30M Filipinos to benefit housing projects from PBBM administration

MANILA – The administration of President Ferdinand R. Marcos Jr. has stepped up efforts to address housing woes with the kick-off of its flagship program aimed at constructing over 6 million houses, which is expected to benefit some 30 million Filipinos.

The Pambansang Pabahay para sa Pilipino (4PH) Program envisions to construct 6.15 million housing units over the next six years and involves the transformation of informal settlements into prime residential sites and waterfronts and the rehabilitation of esteros, according to the administration’s 2022 year-end report.

Among the features of the program are in-city resettlement, high-density/ vertical housing emphasis in highly urbanized areas, utilization of idle government lands and support of government financial insti-

tutions (GFIs) and private banks to provide development loans and end-user financing, among others.

It also involves the provision of interest support to reduce beneficiaries’ monthly amortization, local government units (LGUs) as the lead in implementing housing projects and participation by private sector developers and contractors as partners.

As of Dec. 22, 2022, the Department of Human Settlements and Development (DHSUD) has signed 47 Memorandums of Understanding (MOUs) with 39 LGUs and eight provincial LGUs.

Comelec resets first-ever election summit to March

MANILA – The holding of the first National Election Summit has been moved to March, the Commission on Elections (Comelec) announced on Tuesday.

Comelec chairperson George Erwin Garcia, in a press briefing, said the poll summit was pushed back from its original schedule set on the last week of January.

“We will be meeting with our officials in the main and field offices to discuss preparations for the election summit this March,” he said.

Commissioner Nelson Celis, head of the poll summit’s organizing committee, added that the event will be held from March 8 to 10.

He noted that the decision to move the holding of the summit to be able to give way to the special

elections in the seventh legislative district of Cavite on Feb. 25.

“(In order) to give way for the special elections in Cavite on February 25, we will just move by about a

month,” Celis said.

He added that they have so far held 26 pre-summit activities since October 2022.

“So far, we have had discussions on the new

technology that could be possibly implemented for 2025 elections, full implementation of the digital signature, and the possibility of implementing blockchain

PNP to revoke permits of gun owners over indiscriminate firing

MANILA – Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. on Tuesday ordered the Firearms and Explosives Office (FEO) to revoke the gun licenses of those involved in indiscriminate firing during the holiday revelries.

“As I have warned at the onset of the holiday security operations, criminal liability for indiscriminate

firing is further aggravated if the offender belongs to the uniformed services.

The Chief, FEO is directed to consolidate the names of those who violated the law on firearms use and to cause the revocation of their licenses without delay, likewise to initiate the filing of appropriate criminal cases,’ Azurin said in a statement.

Educational Goal for the New Year

We all take a look back at the previous year as the year comes to a close. We check to determine if we met our objectives and aims. You sometimes succeed in your endeavors and other times you fail. Setting attainable objectives at the beginning of the year is a terrific idea. Anything you wish to achieve can be a goal; it is entirely up to you.

I want to help my students learn more and become more knowledgeable as a teacher. I enjoy watching students of various levels grow and learn together. I want to push the pupils and watch them advance to the highest level of learning possible. As a result, grouping the kids is the ideal instructional method that I frequently employ. I want to provide my kids the opportunity to express themselves whenever they want and

with whatever creativity they choose. Students will be able to experiment with likes and dislikes and identify their shortcomings and strengths with this freedom.

Our children and teens must develop inquiry-based, problem-solving abilities in order to thrive in the rapidly changing world of today and lead fulfilling lives. I believe that all pupils want to study. Students need to be motivated by studying, exploring, investigating, discovering, and inquiring, and this is our job as future teachers. You will be teaching and learning as a group. You need to be very organized and imaginative as teachers. Time has great value. Students are improved and assisted in their learning when they are able to apply their imagination. Our kids are innately adventurous and curious.

MANILA – The Philippines has won the gold award for making the “most significant progress” in developing its existing national ClearingHouse Mechanism (CHM) website, making biodiversity information accessible in the country.

The CHM serves as the United Nations Convention on Biological Diversity’s (CBD) platform for information sharing.

Through CHM websites, significant data are made available to help policymakers make science-based biodiversity-relevant laws and regulations.

The awarding ceremony was held during the 15th Meeting of the Conference of the Parties to the CBD (CBD COP 15) in Canada last Dec. 18, 2022.

Other awardees were Malaysia (bronze) and Mexico (silver).

The Association of

Malacañang earlier announced the release of a memorandum asking PhilHealth and the Department of Health to suspend the increase of monthly contributions from its members.

The increase was originally set under the Universal Health Care (UHC) Act, which mandates a gradual

increase in premium rates from 2.75 percent in 2019 to 3.5 percent in 2023, and eventually 5 percent in 2024.

“This suspension shows that the President knows and acts on the needs of our countrymen by bringing down the daily cost of expenses that everyone is burdened with, especially during this time of high inflation affecting everything from food to fuel,” Zubiri said.

Senator Joseph Victor Ejercito, who is very vocal on the suspension of the increase in PhilHealth rate, said that he supports the President’s order, adding that “we need to be sensitive to the current circumstances and we need to adapt to the situation as we are still recovering from the pandemic.”

“The intention of the

UHC is to improve the quality of lives of the Filipino people by giving access to good quality healthcare and not to be a burden,” Ejercito, principal author of UHC, said.

The Philippine Statistics Authority reported an inflation of 8 percent in November 2022, the highest the country has since November 2008. This put the year-to-date inflation rate at 5.6 percent, which is beyond the 2 to 4 percent target range.

“The premium rate hikes may be established after we have brought down our inflation rate at a more comfortable level in the near future. Once again, we thank the President for this as this will allow a larger take-home pay for all salaried workers for the meantime,” Zubiri said. ( PNA )

Rain showers to prevail across PH Tuesday

MANILA – Most parts of the country will experience rain showers caused by the trough of a low pressure area (LPA) and the northeast monsoon, the weather bureau said Tuesday.

Scattered rain showers and thunderstorms due to the trough of LPA are forecast over the Visayas, Caraga, Davao Region, Northern Mindanao, Zamboanga Peninsula and Palawan.

The northeast monsoon will cause rains over Metro Manila, Region 4-A (Calabarzon), Bicol Region, Cagayan Valley, Aurora and light rains over the rest of

All these areas may possibly experience flash floods or landslides due to moderate to at times heavy rains, the Philippine

Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

P300M OK’d for construction of Pagudpud viaduct 2

LAOAG CITY – The construction of a second viaduct in Pagudpud town will start this year after the Department of Public Works and Highways (DPWH) assured at least PHP300 million in initial funding.

Ilocos Norte First District Representative Ferdinand Alexander Marcos confirmed this on Tuesday, saying the second viaduct would prevent frequent road closures along the Manila North Road in Barangay Pancian brought by landslides and rockslides from bad weather.

structural design with the help of a Japanese consultant who has expertise in building viaducts.

“The President (Ferdinand R. Marcos Jr.) knows well about the problem [frequent landslide] in Pagudpud. That is why he too, is constantly monitoring the situation,” he said.

Due to the increasing occurrence of landslides on the Pagudpud highway, the heavy equipment of the DPWH both in the Ilocos and Cagayan Regions have already been prepositioned near the area to conduct immediate clearing operations every time a landslide or rockslide occurs.

La Trinidad thanks Baguio City for support to bypass road bid

“Excellent and thankful that the city also sees our resolution as a solution to the problem. It is a welcome support that will benefit all those that travel to the north thru the Baguio-Bontoc road, including the vegetable truckers that carry highly perishable items,” La Trinidad Vice Mayor Roderick Awingan said in a phone interview on Tuesday.

Awingan said the project will address the huge volume of vehicles passing the road connecting this city and Benguet’s capital town which causes heavy traffic.

Awingan added that the city government’s support to the clamor for such a project will be a boost for the Regional Development Council (RDC) to hopefully also endorse the project.

The city council passed a resolution on Nov. 26, 2022, signed by Mayor Benjamin Magalong a month later, proposing the construction of the multi-billion bypass road or bridge from La

Trinidad to the city would not only greatly help mitigate the traffic congestion affecting both localities but also contribute to lessening air pollution in the area which will be a great advantage in the success of the government’s environmental preservation and protection efforts.

The city’s resolution supports the La Trinidad municipal council’s reso -

lution passed in 2020 asking the national government through the different agencies like the National Economic Development Authority, Office of the President, Departments of Budget and Management, Agriculture, Tourism, Trade and Industry and Public Works and Highways to allocate the amount of PHP5 billion for the construction of the La Trinidad-Baguio

by-pass road or bridge along the Balili river in the municipality.

Awingan said their resolution was a result of a study conducted by the Saint Louis University (SLU)-Architecture and Engineering Department and the Japan International Cooperation Agency (JICA).

The study also included the possibility of putting up

MIND YOUR MIND!

AS human beings, we’ve all indulged in some form of negative self-talk in the past. In most cases, these types of unhealthy thinking patterns usually stem from mistaken beliefs — core beliefs we learned while growing up and were taught to us by authority figures such as parents and teachers. They refer to our “life outlook” or “attitudes,” and are unfortunately at the root of much of our anxiety.

Feelings can either be helpful or unhelpful. Helpful feelings give direction - like a compass. Unhelpful feelings overwhelm and paralyze. Most unhelpful feelings are fueled by mistaken or irrational beliefs. In other words, mistaken beliefs turn irritation into rage, sadness into depression, and appropriate nervousness into panic.

A mistaken belief accompanies each and every one of us daily. Incorrect decisions and wrong doings are part of our daily life.

It is almost a ridiculous fact that man wants to know certain truths about mundane things. But really he seems least interested in even mundane truths as can be read many times in newspapers for example. There seem to be too many rash judgments, and the

Kim’s Dream

readers absorb these and make these their own. A fatal attraction!

This is sometimes referred to as journalistic mentality wherein accusations are generously made without proof. Evolution started this trend, when scientists stated for example that man evolved from the apes, BUT without proof. The only proof they had was the missing link, and if I am not mistaken, it’s still a missing proof until now.

To look for proofs is a mental activity, which is no longer a common thing nowadays, because it takes really time, effort and is too serious to think about. Yet, in Christian education, thinking right is very important. That’s why Philosophy is important in Christian life. To avoid error in thinking, the rules of right reasoning must be studied and mastered. Is it really totally neglected in today’s modern education?

Thinking is actually an enjoyable activity but when one is pressured to get a good job for one’s sustenance, then the other more mundane becomes attractive. After all, great thinkers often do not get (good?) jobs... .

Spiritual writers like the British Samuel Taylor Coleridge (1772-1834)

noticed that mankind had stopped thinking even two centuries ago. That was during his age. Man probably stopped thinking even earlier. He has ceased many times to search for the truth. It’s easier to listen to gossip and believe in it. What a sign of weak minds!

Too often are we blind to the truth and as a consequence we easily believe in lies we only have to like it. Too bad, if people always like to close their eyes and ears especially while experiencing the delusion of error. Countering mistaken beliefs may take a lot of time, energy and hard work, but remember that they will increase your level of self-esteem as you learn to respect and believe in yourself. But mostly, they’ll reduce unnecessary pain and suffering.

THE Philippines is an agricultural country, any short or long-term development can be won or lost through agriculture as 75% of the people are living in the rural areas who are directly or indirectly subsisting on farming as their livelihood. But it is so painful to note that based on the Study of the United Nations-Food & Agricultural Organization (UN-FAO), Philippine Agriculture has only contributed .02% to the Gross Domestic Product (GDP) in the last decade. In fact, of the 4 young farmers, 3 have already left farming and have gone to the urban areas to work as janitors, drivers, waiters or what have you.

In fact, everyone is profiting from farming, i.e., the fertilizer and seed dealers, the compradors, the usurers, but not those who are doing the back-breaking job of farming – the poor farmers. This is so because everything sold in this country passes at least 5 marketing layers, that a bag of fertilizer bought in Ukraine at only P100 per bag is sold in Mindanao at about P2,000. While their crops such as rice and corn are bought cheaply by compradors (middle-men) but sold much higher when

such reaches the consumers. That’s how flawed our marketing system is to the detriment of our poor farmers. Farming in our country is so much tied-up to Conventional Agriculture, the reason why the peasantry is wallowing in poverty.

Who controls? Who profits? Who decides? Not the farmers but the oligarchs who control everything, i.e., seeds, fertilizers, pesticides, herbicides, marketing, etc.

It is only in our country where before the farmers were in control of seeds such as the indigenous native rice varieties like Azucena, Denorado which can be grown organically and were very healthy but these were replaced by so-called High Yielding Varieties (HIVs) that cannot be grown without the use of chemicals. Such began during the time of then Sec. Arturo Tanco who was then the Secretary of Agriculture who came from Planters’ Product as Manager prior to his being DA Secretary – thus, MASAGANA Programs began and the control of farming shifted from the peasantry to Trans-National Corporations. I know this very well because I was then the Chief Information Officer of the DA in Region 10, thus, I resigned.

That’s how oppressed our farmers are. But the farmers’ oppression is even much worse in Sitio Kibaritan, Malinao, Kalilangan, Bukidnon as they are now living in extreme poverty and oppressed by men in uniform. Their farms planted with different crops, i.e., corn, root-crops, sugar cane, vegetables, etc. are being buck-hoed, tructored and griddered. As documented by their Cooperative, the Kibaritan Farmers Higaonon Tribe Agriculture Cooperative, some 160 farming families are the victims and the total damage to them amounted to some two million pesos already in just the past two years. Their crops which were about to be harvested which is the source of their livelihood and food were totally damaged. Such horrible oppression is a great violation of their LABOR RIGHT as

CEBU CITY – More police personnel will be deployed starting this week to secure socio-cultural and religious activities for this year’s Sinulog Fiesta -- the first in-person celebration in three years due to the Covid-19 pandemic.

Lt. Col. Mark Gifter Sucalit, deputy director for operations of the Cebu Police Provincial Office (CPPO), said 600 of the 2,000-strong police force in the province will augment personnel from the Cebu City police and other law enforcement units.

Butuan opens one-stop-shop business registration process

BUTUAN CITY – On the second day of the new year, the city government of Butuan formally opened its Business One-Stop-Shop (BOSS), marking the formal start of the renewal of business registrations for this year.

The 2023 BOSS, which was established at the Robinsons Place here, is in line with the implementation of Republic Act (RA) No. 11032 or the Ease of Doing Business Law.

In a statement on Monday, the Butuan City Information Office (CIO) said the BOSS is being spearheaded by the City Business Permits and Licensing Office (CBPLO).

Dumaguete BOC subport exceeds tax target by P2B

DUMAGUETE CITY – The Bureau of Customs (BOC) Subport of Dumaguete has surpassed its 2022 target revenue collection by more than PHP2 billion, an official said on Tuesday.

Gina Fatima Lasola, acting Dumaguete Customs Collector, told the Philippine News Agency that their office’s target for last year was PHP6.451 billion.

The actual total collection was pegged at more than PHP8.591 billion, which is 38.76 percent higher than the target, she said.

“Fuel importation, as usual, was the highest contributor but rice importation also raked in some revenue generation,” she said in mixed English and Cebuano.

Lasola thanked the regular importers such as Filoil Logistics Corp. which increased its importation of petroleum products and

BSP partners with BAP and BMAP to promote cyber hygiene

THE Bangko Sentral ng Pilipinas (BSP) has partnered with the Bankers Association of the Philippines (BAP) and the Bank Marketing Association of the Philippines (BMAP) in rolling out the “CheckProtect-Report” (CPR) information drive to foster cyber hygiene among Filipinos.

“Check” is about being careful when sharing information as legitimate banks and financial institutions (FIs) will only ask for personal data when they are contacted by their clients. “Protect” means safeguarding and not sharing personal data to senders of random text messages or emails, while “Report” enjoins financial consumers to urgently inform their banks or FIs about suspicious transactions.

The communication campaign aims to equip Filipino financial consumers with the information needed to protect themselves against online scams.

“Amid the rise in digital transactions, the CPR campaign encapsulates what we encourage the public

to cultivate as a habit. It is expected to enhance financial consumer welfare, further strengthen confidence in the use of electronic payments, and therefore promote growth,” said BSP Governor Felipe M. Medalla.

“Bolstering public trust in the payment system is supportive of the BSP’s goals under the Digital Payments Transformation Roadmap, which aims to digitalize half of the volume of retail payments and onboard 70 percent of Filipino adults to the formal financial system by 2023,” added the Governor.

The information drive also underscores that cyber security is a shared responsibility among financial regulators, industry participants, and financial consumers.

“Our strong collaboration with the BSP and BMAP complements the BAP’s #Cybersafe campaign by providing a platform to keep the banking public abreast and empowered with the knowledge of the ever-evolving schemes of cybercriminals,” said BAP President Antonio

PH factories’ performance in Dec. ‘22 highest in 6 months

MANILA – The country’s manufacturing performance in December 2022 recorded its best score in six months, according to the latest S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI).

S&P Global reported Tuesday that the Philippines PMI in December 2022 increased to 53.1 from 52.7 in November 2022.

It attributed the improve-

ment to the expansion in production levels, solid domestic demand, and an upturn in hiring activities.

“The latest PMI data signaled sustained growth across the Filipino manufacturing sector. The release of pent-up demand because of the Covid (coronavirus) pandemic continued to help the recovery of the manufacturing sector this year,” S&P Global economist Maryam Baluch said.

The survey noted that output level last month was the highest since June.

Domestic demand supported the growth in new orders for Philippine goods in December 2022, as export orders continued to log a contraction for 10 consecutive months.

“The rate of growth quickened in the month, indicating the fastest rise in output levels since June,” the S&P Global report read.

The increase in headcount in the country’s manufacturing sector also persisted in December although “the rate of job creation was only fractional overall”.

Both input buying and inventories of factories slightly improved last month, the survey added.

S&P Global said price pressure remains a threat to demand, which made factories sell their output

Sultan Kudarat farmers’ organizations receive organic fertilizers

SIX (6) agrarian reform beneficiaries’ organizations (ARBOs) in the province of

Sultan Kudarat received a total of 300 sacks of vermicompost and 130 gallons

of organic foliar fertilizer from the Department of Agrarian Reform (DAR) to boost their agricultural production and promote a healthy way of producing foods without harming the environment.

The farm inputs, with a total cost of P247,350.00, were provided to the ARBOs in line with the directive of President Ferdinand R. Marcos Jr. to DAR Secretary Conrado Estrella III to help improve the livelihood of the farmers.

The following ARBOs received 22 gallons each of organic foliar fertilizer and 50 sacks each of organic

vermicompost: the Agrarian Reform Farmers Association in Tacurong City; the Silang Agrarian Reform Beneficiaries Association in Bagumbayan; the Palimbang Entrepreneurs Agrarian Reform Beneficiaries’ Organization in Palimbang; and the Sitio Lagon Farmers’ Multi-Purpose Cooperative in President Quirino.

On the other hand, the Kangkong Farmers Association and Tagumpay Vegetable Growers Association, both located in Esperanza, each received 21 gallons and 50 sacks of organic fertilizers.

Hernane Fermo, Presi -

dent of the Agrarian Reform Farmers Association, expressed his heartfelt gratitude to the DAR for its continuous assistance to the ARBOs.

“We appreciate the DAR’s strong support, and for always remembering us, especially in times of need. These farm inputs will surely help us to produce better products that we can sell competitively in the market,” Fermo said.

The agri-inputs were provided under the Sustainable and Resilient Agrarian Reform Communities (ARCs) of the DAR which aims to promote vegetable

production to combat the effect of climate change in the province.

Engr. Rushdi Mindalano, Provincial Agrarian Reform Program Officer II, said that he is positive that the agri-inputs will help the ARBO members successfully deal with their farming challenges for them to gain higher profits for their organizations.

“It has always been our aim to ease the problems of the farmers by helping them achieve higher farming productivity and profitability through the provision of support services,” Mindalano said.

chief of the PNP Public Information Office, said three cases of indiscriminate firing in Iloilo, Manila and Quezon City were recorded from Dec. 31, 2022 to Jan. 1, 2023.

A member of the PNP Special Action Force was relieved from his post due to indiscriminate firing in Barangay Tuao North, Bagabag, Nueva Vizcaya last Dec. 30.

Maranan said aggressive law enforcement operations resulted in the arrest of three suspects for alleged indiscriminate firing during the New Year celebration -- two civilians and a member of the Philippine Coast Guard.

Azurin said the recent celebration of the holiday season was generally peaceful throughout the country with no significant incidents reported from Dec. 31, 2022 to Jan. 1, 2023.

He added that the heightened alert status of territorial units

ACS BRIGADA PAGBASA 2022

A cliché “Today’s a reader, tomorrow a leader” gives great impact to all educators. It challenged all education sector to be bolder and strategy wiser in teaching the children to love reading. This challenge is one of the reasons why the Department of Education, Division of Misamis Oriental includes Brigada Pagbasa in the yearly activity of Brigada Eskwela.

To accentuate the essence of reading to children mostly that a year has passed without the face-to-face reading enhancements, Alubijid Central School supports and acted Division Memorandum No. 426 series of 2022 which is the 2022 Brigada Eskwela Implementing Guidelines with the theme Brigada Eskwela: Tugon Sa Hamon Ng Ligtas Na Balik-Aral. Pandemic can’t stop the eagerness of the institution to aid the children who need assistance in reading and knowing what they read and those who are too excited to enhance their reading abilities.

Project Sikat program was a product of foreseeing the hindrances and weighing limitations to continue teaching reading to children with full of fun. This program catered 42 children from grade 1 to grade 6. They were categorized by grade level and taught in a face-to-face classes. With the consent of their parents, learners come to school for 15 days. All teachers involved their selves being the reading moderators of the participants. They were

taught in a fun filled reading activities like interactive games and exposing them to colorful motivated books that will somehow develop the love for reading through this exposure.

The program made the teachers more flexible in using technology amid some circumstances. Yet, through camaraderie all were surpassed and were able to deliver teaching successfully. Teachers were so overwhelmed of the unusual way of teaching reading to the children. Also, time and efforts were given by the parents just to assist and guide their children.

Learners were so enthusiastic in answering and participating session’s activities. They were so happy making their assignments and reading passages. They were not trained only to read but how to be disciplined and creative as well. They really all wanted to talk and share their ideas about the various topics as part of reading integration.

This year’s BRIGADA Pagbasa program sifted realizations that reading can be profoundly acquired and developed if someone can ignite an innocent mind of the children. It can also be honed with a daily practice even at home with proper guidance. We should never allow pandemic to lessen the reading abilities of an individual and thou shall not be hesitant to ask for guidance.

Reading is not a yearly activity so never stop.

and full operational readiness of police maneuver forces bolstered the anti-criminality, law enforcement, and public safety operations of the PNP during the New Year’s revelry resulting in zero casualties.

On internal security, Azurin said the active defense posture by the PNP and the military denied the communist terrorist groups the opportunity to stage offensive actions during the holiday season.

“There are no recorded hostilities perpetrated by the communist terrorist group on possible targets despite threats aired by some leaders of the local communist movement to step-up attacks against government installations in honor of the death of CPP [Communist Party of the Philippines] founding chair Jose Ma. Sison last December 16 and to drumbeat their 54th founding anniversary

on December 26,” he said.

Azurin noted that the holiday season was marked by a series of desertion and surrender of active NPA leaders, members and supporters who chose to abandon the communist armed struggle and rejoin their families and become lawabiding citizens.

Aid to stranded passengers

Meanwhile, Azurin also instructed the PNP Aviation Security Group (AvSeGroup) to extend assistance to affected passengers who remain stranded at the Ninoy Aquino International Airport (NAIA) as civil aviation authorities work to restore normal flight operations.

This came following a glitch in the air traffic management system on New Year’s Day.

He said the Southern Police District, which has territorial jurisdiction over the NAIA complex, is also instructed to

Changes Ahead for Basic Education

Unfortunately, the majority of students are still taught using the same outdated methods of rote learning, personalized testing, and one-size-fits-all instruction while being subjected to a standardized curriculum. Too many pupils struggle to learn because they are unmotivated and disinterested. When you could learn the same stuff more quickly by watching a YouTube video or playing a computer game, why go to school? When you already have all the material in your palm, why learn facts for a test? For today’s students, who learn and think in various ways, and for the changing workplace, where applying knowledge rather than merely knowing it is now much more valuable, traditional teaching approaches make little sense. Because they are sticking to antiquated practices, schools are failing to teach children how to handle new information and adjust to rapid change.

Instead of acting as the all-knowing sage who gives their students all of their information, teachers in the

twenty-first century must act as a mentor or guide for them. Children are inevitably going to know more than teachers on certain topics and be a step ahead of the technologies in use since they have such easy access to materials of all types. To enable them to empower their pupils, teachers must be given the tools they need to motivate and facilitate learning.

For teachers, this change is fantastic news. Teachers should encourage students when they enter new fields rather than trying to provide them with all the knowledge necessary for success in subjects they are unfamiliar with. It involves training children to go beyond their parents and instructors, ensuring they have the necessary abilities, and then supporting them along the path as they gain the confidence to succeed. This calls for educators to be adaptable, inquisitive, and forwardthinking. Teachers need to constantly be learning new techniques for instructing as well as learning with their students.

The ASEAN CHM serves as a single point of access to the national CHMs of the 10 ASEAN member states.

Awardees were chosen based on the criteria of the CHMs’ content, online services, layout and functionality, visibility and usage, content management, and governance. (PNA)

The Help of Modern Technologies in Education

In the beginning, there were no books or notebooks, and pupils used to learn whatever their teacher used to teach in the class itself.

The form of education has changed continuously since that time. The development of paper and the pen happened gradually, and today we have technology at our fingertips.

Technology’s incorporation into education is advancing more quickly and more strongly as it becomes an essential component of society. Since it is widely accepted that the appropriate and thoughtful use of technology can improve pedagogy and student learning, the demand for technological advancements in the teaching and learning process has elevated to a top priority. A tool for learning is contemporary technology. However, this can only be accomplished if it is applied at the right time, when it runs parallel to the educational objectives, and, most importantly, when it meets the various needs of

the students.

With the incorporation of contemporary technology into education, it is apparent that it projects both positive and negative affects to the teaching and learning process. Technology in curricula prepares students in the acquisition of skills that the world requires. Technology continues to evolve rapidly as modernity progresses, and everyone struggles to maintain order in order to survive. Teachers have adapted to a technology-based manner of instruction and use cuttingedge learning techniques that aid in lesson facilitation and student engagement.

When their interests are piqued and they participate in varied classroom activities, students learn more. Teachers engage students in enjoyable virtual activities. Additionally, there are instructional videos and other online learning tools that can encourage learners to take an active role in the learning process.

well as their human right. Such horrendous act runs counter to the Constitutional provision that “No person shall be deprived of life, liberty and property without due process of law.” Such is also a great social injustice which is contrary to another Constitutional provision that “The state shall promote social justice in all phases of national development.”

Their cooperative is now shouting for social justice and seeking assistance with sense of urgency from agencies of government which are mandated to help the peasantry, i.e., DENR, DA, DAR, CHR, etc. But until now, no assistance came. In fact, these agencies, instead of helping them, sided in favor of the oppressors.

In the case of DENR, it signed a Memorandum of Agreement with DND paying three geodetic firms as narrated by Atty. Ban Micheal Pacuribot Chief Legal Officer DENR Region X some 20 million pesos for the conduct of a Relocation Survey that surrendered the farmers’ land as part of the military reservation which became the basis of the destruction of their farms. In the case of the DAR, while documents have shown that their farms belong to what has been described as Alienable and Disposable (A&D) which is under the jurisdiction of the DAR, yet, no comment or protest that has been raised on the conduct of the Relocation Survey. In the case of the DA, it has released P299,650 fund to the Mindanao Army Training Group (MATG) in Kibaritan adhering to ELCAC initiative based on the false allegation that there are some 100 FR (former rebels) in Kibaritan. In the case of the Commission of Human Rights (CHR), such office is inutile in protecting the human rights not only of the oppressed farmers but of the five innocent children who on March 25, 2016 were victims of the blasting of an UXO (Unidentified Explosive Ordnance), killing outrightly three children and seriously wounding two children. Glaringly, the horrible incident happened because of the gross negligence of the men in uniform who did not even give a danger warning of the presence of explosives about 50 meters away from the Elementary School which was transformed into a “firing range.” CHR, your office is not only inutile but insensitive!

The glaring apathy and inaction of the above-mentioned government agencies run contrary to the Constitutional provision in Art. XI, Sec. 1, which categorically stated that, “Public office is a public trust. Public officers and employees, must at all times, be accountable to the people, serve them with utmost responsibility, loyalty and effectivity, act with patriotism and justice and lead modest lives.” Mesdames and Sirs, your lives of service must be a light amidst the darkness as the present issues of corruption continue to affect the civil service. Several reasons for these issues still exist because of the deeply rooted problems like nepotism, cronyism, militarization, political patronage as well as lack of transparency and accountability. Pity the poor and oppressed farmers in Sitio Kibaritan, Malinao, Bukidnon who are in dire need of your services as mandated by no less than the highest law

of the land.

Marcos led this month the groundbreaking of the Palayan City Township Housing Project in Nueva Ecija.

The President pointed out that the administration’s concept is to provide families with shelter not only for poor Filipinos but also for employed individuals who need decent housing.

The chief executive said housing agencies and developers must consider providing their housing projects with facilities and necessities like water, power, schools, markets as well as transport hubs.

Marcos likewise vowed to drum up efforts for the administration’s ambitious housing project in a bid to provide Filipinos with decent housing complete with basic amenities and facilities.

Project construction has already begun in various locations across the country.

Inclusive, sustainable settlements

The chief executive is also expected to sign an executive order to implement Section 24 of Republic Act 11201, which mandates government agencies to jointly identify idle state lands suitable for housing and rural development.

“The Marcos administration’s socioeconomic agenda focuses on providing Filipinos with better living conditions by establishing livable and sustainable communities,” the report read.

“Beyond the provision of shelter, especially to the underprivileged and calamityaffected families, the government is working towards building inclusive and sustainable

settlements and well-planned communities,” it added.

Under the Emergency Housing Assistance Program (EHAP), the National Housing Authority (NHA) provided PHP349 million to 33,637 beneficiaries who were victims of the 7.3- magnitude earthquake in Northern Luzon on July 27, 2022, Super Typhoon Odette, and other calamities.

The DHSUD is also pursuing the resettlement of those affected by the earthquake and has signed an MOU with the NHA, Pag-IBIG Fund, the municipalities of Tayum and Bucay in Abra, and the SM Development Corporation (SMDC) for the development of resettlement sites and permanent housing for the affected families in the province.

The victim, Yvonnette Plaza, was shot at close range by gunmen riding in tandem on a motorbike in front of her rented house at Green Meadow Subdivision, Barangay Sto. Niño, Tugbok District here on Dec. 29, 2022.

A closed circuit television (CCTV) footage making rounds on social media showed two unidentified assailants -- one aiming the gun at the victim’s head while the other settled on the driver’s seat of the motorcycle -- at the time of the incident.

The incident prompted Brig. Gen. Benjamin Silo Jr., Police Regional Office in Davao Region (PRO-11) chief, to create a Special Investigation Task Group (SITG) on Dec. 30, 2022 to focus on the case.

The “SITG Yvonette” is composed of 16 PRO-11 personnel headed by Col. Thor Valie Cuyos, the deputy regional director for operations as SITG supervisor; Lupaz, the DCPO director as task group (TG) commander, and Maj. Randy Rajah Ramos, the chief of the Criminal Investigation and Detection Group, as assistant TG commander.

Lupaz said the SITG Yvonette is looking at two persons of interest based on the information posted on social media and the CCTV footage.

“We are currently investigating the legitimacy of the post. We will try to see how this thing is true. As of now, we cannot mention names, and it is very premature as of the moment for us to divulge names,” he said.

Maj. Eudisan Gultiano, PRO-11 spokesperson, appealed to the public not to make conclusions based on the postings on social media, saying the police will be updating the result of the investigation as soon as they have completed evidence gathering.

“The purpose of SITG is for the case to be solved faster and file a case against the perpetrators,” she said.

Gultiano said they are also looking at robbery and personal grudge as motives for the killing.

No hand in victim’s slay Meanwhile, Brig. Gen. Jesus Durante lll, the Army’s 1001st Infantry Brigade commander, whose name is being dragged into the killing in several social media posts, also demanded justice for Plaza’s death.

To clear his name, Durante sent a statement to the Philippine News Agency on Tuesday asking that justice be served for Plaza, whom he described as a friend.

“Yvonne was a friend. My name is being dragged based on a Facebook post made last April 2022 wherein I allegedly hurt her. She later retracted the post and issued a statement that I did not in any way harm her,” Durante said.

He also extended his condolences to the Plaza family.

Durante urged the public with information that would lead to the resolution of the crime to coordinate with the authorities. (PNA)

“Dako kaayong tabang kini inyong mga gasa, Mam. Salamat kayo ug hinaot mulambo inyong grupo aron daghan pa mong matabangan,” a woman from the evacuation center said. The recipients in the evacuation center took photos of the volunteers and a never-ending gratitude was expressed. Each family received more than a handful of relief goods, which explained why they were in awe of such blessings.

“The relief goods may not be enough to last their stay in the evacuation centers, but I am hoping that somehow it may contribute to their daily needs, especially at the onset of the new year,” SI CDO President Atty. Mae said.

It was a 20-hours venture by the volunteers which they found a very fulfilling endeavor.

C. Central to this goal is the protection of the banking public’s hard-earned funds which can only be achieved with the joint effort by the financial institutions, government agencies and the customers themselves,” he

added.

BMAP said it is pleased to partner with the BSP and BAP to #FightFraudTogether toward raising consumer awareness and vigilance against cybercrime.

“Cyber criminals have evolved and reinvented scams that are becoming more complex and harder to detect. Further, a social media savvy population makes the country more vulnerable to cyberattacks and fraud incidents. With this, we call on the public to always be vigilant, practice due diligence, and to not be complacent when it comes to cybersecurity,” according to BMAP President Mai Gacilo Sangalang.

Baluch said aside from inflation, supply chain constraints remain a challenge for the Philippine manufacturing sector this year.

“While the central bank of (the) Philippines has taken measures to curb inflation, global supply chain delays and material shortages remain a much more complex issue to solve,” she said.

The S&P Global survey said manufacturers’ outlook this year remains rosy backed by strong domestic demand and stable economic environment. Firms also have investment plans for this year.

“Goods producers remain strongly upbeat for the year ahead, banking largely on domestic demand to help maintain growth,” Baluch added. ( PNA )
