DENR conducts biodiversity tour in Misamis Oriental

THE Department of Environment and Natural Resources (DENR) in Region 10 conducted a Biodiversity Tour for Gender and Development (GAD) Focal Persons on May 22, at Initao-Libertad Protected Landscape and Seascape (ILPLS).

The activity aims to heighten awareness on biodiversity conservation.

Acting Head Florenda Lamason-Yap of Legal Division represented the Regional Executive Director (RED) Ruth M. Tawantawan in the event.

She challenged the participants to take part in the biodiversity conservation to mitigate further effects

of climate change.

The tour includes lecture on Biodiversity of the Protected Areas and Wildlife Division (PAWD)

by Forester Ranoray Love Noro.

The event was centered on the role of women in biodiversity conservation.

The participants toured around ILPLS to observe and learn on biodiversity

conservation.

ILPLS is situated in the municipalities of Initao and Libertad, Misamis Oriental with a land area of 1,300.78 hectares.

The area has 1,250.20 hectares seascape and 50.58 hectares landscape with high biodiversity value and a venue for field trips and recreational activities.

There are 37 tree spe-

cies in the Recreation Zone of ILPLS and 25 species also in the Strict Protection Zone.

There are a total of 45 avian species seen in the area. Other activities within the Protected Area (PA) include cave exploration, bird watching, boating, snorkeling and diving.

STRESSING THE urgency of addressing water problems of the city’s constituents, the 16th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas enacted Ordinance No. 125972013 authorizing Mayor Vicente Y. Emano to file the necessary case in court against the Cagayan de Oro Water District (COWD) and the Rio Verde Consortium, Inc. so as to order the COWD

to provide additional volume of water needed to amply supply the needs of the residents of the city and for Rio Verde to deliver 40,000 cu. m. to the COWD, per its Bulk Water Supply Agreement and the additional volume needed on a consistent flow over a 24-hour period.

Councilor Alden Bacal, chair of the City Council committee on public utilities, said this will compel both companies to

find ways to solve water supply problems experienced by city residents.

“We are doing this as part of our obligations to meet the need of our constituents,” he explained.

“It is urgent. People are craving for water,” added Councilor President Elipe citing that the city can look into the problem through legal means.

on public utilities invited the management of the COWD to thresh out matters pertaining to water problems experienced in some portions of the city.

A COWD official said measures are in place to solve this but there are some problematic areas, which are being monitored.

TIPC-Iligan turns over more than 500 school supply kits for the Balik Eskwela Program

ILIGAN City, Lanao del Norte––The Tripartite Industrial Peace Council (TIPC) of Iligan City turned over 514 school supply kits to Kalamalamahan Elementary School in Barangay Rogongon here.

Dr. Rolly Cuizon, representative of City Mayor Lawrence Cruz, and representing the government sector of TIPC said that the Council gave school supplies not only to the pupils who are mostly Higaonons, but also to the teachers. Teachers were given classroom posters/and informative devises on health.

Inside the kits are notebooks, paper, pencil and a pen, crayon, and ruler.

All these came from the solicited/donated amount during the ‘Lakaw Ta Para Sa Bata’ last May 1-Labor Day celebration. TIPC was able to raise the amount of thirty one thousand five hundred pesos (P20.00 per walker Para sa Bata donation) during the Walk.

Kalamalamahan Elementary School is a 30 kilometer-far away from the city proper which took the group to travel for almost two hours because of the terrain and its road widening project which caused delay in reaching its destination.

We have crossed this far because we find it a need for the pupils of this

school and their parents not to worry anymore, to buy instead something for the stomach, a priority for all members in the family.

Together with the group were the teachers and students of MSU-IIT College of Education specifically the Department of Industrial Technology Education (DITE) Department who gave classroom posters.

Dairy farming to benefit farmers, kiids in Camiguin

M A M B A J A O , Camiguin––Farmers as well as children will soon benefit from a new dairy farm, expected to open this month in the province.

The first on the island and located in Mt. Campana, the pilot dairy farm will house 25 dairy cows, loaned from the National Dairy Authority (NDA) for P140,000 each.

Dr. Louis S. Bollozos, chief of the Provincial Veterinary Office, said the cows are already pregnant and in four months will be able to produce milk.

Bollozos estimated each cow can yield at least 10 liters of milk daily.

The NDA also loaned two milking machines and other farm implements needed to the provincial local government unit (PLGU).

Named the “Camiguin Pilot Dairy Production Farm,” the facility will be operated and maintained by the PLGU, which will in turn enter into a contract growing agreement with the local farmers to supply food for the herd.

The government will buy 77-day-old chopped corn plants at P2.10 per kilo to serve as feeds for the cows. Cutting may be done manually or by use of machine, which the PLGU is also willing to provide.

Eating raw vegetables:

a ‘healing’ experience VIENTIANE, Laos––A plateful of raw mint, basil leaves, cabbage, sliced string beans and lime was served on my table ahead of the rice noodle (feu) soup that I ordered.

Then small bowls of raw bean sprouts and suki, a sauce made of ground peanuts and garlic cooked in oil with a dash of chili powder, arrived before I finally got my noodle soup.

It was my first day after arriving in Vientiane a month ago. My colleagues from the Vientiane Times, Pou and Samly, took me to a popular noodle restaurant here.

I needed a heavy meal at the time, but eating those raw vegetables piqued my appetite. I already knew though that Lao people eat raw vegetables, either with noodle soup or any dish.

Despite my strong desire to try everything they eat here, it was totally different when you’re about to actually do it.

L ao people eat raw vegetables and leaves that we don’t usually eat in the Philippines, or at least in Davao City.

They wrap dumplings with wild betel leaves aside from cabbage and lettuce.

They eat raw morning glory,

string beans, broccoli, cauliflower, asparagus, dragonbone beans and young leaves from mango trees.

Some people also eat bergamot leaves, which are often cooked with fried meat or insects. Most Lao dishes contain raw garlic, along with other seasonings.

The first time that I ate them, I was worried that my stomach couldn’t digest all those raw vegetables. I grew up thinking that meat and vegetables have to be cooked for good digestion and to kill the bacteria with the heat.

Eating my first raw vegetables with a supposed “delicious” noodle meal was nostalgic—I felt like my mother was staring at me

when I was a kid, chiding, “Eat your vegetables!”

As they say, “There’s always a first time.” But, after a month, I have been craving for raw vegetables every meal everyday. They really taste so good, especially if dipped in a variety of sauces or mixed as salads.

I learned from reading online and health tips from friends in the medical field that eating raw vegetables allows one to consume more nutrients. The traning, which formally opened last June 05 and culminated on June 08, 2013, was held at the Headquarters of 61IB based at Camp Gen. Ceferino S. Carreon in Brgy. Libot, Calinog, Iloilo.

PNoy inaugurates Laguindingan airport PRESIDENT Benigno Aquino on Tuesday led the inauguration of the P 7.8 billion Laguindingan airport in San Isidro, Languindingan, Misamis Oriental. In his short message, the President expressed the optimism that the airport would spur development in the cities and provinces of Northern Mindanao.

Aquino believed that Misamis Oriental and the neighboring prov- Cris Diaz inces in Northern Mindanao would largely benefit with the opening of the airport. He believed that the regional tourism industry would directly benefit, as more tourist would come.

The construction of the 2.1-kilometre long, 45-meter wide Laguindingan airport was in accordance with internationally accepted airport standards. The airport’s floor areas were more than 7,000 square meters, thrice larger than the existing Lumbia Airport in Cagayan de Oro City. Its apron would be able to accommodate 300 aircrafts at a time.

Certainly, the Laguindingan airport is one of the largest and most modern airports in the country today.

The airport’s location is ideal for its construction on a flat terrain along the coastal areas of the Laguindingan that it is visible to the eye under cloudy skies.

Officials at the Civil Aeronautics Authority of the Philippines (CAAP) said that the airport would start to accommodate commercial flights starting June 15, 2013. CAAP officials said that the flight in the airport would only be on a “visual landing system.” Thus the reason that the airport would operate only from six in the morning to six in the evening. Everybody at the CAAP and at the Department of Transportation and Communication (DOTC) rejoiced with the airport’s

opening and operation.

In contrast, the business groups and private stakeholders in Northern Mindanao were hesitant. Since last year, the various business organizations did not welcome the operations of the airport pending installation of Instrument Landing System (ILS) and nighttime navigational facilities.

Perhaps, this is one of the reasons that the local business groups were not visible during the inauguration rites Tuesday. The rest were public officials identified with the administration’s Liberal Party.

The Ayalas were also present. Perhaps, the Ayala believed they were part owner of the airport since they donated 183 hectares to form part of the airport site.

The Ayalas also acquired more land holdings around the airport whose acquisition triggered controversies among landowners in the area. Governor Oscar Moreno of Misamis Oriental was the Ayalas corporate counsel at the time.

Actually, the Laguindingan airport was one of the flagship projects of former President Fidel V. Ramos.

The Oro Chamber of Commerce and Industries in Cagayan de Oro drafted the rationale of the Cagayan de Oro-Iligan (CIC) that Ramos then approved. The economic zone extends toward the municipal town of Kolambugan in Lanao Del Norte.

The South Korean government’s Export Import Bank (Eximbank) financed the construction of the airport, which also became a flagship project of former President Gloria Macapagal Arroyo.

It was former Misamis Oriental Governor Vicente Emano who later became Mayor of Cagayan de Oro City who negotiated with the Eximbank for release of the loan that paved the way for the construction of the Laguindingan airport.

THANKS to Tito Mora of SULOG, (One Sendong is Enough), for bringing to fore the most important issue facing the Cagayan de Oro City Water District (COWD) today during the latter’s media conference last Friday.

Mr. Mora asked COWD GM Rachel Beja how they were dealing with Non-Revenue Water (NRW). NRW refers to water produced or procured by COWD which are lost due to illegal connections, leaks and the like but are paid for by consumers just the same since this is included in the tariff computations.

GM Beja replied that from a high of 59 percent, it is now averaging 52-54 percent. Good it’s been reduced, but as my good friend Ralph Abragan of

Hammer and Anvil Mike Baños Save CDO Movement puts it, “You did your best, but your best isn’t good enough.”

In fairness, she admitted COWD can’t properly address the problem since its last programmed rate increase was disapproved two years ago. Ms. Beja claims addressing NRW is very capital intensive needing at least P500,000.00 for extensive pipe replacement and rehabilitation which was integrated into the proposed minimum

water rate increase from PhP 16 to PhP 21/cu.m.

Since the rate adjustment was shelved, she admitted “it has been very difficult to address without a major capex.”

Why is this issue relevant to the problem in the West Service Area? COWD assistant general manager for technical services Jong Batar said demand doubles between 6-8AM that even if demand is only 40,000 cu.m. a day and daily water supply

is 70,000 cu.m. consumers still have little or no water in some areas (60 percent of this water supply is sourced by bulk water supplier Rio Verde and 30,000 cu.m. by COWD’s 10 production wells in the area.)

In his presentation, AGM Jong said unless Rio Verde delivers its mandated 40,000 cu.m. a day at the steady rate of 1,667 cu.m. per hour, COWD has trouble maintaining sufficient pressure on its 500 kms. of pipeline to ensure 24/7 water service.

But we doing a little math with the NRW imputed raised questions: If 52 percent of the 70,000 cu.m. daily supply in the West Service Area is NRW, then COWD is only left with only 48 percent or 33,600 cu.m. to distribute BEST | page 8

The morality lies in how your God-given assets are earned and used. Money indeed dictates power and control. But as the cliché goes, “With great power comes great responsibility.”

Some people are a lot more materially blessed than others. We might ask ourselves what could be the reasons of them being so?

Freedom from what?

THE nation celebrates today Independence Day, which is actually a commemoration of the independence declared by Emilio Aguinaldo from the clutches of foreign invaders thus supposedly making the country an independent sovereign state.

But let us remember that the independence declared

by Aguinaldo that vested in us the rights of a sovereign nation was never recognized by any nation. You know, for a declaration of sovereignty to be effective, it must be recognized by a host of nations. Sadly, the Aguinaldo declaration was never accorded such recognition.

That is why in 1946 the Americans gave us our independence for they never recognized us as a sovereign nation. But even with the granting of independence that year, many believed it was more of a ritual than factual because the Americans even up to today still act as the country’s invisible master. This fact is proved by America’s hand in the election even of our president up to today.

While many of our politically uninitiated compatriots may not believe this, the presidential aspirants themselves seek the anointment or blessings of America to ensure their victory in the polls. This anointment/blessing-seeking act of our presidential aspirants could be likened to their act of lining up before the chief minister of the Iglesia ni Cristo or before the

So we will be celebrating today freedom day. But the biggest question that remains to be answered is this: Freedom from what?

The strangulation by foreign powers led by America of the Philippine economy is very real. This strangulation is currently achieved through globalization where trade between and among nations has been ordained to be without any boundary or limit. What does this mean? This means that foreign goods, manufactured and agricultural, should be allowed to flood in our domestic market at the least tariff at the moment and tariff-less in the near future.

Goods and products are now free to move from one nation to another with the least restrictions and in some cases without any form of restriction at all.

Under a global economy, we are pushed deeper into the quagmire of economic want because what goods and products can we sell outside of our territory?

Even our local farmers are greatly affected by the

flooding of agricultural products directly competing with their produce.

Noticeably, readily available in the local markets now are fruits and food spices such as ginger, garlic and even rice, our staple food, coming from abroad. This is because of globalization.

But can we sell our malunggay abroad? Certainly not!

So how can we compete in the global economy when we don’t have any good or product to sell abroad? Take for example our biggest export which is microchips.

This particular export is being produced here by foreign companies who have located in our export processing zones to avail of the enumerable tax benefits we give them just to entice them to come here. Technically speaking, they are not our products but products of foreign companies doing business here.

If we talk of exports, our only true and real exports are our professionals, skilled and non-skilled workers.

They are the only genuine export that we have earning billions of US dollars to keep the Philippine economy afloat especially during hard

times. But this is one export that the government should not be proud about because it proves beyond doubt that the local economy is in shambles hence its inability to keep to work here these professionals, skilled and non-skilled workers.

I just don’t know if the Aquino administration looks with pity the exportation of our human resources to far away lands to strengthen the local economy but in the process weaken the basic social institution which is the family. Without fear of contradiction, I’ll state here that the OFW program of the government will never strengthen us as a nation or improve the economy on a long term basis. If we are a nation that does not have any sense of being bound by one tie as such nation, it is because our sense of nationhood is fractured.

Why? Because our families are loosely bound by that bond that strengthens the family as a result of our economic wants.

What is so sad about all these things is that our neocolonizers, the modern-day invaders who do not physically occupy our nation as our masters but nonetheless still are our masters, are out to prevent us from becoming one nation with one purpose and with one goal which is to be a real nation.

Were our votes counted at all?

-oooPOWERFUL GROUP WA N T S A M A N UA L COUNT OF BALLOTS: There’s a buzz going around the country now that local politicians who lost during the May 13, 2013 elections notwithstanding the fact that they were fully supported by a powerful organization whose endorsement usually meant sure victory in the past have been told to ask for a manual count of the votes in their localities.

I am told by my sources that leaders of the organization are itching for a manual count of the votes, to find out why the candidates it supported in some of the cities, towns and provinces of the country did not even get the number of votes that would equal the number of its members in those places.

Yes, my sources said, the leaders are willing to concede that some of their members may have strayed

-ooo“WERE OUR VOTES COUNTED AT ALL?” I wonder how the top officials of the Commission on Elections, particularly Chairman Sixto Brillantes Jr. and his fellow commissioners, will react to this. Of course, Brillantes and his group can deny outright that the votes for the candidates who were supported by the powerful organization were manipulated or tampered with, to make them lose.

Brillantes can say, as he

had been repeatedly saying in the past, that there were no such manipulations or tampering in any part of the country, and that the election results as announced by the Comelec were all truthful and genuine, and reflected the true will of the electorate.

But then, sympathizers of the organization have a point: how come that the candidates it supported in some areas where its support traditionally and usually carried those candidates to victory because of the sheer number of its members therein inexplicably lost this time? It looked as if the organization’s political clout ---and its voting members---suddenly got lost in many areas, because of the way the results were proclaimed by the Comelec.

-oooPOLITICAL CLOUT AND STRENGTH GONE? Viewed from this angle, I

can very well appreciate the concern of the organization in asking the candidates it supported but who lost just the same to do everything they can to find out what really happened. A credible explanation must be found, in view of the far-reaching implications that the results of the May 13, 2013 elections tend to show.

The fact is that, if the truth about this issue is not credibly established, it could undermine the organization in many areas, since the elections of May 13, 2013 would seem to suggest that its endorsement could no longer materially affect future poll exercises in this country.

Now, the question is, why would anyone be interested in undermining the organization and projecting an impression that its usual political clout and strength could no longer be depended upon, and that some other person (or persons) or entity (or entities) has (have) taken over that clout and strength among the people?

Jong said the disruption of water service in the west service area were caused by the intermittent supply from RVWCI to COWD due to problems arising from turbidity and power interruptions.

But Rio Verde Vice President for Operations Joffrey Hapitan said in a text message from Leyte their plant can deal with all kinds of turbidity. He chose to operate when the raw water abstracted from the Bubunawan River was less turbid and costs less to process since they could still comply with the daily requirement of 40,000 cu.m. even if they did this.

COWD management met with Rio Verde officials on April 24 and May 31 and have apparently solved the problem by increasing the volume of deliveries from Rio Verde since June 1st which has enabled them to deliver to COWD at the increased average rate of 2,000 cu.m. per hour.

GM Beja said it would take a week for the situation to normalize in the entire Western Service Area but the supply from Rio Verde has been stabilized at a constant rate throughout the day enabling COWD to maintain delivery pressure in entire system.

Although the water crisis may have been arrested for the moment, it is important for us consumers to keep in mind two important facts about this latest altercation: 1) As a bulk water supplier, Rio Verde is akin to the National Power Corporation in the power industry responsible for delivering water to the COWD Offtake; and, 2) COWD would be like CEPALCO which is responsible for the distribution of power just like the former is responsible for distributing the water it produces and procures to its concessionaires.

We share our good friend Ralph Abragan’s view on the issue which he expounded in a letter addressed to COWD: “We acknowledge the efforts of the management to explain to the public how services failed in some occasions before and presently and how they address it, but to us the consuming public couldn’t care less about such details and that the board of directors together with the top management obviously was not able to anticipate, much more prepare, in arresting possible failures related to the works of the whole system.”

Not the least, COWD can also consider outsourcing its anti-NRW initiatives considering how reducing and converting the losses into “cash” can finance the project on its own without burdening the consuming public. There are private firms which can finance the project without COWD spending a single centavo, no increase in water rate and allow the private sector to recover its investment over a period of time. Eventually, with the reduction of water losses, it will redound to the reduction of operational expense towards efficiency in operation that may lead even to the reduction of tariffs.

this is more than three times as spacious as the Lumbia airport and makes it one of them biggest passenger terminals in the country. My only concern Mr. President is that we are opening at maximum capacity. Thus, we need to immediately plan for its expansion.”

The Lumbia airport which it would replace already had a passenger volume of 1.622 million passengers in 2012, according to figures from the CAAP Area IX office.

Other landside facilities of the new airport includes a 736 sq.m. cargo terminal building, eight floor control tower and operation building with 744 sq.m. cab, administration buidling, crash/ fire rescue building with one unit 90,000 leter crash fire vehicle and one unit ambulance, maintenance building with one runway sweeper and one tractor mower, cold water receiving station, power house building and sewage treatment plant.

A 4-lane airport access road links the airport to the Iligan-Cagayan-ButuanRoad (ICBR) and the cities of Northern Mindanao and Lanao del Sur in the ARMM. “As we look forward to the start of commercial operations in June 15, we see Laguindingan Airport as the new gateway to and from Northern Mindanao and a channel to an increasing flow of investments, trade and commerce,” said Director General William K. Hotchkiss III , Director General of the Civil Aviation Authority of the Philippines (CAAP).

In downtown Cagayan de Oro, billboards and store facades were decorated with streamers and tarpaulins printed with “No to the Premature Opening of Laguindingan Airport” and “No to Reduction of Flights”.

After waiting for nearly 30 years for a new international standard airport, residents of Northern Mindanao now fear the economy could go into a tailspin over what they call the “premature opening of Laguindingan Airport.”

“The highway is not ready, the road transport is all but nonexistent, it costs more to get a ride from Cagayan de Oro to Laguindingan than it is to fly from there to Manila,” were but a few of the grips aired in social media in the weeks leading up to the planned June 15 opening of the new facility. “The airport is not just ready to accept commercial flights

by June 15.”

Aquino dated June 3, 2013, Oro Chamber President Efren T. Uy again reiterated the business sector’s fears about the impact to the region’s economy posed by the cancelled flights and risk to passenger safety posed by the new facility’s VFR protocol, suggesting instead the Philippine Air Force’s 15th Strike Wing now based in Sangley Point, Cavite instead use Laguindingan in the meantime.

Far from being happy at the new gateway, civil society groups from all over the region are apprehensive of the long-term effects of the airport’s opening on the economy since its Visual Flight Rules (VFR) regime would entail the cancellation of a substantial number of flights.

Petilla said the new airport would be operated by the Civil Aviation Authority of the Philippines (CAAP) using VFR until its air navigation equipment is fully in place by May 2014.

Businessmen who preferred to remain anonymous said the losses arising from the recent mishap of the Cebu Pacific in Davao Airport should serve as a red flag to the “premature opening” of Laguindingan airport.

The Davao City Investment Promotion Office and the Davao City Chamber of Commerce made a “conservative estimate” of the losses caused by the Cebu Pacific crash covering the night of the crash, June 2 to June 4 when flights resumed : P3 million for cancelled hotel bookings, P500,000 for airport concessionaires, P1.5 million for transport service providers (vans, cabs, tourist buses, and car rentals),P50 million for other allied industries, P2 million for airport terminal revenues and P190 million for cargo.

“P250 million is a lot of money,” the businessman said. “With CAAP telling us up to 15 flights a day could be cancelled, where would that put Northern Mindanao’s economy after nine months?

Although Laguindingan Airport was previously slated to open last April 30, CAAP accommodated domestic airlines serving Lumbia Airport request for a postponement “to minimize disruption to passengers and to permit more time to rearrange flight schedules” ostensibly due to difficulties in spreading the word to passengers who had already booked their flights for April and May. While the airlines had initially succeeded in convincing government to push back the original April 30 opening date, the 45 day postponement has apparently failed to convince all carriers the airport and its support infrastructure is ready to receive flights by the planned 30 June opening date.

But a former president of the Oro Chamber (which is one of the groups leading the opposition to the premature opening) is willing to give the June 15 opening date a shot.

“Let us accept the compromise of June 15, provided the runway lights are operational so takeoffs can be made after sunset and nominal support services, such as food and parking can be made available at the new site for the comfort of the passengers,” said Engr. Elpidio M. Paras, himself a rated pilot. “Transport facilities, such as bus/shuttle services, park and fly systems where passengers who intend to fly back within a few days can actually leave their cars (for a fee of course) at the airport parking area and be able to use their cars upon return.

The CAAP must ensure that the bad practices prevalent at Lumbia be controlled at Laguindingan.”

However, Mr. Paras believes the operation of the new facility is still best left to the private sector.

“Perhaps with the new lead time, the operations at Laguindingan can already be bidded out so that the transition from CAAP to private operator can be fast tracked. Another issue is that many of the personnel needed at Laguindingan will need housing facilities; it would not be practical for them to commute daily as there will be nothing left for them as transport rates are expected to be high. There will be a considerable dislocation for many people who have worked and served for decades at Lumbia. I hope that government has contingencies for this.”

Not all people share the sentiment of the Oro Chamber and PCCI. Former Misamis Oriental board member Cromwell Generalao, who hails from Alubijid but now resides in Gingoog City, said the operation of the Laguindingan Airport is a big boost to the progress of West Misamis Oriental especially to El Salvador City and the neighboring towns of Alubijid, Laguindingan, Gitagum and Libertad.

“The businessmen and city council of Cagayan de Oro who are opposed to the operation of Laguindingan Airport just want to keep Lumbia Airport operat-

ing. The progress of West Misamis Oriental is also the progress of Cagayan de Oro but they have not thought of this.”

“When Manny resigned from his job in 1975, he borrowed P10,000 from a bank and bought two second-hand trucks, which he used to deliver gravel and sand to real estate developers. With the help of God, coupled with sipag at tiyaga (perseverance and patience), our business grew until we became the biggest home builder in the country,” related Villar.

“Senator Villar and I are living examples of what entrepreneurs can accomplish and achieve,” added Villar.

Also known as “Misis Hanepbuhay”, Villar said she wants to review government’s incentives to businesses particularly to micro, small and medium enterprises as well as tax incentives to labor-intensive businesses that generate more employment to Filipinos such as manufacturing, and agriculture.

Rural Assistance Committee (BRAC) Philippines opened additional 590 learning centers for school year 2013-2014 in addition to the 410 the agency has established last year in the provinces of Maguindanao, Lanao del Sur and TawiTawi with the total of 1,000

operational centers.

According to Ms. MJ Alferez, BRAC Communications Officer, of the 1,000, 477 offer preschool classes, 405 Grade 1 and 118 Grade 2.

Alferez said, the establishment this year of 600 BRAC learning centers presently covers the island provinces of Sulu with 66 and Basilan-54 while Maguindanao-289, Lanao del Sur-500 and Tawi-Tawi-96 established in 2012-2013 which sixteen local nongovernment organizations (NGOs) directly operate in partnership with BRAC. The BRAC Learning Centers represent the main feature of the Alternative Delivery Model (ADM) Project of BEAM program to help access improved basic education to remote and poor communities in Armm particularly in barangays with no public school.

With the goal to help attain improved enrolment and completion rates among school children in Armm, BRAC Education Model employed in the ADM Project implements the K+12 program of the Department of Education (DepEd) and the use of instructional materials including those developed in the mothertongue is ensured, Alferez said.

The new curriculum caters to the call center industry as among four career paths for its graduates.

The three others are teaching English, writing and editing, and public relations communication.

In April 2013, the Commission on Higher Education declared BSU, along with the Ateneo de Zamboanga University and the University of Southeastern Philippines (USEP) as centers for development for English. The center for excellence for English is the University of the Philippines-Diliman.

Abejuela said they have been offering the Bachelor of Arts in English course for almost three decades but the changes were recommended by the curriculum development committee, which pursued its review.

She said the old curriculum had a lot of literature subjects while the new curriculum now teaches English for specific occupational purposes.

BSU, which projects itself as a “special place for teaching and learning,” is one of Bukidnon’s two state universities. The other, Central Mindanao University, formerly Bukidnon Agricultural School, became a university in 1965.

BSU has seven colleges – law, arts and sciences, business administration, accountancy and information technology, teacher education, community education and industrial technology, nursing, and graduate school. It also houses laboratory schools in kindergarten, elementary and high school.

In its website, BSU describes itself as “one of the leading educational institutions serving the people not only in Mindanao but also the country in general.”

In 2010, BSU reported a total of 9,000 students.

BSU was founded in 1924 as Bukidnon Provincial High School and later known as Bukdinon State College. In 2007, it obtained its University status through RA 9456.

Tuesday the funds were mainly utilized by the local government to acquire new personal computer (PC) sets and develop the speech and computer laboratories of 58 public elementary and secondary schools in the area.

He said the city government has so far delivered 790 PCs to local public schools as part of the implementation of its expanded school computerization program.

Aside from the computers, Pasuelo said they provided the recipient-schools and students with the necessary software, reference materials and trainings through the city’s enhanced SHEEPComputer Literacy Program (CLP).

SHEEP stands for Social Transformation, Human Empowerment, Economic Diversification, Environment Security and Regeneration and Participatory Governance and Transparency, which are the city’s main development thrusts.

Outgoing Mayor Darlene Antonino-Custodio earlier pushed for the expansion and the implementation of the “re-engineered” CLP as a major component of the SHEEP program’s education initiatives.

Pasuelo said the delivery of the new PCs as well as the establishment of the speech and computer laboratories were completed in just 20 months or from July 2011 to March this year.
