– The registration for the subscriber identity module (SIM) cards will be extended for another 90 days or until July 25, Justice Secretary Jesus Crispin Remulla announced on Tuesday.
However, after the original April 26 deadline, subscribers will have limited access to services until they finally register.
“Most of the services will be cut off with the telcos (telecommunications companies). So, there will be a social media unavailability for those who do not register in the next 90 days,” Remulla said in an interview after attending a Cabinet cluster meeting.

PH daily average of Covid-19 increases by 32%

MANILA – The country’s daily average of new coronavirus disease 2019 (Covid-19) cases increased by 32 percent from April 17 to 23, the Department of Health (DOH) reported Monday.
The agency posted 450 daily infections from 341 recorded between April 10 to 16.
Additionally, there were 3,148 new cases and five verified deaths in the recent week.
The tally of severe and critical infections went down to 345 from the previous 356 during the same week,

– The city government here is targeting to boost the agri-production and excitement of the residents and visitors in its MangoBamboo Festival.
The festival that will kickoff on April 25 and will run until April 29 will showcase the agri-livestock cooperatives exposition.
“We would like to address the concerns of agrobusinesses at the same time rekindle the excitement of the people on the festival,” said Mayor Julier Resuello in an interview on Monday.
Although there was a festival last year, it was still restricted by the pandemic.
“We had one last year but it was not as grand or long as this year’s festival since we were still at the height of the pandemic and also it was during the election period,” he said.
Resuello admitted that the city’s mango industry has not yet returned to its former glory since it was hit by a typhoon and pests.
He recalled that in 2009, a typhoon brought down 60

“We have been coordinating with the Department of Agriculture. We are hoping there will be more research on the breed of mango in our city that is unique in taste and quality and also to address pests on mango trees,” he said.
San Carlos City is also known for the abundance of bamboo in its locality. With this, residents resorted to making Bahay Kubo, or huts made of bamboo for resorts and residential areas.
Among the activities for the festival are a Thanksgiving Mass, the Gamefowl Expo, Bamboo-han ed Baley,
the Mango-Bamboo Festival Street Dancing Competition, the Cancionan ed Plaza, and the Miss San Carlos 2023 pageant.
Tourists may also opt to visit the city’s Minor Basilica of Saint Dominic De Guzman Parish Church, bamboo hut factories, and local restaurants and businesses. (PNA)

Equity involves initiatives that would cater the disadvantaged school-age children, youth and adults. Quality is about providing learners from K-12 with the attainment of complete basic education with life’s skills. The last pillar which is the newest is resiliency and well-being. In this aspect, learners are to be equipped with their rights and responsibilities as individuals and as society members. Surrounding these four pillars are enabling mechanisms-governance which include modern, efficient, nimble, and resilient governance and management processes. Under Systems Management, DepEd specifically mentioned the Management of Teachers’ Professional and Career Development. It is delighting to know that the agency continues to prioritize the capacity building of teachers and learning facilitators. Hence, among the issues to be addressed include the quality and quantity of teachers, more focused teachers’ instruction time, and learning resources, among others. I strongly believe that if these three issues are efficiently addressed, the four pillars will be realized. Quality
teachers may be characterized for being competent in their assigned learning areas and being able to handle learners’ vulnerabilities in academics and behavior. These teachers may be considered committed, proactive, and joyful teachers who are able to radiate their positivity to the learners especially those who are in difficult circumstances. If one is joyful, he/she can think of diverse and appropriate teaching strategies and learning materials to make the class more engaging and transforming. As a result, the learners come to school inspired to learn and go home to their families bringing the knowledge and skills from school. Somehow, their school experiences can also influence their families and communities. Our leaders usually capacitate teachers through training and seminars. But sometimes, the gained strategies are not translated to the classrooms due to limitation of instructional time. Lack of classrooms, laboratories, and facilities contribute to this problem. Moreover, some learning areas have more competencies that teachers must catch up with the given the limited time. Lastly, teachers are challenged with the school forms and other reports that they must submit on time. Nevertheless, I suppose, these challenges are already identified. With the resiliency and well-being that we aimed to provide to our learners, we hope that the mechanisms would eventually affect our teachers’ resiliency and well-being as well so that we can give our best to our learners.

As Earth Day (April 22) is fast approaching, I cannot help but remember the late Chieftain of the Higaonon Tribe of Cagayan de Oro, Datu Fausto Orasan known as Datu Sandigan who in 2014 was brave enough to stop illegal mining in the upland of Cagayan de Oro perpetuated by illegal miners from China who were just carrying tourist visa. These well-armed illegal Chinese miners were arrested with high powered guns through the efforts of Datu Sandigan but was shot to death one Sunday morning. Until now, no killer has been arrested. Datu Sandigan was our strong ally before when we were barricading logging trucks and continued his passion to protect God’s vanishing creation against the well-armed illegal miners, working with us as volunteer in Task Force Kinaiyahan that I then led in enforcing Writ of Kalikasan issued in 2013 by the Court of Appeals. Datu Sandigan had been telling me that he was never afraid to give up his life to protect Magbabaya’s vanishing creation, telling me then that “protecting God’s vanishing creation is for him, the highest form of worship.”
It is res ipsa loquitor (the
thing speaks for itself) that indeed the amazing beauty of nature is the reflection of the Unseen Being, the manifestation of the Creator called God. Questions were asked whether the portrayal of the image inside the church that we give high reverence to is just the imagination of Leonardo da Vinci, the painter? Isn’t it that creation is a reflection of the Creator? Yes, the Indigenous Peoples are correct in protecting God’s vanishing creation as the highest form of worship and are even willing to give up their lives to stop the continuing plunder and exploitation of the ecosystems for greed and profit. To stop the further onslaught of the forest ecosystem and to save all the flora and fauna, they took direct actions through human barricades lying on the streets and dared the 50 10-wheeler logging trucks passing every night to run over them. The same love and compassion were shown by the environmentalists in India when every time loggers would attempt to cut down trees, they would run to the forest to embrace the trees and would shout that the axe first pass their backs before cutting the trees. That is simply the effect and consequence of being a Christian who is supposed to be like Christ and to share his mission of evangelizing and redeeming everyone. We also have to apply to ourselves those words Christ told his apostles: “As the Father has sent me, so also I am sending you.” (Jn 20,21)
Evangelization is an integral and indispensable part of the whole mission of Christ --the redemption of mankind. While it may immediately concern itself in the transmission of the doctrine of our faith, it cannot go alone without being vitally and organically connected to the other aspects of human redemption.
It should not be understood simply as a matter of giving talks, classes, homilies, and the like. It should not be understood simply as a matter of transmitting the doctrines and truths of our faith. We have to understand
that truth is not simply a matter of doctrine. It has to involve the whole of human life. It just cannot be ideas. It has to be life itself.
We need to understand that evangelization is the transmission of Christian life that obviously involves doctrines that affect all our life. It should not just affect us intellectually or emotionally. It has to affect our whole life, our whole being, to such an extent that we get transformed into another Christ as we are meant to be.
As a consequence, for us to evangelize, we should feel the seriousness of Christ’s words commissioning us to go to the whole world and to preach the gospel. We should not just do evangelization purely as a human initiative. It is Christ who commands us to do so. We have to spend time to process this truth about evangelization in our mind and heart.
Then we obviously need the grace of God who actually gives it to us abundantly. The challenge is how we are corresponding to that grace. Do we study the gospel and
the doctrines contained in it? Do we internalize them, making them flesh of our flesh and the spirit that animates our soul?
As an effect, a certain zeal to evangelize should develop in us. Do we feel the urge to really go out, meet people and talk with them, eager to edify them with our words and example? For this, we should be willing to make all kinds of sacrifices. And to carry out this duty, do we find ways that are adapted to how the people are?
We need to see to it that when we talk with the people, we manage to be in the same wavelength. 100 ex-rebels formally yield to gov’t in Ormoc City

TACLOBAN CITY – A total of 100 former members and staunch supporters of the New People’s Army (NPA) formally surrendered to the local task force to end local communist armed conflict (ELCAC) in Ormoc City after years of engagement in the armed struggle.
Commander of the Philippine Army’s 802nd Infantry Brigade, Brig. Gen. Noel Vestuir, said in a phone interview Tuesday that the former rebels, who have lain low since last year, took an oath of allegiance to the Philippine government.
The formal surrender was held during the founding assembly of the Ormoc Integrated Peace and Development Workers Fed -
eration (OIPDWF) at the Ormoc City Superdome on Monday, witnessed by members of the regional and city ELCAC.
Of the 100 surrenderers, nine were former NPA combatants, 13 were members of the Communist Party of the Philippines (CPP), 21 used to be members of the Milisya ng Bayan, 53 were affiliated with the NPA’s underground mass organizations, and four were mass supporters.
These former rebels are residents of remote Liberty and Gaas villages in Ormoc City.

Globe blocks 1.1B scam, spam messages in Q1
Leading digital solutions platform Globe blocked close to 1.1 billion scam and spam messages in the first quarter of 2023, complementing government efforts against online fraud bolstered by the SIM Registration Act.
With the heightened campaign against scammers and the push for SIM registration, Globe has booked a five-fold jump in blocked unwanted and unsolicited messages from 217.31 million recorded in the first quarter of 2022.
Likewise, blacklisted SIMs from Globe’s Stop Spam portal soared to 22,455 from January to March 2023 compared to only 1,812 in the same period last year. Globe also deactivated 647 SIMs, of which, 610 were involved in sending scam or fraud messages, while the remaining 37 were used in sending spam messages.
The portal allows customers to easily report mobile numbers responsible for spam/scam messages and calls. Subscribers just need to upload screenshots of the spam or scam messages and

As an industry first, Globe started blocking SMS with clickable URLs in September 2022 in response to the growing concern over the escalating scam and spam messages, particularly those containing the mobile users’ full names.

SIM users now have 90 more days to register after the original April 26 deadline was extended. Globe again calls on its subscribers to quickly take advantage of the extended time and not wait for the last minute to register to avoid deactivation of their SIMs.
“The government has given SIM users a full three months more to register their SIMs. We would like to appeal to our customers to register their SIMs as soon as they can. Organ donation awareness pushed in Davao City

DAVAO CITY – More should be done to create public awareness on organ donation and help patients extend their lives, a government physician here said Monday.
Dr. Ma. Theresa Bad-ang, nephrologist and head of the Southern Philippines Medical Center-Human Advocate and Retrieval Effort, however, said that “people inside the hospital” should be the first to know everything about organ donation.
“Organ donation should be known first thoroughly by doctors and nurses in the hospital before the public so that it will succeed,” Bad-ang
said, adding organ donation should only be done following the consent of a family member of a “brain-dead” patient.
“We cannot do organ donation if the patient is not dead. The public should know that when you are brain-dead, you are legally dead, and you can donate your organs as long as your family will agree to it,” she said.
Bad-ang underscored the role of the media to boost organ donation, describing the press as "a powerful tool" for people to support the campaign.
“We want to educate them because they are our part-
ners. Without them, people will have a difficult time understanding the benefits of organ donation,” she said.
She assured donors that their bodies will not be "desecrated or mutilated" and instead be treated with "utmost care."
She also urged the people who have signed up for organ donation to inform their families, especially those who are driver’s license holders, that they are donors.
Bad-ang said that on average, they are able to identify at least 30 donors every month.
The primary challenge, however, is getting the families to give consent. (PNA)

CAMP SIONGCO, Maguindanao Norte – A bombmaker of the outlawed Bangsamoro Islamic Armed Forces (BIFF) was killed in a shootout with authorities during an operation in Shariff Saydona Mustapha town, Maguindanao del Sur province over the weekend.
In an interview Monday, Lt. Col. Udgie Villan, the Army’s 33rd Infantry Battalion acting commander, identified the slain rebel as Datu Guibo, an alleged BIFF bomb maker-cum-courier.
Villan said joint forces of 33IB and Provincial Police Mobile Force Company were to serve a warrant of arrest for various offenses to Guibo last Saturday when fired upon by the suspect’s group.

74 wanted persons fall, 22 NPA rebels yield in Caraga Region

BUTUAN CITY – The con-
duct of a six-day Simultaneous Anti-Criminality Law Enforcement Operation (SACLEO) in the Caraga Region has resulted in the arrest of wanted persons, the Police Regional Office (PRO-13) said Monday.
In a report, the PRO-13 said the SACLEO conducted from April 18 to 23 also led to the surrender of 22 communist New People’s Army rebels in the region.
Of the 74 wanted persons apprehended, 23 are considered as most wanted in the region, provincial, city and municipal levels,
the report said.
At least 51 other wanted persons fell into the hands of police authorities during the intensified law enforcement operations, it added.

The Department of Information and Communications Technology (DICT) should also look into the continuing proliferation of spam messages despite the ongoing SIM registration, she said.
Meanwhile, two days before the SIM card registration deadline, the DICT and its attached agencies met with officials from the country’s three public telecommunication entities (PTEs) – Globe, Smart, and DITO – to discuss concerns on the implementation of RA 11934.
In a statement, the DICT said it exchanged views with the three firms on ways to resolve some issues faced by the registrants, such as barriers in obtaining government-issued IDs and documents, and improvements in the SIM registration process.
Only one of the 17 accepted government-issued IDs and documents is needed to proceed with the registration, the DICT said.
"The possibility of extending the SIM registration period was also discussed during the meeting. We advise everyone to await the official announcement of the Department on the matter," the statement read.
Filipinos are encouraged to register their SIM cards before the deadline.
"The increasing number of registrants in the past
few days is a clear indication that Filipinos share the desire to eradicate online and text scams once and for all," the DICT said.
RA 11934, which was the first measure signed into law by President Ferdinand R. Marcos Jr. on Oct. 10, 2022, aims to fight scams being made through text and online messages.
On Dec. 27, 2022, the 180-day SIM card registration began and was supposed to end on April 26, 2023.

200,000-hectare ranges that have massacred all the flora and fauna that were living in the forest ecosystem for millions if not billions of years? Why have we allowed the massive destruction of all the ecosystems be forest, agriculture, rivers, seas and land?
These ecosystems were once upon a time the home of billions of flora and fauna that have already been massacred by the most flawed species called the Homo Sapiens through the sins of commission or omission. While we were there kneeling inside the church, all of these horrible crimes against nature had been going-on without let up, doing nothing while all the billions of species, i.e., birds, fishes, animals, etc. crying in anguish as they were being phased-out from the face of the earth. Ah, is it because their problems are not our problems? Well, it is now because the number one law of nature is that everything is inter-connected. What evil done to nature will sooner or later come back to us. How many thousands have died, rendered homeless and hungry every time nature strikes back? Don’t you know that our country is the fourth hardest hit country in the world on climate change and as declared by thousands of concerned scientists, humanity is now in a planetary emergency described as just “one minute before midnight.”
So much destruction had already happened world-wide due to nature’s wrath as GAIA (Mother Earth) is now facing its 6th extinction due to climate change. At a time when a quarter of the world’s population is threatened with starvation due to the erosion of soil fertility, water and genetic diversity, chasing the mirage of unending growth and wrong development paradigm ruled by one percent regime of global corporations becomes a major source of genocide. Indeed, the people and the environment are being sacrificed to the alter of greed
and profit by the world’s elites and oligarchs. Killing people through the destruction of nature is an invisible form of violence which threatens justice, peace and survival. This destruction is described by environmentalists as the Third World War, “a war waged in peacetime, without comparison but involving the largest number of deaths and the largest number of soldiers without uniform.”
Despite such truism, climate change denialism remains rampant. We must now advocate attention to the “web of denial,” a network of think tanks and from groups that had execute “a colossal political scheme” to deceive the public about climate change, and to halt climate action, as shown during the Conference of Parties (COP26) on climate Change attended by some 200 world leaders in Glasgow, Scotland. That insane ideology called corporate globalization in connivance with mainstream media and religious fundamentalists to hide the truth must now be debunked if we have to stop our accelerating drive towards the Earth’s 6th extinction. Perhaps, the pandemic is a wake-up call as no one seems to care.
I am not surprised as indeed humanity now is so deeply buried in unbridled consumerism and materialism and false religious belief amidst morale collapse and religious apathy. A new consciousness must now dawn upon human beings who have been created in the image and likeness of God but have reduced the image of God to his own image. That Consciousness is based on the oneness and sacredness of all of God’s creation. Indeed, we are all one with nature, connected to the Ocean of Consciousness, the Formless, the Unseen Being. Thus, connect with the Great Stillness of Nature – the trees, flowers, the birds and even with the stars and not with that painting which is just an imagination of the painter. AN experimental study in China has found that administering a single dose of testosterone gel to healthy males improved how quickly they learned to perform pro-social tasks compared to the group that received placebo.

DHSUD – SHFC, RGJ and LGU Tagoloan break ground for P14-B housing projects
DHSUD Regional Director Ariel B. Abragan together with SHFC President Frederico Agustin Laxa graced the groundbreaking ceremony of Valley View Townships at Tagoloan, Misamis Oriental last April 2, 2023.
This 14-billion project aims to cater the 10,400 family beneficiaries to be determined by the Local Government of Tagoloan. Among these beneficiaries are the workers of the PHIVIDEC Industrial Park.
As one of the projects under the Pambansang Pabahay para sa Pilipino Program (4PH) of President Ferdinand “Bongbong” Marcos Jr., and DHSUD Secretary Jerry Acuzar, the Valley View Township envisions to materialize these goals by using mixed-use development in maximizing available land resources to address the housing backlogs in Misamis Oriental and provide a comfortable and sustainable home for the people of Tagoloan.
Tagoloan Mayor Nadya Emano-Elipe together with RGJ Realty Corporation partner with DHSUD – SHFC in the construction of Twenty Five (25) 13 storey-buildings, each of which will rise in the said locality.
