EMB 10 alarmed on Opol beaches quality

THE Environmental Management Bureau (EMB) 10 has sounded alarm on the high content of fecal matter in Macajalar bay, particularly in the beaches of Opol, Misamis Oriental.

In an interview with this writer, EMB 10 director Reynaldo Digamo said that high fecal coliform content in that part of the bay has remained consistently high for the past five years and has not subsided in the latest test conducted only this year.

“The allowable coliform content as determined by our health authorities is

only 50 mg/100 liters. But in the bathing beaches in Opol, the coliform is 1,000 mg/100 liters. That’s as high as before Boracay was rehabilitated in 2018,” Digamo said, referring to the famous

island resort in Luzon that was shut down by then President Rodrigo Duterte that year and totally cleaned for seven months before being allowed to reopen.

The Chinese Chamber of Commerce, Cagayan de Oro, and Misamis Oriental LGUs also participated in the event by signing a pledge of support for the Bureau’s

programs and initiatives for 2023.

"The business sector is very supportive of BIR, we appreciate the programs of the BIR especially on digitalization," President of CDO Chamber and Commerce Industry Foundation Inc. Raymundo Talimio Jr. stated. BIR’s utilization of online platforms such as eRegistration (eReg), the Electronic Bureau of Internal Revenue Forms (eFPS), Electronic One-Time Transaction (eONNET), and ePayment Channels (ePAY) has the goal of making transactions easier and more efficient for the public.

The campaign focused on the different plans and programs that the bureau had to stop fraud and tax evasion. This included trade enforcement operations against people who sold illegal and unregistered cigarettes in the country. (GKND/PIA-10)

Tribal groups in Agusan town declare Aussie firm persona non grata

BUNAWAN, Agusan del Sur--- Major tribal groups of this town have declared an Australian mining firm and its trading arm as persona non grata for failing to pay proceeds of the payment of gold and silver dore bars shipped to Hongkong that were produced and processed by its Philippine partner Philsaga Mining Corp (PMC).

Rolito Peñaloga, chieftain of Bunawan Ancestral Domain Management Council, Inc. (BMADMCI), said this is the first time that the Australian firm Ten

Sixty Four Limited (ASX: X64) which they allowed to partner with PMC to betray the trust and confidence of the tribal groups.

PNP eyes integration of marine units with PH Navy, Coast Guard

MANILA – The Philippine National Police (PNP) is looking at the possibility of integrating its maritime units with the Philippine Navy (PN) and the Philippine Coast Guard in a bid to strengthen the government’s maritime law enforcement capability.

PNP chief Gen. Rodolfo Azurin Jr. said their maritime units' patrols will focus near the shorelines and help in the ongoing campaign against smuggling, human trafficking and other transnational crimes.

“We wanted to have a memorandum of understanding with them (PCG and Philippine Navy) to

secure our waters against contrabands and including the campaign against human trafficking,” he told reporters on the sidelines after the presentation and

blessing of newly procured PNP equipment at the PNP Grandstand in Camp Crame Monday.

MANILA – The 82-member Philippine Inter-Agency Humanitarian Contingent (PIAHC) in Türkiye will be arriving around 10 p.m. Tuesday.

"The PIAHC will be arriving on 28 February 2023, at around 10 p.m., at the Ninoy Aquino International Airport Terminal 3," the Office of Civil Defense (OCD) said in an advisory.

Ferdinand R. Marcos Jr. is scheduled to meet with Malaysian Prime Minister Anwar Ibrahim at Malacañan Palace in Manila on Wednesday. Communications Secretary Cheloy Garafil made the announcement after Malaysia’s Ministry of Foreign Affairs confirmed that Anwar will embark on an official visit to the Philippines from March 1 to 2.

In a statement, Garafil said Marcos will lead the official welcome ceremony for Anwar at Malacañan Palace on Wednesday.

After the welcome rites, Marcos and Anwar will hold a bilateral meeting to discuss areas of mutual concern, as well as regional and international issues, Garafil said.

“The two leaders will hold a bilateral meeting to discuss areas of mutual

concern such as political, security and economic cooperation, as well as peopleto-people ties. They are also expected to exchange views on regional and international issues,” she said.

In a separate statement, Malaysia’s Ministry of Foreign Affairs said Marcos and Anwar are also set to tackle halal industry collaboration and digital economy cooperation.

Marcos, Garafil said, will also host a dinner banquet for Anwar.

Marcos and Anwar already met in 2018.

In November last year, Marcos had a phone call with Anwar to congratulate the latter with his election win and express his commitment to work with Malaysia as the Southeast Asian region tackles various challenges.

Zulueta said in his statement: "DG (DirectorGeneral) Bantag never ordered me to commit or facilitate the commission of a crime on his behalf."

The security officer and General Bantag were both tagged as the alleged masterminds in the murder of the veteran radio

broadcaster.

It can be recalled that on October 3, 2022, while Percy Lapid was going to his office onboard his selfdriven vehicle, an assassin on board a motorcycle alighted near the driver seat, and without provocation, peppered him with bullets, which caused his untimely demise.

Weeklong police ops in C. Luzon net 422 suspects, P3.4-M drugs

CITY OF SAN FERNANDO, Pampanga – A total of 422 individuals who committed various offenses were arrested and illegal drugs with an estimated street value of PHP3.4 million were confiscated in weeklong anti-crime operations in Central Luzon.

Police Regional Office (PRO) 3 (Central Luzon) chief Brig. Gen. Jose Hidalgo Jr. said Tuesday the anti-criminality operations from Feb. 19 to 25 were part of their continuing efforts to rid the region of all forms of criminality.

Of the arrested individuals, 122 have standing warrants of arrest, 159 were nabbed over illegal drugs, 135 for illegal gambling, and six for

violation of other special laws.

Of the 122 suspects with warrants of arrest, 17 were wanted for crimes ranging from murder and frustrated murder to rape.

Operatives also seized PHP3.4 million worth of illegal drugs, PHP101,499 worth of bet money, and three loose firearms.

Hidalgo attributed the accomplishments to the timely coordination, intelligencedriven operations of different police units, and strong support of local officials, as well as those in the private sector in the region.

“The PRO-3 remains steadfast in mobilizing its resources along with its continuous efforts to address

lawlessness in the region," he said in a statement. Meanwhile, two suspected drug peddlers were arrested and nearly PHP400,000 worth of suspected shabu was seized in Angeles City, this province on Monday.

It is horrible even to contemplate the present economic order in a world where only eight families have a total wealth equivalent to the total assets of more than 3.6 billion earthlings based on a study by Oxfam. I can only surmise that these billionaires with their tremendous financial raking at the expense of the people and the environment are justifying such economic domination because after

No sir! Enough is enough of so much unbridled materialism and consumerism through commercialism.. That theory has reduced man who is an embodied spirit created by God in His image and likeness to being just a beast. That flawed theory has spawned a wrong development paradigm called Neo-Liberal Capitalism, a growth-at-allcost development strategy that has sacrificed Mother Earth and the people to the altar of greed and profit. History tells us how man has become so dominating that wars have to be resorted every time threats to one’s domain loom.

There is no need to live in that jungle-like world anymore. The universe is unfolding so fast that there are so many things to do, to know, to discover and to explore. No need to prove who is the best but the only path is to cooperate, to work together, to be one so that humanity can journey to a higher level towards spirituality. Each one of us is a stream of consciousness that must be connected to each other to gain strength towards that Ocean of Consciousness called Love, called God! As consciousness, we must

The works of mercy

“Amen, I say to you, whatever you did for one of these least brothers of mine, you did for me.” (Mt 25,40) These are words of Christ that are worthy of engraving in our mind and heart. They spell out our duty to take care of the works of mercy, both spiritual and corporal, for these are a sure path to enter heaven.

And who are these “least brothers of mine,” the least brothers of Christ? These are the hungry and the thirsty, the naked, the imprisoned, the stranger, etc. In other words, these are those who are suffering some difficulties and misfortune in life --the sick, the poor, the beggars, the ignorant. We have to be ready to offer them some help, convinced that by doing so, we are helping Christ himself. This duty will obviously require effort and sacrifice. We have to train ourselves to see Christ in them, and to regard them as our brothers and sisters. We can expect to be inconvenienced or even disadvantaged, and we should be ready for that condition. We can say that the more effort and sacrifice involved, the closer would we be to identifying ourselves with the spirit of Christ who even went to the extent of telling

So the meaning now of the “fittest” is the most cooperative, the most loving, the most service-oriented. Man has ceased to be Homo Sapiens, as such is a failed specie who caused the deaths of more than 150 million of his kindred during the last one hundred years. That specie now has evolved to be Homo Pacem or Espiritus Luminus, men and women for peace and enlightened spirits as they are now connected to that Ocean of Love called God! Indeed, man is more spiritual than being a body so we must not “live by bread alone.” Even King Solomon in the Ecclesiastes said that power, wealth, titles – these are meaningless, utterly meaningless. What is important is what is in our hearts and how we live to advance what is good, what is true and

us to love our enemies.

This is what true love is all about, one that is fully given gratuitously, without expecting any return or counting the cost. This is how we would be approaching our human perfection as image and likeness of God, children of his, sharers of his divine life and nature.

We have to be wary of our tendency to make rash judgments against those who are suffering certain difficulties and misfortune in life. We tend to think that they deserve their condition because they are lazy, or that they are suffering from some “karma” or whatever.

We have to remember that only God knows the whole story of everyone’s life and condition, and ours is simply to help the way Christ told us to do so. We have to be wary of the tempting thought that by helping them, we would be enabling their dependence on us.

Rather, let us just reach out to them and help them all the way. We obviously are limited in helping them materially, but definitely there is no limit in the help we can give them spiritually, through our prayers, mortifications, and sacrifices. We can offer whatever work we are doing

at the moment for them. It’s really just a matter of expanding our heart to accommodate what Christ told us about helping the least of our brethren.

We also have to be wary of our tendency to simply pursue our own interests while treating the works of mercy as a peripheral duty to be attended to only when the occasion arises. Especially these days when we are egged to be self-indulgent, we need to make extra effort to be able to follow what Christ told us.

We have to learn how to give ourselves to others gratuitously the way God gives himself to us gratuitously. To start developing this basic attitude, we need to consider what God has gifted us in the first place. He has given us the ‘gift of life’, and together with it, the gifts of faith, hope, and charity. He has given us the seven-fold gifts of the Holy Spirit, and many other, endless things.

As is often said, “we are gifted to give!”

DUMAGUETE CITY – Four former rebels (FRs) of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Negros Oriental province are the first recipients of the Department of Labor and Employment's (DOLE) chicken egg-laying project

for this year.

DOLE-Negros Oriental provincial officer-in-charge Maria Theresa Tanquiamco told the Philippine News Agency on Tuesday that the FRs were granted livelihood package, valued at around PHP30,000 each.

“Aside from being the first

recipients for this year, this is also the first time that the DOLE will be giving out this particular livelihood assistance to FRs, as part of our mandate to support the government’s whole-of-nation approach under the ELCAC (End Local Communist Armed Conflict) program,” Tanquiamco said in

mixed English and Cebuano. Each package includes 24 heads of chicken that are ready to lay, chicken feeds, and a mechanized egg-laying machine, she said.

The counterpart from the beneficiaries would be a shed to house these chickens

In his letter dated Feb. 28, addressed to Kirk Warren E. Patricio, the airport performance manager of the Cebu Pacific Iloilo Ground Operations Department, Treñas said he was prompted to write due to the ”influx of requests from overseas Filipino workers and constituents with outbound flights to Singapore and Hong Kong.”

He said their travel needs are unmet due to the “long queues at the immigration and exorbitant travel expenses associated with multiple bookings on connecting flights.”

“While tourism continues to be one of the sectors hit hardest by the Covid-19 pandemic, the economic landscape here in Iloilo City

perceives a continuing travel boom to the Asia-Pacific region. It would seemingly show that the demand for travel has not dampened consumers looking to make up for time lost to Covid-19 pandemic,” Treñas said.

He added that amid the health crisis, local OFWs have rebounded strongly and have increased the demand for international travel.

International flights from the Iloilo International Airport in Cabatuan, Iloilo to Hong Kong and Singapore were suspended since March 2022 due to the pandemic.

On Feb. 27, Cebu Pacific Air informed the mayor that it would resume its domestic flight from Iloilo to Clark on April 21, 2023, allowing tourists from northern Luzon and the National Capital Region to spend their summer in Iloilo. (PNA)

As a native Mindanaoan, I have lived with Subanen people as my neighbors. I heard stories about them which are mostly negative, terrifying, and most of all, heartbreaking. I never got the chance to dwell on their literature, culture and history not until I chose ten published Subanen folk narratives written by Nida Gandasan Sangca-on, a renowned Subanen author, translator and entrepreneur for my dissertation because I believe that they deserve to be heard and appreciated. Luckily, I was able to lounge with the writer and she is very happy to give me the glimpse of their ethnohistory that catches my attention for writing. I believe, I could share relevant and timely information about the indigenous group we owe our history to.

I venture on the idea that culturally the Subanen people experienced discrimination, prejudice and misjudgment but they were able to surpass the challenges and gains appreciation. However, the Subanen culture is diminishing slowly which is heartbreaking to note as generation unfolds due to linguistic contact and mixed marriages and in order to preserve the cultural identities, to foster patriotism and nationalism and sympathize with the Subanen people, I believe, there is a need to determine the Subanen people’s heritage and local cultural traditions as resources to be honored, explored, safeguarded, acquainted with and appreciated. It is my

advocacy to frame for a balanced, contented and respected ethnohistory of the Subanen people. Subanen folk narratives are important because of the depth of knowledge it conveys, the moral principles it holds, and the pleasure it provides.

The folk narratives of the Subanen people show the social mores and ways of thinking that are prevalent in their community which provide an illustration of the different facets in culture and history of Subanen existence. Subanen culture has beauty and ugliness according to history. Folk narratives are significantly relevant and have a noble connection to their ethnohistory as Subanen people. They are true stories of the Subanen and experienced by real people in the past, the symbols and things that are used are part of their identity as a way to obey orders and as instruments to achieve the things they dream of in life. The themes of each story are life learned feelings and lived by in daily lives and are a guide to living every day and the true to life events really happened as seen in the testimonies of the old people in the lives of the Subanen ancestors.

In the realm of ecological significance, nature provides all the needs but they must also be respected because there are also spirits in-charge that live and support them. They believe that all creatures in the world have a spirit. They are not the only ones living in this world but there are those

that they cannot see that they must also respect. In the light of cultural relevance, Subanen has a beautiful and ugly culture according to history. The beautiful ones are for keeps while the bad ones will be forgotten and will only be kept as a treasure along with history.

After studying the Subanen folk narratives, I empathize with the Subanen and appreciated them for who and what they are. I am extremely happy that I emerged myself into a worthy and noble cause while completing my degree. I am humbly honored and I will always look back with a grateful heart of all the things I heard, learned, experienced and appreciated of the Subanen ethnohistory. Let me reiterate the wishes of the writer, Nida Gandasan Sangca-on, and let me quote, “My request is not to write if you are not sure of the information and details. It is necessary to do research and approach the reliable person as a source of information. Because instead of recognizing, understanding and appreciating our culture, we are hurt because what is written about us is not correct and distorts our ethnohistory. The more people write about us, the more we were judged and we felt the prejudice that should not be given to us and we do not deserve. I hope that we will be understood and given the opportunity to live in peace so that we can also achieve our goals in life like others.”

Resolution on Nat’l Hijab Day approved in Bangsamoro parliament

COTABATO CITY – A resolution seeking to support Senator Robinhood

Padilla’s Senate Bill No. 1272 and its counterpart House Bill No. 5693 in the House of Representatives, which declares Feb. 1 of every year as National Hijab Day, was approved by the Bangsamoro Transition Authority (Parliament).

Principally authored by Member of Parliament (MP) Diamila Disimban-Ramos, Proposed Resolution No. 162 or "Resolution Expressing The Unequivocal Support Of The Bangsamoro Parliament To Senate Bill No. 1272 And House Bill No. 5693, Both Declaring The First Day Of February Of Every Year As National Hijab Day And Promoting An Understanding Of The Muslim Tradition Of Wearing A Hijab" has been passed by the BTA during its 19th plenary session.

The legitimate intent of these bills in both chambers of Congress is to resolve discrimination, oppression, misunderstanding, and misinformation regarding women wearing the hijab, to promote equality and empowerment, education,

Presided by Representative Stella Luz A. Quimbo, the House Committee on Appropriations adopted the amendments introduced by the House Committee on Veterans Affairs and Welfare on House Bill No. 2490. The House Committee on Appropriations will now be preparing its Committee Report on House Bill No. 2490 which will then be submitted for the Second Reading at the Plenary of the House of Representatives.

In an earlier Organizational Meeting conducted on 23 November 2022, the House of Representatives’ Committee on Veterans Affairs and Welfare conducted the deliberation for the said bill where the members of the committee discussed the budgetary requirements, qualifications of the beneficiaries and other provisions of the bill to review its timeliness and responsiveness to the actual needs of the veterans.

Previously, the House Bill 2490 was approved on the third reading and was transmitted to the Senate during the 18th Congress. However, the bill was not acted upon for lack of material time. Senator Jinggoy Estrada and Senator Sonny Angara refiled the bill in the19th Congress of the Senate as Senate Bill No. 1480, or an Act Rationalizing the Disability Pension of Veterans, which underwent its First Reading on 31 August 2022. During his sponsorship speech on 22 November 2023, Senator Estrada presented their committee proposal for the increase in the monthly disability pension of Filipino veterans, noting that “it is a simple gesture of gratitude and appreciation for the invaluable service, loyalty and gallantry of our military veterans, to whom we owe the freedom, democracy and peace we all enjoy today.”

“AN ORDINANCE CREATING THE CAMIGUIN PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE AND ITS FUNCTIONS, PROVIDING FUNDS THEREOF, AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Panlalawigan of Camiguin, in Regular Session:

SECTION 1. TITLE. This Ordinance shall be known as the “ CAMIGUIN PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (PENRO) CREATION ORDINANCE ”.

SECTION 2. POLICY. In line with the national policy as provided for under Section 17 (3), Paragraph (iii) of Republic Act 7160 subject to supervision, control and review of the Department of Environment and Natural Resources, it is the policy of the Provincial Government of Camiguin to adopt measures and guidelines for the protection and conservation of the environment, proper waste management and introduction of technologies ideal and beneficial to its constituents, and the proper utilization of mineral resources applying a well-balanced approach and mechanism without detriment to the ecosystem.

SECTION 3. OBJECTIVES. This Ordinance is enacted to create an office which the primary function is for the implementation of existing laws on environmental protection and conservation, and regulation with regard to the proper utilization of mineral resources in the province.

SECTION 4. SCOPE. This Ordinance shall cover the functions of the office created, its organizational structures, and the corresponding duties and responsibilities of all personnel under therein.

SECTION 5. DEFINITION OF TERMS. For purposes of this Ordinance, the following terms/words used are defined as follows:

The Province. The Provincial Government of Camiguin.

The Governor. The Provincial Governor of Camiguin.

PENRO. The Provincial Environment and Natural Resources Office.

CEC. The Camiguin Environmental Code of 2011. An environmental ordinance of the province which was enacted by the Sangguniang Panlalawigan of Camiguin aiming to conserve, protect the environment and natural resources of the province.

DENR. The Department of Environment and Natural Resources which is a national government agency tasked under the law to monitor, regulate, and implement environmental laws and regulate the utilization of natural resources and minerals in the country.

PDS. Preliminary Disinfection Storage. A disinfection storage owned and possessed by the Provincial Government of Camiguin intended primarily for infectious and hazardous waste generated by health care facilities in the province.

PMRB. The Provincial Mining Regulatory Board.

SECTION 6. POWERS AND FUNCTIONS OF THE PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (PENRO).

To carry out its mandate, the Office shall:

a. Formulate and adopt an effective measure in the protection of the environment and the conservation of lands within the territorial jurisdiction of the province;

b. Enforce national laws, provincial ordinances, national issuances and regulations, and issuances from the Governor on environment and natural resources;

c. Implement the Camiguin Environmental Code (CEC) of 2011 and all existing environment-related laws, ordinances, resolutions, agreement and issuances relative thereto;

d. Implement the environmental programs and projects as mandated by the national government and the Office of the Provincial Governor;

e. Make some recommendations to the Office of the Governor, through the Provincial Legal Office, to revisit/ amend existing environmental ordinances or draft an environmental ordinance to address the current environmental issues in the province and outside, that would tend to affect the island in general;

f. Make recommendation to the Office of the Governor to reactivate and reconstitute the Provincial Solid Waste Management Board;

g. Serve as Secretariat and Member of the Solid Waste Management Board;

h. Manage, supervise, and oversee the over-all operation and maintenance of the sanitary landfills, Preliminary Disinfection Storage, and waste facilities possessed or owned by the province;

i. Conduct research and studies in coordination with the Provincial Planning and Development Office of the emerging local and global environmental issues like solid waste management, water treatment and the like, and provide mechanism to anticipate the same that would be beneficial to the constituents in general;

j. Collaborate with other local government units, non-government environmental organizations, civic groups, national agencies, foreign entities, local communities on conservation of the environment and effective implementation of all related laws;

k. Formulate and assist in the planning of a long-term, sustainable, and well-balanced utilization of natural resources and minerals;

l. Investigate and make recommendations to the Governor for the approval/disapproval of the renewal of existing quarry permits;

m. Investigate and make appropriate recommendations to the Governor for the regulations and suspension of quarry operations to any or all of permit holders due to; alleged violations of existing national laws, ordinances, national environmental guidelines, environmental issuances by the Governor, violation of terms and conditions of any permits which are integral to its operation, actual/immediate threat to lives and limbs of the residents, or to impose revocation of the same, if the grounds so warrant, within the bounds of the law.

n. Prepare and submit monthly reports to the Governor and the Sangguniang Panlalawigan as to the status, developments, and implementation of the existing local or national environmental programs;

o. Prepare and submit monthly reports to the Provincial Governor a comprehensive itemized monthly report of the actual volume of extraction of quarry materials regardless of its classification made by every quarry permit holder/operator including its outstanding balance of allowable volume to extract as provided in the quarry permit;

p. Perform such other duties and responsibilities that any statute, ordinance, or directive from the Governor that may give, vest, or assign.

SECTION 7. COMPOSITION. The Office shall consist of the Office Proper to be headed by the Provincial Environment and Natural Resources Officer or Provincial ENRO which has an equivalent to a department head of the province. The next lower in rank is the Supervising Environmental Management Specialist that would assist the Provincial ENRO with the functions of the office and coordinate with the Office of the Governor. The Office shall have 2 divisions under.

1. Environmental Services Division

2. Natural Resource Management Services Division

1. Environmental Services Division which shall be headed by a Senior Environmental Management Specialist. Under the same are:

a. Ecological Solid Waste Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel;

b. Camiguin Sanitary Landfill and PDS Operation Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel;

c. Pollution Control Management Unit which shall be headed by an Environmental Management Specialist II, Environmental Management Specialist I, and Administrative Assistant II personnel;

2. Natural Resource Management Services Division which shall be headed by a Senior Environmental Management Specialist. Under the same are:

a. Forestry Management Unit which shall be headed by an Environmental Management

Specialist Il, Environmental Specialist I, and Administrative Assistant II personnel;

b. Small Scale Mining Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel; and

c. Coastal Management Unit shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel.

The aforementioned positions shall have the corresponding salary grades

The Provincial ENRO shall be appointed by the Governor, subject to the confirmation by the Sangguniang Panlalawigan. Likewise, all the Civil Service qualifications and requirements including all pertinent documents relative thereto must be fully complied with and accomplished prior to its confirmation.

For this purpose, the PENRO shall have the following Organizational Structure and Staffing Pattern:

SECTION 8. QUALIFICATIONS, POWERS AND DUTIES OF PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICER (PENRO). As provided for under Section 484, Article XIV of Republic Act 7160, no person shall be appointed as provincial environment and natural resources officer unless:

a. He/She is a citizen of the Philippines;

b. A resident of the local government unit concerned, and of good moral character;

c. A holder of a college degree preferably in environment, forestry, agriculture or any related course from a recognized college or university;

d. A first grade civil service eligible or its equivalents;

e. He/She must have acquired experience in environmental and natural resources management, conservation and utilization of at least (5) years.

The Provincial ENRO shall take charge of the office in coordination with the Office of the Provincial Governor and perform the following duties and responsibilities:

1. Formulate measures for the consideration of the Sangguniang Panlalawigan and provide technical assistance and support to the Governor in carrying out measures to ensure delivery of basic services and provision of adequate facilities relative to environment and natural resources services;

2. Develop plans and upon approval of the Governor implement the same, particularly those which have to do with environment and natural resources programs and projects which the Governor is empowered to implement and which the Sangguniang Panlalawigan is empowered to provide for under the law;

3. Establish, maintain, protect and preserve communal forests, watersheds, tree parks, mangroves, greenbelts, and similar forest projects and commercial forest, like industrial tree farms and agro-forestry projects;

4. Provide extension services to beneficiaries of forest development projects and technical, financial and infrastructure assistance;

5. Manage and maintain seed banks and produce seedlings for forest and tree parks;

6. Provide extension services to beneficiaries of forest development projects and render assistance for natural resources-related conservation and utilization activities consistent with ecological balance;

7. Promote the small-scale mining and utilization of mineral resources;

8. Coordinate with government agencies and non-governmental organizations in the implementation of measures to prevent and control land, air, noise, and water pollution with the assistance of the Department of Environment and Natural Resources;

9. Be in the frontline of the delivery of services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment during and in the aftermath of man-made and natural calamities and disasters;

10. Recommend to the Sangguniang Panlalawigan and advise the Governor on all matters relative to the protection, conservation, maximum utilization, application of appropriate technology and other matters related to environment and natural resources; and

11. Exercise such other powers and perform such other duties and responsibilities as may be prescribed by statutes, this ordinance, issuances from the national government, and directives from the Governor.

SECTION 9. THE HUMAN RESOURCE DEPARTMENT. Within 30 days from the passage of this Ordinance, the Human Resource Department (HRD) of the province shall provide for a definite qualifications, duties and responsibilities of each position as abovementioned except the position of Provincial ENRO. The said qualifications, duties and responsibilities shall be in accordance to the existing applicable statutes like the Administrative Code of the Philippines, Civil Service Law in relation to Qualification Standards (as Amended 2017), Department of Budget and Management Circulars, and Commission on Audit regulations. The Office of the Provincial Governor and the Sangguniang Panlalawigan shall be furnished with the said documents in compliance of this Section.

SECTION 10. APPROPRIATION. The amount necessary to implement the provisions of this Ordinance shall be included in the province’ annual budget.

SECTION 11. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provisions of this Ordinance shall be declared unconstitutional or invalid, other parts or provisions not affected thereby shall continue to be in full force and effect.

SECTION 12. REPEALING CLAUSE. All existing Provincial Ordinances, Executive Orders and issuances made by the Provincial Governor, or portions thereof which are inconsistent are hereby repealed and modified accordingly.

SECTION 13. EFFECTIVITY. This Ordinance shall take effect fifteen (15) days after the publication in a newspaper of local circulation or posting in a conspicuous place in 5 municipal halls of all the municipalities under the territorial jurisdiction of the Provincial Government of Camiguin.

A known champion of animal welfare who provided programs for the city’s feline and canine pets, Lazatin said he aims to eradicate the inhumane treatment of animals in slaughterhouses, which is why he actively pushed for its renovation.

“Kaya sinikap po natin na maisagawa ang renovation ng (We tried to do the renovation) of the slaughterhouse, we want to promote a more humane treatment and handling of livestock and poultry,” he said.

“We have always advocated for animal welfare ever since. Dito sa Angeles City, hindi lang kapakanan ng mga residente ang pinangangalagaan natin, kundi pati na rin ang mga hayop dito (Here in Angeles City, we look after the welfare not only of our residents but also of animals).”

An automated poultry dressing plant, wastewater treatment facility, and ice plant have been installed in the new slaughterhouse.

The environment-friendly slaughterhouse can process 4,000 to 5,000 chickens per hour, 700 to 1,000 hogs per 12-hour operation, and 100 to 200 cattle and carabaos per 12-hour operation.

In terms of treating the animals, the new facility will employ a humane strategy where animals will be stunned before they are processed.

Meanwhile, Lazatin’s political chief adviser Irish Calaguas said the construction of the new slaughterhouse transpired through a Build-Operate-Transfer partnership with Cabanatuan EACA Agro-ventures, Inc.

Under the agreement, Calaguas said, the city government leased its land for 25 years to the private partner, with the latter paying a monthly rent until the end of the contract.

The FRs were identified and endorsed by the Philippine Army and after a thorough review of their application, Tanquiamco said they chose this particular livelihood package over other options as this would bring “immediate results.”

The chickens, when delivered, are ready to lay eggs, and would take just a few weeks before the FRs can start selling them.

The Philippine Army will be their first client, buying the eggs from the FRs at a reasonable price, the DOLE provincial OIC said.

The delivery of the livelihood grants for the FRs, whose identities were withheld for security reasons, is expected this week or early next week.

Meanwhile, records at the DOLE-Negros Oriental office showed that four associations also availed of the livelihood grant during the height of the coronavirus disease 2019 pandemic.

These are the Dauin Vegetable Grower’s Association in Barangay Tunga-tunga, Dauin, with 96 beneficiaries; Cluster Level Association in Barangay Bagtic, Mabinay (73 beneficiaries); (Tolong Multi-Purpose Cooperative in Barangay Villareal, Bayawan City (52 beneficiaries); and Sta. Laguna Mato-bato Livelihood Association in Barangay Matobato, Bindoy (42 beneficiaries).

Some PHP3.5 million worth of the livelihood package was released to these groups between 2020 and 2022. (PNA)
