Agri grows

THE Philippine economy expanded by 6.4 percent in the first quarter of the year, settling within the government's 6 to 7 percent target.

In a briefing on Thursday, Philippine Statistics Authority Undersecretary and National Statistician Dennis Mapa said the growth during the quarter, however, eased from the 8 percent gross domestic product (GDP) growth recorded in the same quarter last year.

National Economic and Development Authority Secretary Arsenio Balisacan said that while the growth figure during the quarter was lower year-on-year, "we need to exercise caution in interpreting this as a slowdown since the previous year’s growth came from a low base."

Illegal structures

DAVAO City – Nearly 200 makeshift structures atop dikes and under bridges were demolished by the Public Safety and Security OfficeRiver Patrol Monitoring Team (PSSO-RPMT), an official here said Thursday. PSSO head Angel Sumagaysay, said the RPMT, tasked with the monitoring and demolition of illegal structures, noted that the bulk of the knockeddown structures are made of light materials. “Most of these structures are located in Talomo District, at SIR, Davao River, only a few structures remain as almost all the structures have been demolished,” Sumagaysay said in a statement.

Strong public health system

DAVAO City – Vice President Sara Z. Duterte underscored Thursday the need to strengthen the country’s public health system. In her speech at the opening ceremony of the 49th Midyear Convention of the Philippine College of Surgeons here, Duterte cited the country’s journey throughout the pandemic as an eye-opener to put premium priority on public health. “Coming from one of the biggest cities in the country, I have learned that it is necessary to establish satellite offices in various parts of the country to further help our countrymen,” she said, adding that the poor should have wide access to medical services.

CDO, Bukidnon farmers now directly sell corn to SMC

FARMERS in Cagayan de Oro city and Bukidnon province are among the 13 areas in the country to become direct sellers for a giant food company. In a statement Tuesday, the San Miguel Corporation (SMC), through its nutrition division San Miguel Foods (SMF), bared they have been directly buying from the two areas since 2020. Since then, SMF said it has accumulated 1.3 million metric tons of corn amounting to P23.9 billion from the farmers. SMC president and

chief executive Ramon S. Ang said buying directly from this city, Bukidnon province, and 11 other areas was part of its corporate project to help local farmers. "We are assured of local corn supply for our food business while our local farmers are guaranteed a steady market and fair prices for their crops. Buying directly from them boosts their income and keeps their livelihood,” he was quoted in the statement as saying. At the height of the pandemic in 2020, SMF

purchased over 500,000 metric tons or 500 million kilos of corn to help farmers in various provinces affected by quarantine protocols and supply chain disruptions that saw their produce going to waste. ZAMBOANGA City –Authorities arrested a suspect and seized over P3.9 million worth of smuggled cigarettes in an anti-smuggling operation here on Wednesday. Col. Alexander Lorenzo, city police director, said Mhadzmar Tantung was arrested by police operatives around 9 a.m. in Barangay Maasin. Tantung, 38, was arrested while in the act of unloading the

contraband in front of the house of a certain Hadji Amir in the same village, Lorenzo said. Lorenzo said Tantung yielded some 113 master cases of smuggled cigarettes worth P3.955 million. The confiscated smuggled cigarettes were turned over to the Bureau of Customs (BOC) while Tantung was placed under the custody of the police’s Regional

Special Operations Group-9 (Zamboanga Peninsula) for further investigation and filing of appropriate charges. The confiscation of smuggled cigarettes was the second for the month in this city. On May 5, joint police and BOC operatives also arrested two suspects and seized P4.4 million worth of smuggled cigarettes in the waters of coastal Recodo village. (PNA)

AVAO City – The country’s gross domestic product in the first quarter of 2023 stood at 6.4 percent, or 1.9 percent lower than the 8.4 percent reported for the same period last year, according to a report released by the Philippine Statistics Authority (PSA) on Thursday.PSA said the recent figure was the lowest GDP after seven quarters when the country showed signs of recovering from the impact of the COVID-19 pandemic in the second quarter of 2021.

It said the major sectors largely contributing to the first quarter growth were wholesale and retail trade, repair of motor vehicles and motorcycles at 7.0 percent, financial and insurance activities at 8.8 percent, and other services at 36.5 percent.

Anti-Cyber Crime Unit Keeps Governor’s FB Page Under Close Watch Amidst Hacking Attempt

Governor Henry Oaminal and the Police Provincial Office (PPO) cautioned the public against suspicious activities on the former’s official Facebook page, after unauthorized access was detected on Monday night.

“As soon as we learned about the Facebook page hacking incident, we reported it to Facebook,”

Gov. Oaminal shared in a statement. The Regional Anti-Cyber Crime Unit 10 was immediately tapped as well, according to the Governor, and is “closely monitoring and investigating the incident, to ensure that our services are not hampered in any way and to regain access to and control over our page.”

The PPO, in a separate

statement, said they “will be vigilant on the posts and other activities” by the Facebook page.

Gov. Oaminal assured Misamisnons that the incident will not hinder the provincial government from

“providing good services to our people in the province, because this won’t stop us from achieving the Provincial thrust, which is the 5Ms.”

The ‘5Ms’ or ‘Misamisnon Magpuyong Malinawon, Malambuon ug Malipayon’ (Misamisnon Live Peaceful, Prosperous and Happy) is one of Gov. Oaminal’s flagship initiatives for the province.

Over the previous weeks, a string of hacks on verified Facebook pages have been reported by different cabinet agencies and public offices, including the Department

of Social Welfare and Development’s National Capital Region office, the Department of Science and Technology’s industry, energy and technology research and development council, Davao City’s traffic management office, and Iloilo’s provincial police office, among others.

“It’s unfortunate to be among those that have been hacked. But while we wait for this issue to be resolved, our work at the provincial capitol continues as usual,” said Gov. Oaminal. “Meanwhile, we would like to remind Misamisnons and

Further rise in bank lending seen as inflation decelerates

Sentral ng Pilipinas’ (BSP) term deposit facility (TDF) moved to separate directions on Wednesday and both the seven- and 14-day facilities were undersubscribed despite lower offer volume. The average rate of the seven-day TDF went down to 6.5882 percent from the 6.5952 percent during the auction last May 3. On the other hand, the average rate of the two-week facility rose

to 6.6166 percent from last week’s 6.6159 percent. The BSP lowered the offer volume for the one-week TDF to P160 billion from last week’s P190 billion. Bids only amounted to P138.846 billion, which the auction committee fully accepted. The 14-day facility was also offered for P100 billion from last week’s P140 billion. This tenor is also undersubscribed after tenders only amounted to P88.912 billion. The auction committee

accepted P88.712 billion worth of bids. In a statement, BSP Deputy Governor Francisco Dakila Jr. said bids offered during this week’s TDF auction “were slightly below the BSP’s expected volume range.” Dakila said “range of yields accepted for the seven-day tenor shifted higher and narrowed to 6.5300-6.6400 percent, while that for the 14-day slightly widened to 6.49956.6700 percent.” “Eligible

BIR hits Jan-April collection target

THE Bureau of Internal Revenue (BIR) achieved its collection goal for January to April this year.

In a statement on Wednesday, BIR

Commissioner Romeo Lumagui Jr. said BIR "recorded a historic feat” in reaching the collection goal for the first four months of the year.

While the exact figure was not disclosed, BIR earlier set P826.8 billion collection goal for January to April this year.

“We reached our goal for

January to April of 2023. In the last 30 years, this feat was only done a handful of times. This is a strong and historic start for the Bureau of Internal Revenue, taking into account that we are recovering from the economic repercussion caused by the pandemic,” Lumagui said.

He said the collection record was largely due to the agency’s four main programs.

“For this administration, we need only address four areas of concern. Intensification of

Enforcement Activities, Taxpayer’s Service, Integrity and Professionalism, Digitalization," he said.

"Fixing these areas will bring the BIR to greater heights. I am confident that as long as we address these areas, the BIR will reach its collection goal for 2023,” Lumagui added.

For this year, the BIR's collection target is P2.6 trillion.

Last year, the BIR exceeded its P2.1 trillion revenue goal by more than P500 million. (PNA)

Marriage Medicine (Part 2)

Think a minute . . . Someone said: “Love is a fantasy that is cured by marriage.” But marriage is not the problem. It is people’s wrong understanding and expectation of marriage that is the problem. Yesterday we talked about the epidemic disease that is destroying many marriages. Today we will finish with another unhealthy condition, and then prescribe some medicine to heal and rebuild our relationship and life together.

A third sign of sickness in marriage is a communication breakdown. As a comedian said: “My wife and I sleep in separate rooms. We have dinner apart. We take separate holidays. We’re doing everything we can to keep our marriage together!”

Many husbands and wives drift apart gradually over time—until finally they’re like two strangers sitting at the same table with nothing to talk about. They become “married singles” living separate lives under the same roof. Their daily attention to each other slowly fades away into their busyness and interest in other friends and fun.

So what marriage medicines can help us with these different marriage illnesses? First, accept your wife or husband the way they are. Remember, everybody has some weaknesses—including you! “The wife who criticizes her husband’s faults needs to remember they may have kept him from getting a better wife.” You cannot pick and choose which parts of your spouse’s personality you will love and accept, and which parts you will not. The Filipino people are wallowing in poverty because of their powerlessness to have control of resources and facilities. Who are in control of our resources and utilities? Only a few oligarchs. Let us examine the issue on Electric Cooperatives. It was no less than former Vice President Emmanuel Pelaez from Cagayan de Oro who advocated for rural electrification in the late ‘60s as electricity then was just confined in the urban centers. After passing the rural electrification law, nationalist senators, i.e., Sen. Tañada and Sen. Jose Diokno and some congressmen went to the United States and observed the operations of Electric Cooperatives. They were astonished how these Electric Cooperatives operate, being members-consumersowned (MCOs). Yes, electricity is a means to life, just like water and air and must be owned and managed by the memberconsumers themselves. As a means to life, it must be beyond the commerce of men.

Thus, the Philippines in 1969 began rural electrification and it must be done the cooperative way with an aid from the USAID at the tune of 800 million dollars. However, it came to pass that socalled Electric Cooperatives were not members-owned despite the fact that the member-consumerowners were the ones paying for the amortization of loans and reinvestment. All these years, their capital contributions that when consolidated today will reach more than a trillion pesos but are not recorded or recognized. Such is the greatest social injustice committed against the Filipino people as the 13 million MCOs in a family of five will constitute about 65 million Filipinos. Why

Based on experts’ computation, in the last 50 years, an MCO has already paid some P50,000 each as capital contribution. Have the MCOs been paid of patronage refund? None at all as such is being hidden from them.

In 1972, when the World Bank had known that these socalled Electric Cooperatives were just cooperatives in name, it provided another set of loans in the billions of dollars so as to educate the millions of members. But the funds were used against insurgency and it was then the period of Martial Law and the Generals were on top of the Department of Energy. Indeed, record would show. It was then Generals who were running the National Electrification Administration and the Department of Energy. In fact, a Presidential Decree had been issued which was PD1645 named after M-16 and 45 Caliber and the power given to NEA were under Sec. 357, named after Magnum 357.

After the Edsa Revolution, the framers of the 1987 Constitution wanted to rectify such social wrong and created the Cooperative Development Authority as the sole registering agency of all types of cooperatives including so called Electric Cooperatives to promote the viability and growth of cooperatives as instrument of social justice, equity and economic development.

A Memorandum of Agreement was signed between the first Chairperson of CDA, Chair Edna

Aberilla and the DOE Secretary, Emmanuel Pelaez that these so called ECs must register with CDA within three (3) years. An Omnibus Rules and Regulations were drafted to put the Agreement into reality.

But these so-called Electric Cooperatives have all these years created a strong cabal of vested interest. Of the 119 so-called ECs, only 13 were registered with CDA that have recognized the capital contributions of their respective member-consumer-owners. Those recently registered with the CDA have been questioned. Why are some oligarchs who are in energy do not want these ECs to become genuine cooperatives?

Well, such truism is manifested by the experience of the Davao del Norte Electric Cooperative (DANECO). In 2013, it was registered with CDA because in a referendum, 50,000 MCOs voted for CDA, 1,500 for NEA, and 700 for SEC. After complying with all of the requirements, DANECO came into being as a cooperative. But the Oligarch (Aboitiz) was against that so through Sec. Jose Rene Almendras who was then the Cabinet Secretary of Pres. Aquino and very pro-Aboitiz went to the CDA Central Office and expressed his anger. In fact, then CDA Chairman, Dr. Emmanuel Santiaguel was charged in the Ombudsman but the case was dismissed. When Dr. Santiaguel ended his term and was replaced by yours truly who was adjudged guilty by the Ombudsman, for what? For issuing a Certificate of Compliance (COC) to DANECO. Why should a COC be issued?

Well, DANECO did comply with all of the requirements and before the Chairman signed the COC, all of those CDA officials, i.e.,

regional director, lawyers, had already given their signatures. Thus, the signing of the Chairman was just ministerial! DANECO is now owned and managed by the ABOITIZ, thus, a social wrong has not been rectified, not even by an agency whose primary mandate is to foster the growth and viability of cooperativism as instrument of equity, social justice and economic development. For doing his job, for doing what is right and what is true and what is just, a criminal case had been filed against him in the Sandigan Bayan. Recently, it is so amazing for the Sandigan Bayan when the Honorable Court promulgated the decision on the criminal case against former CDA Chairman Ravanera, declaring him NOT GUILTY devoid of any civil liability. Such should be known by the Ombudsman When will this social injustice committed against the 13 million members be rectified? The time has come to put power where it rightfully belongs, that is, with the people. Yes, these socalled ECs are providing light to their members, yet, they put them in the dark regarding the genuine ownership of the ECs and as member-consumerowners, they are vested with rights that must be recognized. Cooperativizing the electric cooperatives is an empowering tool to liberate our people from the quagmire of poverty, to be drawn into the mainstream of development processes. It must first recognize the members as member-consumer-owners.

Yes, the root cause of poverty is the people’s powerlessness to have access and control over their utilities that they rightfully owned. But there are some oligarchs who cannot moderate their greed.

As constitutionally pronounced in Chapter 15, Art. 12 of the 1987 Constitution: “The State shall promote cooperativism as instrument of equity, social justice and economic development.” Please remember the important essence of cooperativism as members-owned, philosophy driven and sustainability. Indeed, the so-called electric cooperatives as decided by no less than the Supreme Court through Justice Mariano del Castillo are cooperatives in name only and such should be rectified by the Cooperative Development Authority as stated in the Supreme Court’s landmark decision. If you were the CDA Chairman and you would rectify that, you will be charged in court, harassed, and several attempts to life as what happened to me. To the 13 million MCOs (memberconsumer-owners), please stand for your right as you are entitled to receive monthly patronage refund as MCOs as being done by electric cooperative in the United States and in other countries. ECOP says P150 pay hike to widen gap of formal, informal sectors

THE Employers Confederation of the Philippines (ECOP) said the proposed P150 legislated daily pay increase will only widen the wage gap between the formal and informal sectors.

During the Laging Handa public briefing Wednesday, ECOP president Sergio OrtizLuis said only 16 percent of the employed Filipinos will only benefit from the proposed wage hike, which is pending in the Senate.

“If we will have the legislated wage increase, only 16 percent of the 50 million workers will benefit. And who are those 84 percent? These are the farmers, fisherfolk, market vendors, those in the small industries, tricycle

drivers, jeepney drivers — they do not have employers. If you will hike the wages, who will increase the wages of the 84 percent?” Ortiz-Luis said in Filipino. He added wage hikes could trigger higher prices

More job opportunities seen as economy bounces back

THE employers’ sector on Thursday expressed bullishness over the country’s 6.4 percent Gross Domestic Product (GDP) growth in the first quarter, saying this development heralds the opening up of more employment opportunities for Filipinos.

In an interview, Sergio Ortiz-Luis Jr., president of the Employers’ Confederation of the Philippines (ECOP), credited the positive direction taken by the economy to sound management by the Marcos administration, especially its emphasis on infrastructure development, which is very labor-intensive.

He noted that ECOP’s leadership has observed aggressive hiring in the manufacturing, mining and services sectors lately.

The business leader said that within the services sector, the food, travel, and hospitality sub-sectors have shown the most recovery in recent months.

“The economy may be growing slower than what we hoped for, but it seems to be moving forward very surely,” Ortiz-Luis said.

He pointed out that the main obstacle to economic growth in the past three years was the Covid-19 pandemic, which now “seems to be behind us.”

In light of the job market’s gradual recovery, Ortiz-Luis called on the administration to put aside proposals for legislated wage increases and instead, leave wage-setting to the various Regional Tripartite Wage and Productivity Boards.

Cagayan de Oro marks 78th Anniversary of Liberation Day

On May 12, 1945, Filipino Guerrillas from the 10th Military District of the United States Forces in the Philippines (USFIP) liberated Cagayan, Misamis from the Imperial Japanese Army.

The 78th Anniversary of this almost forgotten event will be commemorated with a month-long exhibit at the XU Museo de Oro and a series of lectures at the XU Little Theatre and Liceo de Cagayan University AV3 on the theme “The Road to Victory”.

The XU Museo de Oro exhibit will focus on four key battles fought in Cagayan de Oro and Misamis Oriental which ultimately resulted in the Liberation of Cagayan on May 12, 1945.

Exhibit guests will be treated to authentic relics, photographs and artifacts from World War II used by the both civilians and combatants including the United States Army Forces in the Far East (USAFFE), Imperial Japanese Army (IJA), Imperial Japanese Navy (IJN), and the guerrillas who were organized as the Unites States Forces in the Philippines (USFIP) under the direct command of Gen. Douglas MacArthur from his headquarters in Australia.

To help people appreciate the exhibit even better, a series of lectures on these four key events will be held at the XU AVR1-Ground floor, Old Library Bldg. on the following times and dates: Guerrilla Raid on Talisayan, Misamis Oriental (13 June 2023, 9AM); The TagoloanBugo Operations (15 May 2023, 9AM); The Majacalar

Bay Landing & the Liberation of Mindanao (14 June 2023, 9AM) and The Liberation of Cagayan, Misamis by Filipino Guerrillas (16 May 2023, 9AM).

These will be followed by four more presentations at the Liceo de Cagayan University AV3 on the following dates and times: To Feed An Army: The World War II Sage of Pastor P. Ilogon, Sr. (How the guerrillas financed the 109th Infantry Regiment) 19

The PSA said agriculture, forestry, and fishing posted a 2.2-percent growth, industry 3.9 percent, and services 8.4 percent.

For 2022, the country reported a 7.57 percent GDP.

Davao Region was hailed as the third fastest regional economy after it posted an 8.1-percent gross regional domestic product (GRDP), only behind Western Visayas and Cordillera Administrative Region with GRDPs of 9.3 percent and 8.7 percent, respectively.

The region’s GRDP for 2022 was also the highest among the regions in Mindanao and the only one that remained above the national average.

Zamboanga Peninsula recorded a GRDP of 7.5 percent, Northern Mindanao 7.16 percent, Soccsksargen 6.59 percent, Caraga 5.9 percent, and Bangsamoro Autonomous Region in Muslim Mindanao 6.61 percent.

In her statement on the 2022 Economic Performance of Davao Region, Maria Lourdes Lim, director of the National Economic Development Authority-Davao, said that 2022 was a year of “robust growth and resilience” for this region as it exhibited strong economic fundamentals, buoyed by a dynamic private sector, and reinforced by healthy labor market.

She added the region has fully regained its economic strength.

She said the growth rate of 8.1 percent was driven by the accelerated growth of the services sector, agriculture, forestry, and fishing.

“The better performance of the economy is indicative of the efforts of both the government and the private sector to restore the regional economy’s highgrowth trajectory by boosting economic activity and production and helping businesses grow, while creating more and better-quality jobs, improving infrastructure, and accelerating poverty reduction,” she said.

She also attributed the growth to the resumption of face-to-face classes and increased tourism activities, which reflect an improvement in consumer and investor confidence in Davao Region.

She said the region “remained as the biggest regional economy in Mindanao in 2022 contributing 4.8% to overall national output.”

She said she is confident the region would sustain its position as the “prime economic hub in Southern Philippines, and poised to further increase its contribution to the country’s GDP in the coming years, as we position Davao Region as the international logistics hub in Mindanao.”

The combined inflation rate in Maguindanao Norte and Maguindanao del Sur stood at 6.1 percent, and in Lanao del Sur at 5.4 percent, both showing a decrease.

In Cotabato City which is now part of BARMM, the inflation rate decreased from 5.5 percent in March to 4.9 percent in April.

The inflation rate in the entire country decreased from 7.6 percent in March to 6.6 percent this month.

2023, organized by the German Agricultural Society (DLG) and VNU Asia Pacific with the Ministry of Agriculture and Cooperatives as official co-host, is set to address these present-day challenges facing Southeast Asia’s agriculture industry.

The conference and exhibition will take place on 24-25 May 2023, at True Digital Park in Bangkok, Thailand.

The event will convene over 300 participants from various

sectors to discuss sustainable agriculture practices and farm visit options on May 25, 2023.

The theme of this transformative event is “Eco-efficiency: Solutions for Environmental Farming Business.”

Eco-efficiency combines cross-cutting topics to integrate sustainable farming practices that benefit the environment, the economy, and society.

This involves adopting sustainable practices, leveraging enabling technologies, and embracing circular economy

principles to minimize adverse environmental impacts while maximizing profits.

Key strategies include crop rotation, integrated nutrient and pest management, precision agriculture, renewable energy, and crop residue management.

Overall, eco-efficient agriculture is the key to achieving a profitable and

sustainable farming business.
