P63M smuggled frozen goods from HK, China seized in Manila port

MANILA – The Bureau of Customs (BOC) on Monday reported the seizure of PHP63 million worth of smuggled frozen foods contained in shipments that recently arrived from Hong Kong and China at the Manila International Container Port (MICP).

In a statement, Commissioner Yogi Filemon Ruiz said the Customs Intelligence and Investigation Service (CIIS)-MICP re -

ceived information about two containers from Hong Kong and two containers from China declared to have thousands of kilograms of frozen prawn balls.

Each container was alleged to contain PHP15.75 million worth of misdeclared goods.

“But in reality, these four containers contained other frozen foods that the consignees did not declare in their manifest. I have personally expressed my confidence to the team,

and thanked them for their relentless pursuit of these smugglers. We are simply complying with the directive of our President to continue our drive against the smuggling of agricultural products and protecting our markets and the prices of our products,” Ruiz said.

Customs Deputy Commissioner Juvymax Uy said the agency issued two Alert Orders (AOs) against the Victory JM Enterprise OPC, the importer of two containers from Hong Kong,

both declared as containing 25,000 kilograms of frozen prawn balls that arrived on Nov. 17.

But upon inspection, the first container had frozen tofu, chicken paws, and boneless beef, while the second container also had frozen tofu, Vietnamese suckling pig, and beancurd skin.

Meanwhile, two more AOs were issued on two containers that arrived from China on Nov. 18.

Marcos eyes more high-rise housing for urban poor

MANILA – President Ferdinand R. Marcos Jr. on Monday said that putting up more high-rise houses may help address the country’s housing backlog of more than 6.5 million. He cited how the Bagong Lipunan Improvement of Sites and Services (BLISS) project of his parents, the late President Ferdinand Marcos Sr. and former First Lady Imelda Marcos, attempted to provide the urban poor with their own houses and lots. However, he said these were mid-rise houses and may no longer be feasible today due to what he described as a “land shortage” in urban areas.

“Kung maaalala ninyo 'yung project na BLISS, diyan nag-umpisa ang mid-rise na ilang five story, six story na building…Ngunit ngayon dahil mahirap na, baka

siguro pataasin natin. Baka puwede na natin hanggang high-rise na. Ngunit pinagaaralan natin ‘to. Siguro case to case ito (If you remember the BLISS project, that’s where mid-rise or five to six-story buildings started… But now since it’s difficult, maybe we can build them taller. Maybe we can make high-rise buildings. But we are still studying this since it will be a case-to-case basis),” he said in a speech during the turnover of new houses and lots to 30,000 Filipino families in Naic, Cavite.

The BLISS project, which started in 1981, was under the stewardship of Marcos’ mother, who was also the concurrent Minister of Human Settlement then. Marcos underscored the important role of the Department of Human Settlements and Urban Development in helping the National Housing Authority (NHA)

PNP committed to upholding human rights in law enforcement

MANILA – The Philippine National Police (PNP) on Monday said it remains committed to protecting human rights while preserving the country's peace and order.

PNP chief Gen. Rodolfo Azurin Jr. made this remark as the force joined the rest of the government, civil society and the entire nation in commemorating the National Human Rights Consciousness Week (NHRCW).

Azurin said the event is fortuitous as it coincided with the 74th anniversary of the Universal Declaration of Human Rights (UDHD) with the theme, "Pagtaguyod at pagsulong ng mga Karapatang Pantao tungo sa Matatag na Pundasyon ng Kapayapaan, Katarungan, Kalikasan, Kaunlaran, At Bayanihan”.

He added that the Philippine government can take pride in the PNP being very progressive in human rights advocacy where necessary mechanisms have been set into place to ensure that human rights are protected, and violators are prosecuted

to the fullest extent of the law.

“By law and by demands of faith and morality, we in law enforcement are called upon to uphold civil, political, economic and socio-cultural rights. We do so, not only because the law demands it; we must uphold human rights simply because it is the right thing to do," Azurin stressed.

Ample pork supply in Ilocos Norte during Christmas

LAOAG CITY – Residents of the province of Ilocos Norte are assured of enough pork supply for the Christmas holidays as hog raisers slowly recover from African swine fever.

In an interview Sunday, provincial veterinarian Dr. Loida Valenzuela said the province has more than enough supply of pork and other meat products.

“Our livestock situation in the province is improving,” she said, citing the prices of meat products in the different cities and towns of Ilocos Norte have been stable.

The average price of pork in the market is pegged at PHP320 per kilo while the farmgate price is PHP200, according to the latest price report of the local agriculture office.

Based on the backyard livestock and poultry survey of the Philippine Statistic Authority as of April 2022, Ilocos Region has an estimated 255,435 heads with a decline of 23.33 percent from the same period last year.

To ensure enough supply during the Yuletide season, the province has allowed the entry of imported meat

products provided that these undergo compliance audit of representatives from the Provincial Health Office, Metro Ilocos Norte Council, Provincial Engineering Office and the Provincial Veterinary Office.

In support of the swine repopulation program of Ilocos Norte, the Department of Agriculture (DA) has allocated around PHP77

million to benefit at least 14 organizations that will participate in the swine clustering program.

The clustering project is in line with the strategic interventions of INSPIRE or the Integrated National Swine Production Initiatives for Recovery and Expansion implemented by the DA National Livestock Program.

INSPIRE intends to speed

up the recovery of the hog sector and ensure the availability, accessibility and affordability of pork and pork products.

Valenzuela said strict observance of biosecurity measures, strong animal health support and veterinary extension services are integrated into the program to ensure the protection of the country’s swine herd from diseases. (PNA)

Zambales inmates to get skills training from TESDA

CITY OF SAN FERNANDO, Pampanga – The Technical Education and Skills Development Authority (TESDA) will conduct skills training for persons deprived of liberty (PDLs) in Zambales province that could provide opportunities for future employment upon their release to mainstream society.

Engineer Jonathan A. Alvior, the training instruction supervisor of the TESDA Provincial Training Center, said on Friday he has met Zambales provincial jail warden Joseph Tacdoy to discuss the implementation of the program that could help uplift the inmates' economic status and facilitate reintegration into their respective communities.

“This venture aims to provide interventions through skills development by equipping them with skills to uplift their economic status and

facilitate reintegration to their respective communities,” Alvior said in a social media post.

Tacdoy, for his part, said the skills training would not only keep the inmates busy but also make them productive citizens.

“With this, they can still earn income and help their families despite being deprived of liberty," he said.

Alvior said the training programs initially identified to be provided to the inmates are in the field of agriculture and electronics.

He said that PDLs should take advantage of the services that the government is offering.

Aside from the free training, Alvior said the PDLs under the program will receive support fund and insurance for the duration of their training.

“They will also be provided with a starter tool kit and free assessment after their training course,” he added. (PNA)

Xi’s unity and cooperation wins ‘Asian Moment’

The last of three major global conferences this November 2022 affecting the peace, progress and prosperity of mankind, the Asia-Pacific Economic Community (APEC) meeting in Cambodia just ended on Nov. 19. This followed the conclusion of the G20 Summit in Bali, Indonesia on Nov. 16 and the Association of Southeast Asian Nations (ASEAN) Summit on Nov. 13. The period became known as the “Asian Moment” focusing the world’s attention on this region and its vitality in guiding the affairs of the globe. Curtains opened on the “Asian Moment” after several decades of the spectacular peaceful rise of China followed by the consequential rise of ASEAN and the tandem’s successful navigation of the rough waters of the South China Sea stirred up by forces external to the region and the efforts of the same external forces to suppress the fantastic economic progress of Asia with China at the lead through sanctions and trade wars. This success has presented the rest of the global community with a new model of international, regional and unique economic relations to associate with.

also the desire to participate in the same process that the international community has begun to seek membership in and engage with for their own national future, the establishment of stable and stable international relations and predictable economic progress in sharing prosperity. Surely, there can never be an instant cure for boredom unless you make an effort to beat it. Boredom strikes without a definite time at all, even if you think that sitting and watching could be relaxing, but a few minutes later you’ll start to think of other things to do. Beating boredom does not need to be too complicated, there are actually ways on how you can deal with it with or without spending too much. It’s just a matter of how it will make you feel satisfied to get rid of the uncomfortable feeling.

1. Spend time cleaning Too bored that you don’t know what to do at all? Cleaning can be a good start in that case. Whether you clean or reinvent your room, organizing some stuff can be one of the best ways to kill time.

2. Reading books

Time flies very fast when you read, this is something that I do when I get tired with my usual routine. This is best when you are reading an interesting book because you would love to stick and finish it in no time.

3. Marathon movies

Some may think that doing some movie marathon is too boring, but still, it can be one of the cheapest and convenient ways to kill time. You watch movies that you like or missed for quite some time and just when you feel that you’ve had enough. It’s simple and you have nothing to worry about since you can do it at home.

4. Doodle away your bore-

If you possess that creative side, and even if you don’t, doodling can be the best way to release some stress. This is most especially when you are at work or at home and you are tired of doing the usual stuff. I have to admit that I want to try to doodle, but I’m afraid to do so. I am always amazed whenever I see the doodles that were done by my friend out of boredom. I have to say that I am a frustrated artist, but still I want to give it a try.

5. Work Out For a Few Minutes

One of the effective and healthy ways to beat the weariness that anyone can feel. Working out does not need to be too complicated as it can be done even for a few minutes until you can say that you are fine.

6. Quick Getaway

The best getaway can be more fun if you do it without making some plans beforehand. You can escape for a moment when you feel like you need it the most. With or without a company. The important thing is you go home feeling content.

When you are done with your school work or finished a task, you are probably thinking of what you should do next. Now that we are spending most of our time at home, we tend to find something fun to brighten up our mood. Being in this kind of setting, almost everything eventually leads to boredom since we are in a limited space and area to be at. It is disappointing to notice that the fun-o-meter gradually decreases as the time passes by.

PH peso climbs to P55-level, but stocks index slips anew

MANILA – The Philippine peso ended the week better against the US dollar after climbing to the PHP55-level, but the main equities index shed anew as investors continue to take profit following last week’s rally.

The local currency ended the trading at PHP55.71 a dollar from PHP 56.1 on Thursday.

It opened the day at PHP56.2 a dollar, an improvement from its PHP56.45 opening in the previous session.

It traded between PHP56.2 and PHP55.71, resulting to an average of PHP55.983 a dollar.

Volume reached USD1.28 billion, up from Thursday’s USD898.7 million.

Rizal Commercial Banking Corporation (RCBC) chief economist said the local currency closed to

its strongest in nearly four months, or since Aug. 12, when it finished the trade at PHP55.61 to a greenback.

He traced the peso’s strength partly to the expected higher inflows of overseas Filipino workers’ (OFWs) remittances, a seasonal event during the Christmas holidays.

He said the US dollar continued to weaken against major currencies “after the softer US economic data recently.”

He is referring to, among others, the ISM Manufacturing index, a major economic report, which registered a reading of 49 last month, weaker than estimates. An index of above 50 shows expansion but those below 50 indicates otherwise.

TACLOBAN CITY – The recent deaths of six top leaders of the New People’s Army in Eastern Visayas have given justice to the victims of the communist group’s treacherous attacks in the region, an official of the Philippine Army said on Monday.

Maj. Gen. Camilo Ligayo, commander of the Philippine Army’s 8th Infantry Division, said the NPA leaders slain during the Nov. 23 clash in Imelda village in Las Navas, Northern Samar have been identified as behind several attacks that killed and hurt government troops and civilians.

"The death of these terrorist means justice to the people of Samar and Leyte they have terrorized for years. Remote communities in the region should have been developed long ago if not for the NPA’s violent activities," Ligayo said in a statement.

These rebels were killed when government forces launched an attack destroying a major lair of NPA with 30 huts and a big cottage for meetings. The military earlier said that among those who died during the clash was Helenita Pardales, the top leader holding the position of secretary of the NPA’s Eastern Visayas Regional Party Committee (EVRPC).

“The leader defines the direction of EVRPC and sets recruitment quotas both for combatants from farmer's

children and cadre from universities and colleges. She enforces the order of the central committee of the Communist Party of the Philippines and gives the go signal on tactical offensives within the region,” Ligayo added.

Also killed was alias Orlan who heads the EVRPC regional operations command. He plans and supervises to ensure the successful implementation of a tactical offensive of all NPA units in the region.

Other casualties after the Nov. 23 fierce gun battle were members of the regional security force tasked to provide security to EVRPC's leadership led by Alias Mamoy; alias Caridad, finance officer; alias Joshua, team leader; and alias Boy, team member.

Ligayo said EVRPC can be best remembered through their attacks that killed and wounded soldiers and civilians.

On Aug. 10, 2018, they attacked the Lapinig Police Station in Northern Samar leaving two policemen wounded and carted away low and high-powered firearms.

A soldier was also killed during their attack in Palapag, Northern Samar last May 21, 2019.

On Oct. 7, 2022, two soldiers were killed and another two were wounded including a 10-year-old civilian.

They were also responsible for the series of ambushes on

trails used by civilians using the banned anti-personnel mines (APMs).

On April 23, 2019, they used APMs to attack the community support program teams in Calbiga, Samar that killed six soldiers and injured six others.

A roadside blast on Dec. 13, 2019 killed a policeman and wounded 11 civilians in Borongan City, Eastern Samar.

The same group also detonated mines along the Marabut-

Basey Road in Samar, killing a policeman and injuring two more on Dec. 10, 2020.

In Jipapad, Eastern Samar, there were a series of mine explosions that killed a soldier, two militiamen, and injured eight soldiers and six militiamen.

The attack in Dorillo village in Jipapad town last Oct. 7 killed two soldiers and wounded a 10-year old child and two soldiers. The attack also pierced hundreds of bullets hitting 15 houses

and barangay facilities.

EVRPC also gave go signal to many more attacks in villages and government projects.

It burned several construction equipment on July 29, 2021, in San Francisco village, Las Navas town, Northern Samar delaying the construction of a road linking the province to Eastern Samar.

The Nov. 23 encounter not only left six NPA leaders dead, but also led to the recovery of 18 high-powered firearms, anti-personnel mines, grenades, laptops, cellphones, medicines, and notes. (PNA)

Based on the 7-Point Hedonic Scorecard, the product acceptance percentage was 95%. With this data, it can be concluded that the processed bugtok banana flour is acceptable. Tacdoy, for his part, said the skills training would not only keep the inmates busy but also make them productive citizens.

“With this, they can still earn income and help their families despite being deprived of liberty," he said.

Alvior said the training programs initially identified to be provided to the inmates are in the field of agriculture and electronics.

He said that PDLs should take advantage of the services that the government is offering.

Aside from the free training, Alvior said the PDLs under the program will receive support fund and insurance for the duration of their training.

Being bored always kills our vibe, especially on a good day. Also, we tend to overthink things that make us feel anxious. Now that we are experiencing the summer season in the Philippines, the hot blow coming out of our electric fans and restrictions causes uneasy feelings. Restrictions bring limitless ideas to spend free time in a limited area.

Get up and it is time to turn your frown upside down. We can beat the heavy feeling brought by boredom, by doing something fun and entertaining. We can always kill dull moments by doing these enjoyable activities at home and take note that these things only require imagination and creativity: Listen to music on the radio, your phone or maybe on an instrument.

With the right playlist and music, this will hype us up to become productive. Listening to music improves our mood from a very low energy to surprisingly high energy. We are now singing and dancing as if we have a mini concert at our house. Also, music relieves stress in our body and lessens anxiety.

Organizing will lead to finding things that we do not use anymore and find it hard to put it in the trash because for some reason, there are some attached memories with it. Now you realize that you are not just organizing, but you are also going on a trip to memory lane.

What is stopping you from calling or sending a message to someone? It is not bad to catch up with a friend, best friend, family, or a special someone. There are many online platforms to connect with them virtually and recreate again those good old days. You can still get that tea even if you are in a different hometown.

Many people are now hopping into this trend to share their insights and experiences. In this way, not only you are able to share knowledge but also a way of documenting and telling your story online so that in the future, you can rewatch your videos and reminisce happy memories you made through time.

While being a columnist of “Tinig ng Bayan” (published

in Abra) during the 1980s, I remember our Taiwanese coordinator Cristina LisingGeronga, who expressed herself in innumerable write ups about the topic loneliness. Sure, “Tinig ng Bayan” has been a publication for Filipinos abroad. Loneliness, borne by Filipinos living abroad while missing their families in the Philippines, became a very “normal” expression.

During that time, my Philippine mentor, the late Monsignor Professor Dr. Dr. Hermogenes E. Bacareza, Chaplain of the Philippine Community in Berlin, started together with me publishing “Ang Mabuhay”. Believe me, “loneliness” became a main topic in many write-ups.

Nowadays, loneliness and boredom seem to be the splitting image of each other - so to speak, being as like two peas in a pod. While browsing in social networks like Facebook, one can find more and more comments as in “When Boredom Strikes” or so. Boredom, ending up in loneliness - or vice versus?

How comes that loneliness and/or boredom are still a general topic in our society today’s society?

Loneliness has been called one of the main diseases even during the last century. It really doesn’t strike not only the Filipinos abroad and their loved ones back home. Too often loneliness is being followed by alcoholism, drug abuse and even suicide. Yes, loneliness becomes a modern day plague. I observed several people trying to surround themselves with so-called “friends” only to find that such relationships are often shallow and unsatisfying.

Loneliness can be painful but being lonely or alone at that is not always a bad thing. Ask yourself, how do you use your time, if you are really alone? Do you simply let the time pass without doing anything at all? Why not use such time productively? There are many worthwhile activities to engage in, even if you are alone, such as reading, writing, listening to good (light) music, playing an (forgotten?) instrument, gardening... .

Reading the bible can be also very particularly beneficial. The Word of God is “alive and exerts power” and can take our minds off ourselves.

To break the cycle of loneliness, one must be a giver. Let’s keep an eye, not only and always on our personal interests but also on the interests of others. Look around and watch out who needs help, or who needs a real friend or good listener. Once you have spotted such a person, act! Thus, in order to have friends, you must act like a friend. Luke 6:38 says, “Give to others, and God will give to you!” Besides, “There is more happiness (and less loneliness) in giving than receiving”, says Acts 20:35.
