CAGAYAN DE ORO CITY – Some members of this city’s council are amenable to the proposal to move the city hall to a new site but maintained that they will not allow the sale of Cagayan de Oro’s local government buildings.
Councilor Girlie Balaba said that while there is a need to transfer to a new site, the existing city hall is not negotiable for sale.
“I have nothing against the transfer of our city hall as we are considering the faster delivery of services.
The present city hall has become too small for our
growing population. As our city has grown bigger, we also need a bigger structure to cater to the higher volume of our constituents,” Balaba said.
She added the existing city hall must be preserved and will still continue to be utilized, for instance, as a museum and should be declared a historical landmark.
Councilor George Goking agreed with Balaba, saying, “that’s a very commendable proposal. We have enough resources for the transfer.”
He said the move couldn’t have come at a better time owing to the city’s rapid urban growth where more

Davao del Norte Gov. Edwin Jubahib announced the suspension of all classes in public and private schools shortly after the quake magnitude 6 earthquake occurred on Wednesday to give way for the safety inspections on all school buildings as part of precautionary measure.
He said local government units would lift class suspensions after the school buildings are inspected.
Davao de Oro Gov. Dorothy P. Montejo-Gonzaga declared suspension of classes to ensure safety and security of the students, including
teaching and non-teaching personnel, pending structural assessment of all buildings by the Department of Education in coordination with the local government units.

MANILA – A 50-yearold Japanese national wanted by authorities in his country for involvement in illegal recruitment and falsifying official documents was recently arrested in Manila, the Bureau of Immigration (BI) reported on Friday.
Commissioner Norman Tansingco said Amano Mototaka was arrested on Jan. 30 along Arellano Avenue in Sta. Ana, Manila by operatives from the BI’s fugitive search unit (FSU).
The foreigner is a subject of an arrest warrant issued by a summary court in Nagoya, Japan on Sept. 30, 2022 but he eluded arrest by fleeing to the Philippines.

carious tasks. Supervisors can significantly affect the entire instruction and the learners too. One of the dogmas in supervision highlights that quality of faculty performance is affected by the quality of supervision which impacts the quality of instruction. In turn, the quality of instruction affects the quality of school putting paramount value to the power of helping teachers grow professionally and profoundly. Supervision should be purposeful, targeted, and central to promoting a school wide instruction where student achievement is always at the forefront. Thus, principal leadership is essential for the
establishment of a culture of student success, research, collaboration, and teacher empowerment.
In sum, the fundamental principle of good supervision lies on the core of democratic philosophy and science. These principles must lead instructional supervisors to the direction of doing what is morally right and what is beneficial to the majority – teachers and students alike. These must allow instructional leaders to rethink about practices or reevaluate one’s set of values and decide on who one should like to become – the “always prescribing”, or the “always organized, planning, and creative” head.
CITY OF SAN FERNANDO, Pampanga – A total of 15 farmers’ cooperatives and associations (FCAs) in Nueva Ecija will adopt crop establishment technologies under the Rice Competitiveness Enhancement Fund (RCEF) mechanization program.
Joel V. Dator, director for operations of the Department of Agriculture-Philippine Center for Postharvest Development and Mechanization (DA-PhilMech), said on Thursday the FCAs have expressed their interest in adopting the crop establishment technologies after witnessing the firsthand technology demonstration of the farm types of machinery.
Dator said that although the 15 FCAs are already beneficiaries of the RCEF mechanization program, they have not yet availed of the crop establishment technologies.
He noted that during the demonstration, the DAPhilMech showcased the different planting settings of the walk-behind mechanical transplanter and the riding-type mechani -

“It is part of our continuing efforts to help improve the lives of our marginal fishers,” he said in an interview on Thursday.

Fernando also asked the fisherfolk to always be prepared and alert for natural disasters as these will affect their livelihood.

Several martyrdom stories associated with the various Valentines that were connected to February 14 were added to later martyrologies, including a popular hagiographical account of Saint Valentine of Rome which indicated he was imprisoned for performing weddings for soldiers who were forbidden to marry and for ministering to Christians, who were persecuted under the Roman Empire. According to legend, during his imprisonment, Saint Valentine healed the daughter of his jailer, Asterius, and before his execution, he wrote her a letter signed Your Valentine as a farewell.
The day first became associated with romantic love within the circle of Geoffrey Chaucer in the 14th century, when the tradition
of courtly love flourished. In 18th-century England, it evolved into an occasion in which lovers expressed their love for each other by presenting flowers, offering confectionery, and sending greeting cards (known as valentines). In Europe, Saint Valentine’s Keys are given to lovers as a romantic symbol and an invitation to unlock the giver’s heart, as well as to children, in order to ward off epilepsy (called Saint Valentine’s Malady). Valentine’s Day symbols that are used today include the heart-shape outline, doves, and the figure of the winged Cupid. Since the 19th century, handwritten valentines have given way to mass-produced greeting cards.

number of accidents in Metro Manila, the MMDA will be establishing in the first quarter of the year a motorcycle education program called Motorcycle Riding Academy which aims to educate motorcycle drivers on safe driving.
Under the project, the MMDA will create a technical working group for the formulation of a Motorcycle Safety Training Course module that would include Motorcycle Riding Courtesy, Motorcycle Orientation, Road Traffic Rules and Regulations, and Motorcycle Safety Laws. It would also include simulation exercises such as Preparing to Ride, Common Riding Situations, MC Safety Driving Demonstration and Motorcycle Basic Riding Course.
It would also give both beginners and experienced riders proper training and basic knowledge such as different types, characteristics, basic parts, basic control and operation of motorcycles; various road safety laws, rules and regulations pertaining to the operation of motorcycles; necessary driving skills on how to avoid hazardous situations, as well as understanding
risk awareness and risktaking. The academy will also provide basic emergency response training for the motorcycle riders.
The training will be open to all interested participants for free. They will be given certificates upon completion of lectures, practical application, and Basic Emergency Response Course.
In a statement, MMDA acting chairman, Atty. Don Artes, said that the Motorcycle Riding Academy shall be the center of education that will provide motorcycle riders necessary riding and basic emergency response skills.
The MMDA will also work hand in hand with Metro Manila local government units, concerned stakeholders to promote the academy in their own jurisdictions.
The agency is also in talks with motorcycle ridehailing groups to encourage new riders to complete the course, in exchange will be given priority in their employment.

TACLOBAN CITY – The Regional Development Council (RDC) will form a task force to prepare a concept note for the Eastern Visayas railway system eyed more than 20 years ago.

Mayor Lucy Torres-Gomez said the region’s highest policy-making body agreed in its special meeting on Jan. 31 to form the task force composed of various national government agencies and local government units. The proposed body will include members from the Department of Transportation, legislative district offices, the Department of Public
Works and Highways, Land Transportation Franchising Regulatory Board, Department of Environment and Natural Resources, National Economic and Development Authority, six provincial government, seven cities, and private sector representatives.
“We need a concept note to get funding for the feasibility study. It is a brief outline of the project we have in mind. This is a requirement to get funding for the feasibility study,” Gomez said. The official admitted that coming up with a master plan will take years. She, however, expressed optimism that the planning stage will be completed during the first
three years of the Marcos administration.
“Nobody can even say where the routes are since the direction depends on the output of the feasibility study. In terms of the station and which phase will be developed first, that is for the study to say,” Gomez added.
A simple version of the concept note will include an introduction, a background, proposed objectives and results and a budget overview.
“The project is ambitious and very expensive, but it will ease transport and experience better mobility. The social and economic impact will be very good. The project has been on the bucket list since 1999 and

Officials of Jiangsu Fengchuen New Energy Power Technology Co. Ltd. came after the mayor announced last month their scheduled arrival, following initial discussions on the proposal when he was part of the Philippine delegation during the state visit of President Ferdinand R. Marcos Jr. to China.
"They arrived yesterday and we held our first meeting.
They will continue their due diligence here," the mayor told reporters.
Due diligence refers to the process of verification, investigation, or audit of a potential investment opportunity.
"They sounded really excited. I hope it would push through. They are talking, they want to make sure all bases are covered with such a big investment. One of things they are looking for, is a friendly LGU (local government unit)," he added.
Benitez had earlier said the firm, which is a collaboration between Chinese and Korean companies, has already identified Bacolod as their place of operations. (PNA)

DepEd will provide schools with administrative officers so teachers could focus on teaching. Without our teachers, our mission to carve a better future for our children will fail. MANILA – The Bureau of Customs (BOC) has recorded a surplus of 11.79 percent or PHP7.415 billion in its January 2023 revenue target.
Based on a preliminary report released on Friday, the bureau collected a total PHP70.327 billion last month, exceeding its target revenue at PHP62.911 billion.

THE Department of Environment and Natural Resources (DENR) continues its nationwide consultations with more than 300 industry and sector leaders in a two-day forum in Cagayan de Oro City to refine and craft adaptive, inclusive and sustainable development pathways built on strategic partnerships and sound science for the agency’s Resiliency Framework for Environment and Natural Resources (ENR).
Beginning on February 2, 2023, the forum will gather insights on environmental governance, as well as other pertinent issues such as ecotourism, agriculture and food security, forest and land management, climate and disaster resilience, and mining.
The Mindanao leg follows the Luzon and Visayas legs of the forum, which commenced in Manila last October 2022, with President Ferdinand Marcos Jr. in attendance who said that “The preservation of the environment is the preservation of life. If we cannot mitigate climate change, all our plans for the economy, all our plans for the future will be for naught.”
The forum aims to produce evidence-informed actions for the protection, conservation, enhancement and regeneration of the Philippines’ ecosystems.
DENR Secretary Antonia Loyzaga stressed that the Mindanao region “requires a localized and contextualized approach” and assured stakeholders that the DENR will continue its extensive consultations across all speech with local communities.
“The Mindanao region is blessed with a rich, complex, social and natural history. It is in the intersection of this social and physical geography that both risk and opportunities reside. Creating and building these opportunities and mitigating the risks require partnerships that lead to a new type of agency based on competent and committed leadership that prioritizes human development, sustainable local economies, resilient infrastructure, and underpinning all of these ecosystems that support human security, food, water, energy, peace and equity,” Secretary Loyzaga said.

ing that extensive consultation with local actors will be done across all interventions and at all stages. With the conclusion of the nationwide multistakeholder consultations, the DENR endeavors to uphold its mandate of protecting, conserving, and managing the environment and natural resources.
Over the course of the twoday forum in Mindanao, speakers representing key areas in the region–including Cagayan de Oro City Mayor Rolando Uy and BARMM Ministry of Environment, Natural Resources and Energy (MENRE) Minister Akmad Brahim–will contribute their knowledge and expertise in conserving and defending the rich resources of Mindanao, ensuring that the DENR’s policies are culturally sensitive to the needs of the diverse communities and indigenous groups on the island.
According to the 2022 World Bank Country Climate and Development Report, Mindanao is expected to become drier in the coming decades, while flooding has also “increased markedly” in the region. This endangers the rich resources and food security of Mindanao, and threatens the livelihood of Filipinos in the south.
With this, the DENR, led by Secretary Loyzaga, and the BARMM MENRE, led by Minister Brahim, signed a memorandum of understanding
(MOU) to foster continuous collaboration, and to strengthen and promote the Mindanao Climate Resilience Plan.
In partnership with the National Resilience Council, Philippine Business for Social Progress, Peace and Equity Foundation, Zuellig Family Foundation, and Energy Development Corporation, the DENR will also launch Project TRANSFORM (Transdisciplinary Approach for Resilient and Sustainable Communities) on February 3, 2023 for Siargao Island, Surigao del Norte to preserve its natural resources and support its ecotourism.
First launched on January 18 for Ormoc City, Project TRANSFORM aims to aid in the social and economic development of vulnerable communities, provide immediate livelihood to families, reduce illegal logging, enhance forest cover and ensure water availability in Siargao through capacity development and financial assistance. To name a few, the project will support the DENR’s Resiliency Framework for ENR by delivering environmental, social and economic gains for local governments nationwide.
The nationwide forums have provided an avenue for a wide range of stakeholders to raise pertinent environmental issues in the country and how these can be addressed by the Resiliency Framework for ENR.

DAVAO CITY – About 90 patients evacuated from the Davao de Oro Provincial Hospital (DDOPH) on Wednesday evening will remain at the Montevista Sports Complex, as the hospital is undergoing structural intensity assessment (SIA) after the damage sustained from the magnitude 6 earthquake.
In a statement Thursday, the Provincial Information Office said Governor Dorothy Gonzaga visited the evacuation area and ensured that the patients are properly cared for.
“The patients will remain temporarily in the covered court while a part of the provincial hospital is being prepared to house
them,” she was quoted as saying.
After the earthquake jolted New Bataan town and neighboring areas, troops from the Army's 25th Infantry Battalion (25IB) assisted in the transfer of 251 patients from the Davao de Oro Provincial Hospital to the designated evacuation center.
The 25IB said it was closely coordinating with local government responders in post-quake damage assessment, as the Army disaster response units in the Davao Region are also monitoring possible aftershocks.

Pag-IBIG Fund members collectively saved nearly P80 billion in 2022, setting yet another record for the highest amount saved by members with the agency in a single year, its top officials said.
In 2022, the amount collectively saved by Pag-IBIG members totaled P79.9 billion – the highest in the agency’s 42-year history. The total savings collected last year increased by 25%, or P16.2 billion from the P63.7 billion collected in 2021. Forming part of the total savings is the agency’s Pag-IBIG Regular Savings, which also increased by 6% from P37.71 billion in 2021 to P40.06 billion in 2022.

Biasong, Talisay, Cebu City; on 2003 petitioner got pregnant and parties transferred to Cagayan de Oro City; again, petitioner caught the respondent sniffing shabu; in the resultant altercation, the respondent promised to stop his vice of using illegal drugs for good; parties got married on December of 2003; after birth of their child, they transferred back to Surigao City; on 2005, their child tragically died of heart enlargement; respondent went back to his old vice of sabong and frequent use of shabu; frustrated and hearing for his safety, petitioner decided to go to Cagayan de Oro City, while respondent remained in Surigao City; respondent never went back to Cagayan de Oro City to be with petitioner; until now, petitioner has seen or received any communications from the respondent; from the foregoing, it is clear that respondent failed to show love, care and support to the petitioner which are the essential marital obligations required from each party to a Marriage.
Wherefore, finding merit in the motion, leave of Court to serve summons by publication is hereby granted. ing Corp. chief economist Michael Ricafort said he expects the sustained growth of the domestic economy and the impact of tax and other fiscal reform measures to be of advantage to the improvement in the share of debt to economic growth.
“More disciplined government spending would help further reduce/improve the debt-to-GDP ratio to below the 60 percent international threshold to help sustain the country’s favorable credit ratings at 1-3 notches above the minimum investment grade,” he said in a report on Thursday.
Ricafort said government debt is expected to further increase in the coming months in line with the government’s plan to issue new peso-denominated Retail Treasury Bonds (RTBs) and new US dollar-denominated RTBs as part of the program to raise necessary financing for various government programs and projects.
He said the government thus needs to “further intensify tax revenue collections based on existing tax laws, come up with new taxes/tax reform measures, increase tax rates, among others, to further boost structural sources of government revenues.”
It can also adopt more disciplined spending through fiscal reform measures, such as right-sizing the government and anti-corruption/ anti-leakage/anti-wastage measures, he added.
“All of which would help further narrow/improve the budget deficit and, in turn, slow the growth/increment in the national government’s outstanding debt, as well as better prepare for eventual payment of the large debt/ borrowings incurred during the pandemic as they fall due in the future,” Ricafort said. He said due to early pregnancy, young girls fail to finish at least basic education. They lack
adequate skills for remunerative work and are economically vulnerable, thus perpetuating intergenerational wealth.
He further added that adolescent pregnancies negatively affect the economy with a yearly average of PHP33 billion in forfeited revenues due to "lost opportunities and foregone savings" consequent to early childbearing.
"Legislating a comprehensive law on preventing adolescent pregnancy is imperative to institutionalize policies and strategies on eliminating or mitigating adolescent pregnancy, and extend social protection to adolescent mothers and their infants," he said.
This, he said, would save young girls from maternal death, unemployment and poverty, and at the same time would improve their future and reinforce their self-esteem.
Sustained cost-effective strategies to reduce and prevent pregnancies among adolescents will be pushed. This will serve as a national framework for interagency and inter-sectoral collaboration and resource allocation at all levels to address the various health, cultural, socio-economic, and institutional determinants
of adolescent pregnancy.
The bill also proposes the development of community-based and culturally-sensitive comprehensive adolescent sexuality education (CASE) for adolescents belonging to indigenous people, persons with disabilities, out-of-school youth, children in conflict with the law, beneficiaries of residential social welfare services, and other marginalized groups.
It also provides that the CASE curriculum shall be a compulsory part of education, integrated at all levels of learning with the end goal of normalizing the discussion of sex and gender, adolescent sexuality, and reproductive health, and removing the stigma on the discussion of these topics.
Access to information and services on modern family planning methods with proper counseling by trained service providers shall be provided to adolescents following a rights-based approach in public and private health facilities, including Teen Centers.
Priority shall be given to adolescents who are already sexually active or have previously engaged in sexual activities. (PNA)

Barangay Macabalan is considered to be one of the most densely populated areas of the city. Per 2022 census, it is the home of 19,562 people, about 2.69% of the 728,402 total population of Cagayan de Oro. Being geographically situated at the farthest end of northern Cagayan de Oro, portions of Barangay Macabalan has been experiencing low pressure to no water supply on a daily basis.
Although several technical investigations in the said barangay indicate that various areas yield varied yet generally low water pressure readings, they are still in stark contrast with the average normal water pressure of approximately 10psi per service connection. Said low pressure in the area could be largely attributed to the fact that existing pipelines and service connections thereat are essentially aged,
thus, very susceptible to clogging and leakages. COWD, in its intent to augment the water supply pressure in the area, started the installation of 150mm diameter uPVC Distribution Pipeline along the stretch of Macabalan-Puntod boundary area early this January 2023. This project component amounting to Two Million Pesos estimated cost is part of COWD’s NonRevenue Water (NRW) Reduction Program. When completed by April 2023, this project is expected to eventually improve water pressure in the area.
Moreover, said project includes installation of 16 units meter stub-outs (MSO) such that individual service connections whose water meters and pipelines are so-called aged, shall be transferred and rehabilitated. One (1) MSO holds about 20 water meters hence, 16 MSO shall accommodate 320 service connections as beneficiaries.
Another project component is the proposed pipeline rehabilitation at Piaping Puti Macabalan with an approved budget of P6.5M to be implemented within the period of January to June of 2023.
On top of these two (2) COWD projects is the major pipeline rehabilitation of Barangay Macabalan which includes construction of District Metered Areas (DMA), Distribution Pipeline replacement, installation of MSO, transfer of old single connections to new MSO. Said major project has an estimated cost of Ninety-Four Million Pesos and shall be implemented by phases from 2023 to 2026.
