Month of Ramadhan. Guest speakers during the symposium were Ustadz Saguir Salendab, Ustadz Abdulhamid Usman, Ustadz Abubakar Usman, and Ustadz Muslimin Limba.

“This symposium is very relevant. We invited our guest speakers to impart knowledge about the teachings of Islam to the town residents,” ViceGovernor Midtimbang said.

Similarly, Fr Mars stressed how humanities subjects remain relevant to 21stcentury education, which the XU Campus of the Future envisions to achieve. He cited how former Jesuit Father Generals sought to expound the goal of Jesuit education by answering it with nuancing due to the contexts of their time.

Taguig opens Holy Week attraction by the lake

MANILA – The Taguig City government formally opened its "Life of Christ" exhibit at the TLC Village in Barangay

Lower Bicutan to give Taguigueños a place to reflect this Lenten season.

The attraction is open from Holy Tuesday until Easter Sunday from 8 a.m. to 10 p.m.

In a statement, the city government said Taguigueños can reflect on Jesus' passion, death, and resurrection on different corners of the park, which features The Stations of the Cross, Prayer Corner and Prayer Boxes, and Art Installations.

The city government also said 14 panels, presenting events in Jesus Christ's last day, contained each an apt Bible verse, a reflection, and an activity or a question.

Those asking for spiritual blessing can do so in the Ask Jesus provision, where they can write down their prayer intentions, and light a candle in the Prayer Corner and Prayer Boxes.

A black interactive Cross installation art is also placed in the middle of TLC Square, where visitors can write down their sins and bad habits on black paper and nail them individually on the cross.

During her visit to the park, Taguig Mayor Lani Cayetano hoped that regardless of religious affiliation, Taguigueños would put focus on being grateful for the greatest sacrifice of Jesus Christ who saved the world from sins.

"I also encourage the younger generation to study and experience the Passion of the Christ, especially at this time, when our youth are going through so many trials," she added.

DILG chief to endorse ‘trustworthy’ official as next PNP chief

MANILA – Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. said he will recommend a sole name to President Ferdinand R. Marcos Jr. to be the next chief of the Philippine National Police (PNP).

Current top cop Gen. Rodolfo Azurin Jr. will retire from the service upon reaching the mandatory age of 56 on April 24.

The SPD covers the cities of Makati, Pasay, Taguig, Parañaque, Las Piñas and Muntinlupa as well as the municipality of Pateros.

It said the six cities and one municipality under SPD have a total of 82 places of worship, which will be secured by 323 police officers while another 46 police officers will man one-stop-shop help desks in strategic areas.

Kraft said a total of 141 police officers will secure major thoroughfares, while 110 are

'Passport on wheels' attracts Ilocos Sur residents

LAOAG CITY – Hundreds

of Ilocos Sur residents on Tuesday availed of the mobile passport services of the Department of Foreign Affairs (DFA), in partnership with the provincial government and the University of Northern Philippines (UNP) Federated Alumni Association.

Held at the UNP Gymnasium in Tamag, Vigan City, the two-day pre-application period for new and old passport applicants began on Monday and ends Tuesday.

Princess dela Cruz from Magsingal town said she has been waiting for the return of the "Passport on Wheels" in Vigan for so long because it saves her the hassle of securing an online appointment and traveling a long distance to renew her passport.

“Thank you to the DFA’s Passport on Wheels, I am excited to travel again,” she said.

Dela Cruz was one of the early birds who queued up for the pre-passport application where documentary requirements were checked on Tuesday.

On the first day, a total of 383 applicants from various parts of the province were served from 10 a.m. to 4 p.m.

Applicants with complete documentary requirements will be scheduled for processing at the same venue on May 10-11.

The Passport on Wheels program is rolled out in Ilocos Sur once a year.

“This is something that

we have been working on for years now with the DFA in order to serve our constituents and lessen their burden in going to the regional office in La Union to secure their passport,” Vice Governor Ryan Singson said in an earlier interview.

Even during the pandemic, the demand for passport services remained high in this northern part of Luzon, especially after the rollout of new passports with a 10-year validity.

two NPA rebels surrender in Sorsogon

LEGAZPI CITY – Two New People's Army (NPA) rebels operating in Sorsogon province have voluntarily surrendered to authorities, a Police Regional Office (PRO) 5 (Bicol) official said Tuesday.

As part of the government’s commitment to bring its services closer to the people, the DFA continues to partner with interested local government units, schools and other organizations to provide mobile passport services.

The Passport on Wheels service or mobile passport program can be availed of by sending a written request to the Assistant Secretary for Consular Affairs of the DFA via email at oca.passport. mps@dfa.gov.ph. (PNA)

In a phone interview, PRO-5 spokesperson Lt. Col. Malu Calubaquib said the rebels, a certain "Ka Bro" and "Ka Dan," surrendered to joint personnel of the PRO-5 and the Philippine Army in Sitio Lucot in Barangay Fabrica, Barcelona town on Monday.

The two also turned in high-powered firearms and war materiel.

"They are both from Larangan 1, Komite ng Probinsya 3. They also handed over two 5.56 mm. rifles, an M16A1 Elisco

rifle, two 5.56 mm. rifles, an AR-15 colt with defaced serial numbers, and assorted war materials," Calubaquib said. She quoted the surrenderers as saying that they longed to yield to authorities and begin a new chapter of their lives as allies of the community in creating a better and peaceful future for the young generation.

"The two will receive package assistance under the Enhanced Comprehensive Local Integration Program. This is to guide and help them as they begin a new chapter of their lives, as well as to continuously ensure their safety from the risk and danger against the NPA," Calubaquib added. (PNA)

The People’s Battlecry: Environmental and Social Justice! Wake-up on the Fallacies of Life & Religions

We Filipinos are freedomloving people as history tells us how the Filipinos resisted against the subjugation of Filipinos by colonizers which were done then through injustices and corruption, It is so painful to note that while our country has been unfettered from colonial rule but the new colonizers loomed fronted by TNCs, oligarchs, cartel and conglomerate in cohort with corrupt politicians, Another kind of subjugation became the order of the day is being done through social injustices and corruption.

It has therefore become imperative to promote social justice. Before we can promote social justice, let us reflect for a while and know the horrible “faces” of social injustice in the life of the workers, famers, indigenous peoples, fisherfolk and the common “tao” in a country that declares in the Fundamental Law (Art. II, Sec.10) that, “The State shall promote social justice in all phases of national development.”

The workers are producers of the wealth of the nation, yet, they live in dire poverty. In fact, they are leaving in droves, as if jumping from a “sinking ship,” to find jobs in foreign lands, leaving their love ones behind at so much social cost.

Food comes from their farms but the dining tables of the farmers fall short of it, tilling lands not their own and if they do, tied-up to costly seeds and technologies that adhere to conventional agriculture which is beyond their control. They sell their products under the mercy of “compradors,” following an oppressive marketing system that makes their farming nonviable. According to a Study of the Development Academy of the Philippines, some 63% of Mindanao is now under the control of Trans-National Corporations (TNCs) and our IPs find themselves farming marginalized and highly steep mountainous areas. “Gamay lang nga tulod, ang kabaw moligid na.”

This is so because the grandeur of the Philippine bays is now fast disappearing as they undergo progressive state of impairment and with it, the marginalization of the coastal populace. Unlike before when fish would literally jump into their “banca,” fish now can hardly be caught.

Why? What are the fatal blows causing the death of the once mighty marine and fishery ecosystem? Well, the bays are treated as waste pits. First is industrial pollution. Chemical waste from industries and factories are dumped in the bays. Other silent killers are the internationally banned chemical fertilizers and insecticides which are heavily used in surrounding plantations. Educational technology, commonly known as EdTech, refers to the integration of technological tools and resources into educational systems to enhance learning and teaching. The Philippines has recently introduced her use of EdTech into the education system to provide a better learning experience for students and teachers. This essay discusses the current state of educational technology in the Philippines, its impact on education, and the challenges it presents.

In recent years, the Philippine government has made great efforts to integrate technology into the education system. The Department of Education (DepEd) started his computerization program in 2014. The program aims to equip public schools with computer units, tablets and other digital resources to improve education delivery. That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than seven (7) years, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. AN ORDINANCE ESTABLISHING THE PROCEDURES IN CASES OF VIOLATIONS OF LOCAL ORDINANCES IMPOSING FINES AND PENALTIES IN THE CITY OF TANGUB

Be it enacted by the Sangguninag Panlungsod of the City of Tangub, that;

Section 1. Purposes. This ordinance was enacted in order to achieve a systematic and orderly apprehension of violators of the local ordinances in the City of Tangub and to provide the procedures in cases of violations of local ordinances imposing fines and penalties in the City of Tangub.

Section 2. Definition of Terms. The following words are defines for purposes of understanding.

a.) Citation Ticket.- is a form issued to person/s violating any city ordinance of the city in lieu of arrest and/or prosecution among other things, it notifies the offender/s on the particular infraction of the ordinance he /she violated and also advises him/her to appear before the City Mayor for appropriate disposition of the case. This ticket shall be issued by a person authorized to issue a citation ticket.

b.) Citation Officer- a person duly authorized by the City to issue a citation ticket to person/s violating any city ordinance. This officer can be a personnel from the Tangub City Police Station, Barangay officials or Tanod, Sanitary Inspector, Market Personnel or anyone who is authorized by the City Mayor.

c.) Violator- any person/s who committed a prohibited act and/or fails to comply with any requirement provided in existing city ordinance.

Section 3. Issuance of Ordinance Violation Receipt (OVR) . Any person who is cited for violation of any provision of a City Ordinance shall be issued a Citation Ticket.

Exempted in a child, who is referred to as a person under the age of eighteen (18) years.

If the offender is a corporation or a partnership, organization or any similar entity, the Citation Ticket shall be issued to its President and/or General Manager or Managing Partner and/or General Manager, or such other Officerin-Charge with the management of the business.

Section 4. Procedure in the Issuance of Citation Ticket. The following procedures shall be observed by any law enforcer or person authorized by the City Mayor to issue a Citation Ticket in the apprehension of any person who violates any provision of a City Ordinance:

a) Inform the violator of his/her violation;

b) Issue the Citation Ticket indicating therein the name, address (should be verified) and other pertinent data of the person apprehend as may be required in the Citation Ticket, including the violation;

c) Inform the violator of his/her right to avail of No Contest Provision as provided in Section 5, hereof;

d) The citation ticket should be accomplished in three copies. The original shall be given to the offender/s; the second copy will be given to the City Treasurer and the third copy will be utilized by the citation officer.

e) The citation officer shall advise the violator to report to the Office of the City Mayor and to pay the cor responding fine or penalty to the City Treasurer within three (3) days after which he shall affix his signature for confirmation.

f) If after three (3) days from the receipt of the citation ticket the violator fails to appear or refuses to pay the fine of penalty imposed by the city ordinance, the Chief of Police shall initiate prosecution proceedings against the violator or respondent.

g) The City government shall appropriate funds for the printing expenses of the citation ticket.

Section 5. No Contest Provision. Any person apprehend for violation of a City Ordinance, who does not wish to contest the violation and is willing to pay voluntary the fine imposed upon him/her prior to the filing of formal complaint with the Office of the City Prosecutor shall be allowed to pay said fine with the City Treasurer to avoid being criminally prosecuted.

Section 6. Procedure in the Availment of the No Contest Provision.

a. The violator shall be given three (3) working days from issuance of the Citation Ticket within which to pay the fine.

a.1. The fine shall be minimum imposable by the Ordinance violated;

a.2. Where there are fines imposed in the first, second and third offenses, the minimum fine in the second and third offenses shall be charged.

a.3. If the violator has already availed of the No Contest Provision three (3) times, he/she can no longer avail of the same and the corresponding complaint for the violation of the Ordinance, with the maximum penalty imposed should be filed against the violator.

b. The violator, who avails of the No Contest Provision before making the payment to the City Treasurer, shall secure an Order of Payment from the City Legal Office;

c. After payment of the fine, the violator shall present the Official Receipt to the Tangub City Police Station, which shall attach a Certified True Copy of the receipt to the documents of the case and the case shall be

considered closed.

d. If after the lapse of three (3) days, the violator has failed to present the Official Receipt of the payment of the fine, the apprehending officer who issued the citation ticket shall have the case filed with the City Procecutor’s Office, attaching a Judicial Affidavit providing the basic information about the facts and cir cumstances surrounding the issuance of the Citation Ticket, the original copy of the Citation Ticket and a Certification from City Treasurer’s Office that the violator failed to pay or did not avail of the Contest Provision.

Section 7. Community Service.

a. In case of inability to pay the fine, the violator may opt to render community service as follows:

1 For a penalty of P 1,000 and below Eight (8) hours

2 For a penalty of more than P 1,000 but not more than P 3,000 Sixteen (16) hours

3 For a penalty of more than P 3,000 but not more than P 5,000 Twenty (20) hours

b. The violator who alleged inability to pay the fine must secure a Certification to that effect from the City Social Welfare and Development Office which shall conduct a capability assessment of the same.

c. The Punong Barangay shall determine the kind of community service that will required of the violator and shall administer the same;

d. After the completion of the community service, the Punong Barangay shall render a report to the City Legal Office, which shall consider the case closed;

None completion of the community service as certified by the Punong Barangay shall be deemed as a waiver on the part of the violator to still avail of the same and the case shall proceed accordingly.

e. The provision on community service can be availed of only for three (3) times by any violator:

Section 8. Violation of City Ordinance by a Child (Under the age of Eighteen (18) years).

a. A child, who is cited for violation of a City Ordinance shall be recorded as a “child at risk” and not a “child in conflict with the law”. He/She shall be brought to any Barangay Official at the Barangay Hall to be referred to the City Social Welfare and Development Office, which shall with the assistance of the Barangay Official, release the custody of the child to his/her parents or guardian, or in the absence thereof, the child’s nearest relative.

If the parents, guardian or nearest relatives cannot be located, or if they refuse to take custody, the child may be released to any of the following:

1. A duly registered non-governmental or religious organization;

2. A Barangay official or a member of the Barangay Council for the Protection of Children (BCPC)

3. A City Social Welfare and Development Officer (CSWDO) or when and where appropriate, the DSWD.

b. The City Social Welfare Development Officer (CSWDO) shall determine and design the intervention pro gram for the child. The intervention program shall consist of counselling, attendance of group of parents, attendance in parenting education seminars (Republic Act 10630).

c. If the child has been found by the CSWDO to be dependent, abandoned, neglected or abused by his/her parent and the best interest of the child requires that he/she be placed in the Youth Care Facility or “Bahay -asa”, the child’s parents or guardians shall execute a written authorization for the voluntary commitment of the child. Provided, that if the child has no parents or guardians of if they refuse or fail to execute the written authorization for voluntary commitment, the proper petition for involuntary commitment shall be immediately filed by the CSWDO.(Section 6, Republic Act 10630, amending Section 20, Republic Act 9344);

d. Section 21, Republic Act 9344, pertaining to the “Procedure for asking the child into custody shall at all times be observed by any law enforcer who takes a child into custody”.

Section 9. Deputization of Enforcement Agents. Barangay Officials, including Barangay Tanods are hereby deputized as agents in the enforcement of all City Ordinances.

To assist City law enforcers, the City Mayor may deputize the members of the Philippine National Police (PNP) assigned at Tangub City Police Station and members of the City Peacekeepers Asenso Team (CPAT) of Tangub City as additional agents in the enforcement of this City Ordinance.

Section 10. Printing and Custodian of Citation Tickets.

A. The City General Services Office is hereby authorized to secure the printing of sufficient copies of Citation Ticket, the specification of which shall be prepared by the City Legal office.

B. The City Treasurer’s Office shall take custody of and be accountable for all the Citation Tickets printed for use in the enforcement of City Ordinances.

Section 11. Repealing Clause. All Ordinances and rules inconsistent with the provisions of this Ordinances are hereby modified or repealed accordingly.

Section 12. Effectivity. This Ordinance shall take effect after fifteen (15) days following it publication in a newspaper of general circulation in the Province of Misamis Occidental.

The current Father General, Fr Arturo Sosa addressed the question by inviting all Jesuit schools to “a continuous exercise of discernment in the face of the rapid cultural, anthropological and technological changes we are living through.”

“What all the previous and the present Fr Generals have declared is a call to human excellence, to the fullest possible development of all human qualities. It is a call to reflective thinking and disciplined studies, a call to the total formation of the person, academically, emotionally, physically, and spiritually. The humanities program, subjects, and activities have much to contribute to the ultimate goal of Jesuit education,” Fr. Mars noted.

He pointed out how it has become difficult to discern in the current technological age the importance of teaching students about humanities, and fulfill Xavier Ateneo’s mission statement to form graduates/students of competence, conscience, and commitment.

“Most careers (STEM) today are geared toward technological innovation and development, and the humanities are sadly often pushed to the side in higher education, in both the quantity and quality of their academic programs,” Fr Mars observed.

However, this only serves to further emphasize how the Humanities are needed “now more

than ever to provide balance and perspective” in the 21st century (Reiter, 2017), and especially true in Jesuit education.

Father Adolfo Nicolas, SJ, former Superior General of the Society of Jesus, outlines what sets Jesuit education apart from other universities: “the real measure of our Jesuit universities lies in who our students become” [and not in how much they will have].

In the emerging global reality, “tomorrow’s ‘whole person’ cannot be whole without an educated awareness of society and culture with which to contribute socially, generously, in the real world, he added.

Thus, although the new Xavier Ateneo is anchored on the 2019 Strategic Plan’s niche program areas to pursue plans for their necessary infrastructures (Health and Life Sciences; Social Innovation and Entrepreneurship; and Sustainable Engineering and Technology), it remains deeply aware of the necessity to strategically position the Humanities program to achieve its desired role in the new Xavier Ateneo in Manresa. “It’s in the plan that the humanities program will have its necessary infrastructure and facilities,” Fr Mars assures.

Not the least, he attributed the gap in the enterprise of education aptly pointed out by a well-known Jesuit philosopher, Fr Bernard Lonergan, as the unwillingness of many educators to raise or attempt to answer burning issues of the day, rather than the lack of passion, lack of faith, and lack of intelligence as the cause of this gap.

“We experience a lack of integration, a lack of depth and creativity to wrestle with answering these tough yet basic questions: why are we here? what is love? why is there evil? why do

Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on April 28, 2023 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted.
