PNP: Killers of Negros Oriental gub are hired assassins

NEGROS ORIENTAL -

Operatives of the Philippine National Police in this province arrested three of the suspects who killed Governor Roel Degamo yesterday (March 4) inside his residence in Barangay Isidro, Pamplona town.

Police investigators identified the three suspects as Joven Aber, 42; Joric Labrador, 50; and Benjie Rodriguez, 45 - all former soldiers, reports said. They were arrested by the elements of the Police Regional Office in Central Visayas (PRO-7) at around 4:25 p.m., roughly about seven hours after the killing of the governor and his men.

VP Sara: Transpo strike disrupts efforts to address learning gaps

MANILA – Vice President and Education Secretary Sara Duterte on Monday reiterated that the weeklong transport strike poses a harmful effect on the country’s recovery efforts to address learning gaps.

In a statement, Duterte underscored how the move is taking a toll on learners and teachers as operations of a significant volume of public utility jeepneys nationwide are halted.

“May I reiterate —the transport strike is a painful interference in our efforts to address the learning gaps and other woes in our education system,” she said.

“We oppose it because it is problematic, it will hurt our learners, and the incon-

venience that it may cause comes with an enormous price deleterious to learning recovery efforts —and this is a price that learners will have to pay,” she added.

Duterte made the reiteration after the Alliance of Concerned Teachers (ACT)-Philippines and Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (PISTON) expressed objection over her weekend opposition statement on the transport strike.

The Department of Education (DepEd) also insisted it would not impose a suspension of classes nationwide.

“Magkaroon man ng tigil pasada, walang tigil sa pag-aaral ang mga kabataan (There may be halt

to transport operations, we will not put the youth’s education on hold),” she said.

The DepEd earlier said it will resort to alternative learning modes like the use of modules or online classes.

LTFRB: Only 10% of NCR routes affected by transport strike

BFAR awards P16.7-M livelihood aid to salt makers, fishers

LAOAG CITY – The Bureau of Fisheries and Aquatic Resources (BFAR) on Friday awarded various projects worth more than PHP16 million to boost the livelihood of salt makers and fisherfolk in the province.

Vanessa Abegail Dagdagan, senior aquaculturist at the BFAR, said the assistance included materials for salt production, storage, packaging, and labeling, as well as capacity building and nutritional analysis. Some of the projects were turned over to 216 salt producers on Friday at the Regional Freshwater Aquaculture Technology Demonstration Center(RFATDeC) of the BFAR in Paoay town, Ilocos Norte province.

On the same day, four associations and 16 registered individual fisherfolk of salt and fish production enhancement projects also received fishing gear and paraphernalia such as "lambaklad" and hook and line gear.

“This is funded under the Bayanihan 1 and 2 programs for a total of PHP16,706,165.05 to help salt makers and fisherfolk

in the towns of Burgos, Pasuquin, Vintar, Badoc, Currimao and Pinili,” said BFAR regional director Rosario Segundina Gaerlan.

Tilapia fingerlings for dispersal to communal bodies of water were also given to the different local government units to boost the aquaculture program of the province.

Under Republic Act 8172, or the Act for Salt Iodization Nationwide (ASIN) Law, concerned national government agencies are required to identify suitable areas for use as salt farms

to protect the areas from environmental risks and ensure the sustainability of iodized salt production. Prior to the awarding of the salt iodizing machine, the beneficiaries underwent hands-on training on how

to use and maintain it.

In her message, Gaerlan reiterated the importance of iodine for animal and human consumption to eliminate micronutrient malnutrition in the country. (PNA)

– A new mango and calamansi processing facility has started operating in this city and targets to earn PHP1.5 million by 2024, the Department of Agriculture (DA) in Region 4A (Calabarzon) said Friday.

In the Philippines, only 8% of that “lungs” remain as the 17 million hectares of dipterocarp forests have been ravaged, causing the massacre of all life forms that dwelt in the forest ecosystem. In the uplands of Cagayan de Oro, the 200 thousand hectares of dipterocarp forest had been totally logged without let-up for five decades by six logging companies that had violated all the environmental laws prohibiting them to log in areas with altitude of more than one thousand meters above sea level or in slope with more than 50% gradient. Her “veins” (the rivers) are either drained or heavily polluted as 25 major rivers in our country are biologically dead. We have already lost 75% of our mangroves (the spawning grounds of fish) and only 5% is in excellent condition.

Our coral reefs, that delicate gift from Providence have been heavily destroyed through dynamite fishing and “muro ami.” How stupid were we when during the time of the dictatorship, the Philippines entered into an agreement with Japan (the RP-Japan Treaty of Amity, Commerce and Navigation) which allowed the Japanese computerized trawlers and fishing vessels to literally rake our seas. The Philippines was described then as the “center of the center of marine life on earth.” Now gone forever!

Her “fever” (global warming) lingers, causing Her so much discomfort, i.e. colds (storms), sneezing (typhoons), shakings (earthquakes), and deliriums (tsunamis). Her “stom-

ach” (the oceans) is now so upset as the seas rise and the glaciers melt. Her “skin” (the 6-inch top layer of the earth – the soil that gives life) has been scalped through mindless mining operations and “blood” (the water table) has been injected with toxic chemicals through conventional agriculture, thanks to a government agency that has been beholden to the interest of big agri-business corporations.

All told, Gaia has been sacrificed to the altar of greed and profit based on a flawed development paradigm, giving credence to money must grow principle called neo-liberal capitalism. Unbridled materialism and consumerism has given way to the over-eating and obesity in the North while billions of people go hungry in the South.

The occasion, which coincided with Muntinlupa’s 28th Cityhood Anniversary, was held at the jampacked Muntinlupa Sports Center last March 1 and was attended by city officials, representatives of national agencies, the business sector, Muntinlupa’s top taxpayers, civic and other NGOs, religious and people’s organizations.

Biazon recalled Muntinlupa’s journey towards cityhood, which started in 1986 when Muntinlupa was still classified as a fifth-class municipality until it achieved the status of a highly urbanized in 1995. He acknowledged this writer (who was then Municipal Mayor), former Vice Mayor, later Mayor and now incumbent Congressman Jaime R. Fresnedi; and former Municipal Attorney and now Majority Leader Raul R. Corro, who all actively

laid down the groundwork for the attainment of cityhood.

He then made a progress report on Muntinlupa City’s priority “K” Agenda – Kalusugan, Karunungan, Kabuhayan, Katarungan, Kapayapaan/Kaayusan, Kalikasan, and Kaunlaran. To be sure, Biazon said that he could not have accomplished so much without the indispensable support of Vice Mayor Temy Simundac, the councilors, the barangay chairmen, City Administrator Allan Cachuela, the department heads and other city employees “hanggang sa magwawalis, BHW o utility worker”.

In a nutshell, here are Mayor Biazon’s accomplishments in the various “K” agenda.

Kalusugan -136 percent vaccination rate of eligible target population. 80 percent received booster shots. 80 percent vaccinated under the Chikiting Bakunation Program.

-Enhancement of the Putatan Health Center into a Super Health Center with extended operating hours and more medical and diagnostic services.

-Malnutrition rate of

only 0.36 percent recorded in 2022. The lowest since 2018.

-Opening of the Ospital ng Muntinlupa Annex Building, increasing hospital bed capacity to 250, and opening 5 new operating room theaters.

-Establishment of a Women and Child Protection at OSMUN to assist victims of VAWC.

Karunungan

-The Early Education Department received the Gawad Edukampyon for Early Childhood Care and Development.

-Launching of “Every Muntinlupeño A Reader”

-Continuation of the city’s P450 million scholarship program which has benefitted 82,000 Muntinlupa youth, including 600 with Latin honors, government exam topnotchers and other school achievers.

-Opening of Colegio de Muntinlupa Building 2 which provides 16 additional classrooms, technical and scientific equipment

First Lady to grace mass wedding of 2,023 couples in Bacolod

BACOLOD CITY – First Lady Marie Louise "Liza" Araneta-Marcos will be the guest of honor during the mass wedding of 2,023 couples at the Government Center grounds here at 2 p.m. on March 11.

The First Lady's scheduled arrival was confirmed by Mayor Alfredo Abelardo Benitez on Friday afternoon as he officiated a special ceremony, for some 28 couples at the main lobby of the Government Center.

"It will be on March 11, our mass wedding for the 2,023 couples in line with the year 2023," the mayor said, after the mass wedding has already been postponed twice after the Feb. 14 and March 3 initial dates.

Benitez said Friday's special wedding rites were held for the couples "who can no longer wait" for the March 11 event.

"They want their union with their loved ones to happen this March 3 (so) I decided to hold a small wedding ceremony for the couples who have already prepared for today," he added.

Next Saturday's mass

wedding, dubbed "Officially You and Me sa '23 with Mayor Albee," will include a raffle draw to give away various prizes for the married couples. (PNA)

DICT launches 'Broadband ng Masa' in Antique

SAN JOSE DE BUENAVISTA, Antique – A total of 150 barangays in Antique will be among the first beneficiaries of the Broadband ng Masa of the Department of Information and Communications Technology (DICT) that was launched in this province on Friday.

DICT Secretary Ivan John Uy, in his message during the launching, said the University of Antique (UA) main campus in Sibalom town that hosted the launching and its four campuses in the province will also be among the program recipients.

“The program will bring progress and development in Antique and even in the entire Philippines that have connectivity issue,” Uy said.

He said the program is launched as a fruition of the vision of Senate ProTempore Loren Legarda who is being considered as the “Mother of DICT” for being the principal author of Republic Act 10844 that created the department.

Legarda, in her message, said the pandemic has emphasized the digital gap in the country as those in the city shifted to virtual

learning, work-from-home setup, online banking and telemedicine, while those in the countryside like Antique could barely access information from the internet due to the lack of broadband connection.

“Access to the internet not only connects people, but also empowers citizens,” she said.

Legarda, in a later interview, said she will work out for the other remaining barangays in the province to also have free WiFi next year.

“I have also promised to help the other provinces in the different parts of the country be able to avail of the program,” she said.

Antique Governor Rhodora Cadiao, in her message, requested Legarda to include in the program the eight district hospitals in the province for their telemedicine.

Cadiao said the program will greatly benefit the Antiqueños.

Peso strengthens, stocks up on positive earnings reports

MANILA – Positive earnings reports of locally listed companies helped boost the local bourse’s main index on Friday, which also benefited the peso.

The Philippine Stock Exchange index (PSEi) gained 0.50 percent, or 32.92 points, to 6,655.37

points.

All Shares followed with a jump of 0.43 percent, or 15.24 points, to 3,564.42 points.

Most of the sectoral indices also ended the week up, led by Mining and Oil after rising by 1.67 percent.

It was trailed by Financials, 1.16 percent; Holding Firms, 0.63 percent;

Universal access to college education may involve the provision of a variety of different assessment methods of learning and retention. For example, in order to determine how much of the material was learned, a professor may enlist multiple methods of assessment. Methods of assessment may include a comprehensive exam, unit exams, portfolios, research papers, literature reviews, an oral exam or homework assignments. Providing a variety of ways to assess the extent of learning and retention will help identify the gaps in universal access and may also elucidate the ways to improve universal access.

USTP-CIDS’ study: Public satisfaction on PRO 10’s community engagement is rated high Research Updates & Insights

The Philippine National Police Region 10 commissioned the Center for Inclusive Development Studies (CIDS) of the University of Science and Technology of Southern Philippines to conduct the 4th Quarter of the 2022 community engagement satisfaction survey on safety and security, respect, and trust in the police in the region. This study served as a feedback mechanism to assess the public's satisfaction with the PNP's community engagement in Region X.

7,982 randomly chosen survey participants and 99 key informants provided the data. It is clear from the findings and discussion that the community in Region 10 is highly satisfied with the PNP's community engagement when safety, security, respect, and trust are taken into account. This is especially true in the areas of the police's professionalism, which demonstrates pride and dedication to duty; their willingness to risk their lives to uphold the community's public order and safety; the respect people show them

Belittled Angel

An Angel is a supernatural being in various religions. They are our protectors and guides for humans. Hence, people were hoping to see them but it’s impossible.

However, we can have angels here on earth. They can be our family, friends, bosses, and co-workers. Fortunately, there is a school who have Angels, not a supernatural but they are for real, where they helped their administrators in doing paper works, initiating programs, visualizing plans, even joining a contest and doing many more without any protests. But it cannot be denied that there are still people who always make story behind another people’s back.

These Angels were be -

littled by some co-workers in the school. They were mocked by what they were doing and by what they cannot do. It can be difficult dealing with mocking people. They are those who smiles and pretends to like you to your face and sticks blade in your back when you turned around. Hence, when you’ll become affected, you might lose your interest in going to work and seeing them in the same school every day. Their words can hurt your feelings and make you feel small. However, these Angels neglecting those kinds of people. They still keep on accepting errands and doing all the tasks given and still continue serving even without being told. They’re doing everything

not to become promoted, and to become famous, but they’re working for the improvement of the school, for the children, for the parents, for the stakeholders and for the glory of God.

Moreover, these Angels acted like it did not happen. Blowing off those making fun of them takes away much of their power over them. They just wanted to possess positive qualities that make for a good teacher and all the better of their students, their parents, their administration. They’re being totally dedicated to their work, genuine, supportive of the school’s achievements. They can still walk in school confidently with a heart. Those belittled Angels are truly an amazing Angels.

Earlier this week, over 40,000 drivers of public utility jeepneys and utility vehicles (UVs) committed to joining the weeklong strike to express opposition to the target phaseout of traditional jeepneys under the Public Utility Vehicle Modernization Program (PUVMP).

The Office of the Vice President said it added one bus in Valenzuela providing free rides.

To date, there are five other OVP buses offering free rides nationwide -- two in Metro Manila, one in Davao, one in Bacolod and another in Cebu. (PNA)

Another region with a similar situation to NCR is Region 4A, which is currently moderately affected by the transport strike.

“Pangalawa sa NCR is Region 4A on a moderate code lang po sila (Next to NCR is Region 4A but they’re only at moderate code). But the rest of the country as of 11 a.m. is at normal operations,” he said.

In total, he said about 5 percent of transport routes nationwide have been affected by the strike.

LTFRB appeals to transport groups to end strike

During the briefing, LTFRB chairperson Teofilo Guadiz III appealed to these transport groups to end their protest as the government is willing to listen and address their concerns through dialogue and consultation.

“We're willing to adjust to your needs. Basta ho ang importante rito ay tayo ay nagkakaintindihan, we have one common denominator at ito po ay ang kapakanan ng mga sumasakay (What’s important is we have an understanding, we have one common denominator, and that is the welfare of the passengers),” Guadiz said.

He announced the extension of the deadline for PUV consolidation and modernization from June 30 to December 31 and will be made official through a memorandum circular that will be released next week.

“During that time, yung iba-ibang deadlines din po para sa completion ng modernization ay iuurong po namin lahat. So, effectively ho, mga hanggang 2024 bago makumpleto yung first phase ng program (During that time, the different deadlines for the completion of the PUVMP will be pushed back. Effectively, the first phase of the PUVMP will be moved back to 2024),” he said.

To date, he said he has already spoken with various transport groups -- including MANIBELA, LABAN TNVS

and PISTON which staged the transport strike.

“Marami po kaming napagusapan ng mga transport groups, galing pa nga akong MANIBELA. Yung deadline is just one of the many things na napag-usapan namin. Isa pa is yung continuing education ng ating mga tsuper para maintindihan nila itong modernization program (We talked a lot with the transport groups, I even came from MANIBELA. The deadline is just one of the many things we talked about. Another is the continuing education of our drivers so they understand this modernization program),” he said.

He noted that LTFRB staff will personally visit transport cooperatives to further explain the intricacies of the PUVMP.

The LTFRB will also rationalize the routes of PUVs to ensure their profitability, as well as assist them in applying for loans from Land Bank of the Philippines, Development Bank of the Philippines, and other financing institutions.

He also clarified that under the modernization program, there will be different types of PUVs aside from the usual white buses and that traditional jeepneys can still operate as long as they comply with safety and environmental standards.

“Mayroon kaming iba from the usual na bus na nakikita niyong puti. Ime-maintain namin yung traditional jeep but subject to modifications para po ito ay mag-conform with the Philippine National Standards. And it will lower the price from PHP2.6 million to only about PHP1.3 million (We have different modern jeepney designs from the usual white ones. We will maintain the traditional jeep but subject to modifications so that it conforms with the Philippine National Standards. Guadiz appealed for understanding and cooperation from transport groups and assured them that the modernization program is not meant to take away their livelihood but rather improve public transportation in the country.

“Marami po kaming iniisip na programa para po maibsan nitong programa ang takot ng ating mga kapatid na ito hong modernization program ay magtatanggal ng kanilang hanap-buhay (We are thinking of many programs to ease the fear of our brothers about this modernization program they claimed will take away their livelihood),” he said. The DOST-Industrial Technology Development Institute (ITDI), on the other hand, provided product formulation and process technologies while the Department of AgriculturePhilippine Rural Development Project (DA-PRDP) and the local government unit of Tanauan funded the construction of the processing facility.

The 90-square meter facility houses various machinery such as a pulper finisher, steam jacketed kettle, refractometer, autoclave sterilizer, storage freezer and cooler.

Myrelle Joy Bejasa, PRDP Region 4A information officer, said in a phone interview on Friday the new processing facility is part of the Tanauan City Mango Trading and Processing Enterprise project of PRDP and MTAMC.

"As an agricultural cooperative, MTAMC has been involved in mango and calamansi production since its founding in 2016, and they have ventured into post-harvest processing to add value to their produce and to utilize their excess supply during peak season," she said.

Meanwhile, MTAMC president Maricar Maranan said this project is also part of the agricultural sustainability program of the local government unit (LGU) in collaboration with the Office of the City Agriculturist under Sherwin Rimas.

Around 80 Tanaueño farmers/members of MTAMC are currently being helped by the LGU to plant mango and lime trees. (PNA)

Health’s Healthway Cancer Care Hospital, the country’s first dedicated cancer hospital, has reached 75 percent completion and is set to open in the third quarter of this year.

Ayala Corporation’s Fernando Zobel de Ayala, who led the groundbreaking of the Healthway Cancer Care Hospital in 2021, joined AC Health and Ayala Corp. project leads in a site visit to the country’s first dedicated cancer facility last week.

The event was organized by the Philippine College of Surgeons - Cancer Commission Foundation to rally stakeholders in the battle against cancer.
