Mayor Klarex to order revamp in January

This, as Cagayan de Oro City Mayor Rolando "Klarex" Uy announced massive revamp in January next year, citing reports of 'unprofessional' employees that his office has received since he took office.

The mayor said his office has been receiving complaints from tax payers and ordinary citizens that employees at City Hall are neglecting their respective duties in serving the people the best they can.

“I’ve been receiving many reports about complaints from our constituents who said they weren’t attended to, that they were shouted

at and passed around. This saddens and discourages me because it goes against my administration’s efforts to bring the government closer to the people,” the mayor said during his radio program.

Uy reminded the employees during a flag raising ceremony on December 5, this year, never to delay their services to the people nor procrastinate.

According to him "as much as possible," the mayor said, the constituents who want to be served must be served in only three days

The mayor also said in vernacular "The people that we serve may have other problems they want to attend to. We should value their time and efforts if they need our services," he said.

Mayor Uy confirmed that there were already two

employees of the city hall that he dismissed after he received valid complaints from the public of their "shenanigans." The mayor did not elaborate.

He warned department heads to make initiatives to fast track the delivery of basic services to the public. People should not be waiting for long hours," he warned during his radio program.

“They should motivate themselves to serve the public better, especially those who need assistance the most. But then I saw some non-performing department managers, assistant department managers and division chiefs,” Uy claimed.

He warned of replacing under-performing and non-performing department heads to those who are capable and committed public servants. - with CIO report

Joma's death a new dawn for the Philippines, says defense department

The recent death of Communist Party of the Philippines (CPP) founder Jose Maria Sison would be a new dawn for the country's genuine quest for lasting peace, the Department National Defense said.

According to the Department of National Defense in a statement that Joma Sison, who is considered to be "the greatest stumbling block of peace is gone."

The CPP-NPA's founder died in Utrecht, Netherlands. The medical bulletin for his illness is not available at press time, but report says Joma was confined at the hospital before his death at around 8:40 p.m. (Philippine time)

The said report of his

demise was also confirmed by CPP chief information officer Marco Valbuena on Saturday (December 17).

“Prof. Jose Ma. Sison, founding chair of the Communist Party of the Philip-

pines, passed away at around 8:40 p.m. (Philippine time) after two weeks of confinement in the hospital,” Valbuena confirmed.

The DND said in a statement: “A new era without Jose

Maria Sison dawns for the Philippines, and we will all be better for it. The greatest stumbling block of peace for the Philippines is gone; let us now give peace a chance.

“His death deprived the

Filipino people of the opportunity to bring this fugitive to justice under our country's laws.

"Sison was responsible for the deaths of thousands of our countrymen. Innocent civilians, soldiers, police, child and youth combatants died because of his bidding,” the DND claimed.

The communist leader has been in self-exile in the Netherlands since 1987.

The communist group has been leading a communist rebellion against the Philippine Government since December 1968. However, until the death of its founder leader, the group has not achieved anything from what they wanted.

Who is Joma?

Jose Maria Sison (Pebrero 8, 1939 – Disyembre

16, 2022) was known for his nickname Joma. He is a writer, teacher, politician and the founder of Communist Party of the Philippines (CPP), New People’s Army and National Democratic Front (NDF)

In 2002, the United States tagged Sison as “a man who supports terrorism.”

The CPP-NPA-NDF founder is facing multiple charges filed against him. The Philippine Government wants to arrest him dead or alive, for various criminal charges, according to wikipedia.com

Joma Sison was born on February 8, 1939 in Cabugao from a well-known family who owns big lands, his family inherited from his forefathers, who have a blood line from Spain, Mexico, and Malay from Fujian, China.

Sitio Kibaritan : In Total Disarray

Transforming a Community into Military Reservation, the Height of Social Injustice

The firing of cannons at dawn from 3am to 7am has created so much phobia to the community especially to the children who are shouting in fear and some decided not to go to school anymore. The non-stop firing of guns (M16) and the blasting of cannons are continuously instilling fear and havoc to the children as they would recall that horrible incident which happened on March 25,2016 when three children were victims of the blasting of an UXO (Unidentified Explosive Ordnance). So painful to see a father of the two of three victim-children shouting in tears while gathering the blasted organs of his children as the dogs were also running for the blasted parts.

Such horrible incident should have not happened If only the AFP hierarchy has listened to the strong recommendation of the LGU Committee headed by then Vice Mayor now the honorable Mayor of Kalilangan, Bukidnon, Hon. Raymon Charl Gamboa, not to declare Sitio Kibaritan as part of the 46,000-hectare Military Reservation because “it is so dangerous to make the 195-has.-Sitio which is already a community with an Elementary School, a Chapel and a Day-Care Center as a part of the reservation.

It has been the contention of the AFP that Kibaritan is a Military Reservation by virtue of Presidential Proclamation 134 signed by then President Diosdado Macapagal on July 11, 1963. Such has been belied by no less than the Lawyer-Mayor of Kalilangan as he categorially declared that Sitio Kibaritan has never been a part of the Military Reservation as the present occupants have been tilling their farm lands for more than 60 years already since the fifties when their grandparents as Settlers began tilling their lands. As the occupant-farmers’ countermeasure, they cited President Duterte’s Executive Order 75 issued in 2019 “directing all departments, bureaus, offices and instrumentalities of the government to identify lands owned by the government devoted to or suitable for agriculture for distributions to qualified beneficiaries.”

We are so puzzled why our land have been converted into farming projects in cohort with the Department of Agriculture, even granting MATG DA’s fund of P299,650, adhering to the ELCAC initiatives of government. Indeed we are puzzled no end by the DA granted such gargantuan fund to the MATG on the basis of us being “red-tag” with the MATG’s pronouncement that there are some 100 FR (former rebels) in Kibaritan. No sir! We are the grandchildren of former soldiers and we are never rebels.” The Regional Director of the Department of Agriculture must explain why the fund that should go to the poor farmers was given to MATG, a part of which was used to buy a tractor that is being used to destroy our crops? Your Excellency, as the Acting Secretary of Agriculture, we hope that due investigation should be done. You know that the Filipino farmers are now living in extreme poverty as 3 of 4 young farmers have already left farming to work in the urban centers as janitors, drivers or waiters, yet such precious funds to liberate them went to help military officials.

Ms. Novelyn was so hurt and had to see a doctor and had even suffered nervous breakdown.” Apparently, the message of these military officials is clear as they instill fear to take hold of the farmers’ land. The Kibaritan farmers are now strongly advocating for social justice based on the Constitutional pronouncement that “the State shall promote social justice in all phases of national development.” Yet, in standing for their right, they reported that no less than Mindanao Army Training Group-TRADOC (MATG-TRADOC) Commander Lomas-e has encouraged them to be rebels when he said, “MATAGAL NA KAYONG NAKIKINABANG SA LUPANG PAGMAMAYARI NG MILITARY. ANG TITIGAS NG ULO NINYO, MABUTI PA MAGREBELDE NA LANG KAYO!” Thus, the farmers are now asking, “ In barring us from our land, MATG has built fences. Ang mga tanong po ng mamamayan sa Kibaritan na gusto nilang iparating sa MATG: ”MAGKANO BA ANG TOTAL BUDGET SA FENCING? TOTOO BA NA ANG TOTOONG

As pointed-out by Mayor Gamboa who was formerly the Chief of the Legal Division of the DAR in Bukidnon, Sitio Kibaritan has been classified as Alienable & Disposable and the present occupants have already achieved prior or vested right – thus, Kibaritan has never been a part of the military reservation. That being the truth, it is so puzzling why the DENR hired three Geodetic Firms paying them 20 million pesos to do land survey that led to the putting-up of bordermarkers or “muhon” that classified the 195 hectares as part of the reservation. Such has puzzled the occupants so much and are asking DENR

“What is so painful is the unscrupulous fencing of the farm-to-market road, the destruction of our fences, the cutting of cassava and kamote and replaced by the planting of corn as ordered by the military officials. Now these officials are using our lands for their own vested interest. Is this the way to convert our land into a military reservation? Those who ordered were cutting our plants in the presence of military gun-men in gross violation of our human rights! We are farmers and farming is our livelihood to feed our children and to live a dignified life. Apparently, the ones gaining from our lands are military officials for their self-vested interest in the guise of transforming our land into military reservation. We are treated as “disposable wastes”, as shown by the throwing of stone and hurting of Ms.

Indeed, poverty, hunger, ecological disaster, corruption, violence, greed and apathy, social injustice, gross inequities and violent extremism, when put together, is the lethal combination that puts a country in disarray caused by formidable social structures that can only be described as pyramidal, elitist and oppressive. This truism is now happening in Sitio Kibaritan as the community is now living in extreme poverty, non-stop oppression and corruption.

While our health centers have no medicine, our pupils are in dire need of educational materials and the poor, the aged, those with disabilities and the marginalized sectors are not being assisted by DSWD for lack of funds, yet the ELCAC BUDGET IS INCREASING BY THE BILLIONS OF PESOS? For what? Well, such is RES IPSA LOQUITOR AS SHOWN IN KIBARITAN WHICH IS NOW IN TOTAL DISARRAY!

SUCH SOCIAL WRONG SHOULD NOW BE RECTIFIED BY NO LESS THAN PRES BBM HIMSELF AS COMMANDER-IN-CHIEF!

Marcky’s Grill, CDO’s fave chicken inasal is back!

MARCKY’s Grill, which has been patronized by dinein customers since 2009 until the pandemic struck, is back not just with its signature chicken inasal but with more!

Conceptualized by entrepreneur-slash-interior designer Miranda Miranda (yup that’s her given name and family name), Marcky’s Grill is a family-friendly restaurant during the day that transforms itself into a resto bar at night where you can drink and chill out the wee hours!

Of course, Marcky’s Grill has never ceased operating during the three years of the pandemic as they are carried by food delivery apps Grab and Food Panda yet customers have been yearning to dine there.

Driven both by her passion of cooking and interior design, Miranda or MM took over the day to day operations from her brother Marcky (who is now based in Bacolod) and transformed it into a windy and cool al fresco area complete with

an industrial hole in the wall look which can suit any occasion.

The dishes too are updated. There is still their signature chicken inasal which is freshly grilled on charcoal and their other yummy heirloom dishes that they’ve been known for – sisig, Kapampanganstyle lechon kawali (with homemade binagoongan), pinagat na pompano, inihaw na liempo, pork adobo, putting adobong manok, beef steak Tagalog, pork shrimp roll, Bicol express and stir-fried pancit canton.

Marcky’s Grill also

serves kinilaw, chicken skin, French fries, chicharron bulaklak, tinolang manok, sinigang na baboy, sinigang na baka, lauyang baka and bulalo.

For drinks, Marcky’s Grill offers beer in bucket and bottle, Bacardi, red wine, tequila, Jagermeister, Johnnie Walker and more.

Happy hour starts at 5:30 where patrons can enjoy promos and discounts on a limited basis.

Municipal Ordinance No. 2022-18

AN ORDINANCE AMENDING THE ORDINANCE NO. 2016-14, OTHERWISE KNOWN AS THE “REVISED REVENUE CODE OF OPOL, MISAMIS ORIENTAL 2016”

WHEREAS , the lifeblood doctrine emphasizes that taxation is indispensable to the existence of government such that the government needs the contribution of its citizens in order to function and operate;

WHEREAS , a principle deeply embedded in Philippine jurisprudence is that taxes being the lifeblood of the government should be collected promptly, without unnecessary hindrance or delay;

WHEREAS , Section 5 of Rule X of the 1987 Philippine Constitution expressly provides that each local government unit shall have the power to create its own sources of revenues and to levy taxes, fees and charges subject to such guidelines and limitations as the Congress may provide, consistent with the basic policy of local autonomy. Such taxes, fees, and charges shall accrue exclusively to the local governments;

WHEREAS , Section 129 of the Local Government Code likewise states that each local government unit shall exercise its power to create its own sources of revenue and to levy taxes, fees, and charges subject to the provisions in the Code, consistent with the basic policy of local autonomy. Such taxes, fees, and charges shall accrue exclusively to the local government units;

WHEREAS , Section 191 of the Code provides that local government units shall have the authority to adjust the tax rates as prescribed herein not oftener than once every five (5) years, but in no case shall such adjustment exceed ten percent (10%) of the rates fixed under the Code;

WHEREAS , pursuant to Section 186 of the Code, local government units may exercise the power to levy taxes, fees or charges on any base or subject not otherwise specifically enumerated in the Code or taxed under the provisions of the National Internal Revenue Code, as amended, or other applicable laws: Provided, That the taxes, fees, or charges shall not be unjust, excessive, oppressive, confiscatory or contrary to declared national policy: Provided, further, That the ordinance levying such taxes, fees or charges shall not be enacted without any prior public hearing conducted for the purpose;

WHEREAS , the Committee on Finance, Budget and Appropriation has recommended the amendment of the “Revenue Code of Opol, Misamis Oriental 2016” to adjust tax rates and levy additional taxes, fees or charges not specifically enumerated therein; 1 Angeles City vs. Angeles City Electric Corp. and RTC Br. 57, Angeles City, G.R. WHEREFORE , on the motion of Hon. Danilo O. Daroy, Sr. and duly seconded by Hon. Roland B. Alfeche, it was RESOLVED , as the body hereby resolves, to enact:

AN ORDINANCE AMENDING THE ORDINANCE NO. 2016-14, OTHERWISE KNOWN AS THE “REVISED REVENUE CODE OF OPOL, MISAMIS ORIENTAL 2016”

Section 1 . Section 2E.01. Imposition of Tax under Article E. Tax on the Transfer of Business or Trade Activity of Chapter II – Municipal Taxes in Ordinance No. 2016-14, otherwise known as the “Revised Revenue Code of Opol, Misamis Oriental 2016”, is hereby amended to read as follows:

Section 2E.01. Imposition of Tax . There is hereby levied a tax on the change of name and trade name, transfer of business or trade activity by sale donation, barber, or any other form or more of conveyance at the rate of One Percent (1%) of the preceding calendar year on file at the municipal treasurer’s office, or fixed amount of Five Hundred Pesos, whichever is lower.

Section 2. Section 3A.03. Mayor’s Permit Fee on the Operation of Business under Article A. Mayor’s Permit Fee in Business of Chapter III – Permit and Regulatory Fees is hereby amended to read as follows:

Fish Cage - a stationary or floating fish enclosure made of synthetic net wire/bamboo screen or other materials set in the form of inverted mosquito net (hapa type) with or without cover with all sides either tied to poles staked to the bottom of the water or with anchored floats for aquaculture purposes.

f.) Fish Pen – a fish enclosure made of closely-woven bamboo screens, nylon screens or nets or other materials attached to poles staked at the bottom up to the surface of the lake, river or other shallow bodies of water for the purpose of growing and/or culturing of fish to various sizes in fresh, brackish and marine waters.

g.) Mussel Farm - a form of aquaculture that involves raising and harvesting these mollusks in either natural or man-made environments.

h.) Seaweed Farm - is the practice of cultivating and harvesting seaweed or algae.

Section 5F1.02. Anchorage Fee . The following are the Anchorage Fees for registered with the Maritime Industry Authority (MARINA) and non-registered vessels in the Municipality of Opol:

2. The MSFRB shall perform the following powers, duties and functions:

a. Serve as the Technical Working Group (TWG) that is responsible in the formulation of policies and guidelines in all matters pertaining to full implementation of the Municipal Meat Inspection and Regulation Code;

b. Accept and process applications for lease of slaughterhouse owned by the Local Government Unit of Opol to a private individual or person, juridical or natural; and

c. Perform such other duties and functions as may hereafter be authorized by the Sangguniang Bayan of Opol.

3. Upon due notice to the members of the MSFRB, the majority members thereof constituting a quorum shall conduct meetings on the following instances:

a. Regular meeting once every quarter;

b. Special meeting discussing findings and violations of slaughterhouses; and

c. Special meeting may be called whenever necessary.

4. The MSFRB shall formulate and adopt its own internal rules of procedure including its regular meeting. -Xxx-

Section 5K.03A. Meat Butchers and Meat Handlers

1. All butchers, meat handlers and other meat workers shall be appointed by the Municipal Mayor upon recommendation of the Municipal Veterinarian, Municipal Agriculture Office, Municipal Meat Inspection Service or Municipal Slaughterhouse Office.

2. To qualify as butchers and meat handlers, the applicants must possess the following qualifications, to wit: a. Must be at least eighteen (18) years old; b. Must be physically and mentally fit and not suffering from any contagious or communicable diseases, and must secure a Health Card or Certificate from the Municipal Health Office prior to the filling of application; c. Must be of good moral character and without any pending case in a court of law; d. Must have undergone a Basic Training for Butchers or Meat Handlers conducted by the Municipal Veterinary Office or any accredited training provider; and e. Must be willing to conform to all relating laws, ordinances, and other existing rules and regulations.

3. All meat handlers and other meat workers who are involved in the orderly, safe and hygienic handling of meat products shall be required to register and apply for licensing/accreditation annually.

However, all meat handlers and other meat workers who are working outside the Municipal Slaughterhouse shall pay an annual fee for the registration and licensing/accreditation as prescribed below:

Such permits, licenses, certificates and others necessary documents shall be presented to authorities whenever required by them.

No person shall be permitted to transport and trade meat and meat products, by products and animal effects without securing first the necessary permits, licenses and certificates from the proper authorities.

6. Only those private meat transport vehicles that are accredited by the Municipal Veterinarian shall be allowed to trans port or deliver meat and meat products within the municipality. Private establishments like hotels, malls, supermarkets, meat shops and the other establishments of any kind, with supply requirements of ten (10) heads or more in case of hogs or two (2) heads or more in case of cattle, may provide their own delivery vehicles provided that the specifications of these vehicles shall pass government standards for strict meat hygiene.

7. Private meat delivery vehicles, namely, trucks, vans, jeepneys, tricycles and other vehicles of similar type, intended for transport or commerce of meat and meat products within the municipality shall be closed-type and made of stainlesssteel material. No person shall be allowed to hitch a ride on government wagons or private meat delivery vehicles while transporting dressed carcasses and offal’s from the Municipal Slaughterhouse, except government employed “Cargadores” and meat dispatchers who shall inspect whether the meat and offals are properly handled and delivered at the point of destination. All private meat delivery vans shall be annually registered and accredited by their owners. Section 5K.12.B. Meat Inspection Service Development Trust Fund

1. A Meat Inspection Service Development Trust Fund shall be created and shall derive its source of funds from fifteen (15%) percent of the total amount of ante-mortem fees, stockyard fees, post mortem fees, and charges from administrative fines. 2. The Meat Inspection Service Development Trust Fund shall be implemented after the Municipal Slaughterhouse is categorized and accredited by the National Meat Inspection Service (NMIS) as double “A”.

Perez, Paiso win Golden Giant Fish Award for Narrative, Experimental Films

In a fitting tribute to the depth, breadth and scope of Filipino short films, filmmakers from the north and south won the Golden Giant Fish Award for the recently concluded 3rd Cine d Oro Film Festival which ran from December 16-17, 2022 at the Karumata ni Bgy. Macasandig, Cagayan de Oro City.

“The Giant Golden Fish Award is given to the best film in terms of having a cinematic voice with its own artistic sensibility that announce the arrival of a Film Director through the work that is being assessed,” noted Moro writer/filmmaker Gutierrez “Teng” Mangansakan II, a jury member for the Narrative Category.

“Should the jury find the process of defining the best film contentious, they can opt to deliberate and have a Grand Jury Prize Award instead for the runner-up.”

“Special Mentions are reserved for films that deserve recognition for its certain elements, whether technical or not,” he added.

Ozamiz-based Edmund Telmo was awarded the Grand Jury Prize in the Narrative Category for A Sabbath on the Longest Day of the Year.

“For its embodiment of the stark and desolate that teems with lost souls and wavering dreams, and for skepticizing the foundations of faith and reinforcing the complexities of man through bleak visual storytelling,” read the jury citation.

Telmo graduated Cum Laude with a degree of International Studies at Xavier UniversityAteneo de Cagayan (Xavier Ateneo). He founded Ilustrado Films, a local group of artistfilmmakers in Ozamiz City. He is currently a film instructor in La Salle University - Ozamiz. His past films have competed and have been recognized in film festivals like Salamindanaw Asian Film Festival and Cinema One Originals.

According to the Film Development Council of the Philippines (FDCP), it represented the Philippines at the 72nd Berlin International Film Festival on February 10-20, 2022 in Berlin, Germany, the only Filipino film selected to participate at the much-anticipated gathering of film professionals from all

over the world screening various genres, categories, lengths, and formats for this year’s edition. The first-time director became the first Filipina director to join the Berlinale Shorts Competition and the fourth Filipino to represent the country in the said section. She described the whole journey as “a form of baptism by fire,” considering the technical challenges and the sensitivity of the subject matter.

Ampangabagat Nin Talakba Ha Likol, the film’s original title in Sambal, is the first film in the Sambal language throughout the history of Berlinale. It tells the story of Maya, a girl from the province of Zambales who confronts her personal encounters with her haunted past.

The artistic and strong sense of individuality expressed in the work “It’s Raining Frogs Outside” painfully emits an isolation and

uniqueness in its form and narrative that creatively challenges and celebrates what is vital in this recognition. This work inarguably transcends any form of misplaced alibis and propagandas and battles and victories. Letting a film be a film. Letting the work speak for itself. The film was also screened at the 51st Edition of New Directors/ New Films Film Festival (ND/ NF) on April 20-May 1, 2022 at Film on Lincoln Center and The Museum of Modern Art, in New York along with 26 full-length films and 10 other shorts from all over the world.

Just last week, the FDCP announced the film has been selected as one of the featured short films in the International Fiction Short Films section of the 39th Sundance Film Festival which will be held from January 19 to 29, 2023 in the USA.

Timmy Harn’s One X One was awarded the Grand Jury Prize in the same category.

“Rather than be overwhelmed by its dense, strange, and evocative narrative, this film gains instead an arcane propulsion, energized by the limits it gives itself.” (jury citation)

Harn is a Filipino visual artist whose works are mostly based on the filmmaking process, and reflect personal experiences around his historic hometown of Manila.

Like most Filipinos, Harn had a strict Catholic upbringing which could be behind his eclectic interests in the mystical and occult to extra-terrestrial culture. Most of his influences are characterized by the Philippines as a cultural melting pot of its first nation peoples and later immigrants. His interest in the old also translates to the use of various filmmaking formats, from the analog textures of film celluloid and home videos, to the high-definition clarity of digital imagery, allowing him to merge historical timelines and define “the feeling of a future.”

Harn’s feature films include Dog Days (2018), which premiered at the 2018 QCINEMA and at the International Film Festival Rotterdam; and Reptilia in Suburbia (2013). Ranging from full-length to short and video installations, his works have been exhibited at the Palais de Tokyo, Echo Park Film Center, and in festivals such as Wavelengths at the Toronto International Film Festival, Singapore International Film Festival, Images Festival, among others.

Dodoy Megrino's Jakol was given a Special Mention for “Expanding on its deceptively thin premise with an almost joyous, quite cinematic playfulness,” according to the jury citation.

The festival jurors for the two categories included filmmaker and writer Gutierrez “Teng” Mangansakan II, actor and producer Alywn Uytingco, and veteran artist Jojo Sescon for the Narrative Category; and writer/ director Dodo Dayao, Davaoeño filmmaker Bagane Fiole and Roxlee, widely considered as the godfather of Filipino experimental cinema, for the Experimental Category.
