2,000 residents flee Lanao del Sur’s Marogong town

An estimated 2,000 residents of Marogong in Lanao del Sur fled their homes on Saturday, fearing their town would be attacked by the Islamic State-inspired Dawlah Islamiyah in retaliation for the arrest of four of its members last Friday.

Shaminoden Sambitory, Provincial Disaster Risk Reduction and Management Officer, said the residents fled to the neighboring towns of Binidayan, Balabagan and Madalum late Saturday night following the arrest of the four suspects.

NGCP energizes PhP 10.2Bn Hermosa-San Jose transmission line

At 7:22AM on 27 May 2023, power transmission grid operator NGCP successfully energized the HermosaSan Jose 500-kiloVolt (kV) transmission line, an Energy Project of National Significance which will further improve the reliability of the Luzon transmission backbone.

Spanning the provinces of Bulacan, Pampanga, and

Bataan, the project will strengthen transmission services and accommodate new bulk power generation from the Bataan area.

“The Hermosa-San Jose 500kV project is a major component in our planned Luzon 500kV transmission backbone. Despite many challenges, our teams worked 24/7 to complete this facility. With the ener-

gization of the line comes the improved transmission from generation sources towards the load center Metro Manila and nearby provinces,” said NGCP.

Besides the new transmission line from Bulacan to Bataan, the project includes the construction of a new Hermosa 500kV Substation, which will enable better voltage regulation and power transfer from existing 230kV facilities in the area.

The project was provisionally approved by the Energy Regulatory Commission (ERC) with a cost of PhP 10.2 Billion; however, the ERC has only allowed the partial recovery of PhP 19 Million or less than 1% of the actual project cost.

Given the urgent need to widen the transmission highway along the Bataan corridor, NGCP implemented the HSJ, setting aside for later, the issue on recovery approvals from the ERC.

At 7:22AM on 27 May 2023, NGCP successfully energized the Hermosa-San Jose 500-kiloVolt (kV) transmission line, a major project which will further improve the reliability of the Luzon transmission backbone.

“Our priority has and will always be doing, what is best for the public. Financial considerations can take a back seat and be threshed out later,” stressed Henry Sy, Jr., major stockholder and the company's former president and CEO. “We hope to correct the impression that the consumers are somehow shortchanged with how rates

Lumad volunteer teacher receives human rights award in Dublin

MALAYBALAY CITY – A

Lumad volunteer teacher received on Friday the 2023 Award for Human Rights Defenders at Risk in Dublin, Ireland, the Save Our Schools Network, an NGO based in Mindanao said in a statement Saturday.

The award was conferred on Jeany “Rose” Hayahay by Front Line Defenders for her advocacy of children’s and indigenous peoples rights.

“Hayahay’s work has made her a target of harassment and threats from the military. She has been red-tagged, had her home raided, and been subjected to online harassment. De -

spite the risks, Hayahay continues to speak out for the rights of children in Mindanao,” SOS Network said.

Aside from Hayahay, who was chosen as the awardee for the Asia-Pacific, the award was also given to Olivier Bahemuke Ndoole of the Democratic Republic of Congo for Africa, Segundo Ordoñez of Ecuador for the Americas, Digital Security Lab Ukraine (DSLU) for Europe and Central Asia, and Hala Ahed of Jordan for the Middle East and North Africa.

DSLU was represented by its Executive Director Vita Volodovska.

“This award is dedicated

to all the victims of human rights abuses, including my co-Lumad Volunteer Teachers Chad Booc and Jurain Ngujo, who were both massacred along with three others by the Philippines Military, for my co-teachers and students facing trumped-up charges, my fellow activists and indigenous children who lost their lives in defending their ancestral land, and to the people we served,” Hayahay said in her speech during the awarding ceremony in Dublin.

PH Navy commissions 2 more Israeli missile boats

MANILA – The Philippine Navy (PN) formally commissioned into service two more Israeli-made fast attack interdiction craft (FAIC) platforms increasing the number of such ships in its fleet to four as it celebrated its 125th founding anniversary Friday.

The commissioning ceremonies took place at the Commodore Divino Pier at PN headquarters in Naval Station Jose Andrada, Roxas Boulevard, Manila.

“President and Commander in Chief Ferdinand R. Marcos Jr. witnessed the activity, which formally activated the two new capable boats as the third and fourth components of the Aceroclass patrol gunboats of the (Philippine) Fleet’s Littoral Combat Force,” Navy spokesperson Capt. Benjo Negranza said in a statement.

The two newly-acquired Acero-class patrol gunboats, which were constructed by Israel Shipyard Ltd and also known as the Shaldag Mark V. BRP Gener Tinangag (PG903) and BRP Domingo Deluana (PG-905), were christened last May 8 at the Naval Shipbuilding Facility Wharf, at Fort San Felipe, Cavite City.

The ships were delivered to the country last April 11.

The namesake of these vessels are both members of

The notice of award for the FAIC-M project, worth around PHP10 billion, was issued on January 5, 2021.

These are expected to replace PN’s medium-sized patrol craft. Once deliveries of the FAIC-Ms are completed, these vessels can interdict surface threats and launch NLOS missiles safely using the surrounding littoral areas as maneuver space and cover.

Earlier, PN chief Vice Admiral Toribio Adaci Jr. said the Navy is planning to acquire at least 15 more Israel-made Shaldag Mark V missile boats, which are the basis of its Acero-class patrol gunboats.

He said the additional Acero-class gunboats would help them to meet their requirements in “patrolling the seas of the country”. (PNA)

Nat'l gov't in touch with LGUs for proper Mawar response - PBBM

MANILA – The national government is in constant communication with the local government units (LGUs) to ensure proper disaster response, as Super Typhoon Mawar threatens to batter the country, President Ferdinand R. Marcos Jr. said Friday.

“We are in constant contact with the local governments para makita natin what is the situation in their place, pagka nakadaan na ‘yung bagyo, pagka natapos na ‘yung mga ulan, mabawasan na ‘yung ulan, titignan natin pa (so we could see the situation during and after the onslaught of the typhoon),” Marcos said in a media interview at the Philippine Navy (PN) headquarters along Roxas Boulevard in Manila.

“We are in constant contact with them also to find out kung ano ‘yung kailangan nila, ano ‘yung nangyari sa lugar nila (what they need and what happened to their areas). With that way, we will be able to respond properly.”

The President said he would let the LGUs exercise their jurisdiction in implementing their respective disaster preparedness plans.

He, nevertheless, assured that concerned government agencies would assist the local governments whose localities may be hit by Mawar, which will be given the local name Betty once it enters the Philippine Area of Responsibility.

“We have already warned the LGUs to prepare in case of heavy rains and flooding. Kaya ang aming ginagawa ay (What we are doing is) we leave it to the LGUs right now to make the call kung ano ‘yung gagawin nila (on what they should do). Pero nandito lang ang national government to assist (However, the national government is here to assist),” Marcos said. Available funds

In a statement, Department of Budget and Management (DBM) Secretary Amenah Pangandaman said the government has available funds to help Filipinos who may be affected by Mawar.

“Our government is prepared. We are ready to support all operations for disaster rescue and relief with the necessary budget. Identified front-line government agencies may mobilize their Quick Response Fund (QRF) allocated in their respective budgets,” Pangandaman said.

The QRF is a built-in budgetary allocation that serves as a pre-disaster or standby fund for agencies to ensure immediate assistance to areas stricken by catastrophes and crises.

Alaminos City brings govt services to far-flung villages

ALAMINOS CITY, Pangas-

inan–The city government of Alaminos on Friday launched its barangay caravan that aims to bring its frontline services to the residents of far-flung villages here.

Mayor Arth Brian Celeste said the residents would save 30 minutes of travel time and fare as well as ensure convenience through this program.

“Iikot city hall to barangays especially far-flung barangays para ilapit serbisyo. Hopefully, makatipid sila sa byahe, ma-lessen yong gastos nila sa pamasahe, at yong convenience so matutulungan talaga sila (The city hall will go to the barangays especially the far-flung villages to make the services accessible to them. Hopefully, they would save in travel time, lessen their expenses, and have the convenience so it would really be beneficial to them),” he said in an interview.

The services to be offered to the residents are medical check-ups, distribution of vegetable seeds, registry system for basic sectors in agriculture enrollment and consultation, issuance of persons with disabilities and solo parent identification cards, food bank feeding for the elderly, mobile registration clinic of the City Civil Registrar,

consultancy for associations and cooperatives, collection of real property tax, and job referral and placement of the Public Employment Services Office.

Services of the City Veterinary Office such as deworming, castration, registration of pets, and administering anti-rabies vaccines are also available.

There will also be the issuance of a checklist for the orientation of new businesses, consultation for tricycle

franchises, and boat permit registration.

The City Legal Office will also offer legal assistance and advice while there will also be free haircut services.

“We plan to do it on a monthly basis since we cannot do it every day because of the logistics and the preparations,” Celeste said.

The mayor added he will personally go to the barangays.

“I will be there and I don’t want to miss the opportunity

to be able to talk to our kababayans,” he said.

The Alaminos Barangay Caravan will go around the city’s 39 villages, one barangay every month from 8 a.m. to 5 p.m., prioritizing the far-flung areas to bring the city government’s frontline services.

Celeste said the individual departments have been going to the barangays but, this time it will be a one-stop-shop for the city government’s frontline services. (PNA)

Signal No. 2 up in parts of N. Luzon as Betty accelerates

MANILA – Tropical Cyclone Wind Signal (TCWS) No. 2 is hoisted over parts of Northern Luzon as Typhoon Betty slightly accelerated over the waters east of Cagayan, the weather bureau said Monday.

In its 5 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Betty is moving northwestward at 20 kilometers per hour, and was last tracked 525 km east of Aparri, Cagayan.

The typhoon packs maximum sustained winds of 155 kph near the center and gustiness of up to 190 kph.

Minor to moderate impacts caused by gale-force winds are likely in these areas where Signal No. 2 has been hoisted -- Batanes, the eastern portion of Babuyan Islands (Babuyan, Camiguin, Didicas, Pamuktan Islands), and the northeastern portion of mainland Cagayan (Santa Ana).

DA-PRDP 10 hands over PHP 8.5-M abaca project to TFMC

NORTE – Another remarkable feat is felt by the members of the Tambo Farmers Marketing Cooperative (TFMC) as the Department of AgriculturePhilippine Rural Development Project 10 (DA-PRDP 10) turns over the Abaca Fiber Processing and Marketing project on Tuesday, May 16, 2023.

The subproject, worth PHP 8,547,972.73 includes a delivery van, decorticating machine, and bailing machine along with a transformer to power the equipment.

DA-10 Regional Executive Director and DA-PRDP 10 Project Director Carlene C. Collado, congratulated the coop for the said achievement. Director Collado further emphasized that the subproject will help expand the abaca fiber processing and marketing activities through the provision of value-adding equipment and logistic support.

It further aims for increased volume and improved quality of fiber outputs, resulting in increased incomes and im-

proved livelihoods of farmer members.

“I am proud to see the eagerness of the cooperative in availing this subproject under DAPRDP. Your presence today is a manifestation of support for the successful implementation of this project as it opens

economic opportunities for the TFMC abaca farmers and the residents as well. Your efforts towards agricultural development are worthy of emulation,” he added.

Dimaporo added. After fully accepting the duties and responsibilities as co-owner of the subproject, TFMC Chairman Ali O. Raso shared that the cooperative has gone through many struggles in order to avail the project. He said that despite difficulties, he is still grateful because the said project will help in the agricultural development of the municipality and the province as well.

WHEN BOREDOM STRIKES

While being a columnist of "Tinig ng Bayan" (published in Abra) during the 1980s, I remember our Taiwanese coordinator Cristina Lising-Geronga, who expressed herself in innumerable write ups about the topic loneliness. Sure, "Tinig ng Bayan" has been a publication for Filipinos abroad. Loneliness, borne by Filipinos living abroad while missing their families in the Philippines, became a very "normal" expression.

During that time, my Philippine mentor, the late Monsignor Professor Dr. Dr. Hermogenes E. Bacareza, Chaplain of the Philippine Community in Berlin, started together with me publishing "Ang Mabuhay". Believe me, "loneliness" became a main topic in many write-ups.

Nowadays, loneliness and boredom seem to be the splitting image of each other - so to speak, being as like two peas in a pod. While browsing in social networks like Facebook, one can find more and more comments as in "When Boredom Strikes" or so. Boredom, ending up in loneliness - or vice versus?

How come that loneliness and/or boredom are still a general topic in our society today's society?

The feeling that nothing catches your interest, that everything's dull and flat, sums up the state of boredom. Too much time on your hands can result in boredom, and so can the tediousness of doing the same thing over and over again, like a dreary task at a job. So as soon as these needs are not being met in any area of life, boredom can set in and cause tiredness, drowsiness, laziness.

Too often loneliness is being followed by alcoholism, drug abuse and even suicide. Yes, loneliness becomes a modern day plague. I observed several people trying to surround themselves with so-called "friends" only to find that such relationships are often shallow and unsatisfying.

Loneliness can be painful but being lonely or alone at that is not always a bad thing. Ask yourself, how do you use your time, if you are really alone? Do you simply let the time pass without doing anything at all? Why not use such time

To break the cycle of loneliness, one must be a giver. Let's keep an eye, not only and always on our personal interests but also on the interests of others. Look around and watch out who needs help, or who needs a real friend or good listener. Once you have spotted such a person, act! Thus, in order to have friends, you must act like a friend. Luke 6:38 says, "Give to others, and God will give to you!" Besides, "There is more happiness (and less loneliness) in giving than receiving", says Acts 20:35.

A Saint once said that Christian joy has its roots in the form of a cross. I suppose this affirmation can find validation in some words of Christ who once told his disciples: “Amen, amen, I say to you, you will weep and mourn, while the world rejoices; you will grieve, but your grief will become joy.” (Jn 16,20)

In another part of the gospel, Christ also said something similar: “In this world you will have trouble. But take heart! I have overcome the world.” (Jn 16,33) We have to convince ourselves that despite whatever happens in our life, we always have hope and we can always manage to be cheerful and at peace because Christ in the end will take care of everything, as long as we would just exert effort to be faithful to him.

But let’s always remember that our joy in and with Christ comes always as a result of the cross, of some struggle, of keeping our faith alive despite the many things in our life that can undermine it. We should just learn how to react properly to these faith-harming elements.

If our faith is strong and vibrant, we can always manage to have a sportsman-like attitude toward the unavoidable drama of

our life where the forces of good and evil will always be at work.

It’s important that we don’t lose sight of our need for joy even as we go through the indispensable exercise of penance as we traverse this vale of tears we have in this world. And that’s because, as St. Paul said, the Lord is near. He is always around and eager to help us especially in our worst predicaments. This piece of news should gladden our heart even as we intensify our penitential acts to prepare ourselves properly to receive him.

This Good News, which with faith we can consider as already done, should remind us of the bigger picture about ourselves. We come from God and not just from our parents. We are meant to be with God in our definitive state of life in eternity. Our life here on earth is simply a training and testing ground to see if what God wants us to be is also what we want to be.

We should develop the appropriate sense of nostalgia and expectation that should bring us beyond the limits of time and space, and lead us to God in eternity. That’s where we came from and where we are meant to be. And for this, we have been given the adequate

means, none other than Christ himself who told us that he is “the way, the truth and the life. No one goes to the Father except through me.” (Jn 14,6) We might find this idea incredible at first. We might even consider it as inhuman. But we need to be clarified about one thing. What our faith tells us, what God wills for us is not against our human nature. It simply goes beyond our nature. And since it’s beyond our nature, our faith precisely tells us to rely mainly on God who is omnipotent and wise to be able to follow God’s will for us that always gives us peace and joy.

The joy and peace that comes from God are always a fruit of a continuing spiritual battle to keep God’s love burning in us. It’s a joy and peace that is compatible with the cross, with all forms of suffering. It is not afraid of suffering which also has an important role to play in our life and in the redemption of mankind. With God, everything works for the good.

More OTOP hub operations seen in E. Visayas

TACLOBAN CITY – The

Department of Trade and Industry (DTI) is putting up more One Town One Product (OTOP) hubs in Eastern Visayas this year with a higher budget intended for micro, small and medium enterprises (MSMEs) in the region.

DTI Eastern Visayas Regional Director Celerina Bato said OTP hubs will rise in Calbayog City, Samar; Catarman, Northern Samar; Maasin City, Southern Leyte; and Borongan City, Eastern Samar.

“The higher budget under OTOP Next Generation this year will allow us to open more OTOP hubs in addition to what has been operating in Tacloban City, Ormoc City, and Baybay City in Leyte; and Catbalogan

City in Samar,” Bato told the Philippine News Agency in an interview Friday.

Eastern Visayas got the highest OTOP Next Gen fund this year at PHP14.3 million to support small businesses in the region.

OTOP is a priority stimulus program of the DTI for MSMEs in different regions of the country.

This aims to promote products and services unique to the culture, community resources and competitive advantage of a locality. Products and services offered in OTOP hubs are those that localities are best known for.

OTOP Next Gen is one of the two components of the DTI’s program, supporting the supply side of the program.

Dumaguete tightens border control as ASF spreads to nearby town

DUMAGUETE CITY – Mayor

Felipe Antonio Remollo of this Negros Oriental provincial capital on Friday ordered the tightening of border controls in the city as African swine fever (ASF) cases have been reported in another town.

Dwight Arnaiz Sr., the officer-in-charge of the city agriculture office, said in an interview that ASF checkpoints have been set up at key entry and exit points in this capital after swine deaths were reported in Sibulan municipality situated next to this city.

Police and barangay officials here are tapped to ensure that no pigs coming from Sibulan and Dauin town, where the province’s first ASF cases were reported, cannot enter this capital.

“Pigs that come from these towns are not allowed in Dumaguete while those from other towns and cities may

enter the city provided they have a certification from their city or municipal veterinary offices that they are ASF-free,” he said in Cebuano. Arnaiz added that swine

blood samples have also been collected from the city’s slaughterhouse for laboratory testing.

On Thursday, Sibulan Mayor Jose Abiera issued an order citing “the urgent need for the culling of pigs” in at least three areas where swine deaths were reported and laboratory samples showed ASF-positive results.

These areas were identified as Purok Apitong in Barangay Tubtubon, the western portion of Barangay Boloc-boloc, and the southern section of Barangay Magatas.

In a briefing Friday, Provincial Veterinary Officer Belinda Villahermosa said culling within a 500-meter radius of the ASF-affected areas will commence as soon as excavation for the burial site is done.

Davao Global Township officially opens its roads to the public

Proximate to downtown Davao City and the Francisco Bangoy International Airport, the P33-billion Davao Global Township (DGT) opened to the public on May 25. Mindanao DA-PRDP breaks ground for P174-M road project in Davao Sur

DAVAO CITY – Regional agriculture officials broke ground Thursday on a PHP174.7 million farmto-market road (FMR) connecting Crossing Blocon-Dalumay-Malawanit-Glamang in Magsaysay town, Davao del Sur.

In a Facebook post on Friday, Department of Agriculture - Philippine Rural Development Project (DAPRDP) 11 program director Abel James Monteagudo said farmers and residents of Barangays Bacungan, Dalumay, Malawanit, and Glamang will directly benefit from the project.

The 8.81-kilometer PRDP 11 subproject in Davao Region is funded with a cost-sharing under World Bank-European Union loan proceeds, DA-11 through the Intensified Building-Up of Infrastructure and Logistics for Development (I-BUILD) component and Magsaysay town government.

Monteagudo commended the municipal government for their active performance in complying with all the eligibility documents prescribed for the projects in close coordination with the PRDP project support office and the regional I-BUILD component office.

“The government program will come if someone asks for it. As per Commission on Audit regulations, there must be formal requests from local government units for projects they wanted to implement,” he said.

Monteagudo noted that the FMR will help settlers in the four villages improve their transport system, re-

duce post-harvest losses in transporting agricultural products, and easier access to homes and farms.

“This will improve the mobility of farmers especially while delivering their harvested crops (to the markets),” he said.

Magsaysay Vice Mayor Arthur Davin expressed his gratitude to DA-PRDP and the people behind the

project noting that it was the third project that has been approved by DA-11 in their municipality.

“The government saw that the best way to address insurgency is not war but to provide a livelihood to the people, especially by providing them useful roads. A sign that the government is supporting them,” he said. (PNA)

COTABATO CITY – Town officials of Datu Anggal Midtimbang in Maguindanao del Sur have turned over loose firearms they collected from constituents in support of the government’s disarmament program.

U. Midtimbang on Thursday afternoon presented the firearms to the 2nd Mechanized Infantry Battalion, headed by Lt. Col. Tristram A. Tolentino, and Brig. Gen. Oriel Pangcog, 601st Infantry Brigade commander, during a ceremony held at the town gymnasium.

The surrendered firearms consisted of an M16 rifle, two M1 Carbine rifles, two 12-gauge shotguns, a Garand rifle, a

homemade Uzi machine pistol, and an improvised M14 rifle.

The firearms were collected by seven village officials from their constituents and turned over to local authorities.

Maguindanao del Sur officer in charge, Vice Governor Datu Nathaniel Midtimbang, also lauded the efforts of the military, police, and local leaders for their support of the government’s “Balik Baril” program. Pangcog, meanwhile, assured local leaders that the military would continue the task of reducing the “tools of violence” in the hands of unauthorized persons, saying this is vital in the preservation of peace and order in the Bangsamoro communities.

Moved by a shared desire to secure the water future of Northern Mindanao, more than 450 engaged stakeholders including legislators and governors gathered for the 1st Integrated Water Security Summit at the Seven Seas Waterpark and Resort in Opol, Misamis Oriental on May 25-26, 2023. WHEREAS, Complaint reads:

C O M P L A I N T

(With Urgent Prayer for Issuance of Writ of Possession)

Plaintiff, National Grid Corporation of the Philippines (NGCP), by counsel, respectfully states that:

1. Plaintiff is a private corporation created and existing under Philippine laws, with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the aforementioned principal office.

2. Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines.

3. Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws.

4. Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest.

5. To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP) , integral part of which is the KAUSWAGAN-LALA 230kv TRANSMISSION LINE PROJECT (Project).

6. The said MVIP of NGCP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance (EPNS ) pursuant to R.A. 7638 of DOE Act of 1992, as amended, entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017, as evidenced by the Certification dated 8 May 2018 issued by the Energy Investment Coordinating Council. Hence, the immediate completion and energization of the said project is critically important.

7. Defendants HEIRS OF JAIME G. ESTAVAS, namely: Emmanuel A. Estavas, Esmeraldo A. Estavas, Ma. Ione A. EstavasLongcob, Jossie Fe A. Estavas-Tionko, and Albien A. Estavas, are all of legal age and Filipinos. They may be served with summons and other processes of this Honorable Court at their respective address indicated below opposite their names, viz:

with the filing of the instant Complaint, a Notice to Take Possession (attached as Annex “A”) upon the defendants.

15. To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated, plus the cost of improvements, in the total amount of TWENTY-ONE THOUSAND FOUR HUNDRED FIFTY PESOS (Php21,450.00) , consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of the Project intended to benefit the public.

16. Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law.

17. In a long line of cases and OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing . Thus, as cited in the said circular:

“Municipality of Cordova v. Pathfinder Development Corporation emphazises the mandatory issuance of the writ of possession upon the receipt of the required deposit. “No hearing is actually required for the issuance of a writ of possession, which demands only two (2) requirements: (a) the sufficiency in form and substance of the complaint; and (b) the required provisional deposit x x x x Upon compliance with these requirements, the petitioner in an expropriation case is entitled to a writ of possession as a matter of right and the issuance of the writ becomes ministerial” (Emphasis supplied) .

18. Moreover, it must be emphasized that an expropriation proceeding is an action quasi in rem , wherein the fact that the owners of the property are made parties is not essentially indispensable insofar as it concerns the i mmediate taking of possession of the property and the preliminary determination of its value, including the amount to be deposited.

19. An action quasi in rem names a person as defendant, but its object is to subject that person’s interest in a property to a corresponding lien or obligation. In a proceeding quasi in rem , jurisdiction over the person of the defendant is not a prerequisite to confer jurisdiction on the court, provided that the latter has jurisdiction over the res.

20. The purpose of summons in actions quasi in rem is not the acquisition of jurisdiction over the defendant but mainly to satisfy the constitutional requirement of due process. Since the issuance of writ of possession is ex-parte, ministerial, and non-litigious in nature, the issuance thereof, even prior to the service of summons, will not violate defendants’ right to due process as the same can be done even without defendants’ participation. Besides, the issuance of a writ of possession does not prevent defendants from raising objections to and defenses against the expropriation of their property.

21. Plaintiff intends to present three (3) witnesses, namely: a) Engr. Licinio B. Capili, b) Engr. Nolito L. Notar, and c) Winsor C. Abaga, Sr. , to establish, among others, NGCP’s authority to exercise the power of eminent domain, the propriety of its exercise in this case, and the bases for the determination of the just compensation. Copies of their Judicial Affidavits (with attached Exhibits “A” to “K” ) are attached as Annexes B, C, and D and made an integral part hereof. Plaintiff intends to present additional witnesses if necessary.

P R A Y E R

WHEREFORE , premises considered, plaintiff most respectfully prays of this Honorable Court to:

1. ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the Project , consisting of a total area of 275-square meters , more or less, as described in paragraph 8 hereof; direct the Philippine National Police (PNP) to assist plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case and/or for the conduct of the counting of affected improvements, if necessary; direct the Registry of Deeds for the Province of Lanao del Norte to enter the Writ of Possession in the Primary Entry Book and annotate the same in the Registration Book pursuant to Section 69 of Presidential Decree No. 1529;

2. After issuance of Writ of Possession, ISSUE an Order of Publication allowing plaintiff to effect service of summons to Defendants Jossie Fe A. Estavas-Tionko, Albien A. Estavas and other defendants, if applicable, by publication, pursuant to Sections 16 and 17, Rule 14 of the Revised Rules of Civil Procedures;

3. ISSUE an Order of Expropriation declaring that the plaintiff has a lawful right to take possession and acquire the affected property specified in paragraph 9 hereof;

4. After the determination of just compensation, to authorize the payment thereof by plaintiff to defendants after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of Lot No. 1943-A-1, PSD-10-057960, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government;

5. ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of the unidentified lot consisting of a total area of 275 square meters , more or less, described in paragraph 8 hereof;

6. DIRECT:

a. The Registry of Deeds for the Province of Lanao del Norte to register and annotate the Order of Expropriation and Judgment on the TCT No. T-25,944 or any certificate of title that may hereafter be issued covering the property subject of this case pursuant to Section 85 of Presidential Decree No. 1529;

b. The Municipal Assessor of Baroy and/or Provincial Assessor of Lanao del Norte to cancel Tax Declaration No. H-130191 (03) and issue new and separate tax declaration in the name of plaintiff covering the portion of the subject property sought to be expropriated herein.

9. To enable plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the subject property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country.

10. Plaintiff negotiated with defendants for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties.

11. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities for its Project, plaintiff has no other recourse but to file the instant complaint.

12. Section 13 of R.A. 11361, Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases. Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the portion of the subject property during the pendency of the expropriation case.

13. Section 2 of Rule 67 of the Revised Rules of Civil Procedure states that:

“SEC. 2. Entry of plaintiff upon depositing value with authorized government depositary. – Upon the filing of the complaint or at any time thereafter and after due notice to the defendant, the plaintiff shall have the right to take or enter upon the possession of the real property involved if he deposits with the authorized government depositary an amount equivalent to the assessed value of the property for purposes of taxation to be held by such bank subject to the orders of the court. Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippines payable on demand to the authorized government depositary.” [Emphasis supplied]

14. In compliance with the notice requirement, plaintiff notified defendants through a Letter Offer of its intention to file an expropriation case if the possession over the subject property cannot be timely secured and/or issues regarding compensation for the subject property cannot be resolved except through judicial intervention. WHEREAS, Complaint reads:

C O M P L A I N T

(With Urgent Prayer for Issuance of Writ of Possession)

Plaintiff, National Grid Corporation of the Philippines (NGCP), by counsel, respectfully states that:

1. Plaintiff is a private corporation created and existing under Philippine laws, with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the afore-mentioned principal office.

2. Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines.

3. Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws.

4. Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest.

5. To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP ), integral part of which is the KAUSWAGAN-LALA 230kv TRANSMISSION LINE PROJECT (Project).

6. The said MVIP of NGCP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance (EPNS ) pursuant to R.A. 7638 of DOE Act of 1992, as amended, entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017, as evidenced by the Certification dated 8 May 2018 issued by the Energy Investment Coordinating Council. It is targeted to be energized by December 2020.

7. The identities and whereabouts of Defendants UNKNOWN HEIRS OF TIMOTEA PASANTING cannot be ascertained despite diligent inquiry. Hence, plaintiff undertakes to cause service of summons to them by publication pursuant to sections 16 and 17, Rule 14 of the Rules of Court. They are impleaded as defendants in this case since the late Timotea Pasanting is the alleged claimant of the property sought to be expropriated in this case.

8. Defendants MARIETTA ABALOS and HEIRS OF FRANCISCO ABALOS, namely: Marietta Florenz Galleto, Cecille Abalos, Lucio Jesus Abalos, Frank Martin Abalos, Maria Josefa Tan are all of legal age and Filipinos. They may be served with summons and other processes of this Honorable Court at their respective address indicated below opposite their names, viz:

Considering that the specific addresses of defendants Lucio Jesus Abalos, Frank Martin Abalos, and Maria Josefa Tan cannot be ascertained despite diligent inquiry, and defendants Marietta Florenz Galleto and Cecille Abalos are residing outside the Philippines, plaintiff undertakes to cause service of summons to them by publication pursuant to Sections 16 and 17, Rule 14 of the Rules of Court. They are impleaded herein as defendants pursuant to Section 1, Rule 67 of the Revised Rules of Civil Procedure, being the alleged claimants of the subject property.

9. Defendants HEIRS OF PEDRO COMONSAD, namely: Luis M. Comonsad, Anaclita C. Oblienda, Amor C. Villamor, Enrique M. Comonsad, Jacky L. Yvanez, Alfredo F. Comonsad, Jr., Alice C. Mantos, and Heirs of Pedro Comonsad, Jr. namely: Luis M. Comonsad, and Fritzell M. Comonsad , are all of legal age and Filipinos. They may be served with summons and other processes of this Honorable Court at their respective address indicated below opposite their names, viz:

the portion of the subject property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country.

12. Plaintiff negotiated with defendants for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties.

13. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities for its Project, plaintiff has no other recourse but to file the instant complaint.

14. Pursuant to Section 13 of R.A. 11361, Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases. Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the portion of the subject property during the pendency of the expropriation case.

15. Section 2 of Rule 67 of the Revised Rules of Civil Procedure states that:

“SEC. 2. Entry of plaintiff upon depositing value with authorized government depositary. – Upon the filing of the complaint or at any time thereafter and after due notice to the defendant, the plaintiff shall have the right to take or enter upon the poss ession of the real property involved if he deposits with the authorized government depositary an amount equivalent to the assessed value of t he property for purposes of taxation to be held by such bank subject to the orders of the court. Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippin es payable on demand to the authorized government depositary.” [Emphasis supplied]

16. In compliance with the notice requirement, plaintiff notified defendants through a Letter Offer of its intention to file an expropriation case if the possession over the subject property cannot be timely secured and/or issues regarding compensation for the subject property cannot be resolved except through judicial intervention. Plaintiff further serves, simultaneous with the filing of the instant Complaint, a Notice to Take Possession (attached as Annex “A” ) upon the defendants.

17. To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated, plus the cost of improvements, in the total amount of TWO HUNDRED TWENTY FOUR THOUSAND FOUR HUNDRED TWO PESOS (Php224,402.30) , consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of the Project intended to benefit the public.

18. Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law.

19. In a long line of cases and OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing . Therefore, the Honorable Court can already immediately issue to the plaintiff an order to take possession of the portion of the property and start the implementation of the project.

20. Moreover, it must be emphasized that an expropriation proceeding is an action quasi in rem , wherein the fact that the owners of the property are made parties is not essentially indispensable insofar as it c oncerns the immediate taking of possession of the property and the preliminary determination of its value , including the amount to be deposited.

21. An action quasi in rem names a person as defendant, but its object is to subject that person’s interest in a property to a corresponding lien or obligation. In a proceeding quasi in rem , jurisdiction over the person of the defendant is not a prerequisite to confer jurisdiction on the court, provided that the latter has jurisdiction over the res.

22. The purpose of summons in actions quasi in rem is not the acquisition of jurisdiction over the defendant but mainly to satisfy the constitutional requirement of due process. Since the issuance of writ of possession is ex-parte, ministerial, and non-litigious in nature, the issuance thereof, even prior to the service of summons, will not violate defendants’ right to due process as the same can be done even without defendants’ participation. Besides, the issuance of a writ of possession does not prevent defendants from raising objections to and defenses against the expropriation of their property.

23. Plaintiff intends to present three (3) witnesses, namely: a) Engr. Licinio B. Capili , b) Engr. Nolito L. Notar, and c) Winsor C. Abaga, Sr. , to establish, among others, NGCP’s authority to exercise the power of eminent domain, the propriety of its exercise in this case, and the bases for the determination of the just compensation. Copies of their Judicial Affidavits (with attached Exhibits “A” to “I ”) are attached as Annexes B, C, and D and made an integral part hereof. Plaintiff intends to present additional witnesses if necessary.

P R A Y E R

WHEREFORE , premises considered, plaintiff most respectfully prays of this Honorable Court to:

1. ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the Project, consisting of a total area of 2,683 square meters , more or less, as described in paragraph 10 hereof; demolish the affected improvement and/or structures standing therein; order all defendant to vacate the same; directing the Philippine National Police (PNP) to assist plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case; direct the Registry of Deeds for the Province of Lanao del Norte to enter the Writ of Possession in the Primary Entry Book and annotate the same in the Registration Book pursuant to Section 69 of Presidential Decree No. 1529;

2. ISSUE an Order of Expropriation declaring that the plaintiff has a lawful right to take possession and acquire the affected property specified in paragraph 10 hereof;

3. After the determination of just compensation, to authorize the payment thereof by plaintiff to defendants after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of Lot No. 1, H-189752, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government;

4. ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of Lot No. 1, H-189752 consisting of a total area of 2,683 square meters , more or less, described in paragraph 10 hereof;

6. DIRECT:

a. The Registry of Deeds for the Province of Lanao del Norte to record in its Registry Daybook (Primary Entry Book) and Registration Book the Order of Expropriation and Judgment rendered by this Honorable Court in this case with respect to the portion of the subject property sought to be expropriated herein, pursuant to Section 113 of Presidential Decree No. 1529;

b. The Municipal Assessor of Kolambugan and/or Provincial Assessor of Lanao del Norte to issue a new tax declaration in the name of plaintiff covering the portion of the subject property sought to be expropriated herein.

AG Ophelia is the Senior Vice President – Housing Operations at Home Development Mutual Fund (PagIBIG Fund). Prior to this post she was the Deputy Chief Executive Officer, Home Development Mutual Fund (Pag-IBIG Fund).

AG Ophelia served as President of the Rotary Club of Cagayan de Oro East Urban for Rotary Year 2006 – 2007. She has a Graduate Diploma in Development Administration, Public Administration from the Australian National University.

Project WOW (Words of the Week): Educating Minds and Empowering Hearts

In the realm of education, every school year holds the promise of new beginnings and opportunities for growth. However, one initiative has consistently had a positive effect on the learners, educators, and the entire school community. Since the academic year 2015–2016, Project WOW (also known as "Words of the Week)" has been transforming how diverse learners at all levels interact with language and cultivating an intellectually curious culture. Let's explore the history of this amazing effort, which has grown to be a pillar of the educational process in Lanao del Norte National Comprehensive High School, Baroy, Lanao del Norte.

A common goal among educators to increase pupils' vocabulary and level of linguistic understanding gave rise to the ‘Words of the Week’ project. A committed team of educators, under the leadership of three dynamic school principals as well as the heads of the English department, embarked on a mission to provide students with a daily dosage of new words after realizing the importance of having a strong vocabulary for academic success and lifetime learning.

Bringing Words to Life

The project kicked off with a simple idea: to select and

display a "Word of the Day" each week in the WOW Bulletin Board located at the main entrance of the school and in every classroom throughout the school.

Each morning, students would encounter an unfamiliar word along with its definition, pronunciation, and an example sentence. The carefully curated words spanned various disciplines, encompassing science, literature, history, and more. The objective was to expose students to the diverse vocabulary they might encounter in their academic pursuits and beyond.

The carefully chosen terms covered a wide range of academic fields, including science, literature, history, and more. The goal was to expose learners to the variety of words they might use both in and outside of the classroom.

As the academic year went on, the "WOW" project gathered popularity. It served as a spark for igniting learners' interest and passion. Learners began to incorporate their newly acquired vocabulary into conversations/chats, written tasks, and even casual interactions. Classrooms buzzed

with conversations as learners shared their opinions and personal tales about the words they encountered.

Empowering Hearts

Through a daily dose of motivation, encouragement, and positivity to learners and others, the proper usage of the words learned from the WOW project just simply yet greatly and surely uplifts and inspires everyone in the school community or even at home. Remember that the aim of this project is not only to enrich the minds but also to touch one’s hearts every time one carefully uses the power of words through inspiring language.

Empowering Teachers

The project also proved to be a transformative experience for the educators involved. Teachers embraced the opportunity to expand their own vocabulary and enrich their instructional practices. They discovered that the "Words of the Week" promoted a shared language across disciplines, enabling interdisciplinary linkages and deeper learning. The project brought the faculty and staff together, igniting a collective love of language and a commitment to academic excellence.

A PHP3.9-billion calamity fund has been released for this year alone, the department said.

It noted that after the typhoon, government agencies may tap the available National Disaster Risk Reduction and Management Fund (NDRRMF) under the 2023 General Appropriations Act upon completion of damage assessment and recommendation by the National Disaster Risk Reduction and Management Council and following the approval of the President.

The NDRRMF may be used for aid, relief, and rehabilitation services to communities or areas, as well as for repair, rehabilitation, and reconstruction works in connection with the occurrence of natural or human-induced calamities in the current or two preceding years.

The NDRRMF also serves as an additional funding source for the QRF agencies when the balance has reached 50 percent, subject to the approval of the DBM.

Meanwhile, in a press statement issued Thursday night, the Department of Transportation said Secretary Jaime Bautista instructed its attached agencies to brace for the onslaught of Mawar by ensuring sufficient personnel and resources are in place to respond to any disruptions in air, sea, and land travel due to the typhoon.

Large and small, private and public seaports and airports in Northern Luzon will be on high alert starting when Mawar nears Luzon.

Airport, seaport, and Coast Guard officials were told to activate preemptive measures and focus on the commuters and passengers whose travels may be affected by the weather disturbance.

Emergency full council meeting

National Disaster Risk Reduction and Management Council (NDRRMC) spokesperson Arsenio Andolong said the council has conducted an emergency full council meeting at the Office of Civil Defense (OCD) in Camp Aguinaldo, Quezon City on Thursday to discuss the different areas of concern.

“Department of National Defense (DND) officer-incharge Senior Undersecretary Carlito Galvez Jr., who is also the chairperson of the NDRRMC, said that President Ferdinand R. Marcos Jr. reiterated his concern to mitigate any danger posed by Mawar along with the intensified monsoon rains to the communities that will most likely be affected all over the country,” Andolong said in a statement Friday.

The different agencies and regional offices presented their preparedness assessments as well as their recommendations for future disaster relief operations.

The Department of the Interior and Local Government (DILG) likewise assured the council that they are closely monitoring weather bulletins and advisories and have been continuously informing all communities.

Agencies are also maximizing the use of social media in terms of information dissemination.

The Department of Social Welfare and Development (DSWD), on the other hand, reported that they have already prepositioned food packs and non-food items for the families that will most likely be affected.

“Relief operations require data, and we thank all the agencies, especially the DND and the DOST for giving us these to help us deliver accurate services to our stakeholders,” DSWD Secretary Rexlon T. Gachalian said.

Galvez emphasized the need for coordination and facilitation especially in calamities and disasters.

He likewise reiterated that all agencies must act as one to properly execute the plans to minimize damages and casualties.

“All agencies, especially the OCD, DILG, and the AFP (Armed Forces of the Philippines), should prepare for all the onset of this typhoon, so that we can help as many Filipinos as we can,” Galvez said.

Mawar was last seen 1,740 km. east of southeastern Luzon, based on the weather advisory issued by the PAGASA on Friday morning.

“But I will not be silenced, I will continue to stand and defend human rights along with other human rights defenders, even if this means living under threat of life, self-doubt, uncertain, unease and sacrifices,” she said.

Globe builds 220 new towers, upgrades over 3K mobile sites to LTE in Q1
