Transport coops want same loan benefits with Agri sector

Rescue ops greet NorMin LGUs on Christmas as flooding continues

CITY – Christmas did not come easy to some local government units in Northern Mindanao as they welcomed the supposed most joyous event of the year by rescuing stranded residents amid flooding in many parts of the region over the weekend.

In Misamis Occidental province, Gov. Henry Oaminal has called on local Disaster Risk Reduction Management (DRRM) units to expand their operations to the affected barangays and urged the public to go to evacuation centers if they live in danger zones.

"Please support the designated evacuation centers because it's for everyone's welfare, and don't worry in your stay because the provincial government is ready to provide your needs," he said during a press briefing Sunday.

Initial reports from Region 10 DRRM Council (RDRRMC-10) showed that the town of Jimenez evacuated 2,274 residents, or 454 families while 124 residents of 51 families from Sinacaban also went

to evacuation centers.

The town of Sinacaban also reported infrastructure damage worth PHP280,000 from power lines and water system pipelines.

The city government of Oroquieta and the towns

of Calamba, Aloran and Tudela have yet to submit their evacuation figures.

Ozamiz City has also reported flooding in some city streets and barangays.

‘Once-in-a-generation’ storm kills 17

NEW YORK –At least 17 people died while 1.7 million homes and workplaces nationwide were left with no power following an arctic snowstorm that hit the US on Christmas eve, the National Weather Service (NWS) said.

The NWS announced that the freezing winds coming from the Arctic, and described as “oncein-a-generation” storm, affected about two-thirds of the country.

It is expected to continue to have a significant impact on the central and eastern parts of the country at the end of the week.

Media reports said at 17 people were killed and many others injured in traffic accidents, while authorities warned that the visibility had dropped to zero due to the snowstorm,

with wind gusts reaching up to 115 kilometers (over 71.45 miles) per hour in some areas.

According to the Power Outage website, more than 1.7 million homes and business places across the country remain without electricity, while officials warned that it may take days to restore the supply.

More than 200 million people are expected to be affected by the freezing temperatures in the US.

State of emergency

A state of emergency has been declared in several states, including New York, Virginia, Kentucky, Georgia, North Carolina and Oklahoma, while US President Joe Biden urged citizens to heed the warnings.

The flight tracking website FlightAware reported that more than

8,000 flights were canceled and more than 25,000 flights were delayed ahead of the Christmas and New Year holidays.

In the US, on Dec. 21, national and local weather reporting agencies had warned of severe cold and snowy weather conditions

that could be seen "once in a generation."

The National Oceanic and Atmospheric Administration (NOAA) had announced that cold weather

conditions that have not been experienced in the last 40 years are approaching in some parts of the country.

It was also reported that the storm would be equivalent to the pressure of a category three hurricane in the Great Lakes region of the country on the Canadian border.

Due to the storm, the ground floors of some hospitals and businesses on New Jersey's coastline were submerged by the waters of the overflowing Hudson River, while many vehicles were damaged by the flood.

Coastal areas of Queens and Brooklyn were also damaged by rising ocean waters, while waves brought by high winds left some streets and habitats along the coastline unusable. (Anadolu)

155 Reds surrender to police since January

MANILA – A total of 155 members of the Communist Party of the Philippines - New People's Army (CPP-NPA) have surrendered to different police units in Metro Manila from January to Dec. 26 this year, the National Capital Region Police (NCRPO) said Monday.

Since January, 16 were arrested and one died in a police operation.

The latest to surrender Monday were 55 former members of the rebel group and turned over to the authorities their firearms and ammunition.

Following the death of their leader, CPP founding chair Jose Maria Sison, the government has urged the rebels to give up the armed struggle and return to mainstream society.

"We believe that despite the difference in

belief and ideology, we are one in pursuing a safe and progressive community for our children and families." NCRPO chief Maj. Gen. Jonnel Estomo said in a media statement.

Antique’s cultural bearers preserve ‘Komedya’

TA, Antique – The cultural bearers in Antique province have been lauded for their work in preserving the “Komedya,” a play in verse that was introduced by the Spaniards, and used to be the popular form of entertainment since the 15th century.

Richard Magbanua, a local researcher, said the Komedya was preserved because the cultural bearers in Antique trained the next generation, their students, or the people of the community on how to perform it, in honor of their town’s patron saint, or as a form of thanksgiving.

“Komedya is still being performed during fiestas, festivals and other significant gatherings because of the cultural bearers,” he said in an interview Friday.

According to his research, Magbanua said Antique's Komedya revolves around the plot where the queen or princess is being pursued by her ardent lover, that ended into a sword and dagger fight because of the rejection.

Komedya also portrays the clash between the Moors and the Christians.

“The war drama is accompanied by the community brass band with a repertoire of diverse and distinctive marches,” Magbanua said.

Earlier, Antique Representative Antonio Agapito Legarda lauded the cultural bearers for preserving the Komedya “despite the passage of time.”

“The Komedya is the highlight or specimen of our rich

tradition, culture and heritage and it defines us as individuals,” Legarda said during the Komedya performance on Dec. 21 at the old capitol building in this capital town as part of the Binirayan Festival. Farmers in Sitio Kibaritan, Malinao, Kalilangan, Bukidnon are now living in hunger and in extreme poverty as their farms planted with various crops such as corn, root-crops, vegetables, sugar-cane, etc. Have either been tractored, buck-hoed or griddered by military men as instructed by military superiors. The non-stop destruction of their farms is based on the contention of the AFP that Kibaritan is part of the 42,000-ha. military reservation by virtue of Presidential Proclamation 134. But such military declaration has been belied by no less than the lawyer-mayor of Kalilangan Bukidnon , Mayor Raymon Charl Gamboa, as he categorically declared that Kibaritan has never been a part of military reservation as the present occupants have been tilling their farm lands for more than 40, 50, or 60 years already when their grandparents began tilling their land since the fifties. As pointed out by the honorable Mayor, “Kibaritan has been classified as alienable & disposable and the present occupants have already acquired prior rights. It is

so dangerous to convert the Sitio into military reservation as it is already a community with a Chapel, an Elementary School and a Day-care Center.” What is applicable is Executive Order 75 signed by Pres. Rodrigo Roa Duterte in 2019 which has already over-ruled PP 134.

But such warning from the Mayor himself has been totally disregarded to the detriment of the children, many of whom have already developed phobia and are panicking. The blasting of cannons at dawn from 3am to 7am has created so much phobia to the community especially to the children who are shouting in fear and some decided not to go to school anymore. The non-stop firing of guns and the blasting of cannons are continuously instilling fear and havoc to the children as they would recall that horrible incident which happened on March 25, 2016 when three children were victims of the blasting of an UXO (Unidentified Explosive Ordnance). THE groundbreaking of the city hospital in Lumbia deserves an standing ovation from every Kagay-anon including those living in foreign lands. I am so proud of this project of the city government and certainly Mayor Oscar Moreno deserves commendations.

The city has grown a lot in terms of population, business firms and employment and whether we like it or not, every now and then we get ill and badly need the services of doctors in the hospital. I see the government has opened its eyes and now focused its mind on the problem of health. What makes it even more amazing is the fact that deposit of patients on emergency cases has been removed, thus patients can now be treated even without the required down payment. I would suggest poor people who are financially hard up be treated for free. The government must have a special budget for them. My sincere congratulations to the city government for the outstanding project.

Another thing that the city government and the police should do is dismantle illegal gambling

and prostitution in the city. Operators of gambling have mushroomed and having liberty of putting up the illegal acts without permits and licenses. The real victims are the poor residents who are being robbed of their money. Prostitution is everywhere and has been giving the city a real shame. Visit some massage parlors and you will see what I mean of prostitution.

I am in favor of extending martial law in Mindanao. I have not heard of abuses from the authorities, unlike the Marcos regime. The rebels must be defeated now. They are a nuisance and destructive. The government must restore peace and order in Mindanao to attract foreign investors that could propel growth and development. They have been fighting the government for nothing. Some of them became extortionists and blackmailers.

It is rainy days. We should be ready for any eventuality like floods, destruction of bridges, buildings, etc. I learned the bridge in Musimusi, Balingasag was destroyed by floods due to heavy rains.

DOH-7 says firecracker injuries in C. Visayas down by 58%

CEBU CITY – The Department of Health in Central Visayas (DOH-7) on Monday reported that the number of fireworksrelated injuries on Christmas eve has decreased by 58 percent from 24 in 2021 to only 10 cases this year.

The Regional Epidemiology and Surveillance Unit (RESU)-5 reported nine cases of firecracker injury as of Monday, in several towns in the Cebu province.

The report said only one case was reported in Bohol province.

Dr. Eugenia Mercedes Cañal, RESU-7 cluster head, said there are zero injuries due to firecrackers in the highly urbanized cities of Cebu, Lapu-Lapu, and

Mandaue as well as in the province of Negros Oriental and Siquijor.

She said the figures from the previous report may differ due to late reports submitted and for further verification.

The DOH-7 launched on Dec. 13 the “Oplan Iwas Paputok’ campaign to remind the public to be extra careful as Dr. Jaime Bernadas, its regional director, said they have aimed for “zero firecracker-related incidents” during the Christmas and New Year.

However, Bernadas said his projection for an increase in the number of injuries in firecracker incidents, citing the peoples’ eagerness to return to pre-pandemic normalcy in

celebrating the holidays, did not happen as the cases significantly went down this year. “People may no longer be familiar with how to use

firecrackers because the past two years, we didn’t use them. That’s why we

10 NPA rebels surrender, yield firearms in central Negros

BACOLOD CITY –

Ten Communist Party of the Philippines-New People's Army (CPP-NPA) rebels have surrendered and yielded firearms to the military and police in central Negros Island from Dec. 20 to 22, a report from the Philippine Army's 62nd Infantry Battalion (62IB) said.

Capt. Dorcesimo Cuyag Jr., civil-military operations officer of the 62IB based in Isabela town, Negros Occidental province, said the 10 rebels were turned over to the Task Force to End Local Communist Armed Conflict (TF-ELCAC) of Guihulngan City during a ceremony Monday.

The CPP is commemorating its 54th founding anniversary today, Dec. 26.

"The timing is a blow to the CPP. They have no reason to celebrate because their people have already surrendered. It is us who should celebrate this victory," Cuyag told the Philippine News Agency.

He said the rebels, who are all members of the Central Negros Front 1, Komiteng Rehiyon-Negros Cebu Bohol Siquijor, decided to leave the armed struggle after realizing

the CPP-NPA's pointless ideology, and experiencing so much exhaustion and hunger while trying to evade pursuing government troops.

Among those who surrendered were father and son Crasiolo "Claire" Landisa, 53, and Redgen "Anghel" Landisa, 22, who were the first to yield on Dec. 20.

The elder Landisa spent 38 years in the armed revolution as he joined the NPA in 1984, Cuyag said.

They brought with them an M16 A1 rifle, a Colt M203 .40mm grenade launcher, and a .45-caliber pistol.

On Dec. 21, Boging "Jona" Cantila, 52, who was with the NPA for 13 years, and her son Joel "Prince" Sta. Ana, 23, turned themselves in along with their four comrades, Crisel "Tadlong" Fat, 39; Jerome "Bradely" Bitongga, 36; Ricky "Bugtong" Saraguelles, 32; and Rodney "Gary" Pasatiempo, 25.

Siblings Jercel "Be-an" Gonzaga, 27, and Ronel "Robert" Gonzaga, 33, also surrendered with a Magnum .357 revolver and a .45-caliber pistol on Dec. 22.

Cuyag said they have long wanted to surrender, but were hesitant because of rumors that soldiers would harm them once they do so.

"Recently, they were able to listen to our radio program and learned that the government is willing to help them. They ap -

proached the 62IB and we asked the assistance of the Philippine National Police. At first, there were only two of them, and when the six others knew that they have been treated well, they followed suit. Then the next day, two more surrendered," he added.

Cuyag said the 10 were able to celebrate Christmas for the first time in years while they stayed at the camp of 62IB.

"They were so happy to gather together on Dec. 24. We prepared food for them. They ate and sang together. This was something they did not experience when they were away from their families and they were just hungry and weary during Christmas," he said.

In a statement, Guihulngan City Mayor Filomeno Reyes, chair of the local TF-ELCAC, said the surrenderers have finally realized that they were deceived into joining the CPP-NPA after being promised a better life through armed revolution.

"This false propaganda has been proliferated far too long. Let us all wake up from this deception. Come back to the fold of the law and work with the government for an authentic better life for all," he said. (PNA)

Gasoline, kerosene prices going up, lower for diesel

MANILA – Oil companies are set to adjust fuel prices by less than PHP1 per liter starting 12:01 a.m. Tuesday.

In separate advisories, Caltex, Cleanfuel, Petro Gazz and Seaoil said they will slash diesel prices by PHP0.20 per liter while increasing gasoline prices by PHP0.95 per liter.

Caltex and Seaoil will also hike kerosene prices by PHP0.50 per liter.

Firms increased oil prices last week, bringing a net increase of PHP24.40 per liter on gasoline prices, PHP34.50 per liter on diesel prices and PHP26.85 per liter since the start of the year.

PH stocks index slips as peso keeps footing vs. US dollar

MANILA – Fears for global slowdown given the tightening moves of central banks resulted to the decline of the Philippines’ main equities index on Friday but the peso ended sideways against the US dollar.

The Philippine Stock Exchange index (PSEi) shed 0.55 percent, or 35.91 points, to 6,541.03 points.

All Shares followed with a drop of 0.28 percent, or 9.79 points, to 3,432.47 points.

Most of the sectoral indices tracked the main index,

namely Holding Firms, 0.95 percent; Financials, 0.85 percent; Property, 0.78 percent; and Mining and Oil, 0.38 percent.

Mindanao Kidapawan ranks 1st in energy efficiency nationwide

KIDAPAWAN CITY, North Cotabato – The city government has topped the 2022 Energy Efficiency Excellence Award for the City Government category organized by the Department of Energy (DOE).

The award aims to promote the implementation of energy management systems and best practices on energy efficiency in all designated estab -

lishments, including local and government facilities.

Mayor Jose Paolo Evangelista said Friday the recognition reflects the local governments "commitment to serve better with less expense from government funds.

Evangelista received the award Thursday during ceremonies held in Manila.

According to Evangelista, the city won the award after highlight -

ing some of its best practices that curbed the consumption of electricity and oil in the local government operations.

The practices included the right usage of air conditioning units, computers, lights, and other electric devices in offices and facilities owned by the city government.

Installations of light emitting diode (LED) bulbs and solar lights

along the city streets; and the mounting of a Global Positioning System in all local government unit-owned vehicles to monitor the consumption of oil usage were also implemented.

These efficiency measures, Evangelista said, saved the city at least 17,805 kWh on electricity and 56,822 liters on fuel consumption, respectively. (PNA)

Heavy rains dampen Christmas celebrations in Caraga

BUTUAN CITY – Heavy rains lashing most parts of the Caraga Region since Saturday have forced residents to abandon their abodes for safety due to floods.

The local government units (LGUs) have mobilized their respective disaster response teams as rainfall warnings were issued on Sunday in the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, and Dinagat Islands.

In its report on Monday (Dec. 26), the Department of Social Welfare and Development in the Caraga Region (DSWD-13) said 1,554 families or 6,265 individuals were directly affected by flooding incidents in Surigao del Norte, Agusan del Norte, and Dinagat Islands as of Sunday.

Esperanza NEXUS starts the limited face-to-face classes

Staying true to its commitment to deliver safe and quality education, Esperanza NEXUS started the conduct of the limited face-to-face classes on April 18, 2022.

Esperanza National High School and Esperanza Senior High School are the first school in the District of Kinoguitan to physically start the classes after it secured the DILG and DepEd safety seal, and after it conducted a class simulation.

DSWD sends aid to flood victims in Visayas, Mindanao

MANILA – The Department of Social Welfare and Development (DSWD) on Sunday kicked off relief operations in areas in Visayas and Mindanao affected by flooding.

In a news release, Malacañang said the relief operations were ordered by President Ferdinand R. Marcos Jr.

DSWD field offices in Eastern Visayas and Northern Mindanao have started distributing family food packs to flood-hit residents of Eastern Samar, Misamis Oriental, Misamis Occidental, Camiguin and Bukidnon.

Grace Subon, DSWD regional director in Eastern Visayas, said 32,458 individuals were affected by flooding in six towns in Eastern Samar (Jipapad, Oras, Arteche, Mercedes, Taft and Giporlos) over the holiday weekend.

She said they have been coordinating with the municipal governments for the

distribution of 45,000 food packs and PHP10 million in standby funds.

Ramel Jamen, DSWD regional director in Northern Mindanao, said they have also started giving out food and non-food relief items to at least 9,342 families or 45,687 individuals in the provinces of Misamis Oriental, Misamis Occidental, Camiguin and Bukidnon.

Of those affected, Jamen said 9,256 families or 45,242 individuals remained in evacuation centers as of 3 p.m. Sunday.

While only over 12,000 family food packs were available in their field office, he said they immediately requested augmentation from neighboring regional offices.

Jamen said their office has PHP7.3 million in standby funds for relief operations.

10 people rescued drifting at sea in Tawi-Tawi

– Ten people -- eight Malaysians and two Filipinos -- were rescued drifting at sea in Tawi-Tawi province by two foreign cargo vessels as the watercraft they were riding encountered mechanical trouble amid inclement weather, a top military official said Monday.

Brig. Gen. Romeo Racadio, commander of the Naval Task Group (NTG)Tawi-Tawi and Joint Task Force (JTF)-Tawi-Tawi, said the eight Malaysians and two Filipinos were rescued Saturday by Falcon Triumph, a Liberia-flagged bulk carrier, and High Adventure, a Panama-flagged tanker while traversing along the Tawi-Tawi waters.

The crew of Falcon Triumph radioed the Naval Forces Western Mindanao’s Littoral Monitoring Station (LMS)Bongao informing they have sighted and rescued four people aboard a life raft.

The crewmen of High Adventure also reported to LMS-Bongao that

they saw and rescued six people overboard at their vessel’s port beam while navigating in TawiTawi waters toward their destination.

The crew of the two foreign vessels turned over the 10 rescued individuals to the NTGTawi-Tawi, who provided them assistance.

Racadio said investigation showed the eight

Malaysians were crew and passengers of M/V Belait Surita that drifted at sea after they encountered a pipe explosion while traveling from Sandakan City, Malaysia to Talabtab, Malaysia. One crew member of the vessel was reported missing.

Racadio said the two Filipinos were aboard a motorboat that was battered by inclement

weather after they departed Tahaw Island, Languyan, to Bongao, the capital town of TawiTawi.

“The motor banca encountered weather challenges during its voyage,” he added.

MALAYBALAY CITY (25 December 2022/BukidnonNews.Net) The shear line, or the area where the cold and warm winds converge, continue to affect areas in Caraga and Northern Mindanao, including Bukidnon, according to the forecast from DOST-Pagasa weather bureau Sunday evening.

The City Disaster Risk Reduction and Management Office of Valencia City has declared a red alert as of 8:30p.m. although an officer said there were no untoward incidents as of 10p.m. Sunday.

In a post at the Bukidnon PDRRMC Facebook page, Mr. June Ray A. Valero of the Valencia CDRRMO said they have already activated the Incident Management Team and their staging area as of an 830p.m update of a 6p.m post.

Pagasa raised the Yellow Rainfall warning in areas including Bukidnon as of 7:45p.m. A Yellow

level warning means rain is falling from 37,500-75,000 drums/square kilometer, possibly causing flooding in low lying areas and landslides in mountainous areas.

Based on this warning, the other areas under Yellow rainfall warning are Surigao del Norte, Surigao del Sur, Dinagat Islands, Agusan del Norte, Agusan del Sur, Misamis Occidental, Misamis Oriental, Camiguin, and Lanao del Norte.

Valencia City has advised pre-emptive evacuations to landslide prone areas as alarms have been sounded off in the city’s 31 barangays.

By 730p.m. the CDRRMO said there are still normal water levels in both Pulangi and Panlibatuhan rivers, both flowing through the city. Earlier, the CDRRMO reported that water levels in Batangan (near the city proper), was at Level 9 and in Lumbayao, at Level 5, upstream of the Pulangi River. They described the

situation at that time as steady.

The CDRRMO said there are three groups of response teams on duty and two other teams from Bukidnon PDRRMC are on deck for the situation.

Both the Municipal Disaster Risk Reduction and Management Offices of Malitbog and Talakag towns also reported close monitoring of water levels in the Poblacion Spillway and Ugiban Bridge, which is over Cagayan de Oro River, respectively.

According to PagasaMalaybalay, as of 5p.m. the Province of Bukidnon including the cities of Malaybalay and Valencia, and nearby areas, will have cloudy skies with scattered rain showers and thunderstorms due to the Shearline with light to moderate winds. Customs seizes P20-M imported red onions at MisOr port

CITY – Imported red onions, estimated to be worth PHP20 million, were recently seized by the Bureau of Customs (BOC) and its intelligence branch at the Mindanao Container Terminal (MCT) sub-port in Tagoloan, Misamis Oriental.

The seizure occurred at a time when the price of red onions in the local market has reached as high as PHP500 per kilo during the Christmas season.

In an interview Monday, lawyer Justin Roman Geli, chief of the Customs Intelligence and Investigation Service (CIIS) in Northern Mindanao, said contraband from China was wrongfully declared as bread and pastries.

“Examination of Alerted Shipment consigned to Asterzenmed Inc. with Bill of Lading (BL) nos. SITTARCD1460239 and SITTARCD145254 with container numbers TLLU1127887 and OTPU6548034 declared as

Bread and Pastries found positive to contain undeclared onions,” a report from the CIIS said.

Geli said the two container vans were loaded with about 50,000 kilos of red onions. It arrived at the MCT on Dec. 21 and seized on the same day.

“We have already requested for an issuance of warrant seizure and detention of the shipment,” he said.

montad has issued a prelodgement control order against the imported cargo following a joint request from the CIIS and the Customs’ Enforcement and Security Service.

Lumontad issued a stern warning against unscrupulous individuals attempting to defraud the government of lawful revenues.

SEC CAGAYAN DE ORO SIGNS MOA WITH DSWD-FO 10

The Securities and Exchange Commission – Cagayan de Oro Extension Office signs a Memorandum of Agreement with the Department of Social Welfare and Development – Field Office 10 in pursuance to the Communication, Advocacy and Networks (SEC-CAN) campaign of the Commission. The signing was held successfully on December 14, 2022 at the Regional Director’s Lounge, DSWD –FO 10 Building, Masterson Avenue, Upper Carmen, Cagayan de Oro City.

The agreement intends to ensure compliance of the reports of the nonstock corporations currently being supervised by DWSD-10. Present in the signing ceremony were: SEC Director-Lawyer Frederick A. Enopia; SEC Supervising

Administrative Officer, Mr. Jesher M. Radaza; DSWD 10 Regional Director Mr. Ramel F. Jamen; and DSWD 10 Assistant Regional Director for Operations Mr. Ronald Ryan R. Cui.

Through this partnership, the SEC-CDOEO is expected to provide assistance in the compliance of the annual reports of the associations supervised by DSWD to be submitted in the Commission and the registration to the SEC for those unregistered associations. Also, the SEC hopes to connect with the 4Ps scholars to be financial literate and be wary of the proliferation of the investment scams.
