VFP eyes Unity Monument to honor WW2 Veterans

Veterans organizations plan to set up a monument recalling the unity of Filipinos during World War II in Mindanao.

The plan was disclosed following Liceo de Cagayan University President Dr. Alain Marc P. Golez welcome address where he saluted the Mindanao Guerrillas Exhibit honoring USAFFE General Douglas MacArthur and the Filipino war heroes who bravely fought for our country during World War II.

“This exhibit is a tribute to the men and women who sacrificed their lives to defend our freedom and independence. We honor their courage, their sacrifice, and their unwavering commitment to our country,” Dr. Golez noted. It is our hope that this exhibit will not only commemorate the bravery and sacrifice of our war heroes, but also inspire future generations to continue the legacy of heroism and patriotism. Cong Teves, 2 sons charged with illegal possession of firearms

BAYAWAN CITY, Negros Oriental - Congressman Arnolfo Teves of the third district of this province is facing charges for illegal possession of firearms.

His sons, Kurt Matthew and Axel Teves are also facing the same charges in connection with the recent raid of CIDG operatives to the house of Rep. Arnie Teves in Bayawan City a week ago.

Cong Arnie Teves of the Criminal Investigation and Detection Group swooped down into the known houses of the congressman and seized long and short firearms.

The Department of Justice (DOJ) made it clear, however, that the new case has nothing to do with the recent killing of Governor Roel Degamo.

The new case, the DOJ said, was in connection with the murders of several people that happened sometime in 2019. The firearms seized by the government may have been used in crimes in the province in 2019.

Female cops as desk officers draw mixed reactions

MANILA – Confining female cops as desk officers, a move recently initiated by the National Capital Regional Police Office (NCRPO) aimed to resolve underreporting and under-recording of genderbased violence-related incidents, has drawn mixed reactions from women legislators.

Senator Grace Poe lauded NCRPO’s decision to assign female cops as desk officers, believing this would give possible complainants, particularly women and children, the courage to report crimes and violence.

Poe said the move may be a “potential solution to the underreporting and under-recording, especially of genderbased violence,” adding that women are “compassionate and more approachable, yet tough and determined.”

“This should not stop the NCRPO, however, from continuously exerting efforts to make the male members of the police force more gender-sensitive,” Poe said in a statement.

Ilocos Norte LGU declares 'plastic-free holiday'

LAOAG CITY – The local government unit of Burgos town in the province of Ilocos Norte has declared every Monday, Wednesday, and Friday as a "plastic-free holiday” in all residential, commercial, agricultural, and institutional establishments within the municipality.

This means that the use of single-use plastics is prohibited in Burgos at least three times a week to control and minimize the production of plastic waste.

Ahead of World Environment Day on June 5, the municipal government approved on Wednesday Municipal Ordinance 2021-002, or the Ecological Solid Waste Management Code of Burgos to ban the use of single-use plastic in the municipality.

Anyone found violating the ordinance will be imposed a fine of PHP500 for the first offense, PHP1,000 for the second offense, PHP2,000 for the third offense, and imprisonment of one to six months for the fourth offense.

"In case the violator is a business or commercial establishment, this shall result in suspension or cancellation of business permit,” the municipality said in a public advisory posted on its official Facebook page, enjoining everyone to cooperate for the reduction and proper management of solid wastes in the community.

Jay-Arr Tiguiamo said Friday the plastic-free holiday ordinance is considered their “baby step” toward a plasticfree environment.

“For now, we have intensified our information and education campaign (on the ban on single-use plastic), particularly among business establishments and the locals,” he said. Tiguiamo said while citation tickets have yet to be issued to violators, the municipality has begun releasing solid waste management clearance to all business establishments in the area to send a signal that the municipality is serious in its campaign to eradicate single-use plastics.

Ex-NPA members, supporters in Aurora get financial aid

BALER, Aurora – Former members and supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Maria Aurora town, this province, have received government livelihood assistance aimed at making them productive members of society.

"It’s hard (to implement) but we need to balance the predicaments of both sectors,” he said, noting that the establishments they have so far asked to stop using plastic have appealed to “use our last stock of plastic supply."

The local government unit is pushing for the use of alternatives instead of single-use plastics, such as “bayong” or eco-bags, reusable drinking containers, and metal drinking straws and utensils.

In the Philippines, records show that 2.7 million tons of plastic waste are generated each year, and about 20 percent of this end up in the ocean.

Julito Recto Jr., commander of the Philippine Army’s 91st Infantry Battalion (91IB), said on Friday the local government unit of Maria Aurora and the Office of the Provincial Agriculturist turned over last Tuesday to the former communist terrorist group members and supporters, who are now members of the people’s organizations, some PHP65,000 worth of livelihood aid that could help them rebuild their lives as they reintegrate to their communities.

communities once affected by armed conflict or insurgency.

I tell you my own story to support my claim that our doctors are great in their chosen speciality. Even before my cataract surgery, I had a persistent eye problem which I attributed to my habits that included an age-old passion for reading.

Upon examination, my doctor told me that I had big cataracts and so I underwent eye surgery during the COVID-19 pandemic. After the procedure I was enamored with my eyesight. Imagine my ecstasy when I managed to read big font letters without my eyeglasses.

Then something happened after a week. I had to resume using my eyeglasses in order to read again. I didn’t like it because it meant having to search for it among the many assorted items I stashed inside my very big bag and who needs that inconvenience?

Then I experienced frequent tearing of my eyes. I thought it was part of my

post eye surgery adjustment. My eyes would tear up and those who saw it would think I’m crying when I’m not.

I was directed by the eye doctor to apply a specific kind of eye drop thrice a day or as the need arises, meaning when I was tearing up. It was really embarrassing on my part to apply eye drops in the middle of an engaging conversation or excusing myself during parties to head to the bathroom for my ‘eye drop ritual.’

I started using regular ungraded eye glasses for ptotection. I thought then that I saw the end of my eye problem, attributing it to being part of growing old. Then another problem cropped up, which is the presence of ‘gound’ or eye crusts/booger in my eyes. In Filipino it’s called ‘muta.’

Except that my sticky ‘muta’ would shut my eyelids tight making it difficult to open my eyes in the morning. The soap and water aren’t enough to clear it forcing me to visit my eye doctor again.

After examination I un-

derwent some bloodwork and was then advised by my eye doctor to use the Johnson baby shampoo to clean my eyes. Still my eye problem persisted and the eye discharge made me visit my eye doctor again, this time ending up in laser eye surgery.

The eyesight improved but the eye discharge continued and on January 15 this year, my eyes were a bloodshot red. I remembered that day because it also was the scheduled oath taking of the new board of directors of the FilipinoAmerican Community of the Carolinas Inc. (FACC). I was prescribed with antibiotics and prednisone. The eye surgeon diagnosed my condition as episcleritis. My red eyes persisted but my husband Ronnie and I

8 Cebu villages ‘biofenced’ to keep garbage off waterways

CEBU CITY – The city government has introduced its biofence technology to eight mountain villages here, aimed at addressing the massive accumulation of garbage from neighboring municipalities’ coastal areas.

Murder suspect, firefighter nabbed in Sulu, Zambo City

ZAMBOANGA CITY – One of the most wanted persons in the country and a female firefighter were arrested in separate manhunt operations in Sulu and this city, police officials said Saturday.

Brig. Gen. Neil Alinsañgan, Police Regional Office 9 (Zamboanga Peninsula) director, said Singbi Hassan, 45, was arrested by operatives of the 2nd Zamboanga City Mobile Force Company and Sulu Police Provincial Office at the Hasiman wharf in Barangay Tanjung, Indanan, Sulu at about 6:15 p.m. Friday.

Meanwhile, Col. Alexander Lorenzo, Zamboanga City Police Office (ZCPO) director, said Fire Officer 2 Asaha Mukatil Adin, 49, was arrested in Barangay Sta. Barbara here at about 1:06 a.m. Friday.

Lorenzo said Adin had a standing warrant of arrest since 2013 for human trafficking.

Both are detained at the ZCPO headquarters before they are turned over to the concerned courts.

Importance of reading to learners

INSTILLING a love of reading early gives a child a headstart on expanding their vocabulary and building independence and self-confidence. It helps children learn to make sense not only of the world around them but also people, building social-emotional skills and of course, imagination.

It helps grow their vocabulary and their understanding about the world. The closeness of snuggling up with a favorite book leads to an increase in self-confidence and imagination and helps children gain a wealth of knowledge from the books you share. And it only takes 15 minutes a day of reading together to nurture this

growth.

Reading is necessary for learning so instilling a love of reading at an early age is the key that unlocks the door to lifelong learning. Reading aloud presents books as sources of pleasant, entertaining and exciting formative experiences for children to remember.

Children who value books are more motivated to read on their own and will likely continue to hold that value for the rest of their lives.

Reading exposes us to other styles, voices, forms and genres of writing. Importantly, it exposes us to writing that’s better than our own.

Teen Center first official visitors

The first ever Teen Center of Puerto National High School was visited last March 11, 2023 by the personnel of the Community Improvement Division (CID) of the City of Cagayan de Oro led by Michael Abrogar, Population Program Officer II. They came to assess the preparedness of the Teen Center to carry out its purpose of serving student needs especially in social concerns such as guidance and counselling, adolescent sexual reproductive health, teenage pregnancy and drug awareness and prevention. They also provided materials for the advocacy. Their visit marked the commitment and partnership

between the school and the city government in addressing the pressing issues concerning sexual education in an effort for a proactive awareness on the effects, threats, prevention and interventions to the teenage community. Additionally, Puerto National High School recently won one of the Top 3 Overall Winners of the Pasigarbo 2022: PopDev Club Festival of Talents sponsored by the City of Cagayan de Oro thru CID. The school’s very own PopDev president Ms. Jacel Mae Javier Sausal was also given recognition and acknowledgement for securing a place in the Top 3 Best PopDev Club Leaders in the competition.

How learning engineering hopes to speed up education

TEACHING in school is often done without any formal training. Mimicry of others who equally untrained, instinct and what feels right tend to provide the guidance. As a result, teaching is not up to code.

There are widespread beliefs about the best way to teach and learn that have been proven wrong by science yet they persist. Reading back over a textbook or taking lecture notes with a highlighter at the ready is often done by students but these practices have proven of limited merit and in some cases even counterproductive in aiding recall. And while many educators believe that word problems in math class are tougher for students to grasp than ones with mathematical notation, research shows that the opposite is true. Today, students frequently work in digital environments to read course materials, take tests and complete assignments. Those activities often leave data trails, making it

possible to quickly measure how well a section of an online textbook is conveying the knowledge a teacher hopes to impart or whether the material needs to be revisited and revised.

For instance, an online biology textbook may include a short section about protein synthesis followed by a question. If few students answer the question correctly, the software can flag the professor or the textbook author to consider revising the content to make it clearer. And as they revise, they can see how long learners spent looking at that passage and other details about how they moved through the digital tool since every action leaves bread crumbs to analyze. Even so, we’re still a long way from having a mature practice of learning engineering in place. But proponents of the approach say they are beginning to build the infrastructure necessary for their moonshot of turbocharging the speed and quality of learning.

New method accelerates data retrieval in huge databases

RESEARCHERS used machine learning to build faster and more efficient hash functions, which are a key component of databases.

Hashing is a core operation in most online databases, like a library catalogue or an e-commerce website. A hash function generates codes that directly determine the location where data would be stored. So, using these codes, it is easier to find and retrieve the data.

However, because traditional hash functions generate codes randomly, sometimes two pieces of data can be hashed with the same value.

This causes collisions — when searching for one item points a user to many pieces of data with the same hash value.

PREDICTING how increasing intensity of human–environment interactions affects pathogen transmission is essential to anticipate changing disease risks and identify appropriate mitigation strategies. Vector-borne diseases (VBDs) are highly responsive to environmental changes, but such responses are notoriously difficult to isolate because pathogen transmission depends on a suite of ecological and social responses in vectors and hosts that may differ across species. Here we use the emerging tools of cumulative pressure mapping and machine learning to better understand how the occurrence of six medically important VBDs, differing in ecology from sylvatic to urban, respond to multidimensional effects of human pressure. We find

that not only is human footprint—an index of human pressure, incorporating built environments, energy and transportation infrastructure, agricultural lands and human population density—an important predictor of VBD occurrence, but there are clear thresholds governing the occurrence of different VBDs. Across a spectrum of human pressure, diseases associated with lower human pressure, including malaria, cutaneous leishmaniasis and visceral leishmaniasis, give way to diseases associated with high human pressure, such as dengue, chikungunya and Zika. These heterogeneous responses of VBDs to human pressure highlight thresholds of land-use transitions that may lead to abrupt shifts in infectious disease burdens and public health needs.

The importance of feeding program

SCHOOL feeding as initiated by the Department of Education is not enough for our school-aged children to have proper nutrition. The Philippines has lots of colleges offering nutrition courses and degree holders of these programs can certainly help out the massive number of public schoolchildren in the country. And it is worthy to note that private schools must do their part to churn out nutritious food to their students in their respective cafeterias. Well the phenomenon is not just limited to elementary schools actually. To sustain the nutrition of their students, high school students must also be entitled to nutritious food as well. That’s why

it must be discouraged for school canteens to sell sodas and other non-nutritious stuff.

Instead, commissaries must be told to cook only nutritious food such as egg and cheese on a soft wheat ball, breakfast sandwich, hot oatmeal with warm peach topping, bagel served with jelly and cream cheese, apple mini-loaf, cheddar cheese stick, blueberry pancakes served with syrup, turkey sausage patty, cheese omelet soft wrap served with salsa, granola served with yogurt and craisins, turkey chorizo, breakfast burrito in taco sauce, etc. Healthy food such as this should be served in schools in the Philippines, not junk ones.

Education with a built-in learning loss

It takes much longer to find the right one, resulting in slower searches and reduced performance.

Certain types of hash functions, known as perfect hash functions, are designed to place the data in a way that prevents collisions. But they are time-consuming to construct for each dataset and take more time to compute than traditional hash functions.

Since hashing is used in so many applications, from database indexing to data compression to cryptography, fast and efficient hash functions are critical. So, researchers from MIT and elsewhere set out to see if they could use machine learning to build better hash functions.

EVEN students from private schools have not been spared from learning degeneration brought about by the pandemic. This research focused on the most essential learning competencies on three subjects: science, mathematics and English. But even before the pandemic struck, there was already research whose results are no less appalling.

Organizations that are involved in international assessment revealed that learning loss is evident among our students. Learning loss refers to the effect of the total disregard of the importance of having a good foundation in learning.

Teachers must be trained to be conscious that teaching in whatever level and subject they are is actually

the activity of building a foundation for students that serves as a preparation for capacitated learning for the next grade level. Diligence on this consciousness is an antidote to the possible learning loss.

In other words, not being able to lay a strong foundation in learning that results in learning loss is akin to erecting a building and beginning its construction on the second or third floor.

It would be too costly and maybe even irreparable when something like this happens in education constitutions. Learning loss also refers to the continuous accumulation of learning gaps which diagnostically predicts a poor performance on the next grade level of learning.

CAMP EVANGELISTA, Cagayan de Oro City - The 4th Infantry (Diamond) Division and the Philippine Veterans Investment Development Corporation (PHIVIDEC) Industrial Authority based in Tagoloan, Misamis Oriental have entered into a Memorandum of Understanding (MOU) to promote the welfare of active personnel and veterans.

MGen Wilbur C Mamawag, 4ID Commander, and MGen Jesus A Manangquil, Jr. (Ret), Administrator & CEO of PHIVIDEC, signed the MOU in a simple ceremony held at PHIVIDEC-IA Administration Building, MCT Complex, Tagoloan, Misamis Oriental on March 14, 2023.

The MOU aims to provide assistance in the form of surgical, laboratory, dental, and other medical equipment for use of the Camp Evangelista Station Hospital.

Manangquil conveyed his sincerest gratitude to MGen Mamawag for the said part-

nership would surely boost the collaboration of both agencies for the welfare of active soldiers and veterans.

In response, MGen. Romeo D. Alamillo (Ret.), national executive vice president of the Veterans Federation of the Philippines (VFP), shared in his message the program being pursued by the VFP which was kindled by the book, “Guerrilla Days in the Philippine South : 1943-1945” authored by Col Cesar Pobre with Dr. Ricardo T. Jose to honor the guerrillas.

Col Pobre, whose father was also a guerrilla, is the incumbent national president of VFP, a 62-year-old federation of more than 1,200 veterans organizations all over the country, including veterans surviving spouses, and their sons and daughters who are also affiliated with VFP.

“The book describes how there was unity among the lumads, the Muslims and the Christians, especially in Northern Mindanao, during the guerrilla days,” Gen. Alamillo said. “We are looking for historical sites where we can put up markers, and monuments, to remember and honor the accomplishments of our Filipino guerrillas. And it so happens most of them are situated along the Northern Mindanao corridor.”

“When we learned of this event, we thought this an opportunity for us to be there, because we are trying to do the same thing all over the country,” he added.

The VFP already visited Oroquieta, Ozamiz (Misamis Occidental), Marawi (Lanao del Sur), Iligan, Misamis Oriental and Bukidnon in search of a suitable site for the Unity Monument.

“We would like to focus our efforts on similar museums dedicated to guerrillas. In Northern Mindanao, we would like to focus on looking for a place to put up what we call a Unity Monument,” Gen. Alamillo disclosed.

However, he stressed that the project cannot be undertaken by the VFP alone and needs the support of stakeholders, because they are looking at something like the Dambana ng Kagitingan (Shrine of Valor) in Bataan, and the Capas Memorial Shrine in Tarlac.

“We already have the concept, template and model of the Unity Monument that the whole of Mindanao can be proud of. This requires an area of around 10 hectares which can be donated by philanthropists, promotion through the local and regional tourism agencies, and the support of our senators, congressmen up the Office of the President.”

Meantime, the Philippine Veterans Affairs Office (PVAO) expressed its support for the project through the message of Undersecretary Reynaldo B. Mapagu during the same occasion.

“PVAO supports the mainstreaming of the narratives

of the heroism and valor of our heroes here in Mindanao. It’s high time that the heroes of Mindanao be recognized, rather than only from Luzon,” Usec. Mapagu noted.

Besides the aforementioned book “Guerrilla Days of the Philippine South: 19431945”, PVAO also supported the publication of the book “The Battle of Ising” by Marie Silva Vallejo, whose father was a key player in the aforementioned action.

“These are narratives written by Filipino authors through the lens of the Filipinos, rather than other nationalities,” Mapagu observed.

Not the least, the PVAO chief executive encouraged local governments to replicate activities the agency would be holding for the Veterans Week which is fast approaching this coming April.

“We are also supporting bills in Congress that will rationalize the disability pension for veterans. We’d like to increase the P1,700 they are receiving now from P4,500 to P10,000; and also working to have another bill passed to increase old age pension from P5,000 to P8,000.00,” Mapagu said.

“The living senior Filipino veterans led by World War II fighters, together with veterans of the Korean and Vietnam wars, remain a priority of the federation’s assistance and benefits,” he emphasized.

For instance, Mapagu cited how a 25-bed Dr. Julian C. Montalvan Veterans Ward has already been established with the Northern Mindanao Medical Center (NMMC) in Cagayan de Oro City, where any veteran or their dependents can avail of all hospital services. Under a Memorandum of Agreement signed with PVAO, there will be zero billing for all confinements since PVAO will pay their bills.

PVAO is working to establish more veterans hospitals although Mapagu admits funding sources remain very challenging. However, he stressed that “No Veteran should be left behind. He/ she must not pay for their own medicines, as well as their dependents.”

PVAO also continues to award the US Congressional Gold Medal to all veterans, especially those who are still alive. The US Congressional Gold Medal is the highest award the US Congress can bestow on an individual or organization that significantly impacted the entire US National Interest.

So far, PVAO has conducted 23 awarding ceremonies for the medal to date, including one held 27 Nov 2018 with then Defense Sec. Delfin Lorenzana and US Veterans Affairs Dir. Tracey A. Betts and AFP, PVAO & PHIVIDEC officials at the Limketkai Center Atrium during PHIVIDEC Veterans Day.

The accusation as to the mastermind of the killings was allegedly directed to Congressman Teves after two of the arrested suspects revealed a certain "Cong Teves" who allegedly ordered the massacre.

Former soldiers Joric Labrador and Benjie Rodriguez told the Department of Justice that a certain "Cong Teves" ordered the hit on the provincial governor.

Meanwhile, in a video recorded by Teves, he denied the accusation that he masterminded the killings involving the governor and eight others.

The camp of Teves has requested an extension of two weeks for his travel in the United States saying he is receiving death threats after the governor was killed.

Earlier, DOJ Crispin Jesus Remulla told the media that Teves's approved travel to the United states was only until March 9. Remulla challenged the congressman to return home and face the accusations hurled against him.

Lumasag, who belonged to the Main Regional Guerrilla Unit of the NPA’s Western Mindanao Regional Party Committee, surrendered in Barangay Lumpanac, Imelda town at about 9:30 a.m. Friday.

Verceles said Duntar also surrendered in Barangay Lumpanac at about 10:20 a.m., while Yatar yielded in Barangay Sanghanan, Kabasalan town at about 10 a.m.

The eye surgeon told me to see an eye doctor in the Philippines and this is when things started to look up for lack of a better phrase. I visited Dr. Irwin Arribas at Madonna and Child Hospital

in Carmen and in between conversations about our lives he checked my eyes for any abnormalities.

He got an instrument to pluck some hair from my eyelids. He explained that ever since my chemotherapy for my breast cancer, the hair in my eyelids started growing inward rather than outward. I told my American eye doctor about my suspicions then but I didn’t know that it was hair growing inward, not outward.

Dr. Arribas prescribed Erythromycin, Loteprednol etabonate and another medicine to wipe my eyes that he said was available only in the Philippines. Barely four days after using the medicines, my tearing eyes cleared up.

I was glad that I turned to Dr. Arribas for help, having him known him during my radio and TV program days in Cagayan de Oro City. He was a frequent guest in my programs, appearing on short notice despite some reservations and I loved him for that.

The successful outcome of my visit to Dr. Arribas cemented my belief that Filipino doctors are the best. Our available medical equipment may not be world class but our doctors studied the same books and underwent practically the same basic training that doctors around the world did.

Just my opinion, Filipino doctors are good, even great and my experience with Dr. Arribas is evidence of that competency.

Reasons Why Teaching Is One Of The Noblest Profession!

“She speaks with placid ability. The gentle words that she steered in made me screech with wisdom and confidence.” I can still reminisce about the words of one of my learners. This seems to be a pure remark coming from an excellent mind. Certainly, it is from the one who has a heart for a teacher like me. This may be one of the reasons why teaching has been entrenched in my soul. Undoubtedly, why I chose to become a teacher is among the questions I ought to answer as a source of sincere inspiration, aside from the fact that it is one of the noblest professions on earth.

Should I become a teacher in the future? This was then my clever probe when I was in high school. Could I be one of the inspiring teachers of tomorrow? Similarly, this can also be a question for those who want to pursue education in college. One of the big uncertainties that sheltered me before, had roughly to do with obligation, commitment, and dedication. Would I be that devoted to fostering young minds? Oh, well I didn’t expect that the answer would be a resounding ‘YES’.

In certain facets, choosing one’s career is highly irresistible. The importance of choosing the right career path has been one of the concerns of parents, too. They have

to guide their children in choosing which career path to take. More so, you still have the final say. However, to be successful in one’s endeavor, for me, one should have the full concern, propensity, ability, and passion. Options can be intractable if you are not focused and decisive enough. This was the very reason that I did self-assessment before I chose the right career. Therefore, I became a full-fledged teacher. I chose to become a teacher not because anyone else wanted it for me, but because it’s my desire. Among all other professions, teaching has been hailed as the noblest. turnover of a historically accurate, museum quality scale model of the PT-41 Patrol Torpedo Boat (PT Boat) which brought the general and his party safely through enemy controlled waters from Corregidor to Cagayan on March 11-13, 1942.

The scale model was crowdfunded by the kin of World War II guerrillas and USAFFE soldiers in Mindanao, together with supportive stakeholders like the Philippine Veterans Bank, UC-1 Corporation, Rep. Rufus B. Rodriguez, Bgy. 21 Chair Gigi Go, and the Philippines World War II Memorial Foundation.

“ Napakalaking bagay po na makita natin itong real model of the PT-41 boat of Gen MacArthur which he used in coming here so he can temporarily withdraw so he can fight back later on,” said Undersecretary Reynaldo B. Mapagu , administrator of the Philippine Veterans Affairs Office (PVAO).“Kung wala ang boat na ito, wala tayong freedom ngayon na tinatamasan and enjoy this freedom and democracy that we enjoy right now.”

Mapagu expressed hope that youth, not only of Cagayan de Oro, but of the entire Mindanao, would be able to to see the scale model so they could go back in time, appreciate its significance, and help inculcate in them the values of patriotism and valor.

The Mindanao Guerrillas Exhibit , the second event held later the same day at the Elsa P. Pelaez Memorial Library at the Liceo de Cagayan University, was held to honor the Filipino

Guerrillas who fought the Japanese Occupation to attain the Philippines’ independence.

MGen Romeo D. Alamillo AFP (Ret), national executive vice president of the Veterans Federation of the Philippines (VFP), hailed the Mindanao World War II guerrillas for their very crucial role in regaining the country's freedom.

"The unselfish display of unity among Mindanao freedom fighters--Lumad, Christianized and Islamized Filipinos who rose above their deep cultural and religious differences--enabled a stronger force to confront the Japanese invaders early during the war," Alamillo noted.

According to Alamillo, the Mindanao guerrilla forces also survived their own death marches and POW camps, which inspired retired Col Cesar Pobre, a veteran of the Northern Luzon guerrilla front and renowned military historian, to write a comprehensive book entitled, " Guerrilla Days in the Philippine South: 1942-1945 " which PVAO helped him publish in 2022.

Mrs. Penelope LaplapDharamdas, who represented the sons and daughters of the USAFFE soldiers and guerrillas who crowdfunded the PT-41 scale model officially turned over earlier in the morning, expressed their gratitude in the recognition accorded to their kin by the two events.

“Our local guerrillas fought valiantly with very little of what they had to preserve our way of life. They dug and held their ground so we may have the freedoms we now enjoy. This band of local guerrillas fought not because

they were paid to do so; they joined together and fought out of their sense of patriotism as Kagayanons and as Filipinos,” Mrs. Dharamdas noted.

Her father, Col. Fidencio Laplap, was a school teacher who joined the military when the war broke out. He was a young officer who led a group of brave local guerrillas in what was then Cagayan de Misamis.

“Their successes were not without losses. At one point, the enemy forces captured my father’s father, Melanio, and held him hostage in order to force my father to surrender. His refusal to surrender led to the death of his own father. We can only imagine the agony of such choices. And there were countless sacrifices and losses paid for by our local guerrillas. Some were told, some were untold and buried in their collective and individual hearts,” she related.

“But that was something they were all prepared to do. Patriotism was not mere words for them to utter; patriotism was a way of life and was in their blood.”

“Their heroism was untold and unrecognized for quite some time, but deep in our hearts, we knew that our parents and relatives in the local guerrillas were heroes and will remain so in our hearts.”

"Today, we finally gave them the tribute they so fully deserved. A recognition of the heroes that they were and still is today. On behalf of the families of our local guerrillas, we are grateful for these memorials and exhibits that paid homage to the sacrifices of our local heroes.”

The Urgent Need to Improve the Quality of Education in the Philippines: Insights from the PISA Results on Filipino Learners

The Programme for International Student Assessment, or PISA, is an international standardized test that measures the academic performance of 15-year-old students in reading, mathematics, and science. The results of PISA have consistently shown that Filipino learners have been among the lowest performers compared to their peers from other participating countries.

In the most recent PISA assessment in 2018, the Philippines ranked 78th out of 79 countries in mathematics, 77th in science, and 55th in reading. These results indicate a significant gap between the performance of Filipino students and those from other countries, and underscore the need for urgent action to improve the quality of education in the Philippines.

One possible reason for the low performance of Filipino learners is the lack of access to high-quality education. Many schools in the Philippines are underfunded and lack basic

resources, such as textbooks, laboratory equipment, and technology. Additionally, many teachers are undertrained and lack the necessary skills to effectively teach their subjects.

Another possible reason is the lack of emphasis on critical thinking and problemsolving skills in the education system. Many schools in the Philippines still rely on traditional teaching methods that focus on memorization and rote learning, rather than on developing the analytical and problem-solving skills that are necessary for success in the modern world.

To address these challenges, there is a need for a comprehensive and coordinated effort by the government, educators, and other stakeholders to improve the quality of education in the Philippines. people of their rightful share of ecological, cultural, economic, and political space. The ownership” of the rich is based on the “dispossession” of the poor – it is the common, public resources of the poor which are privatized, and the poor who are disowned economically, politically and culturally.”

If, at all, we have to own these essentials, i.e., land, forest, water, etc. it must follow the moral tenet that the users should be the owners. Our lumads had “owned” the forest for hundreds, if not, thousands of years, and have used them sustainably with high reverence to nature. But the 17 million hectares of dipterocarp forests which were the homes then of billions of flora and fauna are now gone, gone to loggers everyone who used their massive rakings to become powerful politicians. Then the neo-colonizers came, the TNCs in cohort with powers-that-be, illegally grabbing the lands of the Indigenous Peoples and transforming our choicest of lands into massive plantations, using toxic chemicals heavily that as if we are dumping to our watersheds some 2,000 dump trucks of poisons every day as seven out of eight chemicals are already banned in other countries. Are you still wondering why so many of newly-born babies are deformed or why many are now dying of cancer? Yes, our agricultural lands, when not owned by the communities, are subjected to tremendous amount of poisonous chemicals which have destroyed their natural fertility.

This is also true to electricity. The so-called electric cooperatives must reckon with the fact that the member-consumers are really the owners because of their monthly payment of two items: 1) amortization of loans and 2) reinvestment. These items when computed will reach tens of thousands of pesos per member-consumer, yet no patronage credits were issued to them.

It has become imperative for all of us to rectify social wrongs which are being inflicted upon the people. Following the principle of transparency and accountability, the people have the right to know. Why have we lost our ecological integrity which is now causing horrible environmental disasters? Who were those who have amassed so much from selling the bounty of the forests?

All told, we have to question the dominant development paradigm that subject everything, including those which are means to life, to the commerce of men or women and even to greed, moderate or otherwise, Just like the Indian Chief Seattle, we have to start asking questions, poetically or otherwise. So much social injustice looming that has put our humanity is disarray. For the cooperatives, it has become imperative to act on our mandate which is concretely and categorically stated in Chapter 15, Article 12 of the 1987 Constitution: “To promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.”

Group Study vs. Individualized Learning

Furthermore, it is important to adopt evidencebased teaching strategies that are tailored to the needs of Filipino learners. These may include incorporating more hands-on activities, providing more individualized support to struggling students, and increasing opportunities for collaborative learning.

In addition to these efforts, it is also crucial to address the underlying social and economic factors that impact student performance. This may involve increasing access to education, providing support for families and communities, and promoting policies that address poverty and inequality.

In conclusion, the results of PISA on Filipino learners indicate a need for urgent action to improve the quality of education in the Philippines. With the right policies, strategies, and investments, we can provide our learners with the education and support they need to thrive and succeed in today’s globalized world

Which method is the most effective for teaching children? We are unable to provide a direct answer to this question. Because each child is unique, it is dependent on their learning habits. You cannot choose it based on general perception, even based on your opinion. Both group and personalized learning methods have advantages and disadvantages. Depending on your comfort level, you can choose between group and self-study.

But we can say what advantages you can gain from group and personalized learning methods. Here are the advantages and disadvantages of group and self-studying.

The Advantages of Group Study

1. Deliberation Only if you understand the concept will studying be effective. When some people learn independently, they do not understand the idea.

2. Idea generation Students can share their ideas when studying in groups. This will help the children learn more effectively and generate new ideas.

3. Clarification of Doubts

When you have questions about a topic, you can only advance your studies once they are answered. You cannot clear

your doubts if you read alone instantly.

4. Offers motivation Studying in a group is one of the most effective ways to break up the monotony of the learning process. It makes you more aware of what others are saying.

The Disadvantages of Studying in Groups

1. Diversion Students benefit significantly from group studies. It does, however, have some drawbacks. When studying in a group, it is common to become distracted.

2. Move too quickly or slowly Some students learn slowly, while others learn quickly. When studying in a group, whether a person is a slow or fast learner will affect the learning of others.

3. Ineffectiveness Group study reduces your ability to focus on a specific topic, especially during an exam. When learning alone, you can prioritize the issues you have not adequately prepared for. When is the best time to do it?

Individualized Learning Advantages of Individualized Learning

1. Fewer distractions Students who choose to learn alone can concentrate entirely on the subject.

2. Individual study environment Every child is unique.

Some people prefer to learn in a quiet setting, while others prefer to learn in a crowded environment. If you are a silent learner, self-study is the way to go.

3. Focus When learning a subject, you do not have to cover all topics. If you are clear and firm on a particular topic, skip it and focus on the issues that require immediate attention.

Disadvantages of Personalized Learning There are two sides to a coin. Similarly, every learning method has benefits and drawbacks.

1. Feel bored Students who study alone for more than an hour may become bored. When you’re alone, silence can be exhausting.

2. Inadequate motivation

As previously stated, learning for an extended period exhausts you. This may cause you to take a long break from your learning process.

In conclusion

When students participate actively in their learning, they usually give their best effort. So, if you ask me about self-study versus group study, it depends on the individual. If you are still determining which type of study is best for you, we recommend that you weigh the pros and cons. Your learning style and habits determine it.

Top officials of the Philippines leading veterans organizations and the kin of World War II guerrillas in Mindanao converged in two events on March 13, 2023 in Cagayan de Oro City to celebrate the heroism of Filipino soldiers and guerrillas who put their lives and future on the line for the country’s freedom.
