ACTIVE members and pensioners from nine power crisis-affected Occidental Mindoro towns and those affected by flash floods and landslides in Agusan Del Sur can now avail of emergency loan from Government Service Insurance System (GSIS).

GSIS President and General Manager Wick Veloso on Thursday said a total of 17,010 active members and 1,563 old-age and disability pensioners working or residing in the municipalities of San Jose, Magsaysay, Calintaan, Rizal, Sablayan, Santa Cruz, Mamburao, Paluan and Abra de Ilog, as well as in Prosperidad may apply for the emergency loan until June 21.

“Having the financial means to provide for basic needs amidst a natural disaster is important," he said, saying that the state pension fund is readying over P437.5 million for this purpose.

Maharlika fund

THE bill seeking to establish the Maharlika Investment Fund (MIF) is now awaiting the signature of President Ferdinand R. Marcos Jr. This comes after the House of Representatives formally adopted the Senate's version of the MIF bill during the plenary session on Wednesday night.

Earlier in the day, House committee on banks and financial intermediaries chair Irwin Tieng said the House contingent to the bicameral conference committee agreed to accept the provisions under Senate Bill 2020.

$176M fishery fund

THE World Bank on Wednesday approved a $176 million fisheries and coastal resiliency project.

In a statement, the World Bank said the Philippine Fisheries and Coastal Resiliency Project (FISHCORE) seeks to improve fisheries management, enhance the value of fisheries production, and elevate incomes in selected coastal communities.

The project is expected to benefit more than 1.5 million fisherfolk, small-to-medium businesses, and residents in coastal communities.

Samal preps contingency plan to mitigate impact of El Niño

DAVAO City – In response to the imminent threats of the El Niño phenomenon, the island city of Samal in Davao del Norte is crafting a contingency plan to address the adverse effects of the periodic weather condition. In a statement Thursday, Samal City Public Order and Safety Office (CPOSO) chief Rosemarie Garde said one of the city's goal is to ensure sustainable water management in the area in anticipation of the drought. Based on the six-month forecast by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), recent conditions indicate that El Niño may occur from June to August

this year, with an 80 percent probability. PAGASA added that the dry spell may persist until the first quarter of 2024. Garde said the city's drought contingency plan is being crafted based on the presumable worst-case scenario that could occur on the island, recognizing the need for proactive action in the face of climate change and increasing water scarcity. “The plan formulation involves extensive consultation with environmental experts and a collaborative effort involving the participation of local and national government, stakeholders, water management, community organizations, and residents,” she said. Garde said the plan

primarily aims to protect water service providers, address the pressing challenges posed by drought conditions and ensure a long-term water supply for the entire island. “This is a comprehensive strategy that includes innovative measures and a collaborative approach to reducing the impact of droughts and securing water supplies for communities and industries alike,” she said. NEDA chief: Maharlika fund unlikely to increase debt

THE Maharlika Investment Fund (MIF) is not expected to raise the national debt, National Economic and Development Authority (NEDA) Secretary

Arsenio Balisacan said on Wednesday.

"I don't think (debt will spike). The (capitalization is) just small, P500 billion, that's not really... Besides there's going to be strategic areas that are also profitable, they will be investing

those in profitable areas, projects," Balisacan said on the sidelines of the GermanPhilippine Chamber of Commerce and Industry, Inc. luncheon forum.

Senate Bill 2020 or the MIF bill, which seeks to establish the Maharlika Investment Corp. as the sole vehicle for mobilizing and utilizing MIF for investments, was approved by the Senate on Wednesday.

The MIF shall have an

authorized capital stock of P500 billion, with common shares of P3.75 billion, to be subscribed by the national government, its agencies, or instrumentalities, including government-owned and -controlled corporations (GOCCs) or government financial institutions (GFIs).

The Social Security System, Government Service Insurance System, Philippine Health Insurance

Corp. (PhilHealth), Home Development Mutual Fund or Pag-IBIG Fund, Overseas Workers Welfare Administration, and the Philippine Veterans Affairs Office, however, will not be included.

Those opposing the bill earlier expressed concern that the MIF might further increase the country's debt.

Recent study shows Filipinos’ cashless payments increasing

FILIPINOS are becoming less reliant on cash amid the growth of cashless payments in the country, latest Visa’s Consumer Payment Attitudes Study in the Philippines indicated.

In a media briefing in Makati City Thursday, Visa Country Manager for the Philippines and Guam Jeffrey Navarro said 50 percent of consumers carried less cash in 2022 as more of them use cashless payments such as cards, mobile wallets and quick response (QR) payment.

According to the Visa study, 6.4 out of 10 purchases were made through cash

payment last year, which was lower than the 7.8 out of 10 purchases in 2021.

“Those carrying less cash said it’s because of the availability of cashless payments in the market. They’ve already embraced it. The second point is in the area of safety and security so they cannot be robbed. They feel safer that they are not using actual cash, but in digital form,” Navarro said.

He said 82 percent of Filipino consumers attempted to go cashless in 2022.

He also expressed confidence that the Senate version would be able to address accountability

issues.

"They have put in many additional provisions that addresses these issues, I haven’t seen the bicam(eral), that joint version. They would have to reconcile the Senate and House version, we’ll see. Many changes have been introduced, those changes were meant to address the issues, including accountability issues," Balisacan said.

"The fact that it is now passed, I think, strengthens our platforms for investment because we, the economic team, has been saying we need to augment, complement the platforms that we have in engaging with the private sector, expanding investments in strategic areas." (PNA)

Successful Business Plan (Part 2)

Think a minute . . . ”The reason some people are successful is that they put their plan and work together for a plan that works.”

Yesterday we started a plan for success both in our job and career, as well as in our personal life, so today we will complete the course.

Rule number three: Be productive. This means we learn to use our time and talents efficiently and effectively to produce something others think is worth having. It may be a good product or service or both. But to do this we must maintain our high standard of quality in our work. The world-famous musician Paderewski said: “When I miss a week of practice, my audience knows it. When I miss a day, I know it.”

This takes daily discipline and commitment to improving ourselves and our service to others. We must keep sharpening our skills, learning to use new and better technology, even learning from our competitors. Remember: “The enemy of the best is second best.” “Good enough” rarely is!

This leads to rule number four: Be motivated by a passion and purpose that gets you up every morning. “Fire in your heart will melt the lead in your feet.”

Without this desire and drive, your best plans will never happen.

We are now in the 23nd year of the 21st century but we are not so certain anymore if we can reach the 22nd as the earth warms, sea level rising and climate change has set the doomsday clock to just “one minute before midnight.” We must now contend with impending ecological disasters – earthquakes, tsunamis, super typhoons, drought and floods – which are becoming horrible and fatal. Indeed, there is no free meal in nature. After sacrificing Mother Earth to the altar of greed and profit because of the development paradigm called Neo-Liberal Capitalism also known as Corporate Globalization which is anchored on the growth-atall-cost development strategy, nature is now taking its vengeance.

As an adverse consequence, it is feared that the Mekong Delta that irrigates millions of hectares of rice lands in India, China, Vietnam, Lao and Cambodia will dry-up and will instead be inundated by the rising salty water.

The 106 million Filipinos need some 15 million metric tons of rice every year. We can only provide some 10 million metric tons, the balance of which we import. After losing the 17 million hectares of dipterocarp forest in just a century, there is no way in stopping the rampaging water that wreaks havoc whatever it finds in its path, be life, limb or properties. Even here in Cagayan de Oro, we have witnessed the destruction of our ecosystems with utter disregard for nature and the welfare of the future generations which has rendered the city very much vulnerable to ecological disasters. Remember what happened when Typhoon Sendong hit Cagayan de Oro on Dec 17, 2011. In just one night of flooding, some 3,000 died in cities of Cagayan de Oro and Iligan and some 11,000 families were rendered homeless. Those who died were the poor families living in the vulnerable areas while the rich and powerful loggers who were the culprits were well ensconced in their mansions. Yes, pobre lang po sila pero mga anak din po sila ng Diyos! Many of the pitiful victims were children. Satellite map had shown that from 37,000 hectares of forest cover 50 years ago in the uplands of Cagayan de Oro, we barely have a thousand hectares of remaining forest. From the sixties to the nineties, logging has continued without let-up, perpetuated by those whose insatiable greed had created a strong cabal of vested interest with connivance from the very people who are tasked to protect the environment. Massive nonstop illegal logging operations had been done for more than four decades by powerful six logging companies namely, Vicmar, TIPI, Remedios Fortich & Sons, Roa & Sons, Dacudao, Valderama & Sons which were supported by wellarmed guards especially by another illegal logger named the late 2nd Lt. Modesto Elezare. The DENR should be asked why these logging companies did not comply with

Don’t you know that these loggers did not just violate environmental laws but they have caused the death of thousands as what happened when rampaging waters hit the cities of Cagayan de Oro & Iligan due to Typhoon Sendong. These loggers are therefore guilty of indirect murder of thousands of people!! His Excellency, PRESBBM, we hope that due investigation be done on why the rule of law was blatantly violated which was replaced by the rule of the guns, money and power!

Energy company eyes Jap market expansion

INTEGRATED energy company

Semirara Mining and Power Corp. (SMPC) is set to make its second trial shipment to Japan this June in a bid to reduce its dependency on the Chinese market.

The company will export 50,000 metric tons (MT) of Semirara coal to Shikoku Electric Power Corp. for its

700-megawatt coal-fired ultrasupercritical power station.

“China is still our main foreign buyer but with their industrial output growing slower than expected, we want to develop other Asian markets like Japan,” SMPC president and chief operating officer Maria Cristina Gotianun said in a statement on Thursday.

From January to March, Semirara coal shipments to China plunged by 50 percent from 2.2 million MT to 1.1 million MT, accounting for 72 percent of exports.

South Korea was a steady market at 300,000 MT, representing one-fifth of export sales. The rest of the exports went to Japan (5 percent) and

PH manufacturing index improves in May

THE condition of the country’s manufacturing sector improved in May 2023 to 52.2 from an index of 51.4 in April, the S&P Global manufacturing purchasing managers’ index (PMI) reported Thursday.

S&P Global said the stronger manufacturing score in May is driven by faster expansions in both factory orders and manufacturing output, while suppliers’ delivery time improved for the first time since July 2019.

“Companies reported that improved logistics routes

helped shorten delivery times,”

S&P Global economist Maryam Baluch said in a statement.

S&P Global also observed that demand from foreign markets improved last month, with export volume in May posting solid growth.

The hiring activities of producers also rose for the first time since January this year.

In his presentation “Regional Water Demand Scenario” Engr.

Dexter S. Lo, founding director of Xavier Ateneo’s Engineering Resource Center (ERC) stressed the urgent need to note how the increasing rate of urbanization could accelerate water demand across the region.

Mr. Lo cited the need to forecast based on following factors which affect increasing urban water demand: demographics and land use, water supply and usage, and climate change. He also cited income, and other socio-cultural factors such as water/wastewater pricing, regulation, restrictions, knowledge and awareness, technical innovations, and the presence of water service companies, which could also affect water demand.

Northern Mindanao’s (Region X) projected water demand is expected to reach 368 million cubic meters (MCM) by 2045, based on the projected population of 1.871 million by that date, based on the UN metric of 120 liters per capita daily (lpcd) for urban and 60 lpcd, which however excludes agriculture, but does not include agri which consumers the largest volume of water among all industry sectors, estimated at 7580% of total consumptive demand in the country.

“Of our 2017 water use in Region X estimated at 37, 145 MCM annually based on awarded water permits, approximately 87% (32,355.38 MCM) is allocated for power generation categorized under non-consumptive use. Irrigation consumes the largest volume with 65% allocation; industrial sector 26%, and domestic sector only 5.7% or 4,798.94 MCM was allocated for consumptive use,” Mr. Lo said. However , he cautioned that the baseline data is from 2015, but increasing urbanization could alter the projections for 2045.

Water availability per province (cu.m./person/yr) as of 2015 population shows that Bukidnon enjoys the largest buffer with 7,020 cmpy with Lanao del Norte the only

province indicating water stress at 1,373 cmpy vis a vis the UN standard of 1,700 cmpy.

Groundwater availability

While extensive and highly productive aquifers with high recharge potential in Region X can only be found around Cagayan de Oro, these same areas will be influenced by increasing temperature, decreased precipitation and increasing population density.

Mr. Lo said groundwater is important since it is easier to process for potability vs surface water which can be affected by precipitation which can make it more expensive to process.

Lanao del Norte and the coastal towns of Misamis Occidental have fairly extensive and productive aquifers with Interior towns having local and less productive aquifers, as do most of the towns in Bukidnon.

The western towns of Misamis Oriental have mostly local/less productive aquifers except for the coastal areas of Laguindingan, Alubijid, EL Salvador, and Opol which have fairly to less extensive and productive aquifers with low to moderate, potential recharge.

The rest of Cagayan de Oro and Camiguin have rocks without any known significant, groundwater obtainable through drilled wells.

Water resources potential and annual rainfall (mm)

Of the five provinces of Region X, Bukidnon enjoys the largest water potential 9,259 MCM surface water, 676 MCM ground water (GW) and 2,318mm annual rainfall, with Camiguin at the opposite range with 210 MCM surface, 15 MCM GW/1,937 mm annual rainfall.

Misamis Oriental has 3,126 MCM surface/228 MCM GW/1,535 mm AR; Misamis Occidental 1,813 MCM surface, 132 MCM GW and 1,670 mm AR; and Lanao del Norte 1,280 MCM surface, 120 MCM GW and 1,948 mm AR.

Citing the IPCC Sixth Assessment Report: Climate Change 2021 which reports Climate Change Affecting World Regions (19502021), SouthEast Asia (including the Philippines) can expect hot extremes and heavy precipitation.

As a result, Region X will be warmer according to Pagasa, the Manila Observatory, and the USAID Be Secure Project, which is likewise affirmed by the Phil Climate Change Report 2020.

Potential Impacts on Water Resources

Thus, the expected hot extremes can result in the decline in precipitation and longer dry spells which can lead to water service disruption; while locations with increase in intense precipitation events pose a challenge to water management and flood control. Further, Extreme Rainfall Events will increase dam siltation and reduce their useful lifetimes, while the increase in temperature will cause surge in energy demand while longer dry periods will reduce efficiency of power plants.

Adoption Options

Mr. Lo presented the summit with a comprehensive menu of adoption options including improving water supply, water quality and flood control.

“Development is necessary but we have to be conscious and conscientious of what we are doing, he urged.

“We can always integrate pockets of green like parks, retaining ponds, which can be used for business, without the need for resorting to big ticket infra projects like drainage canals, which are necessary but not the only solution which can give us a better chance. RI District 3870 Governor appoints PDG Rosales-Deleste as Discon chair

CAGAYAN DE ORO CITY – Rotary International District 3870 incoming governor Gild “Gigi” Go has chosen Past District Governor ROSALINDA “LINDA” ROSALES-DELESTE of the Rotary Club of Kalayaan Cagayan de Oro as District Conference chairwoman for Rotary Year 2023-2024.

Governor Go said during Rosales-Deleste’s term as Governor, DISCON attendance was at its highest in the District. “With her on the reins for the incoming DISCON in 2024, we’re all looking forward to a more impressive and exciting District Conference,” Go claimed.

DISTRICT CONFERENCE

Go said “The purpose of the district conference is to provide opportunities for networking, inspirational addresses, and discussions

of Rotary-related matters. District conferences are an opportunity for clubs to exchange ideas and showcase their achievements.”

This event, according to her, recognizes the service programs, projects, and public relations achievements in the district. The conference gives Rotarians and clubs a vision of Rotary beyond the club level and provide a memorable fellowship experience.

District Conferences usually lasts one to two days and includes a visit from a

ROSALINDA

president’s representative who gives an update on Rotary International and inspires and motivates

participants. A report on the district, including its successes and challenges, are also presented at the

Discon.
