Gunman in ‘Yvonne Plaza murder’ now in military custody

MDNN NEWS : The alleged gunman in the murder of businesswoman and model Yvonnette Chua Plaza is now

in the custody of the 10th Infantry Division based in Mawab, Davao de Oro, reports obtained by MDNN News said yesterday.

murder were also in their custody.

Earlier, a reliable source of GMA-One Mindanao has named three army personnel who executed the killing.

They were PFC Delfin Sialsa, Jr, who was the gunman; CPL Adriano Cashero, who acted as the motorcycle driver; and Staff Sgt Gilbert Plaza, who was the reported

team leader of the group.

“We assure the public that the three army personnel involved in the killing are now in our custody,”

Marcos OKs VAT Refund Program for foreign tourists

MANILA – President Ferdinand R. Marcos Jr. has approved the Value-Added Tax (VAT) Refund Program for foreign tourists by 2024 to boost tourist arrivals in the country.

In a news release on Sunday, the Presidential Communications Office (PCO) announced that Marcos approved the VAT Refund Program following the “Quick Wins” recommendations of the Private Sector Advisory Council (PSAC) Tourism Sector Group.

Department of Public Works and Highways (DPWH) completed a road concreting project in San Luis, Aurora.

Aurora District Engineering Office (DEO) paved the 615-lineal meter portion of the 2.88-kilometer Dibalo-Dibut Municipal Road in barangay Dibut.

DPWH Regional Director Roseller Tolentino said the P19.80-million infrastructure consists of construction of a 6.7-meter portland cement concrete pavement and provision of

paved shoulders with lined canals and catchwalls.

“Aurora DEO implemented the road improvement project along the barangay Dibut section of the municipal road to complement the 1.47-kilometer already paved portion in 2021,” he added.

Upgrading the road leading to the coastal village of Dibut connects locals not just to the town proper but also to the provincial capital of Baler.

Based on the public advisory, only light vehicles will be allowed to pass through the city proper during the civic-military parade, grand parade and street dance competitions.

The Pamulinawen Festival celebrates the feast day of Saint William the Hermit, the patron saint of adopted children, and has grown into a more spectacular celebration of the culture and heritage of the city.

Meanwhile, Tan-ok ni Ilokano (Greatness of the Ilocano) Festival of Festivals on Feb. 24, Ilocos Norte’s most anticipated cultural dance showdown, will be one of the highlights of the foundation anniver-

sary. The event will showcase the greatness of the Ilocanos through unique festival dances from 21 municipalities and the cities of Laoag and Batac while gathering thousands of cultural performers and spectators at the newly refurbished Ferdinand E. Marcos sports stadium here.

Provincial tourism officer Ianree Raquel said Saturday they are expecting more visitors this year as the Tan-ok month is the province’s biggest attempt yet to raise the bar

in cultural performances, boosting the Ilocano’s sense of pride, unity, and greatness.

“The biggest pressure is on the contingents who are now busy preparing for the event,” Raquel said in an interview.

The event also gives an opportunity to informal workers such as event organizers, production staff, make-up artists, and designers, among others, to earn extra income.

One of my good friends works as a stewardess. Imagine yourself 35,000 feet up, pushing a trolley down a narrow aisle surrounded by restless passengers. A toddler is blocking your path, his parents not immediately visible. A passenger is irritated that he can no longer pay cash for an in-flight meal, another is demanding to be allowed past to use the toilet. And your job is to meet all of their needs with the same show of friendly willingness. For a cabin crew member, this is when emotional labor kicks in at work.

A term first coined by sociologist Arlie Hochschild, it’s the work we do to regulate our emotions to create “a publicly visible facial and bodily display within the workplace”.

At times, anger can be felt like an inner fire. It hits you in the gut. You see red and feel hot and maybe sweaty. Your stomach gives you problems, our blood

pressure rises, and breathing rate increases. Not only neighbors or politicians are the reason for anger. The silent withdrawal and lack of understanding and innumerable shortcomings of a partner or in the family are often an indication that one is angrily punishing the other for not doing things his or her way.

Back to the workplace: unhelpful attitudes such as ‘I’m not good enough’ may lead to thinking patterns in the workplace such as ‘No-one else is working as hard as I seem to be’ or ‘I must do a perfect job’, and can initiate and maintain high levels of workplace anxiety.

When research into emotional labor first began, it focused on the service industry with the underlying presumption that the more client or customer interaction you had, the more emotional labor was needed.

However, more recently psychologists have expanded their focus to other professions and found burnout can relate more closely to how

IT was on that fateful day of March 25, 2016, Good Friday at that at 2:30 in the afternoon in Mt. Pud-ong in Sitio Kibaritan, Brgy. Malinao, a sort of holy place for the people of Kalilangan, Bukidnon where the Christians every holy week gather to commemorate Holy Week. Their commemoration that year seven years ago became even more memorable when three children named Lloyd Pasague, Dhelmar Waminal and Reggie Waminal were horribly killed due to the explosion of an Unidentified Explosive Ordnance (UXO) blasting their different parts of their bodies, scattered in different areas. There is no greater painful sight on earth than a father named Mr. Rodelio Waminal competing among the dogs in gathering the blasted organs of his two children and shouting in tears PANGINOON BAKIT?

In that blasting explosion incident, two more children got wounded named Roldmar Waminal, also son of Rodelio and Mark Lawrence Cadiz who survived but are now living in so much trauma.

It was a Good Friday and the Christians were feeling the sadness of the

crucifixion & death of the Son God whose death commemoration is at 3PM on that very day. But 30 minutes before that, TATLONG BATA NAGBUWIS NG BUHAY! For what? As biblically stated, “for everything, there is a purpose under Heaven.” Glaringly, all of us must now reflect on the sanctity and divinity of all life, especially of these innocent children in the context of Christ’s teaching “to love the children.” Indeed, children are pure consciousness whose emanation is from the Ocean of pure consciousness, the Unseen Being, the Formless called God.

If only the Department of National Defense (DND) has listened to the Certification of then Vice Mayor of Kalilangan now the Hon. Mayor Raymond Charl Gamboa and supported then by different agencies of government, to quote, “ it is so dangerous to declare Sitio Kibaritan as part of military reservation as it is already a community with a chapel, an elementary school and a Day-Care center.”

But such certification was utterly dis-regarded, even disregarding the Sangguniang Panlalawigan’s Resolu-

tion not to fence the area as such will cause damage to the farms and crops of the farmer-occupants. The farming community has been shouting: OUR LAND IS FOR FOOD NOT FOR WAR!

No way has the Mindanao Army Training Group has listened to the outcries and continue tractoring, buck-hoeing, and griddering their crops that all these years have amounted to tens of millions of pesos. The 187 farming-families are now living in extreme poverty and many of their children have to stop schooling for having no financial means anymore. As their crops are continuously destroyed in gross violation of their human right despite resolutions from the Sangguniang Bayan, they will soon live in hunger. They are now

BALANGIGA, Eastern Samar – Farmers and residents expressed thanked the national government for the completion of the Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo project in Brgy. Sta. Rosa, Balangiga, Eastern Samar.

Agrarian Reform Secretary Conrado Estrella III, in partnership with the Department of Public Works and Highways (DPWH), led the inauguration and turnover of the bridge on Jan. 27 to the municipality of Balangiga, led by Mayor Dana Flynch De Lira.

“This is a very historic moment for barangay Santa Rosa, for having the first concrete bridge through the Tulay ng Pangulo project. This event is a symbolism where the town of Balangiga can cross from the state of poverty to progress,” De

Lira said.

Cambukol Bridge will benefit a total of 14,341 residents, including the 823 agrarian reform beneficiaries (ARBs) in the Balangiga agrarian reform communities composed of seven barangays, including Poblacion 1, San Miguel, Cansumangcay, Sta. Rosa, Cag-olango, Guimaayohan and Baciao.

“We are very happy with this project. It will surely promote rural development in the ARCs in this region. Thank you to the Department of Agrarian Reform (DAR) and DPWH,” Danilo Abigan, Brgy. Chairman of Sta. Rosa said.

Abigan said the bridge will provide the ARBs easier access to bring their farm products to the market as compared to the old bridge made only of wood mate -

rials causing some of the residents to accidentally fall into the river.

Estrella said this is another milestone of the Comprehensive Agrarian Reform Program (CARP) under the administration of President Ferdinand R. Marcos Jr.

“Our President is fulfilling his promise to provide support services to the ARBs. Whereas before you had difficulty in transporting your products, now you have the Tulay ng Pangulo project to ease your transportation problems,” he said.

Bacolod to launch ride-hailing system for city gov’t offices

BACOLOD CITY – The city government here conducted a physical inventory of its serviceable vehicles over the weekend in preparation for the launch of a ride-hailing service for efficient use of government-owned vehicles.

Mayor Alfredo Benitez said he introduced the MABB Cab to the city drivers ahead of the system’s operation next week.

“It is like the ride-hailing app (applications). Each city government office can book a service vehicle through the app,” he said in a statement.

Since not all vehicles transport personnel on official business daily, a vehicle not in use can be booked by other offices when needed.

“This is also one way of monitoring the condition of our vehicles and ensuring that all the drivers of the city government are servicing all the offices in need,” he said.

The MABB Cab system is patterned after the Negros Occidental provincial government’s Capitol Cab, a ride-hailing service with a digital booking application that handles the travel demands of provincial government employees on official business.

Based on the list of the General Services Office, the city has around 500 serviceable vehicles but only 378 units have been accounted for so far.

“We are looking for the 122 units so we can conduct a proper inventory of our vehicles,” he said. (PNA)

RA 11223, which was enacted in 2018, is sought to be amended by the proposed bill.

Other authors of the bill are Majority Leader Manuel Jose “Mannix” Dalipe, Senior Majority Leader and Ilocos Norte Rep. Ferdinand Alexander Marcos, and Tingog Party-list Reps. Yedda Marie Romualdez and Jude Acidre.

Their proposed amendment, which was filed on last Jan. 13, states: “The President of the Philippines may, upon recommendation of the PhilHealth board, suspend and adjust the period of implementation of the scheduled increase of premium rates during national emergencies or calamities, or when public interest so requires.”

It would be a new paragraph under Section 10 of the law.

In filing the amendatory bill, the authors cited the objective of the Universal Health Care Act itself, which is to “ensure that all Filipinos are guaranteed equitable access to quality and affordable health care goods and services and protected against financial risk.”

“The intent of the law is clear and cannot be overemphasized. Filipinos need and deserve a comprehensive set of health services that are cost effective, high quality and responsive to the requirements of all citizens,” they said.

“While PhilHealth only aims to fulfill and remain faithful to its mandate, imposing a higher premium on Filipinos in these current conditions where most of them are grappling with the pandemic will definitely enforce a new round of financial burden to its members,” they added.

Marcos has supported calls to defer this year’s increase in PhilHealth premiums, they said.

They noted that upon the President’s orders, Executive Secretary Lucas Bersamin has issued a memorandum suspending the adjustment and income ceiling for this year.

“Suspending the imposition of the new PhilHealth premium rates will provide a muchneeded relief during national emergencies or calamities and will assure Filipinos that the government is sensitive to their sentiments in this difficult time,” the authors said.

RA 11223 defines direct contributors as “those who have the capacity to pay premiums,

are gainfully employed and are bound by an employeremployee relationship, or are self-earning, professional practitioners, migrant workers, including their qualified dependents, and lifetime members.”

The term “indirect contributors” refers to “all others not included as direct contributors, as well as their qualified dependents, whose premium shall be subsidized by the national government including those who are subsidized as a result of special laws.”

Perhaps just only today you turned to a colleague to convey interest in what they said, or had to work hard not to rise to criticism. It may have been that biting your lip rather than expressing feeling hurt was particularly demanding of your inner resource.

But in some cases maintaining the façade can become too much, and the toll is cumulative.

As I stated earlier: Minor things could become the start of anger. Over the years, handling the stress caused by suppressing one’s emotions became much harder. Small things seemed huge, we easily dreaded going to work and anxiety escalated.

Across the globe, employees in many professions are expected to embrace a work culture that requires the outward display of particular emotions – these can include ambition, aggression and a hunger for success.

The way we handle emotional labor can be categorized in two ways – surface acting and deep acting.

“How we cope with high levels of emotional labour likely has its origins in childhood experience, which shapes the attitudes we develop about ourselves, others and the world,” says clinical and occupational psychologist Lucy Leonard.

Workers are often expected to provide good service to people expressing anger or anxiety – and may have to do this while feeling frustrated, worried or offended themselves.

If you are surface acting you respond to the caller by altering your outward expression, saying the appropriate things, listening while keeping your actual feelings entirely intact. With deep acting you make a deliberate effort to change your real feelings to tap in to what the person is saying – you may not agree with the manner of it but appreciate the aim.

Both could be thought of as just being polite but the latter approach – trying to emotionally connect with another person’s point of view – is associated with a lower risk of burnout. Good thing: many offices over the last decade have created recreational or rest spaces in a bid to mitigate employee stress.

When things get tough, you might be very lucky talking to colleagues to unload. “It’s the saying it out loud that allows me to test and validate my own reaction. I can then go back to the person concerned,” one of my former officemates in Germany explained many years ago.

Where it is possible, workers should be truly empathetic, be aware of the impact the interaction is having on them and try to communicate in an authentic way. Easy to say, yes, I know. But let’s give it a try!

the investigation because the Philippines has a working justice system and has the ability to prosecute those who are accountable.

Under international law, Clavano said, complementarity principle is observed, which means that the ICC, or any international court can only come in if a particular country doesn’t have the capability to investigate or unwilling to do an investigation.

“What we’re trying to say is we are doing a genuine investigation on the killings from 2016 up to 2019 or even up to the end, 2022. If there’s a working justice system then the ICC cannot come in, and supplant or substitute our working justice system with their own; dahil gumagana naman,” Clavano explained.

“So in international law, when that happens, they can only complement iyong ating investigation, and they cannot substitute,” Clavano added.

The Philippines has been cooperating with the ICC and on September 8, 2022, it reported the progress of its investigation on the Duterte administration’s war on drugs and submitted documents, case records, and investigative files, Clavano said, adding, however, that the ICC found it inadequate.

The reason why the Philippines has to resist ICC’s coming in to the country and substituting its judgment with theirs is because it has to protect its sovereignty, Clavano stressed as he pointed out that in international law it’s all about consent.

The DOJ official said that based on the history of the ICC, all of the countries it investigated, so far, are African countries like Uganda, Congo, Sudan – countries that do not have a well-functioning justice system and have experienced a breakdown in civil order.

“Kaya po if we accept the decision of the ICC, it is as if we are admitting that we are on the same level as those countries – wala talagang gobyerno, nagkakagulo talaga doon,” Clavano said.

“But here (Philippines), we’re saying that we have an

organized – although we have limitations, we have some challenges that we have to overcome – we have a working justice system. Kaya po iyon iyong naging stand ng gobyerno ngayon,” Clavano said.

It is also in line with President Ferdinand R. Marcos Jr.’s policy that the Philippines is no longer a member-state of the Rome Statute, and already outside the ICC jurisdiction.

The DOJ will conduct a full-blown investigation on the past administration’s war on drugs, Clavano said, adding it will collect the right evidence, obtain the witnesses and properly screen all the facts of the cases.

The DOJ spokesman pointed out however, that carrying out these processes will take time, and conviction is not immediate although it’s the administration’s ultimate goal.

“So, we want to express to the ICC and to the Special Prosecutor, Mr. Khan, na just to give us time to conduct our own investigation, and on the basis of the complementarity principle to respect our sovereignty, and to respect our judicial system here in the Philippines,” Clavano said.

A top-ranking official of the Armed Forces of the Philippines (AFP) was formally charged with murder in connection with the death of a model and businesswoman in this city.

During a press conference held at PRO11 headquarters, the Special Investigation and Task Group (SITG) Plaza announced that Brig. Gen. Jesus Durante, commander of the Philippine Army’s 1001st Infantry Brigade (1001IB) based in Maco, Davao de Oro, was charged with murder in the killing of Ms Yvonnette Chua Plaza.

Also charged with murder was Durante’s deputy brigade commander Colonel Michael Licyayo. Aside from murder, Licyayo was also slapped with obstruction of justice.

Six other personnel of the 1001 Infantry Brigade, report said, were also facing murder charges and two John Does.

Police Regional Office (PRO) 11 chief BGen. Benjamin Silo Jr also said during the press conference that those personnel charged with murder were SSg. Gilbert Plaza, Sgt. Delfin Sialsa Jr., Cpl. Adrian Cachero, Pfc. Rolly Cabal, Pfc. Romart Longakit, and Noel Japitan, a civilian who allegedly served as the “striker.”

The SITG revealed during the press briefing that it was Gen Durante who allegedly ordered his deputy to kill the model.

The businesswoman and model, Yvonnette Plaza, 38 was murdered around 7:30 PM on December 28, 2022, by an unidentified riding-intandem outside her house located in Green Meadows Subdivision, Barangay Sto. Niño, Mintal, Davao City.

Earlier, DILG Secretary Benjamin Abalos vowed to bring justice to the immediate families of the victim, in relation to the killing of the model.

adding that if these are translated to the languages in the region, “people will surely show interest and will actively participate in moral governance.” She said MP and Deputy Speaker Omar Yasser Sema noted that the draft legislations are in English and this has been the normal procedure from national level to the regional and local legislative bodies.

“This is the norm and typical in the country’s legislative process so we also seek the help of local government executives in the smallest local government units to help in bridging the gap,” he said.

Sema said local chief executives have lawyer-advisers who can review the materials provided them before the public consultations.

Knowing fully well how important communication is legislation, the Mindanao Organization for Social and Economic Progress, Inc. (MOSEP) and The Asia Foundation (TAF) worked together with the BWC.

MOSEP and TAF noted that among the challenges in engaging the public on how the Bangsamoro Parliament operates is the absence of strategic communication and advocacy mechanism for public information on the legislative agenda, issues on where and how to access information and a feedback mechanism for laws and resolutions enacted, the status of codes and bills lodged, and other information about the Parliament that should have been made accessible through the different online platforms –social media accounts, websites and radio programs.

The two organizations partnered to help the BWC come up with a communication plan so women in remote communities will easily understand and get involved in legislation of important laws. It is also to ensure that women are not excluded and their voices are heard.

They organized community conversations and workshops on gender rights awareness and other unattended issues confronting the women sector.

“With the support from TAF, the main objective is to support the BWC communication plan that contains women’s rights,

their political aspirations and participation, how BARMM operates and how they can support peace and development programs. They can also use this in their advocacy at the grassroots level,” Mariam Ali, MOSEP executive director, said.

Rahima Silongan, BWC executive assistant, said included in the commission’s programs are community gender awareness, giving Bangsamoro women a platform where they can express their views and take on issues that will, in the end, affect them.

“Letting them know their roles … is empowering them and giving them roles to play in achieving genuine peace and development in their communities,” she said.

Hadja Samaona Una of BWC-Lanao del Sur, said this program “gives awareness to our people in the grassroots level especially the former wives and family of former combatants and its communities.”

“This is inclusive, we let peoples organizations participate, the disabled sectors, and many more. It is the mandate of the Bangsamoro women to mainstream this sector, the former combatants and their families are included here, including the Bangsamoro Women Auxiliary Brigade (BWAB).

Silongan said “basically we are empowering them to participate actively in crafting policies, giving them workshops as to their roles, their issues and how they want to address these in the legislative processes.”

“We believe in the power of women, they have major roles to play, they not just mothers taking care of their babies but they are major players in policy making and legislation and BWC knows it fully well,” she added. (Ferdinandh B. Cabrera / MindaNews)
