Iligan opens ‘Paskuhan Festival’

ILIGAN CITY (MindaNews ) – Deprived of a grand Christmas celebration in the previous two years, this city greeted the start of the Christmas season with a bang with the opening of the first “Iligan Paskuhan Festival 2022” on Monday night.

Hundreds of Iliganons crowded the area at the foot of Buhanginan Hills in Barangay Palao, where the ceremony for the opening of the Christmas Village led by Mayor Frederick Siao was held.

The various offices of the city government, public schools under the Department of Education and the different barangays lit up Buhanginan Hill, site of City Hall, as they decorated the place with Christmas lights

and symbols.

City Administrator Darwin Manubag said 21 local government offices put up their Kiddie Wonderland themed booths, 30 schools displayed giant stars, while 13 barangays installed belens and Christmas trees.

Councilor Michelle “Sweet” Booc, chair of the Sangguniang Panlungsod’s Tourism Committee, said that this is just the beginning, and expects even bigger celebrations in the years to come.

“Despite the hardships we have gone through because of the pandemic, this celebration sends the message that there is still hope,” said Jeremy Sacon, assistant principal at the Iligan City

Business leader thanks NSA Carlos for ending practice of red-tagging

MANILA – A business leader expressed gratitude to National Security Adviser Clarita Carlos for ending the practice of redtagging in government.

Carlos also serves as vice chair of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Ed Chua, chairman of the Business for Sustainable Development and the Makati Business Club, thanked Carlos during a dialogue with other business leaders at the Asian Institute of Management (AIM) in Makati City on Monday.

The regional economy of Northern Mindanao rebounded this year, posting a growth rate of 6.3 percent in 2021 from a 5.3 percent decline in 2020. The top drivers to the 2021 economic recovery of Region X were: City of Cagayan de Oro, which

posted a growth of 9.6 percent; Bukidnon, which accelerated to 6.4 percent; and Misamis Oriental, recording a growth of 4.0 percent. The aforementioned remained the main contributors to the Gross Regional Domestic Product (GRDP) of Region X for the period 2018 to 2021.

Freedom of speech must not be used to malign others: Padilla

MANILA – Senator Robinhood Padilla on Tuesday said that freedom of speech must not be used to malign others and trample their rights by using disinformation.

Padilla, during the joint hearing of the Senate Committees on Public Information and Mass Media and Justice and Human Rights on Senate Bill No. 1296, which seeks to outlaw the creation and dissemination of fake news by amending the Republic Act 10175 or the Cybercrime Prevention Act of 2012, said freedom of expression should never be abused adding perpetrators of disinformation should be punished.

PBBM orders PSA to speed up printing of digital nat’l IDs

MANILA – President Ferdinand R. Marcos Jr. on Tuesday directed the Philippine Statistics Authority (PSA) to ensure the prompt printing of electronic Philippine IDs (ePhilIDs), the digital version of the Philippine Identification System (PhilSys) ID.

Currently, the data flow from PSA to the Bangko Sentral ng Pilipinas (BSP) has been rectified.

PSA Undersecretary Dennis Mapa, for his part, assured that his agency continues to work with the BSP in further expediting and boosting the volume of PhilID production and printing.

Mapa earlier pointed to the influx of registrants in the PhilSys for the delay in the printing of national ID cards.

In October, the PSA started the implementation of the printed digital version of the PhilID.

Science, technology, and innovation (STI) are now widely acknowledged as being important factors in a nation’s development. In fact, no nation has advanced without making STI a key component of its development strategy. The world’s progressive nations have made STI the focal point of their policies. Philippines hasn’t succeeded in doing this. This issue must be covered in the upcoming presidential election, and the incoming administration must fix this mistake.

Science, technology, and innovation (STI) are essential to the solution to our problems. The Philippines, however, is now ill-equipped to meet these problems. Research and development (R&D), human resource development, and physical infrastructure are all areas of science and technology (S&T) where we might be

spending more money. Even the bare minimum of scientists and technicians is lacking today for progress driven by innovation. As a result, we have poor levels of industrial and agricultural productivity, general inefficiency, and a paltry production of knowledge goods like discoveries, patents, and scientific publications. There isn’t enough local investment to take on highly skilled scientists and technologists in such areas. In order to stop the migration of our highly skilled individuals to nations that can offer them the financial compensation, efficient working environments, and social recognition that are denied to them in their own country, we are thus engaged in an unwinnable fight.

Furthermore, outdated legal, financial, and administrative regulations and practices burden the S&T industry in particular and Philippine society in general. These restrictions stifle R&D, innovation, and productivity, preventing STI from achieving its objectives of reducing poverty and promoting sustainable development.

At the start of the hearing, Ellen Tordesillas, founder of VERA Files, urged the Senate not to use the term “fake news” in legislation saying that the phrase is oxymoron, adding that anything false can never be considered as news.

Tordesillas said the problem of the bill is by using “fake news”, adding that even the United Nations Educational, Scientific and Cultural Organization (Unesco) does not use the term, insisting that “fake news” cannot be used in legislation, since there is no correct definition of “fake news”.

Padilla pointed out there is nothing wrong with creating content on news and social media platforms. But if the freedom of expression is abused and weaponized against others is another matter, saying there is really a need for a law to ensure punishment for those who abuse the constitutional right to "freedom of expression."

Affordable fish products available soon in Baguio Kadiwa stalls

BAGUIO CITY – Residents here and from the neighboring towns in Benguet would benefit from affordable seafood and freshwater fish products that would be sold at the Kadiwa stalls at the Bureau of Fisheries and Aquatic Resources (BFAR) compound on Dec. 8.

The BFAR in the Cordillera Administrative Region (CAR), in a social media post Tuesday, said the Kadiwa stalls would operate from 9 a.m. to 4 p.m. at the agency's compound in Guisad, beside the regional office of the Department of Agriculture (DA).

BFAR-Cordillera aquaculturist Lois June Fermin, in an interview on Tuesday, said the agency with the help of the DA's Kadiwa program brings products to the stores which are sold to the public minus the markup and other added costs.

Fermin said that the goal of the BFAR-Kadiwa is not just to bring cheaper fish products to the public but also to help the fisherfolk market their produce.

CITY OF MALOLOS, Bulacan – The Department of Science and Technology (DOST) has provided the mobile command and control vehicle (MOCCOV) to this province in line with its continuing efforts to strengthen the local disaster preparedness and post-pandemic recovery capacities of the communities.

The provincial government of Bulacan, through Governor Daniel Fernando formally received the vehicle during Monday’s flag-raising ceremony at the Bulacan Capitol Gymnasium here.

DOST-Bulacan provincial director Angelita Parungao said on Tuesday that Bulacan is the first local government unit in Central Luzon that received the PHP16.8million MOCCOV.

“Ang MOCCOV ay makakatulong sa pagpapaigting at pagpapalakas ng kahandaan ng lalawigan sa pagkokontrol sa mga gagawing aksyon at mabilis na pagtugon sa posibleng epekto ng kalamdidad o trahedya (The MOCCOV will help intensify and strengthen the province's readiness to control action and quickly respond to the possible effect of calamity or tragedy),” Parungao said in a social media post.

Pangasinan town police station to boost public service

MANGALDAN, Pangasinan – The Mangaldan police station has inaugurated its new building that would further improve the police’s service to the public and boost the morale of its personnel.

In an interview on Tuesday, Lt. Col. Benjamin Zarate Jr. said this will serve as its main police station or headquarters while the former station situated in the town proper would cater to the public’s need for police clearance, among others.

“The services, such as the issuance of police clearance as well as the women and children’s protection desk, would remain in the old station so they would not need to spend additional fare in going to the new police station,” he said.

Zarate said the new police station provides enough room to hold meetings, conferences and other functions of the personnel.

The three-story PHP14.4million building was funded through the 2022 General Appropriations Act, according to the Department of Public Works and Highways.

It is equipped with closedcircuit television cameras. Zarate said the local government of Mangaldan donated the 600-square-meter land in Barangay Poblacion.

“This is in support of the ongoing efforts of the administration to improve the provision of public service delivery and to further boost the morale of the police community to ensure public safety and maintain peace and order,” he added. (PNA)

Strengthen public-private partnerships to boost infra dev’t

Cooperation between the government and private sectors has long been integral in the country’s economic development with the various infrastructure projects under public-private partnerships (PPP) already operational and beneficial to the Filipino people.

One of the oldest infrastructures built under PPP was the North Luzon Expressway (NLEX), an 84-kilometer road infrastructure connecting Metro Manila to the northern portion of the Philippines. According to its operator NLEX Corp., the expressway currently services 278,000 motorists daily.

Having been in service for decades now, the 5.3-kilometer north and south viaducts of the project crossing the swampland in Candaba, Pampanga are currently up for retrofitting due to safety concerns amid the volume of traffic and large trucks crossing the viaduct.

At a recently held House committee meeting chaired by Deputy Speaker and 3rd District Rep. Aurelio “Dong” Gonzales, NLEX Corp. officials led by lawyer Romulo Quimbo Jr. said that the company would shell out PHP8 billion for the construction of a third highway that would be built between the two existing northbound and southbound viaducts.

The construction will add one and a half lanes per direction to cater to the cargo trucks and heavy vehicles. Construction is expected to begin in the first

quarter of 2023 while completion is set by the end of 2024.

NLEX Corp. said it would implement a traffic scheme to avoid inconvenience and disruptions on the part of the motorists and commuters.

Concerned government agencies such as the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), National Economic and Development Authority (NEDA), and the Toll Regulatory Board (TRB) expressed support for the planned new roadway.

Apart from the new viaduct, five local bridges that will cross the expressway are also expected to be constructed with the help of the DPWH, to provide easier and faster access to NLEX.

Once completed, the new highway would ensure the integrity and safety of the expressway, ultimately for the welfare of the motorists and the commuting public.

In our heavily challenged economy, the Marcos administration is banking on the development of more infrastructure projects as the long-term solution to decongesting heavy traffic and provide a better quality of life to the Filipinos.

With the ramped-up infrastructure program, cooperation of the private sector must be strengthened through more PPP programs as they generally execute faster than those funded by foreign loans.

President Ferdinand R. Marcos Jr. is absolutely correct in saying that the Philippines needs the completion of the PH-China 60/40 oil-gas deal more than China, a point that some in the Department of Foreign Affairs (DFA) spearheading the talks with China don’t seem to realize. However, PBBM also seems stumped as alleged jurisdictional impediments are posed by legal experts that some believe are out to sabotage the deal in behalf of vested interests.

The vested interests have been laying explosive mines on the South China Sea lines of communication between China and the Philippines since the US announced its “Asia Pivot” in 2011, despite decades of goodwill building between the Philippines and China since the 1975 establishment of formal diplomatic relations, the Deng Xiaoping-Cory Aquino meeting in 1988 where the two tacitly agreed to “set aside differences” to pursue mutually beneficial projects.

Fast forwarding to the first decade of the 21st century, Philippine-China relations continued to prosper

with various joint projects such as the USD500-million North Rail project and the Joint Maritime Seismic Undertaking (JMSU, which Vietnam later joined) but both of which were scuttled by Senate American boys who intervened with baseless allegations of secrecy, corruption and security threats ending the promising initiatives for fruitful cooperation.

When President Rodrigo R. Duterte won the 2016 elections, the entire picture turned around and genuine Philippine-China cooperation blossomed into a “comprehensive strategic cooperation” and in November of 2018 the two countries signed the Memorandum of Understanding (MOU) on joint oil and gas development in what the Philippines calls the “West Philippine Sea” and otherwise known to China and the rest of the world as part of the South China Sea.

PPP pushed for sovereign wealth fund management

MANILA – Go Negosyo founder Joey Concepcion, also Private Sector Advisory Council (PSAC) jobs group lead, said the government may partner with the big names in the business community to manage the proposed Maharlika Wealth Fund, a sovereign wealth fund.

During the Laging Handa public briefing Tuesday, Concepcion said he is “not totally against the Fund”, which can be done through a public-private partnership (PPP).

“I believe if President Marcos believes in public-private partnerships, this is one way to do it. I believe all the directors of that fund have to come from the private sector who are well-respected and have a great track record of performance –that’s to me,

the most important thing,” he said.

He added this would address the level of trust of different sectors that have doubts about the proposed Maharlika Wealth Fund that will be led by the Chief Executive.

On Monday, 12 business groups and think tanks aired their opposition to the proposed sovereign wealth fund.

“We register our serious concerns and reservations against the proposed MWF (Maharlika Wealth Fund) on the principles of fiscal prudence, additionality, solvency of social pension funds, contingent liabilities, monetary independence of the Bangko Sentral ng Pilipinas (BSP), government in the economy and transparency,” the groups said in a statement.

Undersecretary Rosemarie Edillon said countries that started a sovereign wealth fund are those with economies that are “very dependent” on natural resources like minerals and oil.

Since these are exhaustible resources, these countries invested their sovereign wealth fund so the next generation will benefit from these investments.

Edillon also echoed that the government should ensure that the proposed sovereign wealth fund will be managed well.

“We need to make sure that we really get those competent people with integrity because this is a big deal… we will trust them with our money, so we need those who we can trust,” she said in mixed English and Filipino. (PNA)

WHEREAS, Complaint reads:

C O M P L A I N T

(With Urgent Prayer for Issuance of Writ of Possession)

Plaintiff, National Grid Corporation of the Philippines (NGCP), by counsel, respectfully states that:

1. Plaintiff is a private corporation created and existing under Philippine laws, -with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the afore-mentioned principal office.

2. Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines.

3. Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws.

4. Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest.

5. To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP) , integral part of which is the KOLAMBUGAN-LALA 20kV TRANSMISSION LINE PROJECT (Project).

6. The said MVIP of NGCP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance (EPNS) pursuant to R.A. 7638 of DOE Act of 1992, as amended, entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017, as evidenced by the Certification dated 8 May 2018 issued by the Energy Investment Coordinating Council. Hence, the immediate completion and energization of the said project is critically important.

7. Defendant Edith Cuajao is of legal age, Filipino and a resident of Brgy. Caromatan, Kolambugan, Lanao del Norte, where she may be served with notices, summons and other processes of this Honorable Court.

8. Defendant Rosalina D. Ordaniza is of legal age, Filipino and a resident of Brgy. Caromatan, Kolambugan, Lanao del Norte, where she may be served with notices, summons and other processes of this Honorable Court. She is impleaded herein in accordance with Section 1, Rule 67 of the Revised Rules of Civil Procedure, being the alleged claimant of the improvements found on the subject property.

9. Plaintiff intends to expropriate portion of a parcel of registered land identified as Lot No. 6, PSD-13508-017487 , situated in Brgy. Caromatan, Kolambugan, Lanao del Norte . The said property is registered and declared in the name of Edith Cuajao, per Transfer Certificate of Title (TCT) No. T-17,348 and Tax Declaration (TD) No. H-050436 (07) , respectively. It is more particularly described below together with the af -

Machine copies of the BIR Zonal Valuation applicable to the subject property, Report on the Counts of Improvement, and Sworn Statement of Ownership/Undertaking with Waiver of Rights/Quitclaim are attached and made integral parts of this complaint.

10. To enable plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the defendants’ property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country.

11. Plaintiff negotiated with defendants for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. Defendant Rosalina D. Ordaniza already accepted the payment for the cost of affected improvements found in the subject property. However, no agreement was reached between the parties as to the compensation of the affected lot.

12. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities therein for its Project, plaintiff has no other recourse but to file the instant complaint.

13. Section 13 of R.A. 11361, provides that Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases. Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the portion of the subject property during the pendency of the expropriation case.

14. Section 2 of Rule 67 of the Revised Rules of Civil Procedure states that:

“SEC. 2. Entry of plaintiff upon depositing value with authorized government depositary. – Upon the filing of the complaint or at any time thereafter and after due notice to the defendant, the plaintiff shall have the right to take or enter upon the possession of the real property involved if he deposits with the authorized government depositary an amount equivalent to the assessed value of the property for purposes of taxation to be held by such bank subject to the orders of the court. Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippines payable on demand to the authorized government depositary.” [Emphasis supplied]

15. In compliance with the notice requirement, plaintiff notified defendants through a Letter Offer of its intention to file an expropriation case if the possession over the subject property cannot be timely secured and/or issues regarding compensation for the subject property cannot be resolved except through judicial intervention. Plaintiff further serves, simultaneous with the filing of the instant Complaint, a Notice to Take Possession (attached as Annex “A”) upon the defendants.

16. To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated in the total amount of SEVEN THOUSAND FOUR HUNDRED TWENTY-FIVE PESOS (Php7,425.00) consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of projects intended to benefit the public.

17. Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law.

18. In a long line of cases and pursuant to OCA Circular No. 1132019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing. Thus:

“Municipality of Cordova v. Pathfinder Development Corporation emphasizes the mandatory issuance of the writ of possession upon the receipt of the required deposit. “No hearing is actually required for the issuance of a writ of possession, which demands only two (2) requirements: (a) the sufficiency in form and substance of the complaint; and, (b) the required provisional deposit x x x x Upon compliance with these requirements, the petitioner in an expropriation case is entitled to a writ of possession as a matter of right and the issuance of the writ becomes ministerial.” (Emphasis supplied)

19. Moreover, it must be emphasized that an expropriation proceeding is an action quasi in rem, wherein the fact that the owners of the property are made parties is not essentially indispensable insofar as it concerns the immediate taking of possession of the property and the preliminary determination of its value, including the amount to be deposited.

20. An action quasi in rem names a person as defendant, but its object is to subject that person’s interest in a property to a corresponding lien or obligation. In a proceeding quasi in rem, jurisdiction over the person of the defendant is not a prerequisite to confer jurisdiction on the court, provided that the latter has jurisdiction over the res.

21. The purpose of summons in actions quasi in rem is not the acquisition of jurisdiction over the defendant but mainly to satisfy the constitutional requirement of due process. Since the issuance of writ of possession is ex-parte, ministerial, and non-litigious in nature, the issuance thereof, even prior to the service of summons, will not violate defendants’ right to due process as the same can be done even without defendants’ participation. Besides, the issuance of a writ of possession does not prevent defendants from raising objections to and defenses against the expropriation of their property.

22. Plaintiff intends to present three (3) witnesses, namely: a) Engr. Licinio B. Capili, b) Mr. Nolito L. Notar, and c) Mr. Michael E. Encarnado to establish, among others, NGCP’s authority to exercise the power of eminent domain, the propriety of its exercise in this case, and the bases for the determination of the just compensation. Copies of their Judicial Affidavits (with attached Exhibits “A” to “L”) are attached as Annexes B, C, and D and made an integral part hereof. Plaintiff intends to present additional witnesses if necessary.

1. Farmers get outboard transport service in Agusan del Sur

BUTUAN CITY – The Army’s 26th Infantry Battalion (IB), in collaboration with the local government unit (LGU) of San Luis in Agusan del Sur, facilitated the release of a motorized outboard transport service to a farmer’s group in the area.

In a statement Tuesday, the 26IB said the PHP300,000 worth of motorized transport vessel was handed over to the Mahagsay Farmers Association.

The turnover of the transport service was led by 26IB commander, Lt. Col. Sandy Majarocon, with the support of the representatives of San LGU on Monday.

“The project is funded under the Sustainable Livelihood Program of the Department of Social Welfare and Development,” the 26IB said.

In an interview on Tuesday, Mahagsay village chief, Lito Manseliohan, said the water transport service will boost the connectivity of the farmers in his barangay

situated 35 kilometers away from the markets of San Luis and nearby towns.

“If the weather is good, travel time to the market is more than three hours. If it's unfavorable, our farm products usually reach the market centers in half day of travel,” he said.

The new transport service, he added, can carry 15 persons and can ac -

commodate sacks of farm products that will be moved through the Maasam River.

“If we follow the route of Maasam River through this transport service, travel time to market centers will only last for more than an hour. This is a great relief to our farmers,” Manseliohan said.

Noting that the farmers’ association has 50

members, he said even the non-members can avail of the services of the new outboard transport service.

“We will sit down with the association to finalize the guidelines in the use of the new facility,” Manseliohan said, adding that most of the farmers in Barangay Mahagsay are engaged in the production of corn, rice and root crops. (PNA)

Case filed vs. Zambo-based trading corporation: SEC

The Securities and Exchange Commission (SEC) said that the Department of Justice (DOJ) has filed criminal charges against Silverlion Livestock Trading Corporation and its officers for its unauthorized solicitation of investments from local residents.

In a resolution dated Dec. 2, state prosecutors found probable cause to charge Silverlion Livestock Trading Corporation, its chief executive officer Ryan Cagod Ladoing, incorporator Renan Lara Ladoing its officers and agents identified as Rosemarie Alvarez Guzman, Neña Ewayan Algoy, John Paul Dellara Lopez and Michael Villalobos Berja, for violations of several provisions under Republic Act No. 8799, or the Securities Regulation Code (SRC).

In a statement Tuesday, the SEC sai state prosecutors also found probable cause to charge Ryan Ladoing for violation of Section 28.b.g in relation to Sec. 218.c of R.A. 10591, otherwise known as the Comprehensive Firearms and Ammunition Regulation Act.

“(Silverlion) falsely rep-

resented to the public that it is engaged in the business of trading gold and sale of processed meats, beauty products and other products which are in demand in the market to generate profits to be used as payment for the return of capital to investors together with its high return of interest,” the DOJ resolution reads.

“But in truth and in fact, the high returns paid to the early investors are sourced from the capital contributed by later investors, to the damage and prejudice of later investors,” it added.

Section 8 of the SRC provides that securities shall not be sold or offered for sale or distribution within the Philippines, without a registration statement duly filed with and approved by the agency, according to SEC.

Investigations by the SEC-Zamboanga Extension Office (SEC-ZEO) showed that Silverlion had been offering and selling investment packages to the public with guaranteed returns of 35 percent within just 15 days.

26 W. Visayas schools introduce farming to over 3,000 learners

ILOILO CITY – Twenty-six farm schools in Western Visayas under the Department of Education (DepEd) have introduced the concept of agricultural productivity, rural development and self-sufficiency to 3,827 Grades 7 and 8 learners. DepEd Western Visayas is the only region in the country carrying out farm school program as part of its K to 12 Basic Education Program since 2021, a brainchild of Regional Director Dr. Ramir B. Uytico under Republic Act 10618 or the Rural Farm Schools Act and complemented by the Home Gardening Program that also started in the same year.

“I am not an Agriculture major. But I was thinking during the pandemic, only those who have food on the table are not so affected,” Uytico said during the gathering of DepEd division-level information officers where he urged them to help spread the significance of the program on Tuesday.

DepEd regional information officer Hernani Escullar Jr., in a follow-up interview, said all 26 schools have their share of successes in the implementation of the farm school.

Antique and Bacolod City have two farm schools each, three each in Iloilo and Capiz provinces, one each in Iloilo City and Gui -

maras, and 14 in Negros Occidental.

DepEd data showed that 1,962 learners are currently enrolled in grade 7 while 1,865 are in Grade 8.

DepEd partnered with the Department of Agriculture and its attached agencies for the provision of seeds, garden and fishery tools and equipment, and technical assistance.

The farm school curriculum is integrated into all subjects aligned with agriculture.

Soon, another farm school will also open in the newly created schools division office in Victorias City Division in Negros Occidental. (PNA)

Sipalay decorates public places with colorful kites for Christmas

BACOLOD CITY – The City of Sipalay in Negros Occidental, known as the “Kite Tourism Capital of the Philippines,” displays locally made colorful kites as Christmas decors mainly in the city’s public park for the whole month of December.

At least 34 lantern-type kites, with LED lights, have been created by a group of kitemakers and flyers through the sponsorships of partner establishments and individuals tapped by the City Tourism Office.

“This is a fundraising activity for our local kite makers. The

sponsors buy the kites that are then displayed as Christmas decors,” city tourism officer Jerick Lacson told the Philippine News Agency (PNA).

On Tuesday, one of the sponsors, The Mixed Food Restaurant, posted on Facebook photos of Christmas kites mounted around the “Wow Sipalay” signage at the public beach.

Also, Sipalay will feature lighted Christmas kites that will be flown during a twonight show on Dec. 16 and 17.

In March this year, Sipalay, Negros Occidental’s top beach destination located in the south, has been declared the Kite Tourism Capital of the Philippines during the staging of its 8th Burangoy Kite

Festival.

In conferring the title, the Kite Association of the Philippines recognized Sipalay’s enduring commitment to promote the traditional Filipino kite culture as an annual tourism activity. Lacson said they promote sustainable tourism by showcasing the kite festival as a family-friendly activity, kite flying as an eco-friendly sport, and kite making as a venue to promote local arts and culture. In 2018, the annual Sipalay kite festival was named the grand winner in the Best Tourism Event (Sports) City Category of the Pearl Awards organized by the Association of Tourism Officers of the Philippines and the Department of Tourism. Nutrition labels can boost sales for food entrepreneurs this holiday season

With the holiday season fast approaching, the Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI) is urging food and beverage entrepreneurs to add nutrition facts labels to their products to potentially boost sales.

Nutrition labels are an informative way for consumers to know the nutritional composition or qualities of a packaged food product. These labels appear in a tabular form on the product’s packaging and help consumers plan a healthy diet.

“Nutrition labels list down the components of the food so that consumers, especially those who are watching what they eat, can determine if the product is for them. The labels also show that the food or beverage being offered has undergone testing in accordance with safety and nutritional standards which gives consumers assurance that your product is safe to consume,” DOSTFNRI Director Dr. Imelda Angeles-Agdeppa said.

Labels also boost the credibility of the product or the brand, which increases

the chances of customer purchase. In a study by Food Industry Asia (FIA), 81 percent of Filipinos acknowledge the importance of a healthy, balanced diet and would like clearer nutrition labels that also show food or beverage benefits.

In the Philippines, the Food and Drug Administration or FDA requires food manufacturers, importers, and distributors to include nutrition facts in the packaging of their prepackaged products.

Aside from the nutrition label, food entrepreneurs who want to check

their food product’s quality, safety, and nutritional value can also consult the DOST-FNRI.

“Food and beverage owners can partner with the DOST-FNRI to help them with their laboratory needs. They can rely on our service laboratories’ competence so that they can ensure that they’re putting out the best and safest version of their product in the market,” explained Dr. Angeles-Agdeppa.

Food and beverage entrepreneurs in need of laboratory analysis can avail of the DOST-FNRI labora-

tory services, including nutritional analysis as well as drafting of the nutrition label.

The Institute houses the country’s flagship team in conducting quality and safety evaluations of food and its impact on an individual’s nutrition and well-being. Its service laboratories work on sensory assessment, as well as chemical, microbiological, and biochemical analyses of food, functional food, water quality and safety, and other biological samples.

The Institute has four main service laboratories (DOST-FNRI-SL), namely: the Biochemical Laboratory, Chemical Laboratory, Microbiological Laboratory, and Sensory Evaluation Laboratory.

As an ISO-accredited laboratory, the DOST-FNRI Biochemical Laboratory analyzes serum vitamin A and Urinary Iodine Concentration. With this, they participate in quality assurance programs of the Centers for Disease Control and Prevention (CDC).

On the other hand, the DOST-FNRI Chemical Laboratory is the focal laboratory of the DOST for nutrition labeling. Their PRC-registered and experienced chemists use stateof-the-art lab equipment such as HPLC, AAS, Gas Chromatography, and UVVIS Spectrophotometer for chemical analyses of food

sions in that Constitution to provide the transcendent justification to overcome some Philippines lawyers’ issue on jurisdiction over disagreements between the two parties to the Reed Bank Oil-Gas deal, only strong political will of the Chief Executive is required to reach a Win-Win solution -- and the legal experts parroting Salim group’s legal luminary ex-SC justice Antonio Carpio’s roadblocks won’t be budged unless strong political enforcement is used.

There are other ways to be found if one thinks out of the box, and our colleague, author and former diplomat, Ado Paglinawan has found another approach for the administration to study to fast track resolution now stuck in legal limbo. Propose and negotiate a special treaty to cover the oilgas deal formulating mutually agreeable compromises over the impediments that persists in the regular level of negotiations between legal experts of both sides.

Ado Paglinawan wrote about this approach recently, focusing on how the small country of Timor-Leste and Australia signed a treaty that finally allowed the two countries to exploit their shared sea and its resources together. Australia withdrew its insistence on “continental shelf” principles after 14 years of Timor-Leste’s leaders conceding to Canberra’s stubbornness by signing several agreements to enable oil and gas production. A new venue and approach may allow a fresh look at

the obstinate issues.

President Marcos acknowledges the urgency of the PH-China oil-gas deal for the welfare of the Philippines, and President Rodrigo R. Duterte in March of 2022 (after probably hearing of the Teddyboy Locsin intention of “terminating” the talks) reminded the nation that “the country must honor its commitment to conduct joint exploration with China at the disputed Recto Bank to prevent a heated conflict between the two countries.”

We all know the intention of the US is too stoke that “heated conflict” and it is the sinister objective of the combination of Manny Pangilinan’s PXP Energy in combination with the British Forum Energy and Salim group to grab the Recto Bank oil-gas fields for itself and deny the Filipino people its rightful share from it while China has already agreed to 60 percent for the Philippines when the project pushes through. There should be nothing to keep the Republic of the Philippines from grabbing the opportunity for the win-win solution.

Water Firm opens Indahag Water System

INDAHAG, Cagayan de Oro City – JE Hydro and Bio Energy Corporation (JEHBEC) opened its potable drinking water to the residents of Barangay Indahag, this city.

The said opening signals the commitment of the company to give service to the residents in terms of water distribution since the poplation of this barangay has no source of potable water.

Joel A. Baldelovar, JEHBEC Director for Business Development said during the blessing and inauguration of the city’s first ever upland water treatment plant located at Sto. Niño, Barangay Indahag.

“As a sign of gratitude to everyone who made this project a success, JE Hydro and Bio Energy Corporation (JEHBEC) will sponsor a 5-day Libreng Tubig Festival to anyone who wants to avail of it from today until Sunday,” Baldelovar pointed out.

“We wish to thank JE Hydro for helping us bring

potable water to Barangay Indahag and our nearby communities,” said City Mayor Rolando “Klarex” Uy in the vernacular in his message during the event.

“We appreciate how you have invested your own resources in this project, and hope you can still help bring water to our other waterless barangays which cannot be serviced by our Cagayan de Oro City Water District (COWD).”

Mayor Klarex also acknowledged the support given by the past city council for unanimously approving the project, as well as the current city council headed by Vice Mayor Jocelyn “Bebot” B. Rodriguez who likewise pledged their support for similar privatepublic partnerships which can provide safe drinking water to the city’s waterless barangays.

Last year, the Cagayan de Oro City Council unanimously approved earlier without objection during its regular session Monday, March 1, 2021, Resolution No. 2021-47 endorsing and/ or imposing no objection

to the application of the JE Hydro & Bio-Energy Corporation to develop, build and maintain a Level-3 Water Supply and Distribution System in Barangay Indahag, this city with the intent to supply and distribute a safe drinking water to households and establishments in said barangay.
