MISAMIS ORIENTAL (PIA)--Seventeen barangays in Gingoog City were affected by the low-pressure area and shear line, which caused heavy rains and placed the city under a yellow rain warning, January 11-12.

Fil-Am Miss USA wins Miss Universe 2022

MANILA – Filipino-American beauty queen R’Bonney Gabriel was crowned the 71st Miss Universe on Sunday morning (Philippine time) during the coronation ceremony held in New Orleans, Louisiana, US.

The 28-year-old bested 83 other national delegates, including Amanda Dudamel from Venezuela, who was the first runner-up followed by Andreína Martínez from the Dominican Republic.

Gabriel is also the first Filipino-American to win

Miss USA in October last year. She was born in Houston, Texas to Filipino-American Remigio Bonzon and American Dana Walker.

DENR policy-making body gears for improved land governance

MANILA – The Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR) has put in place groundbreaking policies geared toward more efficient and effective land administration and management in the country in 2022.

LMB Director Emelyne Talabis said in a statement on Saturday the bureau takes pride in the new policies and other accomplishments on its priority programs that resulted in improved delivery of land-related services to Filipinos this year.

Talabis said these achievements are anchored to LMB’s policy directions toward evidence-informed and socially sensitive land governance.

“We are proud to attain feats this year and we will remain steadfast to improve our services through digital transformation, development of our people, and policy studies for a better and efficient system on land surveys and titling, among others,” she said.

Foremost among these new policies is Land Management Circular (LMC) No. 2022-001 entitled “Guidelines on the Use of Global Navigation Satellite System (GNSS) in the Conduct of Control and Land Surveys,” which the LMB issued in

February of last year.

It provides geodetic engineers with the proper procedures for the use of GNSS as a complementary and alternative instrument in land surveys.

The LMB also issued LMC 2022-002 that clarified the qualifications for agricultural free patent applicants and the requirements for posting notice of free patent application.

This was an addendum to DENR Administrative Order 2021-38 or the Implementing Rules and Regulations of Republic Act 11573, also known as “An Act Improving the Confirmation Process for Imperfect Land Titles.”

In March 2022, the LMB also issued LMC 2022-004 to provide “Procedures on the Selection and Establishment of Calibration Baseline for Survey Instrument Testing and Registration.” This circular also delegates the renewal of registration and transfer of ownership of the calibration baseline to DENR regional offices.

To streamline the process of public and private lands survey approval and verification plans, DENR Administrative Order 202213 dated June 1, 2022 delegates the Chief of Surveys and Mapping as the approving authority over all survey plans submitted to

Ordinance requires Baguio restos to serve free drinking water

BAGUIO CITY – The city council has approved on final reading an ordinance mandating all restaurants and other similar establishments operating here to provide access to free potable water to their customers.

Ordinance 001-2023, which was passed on Monday and is awaiting the approval of the mayor, states that potable water must be made available to customers to avoid expenses and encourage them to drink water.

Those that require customers to serve their own drinking water needs can still be observed.

“The ordinance further directs all food establishments to regularly maintain and clean their water dispensers, water vending machines, and water storage containers,” Councilor Fred Bagbagen, author of the ordinance, said in a text message Friday.

To assure the cleanliness of drinking cups and containers, the City Health Services Office (CHSO) is tasked to conduct inspections in all food establishments.

Ilocos Norte LGU eyes improv’t of eco-park to lure visitors

LAOAG CITY – The town of Vintar in Ilocos Norte province is eyeing to improve and introduce more amenities in its eco-tourism nature park to entice more visitors.

Located about 46 kilometers from this city, the Umok ni Siwawer Eco-Tourism Nature Park in Barangay Parparuroc has been drawing a lot of nature lovers and picnickers since 2019 until the pandemic restricted movement of people.

As one of the local revenue sources of the municipality through the collection of entrance and rental fees of sports amenities, the nature park improvement will go in full swing early this year, said Mayor Richard Degala in an interview Friday.

Degala said a new building where visitors can stay overnight in the area will be constructed, including the establishment of a coffee shop, a swimming pool and new cottages with outdoor overhead showers.

“This will be constructed by phase,” said Degala, adding that the tourism project will be one of his administration’s priority to help generate more jobs for the locals.

To attract more visitors,

the Vintar government also plans to establish a food park where people can relax with the natural ambience of the eco-park overlooking verdant mountains and the clean Bislak river.

Aside from a bike zipline, tourists may also want to try other sports amenities such as surfline, all-terrain vehicle (ATV), hydrocycle water bike, floater, zurball and kayak with fees or rental

rates ranging from PHP50 to PHP1,000.

The park, manned by local government personnel, is open from Mondays to Sundays from 8 a.m. to 5 p.m. ( PNA )

What the Sto. Niño tells us

ON this Feast of the Sto. Niño, we are reminded that irrespective of whatever status we have in this life, it is always necessary that we be like children. Why?

Christ told his disciples clearly: “Unless you turn and become like children, you will not enter the Kingdom of heaven. Whoever humbles himself like this child is the greatest in the Kingdom of heaven. And whoever receives one child such as this in my name receives me.” (Mt 18,3-5)

Christ reiterated this necessity of being childlike a number of times during his preaching. “Let the children come to me. Do not prevent them, for the Kingdom of God belongs to such as these.” (Mk 10,15) St. James, in his letter, made the same affirmation. “God opposes the proud but shows favor to the humble.” (4,6)

We can ask what it is in children that Christ would want us to be like them? I suppose what can come to mind are the qualities of simplicity, transparency, complete trust to elders, etc.

It’s quite clear that we all need to be childlike even as we grow in age and stature, and even as we accumulate

already quite a significant amount of knowledge with our exposure to the world and to life in general.

Yes, children and heaven are almost synonymous to each other. No wonder we feel like we are in heaven every time we see children around. Every time a baby is born, we are very happy because we somehow know that he just did not come out of his mother’s womb, but rather from the very hands of God who created him before the parents procreated him.

In spite of the many limitations of children, what makes them always desirable is their pure, innocent heart, incapable of malice, ambition, pride and haughtiness. They are a source of many other good things.

Their heart is always trusting in the Lord, just like a little kid is always confident with his father. Faith and hope easily grow and acquire strength when nurtured in a child’s heart. It’s this attitude that leads them to go on and move on no matter what, for life to them could only be an adventure of discoveries.

This feast of the Sto. Niño also reminds us that we really need to take care

of the children, teaching them the basic virtues that hopefully will branch out to more virtues until they can have a strong sense of religion. Let’s remember that as a poet once said, the child is the father of the man. How the child is trained and raised will determine how he will be when he grows up.

How important it is therefore to teach the children the basic virtues and values. The teaching has to be done patiently and in a most gradual but persistent way. For this purpose, parents may have to undertake some study to know how to go about this most delicate duty. But, for sure, all that effort and sacrifice involved would be all worth it.

Children definitely need to be constantly accompanied. Especially these days when the environment can be very confusing, it’s important that children are closely supervised so that their inherent innocence can be kept even as they

Poor Farmers Living in Extreme Poverty for Lack of Road Brgy. Park Area, Wao, Lanao del Sur In So Much Distress

HE could have been living now but when the former Barangay Captain of Park Area in Wao met an accident named Mario Pagayon, he was brought immediately to the hospital some 17 kilometers away but because of the rough road which was almost impassable, he died along the way. This was also true to Mr. Nonito Bakling who was so sick that he had to be brought to the hospital 10 o’clock in the morning but had reached the hospital at about 7 pm, thus, he passed-away before reaching the hospital.

This is the horrible problem facing some 600 poor farming families in the mountain areas of Sitio Pulacan Site (Mt. Pulacan) of Brgy. Park Area in Wao, Lanao del Sur who all these years have become immobilized because of the absence of Farm to Market Road. Many of their children cannot go to school. What is even more troubling is the difficulty of transporting their farm produce such as sugar cane, corn, root crops, vegetables and livestock (i.e., goats, chicken) to the market.

If only the poor farming families can transport their agricultural products, it will be the liberating path against

poverty as their farms are so fertile which are very conducive to high productivity. Thus, the community leader by the name of Madam Perpetua Magdadaro who in early 2021 together with the honorable barangay captain himself, Hon. Mario Pagayon wrote then Secretary of Agriculture William Dar stating that, “We, the Barangay Council of Brgy. Park Area and members of the Park Area Farmers’ Association humbly request your good office to allocate funds for the concreting of the farm-to-market road to help us solve the lifelong sufferings of farmers and residents. . .”

As narrated by the Sangguniang Bayan, “The ease that the project will give to farmers will encourage them to increase their production especially that the said Sitio has the biggest plantation that can give huge supply of vegetables to the market. There are also other agricultural products such as sugarcane and other plants where they can supply abundantly to the nearest municipality and other places.”

The Sangguniang Bayan further reported that, “the farmers have difficulties in transporting their prod-

ucts. In order to solve this problem, there is a need to concretize the road from farm to market. The concreting/repair/rehabilitate of Barangay Access Road of Barangay Park Area, Wao, Lanao Del Sur was already allocated a budget worth of Two Hundred Four Million Pesos (P204,000,000,) for seventeen (17) kilometers farm to market road.”

Indeed, there is so much to celebrate, “In line with the National Thrusts through the Department of Agriculture and the LGU’s present administration, the said project was materialized.

Bacolaodiat’s return signals continuing normalcy amid pandemic

BACOLOD CITY – The return of the Bacolaodiat Festival, this city’s grand Chinese New Year celebration, from Jan. 20 to 22 indicates the continuing “new normal” amid the coronavirus disease 2019 (Covid-19) pandemic, local officials and organizers said on Friday.

This will be the first time the festival will be celebrated face-to-face after a two-year respite in 2021 and 2022 due to mass gathering restrictions brought by the global health crisis.

Mayor Alfredo Abelardo Benitez said he hopes this year’s Chinese New Year celebration will be the start of the better years to come for Bacolod.

“I’m hoping that this celebration after two years, will bring back the confidence of the people to start living and doing their normal chores. Worldwide, we’ve been going back to our normal activities,” Benitez said in a press conference with officials of Bacolaodiat Inc., the festival organizer, at the Government Center here.

As part of the city’s support to the event, the city council has approved a PHP3-million financial assistance for the staging of the festival’s 18th edition.

Bacolaodiat Inc. secretary Oddette Ong-Gomez said they are hoping for the support of the people of Bacolod for the return of the Chinese New Year festivity.

“All over the world, most people no longer wear masks. We have moved on. We have immunity,” she added.

Showcasing the harmonious merging and coexistence of both Chinese and Filipino cultures, Bacolaodiat presents cultural performances, lantern dance parade, dragon and lion dances, Chinese food fests, fireworks display, zodiac sign parade and live bands.

Bacolaodiat derived its name from two words -“Baco” for Bacolod and “Lao Diat,” a Fookien word for

celebration.

Based on the Chinese zodiac, 2023 is the Year of the Rabbit, a tame creature that represents hope and life.

This year’s festival will open in the afternoon of Jan. 20 with a Dazzling Grand Parade from Megaworld’s The Upper East to the Government Center grounds.

The parade will be joined by Chinese-Filipino families, city officials, and students from Chinese schools.

It will be followed by the ceremonial lighting of lanterns and lotus, cultural show and the fireworks display dubbed as Sparkling Symphony of Lights.

For three days, The Upper East will host the Imperial Village and the Chopsticks Alley, which features Chinese cuisines and Filipino street food favorites.

Thousands of Sto. Niño devotees gather for Sinulog in Cebu City

CEBU CITY – The regional police said the Sinulog events on Sunday went well with no major untoward incidents even as thousands of spectators converged for the celebration after two years of hiatus due to the Covid-19 pandemic.

Brig. Gen. Jerry Bearis, Police Regional OfficeCentral Visayas (PRO-7) chief, said the festivities were generally peaceful and only a dozen incidents of pickpocketing were logged in the vicinity of the South Road Properties (SRP).

A total of 16 contingents performed at the grand parade.

Mayor Michael Rama thanked the performers from different groups, including two big hotels, despite the decision of 10 other contingents to back out due to venue preparation issues.

He cited the enthusiasm of the Sinulog dancers to perform at the SRP, where the festival was held for the first time.

A drummer by passion, Rama boarded a float of the Cebu City government to play the drums while a troupe of performers danced to the Sinulog beat.

“Thank you, Sr. Sto. Niño and crowd control concerns, the organizers vowed for giving us a fair weather,” Rama said.

The celebration this year at the SRP, he said, gave the city government and the Sinulog Foundations Inc. (SFI) a benchmark for a more inclusive festival in the coming years.

There are already reports of individuals taking advantage of the SIM registration requirement. They offer their services through social media either for free or for a fee and request the name, photo, valid ID, birthday, cell phone number, and address of SIM users.

Such personal information, when in the wrong hands, may be used to impersonate their owners, access their accounts, steal money

or other fraudulent activities.

Identity thieves may also open accounts in another person’s name, run up debt, or commit crimes, causing damaged reputation and financial problems.

Caraga Region to plant 1M Moringa seedlings this year

BUTUAN CITY – The Department of Environment and Natural Resources in the Caraga Region (DENR13) and the Commission on Higher Education (CHED) have inked a memorandum of understanding (MOU) for the implementation of the “One Million Malunggay Plant Growing Advocacy Project”.

The signing was held Friday at the Hero Auditorium of the Caraga State University in Butuan City, led by DENR-13 executive director Nonito Tamayo and CHED-13 director Dr. George Colorado.

In an interview on Sat -

urday, Tamayo said state universities and colleges (SUCs) will be part of the project.

DENR-13 will link the SUCs to the National Greening Program (NGP) of DENR-13, particularly to the 123 associations in the region under the Community-Based Forest Management Agreement (CBFM), according to Tamayo.

DENR-13 has a target area of 1,200 hectares for its NGP project.

“The CHED and the SUCs here will provide the seeds and seedlings of malunggay trees which will be propagated in the 17 nurseries of the DENR situ-

ated in different provinces,” he said, adding that they aim to begin the project by February.

The developed malunggay (Moringa oleifera) seedlings will be distributed to the 123 associations under the CBFM for planting and production.

“We will intercrop the malunggay trees with the different species of trees in our NGP areas in the region,” Tamayo said. “Malunggay is a marketable agriculture product from which our CBFM associations can gain some income.”

Groups ask JICA to withdraw support for Davao’s Waste-to-Energy project

DAVAO CITY — Environmental groups and local residents have asked the Japan International Cooperation Agency (JICA) to withdraw its support for the waste-to-energy (WTE) project of the local government of Davao.

Lawyer Mark Peñalver, executive director of the Interfacing Development Interventions for Sustainability (IDIS), said on Sunday that the incinerator, which emits highly toxic and carcinogenic substance, will affect residents of 20 barangays in the city.

He said those barangays include Mintal, Santo Niño, Catalunan Grande, Langub, Waan, Callawa, Riverside, Balengaeng, Tacunan, Biao Guianga, Angalan, Los Amigos, Talandang, New Valencia, New Carmen, Matina Biao, Tagakpan, Ula, Tugbok, and Biao Escuela.

He added around 30 participants, among them residents who would be affected by project, joined thePeople’s Forum on Agriculture and Incineration held last January 9 at The Big House Davao where they made the call for JICA not to pursue the project.

Let notice be served that as constitutionally declared, a public office is a public trust and all government officials and employees must exercise their functions to the highest degree of integrity, commitment and dedication!

The more than 600 poor farming families must be liberated from the quagmire of poverty by simply constructing the much-needed farm-to-market road which has already appropriate budgetary allocation coming from the taxes of the people themselves. ASA MAN?

PresBBM, as the amazing Secretary of Agriculture, we respectfully appeal to His Excellency to rectify such social wrong!

As further narrated by the Sangguniang Bayan, “The people of the said Barangay still continue pleading and asking help from the higher authority to give immediate action about the problem and the real situation of this project why it comes out like this unfinished concreting farm to market road project. Hoping that this will be resolved and give immediate action so that the difficulties of the farmers in that area will be resolved.”

Indeed, as shown by the Barangay Park experience in Wao, Lanao del Sur, accessibility/ mobility means either life or death to the sick people, going to school or not to the children, imprisoned in the quagmire of poverty or living a life of abundance to the poor farming families in their rich agricultural land. There was great rejoice upon knowing that some 204 million pesos had been allocated for the 17 kilometer-concrete farmto-market road but all these years, only a kilometer was concretized and unfinished at that! Yet, despite such painful truism, the DPWH has issued a certification of the completion of the project! It is so puzzling why the DPWH Region 10 as certified by no less than Dir. Zenaida Tan that the one kilometer road has been completed by the Contractor HANS BUILDER & DESIGN worth Php 11,583,790.22 when glaringly that onekilometer paved road is still unfinished. I can attest to the unfinished construction of the one kilometer road having visited Sitio Pagayan recently. I saw that only half of the lane has been paved, the other parts of the onekilometer road unfinished. I hope that Dir. Tan can also find time to visit the area.

The local chief executive thanked President Ferdinand Marcos, Jr. for giving the time to visit and check the situation of the city and shared that the president has given his commitment to helping the families that were affected by the calamity, assuring that those who had not yet received financial assistance will be given assistance based on the list of the Department

Davao del Norte was the first province in Davao Region to have been declared as “insurgency-free” as a result of the intensive implementation of the Presidential Executive Order 70 on ending local communist armed conflict (ELCAC) with which Provincial Governor Edwin I. Jubahib had been actively involved.

Meanwhile, Daquioag guaranteed the readiness of Davao del Norte to host the visits of local and foreign tourists. He cited the 10 completed tourist destination projects developed through the P200 million funds that the provincial government distributed to each component LGUs at the height of the pandemic period.

While tourism got slumped due to restricted travels, the Provincial Government through the provincial tourism office planned a way forward for tourism that was fully supported by Governor Jubahib, Daquioag said.

“When pandemic started we also started to plan more, that’s why we came up with the provincial tourism development plan. …Ang atuang halangdon Governornador

The LMB is a policymaking body of the DENR created for the efficient and effective land management and administration of alienable and disposable public lands in the country.

Apart from the issuances, the LMB had also successfully integrated the Land Administration Management System (LAMS) database of 16 provincial and community environment and natural resources offices into their respective regional offices.

The respective Regional LAMS databases of DENRNCR and DENR-Calabarzon also were integrated into LMB-LAMS.

The country’s land statistics and records are consolidated through LAMS, a computerized information system built for quick and simple land information processing, tracking and retrieval.

Meanwhile, the LMB, through respective DENR regional offices, consolidated and evaluated 19 towns that have gone through Digital Cadastral Database Cleansing.

The LMB had also issued land area certification for 31 local government units (LGUs) for Internal Revenue Allotment purposes, resolved six legal land cases, and had approved and transmitted 69 Deeds of Sale/ Deeds of Conveyance of Taguig lots to the Registry of Deeds.

The LMB continues to conduct the field validation of the 16 regions to ensure the smooth implementation of its Rapid Land Tenure Appraisal program.

To date, the DENR has signed 219 partnership agreements with LGUs.

From January to November 2022, the LMB issued a total of 13,462 agricultural free patents and 23,290 residential free patents nationwide. ( PNA )

As part of its continuing assistance to 45 families in Sitio Polton, Insular Life (InLife) Cebu Office has conducted outreach activities in partnership with the Insular Foundation and the Missionaries of Africa. InLife employees conducted a values formation session for children, and turned over school supplies to 43 student-beneficiaries from the Foundation’s adop ted families.
