CITY (PIA)--The Bureau of Jail Management and Penology (BJMP) and Department of Education (DepEd) in Region 10 inked a memorandum of agreement for a collaboration on the delivery of education to persons deprived of liberty (PDL) who are under the jail bureau’s custody, April 25.

Cesar M. Langawin thanked the DepEd for the collaboration. The MOA signing will bring education closer to more than 200 PDLs in the CDO area alone, and more around the region.

During a media forum on “How We Cover News” at the Holy Cross of Davao College on Saturday, ABSCBN senior reporter Adrian Ayalin said they remain hopeful three years after the

country’s major television network had been shut down that it would one day regain its legislative franchise to operate on free TV.

Although reaching its audience through various online platforms, Ayalin believed that there remains a big segment of the population who do not have access to the internet, particularly those in the provinces.

MANILA – Senators admitted on Tuesday that there are “issues” in the implementation of Republic Act (RA) 11036 or the Philippine Mental Health Act.

Senator Christopher Lawrence Go cited the distressing situation at the National Center for Mental Health (NCMH) in Mandaluyong City.

Senator Raffy Tulfo conducted a surprise ocular inspection at the NCMH in early April after receiving a tip on the worsening condition of the hospital.

MANILA – Timor-Leste has denied the request of suspended Negros Oriental Rep. Arnolfo Teves Jr.’s for political asylum, the Department of Foreign Affairs (DFA) reported Tuesday night.

Timor-Leste has given Teves five days to leave their country.

“Today, the Ministry of Interior of Timor-Leste confirmed that Representative Teves' application for political asylum has been denied,” it said.

DA gives inbred rice seeds to Pampanga, Bulacan farmers

CITY OF SAN FERNANDO, Pampanga – The Department of Agriculture (DA) through its Rice Competitiveness Enhancement Fund (RCEF) has started the distribution of certified inbred seeds to farmers in this province and Bulacan.

Dr. Flordeliza Bordey, director of the RCEF Program Management Office at DAPhilippine Rice Research Institute (PhilRice) RCEF Program Management Office, said on Tuesday that some 174,000 sacks of certified inbred rice seeds weighing 20 kilos each have been allotted for the two

provinces in this year’s wet season.

Of the total figures, Bordey said that some 100,000 sacks of inbred rice seeds are intended for farmers in Pampanga while 74,000 are for farmers in Bulacan.

Among the seed varieties for distribution are the NSIC Rc 160, Rc 218SR and Rc 222.

“As we approach the peak of the planting season in these two provinces, we are excited to see farmers start sowing these high-quality seeds and reap the benefits of the RCEF program,” Bordey said in a radio program.

rac, this province said the RCEF program is a big help for them.

“Napakaganda po ng programa kasi ang laking tipid talaga at siguradong dekalidad pa ang binhing maitatanim namin (The program is very good because we saved a lot in the production cost and the seeds for planting are of high quality),” Bohol said.

Based on actual field studies and demonstrations conducted by DA-PhilRice, certified inbred rice seeds produce higher yields compared to ordinary seeds and can withstand different rice diseases.

Everything seemed perfect down to the last. We lived wall to wall with our American Ninong Maurice and his Filipina wife, our Ninang Alicia. They had bought the property right next to us already in 1959.

In the next few days and weeks there was a lot for us to do. Unpacking suitcases, arranging the interior fittings and doing paperwork after paperwork. Rossana, my mother and I hardly got time to think about Germany. Homesickness did not arise. Not yet.

Rossana was especially busy sorting out the dance group costumes from Berlin. Maybe there will be another chance to perform in Davao City as a New Manisan Cultural Dance Troupe? Well, that should become reality faster than we thought. I thought about my music library and several thousand books.

And then events rolled over! One telephone call from the Davao City Port Customs Office in particular kept us in suspense. Our knees shook.

At the end: no problems with our containers.

A big hello sounded. GMA-TV director Bam Salavani recognized Rossana immediately. Then schoolmate and host Onnie Alfaro. “What are you doing here in Davao? Are you on vacation?” Questions about questions from all sides stormed us. “After the short commercial break, you are part of the show”, called Bam Salvani. And so we were German guests on this TV show for the first time. During the following years we became an integral part of the show.

“Testigo” and “Singgit Davao” were relaunched and were taken under the wing of GMA News & Public Affairs and GMA Entertainment TV Group respectively. In August of the same year, “Singgit Davao” was relaunched as “Kuyaw!” in time for the Kadayawan Festival. Just to mention some: other hosts were Eureka, Emily Urgino and Al Ryan Alejandre - later City Councilor of Davao City.

I felt very much at home with the radio, newspapers and television. Mindanao Times Lifestyle writer Josie San Pedro had mentioned my mother, Rossana and me in her column “passages” during the great event “Singgit Davao at two” - the stepping stone for our future. I must confess, not all expats in the Philippines went the same or similar path as me.

I started writing lifestyle columns. The International Harvardian University (IHU) Grand Alumni Homecoming was a special event. It was at the same time the rebirth of the IHU - Manisan Dancegroup. The dream of the old and new lead dancer Rossana had come true. It was at the event that I met Rodrigo Duterte for the first time - then Vice Mayor of Davao City.

But then, suddenly out of the blue, the culture shock awoke. Being on vacation in the Philippines is different from everyday life. I couldn’t adjust myself especially to “Philippine Time”. And many other things followed. (To be continued!)

KROMA Entertainment calls for stronger protection of intellectual property rights, seeks legislated site blocking

The Globe Group’s Kroma Entertainment Inc. (KROMA) has taken a stand against piracy, pushing for passage of a bill that seeks to strengthen intellectual property protection in the country by boosting enforcement through more stringent measures such as site-blocking.

This aligns with Globe's #PlayItRight anti-piracy campaign, which supports filmmakers and other creatives whose livelihood depends on the industry. Piracy is detrimental to companies such as KROMA, whose “tradigital” business covers the spectrum of content creation, from film, television and podcasts to music and publishing.

The creative industry is a vital contributor to the country's Gross Domestic Product (GDP), accounting for approximately 7.3 percent or P1.6 trillion of the gross value-added in 2022, according to data from the

Philippine Statistics Authority. However, this figure was already lower than the 7.5 percent reported in 2018, primarily due to piracy.

Piracy not only leads to unemployment but also increases the probability of malware infection on personal computers and devices, thereby placing consumers at risk. Pirated content is usually streamed or downloaded from illegal sites, illicit streaming devices (ISDs), and apps such as social media and messaging platforms.

To address this problem, the Globe Group and KROMA are supporting the revision of the country's 26-year-old Intellectual Property (IP) Code through House Bill No. 7600 authored by Albay 2nd District Rep. Joey Salceda. Its proposed amendments seek to address loopholes that have enabled online piracy to persist and empower regulators to take

action against offenders.

Globe and KROMA are members of the Video Coalition of the Philippines, formed in September last year along with key industry players in the Philippines and the Asia Video Industry Association’s (AVIA) to push for stronger intellectual property protection in the Philippines.

Currently, the IP code's definition of pirated goods does not cover electronic or online content. It also lacks a provision that would allow the efficient and effective blocking of pirate sites.

“We are committed to protecting the creative industry and ensuring that the hard work of content creators and filmmakers is duly recognized and rewarded. Our advocacy for site blocking is a crucial step in curbing the negative effects of piracy and promoting a culture of respect for intellectual property rights. We call on all stakeholders to support our efforts in this endeavor,” said KROMA CEO Ian Monsod.

Under the 2022 piracy landscape surveys conducted by the Coalition Against Piracy (CAP), consistent site blocking not only prevents consumers from accessing pirated content but also encourages them to turn to legitimate sources. Additionally, the surveys reveal enormous

untapped potential, with over 60% of consumers in the region stating that they would subscribe to legitimate services if pirated content were unavailable.

“The evidence continues to show that site blocking, when implemented in an efficient and effective way, is an incredibly powerful tool to both stop online piracy, and direct consumers towards legitimate content,” said CAP General Manager

KROMA’s stance against piracy and support for siteblocking is also in line with the administration's eightpoint economic agenda, which prioritizes creating high-quality jobs, fostering research and development, encouraging innovation, and promoting the growth of the digital economy.

A Superhero’s Story

Once upon a time, there was a Wonder Mom named Maya. Maya was unlike any other mom on the block, and her children knew it too. She could do things that no other mom could, and she always seemed to have an answer for everything.

One day, her children decided to put her to the test. They wanted to see if she truly was the Wonder Mom they believed her to be. They went to her and said, “Mom, we want to take a trip to the moon. Can you make it happen?”

Maya smiled and said, “Of course, my loves. I’ll make some calls and get us on the next shuttle to the moon.” And just like that, Maya made the impossible happen. She found a way to

get her family to the moon and back safely.

But Maya didn’t stop there. She continued to amaze her children with her skills and knowledge. When they needed help with their homework, Maya was there with the answers. When they needed a shoulder to cry on, Maya was there with a warm embrace. And when they needed someone to believe in them, Maya was their biggest cheerleader.

As her children grew up, they never forgot the amazing things their Wonder Mom had done for them. They knew that they could always count on her, no matter what. And so, on Mother’s Day, they decided to surprise her with a special gift.

They took her to a planetarium and showed her a video they had made, showcasing all the wonderful things she had done for them over the years. They thanked her for being their Wonder Mom and for always being there for them.

Maya was touched by the video and the love her children had shown her. She hugged them tightly and said, “You are my greatest joy in life, and I am so proud to be your mother. Thank you for being my children.”

And so, Maya continued to be the Wonder Mom her children knew and loved. She may not have had superpowers or a cape, but in her children’s eyes, she was a true superhero.

Man hurt, houses razed in Dumaguete blaze

DUMAGUETE CITY –

A man was hurt in a fire of still unknown origin that destroyed residential homes and a warehouse in Barangay Bantayan in this Negros Oriental provincial capital on Tuesday.

An initial report from the Bureau of Fire Protection (BFP) here said they received a callout at around 12:35 p.m. regarding the fire. City fire marshal Chief Insp. Marlon Chomling told the Philippine News Agency that the blaze spread so fast and was difficult to contain due to the presence of highly flammable materials such as paint and thinner.

“We had to call in help from the other fire sta -

tions and private volunteer groups and used foam to douse the fire as it would only get bigger with water,” he said.

Initially, at least three houses and one commercial building, separately owned by members of the Chuang family, were damaged by the fire.

Chomling said the fire alarm reached third level by 12:50 p.m. as the fire would rekindle again and again but the blaze was placed under control by around 2:15 p.m.

The injured, a certain Steve Michael, 48, suffered a first-degree burn on the right forehead and seconddegree burns on his left arm and foot.

Chomling said residents of Casa Esperanza, a temporary shelter for abused

women and children, and some nearby houses were evacuated to safer ground.

At least 16 firetrucks responded to the scene, including those from the local government units of Sibulan, Bacong, Valencia, San Jose and Dauin, the Civil Aviation Authority of the Philippines from the airport nearby, the Provincial Disaster Risk Reduction and Management Office and the Chinese volunteer group, among others, said Chomling.

As of late afternoon, Chomling said he cannot yet declare a fire out although the blaze has died down already as firefighters are still doing mopping-up and overhauling operations.

The estimated cost of damage has yet to be determined. (PNA)

Iloilo City allows voluntary wearing of face masks

ILOILO CITY – The use of face masks both in indoor and outdoor settings is now voluntary in Iloilo City following the lifting of the Public Health Emergency of International Concern (PHEIC) on Covid-19, but the provincial government still requires mask-wearing in enclosed spaces.

Executive Order number 055 issued by Mayor Jerry Treñas on Tuesday, however, said face masks are still required in health care facilities, medical transport vehicles, and public transportation by land, sea, and air.

It is also “highly encouraged” for elderly, pregnant

women, and individuals who are symptomatic, unvaccinated, with comorbidity, and immuno-compromised.

Meanwhile, Iloilo Provincial Health Officer (IPHO) Dr. Maria Socorro Quiñon said that wearing face masks is required in

enclosed spaces like offices and outdoors where there is no distancing, especially for the elderly and those with comorbidity.

IPHO data showed that as of May 8, the province has vaccinated 94.27 percent of its target eligible population, which is equivalent to 1,378,002 individuals for the first dose; 88.43 percent for the second dose; 19.87 percent for the first booster; and only 1.74 percent for the second booster.

In a televised public

briefing on Monday, infectious disease expert Edsel Salvaña clarified that the World Health Organization’s lifting of the PHEIC does not mean the coronavirus has ceased to exist.

“Iyong Covid, nandiyan pa, pero natuto na tayong mabuhay nang malaya, iyong hindi tayo nagtatago sa ating mga bahay (Covid is still there, but we have learned to live freely, we no longer hide in our homes),” he said.

Covid-19 cases may rise but hospitals are not overwhelmed by admissions as transmission of the virus is prevented by vaccination and other health protocols such as wearing of face mask, he added. (PNA)

– Farmers in this city and Bukidnon province are among the 13 areas in the country to become direct sellers for a giant food company.

In a statement Tuesday, the San Miguel Corporation (SMC), through its nutrition division San Miguel Foods (SMF), bared they have been directly buying from the two areas since 2020.

Since then, SMF said it has accumulated 1.3 million metric tons of corn amounting to PHP23.9 billion from the farmers.

SMC president and chief executive Ramon S. Ang said buying directly from this city, Bukidnon province, and 11 other areas was part of its corporate project to help local farmers.

“We are assured of local corn supply for our food business while our local farmers are guaranteed a

steady market and fair prices for their crops. Buying directly from them boosts their income and keeps their livelihood,” he was quoted

in the statement as saying.

At the height of the pandemic in 2020, SMF purchased over 500,000 metric tons or 500 million kilos

of corn to help farmers in various provinces affected by quarantine protocols and supply chain disruptions

The Philippines became a signatory to the convention after ratifying it in 2004.

She said plastic additives DP and UV-328 are considered high production volume chemicals, especially in developed economies, but added that they have yet to determine how much of these chemicals are manufactured, imported, and used in the Philippines.

She said Methoxychlor is largely banned or phased out in most countries but is not yet in the list of prohibited or restricted pesticides of the country’s Fertilizer and Pesticide Authority.

DOH-10 intensifies immunization vs measles, rubella, polio

MISAMIS ORIENTAL (PIA)--The Department of Health (DOH)-10 aims to further increase the immunization status of children in Northern Mindanao with the conduct of a month-long immunization campaign against measles, rubella,

and polio this May.

According to the health department, immunization coverage for children aged 0–59 months had lowered during the COVID-19 pandemic, leading to a pool of populations that are susceptible to measles infection. It was also noted that this year, an increase in suspected case

of measles was recorded.

"Nakita namo nga adunay 18% increase sa suspected cases of measles sa rehiyon karon (We have seen that there is an 18% increase in suspected cases of measles in the region today)," DOH-10 Local Health Support Division Chief David Mendoza said.

Implementation

The 2023 national budget approved PHP1.86 billion for mental health medicines and PHP12 million for mental health awareness campaign and establishment of a hotline under the Department of Health (DOH).

It includes a special provision for the improvement of benefit packages of the Philippine Health Insurance Corporation, including mental care.

“It is therefore my continuing call for stronger government interventions particularly on the provision of psychosocial services,” he said.

But with the provision of free certified inbred seeds, he said farmers can now save a lot, which motivates them to plant anew.

Jointly funded by the RCEF Seed Program and the DA’s National Rice Program (NRP) with PHP3 billion and PHP700,000, respectively, the certified inbred rice seed distribution is intended to complement and supplement the hybrid rice production strategy of President Ferdinand Marcos Jr. under his food security agenda.

Gilda “Gigi” Go has appointed another assistant governor from Zone 3 for Rotary Year 2023-2024.

“Meet Assistant Governor ROSEMARIE JOSUE of the Rotary Club of Cotabato East. She will be one of RI District 3870’s incoming ASSISTANT GOVERNOR for Zone 3,” DGE said.

AG Rose studied PhD Biology at University of the Philippines Diliman and MS Botany at University of the Philippines at Los Banos. She is a Lecturer at MSU Maguindanao Graduate School. From Jun 2008 – Jun 2011, she worked as Senior Research Specialist & Lab Manager at Oklahoma State University in Stillwater, OK, USA.

Duties of AG

Rotary International is

a global service organization that brings together business and community leaders to provide humanitarian services, encourage high ethical standards in all vocations, and advance goodwill and peace around the world. The Assistant Governor is a key leadership role in Rotary clubs, responsible for supporting and mentoring club presidents and their boards to ensure they are meeting their goals and objectives.

The Assistant Governor (AG) acts as a liaison between the district governor and the clubs in their as -

signed area. They visit each club regularly to provide guidance, support, and feedback. AGs help clubs develop and implement their strategic plans and work to ensure that the Rotary International goals are being met. They also assist clubs in identifying potential members and encourage the growth of the organization.

In addition to providing guidance to club leaders, AGs play a key role in organizing and promoting Rotary events and initiatives. They work closely with district committees

to plan and execute district-wide projects, such as fundraising events, service projects, and leadership training sessions. AGs also work with club leaders to ensure that members are aware of and participate in Rotary’s various programs and opportunities.

Another key duty of an AG is to ensure that each club is following Rotary’s rules and regulations. This includes monitoring club finances and ensuring that clubs are complying with Rotary’s ethical standards. AGs are also responsible for identifying and addressing

any issues or concerns that may arise within their assigned clubs.

In summary, the Assistant Governor is a critical role in Rotary’s organizational structure. They serve as a mentor, advisor, and advocate for the clubs in their assigned area. Their duties include supporting and guiding club leaders, organizing and promoting

Rotary events, ensuring compliance with Rotary’s rules and regulations, and working to advance the organization’s goals and objectives. Through their work, AGs help to strengthen Rotary’s impact and ensure that the organization continues to make a positive difference in communities around the world.

Pag-IBIG Fund finances 2,968 homes for low-wage earners in Q1 2023

Pag-IBIG Fund has financed 2,968 socialized homes for minimumwage and low-income members in the first three months of 2023, its top executives said Tuesday (May 9).

Socialized home loans make up 14% of the 21,870 units financed by the agency from January to March this year.

Meanwhile, the amount of socialized home loans represents 5%, or P1.26 billion out of the P27.57 billion home loans released by the agency for the period.

“We always emphasize inclusivity as a major pillar in the implementation of the Pambansang Pabahay para sa

Pilipino Housing or 4PH Program. With the Pag-IBIG Affordable Housing Program, we provide the unserved and underserved sectors, particularly low-wage earners in our country, the opportunity to own a home. All these are in line with the directive of President Ferdinand R. Marcos, Jr. to provide our fellow Filipinos with better and dignified lives,” said Secretary Jose Rizalino L. Acuzar, who leads the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees. The Pag-IBIG Fund’s Affordable Housing
