NIA-10 3-day congress to aid farmers via convergence

CAGAYAN DE ORO CITY (PIA)--In line with its mandate and commitment towards its farmer clientele, the National Irrigation Administration (NIA)-10 successfully conducted its three-day Regional Irrigators Association (IA) Congress from March 27 to 29.

Attended by various federations of the farmer irrigator associations, the event serves as an avenue for the agency to give updates on the status of the ongoing projects and its proposed programs and projects.

The agency talked about its budget and how the funds for CY 2023 aren’t enough to help all of the Irrigators Association with their needs. However, NIA-10 said that it has worked with other government agencies to make sure that its farmer clients can still get help and take part in projects.

“Sa ngayon, 2023, ang budget natin ay limitado, kaya ang gagawin natin is still convergence. Makipagusap sa ibang government agencies kung ano ang kanilang programa na pwe-

PGMO establishes MOHARA to boost tourism industry

PH-Türkiye air service deal to boost tourism: DOT

MANILA – The Department of Tourism (DOT) on Tuesday welcomed a newly signed air services agreement that would double passenger flights between the Philippines and Türkiye.

MANILA – The Philippine National Police (PNP) said Wednesday it has received PHP300 million from the national government for the special training and education of policemen to improve their law enforcement capabilities, particularly on digital innovations amid the prevalence of cybercrime in the country.

ONE COMMON ANCESTOR

During the last days of the Lenten saison and Easter Holidays, I experienced again, what it means to have a family. Especially as an expatriate living together with a Philippine family. What a blessing for me!

In his divine wisdom, God intended the family atmosphere where there should be parental love so that every toddling, helpless, fragile child that comes into the world finds warmth, care and security. Family life is, therefore, the first and foremost calling of every married couple.

The first thing one should look for in a married couple, is not how successful they are as lawyers or businessmen or professionals, but how successful they are as family couples and family members. For me, if they fail as a family man or woman, I consider them complete failures in life. Strong words, I know!

According to modern evolutionary biology, all liv-

ing beings could be descendants of a unique ancestor commonly referred to as the last universal common ancestor (LUCA) of all life on Earth. Common descent is an effect of speciation, in which multiple species derive from a single ancestral population.

Again, strong words!

Though a bit exaggerated, there's a lot of truth there.

When one gets married, he/ she assumes the grave and sacred task and responsibility of begetting and rearing children for God. And if they fail as parents, they fail in his first and foremost obligation to God.

The human family is a sacrament. As such, it is a sign, a witness, that should point to a mirror of unity and love. Of course, the so-called human family is a very imperfect reflection of the so-called "Holy Family", what with all the problems, trials and difficulties. Believe me, also in "my" family, there's a lot of

impatience, anger, cruelty, many times NO TIME for one another, lack of communication, callousness or insensitivity to the other's needs.

When my wife and I were newly-married, after coming home from a hard day's work, our dogs would bark and meet me, while my wife brought my slippers. Time changed. My dog will bring the slippers now...! Joke lang!

Let's keep in mind: there's no stressing enough the value and importance of the family. If the basic unit of society is weak, fragmented, decadent, so is the whole country. For as the family, so the country. The Philippines!

How amazing it was to listen to the 200 world leaders attending last year’s Conference of the Parties (COP26) on the G20 Summit on Climate Change, pronouncing that it is our duty to save the Earth with no less than Prince Charles giving the opening statement that “we don’t just need finer words but more on finer actions!” Everyone is singing that tune now of saving the Earth but still it is business-as-usual.

While environmentalists worldwide are serving notice to one and all that in the absence of a major change, the global system will collapse in less than 100 years as the “tipping point” has already been reached because of two major reasons namely: Climate Change and Economic Unsustainability. Climate change is glaringly manifested by global warming, the melting of the 386-meter-high iceberg in the Arctic and the Antarctic resulting to the rising of the ocean level, the acidification of the oceans, the extinction of the species, among others. The unsustainability of the economy is shown in what His Holiness Pope Francis described as “glaring and scandalous social inequities,” stating further “it bids us all to break the bond of oppression and social injustice.”

The assets of some 5,000 billionaires on earth are far greater to the total assets of the 7.2 billion people world’s population. These billionaires are fronting the neoliberal capitalism paradigm called corporate globalization “where economic dictatorship is grafted onto representative

democracy giving way to the toxic growth of religious fundamentalism and right-wing extremism, leading not only to the death of democracy but to the democracy of death,” to quote world renowned environmentalist, Dr. Vandana Shiva.

The growth-at-all-cost development paradigm that sacrifices Mother Earth and the people to the altar of greed, profit, fame and power is the main culprit in this abovementioned unsustainability that is wrecking ecological havoc, gross inequities, social injustices and dire poverty. It is paradoxical and even causing nausea to hear these world leaders talked, calling to save the Earth during these most critical times of planetary emergency where the doomsday clock has been described as just “one minute before midnight,” yet, they continue to advance neoliberal economic paradigm that is causing climate change and so much inequities. While the Philippines is seen “as a frontline state in the battle against climate change, having been battered by relentless storms in recent years, it refrained from giving commitment to stop the usage of coal. That stand should be unacceptable especially to the Mindanawons because in Mindanao alone we have some 6 coal-fired power plants established in different provinces of Mindanao totaling some 2,200 megawatts. Based on scientific findings, burning coal is the leading cause of smog, acid rain, global warming and air toxics. In an average year, a typical coal plant (about

100MW) generates 3,700,000 tons of carbon dioxide, the primary human cause of climate change – as much as carbon dioxide as cutting down 161 million of trees.

In addition to the many air toxics that are causing cancer, abortion, chronic bronchitis, aggravated asthma and premature death, a typical coal plant emits 10,000 tons of sulfur dioxide which causes acid rain that damages forest, lakes and buildings and forms small airborne particles that can penetrate deep into the lungs. Thus, it is so disappointing to note that while the clamor worldwide is to PHASE-OUT the usage of coal, yet, COP26 decided just to PHASE-DOWN, based on the dictate of China and India! Worse, the Philippines’ stand was to refrain from giving any commitment, meaning, continue the usage of coal in the Philippines without let-up. That was the government’s stand in consonance with the oligarch’s stand. Is that the stand of the Filipino People? Of the Mindanawons? NEVER. In several environmental summits, thousands of participants had expressed condemnation of the establishment of coal-fired power plants since 2010 but were never listened to.

The Real Tragedy of Bataan

This April 9, 2007, the country will mark the 65th year since the Fall of Bataan and Corregidor.

On December 8, 1941, mere hours after Pearl Harbor was devastated & laid to waste, the Japanese Imperial Army invaded the Philippine Islands. After realizing that the Philippine coastline was too large to defend, Gen. Douglas McArthur’s plan was for the USAFFE (United States Armed Forces of the Far East) to retreat and defend the Bataan Peninsula until the arrival of US reinforcements under “War Plan Orange.”

Of course, the awaited US reinforcements never came after it suffered a major setback at Pearl Harbor. It was then that Gen. Douglas McArthur gave his now famous line “I shall return” before leaving the Philippines. He boarded a PT Boat for Mindanao and eventually Australia at the height of the Japanese invasion, leaving Lt. Gen. Jonathan Wainright in command.

CEBU CITY – A Cebu City official has encouraged the Cebuano youth to reflect on the lives of the Filipinos who fought during World War II through the uniformed military and police personnel who are risking their lives for the country’s peace and security.

In his remarks during the 81st Araw ng Kagitingan belatedly celebrated on Tuesday, Vice Mayor Raymund Garcia said the youth could learn bravery, selflessness, patriotism, and nationalism from the soldiers and policemen who put their lives on the line for the service of the Filipino nation.

“Indeed, they are role models worth following and emulating,” Garcia said of the members of the Armed Forces of the Philippines and the Philippine National Police.

Garcia also said the Bataan Death March in 1942 was a reminder of how the Filipino heroes of World War II paid the ultimate price to defend the nation and its freedom.

40.5K Western Visayas households to be included in 4Ps

ILOILO CITY – An additional 40,559 indigent families in Western Visayas will be admitted to the Pantawid Pamilyang Pilipino Program (4Ps) this year.

Belen Gebusion, chief of the Pantawid Pamilya Pilipino Program Division of the Department of Social Welfare and Development (DSWD) 6 (Western Visayas), said this was after the region's share for 4Ps has been increased to 345,919 households this year. The DSWD has delisted 18,203 out of the 94,214

households that were cited to be non-poor after the validation of the result of the Listahanan 3 or the 3rd version of the National Household Targeting System for Poverty Reduction, an information system that identifies indigent households.

The remaining households were recommended for retention and the result is expected before the end of this month.

“Maybe this is good news for some of the households who have been requesting to be included in the program but unfortunately, not all of them can be included,”

Gebusion said on Tuesday.

She said 81,869 families have been identified as potentially eligible beneficiaries in the Listahanan 3 but only 40,559 will be included in the first batch.

"The remaining will be filled in if there are households that will exit between April and December,” she added.

Households with three children who are all enrolled were top priority.

Gabusion said they are just waiting for the final approval of the list, which is expected by April 15.

Last year, a total of 12,949 families in Western

Visayas graduated from 4Ps after being assessed to be able to financially stand on their own feet.

Eligible households to be admitted to the 4Ps should have a pregnant member, studying children, or members aged 0 to 18 years, and the willingness to comply with the program’s rules.

Beneficiaries of the 4Ps also include farmers, fisherfolk, homeless families, indigenous peoples, those in the informal settler sector, and those in geographically isolated and disadvantaged areas, including those in areas without electricity. (PNA)

A surgical oncologist by profession, Ms. RahonSugcang or Dr. Binky as she is fondly called is a member of the Rotary Club of Kalayaan Cagayan de Oro, one of the 44 clubs of the district.

With this new appointment, Dr. Binky will be joining the new district leadership team that will oversee clubs from the provinces of Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, North Cotabato, Sultan Kudarat, Maguindanao, Camiguin and Cagayan de Oro City.

Oro Art Hub gets boost with The Photo Alley Launch

The long-cherished vision of an exclusive art hub for the Cagayan de Oro’s artist community is off to a good start with the launching of The Photo Alley at the Limketkai Center on April 1st.

“As a visual art, photography has the least exposure in the city, delegated to only a few weeks per year and with no fixed location,” said Fraand Timothy Quimpo, Oro Photographic Society (OPS) President.

“So when we met up with the management of Lim Ket Kai Center for a supposed 1-week exhibit, I aired that concern and requested if they could host a permanent exhibit location dedicated to the art of photography, and the result is The Photo Alley

The objective of The Photo Alley is to increase the public's appreciation of the arts, specifically in photography.”

Quimpo said this will be a permanent exhibit or gallery walkway with themes to be changed monthly with images the OPS curates.

For its launching exhibit, The Oro Photographic Society & Limketkai Center presents The Art of Photography featur-

AN ORDINANCE ESTABLISHING THE PROCEDURES IN CASES OF VIOLATIONS OF LOCAL ORDINANCES IMPOSING FINES AND PENALTIES IN THE CITY OF TANGUB

Be it enacted by the Sangguninag Panlungsod of the City of Tangub, that;

Section 1. Purposes. This ordinance was enacted in order to achieve a systematic and orderly apprehension of violators of the local ordinances in the City of Tangub and to provide the procedures in cases of violations of local ordinances imposing fines and penalties in the City of Tangub.

Section 2. Definition of Terms. The following words are defines for purposes of understanding.

a.) Citation Ticket.- is a form issued to person/s violating any city ordinance of the city in lieu of arrest and/or prosecution among other things, it notifies the offender/s on the particular infraction of the ordinance he /she violated and also advises him/her to appear before the City Mayor for appropriate disposition of the case. This ticket shall be issued by a person authorized to issue a citation ticket.

b.) Citation Officer- a person duly authorized by the City to issue a citation ticket to person/s violating any city ordinance. This officer can be a personnel from the Tangub City Police Station, Barangay officials or Tanod, Sanitary Inspector, Market Personnel or anyone who is authorized by the City Mayor.

c.) Violator- any person/s who committed a prohibited act and/or fails to comply with any requirement provided in existing city ordinance.

Section 3. Issuance of Ordinance Violation Receipt (OVR) . Any person who is cited for violation of any provision of a City Ordinance shall be issued a Citation Ticket.

Exempted in a child, who is referred to as a person under the age of eighteen (18) years.

If the offender is a corporation or a partnership, organization or any similar entity, the Citation Ticket shall be issued to its President and/or General Manager or Managing Partner and/or General Manager, or such other Officerin-Charge with the management of the business.

Section 4. Procedure in the Issuance of Citation Ticket. The following procedures shall be observed by any law enforcer or person authorized by the City Mayor to issue a Citation Ticket in the apprehension of any person who violates any provision of a City Ordinance:

a) Inform the violator of his/her violation;

b) Issue the Citation Ticket indicating therein the name, address (should be verified) and other pertinent data of the person apprehend as may be required in the Citation Ticket, including the violation;

c) Inform the violator of his/her right to avail of No Contest Provision as provided in Section 5, hereof;

d) The citation ticket should be accomplished in three copies. The original shall be given to the offender/s; the second copy will be given to the City Treasurer and the third copy will be utilized by the citation officer.

e) The citation officer shall advise the violator to report to the Office of the City Mayor and to pay the cor responding fine or penalty to the City Treasurer within three (3) days after which he shall affix his signature for confirmation.

f) If after three (3) days from the receipt of the citation ticket the violator fails to appear or refuses to pay the fine of penalty imposed by the city ordinance, the Chief of Police shall initiate prosecution proceedings against the violator or respondent.

g) The City government shall appropriate funds for the printing expenses of the citation ticket.

Section 5. No Contest Provision. Any person apprehend for violation of a City Ordinance, who does not wish to contest the violation and is willing to pay voluntary the fine imposed upon him/her prior to the filing of formal complaint with the Office of the City Prosecutor shall be allowed to pay said fine with the City Treasurer to avoid being criminally prosecuted.

Section 6. Procedure in the Availment of the No Contest Provision.

a. The violator shall be given three (3) working days from issuance of the Citation Ticket within which to pay the fine.

a.1. The fine shall be minimum imposable by the Ordinance violated;

a.2. Where there are fines imposed in the first, second and third offenses, the minimum fine in the second and third offenses shall be charged.

a.3. If the violator has already availed of the No Contest Provision three (3) times, he/she can no longer avail of the same and the corresponding complaint for the violation of the Ordinance, with the maximum penalty imposed should be filed against the violator.

b. The violator, who avails of the No Contest Provision before making the payment to the City Treasurer, shall secure an Order of Payment from the City Legal Office;

c. After payment of the fine, the violator shall present the Official Receipt to the Tangub City Police Station, which shall attach a Certified True Copy of the receipt to the documents of the case and the case shall be

considered closed.

d. If after the lapse of three (3) days, the violator has failed to present the Official Receipt of the payment of the fine, the apprehending officer who issued the citation ticket shall have the case filed with the City Procecutor’s Office, attaching a Judicial Affidavit providing the basic information about the facts and cir cumstances surrounding the issuance of the Citation Ticket, the original copy of the Citation Ticket and a Certification from City Treasurer’s Office that the violator failed to pay or did not avail of the Contest Provision.

Section 7. Community Service.

a. In case of inability to pay the fine, the violator may opt to render community service as follows:

1 For a penalty of P 1,000 and below Eight (8) hours

2 For a penalty of more than P 1,000 but not more than P 3,000 Sixteen (16) hours

3 For a penalty of more than P 3,000 but not more than P 5,000 Twenty (20) hours

b. The violator who alleged inability to pay the fine must secure a Certification to that effect from the City Social Welfare and Development Office which shall conduct a capability assessment of the same.

c. The Punong Barangay shall determine the kind of community service that will required of the violator and shall administer the same;

d. After the completion of the community service, the Punong Barangay shall render a report to the City Legal Office, which shall consider the case closed;

None completion of the community service as certified by the Punong Barangay shall be deemed as a waiver on the part of the violator to still avail of the same and the case shall proceed accordingly.

e. The provision on community service can be availed of only for three (3) times by any violator:

Section 8. Violation of City Ordinance by a Child (Under the age of Eighteen (18) years).

a. A child, who is cited for violation of a City Ordinance shall be recorded as a “child at risk” and not a “child in conflict with the law”. He/She shall be brought to any Barangay Official at the Barangay Hall to be referred to the City Social Welfare and Development Office, which shall with the assistance of the Barangay Official, release the custody of the child to his/her parents or guardian, or in the absence thereof, the child’s nearest relative.

If the parents, guardian or nearest relatives cannot be located, or if they refuse to take custody, the child may be released to any of the following:

1. A duly registered non-governmental or religious organization;

2. A Barangay official or a member of the Barangay Council for the Protection of Children (BCPC)

3. A City Social Welfare and Development Officer (CSWDO) or when and where appropriate, the DSWD.

b. The City Social Welfare Development Officer (CSWDO) shall determine and design the intervention pro gram for the child. The intervention program shall consist of counselling, attendance of group of parents, attendance in parenting education seminars (Republic Act 10630).

c. If the child has been found by the CSWDO to be dependent, abandoned, neglected or abused by his/her parent and the best interest of the child requires that he/she be placed in the Youth Care Facility or “Bahay -asa”, the child’s parents or guardians shall execute a written authorization for the voluntary commitment of the child. Provided, that if the child has no parents or guardians of if they refuse or fail to execute the written authorization for voluntary commitment, the proper petition for involuntary commitment shall be immediately filed by the CSWDO.(Section 6, Republic Act 10630, amending Section 20, Republic Act 9344);

d. Section 21, Republic Act 9344, pertaining to the “Procedure for asking the child into custody shall at all times be observed by any law enforcer who takes a child into custody”.

Section 9. Deputization of Enforcement Agents. Barangay Officials, including Barangay Tanods are hereby deputized as agents in the enforcement of all City Ordinances.

To assist City law enforcers, the City Mayor may deputize the members of the Philippine National Police (PNP) assigned at Tangub City Police Station and members of the City Peacekeepers Asenso Team (CPAT) of Tangub City as additional agents in the enforcement of this City Ordinance.

Section 10. Printing and Custodian of Citation Tickets.

A. The City General Services Office is hereby authorized to secure the printing of sufficient copies of Citation Ticket, the specification of which shall be prepared by the City Legal office.

B. The City Treasurer’s Office shall take custody of and be accountable for all the Citation Tickets printed for use in the enforcement of City Ordinances.

Section 11. Repealing Clause. All Ordinances and rules inconsistent with the provisions of this Ordinances are hereby modified or repealed accordingly.

Section 12. Effectivity. This Ordinance shall take effect after fifteen (15) days following it publication in a newspaper of general circulation in the Province of Misamis Occidental.

Aldriech Paglinawan with some 100 military men. When the Vice President of the Tribal Cooperative, Mr. Generoso Delgado Remon, a 67-year old farmer 5ft.-tall in height, thin and little as he is, tried to stop them, he was pushed and harmed by some 10 strong military men and allegedly kicked twice by Sgt. I’d like to think it’s because of historical amnesia. They forgot how a generation of Filipinos fought back against the invaders of the motherland. I wonder if these people would do the same if such an invasion happened in their lifetime.

Valley View Township: Brewed in Dakak, launched in MisOr

Dapitan City —From the cozy coffee shop of world-class Dakak Beach Resort, three good men led by Romeo ‘Nonong’ Jalosjos along with Architect Ronie Gaudiel and Ritchie Salloman had brewed a housing project to become the centerpiece of PBBM’s Pambansang Pabahay para sa Pilipino Housing Program.

Now taking shape in Sta. Ana, Tagoloan, Misamis Oriental, Valley View Township, owned and operated by RGJ Real Estate Corporation has stepped up the government’s real estate mantra to the next level as it pioneers in mid-rise, mix-use housing project in a rural setting with modern, state-of-art urban amenities.

Valley View Township had its groundbreaking ceremony last April 2, 2023 attended by top officials of the government housing program, local officials and stakeholders.

Nestled on top of a hill overlooking the commercial hub of Phividec Industrial Estate and Macajalar Bay, Valley View Township has a 12-B blueprint consisting of 25 towers at 13 storeys each spread in a 14-hectare property located in Sta. Ana, the biggest barangay in Tagoloan, Misamis Oriental.

“Our journey of providing our fellowmen with projects that will impact their lives and the communities where they live never ends, “ said Nonong Jalosjos, patriarch and owner the famed Eat Bulaga TV series, the Gloria de Dapitan Fantasyland, Glorious Snow World and the world famous Dakak Beach Resort.

Valley View Township is the latest of Nonong Jalosjos pet project popularly known in his initials as RGJ.

RGJ Realty is eyeing another housing project in Laguindingan under the PBBM Pambansang Pabahay para sa Pilipino Program.

During the launch, President and CEO of Social Housing Finance Corporation Federico Laxa lauded Nonong Jalosjos for his visionary effort to build the Valley View Township thru RGJ Realty for the people of Tagoloan and the rest of Northern Mindanao.

Dept. of Human Settlement and Urban Development Regional Director Ariel Abragan expressed his gratitude to Nonong Jalosjos for his support to the Pabahay Program of the government.

Misamis Oriental Governor Peter Unabia who graced the occasion congratulated

Nonong Jalosjos of working with Tagoloan Mayor Nadia Emano-Elipe had consider this noble housing project sustainable to benefit not only the residents of Tagoloan in particular, but also the people of Misamis Oriental in general.

“We are indeed grateful to Nonong Jalosjos whom I had my utmost respect for getting this project done outside of Dapitan. The people of Misamis Oriental owes this housing project to him with much appreciation”, said

The economic benefits that would be generated out from this project is endless, down to the ordinary residents of Tagoloan who, in one way or
