers on TV with gay-speak as well as on radio as if to propagate their kind.

Is there a conspiracy by media to promote the gay culture?

If I am not mistaken we are Harry Tambuatco predominantly Catholic in the Philippines and our faith does not share kindly towards this endeavor. While this may be an international news update, we need not promote this behavior openly.

News somehow becomes our politics and we need to make our politics responsible to our faith. While we in the Philippines are predominantly Catholic there is no doubt Christians have increased in numbers over the decades especially with the evangelization on TV and radio. Unless you were protestant since birth, Christians were initially Catholics to begin with. Proof of this, is baptism after birth.

The gay culture is unacceptable in a Catholic country such as the Philippines however is tolerated. There is no compelling need to promote it either way.

Then there is the demonization of children who were somewhat infected after playing “spirit of the glass” allegedly wherein these school children were rushed to churches and hospitals having gone awry in school screaming their heads off. Demons and what-not in the Philippines? Now we know why Dan Brown the author, zeroed in for his “gates of hell” to be in Manila of all places. Again the Church is in the center of all this phenomena as if the faith tolerated issues outside the teachings of Christ. As Catholics, as Christians are we made to believe in the occult? Every time I would mention “karma” or the issues of the feng sui; I was told growing up (and in a Catholic school at that) that we are not supposed to lend importance to this nonsense.

In fact our faith does not give any credence whatsoever to these types of tales and yet today we do. Or do we?

Unless I am wrong; we are possibly the last bastion of Christianity in Asia being predominantly Catholic with close to 100 million people. Am I wrong?

Palompon, Leyte’s Kalanggaman Island, records 13 thousand tourists last summer

TACLOBAN CITY -- Last summer proved to be favorable to Kalanggaman Island of the town of Palompon with almost 13,000 domestic and foreign tourists who visited the low profile destination.

In May, 7,143 tourist arrivals were recorded, composed of 6,569 domestic and 574 foreign tourists.

security and safety reasons.

He added they added five staff to the existing personnel in the island as part of their effort to ensure cleanliness and in protecting the ecological aspect of the islet.

The eco-tourism officer revealed the islet has become a subject and location of different photogra-

phers to include those with magazines with a national scope, like the Cosmopolitan Philippines magazine that just had its pictorial in the island which will be published on its July or August issue.

It is a six-hectare government property that offers turquoise crystal clear waters, fine white sand, dwarf palm trees that naturally dot the island and beautiful sunset that could mesmerize tourists.

It also has two sand bars: the eastern sand bar stretches to over 200 me-

ters into the sea, the other sand bar is shorter on the other side.

This island paradise is the crown jewel of northwestern Leyte tourism hub.

700-yr-old shipwreck antiquities found in central Vietnam HANOI--Thousands of antiquities from an ancient sunken ship have been discovered in Binh Son district in Vietnam’s central province of Quang Ngai, state-run news agency reported on Monday.

Among the discovered objects, over 4,000 artifacts, including coins and ceramics, were recovered undamaged, which are believed to date back to the 13th century.

Sydney visitors invited to explore Aboriginal culture SYDNEY -- Visitors to Sydney are invited to enjoy a free bicycle tour through the city’s Aboriginal history next Monday, July 8, 2013, as part of a week-long celebration of indigenous culture.

Bikes, helmets and travel bags will be provided for two separate tours with limited spaces on Monday, beginning at 10 a.m. and midday at the Rocks and finishing

in Sydney’s Hyde Park.

The one-hour trip will take bike riders through the historical Rocks area, stopping at Circular Quay on Sydney Harbour where Aboriginal men used to spear fish and first contact was made between Aboriginal and non-Aboriginal people.

Riders will also explore artworks by indigenous artists and take a pit stop at the Australian Museum

to peruse thousands of rare artifacts from past and present Aboriginal culture.

“A lot of people don’t realize that Aboriginal culture is everywhere. It’s on your way to work, taking your kids to the park or even going through the city,” said tour guide William Stevens, a Murriwarri man from northern New South Wales.

“Just by going for a ride on your bike you can learn

heaps about our culture,” he added.

The tour is part of a festival of indigenous culture running from July 7 to 14, 2013. Events include a day of traditional food, song, dance, native animals and art in Hyde Park on Monday, plus a flag-raising ceremony, photography exhibition, artist talks and workshops throughout the week. Ilonggo solon supports bid to regain city title ILOILO City--Re-elected congressman Jerry P. Treñas of the lone district of Iloilo City throws full support to reelected Iloilo City Mayor Jed Patrick Mabilog’s bid to regain and bring back the title of the original Queen City of the South to this southern city.

Iloilo was raised into a city by a royal edict of the Queen Regent Maria Cristina of Spain in 1890 through a royal logo with wordings “La Muy Leal Y Noble Ciudad de Iloilo.”

Treñas said the dream of regaining back the city title as queen city starts with a victory of the people in supporting a full ticket of the unified team to run the city government in the next three years.

‘Equipment, gadgets to provide lead time before disaster now available’ – DOST

BUTUAN City--A disaster prevention and mitigation sub-committee regional chief told a press forum Monday that equipment and gadgets that may give lead time before a disaster are now installed or are ready for installation in some selected and strategic places in the region.

Dept. of Science and Technology Regional Director Dominga Mallonga said the DOST, PAGASA, PHILVOCS and other agencies tasked as the sub-committee on disaster prevention and mitigation through project dubbed as the “Nationwide Operational Assessment of Hazards” (Project NOAH) which was started last year, had among its components the provision of equipment, which can give the lead time on early warning systems before a disaster or a calamity, such as flood occurs.

Mallonga said their office is providing automatic rain gauges and automatic water level monitoring sensors and they have this already for implementation here in the region.

According to Mallonga, they have now received a total 63 ARGs and AWLMS to be placed at the 18 prior-

ity river basins throughout the country.

Agusan River basin, she said, is among the designated priority areas.

In Caraga region, Mallonga said, 20 areas will be identified by the DOST and PAGASA as ARG and AWLMS sites.

Currently, their agency, according to her, in coordination with the local government units, had installed seven ARGs and nine AWLMS in Agusan del Sur province and one of such equipment in Agusan del Norte which is installed in the town of Las Nieves.

Another five AWLMS will be installed; 4 of these will be in Butuan City and another 1 in Cabadbaran City.

“The equipment are now at the DOST regional office ready to be installed,” Mallonga said.

The automatic rain gauges according to Mallonga which can monitor the level of water on the bridges which are strategically identified and located.

The gadgets can gauge the water level from the rivers and tributaries upstream and can provide the necessary data downstream and may provide enough lead time for preparations.

been tested in Manila during a monsoon (Habagat) rain and it was able to predict six hours before the water level rose in Marikina City.

She said in Caraga, the six hours lead time is also enough for pre-emptive or preventive evacuations.

Another equipment provided for disaster prevention

and mitigation is the Dopler System, a typhoon tracking system which can predict 24 hours before a typhoon occurs.

One of such equipment here in Mindanao, which is operational 24-hours is placed at the town of Hinatuan in Surigao del Sur, according to her.

Engr. Lolita Vinalay, the chief meteorologist of PAGASA, Caraga said that in Mindanao, the operational Dopler Systems are located in Hinatuan, Surigao del Sur and Tampacan in South Cotabato.

Another of such equipment is planned by the government to be installed in

Zamboanga, to cover the whole Mindanao. Vinalay said that one Dopler system has the capacity to monitor 480-500 kilometers.

“It can forecast 24 hours before an impounding weather threat occurs and even provide the necessary data of the amount or volume of rainfall,” she said.

WASHINGTON -- One out of 10 people around the world is likely to live in a place where two or more sectors such as crop yields, water, ecosystems or health are severely impacted by climate change by the end of this century, if greenhouse gas emissions continue unabated, according to an international study released Monday.

The study, which appeared in the U.S. journal Proceedings of the National Academy of Sciences, identified the southern Amazon basin as the “most prominent” climate impact hotspot, saying that the region is projected to “experience severe changes” in three sectors of crop yields, ecosystems and water availability.

The second largest hotspot region is southern Europe, with overlapping changes in water availability and ecosystems. Other hotspots that might experience severe change in multiple sectors included tropical regions in Central America and Africa as well as

northern regions of south Asia.

“Overlapping impacts of climate change in different sectors have the potential to interact and thus multiply pressure on the livelihoods of people in the affected regions,” lead author Franziska Piontek of Germany’s Potsdam Institute for Climate Impact Research said in a statement. “This is why we focus on multisectoral impacts around the world, which turn out to be felt in developed as well as developing countries,” Piontek said.

This is the first study to identify hotspots across these sectors based on a comprehensive set of computer simulations both for climate change and for the impacts it is causing. Modelling groups from Germany, China, Japan, the United States and other countries collaborated under the so-called Intersectoral Impact Model Intercomparison Project to generate consistent data.

They considered impacts re-

lated to water, agriculture, ecosystems and health at different levels of global warming and found that “multisectoral overlap starts to be seen robustly” at a mean global warming of three degrees Celsius above the 1980 to 2010 average.

If the average global temperature rise was four degrees Celsius, 11 percent of the world population was “subject to severe impacts in at least two of the four impact sectors” but there is no overlap of severe change in all four sectors, it said.

“We get a broader range in projections of future crop yields, for example,” said co-author Alex Ruane of the U.S. NASA Goddard Institute for Space Studies.

“It allows for a risk management perspective -- in the hotspot parts of Africa, for instance, even small temperature rises can lead to additional losses that many small farmers simply cannot afford.”

PUERTO PRINCESA City--The policy-making body Palawan Council for Sustainable Development (PCSD) is set to sue the Rio Tuba Nickel Mining Corporation (RTNMC) in the southern town of Bataraza for alleged quarrying outside the Strategic Environmental Plan (SEP) clearance they were issued.

In a media interview, Alex Marcaida, spokesperson of the PCSD, said their recent monitoring revealed that the RTNMC is quarrying outside the SEP clearance they were issued in Barangay Rio Tuba, Bataraza.

“In the findings of the staff, there was quarrying outside the approved area of the PCSD, or without clearance of the PCSD. But according to RTNMC, the area is included in their mining claim,” said Marcaida.

He added that following the discovery of the quarry operations, the RTNMC was given one month to explain but it only sent its lawyer to the execu-

tive committee meeting of the PCSD in Barangay Irawan at the Department of Agriculture (DA)-Provincial Rural Center.

The lawyer, said Marcaida, did not explain but instead requested for a time extension to give their side of the issue.

The PCSD, headed by outgoing Governor Baham Mitra, reportedly did not give the RTNMC any extension, and inform the lawyer that it will pursue the case against the illegal quarrying operation.

In reaction to the findings, Environmental Legal Assistance Center (ELAC) lawyer Grizelda Mayo-Anda said in a local television interview that the NGOs look forward to the filing of the case.

She said that despite their many complaints in the past regarding mining violations, which were unable to merit positive outcomes, they are happy that it is now the PCSD that came to realize the violation of RTNMC. The RTNMC is one of the largest nickel mining companies operating in southern Palawan.

Electoral reforms If news reports about the shooting incident involving former Cagayan de Oro City Rep. Jose Benjamin “Benjo” Benaldo Thursday evening last week right that happened right inside his hallowed office in the House of Representatives were to be believed, the incident was meant to call attention to the need for electoral reforms in the country.

Reports had it that immediately after Benaldo was brought out of his office for treatment in the nearest hospital, a note said to be in his own hand writing was found on his table. The note was placed underneath an envelope containing cash in P1,000 bills and it reportedly reads, “for electoral reforms.”

Police probers say that based on their investigation but sans Benaldo’s own testimony, the incident was selfinduced. But what struck me about this incident is the existence of that alleged note somehow linking his

Why he was badly hurt by his electoral loss is his to tell. And I will not dare make any speculations here so as not to add agony to the pain being suffered by his family because of that incident that almost took his life. Indeed, the family deserves the privacy they have been asking for from media the moment it was

reported that he attempted to take his life inside his office.

But I’d like to focus our discussion on his call for electoral reforms for such call truly deserves attention by everyone. The matter is of interest to all citizens of this country.

Since elections were restored with the ouster in 1986 of Ferdinand Marcos who ruled this country for 14 years with an iron fist, the electoral process has retrogressed to levels where it no longer serves as the vehicle through which the people express their will. Even the nomination of candidates

has become a mockery, if not a joke, thus making the elections a choice not between evil and good but between two evils, in almost all contested areas in the country.

Whereas before vote buying was only confined in certain localities such as Butuan in Agusan del Norte, since 1986 more and more localities were added to the roster of places where vote buying during elections has become the rule rather than the exception. In fact, in the last mid-term elections, vote buying, I understand, became part and parcel of the whole process. The results of the mid-term elections last May, I gathered, was decided by how much money a candidate could shell out which is bigger than what his opponent could afford.

I have no doubt about this even if everyone denies officially that massive vote buying attended last May’s REFORMS | page 8

Well, as a teenage girl Cherie chose to change.

After finishing her education, she started her own business and now she travels across her nation as a public speaker to teenage kids, talking to them about their life choices.

live their life in little ruts, refusing to change anything in their little world.”

So when things are not the way we think they should be, we have two choices: we can keep complaining about them, or start changing them.

A wise man said: “Stop complaining about what you have allowed.”

It’s kind of like the old saying, “Put up or shut up.”

In other words, either do something to help change and improve the situation, or stop complaining about it.

We can “light a candle or curse the darkness.”

God is just waiting for you to ask for His help to change your dark situation.

But Jesus Christ can’t help you until you ask Him to take charge of your life everyday.

If you keep shutting out His light and love, then your life will just stay as it is.

Remember, “If things don’t change, they’ll stay the same.” It’s your choice.

Just Think a Minute.

It is only when “we have peace with God through our Lord Jesus Christ that we can experience the true peace of mind that is a fruit of the Holy Spirit, in other words.

Peace is experienced as a result of prayer.

“Be anxious for nothing, but in everything by prayer and supplication, with thanksgiving, let your requests be made known to

God; and the peace of God which surpasses all understanding, will guard your hearts and minds through Christ Jesus” (Philippians 4:6-7).

A peaceful mind and heart are experienced as a result of recognizing that an all-wise and loving Father has a purpose in our trials.

Those who tried to find peace in worldly way will result in vain.

Peace of mind and the rest of spirit that accompanies it are only available when we have true peace with God. We all should know that peace of mind is available through the intimate knowledge of, and complete trust in, the God. God’s peace surpasses all understanding. Is there any other peace that can compare to the one that can only be found in Him?

I happened to chat with one of my old friends way back from high school, centering our conversation on his marital status now, as “separated”.

He said now that he and his wife both have their respective lives of their own, he found “peace of mind”.

I asked him, “what to you is that peace of mind you are now experiencing?”

Here is how he told me.

“I am now released from living with the person I never thought would lead me to disgrace”.

Disgrace was the word he used to describe his former partner, identifying her of his many dislikes.

DAR, KFI ink MOA for cacao production in M’nao

CAGAYAN DE ORO, July 1 (PIA) -- The Department of Agrarian Reform has signed a memorandum of agreement with Kennemer Foods International, Inc., (KFI) for the development and scaling of cacao production here.

Under the MOA, the Agrarian Reform Beneficiaries will be assisted in consolidating their produce through block farms.

It also aims to assist the private sector to have a steady supply of cacao beans at the same time provide ARBs with access to global markets for cocoa.

The project also provides the technology that will help the ARBs increase their income and develop sustainable agribusiness enterprises. It intends to cover 10,000 hectares of ARB lands in Mindanao.

In force and effective for a period of three years, the MOA ensures that the ARBs retain the control and possession of their awarded lands.

KFI is an international organization that specializes in growing and trading of high-quality agricultural products particularly fermented cacao beans.

Its products and programs encompass complete agricultural value-chain from planting materials, training, agri-technology to market.

KFI Pres. Simon Bakker bared that the Philippines’ annual consumption of cocoa is 30,000 tons yet production is only about 6,000 tons a year. This presents a big opportunity for ARBs especially in Mindanao where the climate is suitable for cacao growing.

DAR hands over four Negros haciendas to 244 farmworkers THE Department of Agrarian Reform (DAR) successfully completed the acquisition and distribution of four big sugar estates in Negros Occidental, installing 244 farmworkers in their newlyowned property covering a gross area of almost 500 hectares of land in the cities of Cadiz and Sagay.

The farmworkersturned-new landowners erupted into cheers, with some shedding tears of joy, as DAR officials and employees escorted them to their respective haciendas to identify their individual farm lots.

The two-day event, which began last Monday, turned into a fiesta as the farmworkers in the sugar estates butchered their stock of pigs and chicken to share simple meals celebrating their transformation into land owners.

The biggest landholding distributed to farmworkers was Hacienda Canaan in Barangay Mabini, Cadiz City whose gross area was 386.85 hectares of which 352 hectares were distributed to farmworker beneficiaries after the segregation of the retention area of the landowner and the non-CARPable areas in the landholding such as roads, eroded portions, and others.

Each of the farmworkers in Hacienda Cana-an were given almost three hectares of farm lots as there were only 123 qualified beneficiaries in the sugar estate.

The installation in Hacienda Cana-an on the morning of June 24 was the most festive as farmworkers from four farmers’ groups, including Task Force Mapalad, Katarungan and MARA, held their celebration independently of each other. The other group of beneficiaries is locally organized and has no national affiliation.

After the installation in Hacienda Cana-an, DAR personnel proceeded to Barangay Bulanon in Sagay City that afternoon to escort 36 farmworkers of Hacienda Vicente in their newlyowned farm lots covering 26.7 hectare.

The following day, June 25, DAR personnel trekked two kilometers on the muddy dirt road of Barangay General Luna in Sagay City to install 23 farmworkers in Hacienda Susan, which covers 23.7 hectares of land planted with sugarcane.

After lunch that day, the DAR officials and employees proceeded to Hacienda Rosemarie, also in Barangay General Luna, to install 43 farmworkers in the 50-hectare sugar estate.

for Field Operations Teofilo Inocencio, who flew from Manila to supervise the installation activities, credited the success of the two-day event to the close coordination among farmers’ organizations and DAR personnel in Negros Occidental.

“We hope this level of cooperation among stakeholders in the agrarian reform program will help fast-track CARP implementation in Negros Occidental and replicated in other parts of the country,” Inocencio said.

Inocencio explained that installation activities are meant to assist farmworkerbeneficiaries in identifying and occupying their CARPawarded lands. Installation is crucial only in areas where tension may arise between previous landowners and qualified beneficiaries, as well as among farmworkers who are affiliated with different farmers’ organizations.

“In most part of the country, the beneficiaries given Certificates of Land Ownership Awards (CLOAs) assume possession of the land without the need of installation. We only resort to installation to prevent the possible outbreak of violence as a result of the land distribution,” he said. hands | page 8

Personally, I knew that indeed electoral contest was settled by how much the candidates could afford to buy votes and how effective their mechanism in ensuring that their money for vote buying was really spent for that illegal purpose. This is something that everyone admits off the record, of course.

Candidates nowadays are not even scrutinized for their advocacies and what they stand for anymore.

They are scrutinized on how deep their pockets are or how large their campaign war chests are. Gone are the idealisms that went with past elections. Money has become the biggest single factor that determines a candidate’s winning ability.

And this is very sad.

With money as the single biggest factor that decides our electoral contests, winning in such contests are now solely reserved for the moneyed and those whose candidacies are financed by moneyed individuals or entities. Benaldo’s loss must have been triggered by this fact about our elections nowadays.

He for sure must have spent so much. Unfortunately, the people must have thought that as a reelectionist, he should have spent more since he is in power already thus had access to certain funds, public or private, that made him more moneyed than his opponents, they must have thought. This thinking is the surefire formula that made corruption a regular

fare in government. But the people don’t realize this.

They continue to push their elective officials to become corrupt with this thinking.

With this myriad of problems in our electoral process that everyone tries to ignore or even deny, Benaldo was right in calling attention to the need to have our electoral process reformed. Even if the call came from someone who lost in the last elections, his call should be given due course for in truth and in fact our electoral process indeed needs to be reformed. That process should be restored back to its sacred status of being the vehicle where the voice of the people, which is the voice of God, is freely expressed.

The Yakans are closeknit families and it is in the family that culture is introduced and flourished eventually when shared by the community, like the Yakan common rituals, such as meggunting (baptism), megtimbang (weighing), megtammat (Qur-an reading graduation), and the Yakan traditional musical and dance showcases.

In this year’s celebration, young people takes centerstage as they display skills playing various traditional musical instruments and the famous Yakan backloom weaving. Moreover, various schools from the elementary to the tertiary levels participated in the street dancing competition on the third day of the festivities.

The Yakans settled originally in Basilan island and in the early seventies, due to political unrest which

led the armed conflicts between the militant Muslims and government solders, some of them settled in the region of Zamboanga City. The Yakan Village in Upper Calarian is famous among local and foreign tourists because of their art of weaving. Traditionally, they have used plants like pineapple and abaca converted into fibers as basic material for weaving.

Using herbal extracts from leaves, roots and barks, the Yakans dyed the fibers and produced colorful combinations and intricate designs.

The seputangan is the most intricate design worn by the women around their waist or as a head cloth. The palipattang is patterned after the color of the rainbow while the bunga-sama, after the python. Almost every Yakan fabric can be described as unique since the finished materials are not exactly identical. Differences may be seen in the pattern or in the design or in the distribution of colors.

Contacts with Christian Filipinos and the American Peace Corps brought about changes in the art and style of weaving. Many resorted to the convenience of chemical dyes and they started weaving table runners, placemats, wall decor, purses and other items which are not present in a traditional Yakan house.

That said marriage did not last long, due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for more than ten (10) years already, since early part of 2003, they decide to live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation; Since their separation they had never been communicating or supporting either financially or emotionally to each other, neither minding each other’s affairs; Petitioner’s seek judicial decree of divorce thereby surviving their marriage bond on May 27, 1999 so that they will have free hand to do what a single man or woman could do without marital burden. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this joint petition to be sufficient Inform and substance set the initial hearing of this case on July 4, 2013 at 9:00 a.m. at which time, date and place, any interested party may appear and show why this petition should not be granted. “In some areas, tension is still high between the previous landowners and the beneficiaries. In other areas, the tension comes from different farmers’ groups that have conflicting claims on individual farm lots,” he added.

Unlike in rice lands where tenants occupy specific farm lots, Inocencio noted that farmworkers in haciendas have no permanent farm lots to claim as their own.

“We embark on installation activities also to help farmworkers identify the specific farm lots that they will now own,” he said.

The successful installation activities in Negros Occidental was part of the DAR’s ongoing efforts to distribute all CARP-covered lands before President Aquino’s term ends in 2016.

At the beginning of January 2013, there are still 93,000 landholdings covering 870,000 hectares that remain undistributed under the agrarian reform program. Of this total, more than 15,558 landholdings covering a gross area of more than 162,000 hectares of Phase 1-3A lands have been tagged as problematic due to pending cases or technical problems.

The technical problems in the land registration and titling system include missing titles, destroyed titles, and erroneous technical descriptions (open parcels, overlapping boundaries, timberlands that have private titles, etc.).

In Negros Occidental, for example, around 50,000 hectares of covered land-

holdings (as of the end of December 2012) have problems with technical descriptions that, when plotted, do not close (open parcels).

DAR Central Office personnel, in cooperation with the Department of Environment and Natural Resources (DENR) and Land Registration Authority (LRA), managed to resolve these errors for 8,900 hectares during the first quarter of 2013.

Of the remaining 870,000 hectares, an estimated 175,000 hectares will be retention areas of landowners. Under the law, a landowner may retain a maximum five hectares of land.

According to DAR officials, the remaining 695,000 hectares would be distributed to agrarian reform beneficiaries as follows: 160,000 hectares (2013); 240,707 hectares (2014); 180,707 hectares (2015); and 112,767 (January to June 2016).

DAR officials remain optimistic that the department has undertaken enough measures and reforms necessary, including closer coordination with other CARP-implementing agencies, to complete the land distribution in 2016.

Calingasan charged the four along with five other hospital officials on October 31 last year with “serious dishonesty in the course of official duties” over their use of petty cash in purchasing medicines.

Calingasan, who is back to his former position as vice governor, said he approved the recommendation of the Provincial Discipline Committee for the dismissal of the four officials based on the Revised Rules on Administrative Cases in Civil Service (RRACCS).

But he said his approval will be subject to review and final decision by the new governor.

He explained he no longer had time to execute the decision since the committee gave him its recommendation only last week.

He admitted to MindaNews on June 26 that it was one of the most difficult decisions he has ever made as a government official.

“I didn’t want to hurt anybody as I always give chance to every erring employee,” he added.

Calingasan said that while the decision may be against his principles in life “I might reconsider” if it is what the people wanted.

Mercy Ibcas, who was acting administrator and chair of the committee until June 30, said via telephone that they only followed the provision of the RRACCS on the serious dishonesty charges against the four.

RRACCS Rule 10 Section 46A.1 states that serious dishonesty is a grave offence punishable by dismissal from government service.

The alleged anomaly has been dubbed by others “one of the biggest controversies to hit the provincial government.”

Unabia told MindaNews late Monday afternoon they would reserve further comments until they receive their copy of the order.

Calingasan cited earlier that the preliminary investigation report presented to the discipline committee by the special investigating committee “has uncovered in the course of its fact finding investigation several unauthorized transactions involving the use of hospital petty cash funds.”

In his memorandum then, he described as “anomalous” the unauthorized use of petty cash funds in the purchase of medicines

and other supplies. He directed the officials to “answer within five days from receipt,” reminded them of their right to a counsel, and “whether you elect to have a formal investigation of the charge.”

In a press conference later that week, Zubiri identified the respondents as Unabia, Jamero, Mercadera, Roa, BPH-San Fernando administrative officer Daryl Minguez, BPH-Manolo Fortich administrator Judy Pancrudo, BPH-Talakag administrative officer Mario Cedeño, BPH-Kalilangan administrative officer Merlyn Calam, and BPH-Malitbog administrative officer Juanito Kilem.

Unabia has earlier denied the charges and maintained they have not done any irregularities.

Ibcas said Cedeño and Kilem were absolved while Minguez and Calam, who were found to have “less grave offense”, were suspended for a month each.

Phoenix Accelerate Vega National Dragster leg in Davao a success

L

eading independent oil company Phoenix Petroleum Philippines powered the 2nd leg of this year’s Phoenix Accelerate Vega National Dragster 1/8 Mile Bracket Racing Competition held on June 21 and 22 at Speed City Crocodile Park, Davao City.

About 50 to 60 cars took part in the event that was participated by racers from as far as General Santos City, Cagayan, Cebu and Manila.

“This is just the second leg of our 2013 drag race series. We still have more to come. We also have three car shows this year, one in Tagum City this July, one in General Santos City in October, and another one in November in Davao,” said Davao

Drag Racing Association President and Ground Image Team Manager Elben Pang.

The event was for the benefit of the Missionaries of Charity, an institution that takes care of the abandoned young and old.

Ground Image is the newest Phoenix Accelerate Vega Drag Race Ambassador of Phoenix Petroleum.

Under the memorandum of agreement signed on March 6, 2013, Ground

Image will now carry the name Team Phoenix Accelerate Vega/Ground Image Racing Team in all their events.

Globe Telecom e-newsletter Altered shortlisted at PRWeek Awards Asia Globe Telecom’s official transformation e-newsletter, Altered, has been shortlisted in the Corporate Publications category at the PRWeek Awards Asia.

Altered was conceptualized in step with a holistic transformation being undertaken by the company that includes a $790 million network and IT modernization initiatives.

DepEd supports Run 2 Plant In support of the National Greening Program of President Benigno Aquino III, the Department of Education (DepEd) 7 Cebu Provincial Office has scheduled monthly tree planting and greening day starting June 29 until March 29 next year.

Part of the division memorandum of agreement (MOA) issued by Dr. Arden D. Monisit, schools division superintendent, students, teachers, school administrators, non-teaching personnel, and parents are required to participate in the Run 2 Plant 4 GREENIN Philippines of the Ramon Aboitiz Foundation Inc. (RAFI) GREENIN Philippines Program on June 29.

The schedule for the monthly tree planting and greening day are as follows: June 29, July 27, August 31, September 28, October 26, November 30, December 14, January 25, February 22, and March 29.

According to Monisit, fruit or forest tree seedlings will be prepared and taken care of in all school nurseries before the tree planting and greening day.

For growth enhancement of the newly planted seedlings, organic fertilizer and loam soil will also be prepared. The use of tree guards to protect the seedlings from stray animals is strongly encouraged.

Planting and monitoring of growing trees will be done by all elementary and secondary school teachers, tree planting coordinators,

school administrators, nonteaching personnel, PTA, and other stakeholders who are involved in the National Greening Program (NGP).

For this year’s Run 2 Plant 4 GREENIN Philippines, it will be held simultaneously in the 40 municipalities and cities of the Cebu province and regions outside of Visayas. In Metro Cebu, Naga City and Cordova will anchor the central events.

It supports the ridge (Naga City) to reef (Cordova) perspective in biodiversity enhancement that takes into account enhancing not only upland vegetation but also coastal areas.

In Naga City, participants may contact Boy Hilado of the City Environment and Natural Resources Office at 489-8989.

Participants in the Cordova run may contact Joy Baguio of the Department of Agriculture at 236-3812 or Lily Ator of the Office of Municipal Planning and Development Coordinator at 236-4194.

Run 2 Plant 4 GREENIN Philippines is held annually every last Saturday of June in celebration of the Environmental Month.

This event is in line with the national government’s National Greening Program (NGP) and tied to the DILG’s Billion Trees Program under NGP. Run 2 Plant 4 GREENIN Philippines, one of the components of GREENIN Philippines Program, is a fun run and

planting activity that provides a venue for every Filipino to contribute in rehabilitating and protecting our environment.

It aims to expand the forest cover of the country.

The event is designed to promote healthy lifestyle by running and environment conservation by planting native tree species that will become vibrant forests in the next few years.

GREENIN Philippines Program, which stands for Generation REdemption and Expansion of Natural resources INitiatives in the Philippines Program, is one of the programs under RAFI's Integrated Development focus area. It aims to replicate best practices in environmental protection, conservation, and rehabilitation to more places in the country for a greener Philippines.

GREENIN Philippines Program is a program under the Integrated Development focus area of RAFI, addressing the foundations needed to develop successful communities.

Its other focus areas include Micro-finance & Entrepreneurship, Culture & Heritage, Leadership & Citizenship, and Education.
