New power investments

DAVAO CITY – The Mindanao Development Authority (MinDA) and a French energy firm signed a partnership on Friday for the Olutanga Hydrogen Renewstable power plant project, the first of its kind in the Philippines and Southeast Asia. Hydrogène de France (HDF) Energy, the provider of Renewstable energy system, vowed to produce entirely non-intermittent, firm, and clean electricity both in Zamboanga Sibugay province and Pagadian City. In a press briefing here, HDF Energy Head of Asia Business Development Mathieu Geze said the project combines an intermittent renewable source and mass, long-term storage of energy through a hydrogen chain.

DAVAO CITY – The Davao Peace 911 initiative will be expanded across the city to further safeguard the peace and security of far-flung villages. PEACE 911 is a comprehensive peace-building and development initiative of the city government under then-mayor Sara Duterte. Its pilot area is the Paquibato district, a hotbed for communist guerrillas.

Smuggled cigars

THE Criminal Investigation and Detection Group (CIDG) has seized PHP1.1 million worth of smuggled cigarettes and arrested six individuals in a police operation in Davao City.

In a statement Tuesday, CIDG chief Brig. Gen. Romeo Caramat Jr. said the CIDG Davao City Field Unit and Bunawan Police intercepted a white Hyundai utility vehicle loaded with 70 master cases of New Orleans cigarettes worth PHP1.19 million, along Maharlika Highway, Barangay Ilang, Davao City on May 6.

This resulted in the arrest of Bensar Abdula Salipsatri, 18; Ronniel Caballes Buenavista, 19; Malixander de Leon Imbin, 24; Al-Zayrin Tayah Samsi, 21; Jayvan Asamuddin Tayah, 38; and Abdulmajid Jumani Araji, 48, all residents of Muslim Village, Barangay Ilang, Davao City.

In an interview on Tuesday, Rogelio Manapol Jr., tribal chieftain of the Unified Bagobo Tagabawa, told MindaNews that tribal chieftains expressed concern over the selling of ancestral lands, which Republic Act 8371 or “The Indigenous Peoples’ Rights Act of 1997” prohibits.

Saying that ancestral domain means the life for the indigenous communities and the next generation of Lumad, Manapol told the public that they should not consider buying ancestral lands as “one of your investments.”

CDO to hire professionals in handling psychosocial interventions

THE Cagayan de Oro city government will hire professionals who can help with psychosocial interventions amid recent mental health issues that led to suicides here. In a statement Monday, City Information Officer Ivy Guantero said these professionals would help manage the city's psychosocial division, which recently launched a helpline to reach out to constituents having mental health issues. "You may call 911 as an alternate number for the Mental (Health) Helpline," she said. Recent media reports showed most affected by mental health episodes were the youth,

some of whom committed suicide by jumping off a bridge in the city. "We had an emergency meeting last Saturday morning (May 6), and part of the discussion is planning to put barangay enforcers and police in the bridge, and other barangays that have bridges (within their jurisdiction)," Guantero said. Meanwhile, several religious and civil organizations have offered to help the city government with the recent incident of mental health issues concerning the youth. On Sunday evening, several groups held a prayer rally on a bridge that has seen several suicide cases. Last month,

the Rotaract Club of Carmen Valley, in partnership with the city government, also conducted a series of psychoeducational lectures and workshops on mental health in six of the city’s 80 barangays. The workshops engaged the youths in topics related to suicide prevention and substance abuse education. With the guidance of mental health experts, the youth participants were taught about expressing their emotions and feelings openly, developing a helpseeking behavior, and other interactive discussions centered on mental health.

Further rise in bank lending seen as inflation decelerates

GROWTH of loans extended by universal and commercial banks (U/KBs) is expected to improve in the coming months on projections for slowdown in domestic inflation rate. Data released by the Bangko Sentral ng Pilipinas (BSP) on Monday showed that bank lending expanded by 10.1 percent in March this year, little changed from 10 percent the previous month. Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said growth of bank lending to date is “still decent” although the latest figure is among the slowest in a year. He attributed the slower pace of growth in bank lending to higher interest rates both here and abroad, which dampened demand for loans, elevated inflation and risk of recession in the United States. For one, key rates of the Bangko Sentral ng Pilipinas (BSP) have been hiked by a total of 425 basis points since May 2022 to 6.25 percent to help address the elevated inflation rate in the country. The rate of price increases in the domestic economy slowed to 6.6 percent last April after hitting its 14-year high of 8.7 percent

last January. However, the average inflation in the first four months this year remains above the government’s 2 to 4 percent target band at 7.9 percent. Monetary authorities forecast inflation to slow to within-target levels starting in the last quarter of this year, although the average inflation this year is projected to be around 6 percent. “Going forward, these risk factors are still somewhat overshadowed by measures to further reopen the economy towards great normalcy that fundamentally increased demand for loans amid more jobs/employment, sales, income/livelihood, and other business/economic activities,” Ricafort said. He said “businesses and industries can also plan better and become more decisive with new investments and expansion plans, which entail more demand for loans/credit/ financing and other fundraising activities.” “Possible easing of inflation for the coming months would, in turn, also help fundamentally ease interest rates/borrowing costs/financing costs, thereby would also help spur loan demand/growth, going forward,” he added. BSP: Landbank-DBP merger must be implemented

THE planned merger of government-owned Land Bank of the Philippines (Landbank) and Development Bank of the Philippines (DBP) will push through, Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla said.

"The decision has been made. It must be implemented," he said in a reply to questions from the Philippine News Agency (PNA) on Monday.

Last week, Finance Secretary Benjamin Diokno said the banks would be legally merged by November this year, with Malacanang expected to issue within this month the Executive Order (EO) for this purpose.

The merger, which has been approved by President Ferdinand R. Marcos Jr., is expected to result in a stronger bank with total assets of around P4.18 trillion,

deposit base of about P3.59 trillion, and savings for the government of around P975 million annually.

The savings are seen to come from consolidation of the banks' branches, with DBP being folded into Landbank given its higher capitalization at around P800 billion, and larger number of branches nationwide.

Meanwhile, a member of the policy-making Monetary Board (MB) favors the planned consolidation of the two government financial institutions (GFIs) after noting that Philippine banks, even the major ones, are smaller compared to their counterparts in some countries in the region.

"Our banks are really small. There's some rationale for having much larger banks, stronger banks," MB Bruce Tolentino said over the

weekend in the sidelines of the business journalism seminar hosted by the Economic Journalists Association of the Philippines (EJAP) in coordination with San Miguel Corporation (SMC).

In a statement on Monday, DBP said it has a "pending appeal with the Office of the President on the results of the legal study conducted by the Governance Commission for GOCCs (GCG).”

"DBP reiterates GCG's legal study only delved on the proper mode of merger. It did not discuss the propriety of merger. In fact, based on the GCG's statements, no recommendation in favor of merger had been given.

DBP maintains that the legal authority of the GCG is at best recommendatory and in no way binding on any government agency," it said.

The DBP said the

planned merger "requires Congressional action", which the GCG earlier said is not needed.

It said the bank "shall zealously exhaust all available means to ensure that all issues and concerns are properly threshed out and effectively addressed in the proper and legal forum."

"DBP is confident that President R. Marcos Jr. will listen to the clamor of the people and follow the proper and legally-mandated process to protect and advance the welfare of the banking industry and the country in general," it added.

GCG earlier said it has submitted to the Office of the President results of a legal study on the planned merger, and discounted the need for a legislative action for this to push through.

Think a minute . . . A divorced husband and wife said: “We broke up because of illness in the family: we got sick of each other.” Sadly, the longest living institution of humanity is experiencing an epidemic disease that is infecting and destroying the lives of millions of couples and their children. Furthermore, many of the couples who stay together still have not learned how to have a healthy, happy relationship. Today and tomorrow we will look at some of the unhealthy conditions in marriage, and then prescribe some medicines to heal and strengthen our marriage for a satisfying life together.

The first deadly disease in marriages is selfishness. “Many marriage problems are caused by the marriage of two people who are in love . . . with themselves.” This is the husband who sees his wife as the one who gives him what he wants as a cook, cleaner, money maker, and lover. He likes to show her off like a new car, but when her paint fades and her engine slows down, he wants to trade her in for a new model. This selfish, childish kind of character and thinking does not know what mature, manly love is. Love and marriage is “for men only”

Yes, electricity is a means to life, just like water and air and must be owned and managed by the member-consumers themselves. As a means to life, it must be beyond the commerce of men.

But that’s just how it is. If we would just bother to consider who we really are, then it should come as a given that we can do God’s work. Our life is truly a shared life with God, since we are his image and likeness, sharers of his life and nature.

While all creatures enjoy a certain connaturality with God, the Creator, we of all the creatures enjoy that connaturality to the highest degree. We have been created in such a way that we just don’t belong to God. Rather, we enter into the very life and nature of God himself.

That is why we are made a person, and not just a thing or some living plant or animal. As a person, we have been hard-wired in such a way that we can knowingly, willingly

and freely relate ourselves not only with others and with all the other creatures, but also and first of all, with God himself.

Our spiritual faculties of intelligence and will can do that for us. That is why our life cannot help but be a shared life with others and with God himself. This is a basic truth about ourselves that we should try to continually remind ourselves of, if only to uphold it and reinforce it, since we also have the tendency to keep to ourselves rather than to continually relate ourselves to God and to the others.

Yes, we always have the tendency to fall into self-indulgence and selfabsorption. We have to be wary of this danger that is clearly becoming widespread. Self-indulgence and selfabsorption are a constant threat, especially these days when good and evil are so mixed up that we would mostly likely be left confused

and easily taken by the sweet poisons that today’s new things readily offer.

The slippery slope to self-indulgence and selfabsorption that takes us out of our road to our ultimate and proper goal happens practically everywhere. For example, we can start going to the Internet for the legitimate purpose of getting some information that we need. But along the way, we get distracted by something else that can appear interesting to us also.

So, we take a bite, and then another, until we fail to realize that we are already getting entangled and hooked. It is like being hijacked. We lose our sense of direction, and before we know it, we would already have forgotten why we went to the Internet in the first place.

We should always do things with God and for God. That would convert everything that we do, no matter how small and insignificant, into

God’s work also. Obviously, doing things with God and for God presumes that what we do is in accord with God’s moral laws and is done as a way to glorify him and to help the others. For this, we have to see to it that we do things always with Christ who clearly said that “whoever is not with me is against me, and whoever does not gather with me scatters,” (Lk 11,23) and “I am the vine, you are the branches.” (Jn 15,5) This is how we can do the work of God!

PH manufacturing improves in March

FACTORY output, both in volume and value, continued to grow in March this year, the Philippine Statistics Authority (PSA) said Tuesday.

The growth, however, was slower than the expansion in March last year and in February this year.

The Value of Production Index (VaPi) grew by 4.9 percent in March, slower than the 9 percent in February and a three-digit

growth rate of 370.3 percent in March last year.

"The slower annual growth of the VaPI in March 2023 was mainly contributed by the slower annual increase in the index of manufacture of beverages industry division with 11.1 percent annual increment in March 2023 from 27.2 percent in the previous month," the PSA said.

The Volume of Production Index (VoPI),

meanwhile, expanded by 2.2 percent, slower than the 346.2 percent and 5.2 percent growth recorded in March 2022 and February this year.

The slower growth was attributed to the lower annual expansion in the manufacture of beverages, chemical and chemical products, and basic metals.

transmission line connecting the power grids of Mindanao and Visayas with a transfer capacity of 450MW expandable to as much as 900MW.

The project also includes converter stations in both regions and more than 500ckm of overhead lines to facilitate the flow of electricity.

The MVIP will benefit consumers by providing them a more reliable and sustainable power transmission service that will lessen the instances of power interruptions.

It will also promote energy resource sharing, as excess power generated in one region can now be transmitted to the other.

"The completion of the Mindanao-Visayas Interconnection Project is a significant achievement for us and for the Philippines as a whole. This will not only improve the reliability of our transmission services but will lead to efficient energy utilization as one Philippine grid," said NGCP.

Parts of the MVIP were completed in 2022, such as the Lala-Aurora 138kV Transmission Line, the 350kV Submarine Cable, and Cable Terminal Stations in Santander, Cebu, and Dapitan, Zamboanga del Norte.

She said plastic additives DP and UV-328 are considered high production volume chemicals, especially in developed economies, but added that they have yet to determine how much of these chemicals are manufactured, imported, and used in the Philippines.

She said Methoxychlor is largely banned or phased out in most countries but is not yet in the list of prohibited or restricted pesticides of the country’s Fertilizer and Pesticide Authority.

The environment groups added that a related study found UV-328 in “children’s toys and hair accessories, which is particularly alarming due to its toxicity and endocrine disrupting effects.”

The groups, however, expressed concern that world leaders allow certain exemptions to the prohibition on the use of UV-328 and DP, which might “cause harm to health and the environment for decades.”

Lawyer Mark Peñalver, executive director of IDIS, said the decision to ban these chemicals would support their advocacy to disallow the use of “toxic chemical ingredients in plastics and phase out products and packaging materials containing substances that are hazardous to human beings, wildlife and the ecosystems.”

Globe calls on customers to register their SIMs for protection vs scams, crime

Globe has renewed its call on customers to register their SIMs and avoid waiting for the last minute to register after the government extended the deadline to comply with the SIM Registration Act by 90 days.

SIM registration is an important step towards protecting one’s account and information. A registered SIM can be blocked in case of loss or theft. It also blocks customers from spam and scam texts. Through SIM registration, criminals won't be able to easily access personal information in apps and accounts.

Registered customers will also get to continue enjoying mobile services and apps for financial transactions and booking deliveries and ride-hailing services, among others. They will also get timely

messages from government agencies, including emergency alerts.

“We would like to again call on our customers to please schedule their registration early. Please take advantage of the extension to complete your registration and comply with the law,” said Darius Delgado, Head of Globe’s Consumer Mobile Business.

“We urge you to please do this early and not wait for the new deadline so that you can get yourselves protected. We have made registration fast and easy, and we provide on-site support for those who need help,” he said.

The government has extended the registration deadline from April 26, 2023 to July 25, 2023. As of May 7, a total of 43.65 million have registered out of the total base of 84.2 million.
