Klarex: Senator Zubiri to fund half billion for City Hall transfer plan

Authorities have arrested five people and seized some PHP5.5 million worth of smuggled cigarettes near an island village here early Saturday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the suspects were on a motorboat when apprehended at around 6:32 a.m. Saturday near Barangay Tigtabon.

Verceles identified the five suspects as skipper Saham Sahisa, 40; and his crew, Nasri Hussam, 40; Alnasri Mawadi, 25; Usman Samla, 51; and, Alkimar Mijan, 25, all residents of Barangay Arena Blanco.

RESIDENTS of 16 gated communities in the southern uptown part of Cagayan de Oro City encompassing four existing barangays are lobbying for the creation of a new separate barangay.

The 16 subdivisions whose residents have banded together are Vista Verde Village, Golden Glow Village, Golden Glow Village North 1, Golden Glow Village North 2, Xavier Heights, Xavier Estates,

Morning Mist Village, San Agustin Valley, Forest View Homes, The Courtyards, West Woods, Bellevue Homes, CDO PhilamLife, Camella Homes, Hillsborough Pointe and Pueblo Golf Estates.

Together, they have organized a group called the Federation of Uptown Villages Homeowners Associations to form a barangay that they decided to name as barangay Masterson.

‘Illegal miners’ strike again in Agusan Sur in the year of Rabbit

BUTUAN CITY-- An environmentalist group in Caraga has expressed deep concern about the proliferation of what they called “illegal rabbit miners” in the gold rush village in Rosario town in Agusan del Sur extracting the precious metal without safety and proper procedures and the

lack of government permit to operate.

The group fears that the persistent rains since last month may imperil the lives of illegal miners operating in the hazardous tunnels in Purok Banbonon, Sinug-ang, Bayugan 3 in the said town that may cave in at any moment in time.

“Our concerned agencies, particularly the Department of Environment and Natural Resources (DENR) must address the problem in Sinugang before the catastrophic incident occurs, particularly the lives of people of this wanton destruction of the environment,” said a concerned environmentalist,

who requested anonymity. The environmental group in Caraga noted the alleged “snail-paced action of the DENR, particularly the Provincial and Community Environment and Natural Resources Offices (PENRO, CENRO) in the area.

Agri, infra damage due to bad weather tops P1-B: OCD

MANILA – The amount of damage to agriculture and infrastructure damage from the effects of the low pressure area, shear line and northeast monsoon since Jan. 2 has now exceeded PHP1 billion, the Office of the Civil Defense (OCD) said on Monday.

In its latest bulletin, the OCD said agricultural damage has reached PHP751.9 million in Cagayan Valley, Central Luzon, Mimaropa, Western Visayas, Eastern Visayas, Northern Mindanao, Davao Region, Soccsksargen and Caraga.

Meanwhile, PHP276.7 million worth of infrastructure damage was logged in Mimaropa, Bicol, Central Visayas, Northern Mindanao, Davao Region, Soccsksargen and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The number of reported deaths has reached 35 -- 19 of whom have been validated while the rest are undergoing verification.

The number of injured and missing persons are 12 and seven, respectively.

LAND, water, forests and all natural resources called commons are the economic assets of the poor especially the Indigenous Peoples who for thousands of years have been using these resources in the spirit of sharing and service. However, when the colonizers came and privatized these commons especially during these neo-colonization contemporaneous times, there is the continuing exclusion of these commons at the expense of the Indigenous Peoples who are now living in extreme poverty. After decimating the 17 million hectares dipterocarp forests, the home of the billions of species of flora and fauna, the source of food and the “pharmacy” of the IPs, millions of hectares of ancestral domains land have been transformed into massive plantations to satisfy the consumerist needs of the people in advanced countries while we cannot even produce basic staples to feed our hungry people.

We in the ecological movement are voicing our firm opposition to the destruction of the vital commons which are so essential for our survival. Without

water, fertile land and crop and plant genetic diversity, economic development will become impossible. We have to stop extreme poverty and the massive oppression of the Indigenous Peoples. When I invited no less than the amazing journalist, Mr. Ceazar Soriano early last year, he heard the narratives of oppression of the different tribes in Mindanao which he had shown in 3 episodes in his weekly program, MAGANDANG

GABI PILIPINAS entitled, “ AGAW LUPA, AGAW TUBIG, AGAW BUHAY.” Here is the summary of the IPs’ narratives: “Since 2016, a total of 92 individuals especially IP leaders have fallen victims to extra judicial killings with around 169 victims of frustrated EJks, 227 IPs have been illegally arrested, detained and abducted and 27 reported being subjected to torture.” For what? For resisting the continuing illegal land grabbing of their ancestral domains.

Our conflicting life

MOST people don’t like conflict. Maybe that’s because our physiology makes us ill-prepared for them. The body’s response to conflict is a “fight or flight” reaction where the body releases adrenaline in preparation for fighting back or running away. That was all helpful when we lived in caves and had to survive in a world of angry predators. It’s not so helpful in the workplace where such responses will most likely result in you being the subject of a disciplinary or grievance procedure.

Putting your head in the sand and hoping that conflict will pass you by is not the most effective method for problem solving. Conflict rarely resolves itself – in fact, conflict normally increases if not dealt with properly. It is not uncommon to see what might have been a non-event develop into a massive problem if not resolved early on.

Conflict arises from differences, both large and small. It occurs whenever people disagree over their values, motivations, perceptions, ideas, or desires. Sometimes these differences appear trivial, but when a conflict triggers strong feelings, a deep personal need is often at the core of the problem.

Bullying, discrimination

and harassment are much more serious examples of conflict situations in the workplace. Complaints about discrimination or harassment may center around gender, age, disability, religion or national origin.

We are in conflict with ourselves many times during life. Our future gives cause for concern; the past is captured, therefore we miss the future.

The grief and sorrow asked the hope, “How are you?” The hope answered, “ I am a little bit low and sad today!” The sorrow replied sarcastically, “I hope so!”

Nobody really knows what might happen after reaching the retirement age. Sure, if we can observe our neighbors and all other people in our surroundings, we really don’t like to know it. If we treat ourselves with care, our real age will not be shown. I won’t make any secret of celebrating my 70th birthday sometime this year. I enjoy it. I am proud to reach this age with God’s help.

On our way to an honorable and respectful age we should try to fulfill some of our greatest longings in life. But if you always view conflict as negative and stressful, you’ll always want to try and avoid it which is a bad idea because conflicts

Please allow me to accept my silence. . Please allow me to be excused even without having an intelligent reply. Please allow me to be carried by salvation and bliss.

Hopefully, we may have enough understanding people with us to accompany us during the voyage of our sometimes very conflicting life.

Dumaguete cops train media on safety, security

Around a dozen practitioners from print, broadcast, and social media attended a personal safety and security seminar conducted by city police here on Saturday.

The seminar aims to empower media practitioners on practical tips and other measures to ensure their safety while on field coverage as well as for personal protection for them and their families, according to Lt. Col. Ronoel Fungo, officer-in-charge of the city police.

“This is part of our actions and activities to provide security to our media personalities so that they can be prepared against

certain hostilities,” Fungo said in mixed English and Cebuano.

While crimes cannot totally be prevented, he said media practitioners can easily identify possible attackers or avoid being in harm’s way if they are trained in basic skills.

The seminar included guides and tips on selfdefense, observation and awareness of people and surroundings, documentation of potential threats, the establishment of communication networks, gun safety, and collaboration with the police, among others.

Japanese man wanted for robbery, extortion nabbed in Iloilo

ILOILO – The Bureau of Immigration (BI) said its operatives arrested another Japanese fugitive wanted by authorities in Tokyo for robbery, extortion and involvement in telecommunications fraud.

Immigration Commissioner Norman Tansingco identified the captured alien as 43-year-old Yohhei Yano, who was arrested on Jan.

17 at Guimbal Port, Iloilo by operatives from the BI’s fugitive search unit (FSU).

Tansingco said Yano was arrested at the request of the Japanese authorities in Manila which sought the BI’s help in locating the fugitive.

“He will be deported for being an undesirable alien, as he is a fugitive from justice,” Tangsingco said in a news release on Saturday.

BI-FSU chief Rendel Ryan Sy said an arrest warrant was issued by the summary court in Yakkaichi, Japan on Aug. 4 last year after charges of robbery and extortion were filed against him before the court.

Sy also said Yano is being investigated for involvement in the illegal activities of a Japanese syndicate which was said to have operated

a telecom fraud racket in 2019.

“He is also an undocumented alien as his passport was already revoked by the Japanese government,” Sy said.

The suspect is now detained at the BI warden facility at Camp Bagong Diwa, Taguig City pending deportation proceedings. ( PNA )

IPAs vow to realize investment pledges from PBBM trips

MANILA – The Board of Investments (BOI) and Philippine Economic Zone Authority (PEZA) vowed to follow through on the investment pledges that President Ferdinand R. Marcos Jr. bagged from his recent foreign trips.

At the Saturday News Forum at Dapo Restaurant in Quezon City, PEZA deputy director general Aleem Siddiqui Guiapal said the investment promotion agency (IPA) had sent a delegation to Washington DC, United States on January 8 to 13, which is a follow-up visit of Marcos’ trip last year.

He said they met with business executives in agri-business, the semiconductors and electronics industry, and information technology and business process outsourcing, among others, wherein the com -

mitments of the investors were reaffirmed.

Global food corporation Cargill is eyeing to expand its operations in the Philippines, although Guiapal declined to go into details.

“We are very busy this January. We have a lot of prospective investors visiting us,” he said, noting that some of the investors are from countries where Marcos had state visits.

Chinese e-vehicle firm investing P25-B in PH

MANILA – A Chinese electric vehicle company is registering with the Fiscal Incentives Review Board for three projects worth PHP25 billion, Trade Undersecretary Ceferino Rodolfo said Saturday.

Rodolfo declined to name the firm but said the projects of the Chinese company will involve leasing of e-vehicles, putting up charging stations, and starting an all-e-vehicle transportation network vehicle service (TNVS).

He said the company is planning to import 20,000 e-vehicles, 10,000 units each for its leasing business and TNVS, and 1,000 charging

An LTOPF may also be taken back because of conviction of a crime involving moral turpitude or any offense where the penalty carries an imprisonment of more than six years; loss of the firearm, ammunition, or any parts thereof through negligence; carrying of the firearm, ammunition, or major parts thereof outside of residence or workplace without the proper permit or in prohibited places; dismissal for cause from the service in case of government official and employee; and noncompliance with reportorial requirements.

“We will not tolerate the abuse of firearms by those who are involved in nefarious activities. These revocations send a clear message that we will take action against those who use or possess firearms illegally,” Col. Kenneth Lucas, PNP-FEO chief, said in a news release posted on Facebook on Sunday.

Lucas said of the 187 cases filed, 31 firearms owners were linked to illegal drugs.

In the last four years, the PNP had revoked 240 LTOPF and seized 684 registered firearms.

Under Republic Act 10591, or the Comprehensive Firearms and Ammunition Regulation

Act, an LTOPF is granted to an applicant who has passed the psychiatric test administered by a PNP-accredited psychologist or psychiatrist; passed the drug test by an accredited and authorized drug testing laboratory or clinic; passed a gun safety seminar which is administered by the PNP or a registered and authorized gun club; filed in writing the application to possess a registered firearm which shall state the personal circumstances of the applicant; presented a police clearance from the city or municipality police office; and never been convicted or is currently an accused in a pending criminal case before any court of law for a crime that is punishable with a penalty of more than two years.

An individual may own between two and 15 firearms while a certified gun collector may be allowed to register more than 15.

Professionals considered to be in imminent danger due to the nature of their profession, occupation or business and may be given an LTOPF include members of the Philippine Bar; Certified Public Accountants; accredited media practitioners; cashiers and bank tellers; priests, ministers, rabbi or imams; physicians and nurses; engineers; and businessmen who are high risk of being targets of criminals.

Teachers’ Positivity towards Teaching after the Pandemic

Educational system all over the world had been totally altered due to COVID-19 Pandemic. This health crisis brought total destructions not only in economic structures but in the education sector as well. Its impact on education is also felt, and the learners who are at the centre of the educational process are the most affected one. Closures of schools, institutions and other learning spaces have impacted learner’s learning chances.

Fortunately, after engaging blended learning in the field, we came back to the traditional but most efficient way of teaching - the face to face mode of learning. As classes resume, a slew of new challenges await. Teachers are bombarded with a plethora of issues to address, ranging from literacy and numeracy skills that are not gradelevel appropriate to poor students’ social skills as a result of distance learning, where they are deprived of the opportunity to mingle with other people.

Teachers, on the other

hand, have proven to be resilient in the face of the pandemic. The learners’ poor reading skills were addressed by implementing a reading program in which they created reading materials and assigned reading sessions to struggling readers. Intensifying reading programs have been proposed as a solution to the problem of students’ reading skills.

Meanwhile, numeracy skills were addressed by providing instructional materials and directing them to websites where they could watch educational videos. Teachers may also resort to creating flashcards and other similar materials for students to use at home.

As of today, teachers are still fighting for the betterment of our young future leaders – our learners. Educators are still finding solutions to bridge the gap of learning brought by pandemic.

Finally, despite of some difficult circumstances, teachers are always optimistic; they will always find time to smile rather than to cry.

Personalized education

IN a typical classroom, you’re likely to find wide variations in student engagement: a few fast finishers who quickly master the material, several who are struggling to keep up and a handful in the Goldilocks zone who are exactly where they need to be.

Some are bored, some are frustrated and some may be sailing along but aren’t fully invested in the experience. Personalized learning can help you reach them all. It’s all about delivering a better journey for each student. Teachers can adapt their instructional style and materials to ensure that all students learn in the way that works best for them.

While many people equate personalized learning with individualized learning, the latter implies that teachers can develop, deliver and manage 30 unique programs – one for every single student in the classroom. While this may be an ideal vision, it’s hardly sustainable.

But the more that we can customize learning to meet the individual rather than forcing students through a one size fits all curriculum, the more effective learning will be.

COVID-19 pandemic cancellations took harsh toll on teen athletes, whose mental and physical health improved significantly after sports resumed, study finds.

High rates of depression and anxiety reported by adolescent athletes whose sports were cancelled during the Covid-19 pandemic improved significantly a year later when they were able to resume playing sports, according to new research.

For decades, organized sport participation has been shown to have significant physical and mental health benefits for adolescents but the Covid-19 pandemic really made this even more clear.

The cancellation of sports in the early pandemic was accompanied by decreased

physical activity and quality of life as well as startlingly high levels of anxiety and depression. Although the return to sports has been associated with large improvements in physical activity levels, quality of life and mental health, we are still seeing higher levels of anxiety and depression than before Covid-19, suggesting that this will remain a vitally important priority for years to come.

When sports were cancelled, adolescent athletes reported low levels of physical activity, poor quality of life and high rates of anxiety and depression. One year later, those athletes who were able to return to sports reported significant increases in physical activity.

Social media as tool for education

THERE are 92.05 million social media users in the Philippines at the start of 2022 or equivalent to 82.4 of the total population.

Based on Meta’s data, there were 83.85 million Facebook users in the Philippines at the start of 2022. Among Facebook users, 42 percent are aged 13 to 24 and belong to student age groups.

That’s where social media can be used for education because half of our population between ages 13 to 24 are on Facebook. This is where the opportunity comes in of using Facebook or social media to reach out to those students.

Social media promotes self-directed learning which

Addressing Opportunity Gap among Learners

One fear a teacher had during the pandemic is about the learning quest of the students. The distance learning adapted by schools was not as proficient as to in-person classes where teachers attend fully to students’ queries. In one way or another, the opportunity of receiving learning resources did not point to them equally.

As, I had observed on the level of student’s achievement and opportunity, I found out a great learning loss that also brought to an opportunity gap among students as they were not fully given lots of opportunities and resources to handle their independent learning at their own pace. At home, students owned the time as to when and where to carry out their educational tasks like answering their modules, doing their assignments or performing their performance task. The amount of time rendered on doing school related tasks was left to the students. We are not sure if 100% commitment was enjoined most especially if parents were not always there in doing the task as they are also attending means for living.

Addressing the learning loss brought by the pandemic is now the concern of the Department of Education, with our DepEd Secretary, VP Sara Z. Duterte. On the

resumption of in-person classes, I do saw the gap of learning. On my initiative as a teacher, I initiated an activity to bridge the gap of losing the opportunity of learning through a community like pantry – the Book Pantry. In this simple gesture of help, I asked my friends and some stakeholders to donate their pre-loved books to our diamond learners and definitely share the gift of reading. The program is even in support of the nationwide reading movement through the Brigada Pagbasa, which is an urgent action of DepEd as a Learning Continuity Plan at this time of pandemic.

Learner’s opportunity of owning books builds interest and love for learning or reading. This even boosts their confidence as they were given importance as being the chosen recipients of the program. Moreover, the teacher’s caring nature gives students security of closing the opportunity gap. Thus, improving the literacy level of the learners and increasing awareness of the importance of literacy as foundation to learning.

The passion a teacher has is a powerful recipe in addressing any gap in learning as students will thrive and succeed on their studies with our commitment and dedication.

When the chieftains together with NCIP lawyer served the notice to the corporation printed in a tarpaulin, the notice has been torn-off into shreds by the armed men of the corporation.

On April 19, 2022, the tribe has finally decided to enter a 4-ha. vacant area just some 50 meters aways from where they have been living under shattered tents. They could bear it any longer as five of their children have already been hit by running cars. But upon entering the 4-ha. vacant area, the goons of Kiantig Development Corporation headed by a powerful Mayor rained bullets upon them for 15 minutes, shooed them away like rats by the Mayor’s goons. Five tribal members got hit including women and children. Until now, no one has been made accountable. The AFP and the PNP who were just near the shooting area, did nothing at all. After the shooting, they just left, not even helping the wounded children and women. What a shame!!!

For that alone, they should be the subject of investigation as it was only a month prior to the May 2022 National Election when it was disallowed to carry or fire guns especially by goons who are not even registered as a security group.

In Sitio Kibaritan, Malinao, Kalilangan, Bukinon, some 167 members of the Kibarian Farmers Higaonon Tribe Cooperative are the victims of massive oppression and harassment by men in uniform as their 195-ha. area has been transformed as part of the 42,265 military reservation. They are now living in hunger and extreme poverty as their farms are continuously being tructored, buckhoed and griderred by men in uniform. Such is a travesty of their prior right as they have been occupants of the area for the past 50, 60 or even 70 when their ancestors who were settlers began occupying the land as settlers. Never should the Sitio be transformed into “firing range” as it is already a community with an elementary school, a chapel and a day-care center. In utter disregard to the recommendation of agencies of government and the LGU, such conversion into a military reservation proceeded which resulted to the death of three children who were victims of the explosion of an Unidentified Explosive Ordnance on March 25, 2016 which until now was not given any justice or no one has been made accountable as apparently the children’s horrible death was due to gross negligence of men in uniform who did not even provide warning sign after converting the area some 150 meters away near the elementary school into a “firing range.”

These Indigenous Peoples cannot take the non-stop oppression of their basic human right to continue. All these years, they have been advocating with a firm collective intent to fight for what is right, what is true and what is just but no one is listening. Indeed, in this country, no one is above the law, all must bow down to the majesty of the law because we must follow the rule of law and not of men. But it is so painful for them to see that the rule of law being defied without let-up. What is being followed is the rule of the guns, rule of money and rule of power. Thus, they have decided to walk for a cause to Manila to present their problems to no less than the President of the Republic of the Philippines and to a much bigger court: the Filipino People.

They have decided to do what the Panaw Multi-purpose Cooperative had done for justice and sustainability. Let us revisit the Cooperative’s amazing successful story.

The 147-hectare flat agricultural terrain at the foot of Mt. Kitanglad in Sumilao, Bukidnon as an ancestral land where the Higaonon Indigenous Communities, as early settlers, had lived sustainably for hundred of years. It was their forefathers’ but not anymore. A series of evictions came beginning in the 1930s up to the 1970s when powerful clans in Bukidnon turned the land into cattle ranch and grazing areas. With the advent of the Comprehensive Agrarian Reform Program, struggle to regain back the blessed land began in the `1990s but the powerful clans’ grip of the land had been tightened through legal maneuverings. Thus, in 2007, 55 landless farmers who were members of the Cooperative did a decisive move that would reverse the flow of history that always favored the rich and the powerful. This time, the appeal for justice was to a bigger court – to the Filipino people themselves.

“Walk for land, walk for justice,” was their battle cry when they began their 1,700-km. hike from Sumilao, Bukidnon to Manila that lasted for two long months or 55 days. Day and night they would walk under the excruciating heat of the sun and braving the coldness of the night. Upon reaching Manila on Dec. 5, 2007, and set-up camp at the DAR Central office in Quezon City, the Sumilao farmers walked further to Malacañang on Dec. 17, 2007 in a church-led procession escorted by hundreds of supporters including bishops, priests, nuns, seminarians and students. They met then President Gloria Macapagal Arroyo for dialogue. Finally on Dec. 18, 2007. The President through her Executive Secretary Eduardo Ermita issued an Executive Order to revoke the conversion order of 144 hectares the farmers were fighting for and put the land back under the CARP. Their cause had ceased to be theirs alone but became a national outcry getting outpourings of support from all sectors. The long oppressive years had finally ended for the Sumilao farmers.

But the journey to liberate the oppressed Indigenous Peoples has just begun. Let the trail-blazing “walk for a cause” by the Sumilao farmers be a model. Therefore, soon thousands of Indigenous Peoples will march to Manila to bring to the fore the painful realities of oppression to the Filipino people that will unify the poor

“If this is done by other cities and municipalities in Mindanao, there is no reason that the City Government of Cagayan de Oro cannot also do it,” the mayor explained.

He challenged the City Council to make a thorough study on this project, which could be considered one of the very ambitious projects of the current administration.

Cabanlas noted that other transactions are being made at the City Engineering Office in Barangay Kauswagan and other areas as other offices of some departments involved in the licensing and renewal of business permits are not found inside the City Hall.

City Councilor Cabanlas said transferring from one location to the other is very inconvenient for people renewing their business licenses every year.

Col. Alexander Lorenzo, Zamboanga City Police Office director, said the motorboat was loaded with 158 master cases of assorted brand of cigarettes worth PHP5.53 million.

The five failed to present documents of the cargo they were transporting.

Masterson Avenue is the main tributary from the entrances of these subdivisions. They encompass the existing barangays of Balulang, Canitoan, Carmen and Lumbia.

With the current population of these subdivisions already totaling 30,000 inhabitants, Federation of Uptown Villages Homeowners Associations president Angel Lim Jr. said they are now qualified under law to apply as its own new barangay.

Act 9904, otherwise known as An Act Providing for a Magna Carta for Homeowners and Homeowners’ Associations, which states that a locality needs to have 5,000 inhabitants to qualify as a new barangay.

Lim said government services are not always trickled down at the subdivision level since barangays focus their governance more to those living outside gated villages.

“Pero ang wala na-point out sa mga kapitan is dili tanan nagpuyo sa subdivision mga affluent. Naay uban nga posible sapian sa primero apan nahapay ang negosyo. Aha man nila ipaeskwela ila mga anak nga wala may public high school diri sa amo?” Lim asked.

The area surrounding Masterson Avenue is abounded by private schools but there is no public high school in the locality. There is only one public elementary school there with a population of around 2,500 students as per 2020 records.

Lim added that they have no grievances against the barangay councils of Balulang, Canitoan, Carmen and Lumbia. But he said creating a new barangay would be advantageous for their residents so government services can be focused there.

He said that as of the moment, the federation is still lobbying among local government officials regarding their cause. “We are willing to talk to Mayor Klarex (Uy), to Congressman Lordan (Suan), to Vice Mayor Bebotte (Rodriguez) and to the members of the city council about the matter,” Lim said.

To drum up exposure, the federation organized a fun run last Sunday in the area. It was attended by more than 700 people.
