Aregional official of the Bureau of Customs in the Northern Mindanao revenue district assured executives of tobacco giant Philip Morris Fortune Tobacco Corporation (PMFTC) of its continuing campaign against agricultural smuggling.

Speaking during the Cagayan de Oro launch of the 2023 Bright Leaf Agricultural Journalism Awards, Customs deputy district collector for assessment Jesus Llorando acknowledged the numerous challenges that the agency is meeting against the entry of smuggled goods.

“At the Port of CDO alone, we have apprehended

several millions worth of smuggled onions which if these have successfully been released would have hurt our CDO-based farmers,” Llorando said.

Warm weather, isolated rain showers to prevail across PH

MANILA – The country will experience warm weather with isolated rain showers due to the prevailing easterlies, the weather bureau said Wednesday.

DOTR, DICT sign pact to establish integrated e-governance system

MANILA – The Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT) signed a memorandum of understanding that aims to better manage transport infrastructure projects.

The MOU, signed at Marriott Hotel in Pasay City on Tuesday, allows for the interconnection and integration of transport projects with DICT's systems.

In a news release issued Wednesday, Transportation Secretary Jaime Bautista said DICT’s “crucial assistance” would keep the transport infrastructure projects on track through the use of digital technology.

“Digitalizing the implementation and construction of these projects will not only keep us on track, but also ensure adherence to high standards of safety, comfort, reliability, and

efficiency,” Bautista said.

The initiative will also facilitate the integration and interconnection of pertinent systems and applications.

Under the MOU, the DICT will help the DOTr identify and develop new and existing systems and applications to ensure the efficient delivery of public

service through e-governance.

E-governance is the use of technology by pushing digitalization to streamline the delivery of government services, making them more accessible, efficient, and transparent to citizens.

"The MOU signing ceremony signals the start of

a significant partnership that should help elevate our transport projects to world-class standards," Bautista said.

Several other government agencies also signed the MOU.

With the agreement, the agencies will work with the DICT to streamline the processes. (PNA)

MANILA – The geographic situation in Palawan poses a great challenge for the Department of Health (DOH) as it aims to achieve a malaria-free Philippines by 2030.

In February, the DOH Standards and Strategy Division reported all provinces nationwide are malaria-free, except for Palawan -- 66 are malaria-free provinces while 15 have zero indigenous cases.

7 Labor Day job fairs set in C. Luzon

CITY OF SAN FERNANDO, Pampanga – The Department of Labor and Employment-Central Luzon (DOLE-3) has lined up seven job fairs next week to give employment opportunities to displaced workers, overseas Filipino workers and repatriates in the region.

The job fairs will be held simultaneously at SM mall branches in Pampanga; City of San Jose Del Monte and Marilao in Bulacan; Cabanatuan City, Nueva Ecija; and Olongapo province on May 1.

Another two will be held May 3 at the People's Center in Balanga City, Bataan and Bulacan Capitol Gym in Malolos City.

DOLE Regional Director Geraldine Panlilio said on Tuesday that aside from job fairs, other activities lined up include the “Kadiwa ng Pangulo sa mga Manggagawa” at Clark Freeport in Pampanga and at Freeport Area of Bataan in Mariveles.

Panlilio said there will also be an awarding of livelihood packages and distribution of other DOLE assistance on the same dates and venues.

Likewise, DOLE will hold a dialogue with workers to address their issues and concerns.

Panlilio said DOLE is still coordinating with the companies that will participate in the job fairs.

“We are expecting, of course, more than a hundred employers na magpa-participate (that will participate),” she said.

The number of job vacancies will mostly likely be near the 13,000 last year, she added.

RTWPB-X launches the 2023 Productivity Olympics (PO) with a theme from Striving to Thriving: Reset and Reposition for Impact last April 12, 2023 at the Mallberry Suites Business Hotel, Cagayan de Oro City. Its objective is to intensify national awareness and commitment to quality and productivity, and to showcase best productivity improvement programs (PIPs) of MSMEs across the country.

20K bangus to be grilled in Dagupan’s ‘Bangusban’ street party

DAGUPAN CITY – Some 20,000 bangus (milkfish) are set to be grilled during the Bangusan Street Party along the De Venecia Highway Extension here on April 30 as the highlight of the Bangus Festival 2023.

“I met with our Bangus Festival sponsors this morning. We are all very excited because we are at the final stage of the preparation for the Bangusan Street Party Kalutan ed Dalan on Sunday,” Mayor Belen Fernandez posted on her Facebook account on Tues-

day. For PHP3,800, revelers get to have their own onemeter grills where they can cook five kilograms of bangus.

The package also comes with carbonated drinks and other materials for grilling like charcoal, salt, plastic bags, and tongs, among other freebies.

Partygoers also get to enjoy a fun-filled night with bands and artists, like Ely Buendia, Sponge Cola, Gigi De Lana and the GG Vibes, and DJ Loonyo, among others. A bus that will offer free

rides will also be available.

The Bangus Festival kicked off on April 14 with the Gilon ed Baley Street Dance Competition participated in by the 31 barangays.

The cluster of Barangays Bonuan Gueset, Bonuan Binloc, and Bonuan Boquig won the competion, according to the City Information Office (CIO).

Another part of the Bangus Festival is the GilonGilon, a thanksgiving event in honor of Dagupan City’s patron, St. John the Evangelist, who was a fisherman. One of the events of the Gilon-Gilon was the Bangus Rodeo on April 19.

Named the fastest bangus classifier was Melicio Melendez of Pugaro with a speed of 1 minute and 36.06 seconds; fastest bangus deboner was Jeffrey Bandera of Pantal at 1:15.95 sec; and Jaime Bucao Jr. won as fastest bangus eater.

Winners received PHP5,000 (champion), PHP3,000 (second place), and PHP2,000 (third place) with medals.

In addition, quoting from the opening message given by Director Estrella U. Pahalla, the incoming Chairperson of RTWP-X and the OIC-Regional Director of DOLE-10, she assured to all participating establishments that the RTWPB-X Secretariat will have their support in all the preparation from the documentation up to the selection and screening in the nationals.

Criteria, Mechanics, the Indicative Timelines and Activities, and the prizes to be won for the both the Regional and the National winners for this year’s PO.

An open forum was allotted for the companies to raise their concerns and clarifications. The program was ended with a closing remark from Mr. Arsenio L. Mr. Bernie T. Salinas, the Supervising Labor and Employment Officer of RTWPB-X, discussed the Technical Assistance on Productivity Based Incentive Scheme (PBIS) and the installation of the program in establishments. PBIS is a workplace-initiated program on improving the productivity of workers and the enterprise to generate savings or additional revenues.

Mr. Salinas also gave updates on Wage Order RX-21 & Wage Order RBX-DW-03.

Mr. Nicolo Lorenzo P. Cano, Administrative Assistant I of RTWPB-X, gave a training on Productivity 101 and: Productivity Toolbox Orientation, which is a basic orientation on productivity concepts, tools, and techniques. The Productivity Toolbox Orientation shows the various productivity programs and technical assistance the RTWPB-X can provide.

Ms. Evelyn I. Rivera, Senior Labor and Employment Officer of RTWPB-X, gave a training on a new module called Productivity Toolbox Training: Improving Productivity Through Employee Engagement. This training will help employees and management create a better working relationship by keeping employees engaged in the workplace. A workshop where a representative from the participants discusses how they were able to stay engaged at work and share their insights.

The RTWPB-X welcomed their new Chairperson, Dir. Estrella Uy-Pahalla, Who is also the OIC Regional Director of DOLE-X. Dir. Pahalla is the former Assistant Regional Director of DOLE-X (2017-2023), and was a former Board Secretary of RTWPB-X (2009-2017).

A turnover ceremony and tribute was conducted by the Board, for the outgoing Chairperson, RD, Albert E. Gutib, as he will be re-assigned as the Regional Director of DOLE-Region 9, Zamboanga Peninsula. Dir. Gutib expressed his gratitude for the 2 years and 4 months in Region 10. The Board and the Secretariat conveyed their well wishes to Dir. Gutib and welcomed Dir. Pahalla as their new Chairperson.

The Board also celebrated the birthday of Mr. Arsenio L. Sebastian, III, a member of the Board representing the Management Sector. This activity was held last April 4, 2023.

God’s will and our will

The ideal condition for us with regard to our own will is that it should unite itself with God’s will. It should identify itself with God’s will and channel it as faithfully as possible all throughout our earthly sojourn.

This should come as a no-brainer if we consider the basic truth of faith that we have been made the image and likeness of God. How God is should also be how we should be. We are meant to share in God’s own life and nature!

That episode in effect tells us that just as Christ, who is the pattern of our humanity and the savior of our damaged humanity, would only do the will of his Father, the one who sent him to save us, so should we also do nothing other than to do the will of God, our Father, who as our Creator, defines who we really are and how we should live our life.

FEAR OF GETTING OLDER

For some, it's a fear of the physical changes that come with aging. For others, it's the fear of losing their independence and becoming a burden on their loved ones. And for many, it's the fear of death itself.

Backpackers can take modern bus ride to Camotes Islands - LTFRB

CEBU CITY – Backpackers and excursionists planning trips to Camotes Island Group to experience pristine beaches and amazing caverns will enjoy a safe bus travel from this capital city starting on May 4, a transport official said Tuesday.

Land Transportation Franchising and Regulatory Board-Region 7 (LTFRB-7)

Director Eduardo Montealto Jr. said the inclusion of a route to Camotes, located north of Cebu province, will largely benefit travelers who prefer riding a bus in going to and from the island’s tourist spots.

This prompted the capitol to boost the land transport system serving Poro, San Francisco, Tudela and Pilar towns on the island group, the official added.

On May 4, a missionary route will be covered with a special permit pending the issuance of a memorandum circular that will make the Camotes trip permanent and open to all interested transport cooperatives and companies, Montealto said.

The four experimental bus units originating from the Cebu South Bus Terminal will no longer pass the Danao City Port in taking a Roll-on Roll-off vessel to Poro; instead, it will take the Liloan Port, which is much closer to this capital city.

“The Cebu provincial government is in constant

communication with the Department of Transportation (DOTr) for the finalization of their Local Public Transport Route Plan (LPTRP). The final LPTRP will include the Cebu CityCamotes route,” Montealto said, adding that Bohol province will also submit its own LPTRP.

Once the DOTr issues the notice of approval, Montealto’s office will certify that the respective Provincial Board of Cebu and Bohol are authorized to pass an ordinance laying down inter-town routes.

According to the LTFRB-7 data, Cebu’s LPTRP will cover 138 routes and 72 in Bohol.

CEBU CITY – Learners should remain in the classroom instead of sending them back to online classes in their homes for fear of increased temperatures during the summer season, Mayor Michael Rama said Tuesday.

“Why would you not allow children to be in their schools? You send them back to their homes… don’t

Rama’s remarks came after the Cebu City Council passed a resolution Monday requesting the School’s Division to plot a measure that would go back to blended learning modalities adopted at the height of the coronavirus disease (Covid-19) pandemic.

Ayala expects core and emerging businesses to benefit from continued economic resurgence

Cezar "Bong" Consing is optimistic that Ayala's core and emerging businesses will sustain good performance this 2023, as the Philippines sees continued economic resurgence this year.

At the company's Annual Stockholders' Meeting on Friday, Ayala Corporation President & CEO Cezar "Bong" Consing identified key priorities for the year. "With earnings at 90% of pre-COVID levels, we are on track towards full recovery. We will continue to invest significantly as a group to take advantage of the country’s growth," he said.

1. Ayala Corporation and key business units will work on getting aggregate core net income back to pre-COVID levels.

2. With improved earnings, Ayala will seek higher dividends from the core

business units.

3. Ayala will rationalize the portfolio so that each of the non-core business units has the potential to be the group’s next engine of growth.

4. Ayala will continue to value realize towards our P50 billion goal.

5. Ayala will maintain a fortress balance sheet to be able to take advantage of attractive investment opportunities that arise.

6. Ayala will complete the Net Zero roadmaps of its various business units and ingrain ESG into everything it does to help build the Philippines of the future.

In 2022, Ayala Corporation’s core net income grew by 18% year-on-year to P27.7 billion. This was mainly due to higher contributions from BPI and Ayala Land, both of which benefitted from the further reopening of the economy.

– The Cagayan de Oro Water District (COWD) will need at least PHP1.9 billion in funding for its system modernization plans to better serve this city's consumers.

In a statement Tuesday, COWD General Manager Antonio Young said the planned modernization aims to address the low –even the absence of – water supply during peak time in the morning.

Young admitted that the local water utility could not afford the needed rehabilitation, prompting the COWD's board members, led by its chairperson Nelia Lee, to propose a rate increase to cope with the needed amount.

The City Council, however, opposed the proposal.

"Due to these numerous complaints from the consumers posted on social media, the COWD board of directors immediately held a conference to modernize its facilities, and it came out that they needed PHP1.9 billion for the program," Lee said.

However, Councilor Joyleen Mercedes Balaba described the proposed rate increase as an "added burden" to consumers.

"COWD exists in the city for 50 years, and it's unreasonable that they do not have enough funds for the modernization," Balaba said.

DAVAO CITY – Sixty-two families affected by a recent fire here are continuously receiving assistance from the Office of 1st District Representative Paolo Duterte and the City Social Welfare and Development Office (CSWDO).

In a statement Tuesday, Duterte's office said it has provided hot meals to 66 families currently staying at Shanghai Gym in Barangay Matina Aplaya after their houses were razed on April 21.

Meanwhile, the CSWDO also distributed food and non-food assistance to the fire victims on Monday.

CSWDO officer-Incharge Julie Dayaday noted that more relief goods were further handed over by the Department of Social Welfare and Development and the office of Senator Bong Go, also at Shanghai Gym on the same day.

The distribution is in addition to the hygiene kits, mobile kitchen, and modular tents provided by the city government immediately after the fire.

“The validation is already done, and we will process the financial assistance to the families within the week,” Dayaday said.

In an article published in the 19 April 2023 issue of The New York Times Magazine, cooking writer and columnist Eric Kim raved about Nicole “Nikki” CabreraMills Citrus-Glazed Turnips.

Kim, who writes for the Food Section and NYT Cooking, admits to a penchant for adventure in trying items on a menu which are not mainstream.

“Sometimes the oddity on a menu might be the chef’s passion project, which is reason enough to order it. Newcomers to the New Orleans favorite Pêche Seafood Grill might not know that the restaurant goes heavy on the vegetables, but you have to know to order them,” wrote Kim in his article “The Secret to Ordering the Best Thing on the Menu.”

Chef Nikki was filmed in the Pêche segment of the episode while the hosts commented on how she put Filipino flavors in their dishes, and later served them Filipino-inspired dishes from their menu including whole red snapper (maya-maya), kinilaw, tomato cucumber salad and fried okra.

Long Road to The Big Easy

Born and raised in the Philippines, Nikki grew up in the fast growing city of Cagayan de Oro, which is expected to become

the country’s fourth metropolitan center by 2025. She finished her elementary and high school education with Corpus Christi School.

Her grandparents owned the Little Town Bakery in Malaybalay, Bukidnon where she grew up watching the production of fresh baked bread in an old fashioned wood burning stone oven. Farm to table has always been part of the Filipino culture.

Nicole’s family was known for growing and producing some of the sweetest corn in the area along with farm raised sheep, cattle, chickens and horses. Her mom Ella specialized in making and selling siomai and siopao at the family’s Shao Mai Dimsum stalls in Cagayan de Oro and Cebu.

After graduating from Ateneo de Manila University, Nikki moved to New York in 2001 to attend the French Culinary

Institute in Soho upon the suggestion of her father Bobby.

“She was always fond of cooking and once prepare a Valentine’s Day meal at our house for her brother, where she took care of everything from the menu to the table setting,” her dad Bobby recalls.

Her culinary career began with Danny Meyer and Union Square Hospitality Group cooking at both Eleven Madison Park and Gabriele Kreuther’s the Modern at MOMA. She worked as a tournant for Chef Alain Allegretti at Atelier in the Ritz Carlton Central Park and later with Chef Dan Kluger at The Core Club

Also known as a floating or relief chef, a chef tournant is a member of the culinary hierarchy whose job involves stepping in when needed to complete a variety of culinary duties.

After New York, Nikki moved to Los Angeles to work at the Thompson Beverly Hills with Chef Brian Redzikowski.

She moved back to Cagayan de Oro after L.A. to open Bourbon Street, a Creole concept restaurant which was the first of its kind at the Rosario Arcade of Limketkai Center. After a few years, she and her husband Drew relocated to New Orleans for Drew’s new assignment in a chain of hotels. She

later joined the Link Restaurant Group to be part of the opening team at Pêche Seafood Grill in 2013, and became its Chef de Cuisine in 2019.

The Head Chef or Chef de Cuisine remains at the top of the hierarchy in restaurant kitchens without an executive chef. Like an executive chef, she controls all aspects of the kitchen, including creating menus, controlling kitchen costs, and managing the kitchen staff.

To put her present assignment in a better context, Pêche won a James Beard award for Best New Restaurant in America in 2014. One of its founders, Chef Ryan Prewitt, was honored with a James Beard Foundation Award for Best Chef: South that same year. Pêche is continuously named one of the Top 10 Best Restaurants in New Orleans annually by Brett Anderson, Times Picayune. Inspired by the cooking of South America, Spain, and the Gulf Coast, Chefs Donald Link, Stephen Stryjewski and Ryan Prewitt designed Pêche Seafood Grill.

Focused on working with local fishermen and farmers who harvest sustainably, Pêche serves simply prepared contemporary dishes, rustic creations cooked on an open hearth, as well as fresh oysters and Gulf fish.

Four Northern Mindanao LGU chief executives travelled to DHSUD Central Office with DHSUD Regional Director Ariel B. Abragan to formalize their commitment for housing projects which target to benefit around 48,000 families in the region.

DHSUD Secretary Jose Rizalino Acuzar signed memoranda of understanding with City Mayors Rolando Uy of Cagayan De

Oro and Erick Cañosa of Gingoog, and Municipal Mayors Jayfrancis Bago of Opol, Misamis Oriental, and Dionisio Cabahug of Tubod, Lanao del Norte represented by Vice Mayor Clifford Jumalon at the DHSUD Central Office on Monday.

More than 100 hectares of land are set to be developed in various barangays in the four LGUs for the construction of multiple medium to high-rise buildings under President

Ferdinand R. Marcos Jr.’s Pambansang Pabahay para sa Pilipino Housing (4PH) Program.

In his message, Secretary Acuzar highlighted the important role LGUs play in the flagship housing program as he enjoined their commitment to ensure its success.

“The huge housing backlog is not just a figure we need to close. Each number represents a family needing a roof over their heads. As we pursue our mandate and

push for the administration’s 4PH Program, we recognize the important role of local government units,” Secretary Acuzar said.

“Your (LGUs) commitment is crucial for its success as you are involved in all its phases – from identifying the location, planning the design and determining target beneficiaries,” he added.

The housing czar vowed DHSUD’s all-out support to the LGUs.

“We, at DHSUD, also commit ourselves to usher you every step of the way.

Tayo po ay magtulungan sapagkat hindi natin ito kakayanin mag-isa. Makakaasa po kayo na gagawin

namin ang lahat sa abot ng aming makakaya upang maisakatuparan ang pangarap ng mahal nating mga kababayan na magkaroon ng sarili nilang bahay,” he said.

So far, the Department already signed MOUs with more than 130 LGUs across the country under the 4PH program which aims to address the country’s 6.5 million housing backlog by building one million housing units per year throughout the current administration’s term.

RD Abragan added that, “As of date, this is the biggest housing commitment partnership signed by the good Secretary in one day.”
