DHSUD-Davao meets with NBI on illegal real estate practices

DAVAO CITY - The Human Settlements and Urban Development Region XI (DHSUD-Davao) recently met with the National Bureau of Investigation in Region XI (NBI-XI) and discussed very important matters about illegal real estate practices.

Regional Director Atty. Roberto Mauro Miguel T. Palma Gil of DHSUD-Davao said in a statement that together with the NBI, they are exploring strategies addressing the prevalent selling of illegally subdivided lots or what is also known as "raw lots."

Aside from raw lots, Palma Gil said, they also discussed about the operations of flyby-night real estate developers and sellers in Davao Region, in pursuant to the creation of the “Anti-Illegal Real Estate Practices InterAgency Task Force” (JMC No. 01, S. 2021).

The aim of the discussion was to see how both agencies of the government can better assist the complainants in going against illegal sellers and fraudulent agencies.

The meeting was also attended by Assistant Regional Director Atty. Hazel Ivory Laud-Begyan, Attorney IV Atty. Darryl June Luigi Tape, OIC-Head of the Housing and Real Estate Development Regulation Division (HREDRD) Engr. Surita J. Pedrozo and HHRO II Amin M. Lakim, Jr.

MMDA to set up multi-agency command center for Holy Week

MANILA – The Metropolitan Manila Development Authority (MMDA) and other agencies will set up a multi-agency command center at the Metrobase starting April 3 to ensure a peaceful observance of Lent this year.

OSG: Let PH respond to alleged victims’ complaints before ICC

MANILA -- The Philippines should be allowed to respond to comments made by a group of ‘victims’ in the case against the previous administration’s campaign against illegal drugs before the International Criminal Court (ICC), Solicitor General Menardo Guevarra said Thursday.

The so-called victims’ comments are being raised for the first time on appeal before the ICC’s Appeals Chamber without giving the Philippines an opportunity to respond or to look into the complaints, Guevarra pointed out.

“For as long as the state will be given a fair opportunity to respond to the victims' submissions during

the appeals stage, the OSG will not make any further comment on their involvement. We want to make it of record that at no time during the initial stages of this case was the state ever confronted with the complaints of the alleged victims, much less given an opportunity to address the same,” the SolGen said.

At the opening session of the 7th Bilateral Consultations Mechanism (BCM) on the South China Sea in Manila, Foreign Affairs Undersecretary Ma. Theresa Lazaro highlighted the existing diplomatic channels, including the recently established communication line between the two states’ foreign ministries.

Five more NPA rebels neutralized, 46 firearms seized - says AFP

MANILA – The Armed Forces of the Philippines (AFP) announced that five New People's Army (NPA) insurgents have been neutralized by government security forces from March 17 to 22 in various military operations all over the country.

AFP public affairs office chief Col. Jorry Baclor, in a statement Sunday, said 46 assorted firearms were either recovered or captured by military units in the same period.

Baclor said this is part of "ramped-up efforts to end armed violence in various parts of the country."

"The intensified effort against the threat groups was also one of the direct orders of General Andres Centino, the AFP Chief of Staff, as he continues to visit remote military camps all over the country to personally deliver his command guidance and assess the capability, morale, and welfare of the troops," he added.

Three firearms were recovered during focused military operations on March 17 when members of the 38th Infantry Battalion fought around 20 NPAs in Kiamba,

Sarangani.

Meanwhile, one NPA member was killed in an encounter with the Special Forces in Talakag, Bukidnon, on March 19. Two firearms were also seized from around 30 communist rebels.

"That same day, an arms cache containing three firearms and over 350 rounds of ammunition was unearthed by members of the 22nd Infantry Battalion with information from a former CNT (Communist NPA Terrorist)," Baclor said.

He also added that a test mission for the Scout Ranger Course Class 21922 resulted in an encounter with around seven communist NPA terrorists in Silvino Lobos, Northern

Samar, on March 20.

"It yielded one killed enemy and one gained firearm. Later that day, the same group of CNTs was met by the 4th Scout Ranger Battalion elements that caused the enemies to lose one more firearm, two anti-personnel mines, and assorted ammunition. Unfortunately, one soldier was killed in action in the earlier incident," Baclor said.

Meanwhile, the 2nd Infantry Battalion chased around 12 NPAs away from a school on March 20 in Cawayan, Masbate.

Baclor said the firefight that ensued resulted in the capture of one NPA member and the capture of one firearm. One soldier was also

On March 21, joint military and police elements also encountered around five NPA members in Barcelona, Sorsogon and this resulted in the capture of one firearm.

On June 18, 2015, Pope Francis published his nowfamous Encyclical Letter of “care for our common home.” It began with the words, “Now face as we are with global environmental deterioration, I wish to address every person living in this planet.” Central to the message is the world’s need for “an integrated approach to combating poverty restoring dignity to the excluded, and at the same time protecting nature.” His Holiness message had indeed come of age. Very glaring is the current state of the earth’s planetary emergency described by thousands of concerned scientists world-wide as “one minute before midnight.” Indeed, we are now on the 22nd year of the 21st century but we are not anymore sure if we can reach the 22nd century which is only 78 years from now. Every day, one thousand hectares of the 386-meter high iceberg are melting in the Arctic and the Antarctic including the Mekong Delta. Hundreds of species of flora and fauna are becoming extinct. What was before impossible is now becoming possible which is the end of life on earth now facing its 6th extinction. The 5th extinction happened 65 million years ago when asteroids hit the

earth causing the demise of dinosaurs. The earth of course will continue to exist, only ours will end due to anthropogenic (man-made) climate change.

After finding time to hear the cry of the earth, let us now hear the cry of the poor. Let us pause for a while and reflect on the issues of poverty and hunger not only nationally but also globally. As embodied in the United Nations’ Sustainable Development Goals, all the nations of the world have targeted the eradication of poverty as their number one priority. This is because out of the 4.4 billion people in the developing countries, 1.3 billion live on less than $1/day, 2.8 billion on less than $2/day. Close to 790 million people struggle to meet their basic food need requirements on daily basis. Each year, 18 million people die of poverty related causes, most are children.

In the Philippines, poverty continues to afflict our country such that is has become a second skin to more than a third of our people. The poverty scenario is paradoxically worse in the ecologically rich island of Mindanao as its six regions are suffering from high poverty-gap ratios compared to other regions. In fact, the poor in

Mindanao are the poorest throughout the nation, a painful reality in the land of plenty.

It has become imperative for the people to be informed of these painful realities besetting the environment and the people, to stop the unsustainable pattern of the contemporaneous development paradigm controlled by corporate globalization under the regime of one percent, the powerful oligarchs who continue to sacrifice the people and the environment to the altar of greed and profit.

But these realities are hidden by the mainstream media that are controlled by the oligarchs . There is non-stop subversion of the truth. There are three kinds of actors in the process pf subversion: those who tell the lies, those who repeat the lies, and those who allow themselves to be seduced by the lies.

We are dealing with the phenomenon that even though climate change is a severe threat to future civilizations, the circle of the

Scientific ethics in universities is a crucial issue nowadays. All university faculties must not break the ethics in research writing. In a common discussion, it deals with plagiarism. It can be due to being unconscious. They do not realize that they have plagiarized. cope with the plagiarism issue. It is ChatGPT. This application is easy to get on the internet. We can download it for free. We can also get it with the premium one, with charges. But, the benefit is really great. We can use it for making all the sentences we cite and paraphrase them. The result is original, genuine, and unique. It is much different from the cited ones.

The way how to use it is easy. First, we can cite any statement or argument by another author we get from any research in Google Scholar. Don’t forget to cite the reference by clicking the cite icon. Choose which type you prefer such as the style of APA, MLA, Chicago, Harvard, or Vancouver. Copy and paste it into the reference section. This is for the credit of the author we cite.

Then, we can write any statement appropriate for our research topic and theoretical framework. We can find some ideas or arguments that support the theoretical framework we use for our research. When we finish it, we can copy all and paste them on the column slot in Chat GPT.

After this, we can ask the ChatGPT to rephrase the cited arguments we have done. Then wait for a few seconds, the result will be given by ChatGPT. It is excellent because the paraphrased is much different from the cited argument expression we have originally cited. We can use it for our own research theoretical framework but we have to still cite the names of the sources we cited. However, to make us understand the gist of what we have cited, we can ask ChatGPT again to synthesize. This result is really fantastic because it is the synthesis of what we have argued based on the references we cited.

Global major PETRONAS partners with homegrown oil firm Phoenix Petroleum to explore opportunity in the Philippines

PETRONAS and Phoenix

Petroleum have signed a Memorandum of Understanding (MOU) to jointly explore a partnership in the Philippines, which includes downstream marketing business and associated technology solutions.

This will see the two companies come together to create a unique experience, capitalizing on high-quality fuels and innovative digital solutions. If materialized, the collaboration will give Phoenix access to PETRONAS’ branded marketing offerings, including its fuel and fluid technologies, while allowing PETRONAS to expand its footprint into the Philippines.

Kaamulan Festival 2023 opens

After two years of hiatus due to pandemic of COVID-19, student learning is at stake when they experienced sacrifices on modular and distance education, adopted a dual mode of learning; the modular way of teaching and the technology based distance education in using gadgets such as tablets, desktop computer, laptop or even a mobile phone wherein weak internet signal is the mortal enemy.At first, it was uncomfortable to students learning lesson without a teacher behind them specially on modular learning but later; slowly adopted the method but multi challenge is at stake that aside from weaker internet access, social media and games that entice them not to focused on their study.

A huge challenge as well to teachers and school heads is in modifying teaching process from a traditional face to face into a most likely self sufficient scheme, learning a lesson without a teacher guiding you in actual, a big burden to school leaders to carry specially on strategizing the acceptance and adoption both from parents and students for the said way of learning without a teacher

Now that the face to face classes is back to normal, there’s still challenges that school heads and teachers facing and that’s on how the students will get away the immunity from gadgets that they were able to inculcate in their learning process for the past two years,the addiction of using these electronic equipment. 101 shoes to fit: Pintabang gives shoes to CCS learners

“Pintabang”, an art for a cause organized by Ms. Lilibeth “Gaga” Lazaga-Bulala gave out more than 100 new pairs of school shoes to deprived, depressed and underserved learners of City Central School, this city, March 15, 2023.

Ms. Bulala came up with a fundraising called “PINTABANG”, a blended word from pinta (painting) and tabang (to help). PINTABANG is a passion and a mission which sole intention is to raise funds through artworks to help impoverished children, cancer patients and sick elderly abandoned and children in difficult circumstances in the Philippines.

Pintabang has been instituting social responsibility programs and initiatives to drive change in society and touch people’s lives. Amidst the challenge of the pandemic that gives a big blow to the lives

of many worldwide, the joy to give back and spread true essence of humanity is the sole desire of Ms. “Gaga” Bulala. On her 50th birthday she has an ultimate dream to give out 100 brand new school shoes to the poorest school children in the Philippines.

With the support of good friends and the Filipino-American Community in Carolinas, Inc., Ms. Bulala’s ultimate dream charity came true. More than one hundred shoes were given to select school children including the senior Bookworm Club members of City Central School this city, March 15, 2023.

culture of Good Governance, by organizing the so-called "Managsilingan Ta" (We are all neighbors).

Since March 24, 2006, as Archbishop of the Archdiocese of Cagayan de Oro (comprising the provinces of Misamis Oriental, Camiguin and the Municipality of Malitbog, Bukidnon), up to his retirement sometime in the Year 2022, he replicated many of the Ipil Prelature ministries and programs, and expanded on them with the establishment of the Archdiocesan Ad-Intra and Ad-Extra Ministries, with multi-faceted social, economic and spiritual dimensions. On his initiative, the Birhen sa Kota Foundation was formed to further enhance various development programs, which has reached out to the lumad communities.

Abp. Tony works in his usual ways -- simple, humble, from-the-heart, honest, meaningful and appropriate. His actions speak louder than words.

3rd -- Ability and Willingness to lead is another trait of effective leadership. This is so true of Archbishop Tony. But more than this, he inspires others by passing on the same traits to others by working with and through them. In a sense, with Personal and Position Power in his hands, his style has been one, not of using or abusing Power to boss or overpower others, but using Power in the most appropriate way to “influence and inspire” others to achieve desirable good results. He listens, consults, evaluates and discerns, then he acts.

This influencing act -- establishing partnerships, networking, interfaith dialogues, building meaningful relationships with government, business, cooperatives and other civil society groups (local, national and international) -- is a kind of leadership that works effectively in a complex society confronted with very challenging multidimensional problems and issues. In a sense, Archbishop Tony’s leadership is a winner, producing other leaders who have somehow developed to become winners themselves.

4th -- This 4th trait relates to the previous one -- genuine leaders Build-up Trust through their own personal trustworthiness, through interpersonal trustworthiness among their co-workers and a managerial trustworthiness in their organizations. Indeed, Credibility is a much valued trait, which not only nurtures good relationships among friends and allies, but also wins respect from others including enemies. Archbishop Tony is NOT in any way short of this wonderful quality.

5th -- This 5th trait is perhaps the most apt description of Archbishop Tony’s leadership -- Servant Leadership. Robert K. Greenleaf says, a servant-

leader is a “servant first ... It begins with the natural feeling that one wants to serve first …then a conscious choice to lead.” A servant leader offers his whole being to serve the best he can, not for his own interest, but to fulfill a vision for the greater good. For Archbishop Tony, the greater good has always been to help out in the development of the 4 Ls: the Last, the Lost, the Least, and the Lowest, Ad Majorem Dei Gloriam (AMDG-For the Greater Glory of God). This reminds me of St. John the Baptist, who clearly understood who he was in his relation to Jesus and the pursuance of his mission to spread the good news. When he got things done and became more popular, he acknowledged with great humility: "I am not the Christ, but I have been sent before him. … My joy is now full. It is necessary that He (Jesus) increase, but that I decrease. The one who is coming will do much more: he will baptize you with Holy Spirit and fire. As for me, I am not worthy to untie his sandal. Archbishop Tony somehow personifies that kind of a leader.

Scholar and Academician

Prior to his becoming a Bishop, he was "Father Tony", with a Jesuit credential. Add to that are his other impressive educational, professional and scholarship credentials -- a Master’s Degree in Political Science and Doctoral Degree in Development. Many do not know this -- his doctoral dissertation was awarded as the Best Dissertation in Asia at that time.

He was assigned first as a faculty member of Xavier University teaching Sociology, Economics and Theology, then becoming the Vice President for Academic Affairs of Xavier U. When the visionary Fr. Masterson SJ, the sower of “The Tree”, the Xavier U. College of Agriculture Complex, passed away in 1984, many wondered about the future of the “Xavier Aggies” and his “Impossible Dream” -to “get agriculture moving”, to bring about development of farmers and the farming sector. Would the “dream” ever come true?

Divine Providence responded when Father Tony was appointed as the new Dean and Director of the Xavier U. College of Agriculture Complex. Under his tutelage, “The Tree”, with its three interrelated branches (Academic, Research and Agriculture Extension Services), continued to grow and bear good fruits.

Archbishop Tony’s passion for rural development is indicated in the booklet he wrote in 1991, “A Tree Grows in Village Asia”. The books shares some experiences of development works with small farmers in Bangladesh, Indonesia, Nepal, Pakistan, Philippines,

Sri Lanka and Thailand, carried out by the FAO’s Small Farmers Development Programme, the People’s Participation Program (FAO SFDP-PPP). In the publication, he describes the programme’s accomplishments and the guiding principles in the development of the participatory and sustainable groups.

Archbishop Tony points out: “Like a young tree that has started to spread its branches despite various kinds of inclement weather, the Small Farmers Development Programme will require further nurturing, and perhaps some pruning and grafting, for it to grow vigorously and provide more of its protective shade for the rural poor of Village Asia.”

Conclusion: Born Free

I write this tribute with a chummy mood, and as I recall the song, Born Free. Someone has said that the song is one of the honoree’s favorite songs. Learners’ Resiliency after Pandemic

The pandemic had changed the world. It has an impact on the lives of many people, including students, parents, workers, children, the elderly, and everyone else. One’s resilience was tested in many ways and in more complicated encounters. Everyone struggles to survive. Amidst survival, many die protecting themselves, and many have offered their lives in order to protect mankind.

It was the time where one had to adapt and accept changes to survive. It has a huge impact on everybody’s lives, especially the lives of the young ones—particularly the learners, who were compelled to study and learn by themselves in the comfort of their own rooms, struggling with the went down, anxiety attacks, messed up body clocks, bungled schedules, to name

just a few struggles to tackle and relatively the thought of giving up as well. Some of them reflected that during those times, education was not about learning; it was about passing the subjects and filling the requirements for academic justification.

On the other hand, the pandemic had helped them in many ways. From their experiences, they were able to adapt to changes easily, became more creative in many ways, became more resourceful and independent in their studies, and strengthened their resilience, especially during difficult times.

In conclusion, the pandemic had brought them lots of challenges, but it gave them the opportunity to adapt and develop resilience in their lives. They continue to thrive and strive for excellence.

PWDs hail COMET EVs in CDO as an answered prayer

Leaders of organizations of differently abled persons in Cagayan de Oro City recently hailed the advent of the COMET (Community Optimized Electric Transport ) e-Vehicle as an “answered prayer” for their sector.

Touted as The First Sustainable Transport Ecosystem in the World, GET President Sigfrido Freddie R. Tiñga said, “Our business model has made GET a significant First Mover in electric mobility as a service (eMaas).”

The COMET e-Vehicle system is anchored on a “WorldClass, Zero-Emission, 30-pasenger electric minibus developed by Formula-E racing engineers; a smart app-based fleet management and fare collection system that improves the customer experience and makes transport more intelligent and efficient; and a fast charger network which allows COMET vehicles to operate on a near 24/7 basis and service clients day and night.”

“This can be a tool especially for those PWDs who are in remote areas to enable them to join the mainstream of our activities here in the city,” said Cagayan de Oro Federation

Not the least, she hopes queues at PUV terminals will be policed to prioritize PWDs, Seniors and pregnant women.

“Government should also be more proactive in making public transport more accessible for these sectors,” she stressed.

The doors, windows, gangways, hand rails, stepboards, external protrusions all around and the driver’s line of sight are all specified based on international standards as well.

Despite all these, the Cagayan de Oro Persons with Disabilities Affairs Office (PDAO) still welcomes the COMET’s advent as a step in the right

direction.

“COMET offers solutions to the challenges people with mobility concerns face every day,” said Maria Liza Corpuz, PDAO Head. With COMET they can go to places they wish with minimal inconvenience and do away with the high cost of taxi fare,” she noted.

With no provision for PWD access in traditional jeepneys and Euro 4 Modern PUVs, taxis are the only albeit expensive mobility option open to PWDs within the city at present.

“COMET also has this app that enables the passenger to monitor when the bus is coming, so they need not wait too long on sidewalks. COMET’s vision is aligned with the city government’s goal of bringing its services closer to the people and better lives for all. COMET indeed is such a relief and another milestone for the PWD sector.”
