Laoag allots P19M for solar lighting project

LAOAG CITY – The city government has allotted PHP19 million to light up village streets here with solar-powered lamp posts.

Mayor Michael Keon said Thursday the amount is an initial fund that will be used for the first phase of the solar lighting project which aims to reach the city's remotest barangays.

“In order to live up to the name 'Laoag' [which means light], we need to have more lighting in the city," said Keon, adding that the lighting project will start at the city proper.

With limited funding, Keon said the “Lawag” project will be done in

Fog, tricky terrain halt retrieval of bodies of Cessna passengers

LEGAZPI CITY – The bodies of the four passengers and the debris of the ill-fated Cessna plane which crashed near the Mayon Volcano's crater on Feb. 18 were already verified and documented but the retrieval team temporarily suspended operations on Thursday due to the loose soil and the fogginess in the area.

At 1:50 p.m., responders led by team leaders from the Energy Development

Corporation (EDC) and Search and Rescue Force (SRF) touched down at the crash site, according to the Facebook post of Camalig

Jr.

Baldo, the incident commander, in an earlier press conference on the same day, confirmed that they have shifted from rescue to retrieval operation upon receiving information and photos confirming the bodies of passengers, including the pilot, Capt. Rufino James

T. Crisostomo Jr., the mechanic Joel G. Martin, and two Australian passengers, Simon Chipperfield and Karthi Santhanam.

The shift was made after a five-day full-blast search and rescue operations by the incident command center.

"Nakita na po ung site, wala na pong buhay doon, kaya nasa retrieval operation na po tayo. Sana matapos din ngayon araw, at ang family nag-aantay na din. Kahit napuntahan na po un, hindi ganon kadali

ibaba...kasi nakita naman natin kung gaano kahirap ang terrain, ang hirap ng pinag daraanan ng mga nagre-retrieve doon sa taas.

(The site has been seen, there is no life there, so we are in a retrieval operation. I hope the day ends today, and the family is also waiting. Even though we've been there, it's not that easy to get down... because we saw how difficult the terrain is, the hardships of those who retrieved up there)," Baldo

phases while the city government looks for more funds.

City planning and development officer Ruby

Ann Bunalade said the project is being implemented in coordination with the Department of Public Works and Highways to conform with the national standards.

Last December, Ilocos Norte first district Representative Ferdinand Alexander Marcos initiated the solar lighting of the whole stretch of the Laoag bypass road, including the 7.99-kilometer road opening, embankment, slope protection, and drainage

from Barangay Buyon in Bacarra town to the Rotunda in Barangay Bengcag.

Melvin Santos, chairperson of Barangay 1 San Lorenzo, said the lighting project has long been a dream of his constituents to reduce crimes and road accidents.

“Once our village will be fully lit up, bad guys will be discouraged as most crimes happen in dimly lit areas,” he said.

“Good lighting helps in crime prevention because we can easily spot on them if they run away,” Laoag City police chief Joseph Baltazar said for his part. (PNA)

Exploit and kill the forest ecosystem and all other ecosystems will perish with all the billions of flora and fauna that have been there for billions of years even before the homo sapiens came into being. By seniority, these plants and animals that constitute the mega-diversity have more rights than the humans to exist. In just one hundred years, these life forms perish because they have been sacrificed to the altar of greed and profit by adhering to the growth-at-all cost development paradigm that has given way to unbridled materialism and consumerism in utter disregard to life’s spirituality.

can do that to their own kind, more so to those they described as lower forms of life notwithstanding the truism that all life is sacred. Even Gaia (mother earth) is now dying because of the diabolic acts committed by the new comer specie called man whose existence came about 700 million years ago while plants and animals existed for more than three billion years.

Now that 17 million hectares of our dipterocarp forests gone in our country, the rest of the eco-systems are dying if not yet dead. Twenty major rivers in the country are now biologically dead. As you travel from Cagayan de Oro to Butuan City, look below the bridges. Either no water or the water is polluted, going to the sea that are polluting the bays.

Well, am not surprised. The last century saw humans killing each other reaching more than 150 million deaths because of two world wars and the socalled cleansing of Hitler and Pol Pot. Such brutality of the homo sapiens to their own kindred has manifested the diabolic nature of man unseen in other species. If humans

Where are our coral reefs, the homes to fishery and marine life? About 75 percent totally damaged and only five percent is in excellent condition. Where are our mangroves, the spawning grounds of the fish? Almost gone having been converted into residential or commercial centers.

Sister city: Davao, Mindanao, Surabaya

I have been eager to have a sister city between Surabaya and Davao or Mindanao. These three cities will be more prospective if this idea can come true.

I remember the Indonesia Minister of Education and Culture (Mendikbud), Prof. Dr. Muhammad Nuh visited some schools in Davao cities in 2012. These schools, at that time, as reported by the media were mostly Indonesian students (Jawa Pos, 12/11/2012).

One of the Indonesian teachers was teaching in the Indonesian schools in Davao. Her name is Agustina Dedal, from Manado, Sulawesi Utara, Indonesia. In that year 2012, she was 63 years old. The school was under the Indonesia Embassy advisory, in Davao. So far, after the change of the government and the Minister of Education in Indonesia, there has not been an update on that news. Yet, Mrs. Agustina Dedal was married to a Philippine but she was still keeping her Indonesian citizenship.

The program which was conducted by the Indonesia Minister of Education,

As we lost our ecological wealth, poverty is now glaring in the rural areas where three out of four are wallowing in poverty. The farmers are producers of food, yet, their dining tables fall short of it. The workers are the makers of wealth, yet, they live below poverty line. In fact, according to the data of the Food and Nutrition Institute, 28 percent of our children are malnourished, 27 percent are underweight and 30 percent are stunted in growth.

The sins of a few loggers are now visited upon our people. Typhoon Sendong that hit Cagayan de Oro and Iligan City in December 17, 2011 has left a clear warning

M. Nuh, at that time was related to the development of infrastructure for the schools in that city, Davao, Philippines. It was a good program because mostly the students studying in that school were said to be Indonesian students living in that city.

In order to get updated with such a good program in education, it is really important for both countries: Indonesia and the Philippines to have a good relationship. This relationship is intended to create a mutual understanding. It will be a good idea when we create a sister city between Surabaya and Davao, and Mindanao.

So far, there has not yet been direct transportation. There is no direct flight from Davao or Mindanao to Surabaya or Surabaya to Davao and Mindanao.

In 2015, I visited Cor Jesu College (CGC), Digos city, near Davao city. I was invited to be a guest speaker speaking about collaboration between universities globally. But, I stated my idea about having a sister city between Surabaya and Davao and Mindanao at the

international conference held at Marco Polo Hotel, Davao City.

When speaking in front of the audience, I told them that my flight was like a UTurn flight. From the south, Surabaya, flying to Singapore, and to the north to Manila. After that, I turned back to the south, from Manila to Davao city. Yet, when looking at the map, we know that Davao city is close to Surabaya if there is a direct flight. It will be much closer to Manado. Therefore, my idea of having a sister city between Surabaya and Davao and Mindanao is good for some purposes.

What was done by the Minister of Education and Culture in 2012 was really a good education program. It was three years before I visited Davao. So, the sister city between Surabaya and Davao or Mindanao is a good idea when it can be created. Mindanao is also a good city for the

Structural integrity of Antique buildings to be assessed

SAN JOSE DE BUENAVISTA, Antique - Antique Governor Rhodora. Cadiao has ordered a structural integrity assessment of government-owned critical infrastructures in the province as part of emergency response preparedness.

Provincial Disaster Risk Reduction and Management Council (PDRRMC) Officer Broderick Train said on Thursday that the governor, in a memorandum on Feb 22, instructed the Antique District Engineering’s Office of the Department of Public Works and Highways (DPWH), and the Provincial Engineering Office (PEO) to assess and evaluate the safety and reliability of all critical infrastructures in the province.

“Governor Cadiao issued the memorandum in adherence to the directive of the Regional DRRMC VI (Western Visayas),” Train said.

CEBU CITY – A total of PHP3.5 million worth of shabu were seized while 10 persons were arrested during a series of operations in Central Visayas that also led to the dismantling of two drug dens, the Philippine Drug Enforcement Agency (PDEA) in Region 7 reported on Thursday.

Operatives seized eight packs of suspected shabu weighing 12 grams worth PHP81,600 and drug paraphernalia from suspects Alberto Gomez, the alleged drug den maintainer, 56; and his live-in partner Evangeline Infanso, 42; Archie Amasura, 18, and Junrel Vailoces, 19.

On Feb.6, PDEA agents also dismantled a drug den in Purok 4 in Barangay Ubujan of Tagbilaran City and arrested 37-year-old maintainer Jaypee Mark Pusta

and his assistant identified as Roselyn Diamos, 28. A 23-year-old college student Josef Morrice Quijada who was at the drug den was also arrested.

Pag-IBIG members save record-high P39.84 B under MP2, up 54% in 2022

Pag-IBIG Fund members continue to show preference in the MP2 Savings program in 2022 as total savings reached nearly P40 billion, setting yet a new record-high for the amount saved voluntarily by members under the program in a year, its top officials said Monday (27 February).

For 2022, members’ savings under the Modified Pag-IBIG 2 (MP2) Savings Program reached P39.84 billion, achieving an impressive 54% increase from the P25.95 billion collected in 2021.

“Pag-IBIG Fund has again set another record, this time in the amount saved by members under the MP2 Savings Program. This shows the unwavering trust of our members in our capability to excellently and prudently manage their hard-earned peso. With our strong collections, we can continue to finance the

loans of our members and keep our interest rates low. These are in line with our efforts of supporting the call of President Ferdinand Marcos, Jr. to provide a better life for all Filipinos,” said Secretary Jose Rizalino L. Acuzar, who heads the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees.

The MP2 Savings Program is a special voluntary savings facility of Pag-IBIG Fund that comes with a maturity period of five years. With a low entry point of P500 as minimum savings, it is designed for active Pag-IBIG Fund members who wish to save more and earn higher dividends, in addition to the mandatory Pag-IBIG Regular Savings they save every month. It provides members the option to claim the earnings of their MP2 Savings annually or compounded at the time of its maturity. The program is also open to pensioners and retirees who were once Pag-IBIG members and had at least two years worth of savings prior to retirement. Initially made available to members in

2010, the MP2 Savings has seen phenomenal growth over the past few years, as more members find it as a safe and low-risk savings facility which provides competitive returns.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, meanwhile, noted the increase in the total number of MP2 savers in 2022. From 750,267 in 2021, MP2 savers increased to 977,643 or 30.3% by the end of 2022. Acosta further emphasized that the MP2 has become an instrument that has allowed more workers to save, with 86% of the agency’s total MP2 Savers having an average savings of P19,357.

“We are very happy that the MP2 Savings continues to encourage more and more Filipino workers to save. Through the program, we have made more Filipino workers appreciate the value of saving by providing them with a secure savings channel for their future goals. Our members can rest assured that we shall do our best to grow their savings and provide them the highest possible returns. That is Lingkod Pag-IBIG at work,” Acosta said.

DAVAO CITY – The Army's 10th Infantry Division (10ID) started its series of mental health seminars and workshops for its personnel at Camp General Manuel T. Ya, S. Station Hospital (CGMTYSSH) in the Davao de Oro town of Mawab Tuesday, an Army official said.

In an interview Thursday, Capt. Mark Anthony Tito, 10ID spokesperson, said 65 personnel from the 10th Installation and Management Battalion, 10th Division Training School, and 10th Company of K-9 Battalion joined the first day of the workshop

“It is the mandate of our 10ID commander, Maj. Gen.

During the workshop, he said a focused group discussion was conducted to identify mental health challenges among personnel and their various coping strategies.

“The mental health teams also assisted the participants in determining their strengths and abilities to bounce back to a normal state of mental well-being,” he added.

Meanwhile, Niembra lauded the initiative of CGMTYSSH in ensuring the good mental health status of 10ID personnel.

"Our soldiers are exposed to stressful situations, and it is our prime duty to look for the well-being not only for mission accomplishment but for the betterment of our organization," he said.

The mental health teams under the Mental Health and Resilience Center were scheduled to implement the program to all personnel of 10ID headquarters until Feb. 25, and intends to reach out to all 10ID subordinate units.

Oro Artist’s Maquette selected for Espasyong Bayan Exhibit

A maquette by Cagayan de Oro artist Oscar Esteban

Floirendo has been selected as one of 30 public art proposals from Luzon, the Visayas and Mindanao, featured in the Espasyong Bayan Exhibit launched Saturday, 25 February 2023 by the Arts Research and Training Institute (ARTIST Inc.) Center, Los Baños, Laguna.

Dubbed Padayon (a Cebuano word for “Tuloy lang” or “ moving on / moving forward”), Floirendo’s maquette highlights the “MOTORELA” a local means of public transportation invented by his father Rafael as a Local Cultural ICON.

“I plan to use it as a vehicle of our expression, a testament of the city and its community of our adaptability, innovativeness and enduring resilience through the years,” the artist explained.

The monument consists of large-scale brass flat sheets with the shape of the motorela-in-motion on one end making and leaving an ornate trail in a designed zigzag form.

The flat sheets trails have metal filigrees and metal etchings of Lumad, okir and baroque patterns and historical images of significant persons, events and landmarks spanning the pre-colonial period, Spanish era, American, World War II, post-war, up to present.

“In terms of the creative production process, my aim is to make this a COLLECTIVE endeavor involving a number of stakeholders: Local artists of the CdeO Arts Guild/ other visual art groups, motorela fabricators such as skilled welders and metal designers of accessories. and the City Historical and Cultural Commission, City Museum and XU Museo de Oro,” Floirendo noted.

You can take a closer

look at Floirendo’s maquette from this online video courtesy of Meckhan.

A maquette (French for scale model, sometimes referred to in Italian as plastico or modello ) is a scale model or rough draft of an unfinished sculpture. Also used interchangeably with bozzetto ( Italian for sketch).

A maquette is used to visualize and test forms and ideas without incurring the expense and effort of producing a full-scale piece. It is comparable to a painter's cartoon, modello , oil sketch, or drawn sketch. It is also used by animators when finalizing a character design and it can also act as reference for the animators. These models by highly regarded artists can become as desirable as their completed works, as they show the process of developing an idea.

ARTIST Inc aims to be a center for the advancement of arts and culture towards sustainable and empowered Filipino communities by providing relevant and accessible arts and culture services for Filipino communities.

The opening program was graced by Prof. Felipe M. de Leon, Jr., who spoke on Philippine Heritage in Public Spaces; Ms. Alma Quinto (Visual Arts in Public Spaces as Community Dialogue); Mr. Luis “Junyee” Yee, Jr. (Representing Cultural Life through Installation Arts); and Mr. Toym Leon Imao (Visual Arts in Public Spaces amidst social challenges).

During an interview with News5, the governor dismissed the possibility of a “rido” or clan war.

“Ang pamilya namin, the Adiong and the Alontos wala kaming kalaban sa mga family feud ano man diyan. Syempre nandiyan yung politika. pero yung kalaban namin sa politika hindi naman namin kalaban ng personal. Hanggang doon lang. Pagkatapos ng eleksyon magkaibigan parin kami,” he said.

Despite the ambush, the governor stood firm in his fight against the drug menace in his province. “Hindi ako natatakot labanan ang drugs. Kasi pag ako natakot, ang buong mamamayan ng Lanao del Sur at ibang kababayan natin, sinong magde depensa sa kanila?” the governor asked.

BARRM PNP Regional Director BGen John Guyguyon has confirmed the death of a certain “Otin” believed to be the lookout during the ambush incident.

“He was believed to be a lookout according sa ibang mga impormasyon natin. At bina-validate ng ating mga kasamahan doon and our intel. And he is also believed to be anak or kamag-anak siguro, or relative of one of the persons of interest natin doon sa ambush na ‘yan. In associate lang doon sa mga rough information coming from the people na tumutulong din,” the PNP chief said.

He said according to an intel report, “Otin” was a relative of alias “Fighter,” a leader of an armed group involved in kidnapping, shooting incidents and illegal drugs.

DRUG SYNDICATE

EYED BEHIND THE AMBUSH

Police detectives aren’t ruling out the idea that a drug cartel was responsible for the recent ambush of this province’s governor Mamintal “Bombit” Adiong, Jr.

Prior to the ambush, agents of the Philippine Drug Enforcement Agency (PDEA) demolished a marijuana plantation in Maguing town with an estimated value of P5 million.

Police authorities claimed this could be among the “angles” eyed in the ongoing probe since a big sum of money was lost to the drug cartel operating in Mindanao due to the burning of the Marijuana farm in Maguing town.

sold to oil millers for the production of coconut oil.

Also, the discarded coconut husks or shells are mostly thrown away.

Director Alvindia said that the SPF program will enable coconut farmer cooperatives to produce coconut oil while sourcing their raw materials from smaller farmer cooperatives. Also, the smaller coconut cooperatives that will have SPFs to efficiently produce more copra can directly supply to existing large coconut oil mills.

The SPFs will also allow coconut farmer cooperatives to produce various products from coco coir from discarded husks. These include geotextiles, mats, ropes, planting medium, among others.

According to the United States Department of Agriculture, the Philippines is still the top producer and exporter of coconut oil globally, with estimated production placed at 1.668 million metric tons (MT) based on latest figures. Coming in second is Indonesia with 1.025 million MT and India with 476,000 MT. (please indicate the year when this data was obtained/published)

As for coco coir, India and Sri Lanka are the top producers and exporters followed by Thailand, Indonesia, Malaysia, Vietnam and the Philippines.

Meanwhile, the country is still the top exporter of desiccated coconut, accounting for 147,000 MT of the total 438,052 MT global productions in 2020, according to figures gathered by the Department of Trade and Industry.

PHilMech is mandated under Republic Act 11524 or the Coconut Farmers and Industry Trust Fund Act to establish SPFs for coconut farmer cooperatives that will be funded by 10 percent or P7.5 billion of the P75-billion Coconut Farmers and Industry Trust Fund (CFITF).

Under Executive Order (EO) No. 172, or the Coconut Farmers and Industry Development Plan (CFIDP), P5 billion each will be released in the first two years of the plan’s implementation.

Director Alvindia said that PHilMech will also provide training for the farmer’s coconut cooperatives, and will coach and monitor their progress. The objective is for the cooperatives to become viable business enterprises.

“We will provide three years of coaching and mentoring. We want these cooperatives to be successful,” he added.

“Kasama na doon ‘yung mga festivals, mga pagkain at iba't ibang (This includes the festivals, the food, and the different) aspects of the destination,” she said.

Moreover, Frasco said the DOT is working for the improvement of all aspects of connectivity, including land transportation, with the cooperation of local government units to improve the overall experience of going to tourism sites.

Meanwhile, Senator Imee Marcos, who was in Baguio for the event, said that with the Panagbenga Festival, things are looking up again.

“Last year, records were made, with 1.7 million tourists to a high of 2.5 million. Inaasahan ko sa taong ito lalampas na ng tatlong milyon ang bibisita pagkat kahapon kalahati lang ang dumating para manood ng Panagbenga. Ngayon nagdoble na (I am hopeful that we will exceed three million visitors because today [Sunday], Panagbenga visitors have already doubled its number as compared to yesterday [Saturday]),” Marcos said. (PNA) added.

"Rescue teams have kept up their retrieval operations yet are still unsure of when and where exactly the cadavers can be safely dropped off due to Mayon’s tricky terrain," he said.

Dr. Cedric Daep, Albay Provincial Safety and Emergency Management Office (APSEMO) chief, said earlier that they will mobilize another batch of responders to back up the 28-man team that first approached the crash site to complete the mission.

Daep also confirmed that the immediate family members of the passengers, including the two Australian nationals, were informed about the status of the retrieval operation.

"We mourn the confirmed passing of our dear colleagues, Captain Rufino James Crisostomo Jr., Joel G Martin, Simon Chipperfield, and Karthi Santhanam, who were on board the Aircraft RP-C-2080 that was reported missing early Saturday morning shortly after taking off from the Bicol International Airport," Richard B. that put in clear category all term that we have grossly violated the laws of nature and are now suffering the consequences. Yes, another law of nature says that there is no free meal in nature. What we do to nature will surely come back to us. We have killed nature, nature is now killing us.

Mother Earth is now dying: global warming, melting of the iceberg at the tune of 1,000 hectares per day of iceberg 386 meters high, rising of the oceans and extinction of the species. Yes, the unimaginable is becoming imaginable: the end of life on earth.

Who controls? Who decides? Who benefits? From the so-called contemporaneous development paradigm? Only big business, the oligarchs and the cartels highly adhering to a flawed development paradigm which can be likened to a giant that is now dying, now off-balance. So as not to fall, the giant must run and in running it steps on communities, the fragile ecosystems, the ozone layer, and Gaia herself.

We must now all unite to form a countervailing force to heal the blighted land back to life or we will all perish. Indeed, we are now on the 23rd year of the 21st century but w do not know whether we will reach the 22nd century which is only 77 years from now.
