With his inauguration as the 14th Mayor of Cagayan de Oro City, Oscar Seriña Moreno becomes the fifth governor of Misamis Oriental to become city mayor of what used to be its capital town. Moreno first served as representative of the 1st District of Misamis Oriental from 1998-2004 in the 11th and 12th Congress. He next served as Governor of Misamis Oriental for three terms (2004-2013) before his recent victory as city mayor of Cagayan de Oro. Previous to this, he had 20 years in the corporate legal profession. However, even before Cagayan de Oro became a chartered city on June 15, 1950, former governors of the province already became municipal presidents of its capital town then known as Cagayan de Misamis and vice versa. After having rehabilitated and reconditioned eight of its generating units, Mapalad Power Corporation (MPC) based in Iligan City is now ready to put 40 Megawatts of Electric Power into the Mindanao grid. Engineer Ruben B. Ramilo, Power Plant Manager, told newsmen last Friday that all the 98 Megawatts capacity of MPC have been contracted by the various power distributors in Mindanao. However, he said that only 25 of the 40 Megawatts available are now being used by these distributors as apparently the power generation of the Hydroelectric plants has improved with the coming of the rainy season. Only Iligan Light and Power Incorporated (ILPI) has availed of its 10 megawatt contracted supply except on weekends

when the demand usually goes down to 5 megawatts. Ramilo added that their rehabilitation and reconditioning efforts are steadily on target. By the end of September, this year, all their generating units will be operational. The operation of MPC has ended the brownouts throughout Mindanao that worsened early this year. The plant was formerly built by Northern Mindanao Power Corporation (NMPC) under the build-operate-and transfer scheme during the Ramos Administration to meet the rising demand for power in Mindanao with the economic growth of the BIMP-EAGA region at that time resulting in pervasive brownouts.
