Teves lawyer denies his client owns firearms and ammos seized by CIDG

MANILA, Philippines - The lawyer of beleaguered Congressman Arnulfo "Arnie" Teves said yesterday that his client does not own the firearms and ammos confiscated by government forces during a raid conducted on Teves' alleged houses.

Lawyer Ferdinand Topacio said during a press forum that prior to the raid, Congressman Teves had already surrendered all his

firearms and ammunition.

Teves said: "as a precautionary measure isinurrender po namin yung mga firearms ni Congressman Teves sa proper authorities."

“The latest was three days ago. Ako personal nag

surrender nung tatlong firearms sa residence niya in Quezon City doon sa nearest precinct as provided for by the guidelines sa pag own and possess ng firearms,” the lawyer said.

Marcos leads launch of 1st Kadiwa ng Pangulo in Bicol

MANILA – President Ferdinand R. Marcos Jr. on Thursday led the launch of Bicol Region’s first Kadiwa ng Pangulo in Pili, Camarines Sur, vowing to stick to his promise of bringing down the prices of rice to PHP20 per kilo.

In his speech, Marcos expressed optimism that rice would soon be more affordable for all consumers.

Currently, consumers can buy rice at PHP25 per kg. in Kadiwa ng Pangulo pop-up stores across the country.

US Air Force brings in F-22 'Raptor' aircraft in talks with PAF

MANILA – Two of the United States Air Force's (USAF) premier stealth fighter aircraft, the Lockheed Martin F-22 "Raptor" along with its Boeing KC-135 "Stratotanker" aircraft, landed and visited Clark Air Base, Pampanga for a so-called bilateral fighter "subject matter expert exchange" (SMEE) on March 13.

In a statement Wednesday, Philippine Air Force (PAF) spokesperson Col. Ma. Consuelo Castillo said the bilateral fighter SMEE is part of the Air Force's Mutual Defense Board-Security Engagement Board (MDB-SEB) activities for 2023.

This also includes PAF engagement opportunities with the USAF's Pacific Air Forces (PACAF).

PAF fighter pilots and other personnel from the 5th Fighter Wing, Air Defense Command participated in the bilateral fighter SMEE.

Castillo said bilateral exchanges focused on the capabilities of fighter aircraft operated by the two Air Forces as a prelude to other upcoming engagements to promote air domain awareness, agile

combat employment, interoperability and other bilateral air objectives.

"Notably the USAF, PACAF brought in two F-22s and one KC-135 aircraft which were placed on static display for the appreciation of PAF commanders and aircrew," Castillo said.

Camarines Sur Governor Luigi Villafuerte, meanwhile, said it was an honor to be selected as the first province in the Bicol region to put up a Kadiwa ng Pangulo pop-up store.

“Isa pong karangalan para sa amin na sa buong Bicol region, tayo po, ang probinsya ng Camarines Sur, ang unang probinsya na nagkaroon po ng Kadiwa ng Pangulo (It is an honor for us that in the entire Bicol region, we at the province of Camarines Sur, are the first province to have our own Kadiwa ng Pangulo),” he said.

Villafuerte also pledged to join the efforts of the Department of Agriculture (DA), which is headed by Marcos, to create a largescale production of agricultural products in Camarines Sur.

11 PNP officials get new assignments in latest reshuffle

MANILA – Eleven ranking police officials have been included in the latest reorganization in the Philippine National Police (PNP).

Based on PNP chief Gen. Rodolfo Azurin Jr.'s order that took effect Friday, Police Regional Office (PRO) 7 (Central Visayas) director Brig. Gen. Jerry Bearis was reassigned to the Aviation Security Group and would be exchanging posts with Brig. Gen. Anthony Aberin.

Also covered by the order were Maj. Gen. Oliver Enmodias who was relieved from the Area Police Command (APC) Northern Luzon (NL) and would now head the Directorate for Research and Development; Brig. Gen. Mafelino Bazar from PRO Cordillera to APC-NL; and Brig. Gen. Alden Bacarra Delvo from APC- Eastern Mindanao to PRO 11 (Davao).

Also assigned to new posts were Brig. Gen. Joel Doria who was designated as PRO-Mimaropa

chief. He replaced Brig. Gen. Sidney Hernia who was assigned to the AntiCybercrime Group.

Brig. Gen. Limuel Obon was designated as PRO 5

(Bicol), replacing Brig. Gen. David Peredo Jr., who was reassigned to the PRO-Cordillera. Meanwhile, Brig. Gen. Benjamin Silo Jr. was des -

ignated as the new head of the Civil Security Group while Brig. Gen. Andrew Diwayan Cayad was assigned to the Directorate for Operations. (PNA)

Gumaca bishop Victor Ocampo dies at 71

MANILA – Bishop Victor Ocampo of the Diocese of Gumaca town in Quezon province passed away at the age of 71.

The Catholic Bishops’ Conference of the Philippines (CBCP) news website reported on Friday that the prelate succumbed to heart attack on Thursday.

According to Fr. Tony Ryan del Moro, chancellor of the diocese, the bishop was declared dead at 5:58 p.m. at a hospital in Gumaca.

Ocampo just turned 71 last March 6.

Born in Angeles City in 1952, he was ordained priest of the Diocese of Balanga in 1977.

After his ordination,

the Bishop worked in eight parishes and served as director of various diocesan offices such as catechetical office, the liturgical commission, the Biblical apostolate, and the family and life commission.

He also served as the chancellor of the diocese and member of the consultors.

Ocampo was also the diocesan administrator of Balanga town from November 2009 until July 2010 when the diocese was without a bishop. Pope Francis appointed Ocampo as the third bishop of the Diocese of Gumaca on June 12, 2015. He was ordained to the episcopate on Aug. 29, 2015 and was installed on Sept. 3, 2015. (PNA)

Climate change is the greatest global challenge of our time. Today, it affects our coastal communities through rising seas, extreme weather events and coastal erosion. In Canada's Arctic, these impacts are magnified, as the area is warming at three times the rate of the rest of the country.

Climate change is already happening: temperatures are rising, drought and wildfires are starting to occur more frequently, rainfall patterns are shifting, glaciers and snow are melting and the global mean sea level is rising.

If I think about it, peace is first in my mind. But there is still another challenge. Worldwide population is expected to grow to nearly 10 billion by 2050 - but agricultural lands won't be able to follow the same pace. The problem is clear:

every minute. The truth about climate change that is putting civilization in the state of planetary emergency is being hidden. Such is a crime against humanity. In this process of subversion, there are three kinds of actors: those who tell the lies, those who repeat the lies and those who allow themselves to be seduced by the lies. We should not allow these lies to continue. While we are now in the state of planetary emergency as climate change indicators have escalated so quickly that an emergency response is imperative if civilization is to avoid breakdown and eventual collapse, it is already too late to organize a robust movement. What we can do is to create awareness among the 12 million cooperative members nation-wide and the 1 billion members worldwide to awaken and transform the cooperative movement to

The world's population continues to grow - but the Earth's surface doesn't. And already one in nine people around the world suffers from hunger. Although fertility levels worldwide are declining, life expectancy is increasing - and therefore, the global population keeps growing. The United Nations estimates that the world's population is increasing by more than 80 million people every year.

Forecasts offer a nonstop rise: The global population is expected to reach 8.6 billion in 2030, 9.8 billion in 2050 and 11.2 billion by 2100. So allow me to ask: How can we feed all these billions without destroying the Earth?

Although it's a dire picture, let's face it: the situation is not as disastrous as it might seem. Food is not lacking - it is just poorly managed. I got the idea for this post after having watched an interview with Ralph Südhoff, head of the World Food Program of the United Nations in Berlin. He said: "Today, we would

be able to feed many more people than we do". "But we waste too much of the food we produce, and we lack efficient productionparticularly in Africa".

Forgotten are many rural areas. I agree with Südhoff who says that population growth is not the key cause of hunger, but rather a lack of efficiency in managing our resources. Indeed, farmers in rural areas of some African and Asian countries still lack the necessary means to maximize crop yields, misusing vast areas of land.

Imagine, the productivity of existing arable lands could be doubled, experts believe. And experts agree that productivity could be increased through very simple means. Allow me to quote again Ralf Südhoff: "Efficiency could be doubled or tripled in African countries by providing basic means such as training, credits and land rights".

CEBU CITY – Vendors of "lechon" (roast pig) and "chicharon" (pork rind) in Carcar City on Thursday held a “food trip” to raise awareness that their products are safe to eat amid the detection of African swine fever (ASF) virus in three of its 15 barangays.

WHILE most people think of the beauty business as cosmetics, it has grown in scope and now includes a wide range of products. Beyond just cosmetics, there is perfume, skin cleaners, a host of other skin care products, cosmeceuticals, etc.

Beyond the products themselves, the beauty business also includes the way in which the products are sold. In particular, price points and the places cosmetics are packaged and sold. Price points have always varied but packaging has become ever more important. Where products sell has gone from physical stores that were very

INTONATION or the pitch pattern of your voice is important in spoken English because it conveys meaning in many ways. It is a feature of pronunciation.

Changing the pitch in your voice allows you to show surprise (“oh, really?”) or boredom (“oh, really….”).

The rising tone is also used for showing expectation. And it’s also used for showing interest and excitement. On the other hand, a low or falling tone is used for making a statement. Questions with who, what, when, why and how also use this falling tone. But a rising tone is used for yes/no questions. Finally,

a fall-rising tone expresses uncertainly. Intonation is very important in communication as it gives information beyond just the basic meaning of the words. It can express the speaker’s attitude or feeling about something. Even within a question, intonation can indicate if the speaker is confirming information or seeking additional information. MANILA -- Waste & Resource Management, Inc. (WARM) and Integrated Waste Management, Inc. (IWMI) are on a mission to ramp up sustainable waste management in the Philippines, as they eye expansion of services and facilities in multiple locations across the country.

Fernando Zobel de Ayala, Adviser to the Ayala Corporation Board, recently visited the WARM and IWMI processing facility in Trece Martires, Cavite to witness how both companies tackle the growing problem of waste through proper management, transport, materials recovery, processing, and disposal.

Factors Affecting English Proficiency Among Filipino Learners

English proficiency is an important skill for many Filipinos, as it is often required for job opportunities and higher education. Despite this, studies have shown that the English proficiency of Filipino learners still needs improvement.

According to the 2019 EF English Proficiency Index, the Philippines ranked 20th out of 100 countries in terms of English proficiency. While this is a relatively high ranking, the study also found that the country’s English proficiency level had decreased by 1.27 points compared to the previous year.

One factor that contributes to the low English proficiency level in the Philippines is the lack of exposure

to English outside of the classroom. Many Filipino learners only use English during their English classes and are not exposed to it in their daily lives. This lack of exposure can make it difficult for them to fully understand and use the language. Another factor that affects English proficiency in the Philippines is the quality of English education. A study by the Philippine Institute for Development Studies found that many English teachers in the Philippines lack the necessary training and qualifications to teach English effectively. This can lead to students not receiving proper instruction and struggling with the language. However, there are also

initiatives being done to improve the English proficiency of Filipino learners. The Department of Education has implemented programs such as the English Language Proficiency Program to improve the English proficiency of both students and teachers. Additionally, there are private organizations and institutions that offer English language courses and programs for Filipinos.

In conclusion, while the English proficiency level of Filipino learners still needs improvement, there are efforts being done to address this issue. With continued support and initiatives, Filipino learners can improve their English proficiency and have better opportunities in the global market.

4 armed group members surrender in Lanao del Sur

ZAMBOANGA CITY – Four members of a potential private armed group (PPAG) have surrendered and turned in high-powered firearms to authorities in Lanao del Sur province, a police official said Thursday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the PPAG surrenderers belong to the Pansar Group who surrendered around 9:21 a.m. Wednesday in Barangay Bayabao, Butig town.

The surrenderers were identified as Salaoden and Maradi, both surnamed Pansar; Moctar Masorong; and Alinader Maricor.

They surrendered a .50-caliber Barrett sniper rifle, a 5.56-mm rifle, a .45-caliber pistol, a .38-caliber revolver and ammunition.

The group’s surrender was facilitated by the Lanao del Sur Police Provincial Office with the support of the Regional Mobile Force Battalion-14 and the Butig police station.

Zonta Club CDO 1 partner with Puntod Barangay Council

The Zonta Club of Cagayan de Oro 1 have entered into a Memorandum of Agreement (MOA) with the Puntod Barangay Council headed by barangay captain Rexie A. Tinampay to support the women's projects of the barangay which are also aligned with the goals and objectives of Zonta Club Cagayan de Oro 1.

The Philippines is the 4th in the world worst hit by climate change according to the UN’s Risk Disaster Index. The most affected are the rural ecological people aggravated by the on-going protracted war. This is the conclusion of the Study by the World Bank as reported by the Food and Agricultural Organization. This is the reason why 4 of 5 farmers especially the young ones are now leaving farming and going to the urban centers to work as janitors, waiters or drivers that are now highly congesting the cities. This is also the reasons why the rural people are going abroad as 6,000 Filipinos were leaving daily during the pre-covid time, leaving their families behind to work in other countries.

Not only shall we address climate change; let us also bring peace especially in the resource-rich Mindanao where the second longest war in the world – the Mindanao War – must now be stopped. But how? By uprooting the root causes of war – poverty, gross inequity and social injustice. No less than Pope Francis said when he visited Malacañang a decade or so ago that “it bids us all to break the bonds of social injustice and oppression that give rise to glaring and scandalous inequities.” Yes, in a highly skewed societal order where only 50 oligarchs control the economy, let us now advance cooperativism as the great equalizer.

Our vision/mission is to strengthen IP cooperatives to become a countervailing force against climate change and violent extremism. This has become so inspiring, manifesting a peaceful approach to end protracted war. The urgent call now is to organize the 15 million Indigenous Peoples in their 1,200 Ancestral Domains.

Why the imperative need?

Know that the poorest of the poor now are the Indigenous Peoples whose land and water rights are being violated. In Mindanao alone, some 63 IP leaders have been killed in the last 5 years? For what?

For resisting massive land grabbing by Trans-National Corporations in cohort with powers-that-be. Look at the very resource rich Mindanao.

Who controls? Who profits?

Who benefits? Some two hundred thousand hectares –the choicest of land – which were before owned by the Indigenous Peoples have been transformed into massive plantations to satisfy the consumerist lifestyle of the people in advanced countries while the Filipinos cannot even produce enough staples for its hungry and malnourished people like rice and milk. Isn’t paradoxical that our country is the biggest importer of rice? Don’t you know that 99% of the milk that we consume is imported? Indeed, the culprit is what you

call corporate globalization! We are now in the frontline on documenting the issues confronting the IPs to resolve the issues not through armed struggle but through cooperativism. Our approach is to help the IPs include massive planting of giant bamboo in hundreds of thousands of hectares that have been denuded through massive logging and mining in the last 7 decades. We will also capacitate the IPs to transform their Ancestral Domain into massive abaca, coffee and cacao plantations and in raising livestock especially cattle for dairy projects. EMPOWER THE IPS THROUGH COOPERATIVISM to counter poverty and to end the second longest war in the world. And most importantly, counter climate change as bamboo is a good carbon sink, water holder and most importantly, an alternative to fossil fuel.

This is quite a validation the school’s mentoring process.

During their time as youth leaders of the school, they were exposed to a lot of challenges and difficulties because of the limitation of space and facilities while having big class sizes and shifting class schedules. These limitations pushed

them to be more creative, flexible and develop problem-solving skills. Aside from the academic rigors that these young trailblazers went through as high school students, exposure to extra-curricular activities enabled them to hone and develop leadership skills such as patience, positivity, decisiveness, and good command in communication. These are necessary skill sets needed to lead the students of the school.

Now that they will be embarking on a new journey to become young officials of a much wider and diverse community, will they be able to answer the call for public service and deliver?
