Marcos says DSWD working 24/7 to assist poor, disadvantaged

MANILA – President Ferdinand R. Marcos Jr. on Thursday assured Filipinos that the Department of Social Welfare and Development (DSWD) and other concerned agencies are working 24/7 to respond to the needs of the poor, vulnerable, and disadvantaged during and beyond the holidays.

PCUP eyes more livelihood programs for urban poor in 2023

MANILA – The Presidential Commission for the Urban Poor (PCUP) on Thursday bared its plan to implement more livelihood programs for the urban poor in 2023.

This came after PCUP chairperson, Undersecretary Elpidio Jordan Jr., emphasized the need to push for more livelihood projects to empower the urban poor communities.

Merry Christmas and a prosperous coming new year 2023 Bulacan farmers get land titles from DAR

CITY OF SAN FERNANDO, Pampanga – The Department of Agrarian Reform (DAR) distributed agricultural lands to 19 agrarian reform beneficiaries (ARBs) in Bulacan on Wednesday.

The distribution of emancipation patents (EPs) and certificates of land ownership award (CLOAs) to qualified ARBs covered a total area of 10.2583 hectares.

The farmlands are in the villages of Tibagan, Labne, and Tartaro, all in San Miguel town and in Barangay Minuyan in the City of San Jose Del Monte.

Provincial Agrarian Reform Program Officer II Geraldine Yumul said on Thursday this is a Christmas gift for the selected ARBs who were composed of 17 men and two women.

“We are glad to see the happy face of the ARBs,” Yumul said in an interview, noting that the move would be a big boost in the lives of the

farmers in the province.

She urged the beneficiaries to value the land awarded to them by DAR.

“We are encouraging the ARBs to make their landholdings productive and not to sell their lands for the future of their children,” she added.

Yumul also urged the ARBs to plant more crops so that “they

could contribute to the food sufficiency and security of the country.”

Last Nov. 16, the DAR also granted EPs and CLOAs to 28 agrarian reform ARBs in the towns of San Miguel, San Rafael, San Ildefonso, Baliuag, Pulilan, Calumpit, Marilao, Bulakan and Balagtas, covering a total area of 25.5131 hectares. (PNA)

“Fame, power & wealth, these are meaningless, utterly meaningless” as uttered by King Solomon in Ecclesiastes. Coming from a known powerful King himself, such utterance has deep bearing that should spark a light in the world of the mundane to awaken a humanity that is deeply buried in the darkness of unbridled materialism and consumerism, Indeed, so glaring is the truism that the homo sapiens’ are giving high veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities. The lethal combination of poverty, gross inequity, social injustice, oppression, corruption, morale collapse and religious apathy amidst spiritual denigration has put humanity in the precipice of its 6th extinction. As a countervailing measure, a paradigm shift for social transformation has become imperative with a sense of urgency.

Such is being exemplified by no less than the parish priest of Malinao, Kalilagan, Bukidnon whose spiritual leadership is one to liberate the poor and the

oppressed from so much poverty and oppression.

Reverend Father Nelson Madlos known as “Father Undoy” is a young priest who is not only focusing on his ministerial duty as a parish priest to spread the gospel and advance the essence of Christianity towards divinity through prayers, masses and rituals. Most amazingly, he courageously supports the parishioners’ social actions and strong advocacy for social justice against oppression and corruption as the liberating force against extreme poverty.

Fr. Undoy has heard the cry of the his parishioners in Sitio Kibaritan with some 600 farming families whose community is being transformed into a military reservation based on the unjust claim that the 195 hectares which the farmers have been tilling in the past 50, 60 and even 70 years is part of the 42,000 military reservation which is the 2nd biggest military reservation in the whole country. Such declaration is contrary to the stand of honorable Mayor Raymon Charl Gamboa who is strongly attesting that the claimed area has

We are children of God

WE HAVE to develop the awareness and the conviction that we are truly God’s children, meant to share his life, since we have been created in his image and likeness. Despite the tremendous disbelief this truth of our faith tells us, we just have to do whatever we can to achieve that awareness and conviction and so to act and live accordingly.

This truth of our faith is highlighted in the prologue of the Gospel of St. John where it talks about how things were at the beginning of time when God in all his eternity decided to create man. Despite the human arrogance to reject God, God did not turn his back on all of us.

As the gospel narrates, “He (Christ) came to what was his own, but his own people did not accept him. But those who did accept him he gave power to become children of God, to those who believe in his name, who were born not by natural generation nor by human choice nor by a man’s decision but of God.” (Jn 1, 11-13)

This basic truth of our faith about ourselves behooves us to develop what may be called the spirit of divine filiation, precisely the belief that we are God’s

children. We need to develop this spirit of divine filiation. While it’s a result of divine grace, it’s also something we have to work out. We need to load ourselves, to borrow a mobile-phone term, with a boosting awareness that we are God’s children.

We can go to the extent of psychologizing ourselves into it, repeating the expression until it becomes our breath and heartbeat and drives our stream of consciousness, enabling us to go deeper into its meaning, to instill its character into our thoughts, will, feelings and deeds.

This certainly would not just be a psychological exercise, for it is based on something real, not invented, though it’s a reality that can be accessed not so much by our senses and our reason alone as by our faith.

This point, I believe, is worth reiterating. It is what truly grounds us to the foundation of our life and nature, giving us the meaning and purpose of our existence. It’s a source of joy, confidence and serenity. It tells us what our filial rights and duties are.

More importantly, it tells us who we are and gives us an abiding sense that we are never alone, or worse, just on our own. It fills us with the conviction that we

long been a community with an elementary school, a chapel and a day-care center, thus, so dangerous for such declaration. But the Mayor’s declaration has been utterly disregarded.

The firing of cannons at dawn from 3am to 7am has created so much phobia to the community especially to the children who are shouting in fear and some decided not to go to school anymore. The non-stop firing of guns (M16) and the blasting of cannons are continuously instilling fear and havoc to the children as they would recall that horrible incident which happened on March 25, 2016 when three children were victims of the blasting of an UXO (Unidentified Explosive Ordnance). So painful to see a father of the two of three victimchildren shouting in tears while gathering the blasted organs of his children as the dogs were also running for the blasted parts.

What is so horrible is the red-tagging of the inhabitants as it is the contention

are children of God, that no matter what happens God will always be with us unless we reject him.

In other words, our life, whether considered in its purely natural aspect or in its supernaturally oriented spiritual dimension, that is, particularly our Christian life, is by definition a shared life.

I think we need to be reminded of this fundamental truth about ourselves, since there are now many tricky factors around us that tend to undermine this important character of our life. They make us think our life is just our own.

It’s heartbreaking to see that because they don’t have this sense of divine filiation, many souls fall into what we may call as Dickensian Great-Expectations syndrome, where one feels he is succeeding and prospering in life when in reality he is being impoverished and corrupted inside.

But I must also confess that I’ve met a good number who, precisely because of their faith and simplicity, enjoy the true blessings of this spirit of divine filiation./PN

9. In December 2020, petitioner intended to perform Hajj in 2021. As such, he secured all the documentary requirements set by the Department of Foreign Affairs (DFA) for the issuance of the Philippine passport;

10. In January 2021, petitioner secured a copy of his birth certificate from the PSA. However, he was surprised when he discovered that his name therein is ALFATTAH ABDULJABBAR PACALNA and not ALFATTAH NOROL PACALNA , and his date of birth is June 10, 1989 not June 10 1990 . In support thereof, attached is a photocopy of his Certificate of Live Birth under Registry No. 99-226 issued by PSA marked as Exhibit “G” and made an integral part hereof;

11. The truth of the matter is that ABDULJABBAR is the name adopted by petitioner’s father as the latter’s Haj name after he performed Hajj. It has been a tradition among Muslims and Maranaos that children adopt the first name of their father as their surname. As such, the entry in the birth certificate is alfattah abduljabbar pacalna to signify that Alfattah is the son of Abduljabbar Pacalna;

12. Petitioner has been reflecting the surname of his mother NOROL as his middle name and the surname of his father PACALNA as his surname in accordance with the Civil Code of the Philippines;

Before this Court is a verified petition for correction of the erroneous birthdate from April 20,1994 to April 26, 1998 in the Certificate of Live Birth of NASPIAH ANTON ABDULHALIM under LCR Registry No. 2018-500 as entered in the records of the local civil registrar of Madamba, Lanao Del Sur, Lanao Del Sur, which reads in part:

1. Petitioner is legal age, Filipino, single and a resident of Madamba, Lanao del sur where she may be served with notices and other court processes;

2. Respondent City Civil Registrar of Madamba, Lanao del sur is the custodian of all records of birth in Madamba whose office is located at the Municipal Compound, Unayan Proper, Madamba, Lanao del sur where he may be served with summons and other court processes;

3. Respondent civil registrar general of the Philippines Statistics Authority (PSA) is impleaded as the central custodian of all records of birth in the country and may be served with notices, order and other court processes at the PSA, NSO Building, East Avenue, Diliman Quezon City;

4. Petitioner was born on April 26,1998 to spouses Abdulhalim Kairan Alawi and Emma Sangcopan Anton in Uyaan Proper, Madamba, lanao del Sur;

5. The fact of her birth was belatedly registered with respondent LCR in the year 2018 under certificate of live Birth (COLB) with registry no. 2018-500, attached as Annex “A”. However, the birth date was erroneously entered;

6. In the mentioned COLB, the date of birth was entered as April 20, 1994, however, the correct entry should have been April 26 ,1998; 7. The petitioner had been consistently using his birthdate April 26,1998 in all records and as proof thereof, the following are hereto attached and marked as; 8. Petitioner is left with no recourse but to seek judicial remedy for the correction of the erroneous birth date shown in her COLB pursuant to Rules of court; 9. This petitioner is filed without the slightest intention to defraud or prejudice the government or any private entity, its ultimate purpose being to correct the erroneous entry as appears in the public records of the civil registry and thus make it reflective of the petitioner’s correct birth date April 26, 1998 as appears in all her other official records. The Local Civil Registrar of the Municipality of Madamba, Lanao del Sur and the Civil Registrar General or any person or party who has an interest in the petition, may file his /her opposition thereto within fifteen (15) days from notice of this petition or from the last day of publication of this Order.

Further, let this order be posted for fifteen (15) days prior to the date of hearing in the bulletin board of the local civil registrar of the municipality of Madamba, Lanao del Sur and the Bulletin Board of this Court, also at the expenses of the petitioner.

The petitioner is directed to notify this Court of the publication of this order not later than three (3) days before January 12, 2023.

BUTUAN CITY – An invention by an Agusan del Norte resident won an international award during the 3rd ASEAN (Association of Southeast Asian Nations)India Grassroots Innovation 2022.

In a statement on Thursday, the Department of Science and Technology in the Caraga Region (DOST-13) said the Multi-Purpose Fiber

Stripper of Pablo Petalcorin was awarded 1st runnerup during the grassroots innovation competition in Cambodia on Dec. 19-21.

DOST-13 said the event in Phnom Penh served as a venue for government leaders, grassroots innovators, the academe and students to promote innovations in science and technology.

“The event strengthened entrepreneurship in science

and technology innovations as it was also participated by the business sector," it said.

Sharing experiences and best practices on grassroots innovation was also facilitated among the participants during the event.

Seminar sessions and exhibitions of grassroots in-

novations were also featured during the gathering.

DOST-13 assured it will work further to strengthen grassroots innovations by encouraging groups and individuals, including the students, to pursue and develop science and technology inventions at the local or community levels. (PNA)

To orient the students as well as the learners in the conduct of the classes in the new normal, Esperanza National High School and Esperanza Senior High School, as one learning community, gathered the students together with their parents for the conduct of the limited face-to-face classes orientation on April 13, 2022.

In the said activity, the junior high school parents and students conducted their orientation in the morning, while the senior high school had it in the afternoon.

Hundreds of participants joined while health protocols are followed per IATF regulations.

WHEREAS, Complaint reads: C O M P L A I N T (With Urgent Prayer for Issuance of Writ of Possession)

Plaintiff, National Grid Corporation of the Philippines (NGCP), by counsel, respectfully states that:

1. Plaintiff is a private corporation created and existing under Philippine laws, -with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the afore-mentioned principal office.

2. Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines.

3. Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws.

4. Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest.

5. To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP), integral part of which is the KOLAMBUGAN-LALA 20kV TRANSMISSION LINE PROJECT (Project).

6. The said MVIP of NGCP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance (EPNS) pursuant to R.A. 7638 of DOE Act of 1992, as amended, entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017, as evidenced by the Certification dated 8 May 2018 issued by the Energy Investment Coordinating Council. It is targeted to be energized by December 2020.

7. Defendant ILUMINADA GENOBATEN-ESPINAS, is of legal age, Filipino and with last known address at Brgy. Kulasihan, Kolambugan, Lanao del Norte where she may be served with summons and other processes of this Honorable Court. However, if necessary, plaintiff undertakes to cause service of summons to her by publication pursuant to Sections 16 and 17 of the Rules of Court, since her whereabouts and/or exact address cannot be determined despite diligent inquiry.

8. Plaintiff intends to expropriate portion of a parcel of land identified as Lot No. 4, PSU-12-000277, situated in Brgy. Kulalsihan, Kolambugan, Lanao del Norte. The said property is declared in the name of Iluminada Genobaten per Tax Declaration No. H-070019 (07), respectively. It is more particularly described below together with the affected area sought to be expropriated consisting of 1,110 square meters, as shown in the attached Sketch Plan and Technical Descriptions, to wit:

9. To enable plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the defendants’ property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country.

10. Plaintiff negotiated with defendant through her nephew, Alcion Genobaten Dayao for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties.

11. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities therein for its Project, plaintiff has no other recourse but to file the instant complaint. 12. Section 13 of R.A. 11361, provides that Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases. Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the portion of the subject property during the pendency of the expropriation case.

13. Section 2 of Rule 67 of the Revised Rules of Civil Procedure states that:

To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated plus the cost of the affected improvements, in the total amount of ONE HUNDRED NINE THOUSAND NINE HUNDRED FIFTY PESOS (Php109,950.00) consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendant and in the interest of immediate implementation of projects intended to benefit the public.

16. Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law.

17. In a long line of cases and pursuant to OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing. Therefore, the Honorable Court can already immediately issue to the plaintiff an order to take possession of the property and start the implementation of the project.

`18. Plaintiff intends to present three (3) witnesses, namely: a) Engr. Herminigildo D. Itoc, b) Engr. Nolito L. Notar, and c) Michael E. Encarnado, to establish, among others, NGCP’s authority to exercise the power of eminent domain, the propriety of its exercise in this case, and the bases for the determination of the just compensation. Copies of their Judicial Affidavits (with attached Exhibits “A” to “J”) are attached as Annexes B, C, and D and made an integral part hereof. Plaintiff intends to present additional witnesses if necessary.

WHEREFORE, premises considered, plaintiff most respectfully prays of this Honorable Court to: 1. ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the Project, consisting of 1,110 square meters, more or less, as described in paragraph 8 hereof; demolish the affected structures standing therein; order defendant to vacate the same; direct the Philippine National Police (PNP) to assist plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case and/or for the conduct of the counting of affected improvements, if necessary;

2. ISSUE an Order of Expropriation declaring that plaintiff has a lawful right to take possession and acquire the affected portion of the property specified in paragraph 8 hereof;

3. After the determination of just compensation, to authorize the payment thereof by plaintiff to the defendant after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of Lot No. 4, PSU-12-000277, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government;

4. ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of Lot No. 4, PSU-12-000277 consisting of a total area of 1,110 square meters, more or less, described in paragraph 8 hereof;

5. DIRECT the Municipal Assessor of Kolambugan and/or Provincial Assessor of Lanao del Norte to cancel Tax Declaration No. H-070019 (07) and/or issue new and separate tax declaration covering the portion of the subject property sought to be expropriated herein.

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alleging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rite on October 30, 2014 at Iligan City, both petitioners had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Purok 8, Tipanoy, Iligan City and Fuentes, Maria Cristina, Iligan City respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for years, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on October 30, 2014 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on January 16, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at #75 Sto. Niño, Lapasan, Cagayan de Oro City and Purok 2, Tambacan, Iligan City respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for years, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on August 27, 2011 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 30, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted.
