Acenas adopted a resolution requesting the Civil Aviation Authority of the Philippines (CAAP) through Area Manager Mohammad Naga Rascal to reconsider its decision and to allow the Cagayan de Oro Skycap Multi-purpose Cooperative to serve at the newly opened Laguindingan Airport.

According to Tabor, members of the association have been giving services at the Lumbia airport for a long time and derived their livelihood from this.

The councilor said upon his return recently from a trip using the Laguindingan Airport, he noticed the ab-

sence of familiar faces that used to meet passengers to assist them.

Tabor said he was surprised that the group was not part of the team at the new airport. He added that news reports regarding the plight of the porters concerned him.

“That is their livelihood.

They had been there since early 70’s,” Councilor Tabor said, adding that the cooperative is making an honest living out of the type of work they and their parents have engaged in for many years. Aside from this, the cooperative is efficiently performing services, paying their taxes and was even awarded by the Cooperative Development Authority (CDA) for excellent performance, he added.

Councilor Tabor said the city’s request is that the group be allowed to go with the development of the airport and be able to engage in the work they had been doing all their lives. (LCR)

Bigger share in nat’l taxes for LGUs urged A lawmaker from Mindanao said he would pursue a bigger “Share in the National Taxes (SNT)” for cities, towns, provinces and barangays to speed up their economic growth, create jobs and deliver comprehensive social services.

Senator Aquilino “Koko” Pimentel III, PDP Laban President, pointed out that LGUs have a right to a just share of the national taxes that should be immediately released to them, and are entitled to an equitable share in the proceeds of the utilization of the national resources within their jurisdiction.

Pimentel’s proposed measure, which he calls the “Bigger Pie, Bigger Slice Bill,” will include in the funds to be divided between the national government

and the LGUs all taxes such as Customs duties, LTO collections, and wharfage dues, not just internal revenue taxes.

Pimentel wants the sharing between the national government and the LGUs to be pegged at 50-50 in lieu of the present 60-40 percent provided for under the Local Government Code.

Meanwhile, Pimentel also pledged to make the revitalization of local governments one of his top priorities once he starts a full term in the Senate.

In his remarks during the

commemoration of the 75th signing of the Charter of Bacolod City, Pimentel said that while he is still committed to election reform, he now wants to continue the work of his father, former Senate President Aquilino “Nene” Q. Pimentel, Jr. who was the leading advocate of local autonomy in Congress and principal author of the Local Government Code of the Philippines.

“Just as the family is the basic unit of society, the local government, starting with the barangay, is the basic political unit of the

Philippine government and territory. The autonomy and development of local governments is a basic test of democracy without which regional and national development will suffer,” Pimentel said.

The increase in the funding of local government units and the change in sharing percentage, he said, would greatly increase the capacity of cities and municipalities as well as the barangays to deliver vital social services to their constituents,.

Why there are ‘no tribes’ in the Philippines

Put simply, a tribe is a corporate descent group below the state in integration.

Its first idea is the manner by which people explain their social and political organization where leadership is neither formalized nor permanent. It changes with history and political context.

However, it is based on a concept of political identity through patrilineal descent.

It is then associated with unilineal descent systems, usually patriarchal.

Membership in a tribe is, therefore, well defined due to unilineal kinship.

In the Philippines, technically, there are no tribes since the kinship system among Philippine groups is bilateral, although at times there is a matriarchal bias especially with reference to post-marital residences.

This is the reason there are also no ancestors in the Philippine system since it is ego focused and not ancestor focused as in unilineal systems. It is for the same reason that terms clans or moieties cannot be used to describe Philippine societies since these refer to unilineal kinship forms.

Originally, it is the third part of the Roman people.

Generally it is a collection of people descending from

one ancestor (e.g. the 12 tribes of Israel were the 12 collections of families that descended from the sons of Jacob).

Generally, these are groups with linguistic and cultural resemblances. Etymology – up until the 18th19 century, it was used to denote the original European societies in general, but mostly the first Roman settlements. The first use to denote non-western people was in the 18th-19th century when the established Western view was of the superiority of the Western peoples and societies over the rest of the world.

Tribe is an organizational concept between the band and the state. Contemporary tribes did not originate from pre-state tribes, rather in pre-state bands. This came about as a modern practice of state expansion.

Such pre-state bands comprise small, mobile, fluid social formations with weak leadership. These developed when states set them up as a means to extend administrative and economic influence in the hinterlands, where direct political control would cost too much.

Thus their boundaries became clearer with a more centralized authority that would be more responsive to the state.

In the United States the

word was applied to the indigenous peoples because the Americans of European descent could not accept the indigenous peoples as nations.

The word was also universally applied to all the peoples of Africa for the same reason. The view persists even today. The reason is that the term is used in Western languages which were taught to locals peoples

by Western teachers with their Western viewpoints.

Why is it then so misunderstood and commonly misused even by Philippine officialdom?

The practice has created confusion especially with reference to ethnic identity and definition. The notion is based on its use as an administrative devise in various concepts prior to, during and colonial rule.

To some degree, this concerns maintained conceptions modified for political purposes.

The administrative concepts of “tribe” take on a corporate identity with fixed territorial boundaries that many “tribes” do not possess, and give privileges and authority to” tribal” leaders that are dependent on the

state organization, and not derived from leadership as understood by the people themselves – for instance the organization of “tribal councils” where previously there were only councils of elders; or the concept of “ancestral domain”, where no ascendant ancestor can be identified in the Philippines for any ethnic group.

The problem with the word tribe is that it is not general enough in application since its meaning is not precise except in the fact that it always implies primitiveness.

The term “ethnic group”

is generally sufficient in comprehension to accommodate the meaning of groups of people or societies that are pre-state or subnational - which is closer to the nature of groups of people in the Philippines. Anthropologists in the Philippines prefer the use of the term, “ethnolinguistic group”, because the implication of language includes specific culture.

Cebu business leader urges focus on heritage tourism CEBU City--Cebu Chamber of Commerce and Industry (CCCI) president Lito Maderazo has urged tourism players in the province to put more emphasis on culture and heritage when developing tourism products.

Maderazo also asked the government to do something about infrastructure, citing problems like traffic

congestion and flooding in Cebu as becoming frequent problems.

Maderazo said it is culture and heritage that makes a destination unique for tourists.

He urged the tourism industry to “sell the Cebu experience” and do away with the usual tours and conventional establishments and stores.

Tourists, he said, should be immersed in the daily life of Cebuanos.

“They need to experience what we ourselves enjoy in Cebu,” he said.

He said tourists should be introduced to street food, markets, jeepney rides and the creative things that are being made here.

Along with this, he said local and national govern-

ment units should work to improve cleanliness and peace and order, bringing the message down to vendors and jeepney drivers.

Cebu Governor-elect Hilario Davide III acknowledged the importance of tourism for Cebu’s development and assured that his administration will support local government units in developing their

own tourism programs.

He urged local leaders to highlight heritage in their own towns and support sustainable local economic enterprises.

As an example, he said owners of historical homes can be encouraged to turn their houses into home-stay accommodations or cafes.

He urged Cebuanos to work hard to get the cov-

eted chance to host the principal event of the Asia Pacific Economic Cooperation (APEC) Summit in 2015.

With the APEC, “Summit meetings and the World Eucharistic Congress to be held in Cebu in 2016,” Davide said Cebuanos should grab the chance to take Cebu tourism to a new level. (PNA)

But Bacolod-Silay Airport has later been included in the Tourism Development Plan for the setting up of CIQ processing centers to facilitate the arrivals of new and incoming tourists.

The tourism stakeholders here are positioning the city and the province as a tourist destination and haven.

CdeO dad assails ordinance on medical wastes processing CAGAYAN DE ORO City-An opposition city councilor has assailed the approval of a City Ordinance for the establishment and operation of a Medical Waster Processing Facility and Septage Treatment at the dumpsite in Barangay Carmen here.

City Councilor Edgar Cabanlas said that the city council should have left the approval of the ordinance to the incoming administration out of “propriety.”

“If we have some sense of propriety, we should have

given the task of approving the Ordinance to the new set of city council,” Cabanlas added.

The majority members of the City Council approved the City Ordinance No. 2013-142 via 15-2 votes during the division of the house on Monday’s regular and last session of the 15th City Council here. The next City Council regular session would be in July paving a new administration for the 16th City Council.

Malacanang: Review family disaster preparedness plans MANILA -- As the Philippines braces for the rainy season, Malacanang is reiterating its call for Filipinos to review their respective families’ disaster preparedness plans in order to prevent any mishap or casualty befalling them.

Deputy Presidential Spokesperson Abigail Valte made the call in a press briefing aired over government-run radio station dzRB Radyo ng Bayan on Sunday.

“We encourage everybody since nasa rainy season na po tayo, to review your family’s own disaster preparedness,” Valte said.

She said Filipino families should heed the call of the National Disaster Risk Reduction and Management

Council to stock up on essential goods and regularly conduct family disaster drills in order to prepare and protect ourselves for any eventuality that may happen.

“I-replenish na po natin ‘yung mga emergency supplies na kailangan natin, na dapat nasa ating bahay, at magkaroon na rin tayo ng ating mga family drill para masanay ang ating mga kapamilya at mga kasama kung ano ang dapat nating gawin in cases of typhoon, of floods, of an earthquake, and any other calamities that we may come across this coming year,” Valte said.

“So we encourage everybody to do just that,” she added.

Councilor Prexy Elipe, chair of the city council’s committee on environment and natural resources, said that a technical working group is now studying the proposal to grant incentives for the construction of green buildings here.

The committee initiated the proposed legislation to encourage the construction of eco-friendly buildings. Green buildings will reportedly encourage natural ventilation and reduce energy consumption, Elipe said.

He said that the move is also in line with the city’s continuing environmental drive.

Mindanao’s resources Mindanao is undeniably endowed with rich natural resources on the surface and mineral resources in its bosom but ironically several provinces in the country’s second biggest island are ranked as one of the poorest in the entire nation.

The situation in Mindanao is a good case study on why poverty is rampant in an island teeming with natural, mineral and even aquatic resources. In fact, large portions of Mindanao’s forest cover had been left bald by both legal and illegal loggers. But the people living near the old logging concessions and those forests stripped of its tree cover by illegal loggers remained poor then and now.

Surigao, Davao, Agusan and Bukidnon provinces used to have thick forest cover with their respective economies booming at that point. But the logging

A deeper view Jesse E.L. Bacon II industry was unfortunately concentrated in the hands of a few holders of logging concessions. In the old Agusan province alone and even up to its division into two provinces, the logging business there was basically in the hands of just three families.

The same set-up was replicated in the other provinces until there were no more trees to be felled.

When the then Davao province was divided into three provinces, a large portion of Davao Oriental’s forest

cover was spared. But over the years, illegal loggers clandestinely kept on felling trees until its discovery when super typhoon Pablo struck December of last year. The logs of illegally cut trees cascaded with the flood waters from the mountains down to low lying areas.

The combined fury of flood and floating illegally cut logs literally transformed the towns of Baganga and Cateel into ghost towns.

Lives were lost and damage to properties and farm crops

was inestimable. Until now, the two towns are still reeling from the damage and destruction the flood that brought down the illegally cut logs had caused.

The poverty of the people in these previously forestrich provinces is the result not of anything else but the concentration of wealth in the hands of few logging concessionaires who became the political lords in the provinces where they had their concessions even up to this time. With wealth and political power in the hands of a few families, expectedly the majority of the populace remained mired in abject poverty.

Ironically, the situation when logging had its heyday in Mindanao is now being resurrected by the mining industry that is now exploiting Mindanao’s rich mineral resources.

-ooo“SEX-FOR-FLY”: WE ARE ALL TO BLAME: On Wednesday, June 26, 2013, I talked to some former and current top-ranking officials of governmental agencies whose work deals with overseas Filipino workers (OFWs) and Filipinos who have gone abroad to look for opportunities to earn even if they are not duly-accredited to become OFWs, and they have a shocking perception of the so-called “sex-for-fly”

I was told that the blame over this scandal, where OFWs are reported as being required to have sex with Filipino bureaucrats or with rich foreigners so they can be brought back home or otherwise earn a few more dollars on the side, could not just be laid at the door of the labor and foreign affairs officials who are being accused of the crime.

“Blame must also be

given to the OFWs themselves, to the other Filipino migrants who are not OFWs, and even to the government itself, because of its inability to provide decent jobs for millions of our countrymen whose only ultimate option is going abroad,” I was further informed. I was told likewise that this sex-for-fly scheme, where OFWs are forced to become prostitutes, is bound to happen, as it has in fact been happening silently for quite some time now.

OFWs AND FILIPINO MIGRANTS MUST SHARE THE BLAME, TOO: Why must the OFWs themselves be blamed? There appears to be a host of reasons. I was told that the primary one is that, on top of the work they have been engaged in, many OFWs themselves have been seeking other opportunities for additional earnings, so they can send more dollars to their relatives here in the Philippines. Selling their bodies seems to be the easiest way of doing it.

Then, another reason given to me is that, our OFWs themselves are aware of the limitations of their contracts, and yet many of them commit violations of these contracts anyway, which have the effect of forcing them into a corner.

I have a story to tell.

It’s about a heartwarming story of a person who had to forego of things he loved most so another could live. It’s about a friend who decided to give one of his kidneys to an ailing brother who hopefully may live a longer and fruitful life.

My f r iend, R ENNE SUBIDO, had been doing Mindanao development work in various fields in the private sector for years.

I knew him when he was at a USAID project doing Mindanao during my stint with government . He later on became a top executive at a big international fishing company owned by General Santos City-based businessman RUDY RIVERA (father of the new Gensan Mayor RONNEL). I also worked closely with Renne at TVIRD, an affiliate of a Canadian mining company where he is presently one of its top executives.

Months before the organ donation, Renne talked to me about the need to forego of many things if he would donate his kidney to brother NANDY. There would be health risks, change of lifestyle, even some shifts in work loads and schedules.

Advocacy Mindanao Jess Dureza ous concerns, it was clear to me that there was not a single sign of hesitation to proceed. We all know that brothers’ organs normally match and minimize organ rejection in a transplant.

Last Friday, just the following day after a successful operation, I visited RENNE at a Davao hospital with TVIRD President CLIFF JAMES (who flew from Manila) and it was re-assuring that both brothers were doing fine.

I decided to mention Renne’s story on the occasion of the feast of SAINT JOSEMARIA ESCRIVA, the founder of OPUS DEI. I attended last Friday a concelebrated mass presided over by Davao Archbishop Romulo Valles at the Sacred Heart Parish Church in marking the feast of the Spanish priest who founded in 1928 OPUS DEI, now a world-wide organization that does work simply in the way ‘OPUS DEI” literally means: WORK OF GOD. Its members, both religious and lay, “sanctify” themselves through their ordinary and daily work in their workplaces. June 26 is actually the feast day.

I had been reading lately Msgr. Escriva’s book entitled “THE WAY -- FURROW THE FORGE” given to me by a friend, a Dabawenyo BOYET QUINTO. Very inspiring!

Indeed, even laymen who are non-religious, by doing their day to day activities or acts in the service of God or fellowman is a work of God. An ordinary worker or a high executive, in the farm or in hi-tech plush offices, in the barangays or in the cities, can sanctify themselves with their own acts of selflessness, charity, sacrifice -- just simply doing good. Period!.

There are many other such stories that may not be known to others. Like treating one’s househelp or family driver like family.

Or adopting an employee’s child to school. Or giving extra beyond earned wages or salaries. A million and one similar acts or works of God. It need not be to the extent which RENNE did to brother NANDY. Remember Christ’s words: : “What you do unto others, you do unto me.”

them---was predicted to happen in the Bible.

This is what the Bible s aid, in D euteronomy 28:15 and 32: If you no longer listen to God, and no longer obey His commands, He will send you curses to destroy you; one of these curses will be, your sons and daughters will be given to other nations, and you will wear out your eyes waiting for

them day by day, powerless to lift a hand. Perhaps, if we start listening to God once more, and obeying His commands all over again, this curse against our children will stop?

But I personally doubt if mining undertaken by these companies will bring about inclusive economic boom to both investors and the populace where they are operating. If we were to consider the experience the City of Toledo in Cebu had with Atlas Consolidated Mining Corp. we’ll see from that experience that it’ll not bring any inclusive economic boom.

Atlas mines during its

heyday were considered Asia’s biggest copper mines.

But when it ceased operation it left a mining concession site that has no economic value since even farming could not be undertaken in the old mining site anymore. And it did not leave an economically well-off populace but a povertystricken one because the business was concentrated in the hands of practically just one family.

Sadly, the mining industry in Mindanao now is showing a very similar pattern to the logging industry in the 60’s and 70’s. It is concentrated in the hands of a few families. And it is certain that its operation will leave its mining site valueless once stripped of its mineral resources but with the people literally left holding the proverbial empty bag.

Even the law govern-

ing mining in the country does not ensure that such industry will not be monopolized by a few families and that when it ceases operation its mining site will still be productive for other purposes especially agriculture. In fact, at the rate mining operations are being carried out in some places such as Surigao, glaringly it is as destructive to the environment as logging was in the past. Imagine the mountains in Surigao being leveled down with the raw soil being directly loaded to ocean going vessels to be processed in the country of destination.

Worst of all is the move

by the local mining industry chamber to oppose moves in the Supreme Court to retain the protective provisions of the mining law such as the one limiting the participation of foreign companies in the exploitation of our mineral resources. The chamber wants the industry opened with nary a limit to foreign investors.

Mindanao folks should be wary with all these developments if they don’t want a repeat of what happened to the logging industry in the past.

That petitioners are husband and wife respectively in a marriage performed under civil rites on May 27, 1999 at Dimiao Bohol, they converted to Islam faith, of which conversions to Islam were Registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents Dimiao, Bohol and Del Carmen, Iligan City respectively;

That said marriage did not last long, due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for more than ten (10) years already, since early part of 2003, they decide to live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation; Since their separation they had never been communicating or supporting either financially or emotionally to each other, neither minding each other’s affairs; Petitioner’s seek judicial decree of divorce thereby surviving their marriage bond on May 27, 1999 so that they will have free hand to do what a single man or woman could do without marital burden. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this joint petition to be sufficient Inform and substance set the initial hearing of this case on July 4, 2013 at 9:00 a.m. at which time, date and place, any interested party may appear and show why this petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan one week for three (3) consecutive weeks at the expense of the petitioners.

He believed that someone hit by their programs on good governance could be behind the attack.

Torres said that both Dignos and Medina had been earlier threatened.

In a statement, the Bukidnon chapter of National Union of Journalists of the Philippines said that two unidentified men riding on a motorcycle reportedly threw a hand grenade at the radio station.

Medina said the grenade landed on the balcony of the radio station, located at the second floor of a building near a bus terminal in Maramag town, according to the NUJP statement.

Medina said Dignos has been receiving threats on his cell phone prior to the said attack, it added.

“But I can not also discount that the target may have been me,” Medina was quoted as saying in the statement.

“Huwag hayaan maging sakim tayo,” (let us not allow greed to overcome us), she appealed, as she reminded the victims’ relatives to give respect to their slain loved ones.

On Monday, the news that the families of at least 14 of the victims of the Ampatuan Massacre had signed a deal with the Ampatuans came as a shock to the Justice Now Movement, the association of families of the media victims.

“This is really a shocking development,” Emily Lopez, president of the Justice Now Movement, told MindaNews Monday night.

Lopez declined to comment on the allegations of sell-out by some families of the victims but like Castillo acknowledged that there were offers allegedly coming from the Ampatuans “to pay the victims’ families” “In the past few months, I again heard that some families of the victims have been approached for a settlement,” Lopez said in a telephone interview.

Lopez said those negotiating supposedly on behalf of the Ampatuans “did not approach the families of the media victims that have shown a resolute stance on the case but those deemed with weak positions.”

In his inspirational message, Cagayan de Oro City Mayor Vicente “Dongkoy” Emano, who administered the oath to the new governor, vice governor and provincial board members, said that they have the “sacred duty to serve the people”.

Emano, who served for 33 years as provincial governor and city mayor, thanked their supporters and assured the people that the service they will get from the new provincial leaders will be true and rightful.

Bambi especially thanked his father Cagayande Oro City Mayor Dongkoy Emano for showing him the way to serve the people.

Eiler Fernandez, Bukidnon coordinator of the Indigenous Peoples Maternal, Neonatal, Child Health and Nutrition Project (IP MNCHN Project- Mindanao), identified the chosen pilot areas for the new guidelines as Kitaotao in Bukidnon, Dumingag in Zamboanga del Sur, Montevista in Compostella Valley, Carmen in North Cotabato and San Luis in Agusan del Sur. The implementation will involve the Federation of Manobo Matigsalug Tribal Councils, Inc. in Bukidnon, Subanen tribe in Zamboanga del Sur, Dibabawon Mangguangan tribe in Compostella Valley, Arumanen-Manobo tribe in North Cotabato and the Banwaon and Talaandig tribes in Agusan del Sur. The order noted that health care providers should not see traditional and cultural beliefs and practices as obstacle or barrier to health care service delivery.

Culture sensitivity in health is among the guiding principles pushed for the delivery of basic services to indigenous cultural communities and indigenous peoples in the country, according to the guidelines.

“It’s a breakthrough in governance for the country’s indigenous peoples,” said Ma. Shirlene Sario, NCIPBukidnon provincial officer.

Sario, from the Bukidnon tribe here, said the guidelines will improve the delivery of health services to Lumads, “who had been discriminated and neglected.”

The circular obliges the agencies to address problems encountered by Lumads in accessing health services.

enous peoples “are considerably vulnerable to inequities in health.”

The IP MNCHN ProjectMindanao, which is helping in the implementation of the guidelines in the pilot areas, met with the Provincial Project Management Committee (PPMC) last Monday.

The PPMC will oversee the implementation of the guidelines in the province.

Fernandez told MindaNews that they have crafted an action plan– mostly on the project’s information, education, and communication campaign–that will be carried out until December.

He added they are hoping to have the project’s implementation plan included in the local government planning for 2014.

The circular also placed emphasis on research to identify indigenous traditions and practices that are “safe, beneficial, and scientifically acceptable against those which are “dangerous, detrimental and harmful.”

It also provided that health workers, policymakers, and stakeholders should undergo training or orientation on culture sensitivity.

There should be preferential access to health care for the “financially and socially disadvantaged” indigenous peoples and cultural communities, the circular said.

“They shall be a priority beneficiary in the provision of logistics, technical and financial assistance on health,” it stressed.

Using the Geographically-Isolated and Disadvantaged Areas (GIDA) Health Systems Development, DOH data showed that towns and provinces considered to have large GIDA and IP population have poor health indicators compared to those that are more accessible.

According to the circular, the “physical segregation and socio-cultural exclusion” of IPs contribute to the barriers in their access to health services.

“This contributes to IPs relying mainly on their indigenous health systems and practices, some in accordance and some contrary to safe health practices,” it added.

The three agencies in the circular also recognized that delivery of basic health services to IPs is complex, as their communities are geographically defined by ancestral domains that straddle several local government units (LGUs).

The DILG, according to the guidelines, is mandated to establish a system of cooperation among LGUs to ensure delivery of services to all.

In a press release from IP MNCHN, Health Secretary Enrique Ona said that the guidelines “bring meaning to the department’s intentions for the marginalized and underserved people.”

“This gives a guarantee that our IPs, who are generally missed out in the provision of services, will be provided health services through these special efforts,” Ona was quoted as saying. (Walter I. Balane/ MindaNews)
