NGCP, NICA seal partnership for security of transmissions

Power transmission network operator NGCP reinforces its commitment to deliver reliable transmission services across the country by enhancing the safety and security of its transmission assets through the signing of a Memorandum of Understanding (MOU) with the National Intelligence Coordinating Agency (NICA).

NGCP sealed its partnership with NICA in a signing ceremony at the Malacañan Palace on 13 March 2023 witnessed by no less than the President of the Philippines, His Excellency Ferdinand R. Marcos, Jr.

Under the MOU, NICA commits to supply NGCP with intelligence information to support the protection of power transmission assets operated and maintained by NGCP across the country, while NGCP commits to provide technical assistance to NICA to support and further establish their cybersecurity capability.

Congress, since the electric cooperative’s franchise will still end on 2028 and 2033 respectively.

He cited section 27 of Electric Power Industry Reform Act (EPIRA) which allows electric cooperatives in the country to operate in full term.

MANILA – Some 50,000 travelers are expected to arrive in the country for the summer months, the Bureau of Immigration (BI) said Friday.

On the other hand, she also noted that they are opening additional immigration counters to be able to serve more passengers amid reports of long queues.

“Apart from maximizing our manpower here at our airports, particularly here at the Ninoy Aquino International Airport, where most of the departing and arriving people pass through there,” the BI official said.

She added that they are also coordinating with air-

port stakeholders to minimize passenger queues.

“We are also contacting and working with the airport authorities because we see this problem, the length of the queue, it's a problem that requires a multisectoral approach. The earthquake that hit Türkiye and Syria left at least 50,288 dead and 125,857 injured individuals.

The Philippine government had previously sent an 82-man Philippine Inter-Agency Humanitarian Contingent (PIAHC) in Türkiye to assist in the response operations of the earthquake-hit country.

The PIAHC’s medical team served 1,022 patients while its search and rescue team assisted in search and rescue operations in the collapsed buildings, assessing a total of 36 buildings from February 10 to 15 before it was placed on standby, awaiting requests for further assistance on retrieval operations.

The Philippine government also donated 11,205 blankets, 5,000 bonnets and 420 pairs of gloves to the earthquake victims. (PNA)

MANILA – President Ferdinand R. Marcos Jr. has ordered the Department of National Defense (DND) to "suppress criminal activities and impunity" in the entire Negros Island.

Defense Secretary Carlito Galvez Jr. said the Chief Executive issued the order on Thursday night and directed him to give justice to the families of Negros Oriental Governor Roel Degamo and the eight other victims who were killed in a brutal attack last March 4.

This joint task force is tasked to carry out Marcos' order and search warrants, Galvez stressed.

nyo po yung light reaction company (if you are know of the Light Reaction Company), they were involved in the Battle of Marawi (in 2017) from the deployment of the AFP to monitor the remaining suspects," he added.

The deployment of these special troops give emphasis to Marcos' earlier comment that the suspects can run but cannot hide.

"As the President had said that we will give justice to the family and sabi niya na (and he told the) suspects, you can run but you cannot hide, we will

The report ranked 193 countries on their risk of experiencing disaster or vulnerability to extreme natural events such as earthquakes, tsunamis, floods, and drought.

“A competent and standardized emergency medical service system is essential to the health care system of a country. Its goal is to provide emergency medical care to all who need it,” read the bill’s explanatory note.

The availability of EMSS include rapid assessment, timely provision of appropriate interventions, and prompt transportation to the nearest appropriate health facility by the best possible means to enhance survival, control morbidity, and prevent disability, the bill states.

The enactment of an EMSS law, according to Ejercito, will pave the way

for an organized response to any kind of medical or trauma emergency with adequate equipment and skilled professionals, thus ensuring the greater survival of patients.

The bill seeks to establish a National Emergency Medical Services Systems Council under the Department of the Interior and Local Government; create a national Emergency Medical Services System Council; develop an emergency medical services system at the national, regional and local levels of government; and institutionalize the use of 911 as the Nationwide Emergency Hotline Number, among others.

“Nearly 20 years ago since bills on emergency medical service and trauma care have been filed in the Senate yet until now, it remained pending in the legislature. It is high time to prioritize the passage of this measure so we can prevent the loss of lives by creating a competent and standardized EMSS,” Ejercito explained. (PNA)

On January 23, 2023, the National Commission of the Indigenous Peopls (NCIP) has finally issued to the Manobo-Pulingiyon Tribal Community the Certificate of Ancestral Domain Title after having been illegally ousted from their 1,111 hectare-ancestral domain some 6 years ago by the powerful Kiantig Development Corporation, owned and managed by no less than the incumbent mayor of Quezon, Bukidnon, Mayor Pablo Lorenzo III. Such very long delayed issuance more came about because of the shooting incidence which happened when the thousand IP families just wanted to enter a 4-hectare vacant area for safety reason as they have been living along the hi-way under shattered tents for more than six years already and five of their children had been hit by running cars. The horrible incidence last April 19, 2022 when the armed guards of the Kiantig Development Corporation were seen in a video indiscriminately shooting hundreds of the Manobo-Pulangiyon Tribal Community which has reverberated through-out the land. People are asking: Why must the tribe be shot upon?

For just attempting to enter a 4-ha. vacant area in their 1,111 ha. ancestral domain in Butong, Quezon, Bukidnon

that has been transformed into massive plantation as living for more than six years now along the hi-way under shattered tents, living in extreme poverty and hunger has become unbearable?

Thus, that horrible shooting that wounded five tribal members has become the catalyst to now put in the public imagination how oppressed the IPs are. Indeed, the violation of their rights are continuing without letup, manifesting the painful truism that the enrichment of the rich and powerful people means the dispossession of the poor and oppressed IPs. Land, water, forests and natural resources called commons are their economic assets which for thousands of years they have been using in the spirit of service and sharing as the IP culture has given high adherence to the sacredness of nature. Why must they not claim their land right?

Exposed to the excruciating heat of the sun at daytime and when it rains, wet and trembling in the cold at night time and sleepless with empty stomach. That’s how to live under shattered tents along the hi-way being experienced by the more than 1,000 families of the Indigenous Peoples of the Manobo Pulangiyon Tribe in Butong, Quezon, Bukidnon. They could not bear it any longer after being ousted from their ancestral

domain for more than six years now, living in hunger and in extreme poverty, eating only kamote once a day or nothing at all and drinking in a nearby river where they are swimming. All of the children are malnourished and sickly and have to be tied up inside their tents when their parents are asleep as four children have already been hit by running cars. Where in the world can you find these Indigenous Peoples who were once the masters of the land which they used in the spirit of service and sharing, now living in so much nightmare and turmoil because a powerful corporation, the Kiantig Development Corporation which is owned and managed by the incumbent mayor of Quezon, Bukidnon, has transformed their 1,111 hectares ancestral domain into massive plantations.

Enough is enough. That land transformed into massive plantation that is supplying the consumerist needs of the people in advanced countries

As the parable unfolded, both of them died. The poor man was carried by angels to the bosom of Abraham, while the rich man was buried in the netherworld. While at first sight, the parable might strike us to be unfair, since if God is a God of love and mercy, he should therefore be willing to save both of them.

But I suppose that without detracting from the universal love and mercy God has for everyone, the purpose of the parable is simply to teach us about the deadly danger of worldly wealth and the great redeeming value of Christian poverty and austerity.

Wealth in itself is not evil as long as we do not allow it to corrupt us. In fact, poverty and austerity can be bad if they are lived in bitterness and anger, if not hatred against God.

For wealth to be a good thing, it has to be lived with the Christian spirit of poverty and austerity. That means that

Money and richness can become a problem when we are led to get attached to them such that we cannot anymore give ourselves fully to God. They can blind us with respect to our duty to God and to everybody else. We may give the appearance that we are giving a lot, but if it is not the whole of ourselves, then it is not total self-giving which God deserves and expects from each one of us.

Let us always remember that God wants the whole of ourselves. He wants our entire heart, not a divided heart. He wants to be everything to us, the first and the last, the Alpha and the Omega. He wants to be given priority over everything else, including our own life.

Especially these days when we are practically bombarded with so many tempting things, we should really be guarded, otherwise we end up completely materialistic and consumeristic, completely dead and numb to the spiritual and supernatural dimensions of our life as children of God.

We need to regularly check on what we have at the moment, what our real desires of

our heart are, to see if indeed we are living the proper spirit of poverty and austerity that Christ himself lived. We know how easy it is for us to lapse into the opposite of poverty and austerity, like greed, envy, etc. With the way the world is developing these days, this practice of checking is very important.

Poverty and austerity allow us to love God and others properly. They clean our hearts of any trace of selfishness and self-indulgence. They make us simple, enabling us to develop many other virtues with ease. They rid us of unnecessary burdens in our life.

Poverty and austerity actually enrich us with a richness that is proper to us. It is the richness of being with God and in communion with everybody else. They enrich us with the love that channels the very love of God for us.

Leyte governor says it’s time to modernize public transport

DSWD provides P4.6-M assistance to oil spill victims in Caluya

SAN JOSE DE BUENAVISTA, Antique – The Department of Social Welfare and Development (Regional Office in Western Visayas (DSWD-6) has made an initial release of PHP4.6 million cash assistance to 570 families affected by the oil spill in the island municipality of Caluya. DSWD-6 Crisis Intervention Section Beverly Salazar, in an interview Friday, said

the payout consisting of PHP3,000 and PHP5,070 per family was held March 8-9.

“The 570 beneficiaries were identified by the local government unit (LGU) of Caluya to have been affected because of the oil spill from the motor tanker Princess Empress that reached their barangays,” Salazar said.

The distribution was conducted in Barangay Semirara, Sitio Sabang in Barangay Tinogboc and in Sitio Liwagao in Baran -

gay Sibolo in coordination with the office of Antique Lone District Rep. Antonio Agapito Legarda.

“The 570 beneficiaries are just the initial considering that there are around 7,000 residents who have been affected by the oil spill,” Salazar added.

The financial assistance is intended to help the island residents considering their livelihood was affected by the oil spill as most of the people in Caluya are engaged in fishing and sea-

weed culture. They were advised to temporarily stop because of possible environmental and health hazards brought by the oil slick. Aside from the cash assistance, the DSWD has already provided 3,200 food packs to the affected families. (PNA)

Woman of today who made a Legacy

It could be re-called that during the World Humanitary Day, one Muslim woman in Mindamao Southern Philippines was honored as one of the front line workers who show up each day to provide lifesaving care to the people who need most, despite, the risks and descrimnation they face in line of duty.

Seven Filipino health workers were invited share their thoughts, about their experiences, the lessons they have learned and what it means to be a frontliners in the COVID-19 pandemic.

Dr. Potri Ditual Disomimba-Ali, Chief of Tamparan District Hospital. It was a public knowledge that as a doctor In-charge of a hospital, Dr Potri Ali is used to long hours and fatigue and stress that comes with her job. In 2017, Dr. Portri Ali and her colleagues at said hospital served people who were affected by the Marawi conflict. Their paramount concerned during that time was on how they are dealing with the threat of COVID-19, which she says has added to the heavy load carried by health workers like her.

As earlier reported by the World Humanitary Day, revealed that the "ones mostly affected by COVID-19 are the vulnerable sectors of society-women, the elderly" She said.

"I pity these children as they seem clueless of what is happening around. Its hard to explain to them

why playing and running out in the field are restricted . Just like how tomorrow is not guarranted . That at any time, something bad may happen and we need to be prepared . She added, Right now ,cooperation is "needed" In today's celebration of the 2023 National Women's

Assessing My Assessment

DepEd Order No. 79, series of 2003 stresses the need for the organization to create an assessment and evaluation system that develops and nurture holistic learning which reveals the authentic performance of learners in their learning journey. This is anchored as well on the premise that to educate a child to become life-long learners it is necessary to develop the 21st century skills – communication, collaboration, creativity, and critical thinking – to become a holistic individual as cited on the study of Amper and Nicolasora (2021). This implies that the entire learning process comprise both of lesson delivery and assessment may it be formative and summative should be geared towards the attainment of such goal such that an evaluation system is possible to measure its success. Therefore, designed assessment system must not be unidirectional rather multidirectional to ensure that learners have enough opportunities to define their learning journey at the same time achieve the standards set by the subject. Providing such kind of learning environment give learners more opportunities to engage and participate, taking ownership of their learning as they become part of the planning, designing, and implementation hence learning becomes more meaningful resulting to better learning outcome.

Many experts have argued that the predominant “psychometric paradigm” for educational assessment is inappropriate and have proposed that educational assessment should develop its

own distinctive paradigm (Wilson, 1992; de Lange, 1992; Kulm, 1990; Romberg, Zarinnia & Collis, 1990). According to Heritage (2013), over –reliance of one form of assessment is not inclusive as learners have different learning characteristics.

This can imply that not all learners perform well on traditional assessments but are able to display their learning more effectively in other ways (Watt, 2005; Klenowski, 2009). While traditional mathematics tests provide greater reliability and comparability (Popham, 2016) the need to explore other forms of assessment which learners can access as an alternative or to complement the present assessment within the context of a school to make it non – discriminatory is imperative.

Contemplating on this, as a teacher I arrived to a realization that the assessment I am implementing greatly affects my learners’ achievement. Thus, there is a great deal of consideration that must be given upon implementing an assessment in my mathematics class. In the entire learning cycle any teacher knows how crucial the role assessments give, and looking closely, it is clear how important a teacher must invest time on formative assessment than any kinds of assessments as this can become a tool to help leaners narrow the gap of actual competence and the standard competence. According to Black and William (1998) and Crooks (1998), a well carried out formative assessments will have a direct positive result on learning and achievement of learners.

Portfolio assessment is one possible formative assessment strategy although it has received little attention in the formative assessment literature (Klenowski, 2002; Tierney & Charland, 2007). While portfolio assessment has been widely used by teachers across curriculum as observed and based on available literatures unfortunately there is limited researchbased studies in the Department of Education here in the Philippines on this regard. I personally believe that profound studies on this area must be collected based on the practices on teachers to gain more insights and be able to develop and unleash the full potential of formative assessment to enhance the learning of learners especially in mathematics.

Thus, there is an ongoing research I am conducting on portfolio-based assessment among my mathematics learners. The recently concluded first cycle implementation gained a general positive impression towards this endeavor to the extent that learners preferred to be assessed on this approach rather the traditional assessment. I realized that as a teacher possessing a significant amount of knowledge of designing and implementing assessments is very crucial in achieving high-quality learning outcome. However, I personally believe that DepEd leaders must be committed to invest on this regard to provide high-impact trainings that have capability to be cascaded from top to bottom thereby achieving a transcending effect.

The onset of the COVID-19 Pandemic presented new challenges to everyone. As a teacher, I witnessed how my work, and my workplace had to change swiftly to adapt to the new normal that the present health situation demanded across all the sectors in our society, the education sector included. As a teacher, I witnessed how my work and my workplace had to shift from the conventional face-to-face set-up to various learning delivery modalities like the online and hybrid. But this is not an article about teaching in the new normal, but it is about how learning happened in the normal from the vantage point of a teacher.

Teachers’ engagement to professional development (PD) activities is a time-tested necessity. PD activities is needed to equip teachers with the knowledge, skills, and dispositions (Chen & Cao, 2022) towards the job. This is how my journey to discovering the Learning

Management System of the Department of Education began. As a DepEd teacher, I have seen how the Learning Management System (LMS) of the Department stood beyond all the restrictions brought about by the COVID-19 pandemic. The Department of Education (DepEd) Learning Management System (LMS) is a software application or web-based technology used to plan, implement, and assess specific learning processes (Aide Memoire, 2020). I, for one, have benefited from the nationwide activities, such as trainings and asynchronous seminars hosted by DepEd through the Learning Management System. Accordingly, DepEd LMS has been in existence since June 2020, but due to lack of awareness on the existence of the platform, it was basically new to me. On a personal note, the DepEd LMS is plausible innovation that addressed the clamour of many teachers about the lack of sources for teaching and for their own

learning. For teachers’ professional development needs, the LMS contains courses that teachers can access, and the platform supports efficient distribution of materials, provides several communication options, and produces a variety of formats. It is, indeed, a breakthrough in teaching and learning.

I consider discovering the Learning Management System during the COVID-19 pandemic as an opportunity amidst the crisis. The platform is very rich and beneficial for teachers like me who is a fervent believer in the importance of continuing professional development regardless of the times. From the words of a motivational and self-help author, Maxwell Maltz, with close scrutiny, crisis situations can be shown as opportunities to either advance or stay where we are. The Learning Management System of the Department of Education is a great opportunity for educators to advance and move forward in this new era.

And finally on Oct. 6, 2021, a Certificate signed by no less than the Chairman of the National Commission of Indigenous Peoples (NCIP), Sec. Allen Capuyan and six NCIP National Commissioners categorically certified that the 1,111 hectare-area turned massive plantation is the tribe’s ancestral domain.

Out of joy, the chieftains had decided to inform the Kiantig Development Corporation of the long-awaited Certification which was printed in a tarpaulin and bannered fronting the corporation’s well-guarded gate. That very night, the guards torn

This painful truism was one of the agenda during the April 18 meeting-dialogue presided by no less than NCIP Chairman, Sec. Allen Capuyan and attended by no less than Mayor Pablo Lorenzo, III, NCIP Regional Director Ann Burgos, NCIP provincial, municipal and legal officers, several agencies of government, PNP and military officials and some 50 chieftains from five different tribes of Bukidnon. Arch. Tony Ledesma and yours truly also attended that 4-hr. meeting in the municipal hall in Quezon, Bukidnon.

The highlight of the meeting was the categorical statement expressed by the two chieftain spokespersons, Datu Rolando Anglao and Datu Maalamon that on April 19, the displaced Manobo Pulangiyon families have finally decided to enter the adjacent 4-hectare vacant area that is not being used as a plantation, thus, the corporation especially the mayor should not worry as nothing will be destroyed upon their entry. All they want is to abandon their shattered tents along the hi-way to live in a more secured area as living under shattered tents has become unbearable. No less than Sec. Capuyan declared that such is a “win-win situation,” as no crop will be destroyed as they would just enter the adjacent 4-ha. vacant area. The mayor himself did not oppose such plan. Thus, the two chieftains beg the NCIP, the CHR, the PNP and the military for their presence as a pre-emptive move against untoward incidence, more so, of violence.

The military came at about 11 am and the PNP at about 12 noon I went to see the soldiers from the 88th Infantry Battallion at the gate and invited them for lunch at the IP’s hall (about 300 meters away) as I was telling them that the IPs will enter the vacant area near their hall. Then for 15 more minutes, series of gunfire followed not only from shotguns but from several type of guns as the shooters were shouting LABAS, then followed by several gun shots, then LABAS, series of gunshots. Everyone was “shooed” away with bullets! We were like rats being driven away through indiscriminate shootings. The military and the PNP did nothing to intervene. Nanood lang po sila. Afterwards, they just drove away! WHY?

You Sirs were there to maintain peace and order, as respectfully requested by us, not only during the meeting a day before but a week before that as the chieftains went to visit you personally in your respective offices/camps. After hearing series of gun fires as helpless Indigenous Peoples were running to escape death including innocent women and children, you were just there, doing nothing! Why?

You know that it is election period and carrying firearms is against the law, more so if innocent people who are just claiming their very own land are being wounded and shot

upon.

Sirs and gentlemen, you as law enforcers know very well that in this country, no one is above the law, that all must bow down to the majesty of the law because we follow the rule of law and not of men and never the rule of power or money. Well, apparently, the enrichment of the rich and powerful corporation owned and managed by an incumbent mayor means the dispossession of the poor Indigenous Peoples. Indeed, enough is enough of oligarchical control under an elitist rule. A few days later, the investigation of the Scene of the Crime Operatives (SOCO), revealed that those armed men who were shooting us do not belong to any registered security group. Apparently, they belong to a private army. Indeed, criminal offences have been committed. Will they be arrested? Let us see, and we hope so!

On the other hand, she also noted that they are opening additional immigration counters to be able to serve more passengers amid reports of long queues.

“Apart from maximizing our manpower here at our airports, particularly here at the Ninoy Aquino International Airport, where most of the departing and arriving people pass through there,” the BI official said.

She added that they are also coordinating with airport stakeholders to minimize passenger queues.

“We are also contacting and working with the airport authorities because we see this problem, the length of the queue, it's a problem that requires a multisectoral approach. Apart from the BI maximizing its manpower, we also have many airport stakeholders such as airlines and airport authorities who can help a lot to ease the queues at our airports,” she added.

The BI spokesperson reported that more than 30 immigration officers are set to graduate soon from the Philippine Immigration Academy.

“Right now we have 38 Immigration officers in our Philippine Immigration Academy that are set to graduate soon. So we will immediately deploy them after graduation. There's another 147 batch of Immigration officers whose hiring process is ongoing. So our hiring is continuous so that we can really fill all the Immigration officers we need,” Sandoval added.

She also advised travelers to go to the airport three hours before their scheduled flights to spare them from hustles.

“Since many of us want to go sightseeing inside and outside the country. We at the Bureau of Immigration are ready to serve you. We highly suggest to be at the airport three hours prior to your flight, check-in early and go straight to the immigration area so that there will be no problems so that your travel will be smooth and seamless,” Sandoval added. NORDECO’s stand came in the heels of the rally around the city on the same day led by Tagum Chamber of Commerce and Industry protesting against the high electricity rates by NORDECO.

On March 9, two major energy consumer groups staged a prayer vigil and candle-lighting in Tagum City on Wednesday night to protest proposals in Congress to expand the franchise of DLPC.

At least 300 members of the Coalition Against Privatization of Electric Cooperatives (CAPECs) and the National Center of Electric Consumers Cooperative (NCECCO) that attended the rally dubbed “Pagtukaw alang sa Nordeco” (Vigil for Nordeco) to express their opposition to House Bill Nos. 50777, 6740 and 7047.

HB 5077 was filed by Davao del Norte 1st District 1 Rep. Pantaleon D. Alvarez, HB 6740 by Rep. Margarita Ignacia B. Nograles of PBA Partylist, and HB 7047 by Rep. Sandro L. Gonzales of MARINO Partylist.

The three bills seek to expand the franchise of DLPC to the Cities of Tagum and Island Garden City of Samal, and the towns of Talaingod, Asuncion, Kapalong, San Isidro, and New Corella in Davao del Norte, and Maco

town in Davao de Oro, according to CAPECs chair Angelo Cofreros. Another proposal, HB No. 6995 filed by Davao de Oro 1st District Rep. Maria Carmen S. Zamora and Davao de Oro 2nd District Rep. Allan R. Dujali, only seeks to expand the DLPC franchise to Samal Island.

For his part, Rene Boy S. Abrea, NCECCO chair for Davao de Oro and Davao del Norte said that the bills should be rejected since President Ferdinand R. Marcos Jr. had vetoed on July 27, 2022 HB 10554, which would have placed Tagum City, Samal, and the towns of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod under the franchise area of DLPC.

CAPECs called for the following in the manifesto of support signed by its officers: respect the franchise of Nordeco; priority and equal attention to Nordeco and all electric cooperatives in the distribution of power supply from Power Sector Assets and Liabilities Management Corporation as partners and

implementation arm of the national government in the missionary electrification program; and support and strengthen the electrification services and programs of electric cooperatives through legislative interventions and laws, not privatization by private for-profit companies.

It said the takeover of Nordeco will eventually result in the monopoly of private for–profit entities in the energy sector, depriving the rights and opportunities of owning an electric cooperative among the underprivileged, especially in the countryside.

Elvera Alngog, NORDECO acting general manager clarified the businessmen oppostion of high electric bills saying for the February billing period the rates had gone to 2 pesos per kilowatt hour after the Power Assets and Liabilities Corporation (PSALM) increased their supply of cheap energy to 20 megawatts more from a mere 15 megawatts.

In the February billing, residential consumers are now charged P15 per kilowatt hour from P17 per kilowatt

hour in the previous month’s billing.

She admitted DLPC have lower rates because PSALM provided 50 percent of their energy needs to distribute electricity in Davao City while the recent total of 35 megawatts for NORDECO is just 30 percent of the 111 megawatts demand throughout their franchise area.

Alngog dismissed some businessmen’s claims that frequent power interruptions in the city was caused by the load curtailment of its enegry providers saying their contract is even up to 135 megawatts that can supply new industries that will come in.

Campoamor said they will sit down with the business chamber leaders to clarify allegations that NORDECO still owe a huge debts of P3.9 billion when in fact it is already down to more than a billion through a loan restructuring program.

He said they will also explain to the businessmen that NORDECO’s franchise is still up to 2028 in the mainland and 2033 in Samal Island.
