Multiple cases involving illegal real estate practices are being built up as alarming influx of complaints from victims are received by DHSUD.

job of DHSUD to protect the community from being victims to these real estate scammers. We make sure that our fellowmen’s hardearned money for their dream homes are safe.”
Atty. Patricio S. Bernales, Jr. also expressed his full commitment in this effort to eradicate schemes that are oppressing these buyers. He and Abragan agreed on the importance of this collaboration in going after these unscrupulous
individuals who entice people with low-priced schemes subdivided lots but without license and registration from DHSUD.
RD Abragan also had a message to the public, and he said, “May this move serve as a warning to bogus real estate corporations and unregistered salespersons — stop selling without DHSUD license/registration and stop taking advantage of people — because we are coming after you.”

Trough of LPA to bring rain showers over Mindanao

The LPA, last tracked 474 km. east-southeast of General Santos City, has a slim chance of developing into a tropical cyclone, said Obet Badrina of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

PAGASA warned of the possibility of flash floods or landslides due to moderate with at times heavy rains and during severe thunderstorms.

We, the Concerned Parents, Teachers, Alumni & Communities (COPTAC) are one in strongly opposing the sale of Xavier University to Cebu Landmasters Inc. (CLI) that will commercialize the university and its cultural heritage in the name of development. Development is a much-abused term. Everything is done in the name of development and everyone claims to be doing that, yet, the day-to-day life of the people speaks that it is not so.
To explain COPTAC’s opposition to the XU-CLI development project, let us look back to the 1970s - 1980s, the Martial Law period, when two mega projects were proposed, started, and eventually shelved for reasons that are relevant to the XU-CLI contract.
The Chico River Dam development project in the Mountain Province, funded by IMF-World Bank, was well intentioned in that it aimed at generating hydroelectric power when the global price of oil was sky-high. From the very start, however, the Kalinga communities were opposed to the dam as it would have submerged several barrios, families would have been deprived of their homes, and farmlands would have been inundated. And most importantly, the dam would have destroyed burial grounds sacred to the Kalinga religious life. The land was significant to their religious beliefs and systems of relationships among the tribes and communities. The government met the resistance with force that led to murder in 1980 of Macli-ing Dulag, the leader of the resis-
tance. A few years later, the Marcos government and the World Bank abandoned the project. While it might seem that the unceremonious digging up of the burial ground in Manresa is not comparable to the Chico River Dam project, it is nonetheless consequential. Both projects stem from the same set of values – development at all cost, regardless of consequences to spirituality and ecology. LAOAG CITY – Residents in the sunshine city of Laoag are bracing for this year's hottest day so far with the heat index forecast to hit around 44 to 48 degrees Celsius this week.
To avoid diseases such as heat stroke, skin diseases, and other common health problems associated with the dry season, the state-run Mariano Marcos Memorial Hospital and Medical Center has reminded the public to be extra cautious and watch

tivities while asking their permission so we can tailorfit the packages according to the church’s guidelines and the demands of the market,” she said.
The DOT-7 is also partnering with other religions for faith-based tours, such as the influence of the Protestants on Silliman University, she added.
Macaibay said they invited tour operators to join them for the ocular/site inspections to help them design and sell tour packages that can attract new markets.

WB-funded project aids N. Samar communities
By Sarwell MenianoTACLOBAN CITY – The World Bank-funded Philippine Rural Development Project (PRDP) has turned over five livelihood projects in Northern Samar that will aid poor rural communities.

Jenny Lyn Almeria, Department of Agriculture (DA)-PRDP regional deputy project coordinator, said five farmer’s associations in Northern Samar finally received on March 31 their certificate of project completion of the enterprise development interventions through the PRDP.
These projects include the PHP1.28-million hog fattening and marketing enterprise; PHP1.24-million hog fattening and trading, PHP1.22-million vegetables enterprise and marketing, PHP1.26-million siganid and milkfish fish pen project, and PHP1.23-million mallard duck egg production and marketing.
“For small livelihood projects under PRDP, we define a project as completed in terms of the total accomplishment in the procurement and downloading of funds to the provincial local government unit. Therefore, the provincial government is now fully responsible for
monitoring and sustaining the project,” Almeria said in a phone interview Monday.
Beneficiaries are from the towns of Las Navas, Catubig and Laoang.
Almeria said these enterprise interventions are a few of the 15 subprojects in Northern Samar since PRDP started in 2014. Out of the 15 subprojects, eight were turned over in the past.
“This marks another milestone not just for the PRDP but for the farmers of Northern Samar who were given the opportunity to improve their income as well as the farm production in their communities,” she added.
There are currently projects for Northern Samar which are expected to commence and will be completed soon.
Some of these are infrastructure development projects that have undergone regional project advisory board review.
“The DA-PRDP will continue to assist the province as the PRDP is about to launch its Scale-Up. This means that projects which were originally designed for six years can now be extended, and more interventions can be crafted for the improvement of the lives
of the farmers,” Almeria said.
The inter-agency RPAB reviews and approves all projects before getting the nod of the Visayas Project Support Office, National Project Coordination Office and the World Bank.
The PRDP is a six-year project of the DA nationwide that aims to modernize and improve the resilience of the fisheries and agriculture sectors.
The six-year rural development project costing PHP27.5 billion is funded through a World Bank loan worth PHP20.56 billion, and PHP7 billion in counterpart funds from the central government and local government units. (PNA)

Two BARMM lawmakers seek probe into Basilan ferry fire

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) lawmakers filed a joint resolution Friday seeking an inquiry into the March 29 M/V Lady Mary Joy 3 ferry fire off Basilan province.
BARMM parliament member Amir Mawallil and Deputy Speaker Laisa Masuhud Alamia authored Bangsamoro Transition Authority Resolution No. 209, which also aims to determine the adequacy of the safety measures and protocols in place for sea travel within the region. The measure intends to craft legislation that will strengthen existing policies.
“While we grieve with the families of those lost in the tragic ferry fire, we in the BARMM government should also make sure we take steps to ensure that this incident does not happen again,” said Mawallil, who hails from Tawi-Tawi.

ZAMBOANGA CITY – A group of the Manobo tribe, through a resolution, has declared the former president of Philsaga Mining Corp. (PMC) persona nongrata in their ancestral land, where the PMC operates, in Agusan del Sur.
The clan leaders of the Manobo tribe belonging to the Rodrigo Clan – Maryjane Rodrigo-Hallasgo and Amatorio Rodrigo – led the signing of a resolution dated March 29, 2023, declaring former PMC president lawyer Raul Villanueva persona non grata on their ancestral land in Barangay San Andres, Bunawan, Agusan del Sur.

BARMM builds P25-M town hall to better serve Turtle islands

The Ministry of the Interior and Local Government in the Bangsamoro Autonomous Region in Muslim Mindanao (MILGBARMM) is building a PHP25 million modern town hall to better serve the residents of the remote municipality of Turtle Islands, Tawi-Tawi.
Lawyer Naguib Sinarimbo, MILG minister, said in a statement Saturday that the municipal hall aims to improve the services of local government units and ensure that moral governance is felt even in the farthest town of BARMM.
Sinarimbo said distance is not a hindrance in constructing a town hall in such a remote area.

NBI arrested Degamo slay mastermind - DOJ
BY JOEL CALAMBA ESCOL, Managing EditorA top official of the Department of Justice (DOJ) told the media the "Pamplona Massacre" is now 99 percent solved following the arrest of the so-called mastermind by the National Bureau of Investigation. (NBI)
DOJ Secretary Jesus Crispin Remulla, however, told the media in an ambush interview to wait until Monday for the DOJ to reveal the latest breakthrough into the deadly killing of Negros Oriental Governor Roel Degamo and eight others on March 4, 2023.

Remulla did not name the identity of the suspect arrested by NBI operatives but hinted he was a big fish and in fact, one of the alleged masterminds in the "Degamo slay."
"The NBI was able to catch a main player... a name we have not discussed, we have never discussed here. But practically, I would say in my reading of the situation, one of the masterminds was caught today,"

He said the name of the apprehended mastermind was mentioned in the affidavit of one of the arrested suspects.
"He is really one of those that we were looking for. We were able to focus on that and I want to congratulate NBI for a job well done," Remulla told the media.
With the latest development in the Degamo slay, at least twelve suspects are now in the custody of the National Bureau of Investigation, and two to three more are still at large.

But the DOJ Secretary,
however, said Congressman Arnolfo Teves, Jr was still being considered as the primary suspect in the deadly massacre.

Meanwhile, Congressman Teves' lawyers criticized the recent updates made by Remulla. Teves' lead counsel Ferdinand Topacio accused Remulla of releasing the latest development with bits and pieces of information like a "striptease."
“Whatever was said by the person that needs to wait till Monday to announce? Do they need a weekend to work on this guy?” Topacio claimed.
“It’s like a striptease, isn’t it; undressing piece by piece. Why is it like a burlesque?” he said.
Topacio said the DOJ is allegedly referring to a certain Marvin Miranda, which sources say, acted only as a middleman between the masterminds and the gunmen who reportedly carried out the order to assassinate Governor Degamo inside his residence.

The ship had its first RAS-liquid with HMAS Stalwart (A-304) at Naval Forces Central area of responsibility during the "SamaSama/Lumbas" exercises on Oct. 16, 2022.
"It was made possible due to the diligence of Lt. Simon Brown (of the RAN) and company. After the said exercise, the FF-150 Training Team endeavored to impart said acquired knowledge and skills to all PN vessels starting with her sister ship BRP Antonio Luna," the post read.
It added that the successful conduct of RAS light line transfer between the
two capital ships of the PN is another significant milestone in the naval service’s history aside from demonstrating its "eagerness and commitment" to continuously grow and strengthen its capabilities.
New PH flag raised on Mavulis Island
As this developed, the crew of BRP Antonio Luna on April 1 raised a new Philippine flag atop the highest peak of Mavulis Island, Batanes, the country's northernmost island and first line of defense.
The flag raising was part of the PN's "Operation Bantay-Layag," which began on March 31 and will run for a month.
The event was the first ceremony to be held on the island since the pandemic broke out in 2020. It also became an avenue for the replacement of the old Philippine flag damaged and frayed by the violent storms of the previous years.
The hoisted flag also symbolizes and asserts sovereignty over the island.

pioneers could be so easily dispensed with, what would happen to the vision of spirituality and teachings of these pioneers? Given this precedence, it is not hard to foresee that decisions prioritizing profits for stockholders would prevail over those of service to the poor and the marginalized. Another project from which we can learn is the Bataan Nuclear Power Plant (BNPP) that was proposed with similar objective of responding to the 1973 oil crisis. The BNPP was duly constructed but has not at all produced even a single watt of electricity, as it is located in an earthquake zone, and thus, deemed to be a threat to public health.
Why has such a mega project neglected to assess the location? Might it be that the hastiness of the development together with the prospects of big money and profit blinded the developers to its potential dangers? The enormous cost of BNPP at some two and a half billion dollars became the country’s heavy debt obligation, with the Philippine Government paying for interest alone a yearly amount bigger than the annual budget of the health department.
The BNPP provides a cautionary tale to the XU-CLI that, according to the COPTAC analysis, minimizes the impact of the planned high-rise buildings on the Manresa environment. In its haste, it looks like XU-CLI is working to fast track the approval of environmental governmental agencies, when what is needed is a serious examination of studies done pointing to the fragility of the Manresa ridge. It would be less costly to do this now
than to mitigate damages to people and to structures later when plans go awry.
While we focused on these two mega projects, we actually need not look far to see how the word development has been mangled beyond recognition. The loggers have decimated our forests in Mindanao, industries have treated the bays as their “waste pits,” costly agricultural technologies tied-up to the use of heavy chemicals promoted, mangroves destroyed to give way to structures – all in the name of development. That kind of development promoted through corporate globalization has sacrificed mother earth and the people for profit.
We must advance a kind of development that is holistic, pro-people, communitybased and with popular participation. It is one that puts man at the center and in the mainstream of the processes. The United Nations has defined development as the “full development of human potentials, the expansion of choices and opportunities. For development to be such, it must pass a three-way test: First; is it ecologically sustainable? Second, does it benefit the people? And, third, does it have people’s participation? Unless the three criteria are satisfied, no development can take place, only maldevelopment.
Xavier University, please take a look again as to whether the plan in constructing the CLI Campus of the Future meets these three development criteria. It looks like certain people, especially those who are in the side of businesses, would benefit from the project. But does that qualify as meeting the second criterion? What seems clear is that the CLI project does not meet the first and third criteria. The adverse consequences on the environment do not seem to be of great concern to CLI. And, to answer the third criterion, one need only look at the letter to COPTAC from the Father General of the Society of Jesus declaring that Vatican has made its decision and that the decision is final. No need for further discussion. But, COPTAC refuses to be silenced. Xavier, please talk with us, and include us in the development process as we care so much for Xavier, especially to see it continue the vision of the Jesuit pioneers to be men and women for others in line with a biblical tenet of serving the least of our brethren - all for the greater glory of God.

I wonder if there’s a corresponding municipal land use plan and ordinances in place right now that would curb any commercial devel-
opment in favor of retaining the immediate environment and prioritizing the health, education and other services to current and future generations of Claveria natives.
My 2023 visit to Claveria town showed more businesses like cafes, restaurants and other touristy spots for visitors like myself. And like any visitor I took as many photos of these ‘Instagrammable’ places as I can because we create as many memories as we can possibly capture.
Right now, I can safely say that Claveria town is the Baguio City of Misamis Otiental since the climate there is comparable to early autumn in some First World countries. It’s the ideal summer getaway for urbanites and based on our readings in Wikipedia and Google, Claveria town has the largest land area in Misamis Oriental province.
A first class town/municipality, it’s interesting to note that Claveria town used to be part of Bukidnon province until a presidential declaration ceded the town to Misamis Oriental province.
In 2020, the poverty incidence in Claveria town is 22.10 percent based on the 2018 census. That same year, the town earned P68.46 million in revenue but sadly its liabilities are more than double its earnings at P190.8 million.
During the COVID-19 pandemic, going to Claveria town was a much needed break for those tired of the quarantine. It would be safe to assume that Claveria’s revenue may have gone up at that time.
Otherwise the sights were the same; the natives walking along the highway or speeding away in motorcycles while others hang their clothes to dry on their fences. So how do we define development? Is it commercial progress or what passes for modern urban living. I don’t know. What about you?
I think there’s quite the debate on that issue because development can be seen at different angles. I would be happy to note if issues on adequate infrastructure, waste management and public health are adequately addressed.
If not done right, who cares about development especially if it benefits the few and erodes whatever remains of a town, city or province’s natural beauty?

We start the familiar line: "When I was young... ." And we realize our mortality. Death could knock at our door any time. We feel humbled. We have mellowed.

WHEREAS, no person have filed any claims, whether formal or informal, against the above described intestate estate;

WHEREAS, the above-named persons are the sole and only heirs of deceased Spouses ROSALIO ROSALITA SR. and ANA ROSALITA ; NOW THEREFORE, PURSUANT TO Sec. 1, Rule 74 of the Revised Rules of Court of the Philippines, and the parties herein being all of age, they have agreed to divide as they do hereby divide and adjudicate the real property above-described, in EQUAL SHARE;

Prominent CDO accountant is RI 3870 membership chair

Amember of a prominent family of accountants from Cagayan de Oro City will lead Rotary International District 3870 membership committee in the incoming RY 20232024 that will kick off this July.

Rosalinda Caragos, certified public accountant, has been appointed by RI District 3870 Governor-Elect Gilda
“Gigi” Go as chair of the district’s membership committee and will
automatically be part of the district’s leadership team for the whole year from July 2023 to June 2024.
Caragos hails from a family of accountants from husband to daughter to son-in-law running the prestigious Caragos Talimio and Associates in Cagayan de Oro City. The family members are also active with the local chapter of the Philippine Institute of Certified Public Accountants (PICPA) and have contributed greatly in fusing the two fields of accounting and the
relatively new business process outsourcing.
With this new development, Caragos is expected to support the work of the various club membership committees in the district as they identify prospective members, introduce them to Rotary and involve all their club members in meaningful ways.
“Thank you PAG L:inda for accepting the assignment,” Go said. “By attracting new members and keeping existing members, Rotary International and

the Club under District 3870 will be able to continue serving the urgent and pressing needs of the local communities.”
The district has a total of 44 clubs from Bukidnon to Misamis Oriental, Lanao del Norte, Lanao del Sur, North Cotabato, Sultan Kudarat, Maguindanao, Camiguin and Cagayan de Oro City.
Caragos is also past assistant governor for Rotary International District 3870. Her home is Rotary Club of East Urban.
