Full recovery of int'l air travel likely by Q1 2024 – CAB

MANILA – An official of the Civil Aeronautics Board (CAB) on Thursday said international air travel would likely fully recover and reach the pre-pandemic levels by the first quarter of 2024.

CAB Executive Director

Carmelo Arcilla, in a public briefing, said domestic travel has recovered, and that he is hoping that international air travel could catch up by the first quarter of next year.

Arcilla said the country had 8 million international tourists prior to the coronavirus pandemic.

“In 2022, we had 2.5 or 2.7 million which was beyond our expectations,” he said.

In coordination with different government agencies, Arcilla said the country has been promoting Cebu and

Clark, and has been urging airline companies to fly to local destinations with good airports and tourist destinations.

“Innovative airports are attractive to both the airlines and passengers. That is one of the keys to further boost domestic air travel,” Arcilla

said. He added that the public should not hesitate to travel whether internationally or locally as this would increase

Outgoing Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr., during a groundbreaking ceremony, said the new Public Information Office (PIO) briefing room will enable the PNP to directly address the concerns and inquiries of the public and media in a transparent and factual manner.

3K Pangasinenses get financial aid from national gov’t

– Some 3,000 Pangasinense farmers, agri-workers, senior citizens, women, and other locals from different sectors on Thursday received financial assistance from the national government through the Assistance to Individuals in Crisis Situations (AICS) of the Department of Social Welfare and Development (DSWD).

The beneficiaries came from Urdaneta City, and the towns of Umingan and Pozorrubio, and each received PHP3,000 during a ceremonial distribution led by Senator Imee Marcos.

“Ito ay ayuda sa ating mga kababayan mula sa national government (This is an aid

to our countrymen from the national government),” she said.

The AICS serves as a social safety net or stop-gap measure to support the recovery of individuals and families suffering from unexpected life events or crises, the DSWD said.

Marcos also pledged PHP5 million to farmers in Pozorrubio town through its local government unit (LGU).

“Alam natin napakadaming problema sa agrikultura. Kulang sa fertilizers. Kaya maganda yong organic or composting. Kahit papano maganda presyo ng palay ngayon at least nakarecover kaunti (We know that there are a lot of problems in our agriculture sector. There is a shortage in the supply of

fertilizer. That’s why it is better to use organic or composting. The price of palay has improved and recovered a little),” she said.

She said an advanced system in cropping could help farmers address the problems due to El Niño.

Marcos also asked the LGU and the provincial government to update the list in their Registry System for Basic Sectors in Agriculture even as she encouraged farmers to register to avail of government assistance and projects.

She also particularly urged women to form their cooperatives or associations to avail of livelihood projects from the national government just like other cooperatives in the province. (PNA)

As bannered in the news recently, “Pope Francis issued a historic apology Monday for the Catholic Church’s cooperation with Canada’s catastrophic policy of Indigenous residential schools saying the forced assimilation of Native peoples into Christian society destroyed their cultures, severed families and marginalized generations in ways still being felt today,” Reverberating now globally is Pope Francis’ pronouncement, |”I humbly beg forgiveness for all the evils committed by so many Christians against the Indigenous peoples.” We passionate environmentalists throughout the world are ardently one with His Holiness Pope Francis when he issued LauDaTu si’ in 2015 ”to hear the cry of the poor and of Mother Earth,” during these most urgent times when the humanity is racing into the precipice of its Anthropocene (man-made) 6th extinction. That’s how great His Holiness is and this time, full of humility in humbly begging for forgiveness! But as He begs for forgiveness, His Holiness should know the amazing trailblazing move of His Church in Mindanao to liberate the poor Indigenous peoples from the quagmire of poverty and never-ending oppression.

May I first put such truism in its historical context. The Indigenous peoples were once the masters of the land that no one owned because private ownership is not in their language based on the strong belief that no one can own land which outlast him. They asked,

“How can you own something that will outlast you? You cannot own the land; the land will own you.” Their ancestors passed on to them the use of the land in the spirit of Res Communis (no one owns but everyone uses). And rightfully so because just like forest, water and air, land is a means to life and must not be used for so much raking by a few.

Music was not only my passion, but also that of my Filipino (later German) wife.

Already as a youngster, I found that music is an important part of our life as it is a way of expressing our feelings as well as emotions. No matter where you are living on this globe. Some people consider music as a way to escape from the pain of life. It gives you relief and allows you to reduce stress. ... Music plays a more important role in our life than just being a source of entertainment.

Music affects our emotions. When we listen to sad songs, we tend to feel a decline in mood. When we listen to happy songs, we feel happier. Upbeat songs with energetic riffs and fast-paced rhythms (such as those we hear at sporting events) tend to make us excited and pumped up.

Music means the world to me. It makes me think about how it relates to life and I love the beats. Music is a way to express yourself, keep you company while you're alone, and always give you

something to do. Music is a way of expressing me and being able to relate to other people.

It won't be a surprise to most that music can affect the human brain emotionally. ... Happy, upbeat music causes our brains to produce chemicals like dopamine and serotonin, which evokes feelings of joy, whereas calming music relaxes the mind and the body.

Music is a form of art; an expression of emotions through harmonic frequencies. ... Most music includes people singing with their voices or playing musical instruments, such as the piano, guitar, drums or violin. The word music comes from the Greek word (mousike), which means "(art) of the Muses.

Music is love. David Crosby sang this wonderful song already in 1971. "Everybody's sayin' music is love Everybody'sayin' it's, you know it is..."

Music tells stories. Well, composers and musicians use music to tell stories. From all over the world. Music can be used to depict characters, places, actions and even emotions. Music is often used to heighten a mood, or to express a thought or feeling when mere words are not enough.

“[Music] can propel narrative swiftly forward, or slow it down. It often lifts mere dialogue into the realm of poetry. It is the communicating link between the screen and the audience, reaching out and enveloping all into one single experience.” The best stories engage all of the senses.

One of the great things about music in general, and in particular concert music, is that playing it opens up a whole new world of experience that further enhances the mind, physical coordination, and expression. Music lovers, who are also amateur performers, may choose to play in community en-

Iloilo City’s fast-paced dev’t entices transport sector investors

ILOILO CITY – This city’s fast-paced development has enticed investors from the transportation sector to consider investing here.

Mayor Jerry Treñas, in an interview Thursday, said that Futran Philippines Inc ., the first company that produces pod cars in the country, has signified its interest to bring the German technology to Iloilo City.

Pod cars or personal rapid transit, is a mode of transportation featuring small low-capacity automated vehicles that operate on a network of specially built guideways.

“They are asking if we can sign a memorandum of understanding (MOU). With the MOU we can provide them with data like the

Comprehensive Land Use Plan and other available plans so they can come up with feasibility if it is doable,” Treñas said.

During his meeting with the firm’s representatives on Tuesday, he was informed that they also introduced the German technology to the cities of Mandaue and Cebu.

The mayor said he is excited because pod cars can enter even side streets.

Another interested investor is First Balfour Inc, a subsidiary of the Lopez-led First Philippine Holdings Corporation (FPH).

The firm has signified its intention to develop a green electric-powered transport system to complement the City's Local Public Transport Route Plan.

“The more alternative

mode of transportation will be available for the city, the better for us then it will make Iloilo very walkable and liveable,” Treñas said.

Representatives of the First Balfour presented their proposal in a meeting with the city mayor early this month.

“As envisioned by First Balfour, the integrated transportation project will call for the deployment of a fleet of electric buses and the development of a supporting infrastructure, potentially a bus rapid transit system,” the firm said in a press statement.

It is expected to help the city reduce carbon emissions and traffic congestion, promote local tourism, create jobs, and improve the delivery of services, it added. (PNA)

Culling not only option vs. ASF, Cebu guv says

CEBU CITY – Governor

Gwendolyn Garcia on Thursday reiterated her earlier stand that culling would not solve the spread of African swine fever (ASF), contrary to the Bureau of Animal Industry’s (BAI) position in addressing the virus.

Garcia made the statement as she claimed that there were no massive deaths of pigs in the province despite the presence of ASF in 12 localities.

She also questioned the BAI findings that the first ASF detection was in Carcar City, which is known as home to Cebu’s famous chicharon (pork cracklings) and lechon.

BAI declared the villages of Can-asujan, Guadalupe, and Poblacion 1 as the epicenter of ASF infection.

About 600 hogs from Barangay Guadalupe in Carcar City were listed for culling but Garcia’s timely issuance of an executive order earlier this month stopped the depopulation

(PNA file photo by John Rey Saavedra) procedure imposed by the agency. BAI data said ASF was tested in the cities of Cebu, Mandaue, Lapu-Lapu, Talisay, Bogo, and Carcar and the towns of Minglanilla, San Fernando, Cordova, Liloan, Sibonga, and Tuburan.

She said the case in Cebu has proven that culling is not the only option for preventing the further spread of ASF.

“The Carcar City case

proved that you do not have to kill, you do not have to cull, kay buhi man (they are still alive) after one week,” Garcia said.

She filed criminal and administrative charges against five officials from BAI and the Department of Agriculture as she questioned their hasty declaration of an ASF infestation in the province even in the absence of conclusive laboratory data and in the culling of pigs. (PNA)

Globe taps Emergency Cell Broadcast system for urgent SIM registration reminders

With just a few days before the SIM registration deadline, Globe sent out urgent reminders to customers through the Emergency Cell Broadcast system. This was done to instill urgency on millions of customers who have yet to register their SIMs.

Globe utilized the ECB as a component of network management and implemented the emergency blast within acceptable parameters. The National Disaster Risk Reduction and Management Council (NDRRMC) has given no objections on the use of ECB after prior notice. The Free Mobile Disaster Alerts Act allows the NDRRMC and other relevant government agencies to use the telco network system to blast warnings during disasters and emergencies.

Globe took this step as it sought to urgently advise its customers to register their SIMs to avoid deactivation of their mobile services, which are crucial for day-to-day needs.

Globe believes lack of con-

nectivity will be detrimental to mobile users, as this will impact access to services crucial for financial transactions, healthcare, learning, livelihood, transport and deliveries, among others.

Getting disconnected from mobile services will also deprive mobile users of advisories from the government, including disaster warnings.

"We are at a critical time as the deadline draws near, and we want to ensure that our customers are compliant with the law to avoid SIM deactivation. This way, they will continue to enjoy our call, text and data services for their day-to-day needs," said Globe Group President and CEO Ernest Cu.

As of April 22, Globe has logged over 35.8 million SIM registrations out of its 86.7 million customer base.

Globe continues to call on its customers to register their SIMs, even as it called on the Department of Information and Communications Technology (DICT) to extend the registration deadline beyond

April 26.

The SIM Registration Act's Implementing Rules and Regulations allow an extension of up to 120 days.

Globe continues to step up its efforts to register its customers. With 147 Stores and 25 EasyHubs transformed into assistance centers, customers can easily seek help with their SIM registration needs. The company has also partnered with local government units, groceries, and malls to set up assisted registration booths in more than 100 sites nationwide.

To reach subscribers in remote areas, Globe regularly joins SIM Registration Caravans led by the National Telecommunications Commission since January. These efforts aim to provide convenient and accessible registration services to all subscribers, regardless of location.

Lack of connectivity an emergency itself Globe hits over a million registrations per day as deadline nears

As the deadline for SIM Registration draws near, Globe opted to use the Emergency Cell Broadcast (ECB) system to urgently alert subscribers who have yet to comply with the SIM Registration Act.

Globe took this step as registrations had been slow at roughly 200,000 per day in March. Globe started using ECB to call on customers who have not registered due to the tepid daily registration numbers. The impact of ECBs have been tremendous as daily registrations increased to 400K then 800K last week. Over the weekend the daily registrations hit over 1 million.

“We are looking after our customers as we do not want their SIMs deactivated. If they do not register by April 26, customers stand to lose their mobile services, now considered a lifeline especially post pandemic,” said Globe Group Chief Sustainability and Corporate Communications Officer Yoly Crisanto.

"We apologize to our registered customers who have

received the emergency alerts and expressed their irritation online. These messages were really intended for those who have not registered. We appeal for their understanding as these messages are geographically targeted for all. Globe sees the low registration numbers as needing urgent public service because the lack of mobile services is in itself an emergency, severely impacting daily life, from financial transactions and e-commerce to transport and education, among many others,” added Crisanto.

Pag-IBIG home loan releases reach record-high P27.57B in Q1 2023, up 14%

Pag-IBIG Fund released a record-high P27.57 billion in home loans during the first quarter of 2023, an increase of P3.36B or 14% compared to the P24.21 billion released during the same period in 2022, its top officials announced on Monday (April 24).

“We are happy to report that we have started the year strong by posting a new record-high in home loan releases for the first three months of 2023. This means that more Filipino workers have been helped by Pag-IBIG Fund in acquiring their own homes. All these are part of our efforts under President Marcos’ Pambansang Pabahay para sa Pilipino Housing or 4PH Program to move forward in solving the housing backlog of our country,” said Secretary Jose Rizalino L. Acuzar, who heads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees.

Acuzar added that the amount of home loans released by the agency during the first quarter enabled 21,870 members to acquire their own homes. He further noted that out of this total number, 2,968 or 14% are Pag-IBIG Fund members from the minimum-wage and low-income sectors who were able to secure a total of P1.26 billion in socialized home loans.

Meanwhile, Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta noted that the agency’s performance at the start of the year shows that it has sustained the momentum of

its record-high achievement in 2022, when it released a record-high P117.85 billion in home loans for the year and surpassed the onetrillion peso level in total home loan releases since its inception.

“After coming off our best-performing year in 2022, we have yet again set another record-high in housing loan takeout for the first quarter of 2023. Our strong performance in the housing loan front is an indication of the trust of our members in our programs. More importantly, our record-high numbers reflect the increasing number of Filipino workers we have enabled to gain new or better homes. Our members can rest assured that we shall do our best to make our housing loan programs, as well as all our other services, continuously accessible so that they may fully enjoy their benefits as Pag-IBIG Fund members,” Acosta said. Tala supports BSP, Sen. Tulfo’s campaign against Sangla-ATM

Global digital lending platform Tala has expressed its support for the campaigns of the Bangko Sentral ng Pilipinas (BSP) and Senator Raffy Tulfo against sangla-ATM, and other predatory loan schemes that trap financially struggling Filipinos.

Their campaigns and calls for legislation to prevent these practices are growing because no laws to date exist prohibiting them.

The sangla-ATM practice has borrowers give their ATM cards to informal financiers as collateral for their loans. Because borrowers are often pensioners and small income earners, they are essentially stripped of their sole source of funds while their ATM cards, which store their pensions or salaries, are confiscated.

Borrowers often have no written contracts with the informal lenders. As a result, borrowers have difficulty filing complaints with proper agencies or cases in courts.

“Loans should help, not hinder, borrowers from making productive use of their money,” says Bianca Villarama, Tala’s Director for Regulatory and Privacy. “Sangla-ATM loans, which require borrowers to surrender their ATM cards and to share their ATM security codes, prevent borrowers from using their money freely and safely. Tala believes that borrowers should be trusted and empowered to make good financial decisions to improve their lives. Tala supports the

government’s campaigns to restrict lending practices that physically put borrowers’ property in the hands of untrustworthy lenders.”

According to a 2022 Consumer Expectation Survey conducted by the BSP, 2.6% of Filipinos resorted to sangla-ATM for two reasons: quick release of loans and no lengthy documents required.

The BSP survey also showed that the difficulty in completing requirements, the lack of guarantors, the lack of stable employment, and the lack of credit history are factors that compel borrowers to use predatory lending practices.

The BSP has been warning the public, pointing out the risk of identity theft, fraud, and other criminal activities associated with the sangla-ATM practice to the borrowers. Borrowers became prey to the unauthorized exposure of their bank details and other information to illegal, unscrupulous parties.

Senator Raffy Tulfo recently called the Senate’s attention to the prevalence of sangla-ATM among SSS and GSIS pensioners. For Tulfo, lenders who use the sangla-ATM scheme take advantage of the elderly who need to ease their financial woes by taking a loan.

In his privilege speech during a Senate plenary session on February 27, Senator Tulfo said that he “is looking to proposing the prohibition or regulation of the use of SSS (Social Security System) or

Rufus breaks ground P586M Puerto-Claveria by-pass road

CAGAYAN DE ORO CITY – 2nd District

Representative Rufus Rodriguez and Vice Mayor Jocelyn Rodriguez attended the ground breaking of the Bugo section of the ongoing construction of P586-Million Puerto to Claveria Bypass and Diversion Road.

This bypass road will serve as an alternate route to different areas in Claveria town in Misamis Oriental without passing through the Butuan-Cagayan de Oro-Iligan Road (BCIR).

IN an interview with the media, Congressman Rufus said the total allocation for the project is P586,374,000.00. This amount was fought for and secured by Cong. Rufus during budget deliberations in Congress.

The Church’s intervention can be likened to the much-needed light to bring to the fore how oppressed the IPs are which are now being given attention by concerned agencies of government. Arch Tony Ledesma, Bishop Cabantan and Bishop Toto Pedregosa’s amazing concern and assistance, humble as they are, should somehow be known by the Vatican, especially by Pope Francis, that while His Holiness has begged for apology on the oppression of the IPs in Canada, the opposite is happening here in Mindanao, the liberation of the IPs from poverty, harassment and oppression as the Church legal assistance is regaining back the rule of law. Indeed, in this country, no one is above the law’ all must bow down to the majesty of the law because we follow the rule of law. Before, it was the rule of power, wealth and guns. Through the Church’s intervention and the provision of legal assistance, pro-bono at that, the rule of law has finally prevailed. To Arch Tony, Bishop Toto and Bishop Cabantan, our firm salute and warm embrace!

I have been a music lover since my 4th birthday. Meanwhile, living as a German expat in the Philippines, I found out that Filipinos and Germans are music lovers. Among indigenous Filipinos, one important function of music is to celebrate or commemorate important events in the human life cycle. Fortunately, until today, these rich indigenous musical traditions live on. They serve as a reminder of the Filipinos' long history of musical talent and ingenuity.

Such is the case of Philippine music which today is regarded as a unique blending of two great musical traditions – the East and the West. ... The majority of Philippine Music revolves around cultural influences from the West, due primarily to the Spanish and American rule for over three centuries.

Becoming a German expatriate in the Philippines in 1999, I have attended many music events. I fell in love with Filipino classical music. So what does music really mean to Filipinos? It simply tells them where they've been and where they could go. It tells a story that everyone can appreciate and relate to, which is why it's a big part of every Filipino culture.

Music of the Philippines (Filipino: Himig ng Pilipinas) include musical performance arts in the Philippines or by Filipinos composed in various genres and styles. The compositions are often a mixture of different Asian, Spanish, Latin American, American, and indigenous influences.

Notable folk song composers include the National Artist for Music Lucio San Pedro, who composed the famous "Sa Ugoy ng Duyan" that recalls the loving touch of a mother to her child. Another composer, the National Artist for Music Antonino Buenaventura, is notable for notating folk songs and dances. Buenaventura composed the music for "Pandanggo sa Ilaw".

After a hard working day I like to listen to some slow, beautiful melody. It helps me to relax and to forget about my tiredness.

My whole Filipino family cannot live without music. They listen to music, dance to music or learn to play musical instruments. There is music everywhere: at home, in the car, in a concert hall, in the park, at the seaside, in the forest and even in the street.

Music is not only a combination of pleasant sounds. It is an art which reflects life. Music reflects people’s ideas and emotions. My ideas and emotions. In this world of ours, filled with conflicts, tragedies, joys and hopes, music strives to speak to people of what is most important.

Music in the lives of different people is different: some compose music, others play music, and others only listen to it. A lot of people who cannot play any musical instrument love to listen to music either at home or at a concert. Different people like different kinds of music. I tried to “compose” my first pieces on the grand piano, when I was 11. Something between Beethoven’s “Für Elise” and Freddy Aguilar’s “Mindanao”.

At the age of 7, I started collecting records. The then vinyl long plays. Later I got a lot of CDs. I downloaded music whenever I got the chance to. I tried to watch all the programmes dealing with it on TV and went to the concerts as often as possible.

Different people like different music. The scientists say that they can define your character if they know what music you like. For example, they suppose that people who listen to rock music are very clever and reasonable. British scientists confirm that most young people listen to aggressive music such as metal and rock. Scientists say that these people are good students, because of their character and assiduousness. I agree with this statement, because I think that music shows your soul and nature.

I always adored people who compose music and write poems. I think that such people are very talented. Also I believe that they can draw pictures and show their feelings by their music or poems. They can make you cry or laugh. Moreover they make you think about global problems or you may lie soft and just dream while you are listening to the music.

It goes without saying that music plays a very important role in people’s lives. It reflects our moods and emotions. Music appeals to our hearts and transforms our feelings. It conquers our souls and enriches our minds. Besides, listening to music is the perfect way to spend free time and not to feel bored. You can hardly find a person who doesn’t like or need music and who never sings or dances. Music is beauty in sounds; it is our magic source of inspiration.

Well, and then, one day during 2001, I was introduced to Philippine (Classical) Music. I was invited to several performances. And, living as an expat in the Philippines means more than enjoying music. Culture shock knocked at my door. Life doesn’t consist of music alone. Or sunny weather or days at the beach.

Music occupies an important place in my life. Definitely also in yours. This morning, I was sitting on my porch and realized that it’s kind of lonely around me. I really can’t live without music. I turned on my radio.

Well, people have different musical tastes depending on their age, education and even mood. Some people like classical music, others prefer rock, pop or jazz, but nobody is indifferent to it.

As for me, I used to sing in front of the mirror in my childhood. A pencil box served me as a microphone and I imitated a show on the stage. It was great fun! At the age of 9, I wanted to become a radio host. Not knowing then, that one day it will become true.

Nowadays we have relaxing music, which we use in medicine. More helpful than all kinds of music is classical music by such famous composers as Bach, Beethoven, Mozart and Vivaldy. I didn’t expect that Filipinos would like (or even love!) this kind of classical music. Up to the day, I started hosting classical music radio shows.

The music I hate is heavy metal. I find it noisy and dreadful. When I listen to this style of music it presents to my mind pictures of dark days. Though some young people are fond of this style of music, it is not to everyone’s taste. To my mind, too loud music can do damage to our ears. I am indifferent to other styles of music. For example, I don’t mind listening to jazz.
