DAVAO CITY - A top-ranking official of the Armed Forces of the Philippines (AFP) was formally charged with murder in connection with the death of a model and businesswoman in this city.

During a press briefing held at PRO11 headquarters, the Special Investigation and Task Group (SITG) Plaza announced that Brig. Gen. Jesus Durante, commander

of the Philippine Army’s 1001st Infantry Brigade (1001IB) based in Maco, Davao de Oro, was charged with murder in the killing of Ms Yvonnette Chua Plaza.

Also charged with murder was Durante’s deputy brigade commander Colonel Michael Licyayo. Aside from murder, Licyayo was also slapped with obstruction of justice.

(PIA)–The Bureau of Internal Revenue (BIR) Revenue Region 16 launched a nationwide enforcement campaign against illegal cigarette retailers in Misamis Oriental and Iligan City, January 25.

Pope Francis names 2 Filipinos to catechist ministry

MANILA – Pope Francis recently conferred the ministries of lector and catechist on 10 lay people, including two Filipinos.

On the other hand, Ramos is a catechist from St. John Bosco Parish in Tondo, Manila and volunteer servant of the Lord’s Flock Catholic Charismatic Community.

She has been the head catechist at CFAM since 2009.

Ramos also hosts “Katekesis Like Ko To” program aired on Church-run Radio Veritas.

It was in 2021 when the Holy Father formally instituted the ministry of catechist after deciding to open the ministries of lector and acolyte to women. ( PNA )

PAF looks into materiel, weather, human factors in aircraft crash

MANILA – The Philippine Air Force (PAF) is looking into materiel, meteorological, and human factors in determining the cause of Wednesday’s crash of a Siai-Marchetti SF-260TP turboprop light attack aircraft that killed two pilots.

In an interview with reporters on Thursday, PAF spokesperson Col. Ma. Consuelo Castillo said aircraft

More Filipinos say quality of life improved from year ago

MANILA – A recent Social Weather Stations (SWS) survey found that at least 34 percent of adult Filipinos believe that their quality of life got better compared to a year ago.

According to the national SWS survey conducted from Dec. 10 to 14, 2022 using face-to-face interviews of 1,200 adults, 26 percent of the respondents said their life got worse, while 39 percent said it was the same.

The pollster said the score of the Net Gainers, or those who said their lives improved since last year, is +8 -- computed by subtracting the percentage of losers from gainers --and was classified as “high”.

SWS said the December 2022 Net Gainer score was up from the “fair” levels of net zero in October 2022 and -2 in June 2022 and April 2022, but it is still 10 points lower than pre-pandemic level of “very high” +18 in

December 2019.

“The 8-point rise in the national Net Gainer score between October 2022 and December 2022 was due to increases in all areas, especially in Mindanao,” the SWS said.

In Metro Manila, Net Gainers rose from high to very high, increasing by nine points from +9 to +18.

Gainers in balance Luzon also climbed by two points from high to very high, or from +8 to +10.

by 9 points from -13 to -4; while it rose sharply from mediocre to very high in Mindanao, up by 21 points from -11 to +10.

Flood-hit villagers get help from group of Mindoreños

CALAPAN CITY, Oriental Mindoro – A group of Metro Manila-based Mindoreños on Wednesday launched a relief operation in Naujan, this province after the town was declared under a state of calamity due to floods caused by the northeast monsoon and the shear line.

The Association of Mindoreños (TAMS), established in 1997, regularly holds medical missions, gift-giving for the elderly, sports fest for the youth and feeding programs for the needy.

LEGAZPI CITY – The Department of Agriculture’s regional office in Bicol (DA-5) has started sending 4,000 bags of inbred rice seeds to Region 8 (Eastern Visayas) provinces that were placed under a state of calamity due to severe flooding brought by the series of low pressure areas and shear line.

In a phone interview on Thursday, Lovella Guarin, DA-5 information officer, said with the donation, DA-5 aims to help in the immediate recovery of the rice areas in three of the six provinces of the said region -- Samar, Eastern Samar and Northern Samar.

“We started sending at least 750 initial bags containing 40 kilos per bag to Eastern Visayas. Philippine Rice Research Institute (PhilRice)-Bicol trucks were used to transport the rice seeds to Region 8. The delivery started early this week (Jan. 23) and is estimated to be completed before the end of the month,” Guarin said.

She said the certified or inbred rice seeds given to the three provinces were part of DA-Bicol’s buffer stock for 2022.

“This initiative was part of our agency’s directives

to help another region with damaged or shortage of seed reserved caused by calamities. The buffer stock for 2022 is the remaining seed bags after we also distributed certified seeds to farmers’ groups affected by bad weather conditions in the past few days,” Guarin said.

The list of beneficiaries of the free rice seeds was derived from the report given by the municipal agriculture office (MAO) of different towns in Eastern

Visayas, she noted.

“For those who still want to avail of the certified seeds, they can go to

their respective MAO to ask for and inquire about necessary requirements to avail,” Guarin said. ( PNA )

WE were so shocked and puzzled no end why on December 18, 2020, Mr. Rodrigo Abellano who was then our President of the Kibaritan Tenant Farmers Association, Inc. wrote then President Rodrigo Roa Duterte that, “AMO NA GINAHATAG ANG AMONG GI-UGMAD NGA YUTA SA DEPARTMENT OF NATIONAL DEFENSE.” Such is not only blatantly fictitious but the height of hypocrisy, one hundred percent turn-around and shameless reversal of what we have been fighting for the titling of our land which we have been occupying in the past 50, 60 and even 70 years when our ancestors have begun their occupancy since the 1950s. Thus, we have already acquired prior right and never can we imagine that these leaders who must fight for our right were the ones who outrightly surrendered such right in connivance with the former Mayor Omaraji Pizzaro. Why?

With our prior right, we have been advocating for the titling of our land, the reason why we organized ourselves into an association, electing Mr. Rodrigo

Abellano as President and Mr. Andres Alar as VicePresident. With that noble intention of land titling, these leaders had been collecting P500 per home lot and P1,000 per hectare from every member for the land titling and non-stop collection for other expenses, i.e., lawyers’ fee, for their traveling expenses and for emergency purposes. Since 2008 to 2020, these officers have more or less collected from us some P1,500,000, without even issuing receipts. What is even more troubling to us is that these officers requested for our signatures, informing us that our signatures are among the requirements for the land titling. All these years, no title has been issued. What has now troubled us was the information that Mr. Abellano has written Malacañang that we are surrendering our right to DND which was confirmed by a letter we have seen recently addressed to then President Rodrigo Roa Duterte signed by then association president Abellano stating that. “amo na ginahatag ang yuta nga among gi-ugmad sa Department of National Defense.” What is even more

Wireless communications provider Smart Communications Inc., a unit of PLDT Inc., said it has so far registered 10 million Smart and TNT customers across the country, the highest among all telco operators.

Smart and TNT also put forward their efforts to accelerate SIM registration across the country, with a recent online event called “Sulong SIM Registration,” touted as the first ever local government cascade on SIM Registration among Philippine telcos, which drew close to a thousand LGU executives from provincial governments to barangay officials in Luzon, Visayas and Mindanao.

Under the implementing rules and regulations (IRR) of the National Telecommunications Commission, registration period will be until April 26, 2023, and may be extended for 120 days.

As of this writing, NTC reported that 21 million subscribers have already registered, representing roughly 12.5 percent of the 169 million SIM cards nationwide. The agency said that despite the initial glitches, this was “on track”

Additionally, Smart was also reported to be the first telco to set up assisted SIM Registration booths and touchpoints all over the country. This is parallel to its mission of helping Smart and TNT customers needing information on how to register their SIM, as well as provide physical assistance to customers with special circumstances—seniors, persons with disabilities and those still using basic phones.

These booths will be part of the simultaneous roll-out of SIM registration

activities in geographically isolated and disadvantaged and conflict-affected areas (GIDCA) identified by the Philippine government. NTC has already identified 45 remote areas across 15 regions.

Truly a pioneering move by Smart, if I may say, on top of the continued efforts to encourage subscribers from all parts of the country to adhere to the new law, as part of its consumer protection initiatives.

Smart already came up with quite a number of programs geared towards this - some of which I was made aware of since I too, along with millions of Filipinos, have fallen prey and received text scams. The telco stated that some of their efforts include blocking SIMs that send ‘smishing’ messages and Uniform Resource Locators (URL) or links that lead to illegal activities, to help safeguard the public against emerging cyberthreats, vulnerabilities, and other online criminal activities. Shellfish ban up in Tacloban’s Cancabato Bay

TACLOBAN CITY – The Bureau of Fisheries and Aquatic Resources (BFAR) has warned against consuming shellfish taken from Cancabato Bay here after meat samples turned positive for red tide toxins.

In an advisory issued Wednesday night, BFAR said paralytic shellfish toxin was found during the laboratory examination by the BFAR - National Fisheries Laboratory in Quezon City.

“The public is advised to refrain from gathering,

selling, and eating all types of shellfishes and Acetes sp. locally known as Alamang or Hipon from this bay,” BFAR said.

Cancabato Bay is a rich source of cockle clams being shipped to Taiwan and Hong Kong. Through testing, BFAR found that shellfish samples from the bay are beyond the maximum regulatory limit of 60 micrograms of toxins for every 100 grams of shellfish meat. BIR seized untaxed, illegal and fake cigarettes

MDNN National – The Bureau of Internal Revenue (BIR) offices in the country conducted the other day simultaneous raids in warehouses, as it declared war against unscrupulous traders involved in the proliferation of untaxed, illegal and fake cigarettes. This is the first ever bold move of the agency under the leadership of its very active and daring Commissioner Romeo Lumagui, Jr.

Authorities, it was learned, swooped down on 378 stores in Luzon,

Viasayas and Mindanao accompanied by its regional enforcers when they raided the warehouses.

“Let me make this clear to you, illegal traders. This is just the beginning of our simultaneous nationwide operations. We are serious in our crackdown against the illicit cigarette trade. We will be strict on implementing the law from hereon,” Commissioner Lumagui warned illegal traders in the country

The BIR chief thanked the PNP organization and the local government units (LGUs) which made their operations nationwide very

successful.

He also lauded all the BIR offices in the country for their concerted efforts in bringing illegal traders to answer all the offenses, violations and fines.

In Luzon, a total of 195 simultaneos enforcements were made in Tarlac, Nueva Ecija, Pangasinan, Zambales, Bulacan, Pampanga, Cavite, Rizal, Palawan and Manila.

In Mindanao, authorities also launched the same operations and raided 115 stores and warehouses, while there were also 68 store visits and raids in the Visayas region.

Globe has spent about $20 million to step up its spam and scam SMS detection and blocking system. Its round-the-clock Security Operations Center filters out these unwanted messages, including app-to-person and person-to-person SMS of international and domestic sources.

National Statistician Dennis Mapa said 2022 full year GDP growth of 7.6 percent exceeded the government’s 6.5 to 7.5 percent growth assumption for the year and the highest after the 8.8 percent in 1976.

Mapa said the fourth-quarter growth, slower than the 7.6 percent in the previous quarter, was driven by the wholesale and retail trade, repair of motor vehicles and motorcycles, financial and insurance activities and retail estate and ownership of dwellings boosted domestic growth.

He said domestic demand remained strong, with the household final consumption expenditure (HFCE) rising by 2.1 percent quarter-on-quarter, led by the restaurants and hotels, food and non-alcoholic beverages, and miscellaneous goods and services. Year-on-year expansion of HFCE stood at 7 percent.

How Discussion Skills affect the Learnings of Students

Discussions in front of the entire class might motivate students to share their knowledge and explain the material in their own words. Although discussions are typically not good for covering a lot of material, they can be educational and inspire students to finish their assignments and get ready for class. It takes a lot of instructor planning and imagination to facilitate dialogues in which students participate meaningfully.

In a classroom discussion, the teacher and students exchange opinions on a certain subject that was previously covered in class. Promoting and facilitating class discussions can benefit students’ ability to learn from one another as well as their comprehension and retention of the lecture.

A discussion is an exchange of ideas between two or more people over a major issue or topic. Discussions

in a classroom context typically relate to group exercises that the teacher facilitates or guides. Students could or might not be trying to solve an issue. A discussion in a classroom should ideally be primarily student-led, with the instructor acting more as a facilitator and prompter to keep the conversation moving. Discussions are a fantastic exercise that energize the classroom environment and promote engagement, thought, and introspection. Students in a well-organized and carried out discussion activity build on each other’s ideas and offer each other suggestions. Discussions are similar to brainstorms in that students’ collective knowledge is pooled and shared for the benefit of the group. ACCOUNTING is the process of measuring, processing and sharing financial and other information about businesses and corporations. Accounting is one of the most important things a business does. A bookkeeper or accountant may do it in a small business or by dozens of people in a large organization’s finance department. The reports made by different types of accounting like cost accounting, financial accounting and managerial accounting.

The operations, financial status and cash flows of a large organization over a certain time period are summed up in the financial statements. These are short reports after incorporating

all the transactions based on hundreds of individual financial transactions. So, on top of years of schooling and hard tests, all accounting credentials require a certain number of years of real-world accounting experience. The balance sheet, income statement and cash flow statement summarize all financial transactions that occurred within a specific accounting period. The process of preparing interim and annual financial statements is called financial accounting. Most businesses have their annual financial accounts audited by an independent CPA firm. Certain entities such as publicly traded corporations, are required to undergo audits.

Castillo said PAF crash investigators would look extensively into these factors in the coming days or weeks.

She noted that while the remaining SF-260TPs would be grounded while the investigation is ongoing, the PAF has sufficient aircraft at hand to conduct close-air support missions.

As of this time, Castillo said, the PAF has four remaining SF260TPs in its inventory.

She, however, noted that more training versions or models of the aircraft are being used in basic training and flight schools.

The ill-fated SF-260TP took off from the Maj. Danilo Atienza Air Base in Sangley Point, Cavite City to perform a recurrency/ training flight at about 10 a.m. on Wednesday.

The PAF said the aircraft was seen descending on a field in Pilar, Bataan at about 10:40 a.m. where it eventually crashed.

The SF-260TP is a highly maneuverable and fully aerobatic basic trainer aircraft of the PAF that serves as a light attack combat aircraft. It was used during the Marawi Siege and various combat missions of the PAF.

It is capable of performing close air support, battlefield air interdiction, aerial reconnaissance, persuasion flight, armed escort, maritime patrol, air cover, flare drop, forward air controller, and aerial demonstration.

“The PAF enjoins the public to join us in condoling with the bereaved families as we further request to refrain from spreading unconfirmed/unofficial news and pictures about the incident. The PAF assures that all necessary aid, assistance, and support will be provided to them,” it added.

Fallen pilots identified

Castillo identified the fallen pilots as Capt. Ian Gerru Pasinos, the pilot-in-command, and Capt. Jhon Paulo Ong Aviso, co-pilot.

Pasinos is from Cagayan de Oro City while Aviso is from Zamboanga. Both pilots are recipients of Gold Cross Medals for gallantry in action in different air combat operations to include the military offensives against the dreaded Maute Group during the Battle of Marawi.

Retooling Employees on Administrative Skills in the Workplace

AS many businesses think through and recast their strategies and business models, it is equally important to recognize that, as business models shift, so must the DNA of the teams tasked to deliver against the change.

The COVID-19 health crisis has given rise to different work modalities. Part of the workforce hunkered down at home, essential workers had to remain on site, while others adopted a hybrid work model early on.

Because of this, many organizations were forced to redesign their current processes to fit this new “phygital” reality where, physical and digital ways of working needed to co-exist and work together to ensure business continuity. In addition to new ways of working, new roles emerged, some roles became mission critical to business continuity, while others had to be reassessed based on the new reality.

Aside from the day to day ways of working, there was also a redefinition of leadership roles. In The new landscape, line managers and team leaders became even more critical in the shaping of the culture. The need for quick action and agility, gave rise to a more empowered and collaborative middle management team and technology enabled communication reduced the power distance as leaders became more accessible and could communicate with the wider organization in a meaningful way.

In the immediate term, the initiatives implemented to enable teams to manage this change were effective to ensure the workforce remained productive. But, as new work modalities emerge, it will be necessary for leaders to also redefine the employee of the future and the DNA necessary to survive and thrive in this new work landscape.

Education and philosophy

EDUCATION has long been ignored by contemporary philosophers. That is a myopic view that must change.

You might think it obvious that any list of topics worthy of sustained philosophical investigation would include education, along with mind, knowledge, language, morality and so on.

Education, one would think, is a subject-matter of immense practical, real world import that invites philosophical reflection, and that reflection in turn promises to illuminate not just education itself but some of philosophy’s most enduring questions. However, hardly any contemporary philosophers see things this way. Of course, most philosophers today work in institutions of higher education, and many take their teaching seriously and do a good job of it.

So, they care about education in that sense. They just don’t think that education matters as a subject of philosophical inquiry, and moreover, they take a rather dim view of those of us who do.

So let me spell out why exactly education should matter to philosophy. The reason is that education makes us what we are. Human beings do not enter the world with their rational powers ‘up and running’. Those powers are actualized in the child in a process of formation, or education in the broadest sense.

This occurs through the acquisition of natural language and the conceptual structures embodied therein, through initiation into styles of thinking and reasoning, and the assimilation of communal practices that.

First, is to be aware of how scammers victimize people. This can be through SMS phishing or voice phishingwherein attackers attempt to get OTPs or passwords via different strategies. Block numbers that send spam or call asking for personal information. This puts our mobile numbers out of attackers’ range. Never share your password or one-time pin (OTP) as a reply to a random message. Be very suspicious of calls, e-mails, SMS, or social media messages asking for this information. Moreover, only input your password or OTP in official and legitimate websites and platforms.

Also, don’t click links that are suspicious. Always be wary of links that you receive via text from unknown numbers.

Once the law comes into full effect, the SIM Registration Act will enable authorities to more easily identify a mobile user engaged in online fraud in the country, thus will effectively curtail scam activities that have since been a problem in the Philippines. Efficient implementation of the law and its provisions are essential, especially as there were privacy concerns raised.

Both the government and the private telcos who have access to personal information, must guarantee security and proper use. As for us mobile users, let us do our part and ensure that we register, while remaining vigilant and hopeful that this new law brings about a safer connected space for all of us.

“Even if the rebels are hiding in the deep mountain gullies, the drones can spot them. The technology has improved that much,” Uy said.

The Philippine Air Forces operates from the Lumbia military airbase here light plane-sized unmanned aerial vehicles (UAVs) it acquired from Israel.

One of those drones, the Hermes 900 built by Elbit Systems, crashed near a popular resort in Baungon town in neighboring Bukidnon province last May 28, 2022.

Uy said information from the UAV helped the military to launch military operations against the NPA rebels operating in Misamis Oriental.

He said the military operations have crippled the strength of the NPA rebels from four platoons to one.

“At some point the rebels numbered around 100 armed fighters. Now they are downed to 20 to 25 fighters and we are hunting them wherever they are,” Uy said.

The military presented to the Misamis Oriental Provincial Peace and Order Council last Tuesday eight NPA fighters who surrendered because of the relentless military operations.

“We were always on the run. We subsisted on root crops because our food supply line from the villages were disrupted,” said Jorinelle Remadavia, alias “ Rambo,” an NPA political officer and one of the eight rebels who surrendered.

Remadavia said they slept in the mountain gullies by slinging their hammocks on trees to avoid military patrols.

“We lost the political will and I decided to surrender and go back to my family,” he said.

The operation yesterday involved several units of BIR-16 namely the Regional Investigation Division, the Legal Division, Revenue District 98 based in Cagayan de Oro City and Revenue District 101 based in Iligan City.

Overall, there were 368 stores in Luzon, Visayas and Mindanao that were raided yesterday morning upon orders of BIR Commissioner Romeo Lumagui Jr. It is estimated that P50 billion in revenues is lost to the illicit tobacco trade in the country.

She added that Marcos is considering the adoption of anti-smuggling measures being implemented by other countries.

“It might be helpful to look into successful approaches being employed by several countries, the President said, and apply them to the Philippines,” Garafil said.

Marcos has repeatedly said digital transformation is a key driver for long-term development and the economic transformation of the post-pandemic global economy.

On Jan. 12, Marcos met with the Private Sector Advisory Council (PSAC) to discuss ways to address rampant smuggling in the country.

Jude Gatimondoc , Kadasig label manager and one of the founders of the Visayan Pop Music Festival ( Vispop ), commissioned the remix by XYNTHESIZE as an anthem/soundtrack for the post-festival documentary of the 2023 Vispop Music Festival , headlined by local artists Kurt Fick , TJ Monterde , and Ferdinand Aragon , held January 11, 2023 at The Terraces, Ayala Center Cebu.

Vispop is a Cebuano national songwriting campaign and competition for pop

music compositions launched in Cebu City, Philippines on 2012. The competition is under the auspice of Artists and Musicians Marketing Cooperative (Artist Ko). From 20132017, it was staged in cooperation with the Filipino Society of Composers, Authors and Publishers (FILSCAP).

Vispop’s winning entries became hits in various regional FM radio stations, even those in nonCebuano speaking

localities. Vispop later became a catch-all term for songs produced from the contest and contemporary Cebuano music.

XYNTHESIZE posted a video of his progress on social media which was immediately seen and encouraged by Oh! Caraga , motivating him further to finish the demo. Gatimondoc accepted the demo and provided the multi-tracks needed to complete the project.

Rome mastered the remix, and after the contract singing the remix was released last January 10.

Cebu’s contemporary hit radio, Y101 FM premiered the Ipanumpa Ko’s Festival Mix , and it was later featured and topped Spotify’s editorial playlist, New Music Friday

Philippines

When the remix was aired during the recent Sinulog Festival Week , it soared high on the city charts, peaking at #2 in Cebu, #3 in Cagayan de Oro, and #4 in Davao on Spotify’s Local Pulse.
