Angkas commits 1M jobs to PBBM’s Motorcycle ‘Nanopreneur’ Program

Homegrown motorcycle taxi app Angkas has put forth a proposal that can empower the 18 million motorcycle owners in the country to become ‘nanopreneurs’ or small business owners. Their innovative concept known as the Motorcycle Nanopreneur Digital Jobs Platform, opens up new opportunities for motorcycle owners to utilize their vehicles for business ventures. Normin Summit tackles water security

Stakeholders from the government and the private sectors came together on May 25-26, 2023 to address water security issues in Northern Mindanao.

Over 400 stakeholders from various government agencies, NGOs, business chambers, water districts and local governments joined the Northern Mindanao Integrated Water Security Summit held at the Seven Seas Waterpark and Resort in Opol, Misamis Oriental.

“We cannot emphasize enough the importance of the water situation here in Northern Mindanao and how it affects our daily lives,” said Misamis Oriental Gov. Peter M. Unabia , who currently chairs the Infrastructure & Utilities Committee (Infracom) of the Regional Development Council Region X (RDC-X).

“This assembly, therefore, is a necessary and urgent step towards achieving our collective aim of attaining water security and providing safe, adequate, affordable and accessible drinking water for the Filipino people living in this part of Mindanao.”

Philippine Chamber of Commerce and Industry (PCCI) Regional Governor for Northern Mindanao and concurrently Vice Chairman, RDC-X Infracom Ruben A. Vegafria related how the conduct of a water summit was unanimously approved by the

RDC Full Council 1st quarter meeting.

“We are gathered here today, together as one, in praying that the policy initiatives covered by the passage of Executive Order # 138 s. 2021 (Full Devolution of Certain Functions of the Executive Branch to LGUs) particularly the provisions on water and sanitation services, the current initiatives to update the archaic water studies in the country, the crafting of the Philippine Water Supply and Sanitation Master Plan, and recently, the signing of EO#22 s 2023 by Pres. Marcos creating the Water Resources Management Office in the Dept. of Environment and Natural Resources (DENR) be given serious attention by government and private stakeholders in order to ad -

dress the depressing situation in the country,” Vegafria stressed.

A former chairman of the Cagayan de Oro City Water District (COWD) intimately familiar with the challenges facing the water sector, Vegafria exhorted the congressmen present to file a legislative bill in Congress to strengthen water cooperatives; establish the formulation of a Provincial Integrated Water Security Plan in each of the five provinces of Northern Mindanao under the Regional Development Council as a special body; create a Regional Water Supply Sub-Committee under the auspices of the RDC-X Infracom; and, decentralize the National Water Resources Board (NWRB) by creating Regional Offices all over the country.

Dapitan City LGU visits WPMAC VEGGIES in Sto. Nino Talakag, Bukidnon

WPMAC Veggies an emerging hydroponic farming destination in Sto. Nino, Talakag Bukidnon was recently visited by the Dapitan City LGU headed by Hon. Ronie Harapan - Municipal Councilor and their City Agriculturist, Mr. Cyril Patangan. This is in close coordination with the Department of Agriculture in Talakag, Bukidnon.

The House of Representatives was well represented by Rep. Jurdin Jesus Romualdo (Camiguin), Rep. Yevgeny Vincente Emano (2nd district, Misamis Oriental), and Rep. Jose Manuel Alba (1st district, Bukidnon) who all actively participated in the discussions.

The Oro Chamber of Commerce chaired the Technical Working Group for the summit with the Region X offices of the National Economic Development Authority, Department of Science and Technology, Environmental Management Bureau, Department of Environment and Natural Resources, Board of Investments/Dept of Trade and Industry, and the Department of the Interior and Local Government.

The visit showcased the various agricultural projects by WPMac Veggies owned by the Macasusi Family in Talakag under the able management of their eldest brother, Eddie Macasusi. Works are stilll underway to fully develop the area but to date, it has already produced several agricultural products and plan to embark more in the months to come.

BARMM gets P5-B for rehab of conflict-hit areas: DBM

MANILA – The Bangsamoro

Autonomous Region in Muslim Mindanao (BARMM) will receive PHP5 billion for the rehabilitation of its conflictridden communities, the Department of Budget and Management (DBM) announced on Wednesday.

In the May 24 column published in the local newspaper Manila Bulletin, DBM Secretary Amenah Pangandaman confirmed that she had approved the Special Allotment Release Order (SARO) amounting to PHP5 billion for BARMM’s Special Development Fund (SDF).

“Recently, I also approved the Special Allotment Release Order amounting to PHP5 billion for the Special Development Fund of BARMM for the rebuilding, rehabilitation, and development of its conflict-affected communities,” Pangandaman said.

“These are on top of the PHP64.8 billion block grant to the Bangsamoro government in the 2023 Budget.”

The DBM, in a separate statement, said the release of the PHP5 billion fund is under Section 2, Article 15 of

Republic Act (RA) 11054.

RA 11054 mandates the national government to grant the BARMM government a PHP5 billion SDF annually for 10 years to rebuild, rehabilitate, and develop the region’s conflict-affected communities.

The DBM said the allocations should be released by the Bureau of Treasury to the BARMM government through an authorized government servicing bank, subject to cash programming by the national government.

Pangandaman expressed optimism over the BARMM government’s proper use of funds to ensure the region’s development.

“We hope that BARMM takes advantage of this funding by fully utilizing it to help those in need, and to improve areas that needs further development,” she said.

The most recent conflict that erupted in BARMM was the five-month siege of Marawi City, which ended in October 2017.

The clash resulted in PHP17 billion in property damage and lost opportunities, based on the data from Task Force Bangon Marawi (TFBM), the government inter-agency body in charge of rehabilitation efforts in the conflict zone.

In 2018, TFBM said in an initial estimate that at least PHP49.8 billion is needed to restore affected parts of Marawi.

Pangandaman renewed

the commitment of President Ferdinand R. Marcos Jr. and his administration to helping the Bangsamoro government strengthen the communities in BARMM.

“Tulad po ng ipinangako ko, at alinsunod po sa tagubilin ni Pangulong Bongbong Marcos, patuloy po ang DBM na aalalay sa BARMM sa abot ng aming makakaya (In line with President Bongbong Marcos’ directive, the DBM will continue to assist the BARMM). We will ensure that we will help in its smooth transition process and strengthening its communities,” she said.

The Marcos administration has allotted PHP64.76 billion for BARMM’s Annual Block Grant; PHP5 billion SDF for the rebuilding, rehabilitation, and development of conflictaffected communities; and PHP4.59 billion for its share in taxes, fees, and charges collected in the region. (PNA)

Rainy Wednesday due to 2 weather systems

MANILA – Most parts of the country will experience rains due to two weather systems, the weather bureau said Wednesday.

In its 5 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the frontal system affecting extreme Northern Luzon will bring rains over Batanes and Babuyan Islands.

Scattered rain showers and thunderstorms will also be experienced over the Zamboanga Peninsula, the Bangsamoro region, and Palawan due to the southwesterly wind flow.

PAGASA warned that flash floods or landslides are possible in those areas in case of moderate with at times heavy rains.

Isolated rain showers caused by the southwesterly wind flow and localized thunderstorms are forecast over Metro Manila and the rest of the country.

Moderate winds and moderate seas will prevail over extreme Northern Luzon, while the rest of the country will have light to moderate winds and slight to moderate seas.

Meanwhile, Super Typhoon Mawar is slowly moving northwestward and is expected to enter the Philippine Area of Responsibility either Friday or Saturday. It is packing maximum sustained winds of up to 185 kph and gustiness of up to 230 kph.

PAGASA weather specialist Obet Badrina said the tropical cyclone has a small chance of making landfall but may enhance the southwest

monsoon that will cause rains, particularly in the western section of Luzon, the Visayas, and possibly Mindanao.

On alert

The Office of Civil Defense (OCD) is constantly monitoring the weather disturbance, along with concerned member agencies of the National Disaster Risk Reduction and Management Council (NDRRMC).

“Initially alerted LGUs (local government units) located in the eastern seaboard of the country as ‘Mawar’ will be coming from the eastern side of the country, however, we are also now alerting LGUs in the western seaboard as the tropical cyclone will intensify and pull southwest monsoon that will cause strong winds and rains,” OCD spokesperson, Assistant Secretary Bernardo Rafaelito Alejandro IV, said

Batangas conducts 'all-in assessment' for good governance award

BATANGAS CITY – The provincial government of Batangas, through the Provincial Planning and Development Office (PPDO), on Tuesday announced that it is currently targeting the 2023 Seal of Good Local Governance (SGLG).

In an interview, Jo Anne Cuasay, PPDO project evaluation officer, said the provincial government is taking an “all-in assessment approach” to determine if it is living up to the standards set by the Department of Interior and Local Government (DILG), which awards the SGLG.

The PPDO is presently evaluating how well local authorities are performing in the required governance areas necessary to be awarded the coveted seal, she added.

The province is an awardee of SGLG in 2016 and a Post-Conferment Qualifier in 2017.

The SGLG Post-Conferment Qualifier award was agreed to be given to local government units (LGUs) that have continuously worked and made efforts to complete and pass all SGLG criteria.

She explained that SGLG standards require the provincial government to “uphold transparency and accountability among local governments across several areas to reach high standards of transparency.”

She disclosed that there are 10 core areas that measure how well services are being delivered in the province, with an eye on how funds are managed.

The governance areas

include (1) financial administration and sustainability;

(2) disaster preparedness;

(3) social protection and sensitivity; (4) health compliance and responsiveness;

(5) sustainable education;

(6) business friendliness and competitiveness; (7) safety, peace, and order;

(8) environmental management;

(9) tourism, heritage development, culture and arts; and (10) youth development.

It was further revealed that an SGLG validation and assessment meeting between DILG-Batangas officials and LGU representatives is set on June 7.

The DILG is set to award the SGLG in August, according to the official.

MANILA – The Philippine Navy (PN) thanked its South Korean counterpart for its continuous assistance in the naval service’s ongoing modernization program.

“We thank your Navy for helping in our modernization program, particularly the manufacture of our frigates, corvettes, and offshore patrol vessels in South Korea,” PN Chief, Vice Adm. Toribio Adaci Jr., said.

Adaci made the remark during the visit of the Republic of Korea Navy (ROKN) chief of naval operations, Adm. Lee Jong-Ho, and his party to the PN headquarters at Naval Station Jose Andrada along

Roxas Boulevard, Manila on Tuesday.

He was referring to the missile frigates BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151), which were constructed by Hyundai Heavy Industries and are now in service, along with the two corvettes and six offshore patrol vessels being constructed by the South Korean shipyard. Aside from this, the PN also benefited from the ROKN’s donation of the “Pohang” class corvettes, one of which, the BRP Conrado Yap (PS-39), is in service, with two more on the way.

Liberating humanity from collective insanity is the urgent call of the times otherwise the earth’s 6th extinction will come of age after the 5th extinction which happened some 63 million years ago when asteroids hit the earth that had erased Dinosaurs from the face of the earth. The species known as the homo sapiens has been described as the most flawed of all of

God’s creation, having killed not only fellow human beings at the tune of some 150 million in the 20th century alone out of two world wars but the homo sapiens has put to extinction billions of megadiversity and now causing the extinction of the earth itself. The awakening time has come. Let us now know who truly we are, not just form (body) but consciousness (spirit).

Climate Change

After losing the 17 million hectares of dipterocarp forest in just a century, there is no way in stopping the rampaging water that wreaks havoc whatever it finds in its path, be life, limb or properties. Even here in Cagayan de Oro, we have witnessed the destruction of our ecosystems with utter disregard for nature and the welfare of the future generations which has rendered the city very much vulnerable to ecological disasters. Remember what happened when Typhoon Sendong hit Cagayan de Oro on Dec 17, 2011.

As consciousness, we must pay homage to Gaia (Mother Earth) that sustains life yet, has been abused no end, its forests raped, its biodiversity massacred, its agricultural lands poisoned by toxic chemicals, its rivers drying-up, its sea polluted and its ozone layer depleted. We are now in the 23nd year of the 21st century but we are not so certain anymore if we can reach the 22nd as the earth warms, sea level rising and climate change has set the doomsday clock to just “one minute before midnight.” We must now contend with impending ecological disasters – earthquakes, tsunamis, super typhoons, drought and floods – which are becoming horrible and fatal. Indeed, there is no free meal in nature. After sacrificing Mother Earth to the altar of greed and profit because of the development paradigm called Neo-Liberal Capitalism also known as Corporate Globalization which is anchored on the growth-at-all-cost development strategy, nature is now taking its vengeance.

The Philippines, according to the United Nations’ Risk Disaster Index is the 4th country in the world worst hit by Climate Change. Our accelerating drive towards ecological disasters is further aggravated by the destruction of ecological base that must feed, cloth and house the exponentially growing population. The 10,000 or so earth’s inhabitants had grown to 3.3 billion in 1900 after one hundred thousand years but that 3.3 billion has more than doubled to 7 billion today, after only 120 years. By 2050, there will be some 9.3 billion people on earth, according to UN demographers, which is only 28 years from now.

The tremendous increase in world’s population cannot be matched by food production. On the contrary, food production is decreasing because, according to well-known scientists, for every one-degree Celsius increase in the earth’s temperature, there will be a corresponding 10% decrease in yield of wheat, corn and rice.

MEGA-BIODIVERSITY

One billion people on earth are hungry, mostly Asians. The impending occurrence of famine is now predicted as the Himalayan glaciers are melting in addition to the daily melting of one thousand hectares of the 386-meter-high glaciers in the Arctic and the Antarctic. As an adverse consequence, it is feared that the Mekong Delta that irrigates millions of hectares of rice lands in India, China, Vietnam, Lao and Cambodia will dry-up and will instead be inundated by the rising salty water.

When this happens, some 30 million Filipinos will go hungry as we are importing 2.5 million metric tons of rice annually from these countries. The 106 million Filipinos need some 15 million metric tons

of rice every year. We can only provide some 10 million metric tons, the balance of which we import. I believe it is time to make our country self-reliant on food. It is paradoxical that while we are feeding the world with all kinds of fruits and cash crops, we must import basic staples for our hungry people such as rice and milk. This is because it is the giant agri-business corporations that own our agriculture, not the farming communities.

While we must be conscious of the state of the environment globally, it is imperative for us to be aware, more so, locally.

The Philippines has long lost its ecological integrity. In fact, we are now facing ecological crisis that unless soon averted will lead to societal collapse.

It was early dawn of December 17, 2011, when the devastating flood induced by Typhoon Sendong (Washi) extinguished more 3,000 lives and many more missing in Cagayan de Oro and Iligan City.

In just one night of flooding, some 3,000 died in cities of Cagayan de Oro and Iligan and some 11,000 families were rendered homeless. Those who died were the poor families living in the vulnerable areas while the rich and powerful loggers who were the culprits were well ensconced in their mansions. Yes, pobre lang po sila pero mga anak din po sila ng Diyos! Many of the pitiful victims were children. Satellite map had shown that from 37,000 hectares of forest cover 50 years ago in the uplands of Cagayan de Oro, we barely have a thousand hectares of remaining forest. From the sixties to the nineties, logging has continued without let-up, perpetuated by those whose insatiable greed had created a strong cabal of vested interest with connivance from the very people who are tasked to protect the environment. Antique health workers on mop-up drive amid ‘low’ vax coverage

SAN JOSE DE BUENAVIS-

TA, Antique – Health workers implementing the measles-rubella - oral polio vaccine supplemental immunization activity (MR OPV SIA) in Antique are now conducting mop-up activities to ensure that no target kids are left behind with only a few days left before the May 31 deadline.

“With a few more days left, we are still a bit short of our target that the BHWs and other health workers have been instructed to visit the families of these children,” said Department of Health (DOH) provincial head Dr. Rommel Garganera in an interview on Wednesday.

He said that as of May 23, the MR accomplishment in the province of Antique is only 59.77 percent which is equivalent to 34,948 out of the 58,472t target.

Further, only 50.06 percent or 34,212 out of the 68,339 target have availed of the OPV.

Smart Technologies in Farming

Applying new technologies in farming is one of those things that I appreciated more about modernism because to me it is very necessary to introduce another new ways of doing to our farmers who put food to our tables. These technologies must be efficient, fast, and affordable.

There are a lot of Smart technologies in farming. In our community, the most popular is greenhousing. According to the ScienceDirect website, “Greenhouses are frames of inflated structure covered with a transparent material in which crops are grown under controlled environment conditions.” What I like the most in greenhousing is that it grows plants even in the limited space provided. I consider it so beneficial because farming used to be all about the sizes. The wider the land a farmer has, the more crops he can plant and harvest. However, with the advent of technology, this issue has been resolved.

Greenhousing provides a good workplace for crops. Having been able to see greenhouses in the town of Manolo Fortich and some parts of Bukidnon, I can say this technology works much with the community.

Urban Community Farming is one of those tactics that tapped my heart. It is because it gives and ripples hope to those in Urban areas with less to nothing extra space. With its upward method of planting and making use of used plastic containers, stone pots or. plastic jars, farming is made possible. To share, there are already communities in Metro Manila such as Quezon City that provide a shared space for their residents to plant. The community takes good care of its greens collaboratively. Other than that, different households were also encouraged to plant in their spaces by the use of the upward method or hanging the potted plants to maximize space. Anyone

can also see community farming locally in Cagayan de Oro City such as in the barangays of Lapasan, Agusan, and Tablon. Urban Community Farming pushes for food security and sustainability among people and addresses the problems of poverty, hunger, and malnutrition. Farming is for everyone and according to an official of the Department of Agriculture, the pandemic has proved that each one has a green thumb and anyone can love farming. We just have to start small and we then realize it was a decision worth emulating. The use of new technologies has also provided encouragement that farming can be adaptive to the youth of this generation and they can continue it together inclusively together with the traditional ways which our farmers proved to be sustainable as well since both can co-create. In that way, people can always have food to eat on their tables.

VP Sara hails Davao City's peacebuilding initiatives

DAVAO CITY – Vice Presi-

dent Sara Z. Duterte hailed Wednesday the local peacebuilding initiatives here that have been credited in dislodging the influence of the New People’s Army (NPA) in the city’s far-flung areas.

“Our story in the Paquibato District is one for the books. It is a shining example of a successful anti-terrorism campaign made possible by the collaboration of various sectors through the program Peace 911 by the local government of Davao,” Duterte said during a speech commemorating the first year anniversary of the city’s declaration as an insurgency-free area.

Duterte was referring to the upland Paquibato District, which for decades has been a haven for NPA guerrillas.

Peace 911, which was conceived when Duterte was mayor, is a suite of economic and peace and order initiatives for NPA-influenced areas in the mountainous parts of the city.

The civilian-led program, Duterte said, has won the hearts of the people of Paquibato through the implementation of projects and programs and providing opportunities for the residents to become productive.

Duties of AG

Rotary International is a global service organization that brings together business and community leaders to provide humanitarian services, encourage high ethical standards in all vocations, and advance goodwill and peace around the world. The Assistant Governor is a key leader -

ship role in Rotary clubs, responsible for supporting and mentoring club presidents and their boards to ensure they are meeting their goals and objectives.

The Assistant Governor (AG) acts as a liaison between the district governor and the clubs in their assigned area. They visit each club regularly to provide guidance, support, and feedback. AGs help clubs develop and implement their strategic plans and work to ensure that the Rotary International goals are being met. They also assist clubs in identifying potential members and encourage the growth of the organization.

In addition to providing guidance to club leaders, AGs play a key role in organizing and promoting Rotary events and initiatives. They work closely with district committees to plan and execute district-wide projects, such as fundraising events, service projects,

Gender equality in basic education

IN 2017, the Department of Education (DepEd) under then Secretary Leonor Briones brought our country’s system of basic education closer to more gender inclusivity. It was under the presidency of Rodrigo Duterte that DepEd issued its Gender-Responsive Basic Education Policy through DepEd Order 32, Series of 2017, which aimed to integrate the principles of gender equality, gender equity, gender sensitivity, non-discrimination and human rights in basic education.

The policy protects students in all levels of basic education from gender-related violence, abuse, exploitation, discrimination and bullying. It directed all schools to adopt a gender-responsive framework not only for their students but for all employees.

This policy was reiterated by DepEd under Vice President Sara Duterte in a memorandum issued on Aug. 19, 2022 through the office of the undersecretary for governance and operations. Earlier that year, on June 23, the DepEd of the National Capital Region issued a memorandum reiterating DepEd Order 23, when it allowed transgender graduating students, with

permission from their parents or guardians, to attend endof-school-year rites wearing clothes that were aligned with their gender identity and expressions. Recently, the DepEd proposed to include topics on the rights of lesbian, gay, bisexual, transgender and queer (LGBTQ) persons in its draft Grade 10 curriculum.

To be included in the modules on LGBTQ rights are the laws protecting various genders against discrimination based on sexual orientation, gender identity, or expression; the gender pay gap and the experiences of LGBTQ children in the Philippines.

The draft curriculum will also discuss discrimination in the home, schools and work; gender-based hate crimes; and same-sex union, privileges of same-sex-union, and the difference between same-sex union and same-sex marriage.

Eduardo Villanueva, who is also the leader of the Jesus is Lord Movement, vowed to oppose the proposal, and even went to the extent of calling it “antiGod” and “unconstitutional.”

Massive non-stop illegal logging operations had been done for more than four decades by powerful six logging companies namely, Vicmar, TIPI, Remedios Fortich & Sons, Roa & Sons, Dacudao, Valderama & Sons which were supported by well-armed guards especially by another illegal logger named the late 2nd Lt. Modesto Elezare. The DENR should be asked why these logging companies did not comply with the provision as stated in the Timber License Agreements (TLAs) on the imperative responsibility of massive replanting to replace tree in the logged areas? Furthermore, the DENR should explain why logging operations took place in the prohibited zones, i.e., no logging in forestall areas with an altitude of more than 1,000 meters above sea level. The Mt. Kalatungan & Mt. Kitanglad Ranges have an altitude of more than 2,600 meters above sea level, BAKIT NAUBOS ANG KAKAHUYAN DOON? Also,

no logging in sloppy areas with more 50% gradient and the finest of trees are well protected, i.e., Red Lauan, Narra, Mahogany, & Almacega. Ubos na rin lahat because these finest of trees command higher price in the world market. In fact, in the hinterlands of Bukidnon, these loggers have put-up saw-mills amidst the oozing forest areas and no one can enter as these were well-guarded by the loggers with high powered guns. PLEASE EXPLAIN WHAT DID YOU DO TO IMPLEMENT

THE RULE OF LAW. Don’t you know that these loggers did not just violate environmental laws but they have caused the death of thousands as what happened when rampaging waters hit the cities of Cagayan de Oro & Iligan due to Typhoon Sendong. These loggers are therefore guilty of indirect murder of thousands of people!! His Excellency, PRESBBM, we hope that due investigation be done on why the rule of law was blatantly violated which was replaced by the rule of the guns, money and power!
