ROSARIO, Agusan del Sur-- The Filipino top execitive of a gold mining company here has lambasted their Australian partner for trying to oust him as president of the board of directors.

Lawyer Raul Villanueva, president of Philsaga Mining Corp (PMC)., in an open letter distributed to more than 2,000 company workers on Tuesday morning did not name the Australian partner but pointed out the foreign counterpart wanted to take over the company.

PMC board secretary, however disclosed to local reporters in a Skype press conference on Tuesday afternoon that it was Jeff McGlinn, managing director of Ten Sixty Four (ASX: X64) Limited, the mining company’s Australian partner with 40 percent share. Marcos administration to put up more Kadiwa stores

MANILA – The Marcos administration has vowed to put up more Kadiwa outlets to include even communities located in far-flung areas across the country.

President Ferdinand R. Marcos Jr. on Friday instructed the Department of Trade and Industry and the Department of the Interior and Local Government to widen the coverage of the “Kadiwa ng Pangulo” as he launched the initiative in Bataan.

“Pararamihin natin ito para kahit sa malalayo, sa mga lupalop ay makakaabot ang Kadiwa dahil lahat naman tayo dito sa Pilipinas ay nangangailangan ng tulong dito (We will put up more of Kadiwa even in far-flung areas because everyone of us here in the Philippines need help),” he said in his speech in Limay, Bataan.

As the government opens more Kadiwa stores, Marcos said it must also focus on improving agricultural productivity and reduce the country’s reliance on importations to stabilize the prices of basic goods.

Since its launch last year, the Kadiwa program has been successful in helping Filipinos, particularly ordinary consumers and those in the agriculture sector.

Regular programs of both Kadiwa and Kadiwa ng Pasko earned more than PHP400 million in 2022, based on government figures.

MANILA – The United Kingdom and the Philippines are looking at an upgraded bilateral cooperation as London sought to strengthen maritime engagement with Manila in the Indo-Pacific region.

Teachers can use technology to become more collaborative and to extend learning outside of the classroom. Educators can form learning communities made up of students, fellow educators from schools, libraries, and after-school programs, experts from various disciplines, members of community organizations, and families. This improved collaboration, made possible by technology, provides access to instructional materials as well as the resources and tools needed to create, manage, and assess their quality and usefulness.

To put this vision into action, schools must help teachers gain access to necessary technology and learn how to use it effectively. Although research shows that teachers have the greatest influence on student learning of any school-level factor, we cannot expect individual educators to take full responsibility for bringing technology-based learning experiences into schools. They require continuous, just-in-time support that includes professional development, mentors, and informal collaborations.

Educators should be active learners, constantly seeking new knowledge and developing new skills alongside their students. Education leaders should establish a vision for creating learning experiences that provide all learners with the necessary tools and supports to thrive. However, to fully realize the benefits of technology in our educational system and provide authentic learning experiences, educators must effectively use technology in their practice. Additionally, all parties involved in education should pledge to cooperate in using technology to advance education. Leaders, professors, and other educators are among these stakeholders, along with researchers, policymakers, and funders. Education professionals must effectively use technology in their work to maintain a system and offer authentic learning opportunities.

It has been said that the most flawed of all of God’s creation is that species called homo sapiens, the only species that killed its own kind some 150 to 200 million human beings in the 20th century alone out of two world wars including the so-called “cleansing” of Hitler (called holocaust), Stalinism and Pol Pot and the non-stop conflict and protracted war. But not only that! The earth now is facing its 6th extinction as we are now one minute before midnight. While the 5th extinction was caused by asteroids hitting the earth which happened some 33 million years ago, the contemporaneous cataclysmic earth scenario is called Anthropocene or “human-made.” The continuing massacre of all life forms, our mega-diversity, of billions of flora and fauna that were created billions of years before the homo sapiens came into being is the greatest sin we have committed against our Creator. The destruction of life on earth is that diabolic act that is unforgivable because it diminishes the sanctity of life and our alienation from the very essence of life, the spirt that gives meaning to life itself.

It has been said that man has been made in the

image and likeness of God; the truth is, the essence of God has been reduced by man to his own image, amidst the morale collapse and religious apathy where the egoic mind is in control. The internal essence of the sublime has been sacrificed to the mundane, losing the “spirit” for the external as humanity is deeply buried now in so much materialism and consumerism. In fact, the ugliest scenario on earth is the highly urbanized center because such is just man-made or artificial. Nature that is the reflection of the Creator has been replaced by diabolic artificiality. Indeed, what would profit a man if he gains the whole world (the external) but suffers the loss of his soul (the internal essence of life). There is no beauty in the cities because all of these are artificial; what is beautiful is the natural – the beauty of the flowers, the magic in the pupa becoming butterfly, the musical sound of a flowing river, the singing of the birds – all are expressions of that universal collective Consciousness before becoming forms. Partake of that awakening Consciousness and you connect with the Source of all Life, the Unmanifested, the Unseen, the Eternal. That is the Power of Now!

Wake-up all who are victims of the fallacies of life! We are being bombarded by garbage of knowledge spawned by a materialistic, consumerist and diabolic lifestyle that sacrifices Mother Earth to the altar of greed, fame, power and profit. We are all living in oneness with all creation and everything is interconnected in consciousness, be it one manifested in a flower or in a distant star. Each one, be human, animal, plant, rock or planet has its reason for being and when one becomes “spiritus luminous,” only then will that being be conscious of this truism. Buried in the darkness and mud of the “ego”, that may sound too weird and alien. Meanwhile, let us learn from the wisdom of our Indigenous Peoples. Yes, only when you have cut the last tree polluted the last river and caught the last fist that you will realize that you cannot eat your money. Let us reflect that we have not inherited the natural resources from our parents but we owe these to

Congratulations for your continuing adherence to the demands of public awareness on basic issues. And there is one today – the growing conflict between the Philippines and the International Criminal Court of ICC !!!

The ICC desires to investigate the alleged “crimes” committed during the previous administration of Past President Rodrigo Roa Duterte on his so-called WAR-on-DRUGS, even as far back to the years that he was City Mayor of Davao City, that allegedly resulted to several deaths and severe abuses.

Necessarily, this is based on the assumption that our judicial system did not and cannot address the same adequately. This is too presumptuous and very insulting to our dignity as a State and member of the community of nations.

Several countries have fallen due to the overriding influence and Power of Drug Lords. Several are still suffering today. We cannot and must not allow our country to be counted among them.

What PPRRD did was to protect the people and our children’s children from that menace. Many times local governments were controlled and dictated upon by Drug Lords. We have lost many to their abuse and cruelty. It took a PPRRD to counter them based on the law.

If there has been an abuse in the Trial Courts in regard to the Drug War we have the Supreme Court to correct them. Those who embrace the ICC must necessarily assume “failure” on the part of the Supreme Court to rectify them. Have they articulated the same in the Supreme Court???

Has the ICC examined our Judicial System and decided failure of the same? And what ability and capacity has it to make such a conclusion??? Is the ICC composed of “super jurist”? OF COURSE NOT!!!

The people, especially we in Mindanao, must rise in defense of our Judicial System. And we must continue supporting the government in it’s War on Drugs. Let no foreigner dictate on us unless and until we have become HOPELESS. And we are not!!!

Guv wants oil spill-hit OrMindoro under state of calamity

POLA, Oriental Mindoro –Governor Humerlito Dolor wants this province to be declared under a state of calamity due to the oil spill that has taken a toll on the livelihood of residents, mostly fishers.

In an interview on Thursday, Dolor said he has requested the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to recommend the declaration for the whole province after grease and oil were found in two more towns -- Baco and San Teodoro.

Earlier, several towns of the province were already placed in a state of

calamity, namely Naujan, Pinamalayan, Gloria, Bansud, Bongabong, Roxas, Mansalay and Bulalacao.

“The fishing ban also affects even the non-coastal areas of Socorro and Victoria towns because people are not buying fish,” said Dolor.

The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) recommended a fishing ban in the oil spillaffected towns in Oriental Mindoro, according to its bulletin on Thursday afternoon.

Water samples collected and analyzed from the affected municipalities from March 9-12 showed minimal levels of oil and grease,

within the standard stated by the Department of the Environment and Natural Resources in Administrative Order 2016-08 for fishing areas (< 3.0 mg/L oil and grease), the bulletin said.

It identified the affected areas as Bansud, Bongabong, Bulalacao, Gloria, Mansalay, Naujan, Pinamalayan, Pola, Roxas and Calapan City in Oriental Mindoro and Caluya in Antique province.

The bureau said it recommended keeping fishing bans in these municipalities since the initial analyses were not yet conclusive evidence as far as food safety is concerned.

TACLOBAN – The city of Borongan and the town of Dolores in Eastern Samar province have been identified as pilot areas for the implementation of the RE-Start Campaign that champions renewable energy and creates a more sustainable future for their communities.

Officials from these two local government units

signed a memorandum of understanding with representatives from Oxfam Pilipinas and ICLEI-Local Governments for Sustainability Southeast Asia Secretariat on March 28, the city government of Borongan announced on Friday.

The RE-Start Campaign is part of Oxfam Pilipinas’ just energy transition program to promote a democratized energy governance system in the Philippines

and support local actors to establish enabling policy and program environment for accelerated RE transformation.

Borongan City Mayor Jose Ivan Dayan Agda said the two areas for the use of renewable energy and implement energy transition could lead to cheaper electricity.

GENERAL GUIDELINES

1. The list of the properties for negotiated sale may be viewed at www.pagibigfund.gov.ph.

2. Interested buyers are encouraged to inspect their desired property/ies to purchase prior to submission of offer.

3. The properties shall be sold on an “ AS IS, WHERE IS ” basis which means that the buyer accepts whatever the physical status of the property/ies (including whether it is occupied or not) including whatever fees and dues pertaining to the property/ies shall be for the account of the bidder.

4. The OFFERED PRICE per property shall not fall below the minimum gross selling price of the property set by the Fund. Example: If the minimum gross selling price of the property is P600,000.00, the Offered Price to be indicated in the Offer to Purchase shall be “P600,000.00” or higher.

5. Purchase of the said properties may be one of the following modes of sale:

a. GROUP SALE

• Available to interested buyers employed under the same employer. Their employer shall meet the following requirements prior to submission of offer:

- Accredited pursuant to the criteria provided in the prevailing guidelines on the Pag-IBIG Fund Employer Accreditation Program; - Have a Collection Servicing Agreement (CSA) or will have CSA with the Fund relative to the deduction and remittance of housing amortization.

NOTE: This mode of sale is also available to members of employees’ associations or cooperatives whose employer has a CSA or willing to execute a CSA with the Fund.

• The interested buyers shall submit their individual offer stating their desired property to purchase, offered price and preferred mode of payment (cash, short-term installment or long term installment) to their group’s authorized representative.

• The group’s representative shall batch the offers and accomplish Offer to Purchase (HQP-AAF213) with attached List of Interested Employees/Members and Properties to be Purchased under Group Sale (HQPAAF-214).

• The “aggregate Gross Selling Price” of the properties subject of group’s initial offer for the year should be at least Ten Million Pesos (P10,000,000.00).

• The Fund shall grant a discount depending on the aggregate gross selling price of the properties as follows:

• The Offer to Purchase and List shall be sealed in a mailing envelope.

b. BULK SALE

• Available to interested buyers of more than one (1) acquired asset with the aggregate “Gross Selling Price” of at least Ten Million Pesos (P10,000,000.00).

Example :

• The Fund shall grant a discount depending on the aggregate gross selling price of the properties as follows:

c. RETAIL SALE

• Available to any buyers who are interested to purchase Pag-IBIG Fund acquired assets.

• Interested buyers shall submit their offer indicating their preferred mode of payment (cash or short-term installment) using the form Offer to Purchase (If an individual, HQP-AAF-212; if a juridical entity, HQPAAF-213).

• The Fund shall grant a discount depending on the chosen mode of payment:

• The Offer to Purchase shall be sealed in a mailing envelope.

6. The sealed envelope containing the offer shall be dropped in the drop box located at Pag-IBIG Fund Building JR Borja Street Cagayan de Oro City

7. The interested buyer shall be required to register at the frontline counter prior to dropping of sealed offers. A Registration Stub will be issued as proof of registration.

8. In case the offer will be dropped by a representative, an Authorization Letter signed by the buyer and pho tocopy of valid ID of the buyer with contact number shall be presented upon registration. The authorization shall only be limited to the dropping of sealed offer.

9. Acceptance of sealed offers shall be from 8:00am to 5:00pm starting April 17, 2023 until April 21, 2023 . No offers shall be accepted after the said cut-off time and date.

10. The determination of winning offers shall be on April 24, 2023 at the 4th Floor Pag-IBIG Fund Building JR Borja Street Cagayan de Oro City.

11. The determination of winning offers shall be monitored by a representative from Commission on Audit (COA). Attendance of the buyer in the venue is only optional.

12. The buyer who has the HIGHEST OFFERED PRICE on a specific property shall be considered the winner.

13. In case there are identical offers constituting the highest offer on a specific property, the tie shall be resolved by toss coin. However, in case there are more than two (2) highest offerors, the tie shall be resolved through draw lots.

14. The result of the negotiated sale shall be released and posted in the Pag-IBIG Fund official website at www. pagibigfund.gov.ph on the following week after the scheduled date of determination of winning offers. Buyers are encourage to check the result on the said website.

15. Any notification sent by Pag-IBIG Fund through email or SMS shall be sufficient compliance to the notification requirement and presumed to be deemed received by the buyer. In this regard, the Buyer shall ensure that the contact number and email address indicated on the Offer to Purchase are active. The buyer shall inform Pag-IBIG Fund immediately on any changes on his/her contact number.

16. The winning buyer shall be required to pay a NONREFUNDABLE RESERVATION FEE OF ONE THOUSAND PESOS (P1,000.00) (except for Bulk Sale) within five (5) working days from date of receipt of Notice of Award (NOA). If the mode of payment is through cash or short term installment, a downpayment of at least five percent (5%) of the net selling price shall be paid together with the reservation fee.

17. The winning buyers must abide by the terms and conditions of his chosen mode of payment:

a. Cash Payment – the balance on the net selling price shall be paid not later than thirty (30) calendar days from date of signing of Deed of Conditional Sale (DCS).

b. Short-Term Installment – the balance on the net selling price shall be paid in equal monthly installments, provided that the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk-Based Pricing Framework for three-year fixing period. For Bulk Sale, the applicable interest rate shall be based on the Fund’s Full Risk-Based Pricing Framework for Wholesale Loans.

c. Long-Term Installment – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations:

c.1. Approval and term shall be subject to eligibility requirements stipulated under the Circular 428 Omnibus Guidelines on Sale of Pag-IBIG Fund Real and Other Properties Acquired;

c.2. The amount shall be the buyer’s offered price;

c.3. The buyer shall be required to file his/her Long-Term Installment application and pay the following incidental expenses within thirty (30) calendar days from payment of reservation fee:

- Processing fee of Two Thousand Pesos (P2,000.00) shall be paid upon submission of complete requirements; - Equity, if applicable;

- One-year advance insurance premiums (sales redemption insurance as well as non-life insurance);

c.4. In case the Offered Price, net of downpayment (if any) and additional discount, is still higher than the approved amount for Long Term Installment, the amount in excess shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days from receipt of Notice of Conditional Approval of Sale (NCAS).

c.5. Original Borrowers who wish to participate on the negotiated sale shall not be allowed to avail long term installment as mode of payment. They may only submit offer thru cash or short-term installment basis.

c.6. In case the application has been disapproved due to buyer’s fault, any downpayment not to exceed 5% of the net selling price and processing fee shall be forfeited in favor of the Fund.

18. The winning buyer shall take possession of the property without seeking assistance from the Fund.

19. If the winning buyer fails or refuses to push through with the purchase of the properties, or fails to comply with the terms and conditions of the sale, he/she shall lose his/her right as the winning buyer and the Fund shall offer the subject property/ies on the next list of properties to be offered for negotiated sale.

Read to Learn, a literacy program in partnership with the Department of Education and Adarna House, teaches beginning readers in public elementary schools and has close to 11,000 partner schools.

RMHC also set up the Kindness Kitchen, a program that began during the pandemic in which McDonald’s stores were opened to prepare and serve meals to those in need. Kindness Kitchen has since served over 800,000 meals and counting to marginalized communities across the Philippines.

She learned from an information in PMC’s Davao City office that a certain Joseph Mahusay, a retired policeman in Quezon City who was his security aide whenever he visits the country, was installed by McGlinn as the new company president.

In his open letter, Villanueva exposed a discriminating statement of McGlinn during his board meeting visit at the company in January 17 this year which he clearly overheard as saying “ Filipinos are dummies, they will do what we tell them to do.”

“Proof of this is that he has been dictating and shouting at these Filipinos who served him just to get hold of the PMC,” Villanueva said in his scathing statement.

He claimed “McGlinn has been calling several PMC managers to follow him, not me.”

PMC shareholders voted to replace three Australians and a Filipino working for X64 from the seven-member board during the annual stockholders meeting on March 13.

The vote came a week after the province's major tribal groups declared PMC's foreign partners as persona non grata for allegedly failing to meet their contractual obligations.

X64 is accused of defaulting at least USD4,837,221 representing the operational costs and royalties to the Indigenous Peoples (IPs) who own parts of PMC's gold mines in the province.

"The recent incident of X64 refusing to pay the gold and silver proceeds was a sign that that good faith no longer existed, coupled with a declaration of persona non grata (against X64) by numerous tribal groups with whom the corporation has established very good relationship," lawyer Raul Villanueva, PMC president, said in an interview.

Villanueva said the removal of the foreign partners from the board effectively made PMC a 100-percent Filipino corporation.

He also recounted how foreigners were present in the board when he first joined the Philsaga Board in August 2009 as its corporate secretary.

He was informed by the late former president, retired Army colonel Samuel Afdal, that this was done to honor the shareholders of Medusa Mining Limited (now known as X64), who worked hard to raise money and turn Philsaga into a significant mining firm.

Around 945 beneficiaries each received PHP5,000 worth of assistance under the Department of Social Welfare and Development's (DSWD) Assistance to Individuals in Crisis Situations.

The DSWD’s Disaster Response Management Division also gave out 1,000 family food packs, amounting to PHP777,000.

The Technical Education and Skills Development Authority, on the other hand, gave out ovens and toolkits to STEP scholars.

"I still have to study the need for other resource persons. I'm thinking of having a resource person coming from the ICC itself kung papayag sila kahit [via] Zoom sila (if they will allow even [via] Zoom)," committee chair Senator Francis Tolentino said in a previous interview.

The committee would start reaching out to the ICC within the week to ask

if the international body would be willing to attend the Senate proceedings, most probably to start after the Holy Week.

In another statement, Senator Ramon Revilla Jr. said President Ferdinand R. Marcos Jr.'s decision to fully "disengage" with the ICC "should be the last nail in the coffin" in the court's attempts to "meddle" in Philippine affairs.

Lauding the President's decision, Revilla expressed support for the government's anti-drug efforts since the administration of former President Rodrigo Duterte, with Senator Ronald Dela Rosa as the chief of the Philippine National Police.

"Foreign interests should never be allowed to dictate how we run our affairs," Revilla said, emphasizing that Filipinos are accountable only to the country's laws and no one else.

"We have a functioning system, and the last thing we want is for misguided parties to meddle and impose themselves on us," he added. (PNA)

The commemoration will start at 8 a.m. at the Mt. Samat National Shrine in Pilar, Bataan where the "Dambana ng Kagitingan" or Shrine of Valor stands.

The Tribute to all Filipino Heroes, traditionally held in Corregidor Island, will be observed along with the Paggunita sa Capas at the Capas National Shrine in Capas, Tarlac at 8 a.m. on April 11.

The PVW will be capped off with the Sunset Ceremony at the Libingan ng mga Bayani in Fort Bonifacio, Taguig City at 5 p.m. on April 12, where veterans will gather amid the setting sun to share stories about the veterans and recite a pledge of patriotism.

Supporting activities will also be held in different parts of the country to promote the legacies of Filipino veterans and heroes.

Among these are the "Ride for Valor," a motorcycle/big bike riders’ tour event traversing the route of the Bataan Death March, on April 9.

The Philippine Veterans Bank’s traveling exhibit, “War of our Fathers,” will also be open at The Bunker in Balanga City, Bataan from April 3 to April 18, and an awarding ceremony of the US Congressional Gold Medal will be held in Capas, Tarlac on April 12 to recognize the Filipino World War II Veterans residing in Central Luzon.

The Department of Education, in partnership with PVAO, Veterans Federation of the Philippines (VFP), and VFP-Sons and Daughters Association, Inc. will also conduct several national competitions for students nationwide, includ-

ing a poster-making contest, an essay writing contest, a songwriting contest, and an oratorical contest in April to encourage youth participation and develop deeper awareness about the Philippines’ history.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for about eight (8) years, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on October 29, 2010 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on April 17, 2023 at 9:00 a.m. at which time, date and place.
